he alpacas carefully scanned the newcomers, as spectators ran excitedly to the wire fence for the “Alpacas and Art” event at the Waldron Grove Alpaca Farm in Campton Hills. With their long necks, the miniature, giraffelike animals moved about in the pasture methodically. The alpacas were calm, reserved and vigilant.

A mother with two young children pointed to the smallest member of the herd and explained how the baby alpaca was just like them – young, blissful and curious. The children laughed and reached their hands through the wire mesh, reaching for the furry creature. The two children laughed as the young alpaca romped around the herd. The young alpaca seemed to be searching for an energized playmate with whom to spend the sunny afternoon.

Pavement marking work to start first week of July The annual Kane County pavement marking program work will begin the week of July 1 and is expected to be complete by Oct. 31, weather permitting.

The work includes installation

of urethane and paint pavement markings on county highways.

Temporary lane closures will be required during daytime working hours Monday through Friday. Drivers are urged to watch for workers and equipment on the road and shoulders, anticipate delays and use caution in freshly painted areas.

STC ranks high on DUI arrest list

By ERIC SCHELKOPF eschelkopf@shawmedia.com St. Charles ranks high among area communities for drunken driving arrests, according to a survey by the Alliance Against Intoxicated Motorists.

The group recently released the results of the survey, which has been funded by a grant from the Illinois Department of Transportation for 23 years. According to the survey, the St. Charles Police Department had 135 DUI arrests last year, placing it 48th on the list. Nearly 700 police agencies were surveyed, with 84 percent responding.

In comparison, Geneva had 48 DUI arrests last year and was ranked 106th. Batavia had 42 arrests and was ranked 112th, followed by Campton Hills, which had 38 arrests and was ranked 116th.

At a glance St. Charles police made 135 drunken driving arrests last year.

The department came in at 48th on the Alliance Against Intoxicated Motorists’ DUI arrests list.

North Aurora had 68 DUI arrests last year and was ranked 88th. Sugar Grove had 19 DUI arrests last year and was ranked 135th, and Elburn had 13 DUI arrests and was ranked 141st.

St. Charles Police Chief Jim Lamkin said the police department has been seeing a change of behavior in people’s habits.

“Our officers are seeing more cabs downtown, especially on the weekends,” Lamkin said. “But we still have people not using the best judgment. In a perfect world,

it would be great if we didn’t need DUI enforcement.”

Rita Kreslin, executive director of the AAIM, said having departments that make more DUI arrests would not necessarily mean there are more drunken drivers in Illinois communities.

“It just means that police departments have sped up efforts,” she said.

For the sixth consecutive year, the Rockford Police De-

partment is first in the state in DUI arrests among municipal departments, with 699 arrests for 2012. Because of its size, Chicago is in its own category.

With 330 DUI arrests last year, the Aurora Police Department was ranked seventh, a 13.8 percent increase from 2011.

The DeKalb Police Department made 242 DUI arrests last year, up from 168 in 2011.

D-303 committee reviews budget before public hearing

By NICOLE WESKERNA nweskerna@shawmedia.com ST. CHARLES – St. Charles school board’s Business Services Committee took a final look Thursday at St. Charles School District 303’s fiscal 2013-14 budget before a public hearing Aug. 12.

School officials anticipate revenues to total $205,699,250 for that fiscal year, with expected expenditures to total $206,194,600. Officials anticipate a year-end deficit of $495,350, leaving more than $73 million in the district’s fund balance.

District Chief Financial Officer Brad Cauffman said

the $495,350 deficit is due to two factors. A tax abatement caused a deficit in the Debt Service Fund, which will be covered by that fund’s balance. The district’s Tort Fund also has a deficit because the related tax levy was decreased because that fund’s balance was exceeding the recommended amount.

Cauffman said the state restored nearly all transportation funding, adding back about $600,000 that will go toward capital renewal for the district’s buses. He said taxpayers may be able to expect some savings in fiscal 2018-19, when officials expect an approximately $16.2 million drop

in a bond and interest levy.

He said someone who owns a home valued at $300,000 could save about $630 annually.

“When we get to that tax year levy, we anticipate seeing that drop,” he said.

The fiscal 2013-14 budget is on public display and there will be a public hearing Aug. 12, with final budget adoption planned for that night.

The public may view the final budget at the district’s administration center, 201 S. Seventh St., St. Charles, from 8 a.m. to 3 p.m. beginning July 1 for at least 30 days. A copy will also be at the St. Charles Public Library, 1 S. Sixth Ave., St. Charles.

Truck driver cited in Rt. 64 rollover

By BRENDA SCHORY bschory@shawmedia.com WEST CHICAGO – The driver of a semitrailer was cited for turning without a signal in a rollover crash that occurred shortly before noon Wednesday on Route 64, west of Powis Road, police said.

The truck, a 2001 Freightliner, was traveling north on Powis Road and was stopped

at North Avenue waiting to turn right, according to police reports.

