Clarke County becomes state’s third Home Base Iowa Community By AMY HANSEN

It’s good to be No. 3. On Tuesday, Aug. 19, Lt. Gov. Kim Reynolds was at Salford Farm Machinery in Osceola to designate Clarke County as the state’s third Home Base Iowa Community. “Honestly, there’s nothing like coming back home, especially when we’re celebrating a success like this,” Reynolds said. “I’m really proud of Clarke County and Osceola for becoming a Home Base Iowa Community.” Home Base Iowa designated communities serve as centers of opportunity for military veterans. Home Base Iowa is a non-profit, private-public partnership that focuses on recruiting veterans and active duty service members for quality, well-paying private-sector jobs in Iowa. All Home Base Iowa Communities must have 10 percent of businesses in the area achieve Home Base Iowa Business status, develop its own incentive package for veterans and obtain a resolution of support from the appropriate

Jensen had accepted the ALS Ice Bucket Challenge, which is a social media phenomenon of people dumping a bucket of ice water on themselves and nominating other people to do the same thing. It is also a fundraiser for the ALS Association, which does global research in attempt to find treatments and a cure for the disease commonly known as Lou Gehrig’s disease. Jensen said the issue is personal to him because his brother-in-law died of ALS at the age of 44 approximately 10 years ago. Jensen said he was doing the challenge in honor of his brother-in-law. Jensen’s daughter challenged him, and he nominated five people to do the challenge before ice water was dumped on him. FYI: Jensen was wearing a helmet during the challenge.

la logo during a public hearing at an Aug. 19 Osceola City Council meeting. Discussion on the logo lasted for approximately an hour and the room was packed with people. First, there were concerns about if the GPS locator design on the proposed logo was already trademarked because once the logo goes through final approval by the city council, it would become city property. Many in the crowd wanted to know if there were any other options. The council discussed there have been several public meetings and a committee was formed to help design the logo. This has taken place throughout the past year. Ty Wheeler, city administrator/ clerk, said this was actually the second attempt at creating a logo. The project first began with the update of the city’s website. “This isn’t the only variation. … One of our goals in this project, which we don’t have as an organization right now, is to develop a consistent logo for the city property — the departments,” Wheeler said. “What this does is not only allow, you could consider this the formal, the main logo, but then you can branch out of that depending on what kind of space you’re working with and the theme is consistent. It’s not various renditions of Warrior Osceola. It’s not feathers. It’s not other items. It’s a consistent theme, which we can then use when we’re marketing the city.” The logo will eventually be found on city vehicles, business cards, signage, letterheads, shirts and more. The new logo is actually two different versions that are essentially the same design. There’s a large version of the logo, as well as a smaller one. Allowed to use Wheeler said the city is allowed to

use the design of the GPS locater. During group discussion, it was mentioned the look of a GPS locater is a royalty-free icon. It can’t be trademarked or copy written — anybody can use it. The logo as whole can be copy written, but the little GPS locator can’t be. Any changes made to the icon during the design made the icon its own graphic. Many people in the crowd wanted a design to show how friendly of a community Osceola is. “How do we show friendly because that’s something that comes up?” asked Councilman Dennis Page. Sarah Truitt said the logo the committee had other designs for the logo project, including depicting what the renovated downtown Osceola square would look like. She said there were three awesome choices that also included the feather and the train depot, but nobody liked those choices a year ago. “I am so thrilled just to have people here and input — wonderful comments,” Truitt said. “… It’s been so much work I think that we’re stuck, but I think that we all seem to be moving in the direction of ‘We like Osceola. We really like living here.’ And, so maybe we need to look at some of those we had before.” Brad Hansen, who served on the committee, said they chose something that was simplistic, but could be added to if need be. “In discussion, one of the most important parts of this community was its location,” Hansen said. “Osceola has so many attributes that it really couldn’t be inclusive for all of those things without becoming cluttered. We chose something that was really pretty simple.”