The driver, a 23-year-old man from Wisconsin, told police he never saw the second vehicle, a 2006 Hummer H3 driven by a 52-year-old man from South Barrington, until he was already turning and could not avoid hitting it, police said.

By NICOLE WESKERNA nweskerna@shawmedia.com GENEVA – A Kane County task force has approved sources of income to fund the cost of updating computer software in the county’s court system, negating the need to borrow money.

Members of the Kane County Judicial and Public Safety Technology Commission on Thursday approved a plan presented by the county’s chief financial officer, Joe Onzick, to pay for the project, which is anticipated to free up about $6 million from existing sources of tax revenue.

The money will pay for a new electronic case management system, which officials have said needs to be upgraded because it is out of date and dysfunctional.

The matter will next appear before the County Board Finance Committee, which meets July 31, and will likely appear before the full County Board in August.

The task force initially planned to borrow the $6 million by issuing bonds over 10 years, but using money from a public safety sales tax eliminates the need to borrow through bonds.

The total cost to implement the software from 2013 through 2018 is estimated to total about $8.9 million, according to meeting documents.

After 2019, ongoing maintenance is expected to cost a little more than $1 million,

which would be paid through the Judicial Technology Fund.

Onzick said funds would come through three primary sources: the county’s judicial technology sales tax fund, the public safety sales tax fund and the transit sales tax contingency fund.

The Kane County Board has committed about $800,000 a year from the public safety sales tax to the project, and has transferred $1.45 million from that sales tax fund to the project this year.

Onzick found a little-used contingency fund with a current balance of about $2.1 million and an annual input of about $450,000. “[Onzick] came back with what I think is a very good plan of internally funding this, so that rather than using up some of our credit capacity, borrowing capacity, we worked it out of our current resources without borrowing,” said task force member Chris Lauzen.

BATAVIA TOWNSHIP – A North Aurora man was killed Thursday afternoon when a car passing him on Nelson Lake Road struck the rear tire of his bicycle, throwing him to the ground, police said.

The bicycle rider, identified as Richard White, 50, of the 1400 block of Fechner Circle, was pronounced dead at Presence Mercy Medical Center in Aurora, according to a release from the Kane County Sheriff’s Office.

White was not wearing a helmet, but he appeared to have been wearing headphones at the time of the crash, police said.

The collision occurred at 2:15 p.m. at the area of Nelson Lake Road south of Main Street in Batavia Township.

White was traveling north on Nelson Lake Road near the

entrance to Dick Young Forest Preserve. A line of cars also traveling north on Nelson Lake Road swerved to go around the bicycle White was riding on the side of the road, police said. A 2009 Nissan Rogue traveling north failed to go around White and struck the rear tire of the bicycle.

The driver, identified as MaMaxima Corazona Cardino Ty, 26, of the 2100 block of Howard Street, Evanston, was cited for failure to reduce speed to avoid an accident.

Nelson Lake Road was shut down for approximately three hours while the crash was investigated, police said.

Kane County sheriff’s detectives and the Kane County Accident Reconstruction Team are continuing to investigate the crash, police said.

The investigation has not determined whether drugs, alcohol or cellphone use were factors.

N. Aurora restaurant may open soon Refurbishing has been a 2-year project

By MATT HANLEY editorial@kcchronicle.com NORTH AURORA – More than two years ago, Thanh Ngo approached the North Aurora Village Board and outlined his plans to turn an older two-story home on South Lincolnway into a restaurant.

The location was nice – near the intersection of Route 31 and Interstate 88 – and Ngo had experience in the restaurant business.

The village approved a $20,000 grant to help refurbish the building’s facade, and Ngo pledged to put at least $80,000 of his own money into the project.

For the past two years, the building appeared to be under perpetual construction. While Ngo had frequent inspections from the village, progress was unclear to the general public.

Contacted earlier this week,

even Village President Dale Berman was curious about the restaurant’s status.

There is still no restaurant at 321 S. Lincolnway, but an opening could finally be months away. Village officials believe Ngo soon will be filing for the Kane County Health Department inspection and a village occupancy permit – the final steps to opening a restaurant.

“We’re excited to get this open,” North Aurora Community and Economic Development Director Mike Toth said.

Speaking with chief building inspector Dan Sauter this week, the men didn’t seem surprised by the lengthy construction project. They were impressed.

“I think people get used to a chain coming in or someone with financial backers,” Sauter said. “He’s doing this all on his own.”

When a national chain comes to town, it brings standardized blueprints and huge construction budgets. It’s easier for a Target or Walgreens to absorb the cost of permits and labor. Independent business owners such as Ngo have to meet the same safety and

The village recently took over Smoke Tree Plaza and used redevelopment funds to start sprucing up the area. A restaurant would be a nice addition, Toth said.

he was standing behind the building, sawing a metal tube for electrical work. Ngo has worked as a contractor, so he knew the type of the project he was getting into. But when he got the building, it was “very old and very, very ugly,” he said.

Since then, he has redone the electrical and built a kitchen. Modern tan and brown tile work accent the interior. On Wednesday, like most days, he was on his own. He no longer counts how many hours he has spent on site.

“I don’t keep track,” he said, laughing. “I don’t want to think about it.”

The restaurant will have seating as well as a drive-thru. He expects to have lunches available for about $5.

Ngo estimated it would still be at least three months until he opens.

Ngo said he cannot completely express why he has stuck with the dream of owning this restaurant. He admits there were many times when he thought about walking away. Some friends encouraged the thought.

But he points out that doctors love to be doctors and writers need to write.

“I love making the food. I love the business,” he said, looking up at his building.

“Even if people say you’re no good, you stick with it. You do it because you love it.”

Lt. Pat Gengler, spokesman for the sheriff’s office, said there is a curve in the road that can be difficult for those who are driving above the speed limit.

“If you’re going the speed limit, it shouldn’t be a problem,” Gengler said.

Simpson said that DeToni had been in business in St. Charles for more than 13 years.

DeToni – as “Mr. Marco” – opened a shop on Wabash Avenue in Chicago and made

custom jewelry, especially diamond engagement rings.

He moved to The Market in St. Charles in 1993 because he was facing increasing competition in Chicago.

The business grew enough that he eventually opened the store at 216 W. Main St. Simpson knew DeToni as “a standup guy” and someone who “always talked nice to everybody.”

“He would always give you some advice,” Simpson said.

ST. CHARLES – Rich Simpson fondly remembers Mark DeToni always getting after people to keep things tidy in the area near their respective businesses in St. Charles.

“He is the kind of guy who always wanted things to be clean,” Simpson said.

Simpson said he was stunned to hear of the death of his friend. DeToni, 54, who lived near St. Charles, died Wednesday night in a crash on Route 47 in Blackberry Township.

DeToni was the owner of Mr. Marco’s Jewelers, a business at 216 W. Main St. in St. Charles.

Simpson owns the Alibi Bar and Grill, which is at 12 N. Third St. in St. Charles.

“It’s just sad to hear that it happened,” Simpson said.

“It’s unreal.”

According to the Kane County Sheriff’s Office, DeToni was driving south in a 2002 Chevrolet Suburban on Route 47, near the intersection of Rowe Road, when his vehicle crossed the center of the road and went off onto the northbound shoulder of the roadway and then back onto the roadway.

The vehicle began to roll, and DeToni was ejected, police said.

Police said DeToni was driving at a high rate of speed, and that he did not appear to be wearing a seat belt.

Police said the investigation continues, and it is unknown whether drugs or alcohol played a role in the crash.

Steady stream of income Fox River recreation pumps dollars into local businesses, economy

ohn Hamel had known about – and appreciated – the view for a while.

For years since moving to Batavia, Hamel had ridden his bicycle on the Fox River Trail past the restaurant building with the expansive brick patio, which allows those on it a chance to sip and dine with a view of the river flowing beneath the nearby Wilson Street bridge in Batavia’s downtown.

And it was on a such a leisurely bike ride on the river trail in 2011 that he noticed the restaurant operating there was about to close, and he decided to do what he needed to do to open his own eatery in that spot.

In July 2012, Hamel opened Pal Joey’s at 31 N. River St., linking the fate of his business, in part, to the quick-flowing river and its ability to draw people to its banks.

“In the summertime, especially, the river and this view is definitely the draw for this location,” said Hamel, gesturing with a wave toward the silent river from his seat at a black iron patio table. “The proximity we have to the bike path, and the stuff that goes on down here, it’s key.”

Hamel is just one of many Fox Valley business owners who have moved to tap into the rich vein of opportunities offered by the Fox, benefitting from the river and its associated trail, as recreationists and other passers-by discover the ambience of being near the water.

the Fox pushes through the Tri-Cities each day, local business and tourism promoters said the amount of money the river pumps into the local economy is difficult to ascertain.

But they know that the impact is significant.

“It’s got to be huge,” said Roger Breisch, executive director of the Batavia Chamber of Commerce. “Just go down to the bike path on any nice Saturday, and look at all of the people coming in and out of town, parking their cars in our towns and riding right through our downtowns.

“That alone has got to translate into a lot of business.”

River ‘integral’ to communities The Fox River always has played a large role in driving the economy of the communities along it.

In the earliest years of European settlement, the river served as a watery highway, moving people and goods and

In the decades that followed, it became an energy source, powering mills and factories. And as suburbia sprawled into the county in recent years, there was a renewed emphasis on the ecological condition of the Fox River.

As the river’s health rebounded through the 1980s and 1990s, it became a more inviting place for all manners of recreation, including bicycling along the riverbanks, canoeing and kayaking its waterways, fishing from its shores and hosting days and evenings brimming with waterfront entertainment and dining.