Bill Trickey, executive director of Clarke County Iowa Development Corporation, was at Salford to accept Clarke County’s official designation as a Home Base Iowa community. Clarke County was awarded this honor for its commitment to develop and grow a public-private partnership between the county and local businesses that will promote hiring of U.S. military veterans. Clarke County will take the initiative in displaying and marketing the Home Base Iowa designation within numerous websites and community signage. Lamoni Civil War Days planned

David Lee Blair, 32, of Winterset was charged with second-degree theft and criminal trespass, 8:30 p.m. Aug. 15. Blair was arraigned and released from Clarke County Jail. —————— Gerson Daniel Licona of Murray reported someone used a BB gun to shoot out the windows on his trailer. The date of the incident is unknown. According to a Clarke County Sheriff’s report, a refrigerator and stove were taken from the trailer. The trailer was not inhabited at the time of the incident. The incident is being investigated by Clarke County Sheriff’s Office. Loss and damage estimate is $1,000 for the windows, $200 for the door, $200 for the refrigerator and $200 for the stove. —————— Wyatt Andrew Farrell, 25, of Chariton was charged with domestic abuse assault and on an assault warrant 10:20 a.m. Aug. 19. The date of the offense was Aug. 18. Farrell posted bond and was released from Clarke County Jail. —————— Jeffrey Leroy Lucas, 47, of Norwalk was charged with domestic abuse assault with intent to injure, first-degree burglary and first-degree criminal mischief 10:50 a.m. Aug. 18. According to a Clarke County Sheriff’s report, Lucas went to a residence and forced open a garage door.

Blair was arraigned and released from Clarke County Jail. —————— Adam Glen Goodrich, 32, of Osceola was charged with operating a motor vehicle while intoxicated, second offense, and failure to obey a stop sign 1:58 a.m. Aug. 23. Goodrich was arraigned and released from Clarke County Jail after posting bond.

Plymouth owned by Karen Jean Johnson north on Lacelle Pavement, struck a cow owned by Michael Bachman. Johnson’s vehicle sustained total damage. Loss estimate of Bachman’s cow is $600.

Bike safety event planned Clarke Drill Team and FFA will be hosting the first-ever Bike Safety Community Event. The event will be held at the square starting 5:30 p.m. Thursday, Aug. 28. years, both owning his own truck and driving for others. Danny worked construction and also had a construction business with his son Shawn for many years. Recently, he worked as a security guard for Lakeside Casino until his health caused him to retire. Danny was a member of Nock’D Up Hunting Club. Danny is survived by his wife Marie Jackson of Grand River; sons, Shawn Jackson of Osceola and Donny Jackson of Creston; father Fred Jackson of Osceola; nieces, Kristina Seaton of Cromwell and

Krystle (Chuck) Taylor of Creston; grandchildren, Denver, Duncan, Mason and Evvan Jackson, all of Des Moines; great-nieces, Taylor Seaton of Cromwell, Luetta “Lilly” Seaton of Cromwell and Terrance Taylor of Creston; greatnephews, Austin Seaton of Cromwell and Isaiah Taylor of Creston; as well as other relatives and many friends. Danny was preceded in death by his mother; brothers, Terry Jackson and Dennis Jackson; nephew Christopher Jackson and paternal and maternal grandparents.

On May 16, 1943, Virginia married Everett Lewis Fenn in Murray. Virginia went on to teach one more year of country

school. They settled and lived and worked all of their married life on a farm northwest of Murray. Virginia was a homemaker and farmwife. Virginia was a member of the United Methodist Church in Murray. Virginia is survived by her son Max Fenn of Murray; daughter Kathy (husband Dan) Robertson of Louisburg, Kan.; grandchildren, Daren (wife Kelly) Robertson, Jennifer (husband

Chris) Clearwater and Brittany Hamilton; great-grandchildren, Shelby, Brook, Derrick, Ethan, Cooper and Kimleigh; sisters, Ruth Burnett of Murray and Edna Marriott of Polk City; sister-in-law Joyce Garrett of Osceola; and many other family members. 1932, in Des Moines. On June 18, 1954, Vernon married Valeria Bell Evans. Vernon was a Korean War veteran and two-year member of VFW. He retired after 31 years at John Deere and was a member of UAW. Vernon is survived by his wife Valeria Connett; children, Vicki (Allen) Northway of Indianola, Vernon (Denise) Connett Jr. of Pleasantville and Linda (Dave) Ripperger of Dallas; seven grandchildren, 27 great-grandchildren, many nieces, nephews and friends. Vernon was preceded in death by his parents, 10 siblings and one grandchild.