And along with that flood of recreational activities, the Fox River also has brought a steady stream of money for local businesses and governments.

Amy Egolf, executive director of the Greater St. Charles Convention and Visitors Bureau, said the Fox is “integral” to her office’s promotion of local tourism.

“People looking for destinations are drawn to water,”

The Fox River’s case to attract tourists is bolstered by “its ambience and beauty” and its abundance of recreational opportunities, Egolf said.

That’s what has helped keep businesses such as Rich Anderson’s St. Charles Paddlewheel Riverboats afloat. Founded in 1945 by Anderson’s father, Chet, the business has operated paddlewheel boat tours in the pool north of the St. Charles

Anderson said he caters primarily to local groups seeking a different view of the river, but also draws out-ofstate visitors.

“My dad started this by buying a used boat and fixing it up,” Anderson said. “And over the years, we’ve bought bigger and bigger boats.”

recreational opportunities available along the river in that community as a key aspect of its business recruitment efforts.

“It’s front-and-center in our community profile,” DiVita said.

Jean Gaines, president of the Geneva Chamber of Commerce, said the river’s benefits are real, even if they’re not quantifiable.

“These benefits, maybe they’re something you can’t count, but we know it’s there,” Gaines said.

She and DiVita pointed to efforts in Geneva to redevelop and repurpose the former industrial buildings along the riverfront for use as restaurants, shops, offices and other businesses intended to draw visitors to their downtown.

Such efforts have also resulted in similar redevelopment in the downtowns of St. Charles and Batavia, making the sites more alluring for businesspeople.

Mark Miller, director of the Illinois Department of Natural Resources, said the Fox River is among the state’s key outdoor recreational destinations, accounting for a share of the more than $4 billion those destinations pump into the state’s economy.

“There is no doubt that recreation helps the economy and creates jobs,” Miller said.

Other forms of fun Downstream, the river’s economic impact has been a bit easier to measure in recent years.

Two years ago in Yorkville, officials opened the Marge Cline Whitewater Course at Bicentennial Riverfront Park.

The course, created when the IDNR chose to modify Yorkville’s river dam and create a recreational amenity in its wake, offers local kayakers a chance to train not far from home.

The course has begun to draw attention from far and wide, said Laura Schraw, director of parks and recreation for Yorkville.

“As word spreads, we’re

seeing more and more visitors coming down to our waterfront area,” Schraw said. “Which was really the point, for us.”

She said the increase in visitors has translated into several new businesses opening in Yorkville’s downtown, including restaurants and coffee and ice cream shops to cater to both out-of-towners and locals.

Similar ideas for artificial whitewater courses have been mentioned by officials or candidates for city office in other Fox River communities, including St. Charles. But, to date, no solid plans for such courses have surfaced.

And Brackett noted that, as interest in the riverfront has blossomed, so has his business.

“We’re now a destination,” he said.

A scramble is a tournament where each player tees off on each hole. The best of the tee shots is selected and players play their second shots from that spot. The best of the second shots is determined, then all play their third shots from that spot, and so on until the ball is holed. The field will be divided into three divisions upon completion of play.

BATAVIA – Batavia school board members continue to look at a proposal for an estimated $13.4 million in improvements to Batavia High School’s athletic fields.

The three new members on the school board along with the other board members were briefed about the proposal at Tuesday’s school board meeting. Kris Monn, the district’s assistant superintendent for finance, emphasized there is no timetable for the project.

“These projects could also be phased,” Monn said. “They could be phased in over many years.”

The improvements are part of a proposed master plan for the fields.

The master plan was developed after meetings with groups that use the athletic fields, school district administration, maintenance staff and school board members.

“We will bring it back this summer and ask for this to be the vision of the board and ask you to adopt it,” Pat Browne, the district’s director of buildings and grounds, told board members.

Residents also can comment on the plans at the district’s website, www.bps101. net. Chicago-based architectural, engineering and construction firm Wight and Company came up with an estimate of $13.4 million for the project.

The proposed master plan also includes $4.2 million for installation of a multiuse synthetic turf field and other improvements; $1.5 million for a new maintenance garage/ storage facility; $787,000 for the northwest parking area; $715,000 for the varsity baseball field; $616,000 for the junior varsity baseball field; $590,000 for the varsity softball field; and $408,000 for tennis court lighting.

As proposed, trees in an arboretum on the athletic fields would be removed to make way for the improvements.

“We’ve had to remove trees in the arboretum that were infested with the emerald ash borer or too densely planted,” Browne said. “We’d like to see that redeveloped and re-memorialized in an area that people can enjoy more.”

Browne said the improvements will allow students to practice and compete on high school grounds, which isn’t the case now. The improvements aren’t ranked in terms of priority.

The previous owner, David Potter, had liquor citations June 21, 2005 – during Swedish Days – and then on July 27, both for serving underage. The first was a compliance check, and the second incident involved four underage employees who were also cited for drinking. The bartender was also cited.

The first citation resulted in a one-day liquor license suspension and a $1,500 fine, but Potter’s Place closed after the second citation resulted in a 10-day liquor license suspension.

Potter closed the restaurant after he did not pay the $4,000 fine and did not renew his food license.

alcohol being served to Mercadante at 4 a.m. in violation of the city’s code. The liquor code does not allow alcoholic beverages to be served between 2 and 6 a.m. on licensed premises.

They were fined $1,000, and the license was suspended for one day. But it was the second incident involving drinking after hours at the establishment, which also features live music.

At the time, police said the owners were reminded in September, two months after they opened, that they cannot serve or consume liquor after hours. City officials did not cite EvenFlow in September, but warned that another infraction would result in charges.

Police traditionally warn liquor license holders to be vigilant during the Swedish Days Festival because that is when they conduct compliance checks, officials said.

Based on an ongoing epidemiological and traceback investigation by the Food and Drug Administration and the Centers for Disease Control and Prevention of an illness outbreak, the seeds have the potential to be contaminated with hepatitis A virus.

No illnesses are currently associated with the seeds, and product testing to date shows

no presence of hepatitis A virus in the seeds, according to a news release from the Kane County Health Department.

GENEVA – Servers at three establishments were cited for serving alcohol to underage customers during a compliance check June 21 during the Swedish Days Festival, according to police reports.

Those cited were Wilson Urteaga, 38, of the 2200 block of Scott Lane, Aurora, a server at EvenFlow Music and Spirits, 302 W. State St.; Kristen Real, 27, of the 400 block of South 19th Street, St. Charles, a server at Sergio’s Mexican Cantina, 30 W. State St.; and Wallace J. Luyten, 37, of the 1800 block of Jeanette Avenue, South Elgin, a server at Fiora’s Restaurant, 317 S. Third St. Each was issued a $250 fine and a notice to appear in court.

Mayor Kevin Burns, who is the city’s liquor commissioner, said in a text message that compliance letters will be sent this week to the liquor license holders and their registered agents, and a date for

the hearings will be scheduled.

Police checked 16 establishments and beer gardens during the festival, using underage people who used their true IDs to see whether they would get served.

In this case, Cmdr. Eric Passarelli said, police used a man and woman, both 19 years old, in the compliance checks. The legal age to drink in Illinois is 21.

Passarelli said Fiora’s and EvenFlow did not check for identification at all. A bouncer checked at Sergio’s and allowed them in, but the server did not check again when they ordered beers and were served, he said.

Sergio de los Santos, owner of Sergio’s Cantina, said he had not yet received the compliance letter from the city.

“I don’t know how they got in,” said Santos, adding the restaurant was using bracelets to identify who was of age to drink legally. “They had a lot of bracelets of their own, like leather bracelets, and that is why she served them.”

Equality triumphs with DOMA, Prop 8 rollback THE WASHINGTON POST Wednesday saw a triumph in the continuing struggle for equality in America.

A divided Supreme Court rolled back two discriminatory laws, California’s Proposition 8 and a provision of the federal Defense of Marriage Act – or DOMA. Although not a total victory for those who believe gay and lesbian couples everywhere should be able to marry, the decisions nonetheless built upon and extended what has been a momentous half year for gay rights.

On Proposition 8, the court ruled on technical grounds, preserving a lower court’s order that struck down the prohibition on same-sex

marriage in California. On DOMA, the court invoked the Fifth Amendment to repudiate the part of the law that bars the federal government from recognizing same-sex couples legally joined in states that permit gay marriage.

Writing for the 5 to 4 majority in the DOMA case, Justice Anthony M. Kennedy argued that the federal law’s “avowed purpose and practical effect are to impose a disadvantage, a separate status, and so a stigma upon all who enter into same-sex marriages made lawful by the unquestioned authority of the states.”

Congress went out of its way to devalue certain marriages that states had

chosen to recognize in their capacity as arbiters of what marriage can be within their own borders. The discrimination’s “unusual character” led the majority to conclude that its “principal purpose” was to “impose inequality” and that it offended the Fifth Amendment’s requirement that all Americans deserve due process of law.

This is not everything same-sex marriage advocates can and should hope for.

Ultimately, the Constitution’s guarantee of equal protection should protect gays and lesbians who want to marry in Mississippi as much as in Massachusetts.

Justice Kennedy’s findings on DOMA are narrower than that. Although the decision’s

strong wording suggests that various forms of anti-gay discrimination could face a tough time in federal courts, it also dwelled on the primacy of the states in setting the terms of marriage. Therefore, Chief Justice John G. Roberts argued in a dissent, the majority’s holding cannot later be construed to invalidate state bans on same-sex marriage.

In a separate dissent, Justice Antonin Scalia disagreed with what he (as an opponent of same-sex marriage) saw as the chief justice’s too-sanguine view.