Councilman David Walkup recommended taking the comments from the meeting, having the committee work with the logo and bring it back to the council. He would put his support behind it at that time. Councilman Dr. Fotiadis agreed the logo has to start with simplicity. However, the councilman, like a lot of people in the crowd, weren’t in favor of the wording on the big logo. “If you make it too complex, too busy, it’s not going to be ‘wow,’ it’s going to be ‘eww,’” he said. “… What I like about the idea is it starts simple and with the direction finder, I like the idea of adding into the direction finder. That you can do it from department to department. You can do it for emphasis on aspects of the community.” The council decided to send the meeting’s input back to the committee for review. After that, it would go back to the council for final approval.

As children head back to school and parents take college students back to campus, it is the time when communities refocus on the effort to provide a quality education to all Iowa students. As your state legislator, I want to highlight some of the work going on here in our area and around the state to make Iowa the number one state for education once again. Throughout the past four years, Iowa taxpayers have made significant investment in our public schools. During this time, the state has given schools an additional $500 million through Iowa’s school aid formula. This commitment of state dollars has helped our schools address growing costs without having to ask for more from property taxpayers. In addition, we have extended school sharing incentives to allow smaller schools to work together and continue providing quality educational opportunities in their local towns, while still maintaining their local identities. These are critical for strengthening our rural schools and their communities. What does this mean for the individual Iowa student? According to data from the state Department of Education, public funding for education provided an average amount of $9,892 per child from taxpayers during the 2013-14 school year. And, with the 4 percent increase in state

school aid this school year, the average per student funding will be more than $10,000. Of that total amount, 97 percent comes from local and state taxpayers. The other 3 percent comes from Washington, D.C. Iowans continue to make a strong investment in our children’s education. Increasing funding isn’t the only way to make sure our kids have the best education possible. In 2013, the legislature passed significant education reform legislation aimed at helping our teachers reach their potential. In the schools that have served as test pilots for these programs, significant improvements in test scores have already been achieved. This school year the state will be investing another $50 million into these efforts, as well as adding a $100 million in 2016 and 2017. This state’s commitment to a quality education does not end once a student receives their high school diploma. This fall marks the second

consecutive year where the legislature has committed to funding levels needed to allow the Board of Regents to freeze tuition for students from Iowa at Iowa State, the University of Iowa and the University of Northern Iowa. By holding the line on tuition, we are able to help students and their families reduce their need for student loans and make college more affordable for Iowans who may not otherwise have been able to attend. The last time tuition was frozen for two straight years was back in the mid-1970’s. The legislature has also increased our support for community colleges. State funds to these critical players in our education and economic development efforts have grown by $52 million over the past four years. And for those students who go to one of Iowa’s private colleges, the eligible amount and funding for the Iowa Tuition Grant program has also been increased. As we compete in the global marketplace, it is essential that we give our children all the tools possible to build successful lives. Throughout the past four years, I have worked, in a bipartisan manner, to ensure the state is working to improve our education system at all levels. I will continue these efforts to give our children the best education possible in the future. Thanks again for the blessing of serving southern Iowans. Forty Iowa Farm Bureau leaders visited Capitol Hill and their elected officials during the annual national policy trip July 14-17 to discuss key farm issues, including GMO food labeling and biotechnology in agriculture, international trade, and EPA’s Waters of the U.S. (WOTUS) proposed rule. The farmers had the opportunity to meet with Iowa’s Congressional delegation and their staff and department and agency leaders including the Grocery Manufacturers Association, Biotechnology Industry Organization and the Australia Embassy. One major concern shared by Iowa farmers was the EPA’s proposed WOTUS rule and its effect on conservation planning and land use. “The way the EPA wants to define waters of the U.S. is so vague that it’s going to be a free-for-all if it doesn’t get pulled,” said Randy Dreher, an Audubon County farmer. “I think that it’s going to prohibit conservation because an agency is going to tell us how to fix everyday challenges on our farms. It’s going to add undue cost and provide limited options for farmers.” “Iowa farmers brought very real concerns to their lawmakers in Washington, and they