The court’s ambiguous signal is understandable, for now, in a sharply divided nation. It heads off a popular backlash that a more dramat-

ic ruling might have precipitated, giving more time for all areas of the country to accept same-sex marriage.

The movement toward acceptance has proceeded at a breathtaking pace in recent years. Until the justices rule more forcefully, same-sex marriage advocates must look beyond the courts for action and toward democratic legitimacy.

If Californians voted again on same-sex marriage, polls show that what was a close call in 2008 would be an easy win today.

The court’s rulings Wednesday were welcome, but in essence they only affirmed how quickly the nation has moved away from prejudice and toward essen-

On Thursday, Batavia and St. Charles North participated in the Red Grange Classic, a 7-on-7 event hosted by Wheaton Warrenville South. There were no pads, no linemen, no tackling and no running plays, but after months of waiting to play some competition, this was plenty for the Bulldogs and North Stars.

“It’s a nice event for our kids,” Batavia coach Dennis Piron said. “We have a lot of fun together competing, and then the social time I really like for the guys in between games. ... What’s nice about this event is our guys get to know each other really well on this day.

“When we’ve got camp and lifting and stuff, we’re working, then we go home. So today, you get to spend a lot of time with your teammates, have some fun, prepare yourself a little bit, encourage your teammates.”

Piron mentioned that it was what wasn’t seen on the fields Thursday that would define the Bulldogs come the fall: a strong running game, a strong defense and quality line play.

“Offensively, what’s tough about today, you’re not really seeing what I think is one of the better parts of our offense, which is our unbelievable running game and our offensive line – big, strong kids – and all the work they’ve put in,” Piron said. “On the defensive side of the ball, we should be very fast, very athletic, really be able to get after quarterbacks, which again you won’t see today.”

The Batavia coach also couldn’t keep himself from displaying excitement over more things that went unseen a year ago for a Bulldogs team that finished 9-0 in the regular season but was bounced by

Three key players missed most of their junior years with various injuries. But this year, as seniors, they’re ready to go, and they figure to be big-time contributors in 2013.

backer and defensive end – broke his arm last summer and re-broke it in his only game played last season. Linebacker Donovan Kilker fractured a vertebrae and played just the season opener. And safety Brandon Dean tore his ACL and partially tore his meniscus, leading to surgery in November.

“All the offseason work that we had to do, especially coming off the injuries, we’ve got to put in 110 percent, not just 100,” Dean said. “All the other guys are healthy, and we’ve got to come back from something that was pretty devastating for all three of us.”

“I think it’s going to add a new level of intensity to the way we play,” Green said.

“We’re three guys that like

to go out and knock people’s heads off, so I think we’re going to add a new layer of intensity to the game.”

The Bulldogs have already adopted an early motto of “All in,” and even though this was just a 7-on-7 tournament at the end of June, you can see the dedication and the itching to get back under the lights on Fridays.

A small army of players made up the Batavia contingent at the event Thursday, with dozens of chairs set up and parents handing out food in between games. It seemed no matter where you walked on the tournament grounds, you saw someone sporting Bulldogs crimson and gold.

Cougars rally to snap losing skid

By KEVIN DRULEY kdruley@shawmedia.com GENEVA – The Cougars clicked their heels upon taking the field for Thursday’s game against Beloit, a nod to the late namesake of Ron Santo Night.

Crossing their fingers in unison won’t be next.

Oliver Zapata scored on a wild pitch in the bottom of the 10th inning, handing the Cougars an 8-7 victory after they had opened the second half of the season with six consecutive losses.

Errors, wild pitches and other misfortunes – the frustrating stuff of the skid that’s no RockShoulders more – added up to a 7-2 hole for the Cougars after five innings.

“When things are rolling, it seems like teams capitalize more frequently when you make mistakes, and that’s the nature of the game,” Snappers manager Ryan Christenson said beforehand.

Cougars designated hitter Rock Shoulders blasted a three-run homer over the Leinie Lodge in right field in the bottom of the seventh to bring the Cougars to within 7-6. Albert Almora’s two-out infield single tied the game in the eighth.

A rough start put the Cougars in a bind before that.

All-Star right-hander Tayler Scott retired Beloit (48-29 overall, 5-2 second half) in order in the first inning, but not much else went smoothly after that.

Scott’s wild pitch on a strikeout and a throwing error later in the second helped Snappers third baseman Renato Nunez score the game’s first run. The Snappers scored at least once in the next three innings.

The leaping heel click was the gesture for which Santo – the Cubs’ legendary third baseman from 1960-1973 – became famous. Santo lived with diabetes and was active in funding research to find a cure until his December 2010 death.

The Cougars auctioned off a replica No. 10 Santo jersey, with proceeds benefiting the Juvenile Diabetes Research Foundation. Santo’s son, Ron Jr., escorted a JDRF youth representative to the mound for a ceremonial first pitch before the game.

“We’re certainly involved carrying on as long as they want us to carry on his name with JDRF,” Santo Jr. said.

“The whole family’s still involved, certainly with the walk, the golf outing, but mainly the walk and anything to do with finding a cure. That’s for sure.

Certainly, that’s what he’d want.”

Champions descend on Rich Harvest Farm in Sugar Grove Rich Harvest Farms in Sugar Grove on Monday hosted the inaugural Chip Beck #59 Champions Tour Pro-Am, uniting 15 tour professionals with a collection of amateurs while raising money to benefit the Kids Golf Foundation.

The “59” is a nod to Beck’s landmark round during his time on the PGA Tour.

The Champions Tour was in the area after the Encompass Championship at North Shore Country Club in Glenview this past weekend.

The Kids Golf Foundation, established in 1998, has benefited more than 150,000 youth golfers since its inception. The program is designed to introduce children between ages 5 and 17 to golf.

By KEVIN DRULEY kdruley@shawmedia.com ST. CHARLES – Powerade, Nutrigrain bars and Famous Amos cookies invariably appear sparkling to golfers finishing a sweltering summer round.

That’s only the half of it at Pottawatomie Golf Course. The concessions, golf balls and even the insect repellent are displayed under glass counters that once sat in a jewelry store.

The new counters are just part of an offseason facelift to Pottawatomie’s pro shop, a project that has opened up the area and kept players talking.

“Quite often, you’ll get a lot of people who haven’t played this year who will come in and go, ‘Oh, my God, this is looking good. It’s really nice now,’ ” said Tom Sweet, who works at the pro shop three days a week.

“Yeah, it’s a completely different pro shop than it was. Fifty-four years ago, when I started playing down here, you should have seen it.”

The homey shop has been part of Pottawatomie since it opened in 1939, and who knows, perhaps the renovation will help the track ascend up Golf

World magazine’s ranks of America’s best nine-hole courses. It currently stands 15th.

While the counter switch is arguably the most visible change – makes sense, since they used to be wood – it is merely the eye candy of less glitzy behind-the-scenes fixes.

After the Kane County Health Department approached Pottawatomie pro Ron Skubisz about facility updates the organization wanted to make, the project turned out to be more than upgraded plumbing and new, stainless steel sinks.

When leftover capital funding remained when a tractor purchase cost less than originally budgeted, Skubisz asked permission for a new coat of white paint. The ceilings were spiffed up and merchandise displays were updated.

Then word-of-mouth made an impact.

Knowing of the renovations ahead, Pottawatomie regulars told Skubisz about the relocation of Perlman Fine Jewelers from Geneva Commons to downtown Geneva. The counters were available at a discounted rate and just happened to fit perfectly into the pro

shop space.

“They were accommodating [at Perlman’s] and the golfers were good enough to let us know,” Skubisz said.

“It’s just like all these different pieces fell into place and it just worked.”

Skubisz uses the same refrain about last season’s big renovation, the transformation of the course’s former golf cart corral into a patio picnic area.

Augmenting the handful of circle tables inside, the patio is a natural space for awards ceremonies and other recognition associated with Pottawatomie’s looming schedule of city tournaments.

It didn’t take much doing, either, for Skubisz and course superintendent Denise Gillett-Parchert to create a new talking point. Move a fence here or there, and you’re good.

“Sometimes little things seem little,” Skubisz said, “but they change a lot of things besides what you originally planned on doing.”

By DENNIS D. JACOBS editorial@kcchronicle.com BARRINGTON – Local golfers bounced back Thursday after a rough start to the 44th Illinois State Junior Amateur Championship to post some solid rounds on the challenging Makray Memorial Golf Club course.

Leading the way for the local contingent was Matt Yonkovich of Sugar Grove, who will be a senior this fall at Kaneland. He fired a 4-overpar 75 to bring his total after two rounds of the tournament to 152.

Yonkovich is tied for 21st after two rounds. Some golfers didn’t finish as play was suspended Thursday. Play for the second round will resume at 6 a.m. today while Round 3 is expected to begin at 8:45 a.m.

Yonkovich said his putting worked well for him in the second round.

“Putting was on fire today,” he said. “Drives had a little struggle, got to work on that for tomorrow.”

“We’ve been talking about it since eighth grade, and we’re finally here as seniors. It’s just a weird feeling how it flew by so fast, and now it’s time. It’s our time to actually do it.”

North, a team for which everything is brand new in 2013, joined Batavia at the event.

Rob Pomazak is starting his first year as the North Stars’ coach after spending 10 years at Elk Grove Village and relieving Mark Gould, who retired as the lone coach in program history.

“It’s great,” Pomazak said of the feeling of running his own program. “It’s everything I wanted it to be. It’s the opportunity to teach kids, which I really love doing. It’s an opportunity to mold young men into better athletes and better people, most importantly. And really, my goal is to introduce them to things that they haven’t done before, this [tournament] being one of them. And I know we’ll be better tomorrow just because of this experience here.”