Clarke head football coach Michael Kline knows there will be two keys to success for his football team this year. Those keys are strong offensive line play and stopping the run on defense. The Indians will need the offensive line, which features three returners, to protect junior quarterback Rich Wilkins and to open up running lanes for Junior Morales. Wilkins steps in at quarterback after receiving playing time at different points over the past two years. He replaces D a l t o n Wilkins Sweeney, who threw for 446 yards and two scores last year and led the team with 434 rushing yards and 11 touchdowns. “He got quite a bit of time as a freshman and played a little for us last year,” Kline said about Wilkins. “Obviously, quarterback is an important position on the football team. His decision making will be important.” Key in the protection of Wilkins will be returning starters on the line in Nathan Bair, Damon Helgevold and Caleb Hanson. “Our offensive line is going to be key for us,” Kline said. “Nathan Bair at right guard had a stellar freshman year. Damon Helgevold has been a three-

y e a r starter for us at center, so a lot of game experience. Hopefully Helgevold our offensive line can take some strides for us.” Morales showed flashes of what he could do last year as a runner, averaging 4.9 yards per carry. But, he Morales played in only five games. Senior Gordon Witt averaged 4.1 yards per carry on 29 carries last year and could also figure into the running game this year. “Junior Morales is back,” Kline said. “Not a big guy, but very elusive and can be hard to tackle. Gordon Witt is a kid that has been stellar for us defensively, and he started carrying the ball a little more for us as the year went on. I think he’ll fit into the game plan a little more offensively.” Kline said he is excited about the potential in his wide receivers. The receiving group features several good athletes in Reed Kale, Dustan Van Loon, Gordon Witt, Gunner Sergeant-Elben and Jake Leeps. “Some guys that have played quite a bit of varsity time, just not necessarily at the receiver position,” Kline said. “If they

did play receiver position last year, they didn’t get a lot of balls thrown to them. I’m excited for our scrimmage this Friday against I-35, give us a chance to see what we’ve put in and progress from there.”

Defense But the biggest key for Clarke this year will be on the defensive side of the ball in trying to stop the run. “I think it’s going to be all about stopping the run for us,” Kline said. “Last year, if we could force teams to

throw the ball, we did a pretty good job of playing defense. When teams were able to run the ball for 8, 10, 12 yards a pop, we kind of got steamrolled. Defensive run game is the most important aspect for us this year.” Bair will bear a lot of responsibility along the defensive line trying to slow down opposing teams’ run games. If the Indians can force teams to go through the air, Sergeant-Elben and Kale proved to be strong defensive backs last year, and

Kline feels confident knowing they’re back on the perimeter. Another important returning piece for the defense is Witt, who led the team with 117 total t a c k l e s Witt last year, almost double the next best on the team.

Albia to reload and be at the top of the district once again this year. “Centerville and North Polk both graduated a lot last year, but I think North Polk will just reload,” Kline said. “At the end of the day, I’d say it’s probably Albia and North Polk.” The Indians open the season Friday at Saydel, a team they have split with the past two seasons. Clarke then travels to Colfax-Mingo the following week. The Indians finish the non-district slate on Oct. 17 at Central Decatur.

The Clarke volleyball team graduated 10 seniors from last year’s team and returns just three players that recorded a kill last season. That leaves the team in a transition phase, as just six players with any varsity experience return to the court this year. “They started out where we really had to focus on a lot of fundamentals, because there’s so many young kids,” head coach Lindsay Diehl said about preseason practices. “We’ve progressed very quickly in the past week. We’re getting to more gamelike situations. The two returners with the most experience are

juniors Baylie Balcaen and Maddi Heath. Balcaen led the team with 130 kills last year from her middle hitter position, w h i l e H e a t h will likely Balcaen fill a libero role this year. “The other kids had maybe seen a few points on the court, so it’s kind of going back to teaching the younger kids where we need to be,” Diehl said. “Experience is something we lack, but I see a lot of younger kids that are promising.” One of those younger athletes is sophomore Alex Boyce, who Diehl said she believes could make big

improvements this year. “Last year I had to recruit her a little bit,” Diehl said. “She came out and figured things out a little bit last year as a freshman. She is definitely going to be a varsity starter for us. Being a left-handed hit- Boyce ter, we’ve moved her to the right side of the court. This week, she’s been doing some things that have made me say ‘wow.’ I’m excited to see what Alex Boyce can

do this season.” Setter Mackenzi Otto graduated last year and the Lady Indians were left without a backup setter to fill that void this year. Junior Ally Deutsch has stepped into that role and worked hard in preseason practices, Diehl said. Sophomores Sydnee Redman and Lexy Carson have also shown improvement in their games this preseason. “Bronwyn MIller and Kara Campfield are two seniors that have been out,” Diehl said. “And I anticipate those two are going to step up and be big front row hitters for us, as

Make a Difference Community Mission Day planned People can help make a positive difference in their community. The public is invited to participate as we all come together to support an organization in the community that needs help. The first Make a Difference Community Mission Day was Saturday, June 28. People painted the exterior of the main building of Restoration Ranch. More than a homeless shelter, this new community ministry helps people restore broken lives. On Saturday, Aug. 30,

from 9 a.m. to 4 p.m., people will paint the exterior of the Cross Ministries thrift shop, located just north of town on Highway 69. We also partner with the Iowa Department of Natural Resources as a recycling center to divert solid waste from landfills. Casey’s General Store on north Main Street contributed ice, Fareway donated water, Robinson’s True Value contributed the loan of a giant cooler to put the ice and water in. Kale’s Funeral Home and HyVee gave their assistance in getting the word out online.

Here’s how you can participate: Go by Osceola Farm and Home and donate one or more gallons of paint ($32/ gallon with their 20 percent discount). Tell them it’s for the Make a Difference Mission Day at Cross Ministries. They know paint specifics. Come help paint. Work will probably get started by 9 a.m. Bring a lunch if you like, as well as friends and neighbors. Come for an hour or the day (or anything in between). Lend step ladders. Call

A frail old man went to live with his son, daughter-in-law, and four-year-old grandson. The old man’s hands trembled, his eyesight was blurred, and his step faltered. The family ate together every night at the table. But, the elderly grandfather’s shaky hands and failing sight made eating difficult. Peas rolled off his spoon onto the floor. When he grasped the glass, milk spilled on the tablecloth. The son and daughter-in-law became irritated with the mess. “We must do something about father,” said the son. “I’ve had enough of his spilled milk, noisy eating, and food on the floor.” So the husband and wife set a small table in the corner. There, Grandfather ate alone while the rest of the family enjoyed dinner. Since Grandfather had broken a dish or two, his food was served in a wooden bowl! When the family glanced in Grandfather’s direction, sometime he had a tear in his eye as he sat alone. Still, the only words the couple had for him were sharp admonitions when he dropped a fork or spilled food. The four-year-old watched it all in silence. One evening before supper, the father noticed his son playing with wood scraps on the floor. He asked the child sweetly, “What are you making?” Just as sweetly, the boy responded, “Oh, I am making a little bowl for you and Mama to eat your food in when I grow up.” The four-year-old smiled and went back to work. The words so struck the parents so that they were speechless. Then tears started to stream down their cheeks. Though no word was spoken, both knew what must be done. Sometimes He would explain the parable, other times He did not. With that in mind, I’ll let you derive your own lessons from the above parable. I’m learning a few things, yes, learning. I don’t have it all figured out. Here are a few things I’m learning: I’m learning that no matter what happens, how bad it seems today, life does go on, and tomorrow will be a new day. I’m learning that regardless of your relationship with your parents, you’ll miss them when they’re gone from your life. I’m learning that making a “living” is not the same thing as making a ‘life..’ I’m learning that you shouldn’t go through life with a catcher’s mitt on both hands. You need to be able to throw something back. I’m learning that if you pursue happiness, it will elude you. But, if you focus on your family, friends, the needs of others, your work and doing the very best you can, happiness will find you. I’m learning that whenever I decide something with an open heart, I usually make the right decision. I’m learning that even when I have pains, I don’t have to be one.