Pomazak’s players are already excited to be under his tutelage, and they’re looking to bring some power back to a program that has lacked it in recent seasons.

“St. Charles North, we haven’t been going to [the] playoffs the last few years, so we want to be the team to do that with these new coaches coming in,” senior running back/linebacker Evan Kurtz said. “This is the year.”

“We want to build a new tradition for North High School, for the younger guys to live up to and keep on the tradition of North football,” senior linebacker Reece Conroyd said.

“Four years ago, in 2009, we were playing in the state [quarterfinal] against [Glenbard West]. We were a powerhouse team, and we’ve kind of dropped off. So we want to be the team that brings us back to that promised land and start a whole new tradition for our school.”

Week 1 of the season is still two months away, but observers could plainly see the fun, excitement, anticipation and intensity brought even to an event like this.

“We’re trying to get Friday night as much as we can right now,” Pomazak said, “and this is as close as we can get, so this is a good experience for us.”

With Northern Illinois’ 2014 game against Idaho moved to 2018, it leaves the Huskies with two open nonconference slots next season.

Bulls select Snell with 20th pick in draft The Bulls selected New Mexico small forward Tony Snell on Thursday with the 20th pick in the first round of the NBA Draft.

Snell averaged 12.5 points a game on 42.2 percent shooting to go along with 2.9

assists and 2.6 rebound during his third and final season at New Mexico.

Snell posted 19.8 points a game while shooting 22 for 39 from 3-point range to help the Lobos secure their second straight Mountain West Conference tournament championship.

He was limited to nine points on 4-of-12 shooting during the NCAA Tournament, where No. 3-seeded New Mexico lost, 68-62, to No. 14 Harvard in the second round.

Snell had a season-high 27 points on 7-of-7 shooting from the floor (4 for 6 from 3-point territory) in a 70-69 victory over George Mason on Nov. 18.

As a sophomore in 2011-12, Snell averaged 10.5 points, 2.7 rebounds and 2.3 assists a game, and 4.4 points, 1.9 rebounds and 0.9 assists a game as a freshman in 2010-11.

CNNSI.com’s scouting report said, “Snell will likely need to improve his efforts on the glass if he hopes to earn consistent minutes in the pros.”

tants auditioning in May. Eighteen semi-finalists that were chosen to perform on the Swedish Days Central Stage on June 19.

Nine contestants were chosen by judges as well as votes cast on Facebook to compete as finalists.

Geneva’s Got Talent was coordinated by the Geneva Chamber of Commerce and was part of the 2013 Swedish Days Festival.

ST. CHARLES – Fine Line Creative Arts Center hosted a ribbon-cutting celebration, dubbed the “Bricks & Brats Party,” on June 21 in honor of the center’s expanded parking lot and new entrance at 37W570 Bolcum Road.

Fine Line’s entrance was relocated for better accessibility and visibility to passersby, according to a news release.

The “Bricks & Brats Party” included dinner and an official ribbon cutting executed by Fine Line director Lynn Caldwell and Mark Davoust, a Kane County Board member for District 14.

“I’ve been aware of Fine Line for a long time,” said Davoust in the release. “I’ve had the tour, and I’ve seen things people create here, and it really inspires me.”

According to the news release, Fine Line, which has been at its current location since 1986, has limited its offerings due to zoning restrictions and insufficient parking.

Vonderhaar’s Eagle project involved preparing and painting the northern section of the historic Durant-Peterson House at Leroy Oakes Forest Preserve in St. Charles.

Tierney is the son of Greg and Marylin Tierney. He recently graduated from St. Charles East High School in St. Charles.

He is a four-year member of the St. Charles East High School Band and Orchestra, playing the tuba and stand-up bass. He was an active participant in the East High School Drama Department as both an

actor and crew member.

He has been active in a variety of extracurricular activities, including the debate team, water polo and track, as well as a founding member of his school’s philosophy club. He also received the East High School Human Relations Award for being the school mascot.

Tierney has earned 27 merit badges.

Tierney’s Eagle project involved building a wigwam for the St. Charles Park District.

Tierney’s future plans involve attending Appalachian State University in Boon, N.C. He is considering a major in geology with a minor in a foreign language or business.

Ram enters heavy duty realm in big way Heavy duty pickup trucks are back in fashion today.

Some of that is due to the resurgence of the construction market, which includes new housing, road and bridge repairs, plus large farm operations.

Truck manufacturers Ford, Chevrolet, GMC, Toyota and, to a lesser extent, Nissan, are expressing optimism through more production of heavy duty pickups.

A big player in this market is Ram with its 2500 or 3500 HD trucks. Optimal towing on several 3500 models is 40,000 pounds, which leads all pickups in its class. The 2500 pickups settle for 18,350 pounds maximum, another class-leading figure. Engines behind this power are Hemi V8s or the Cummins turbocharged diesel I6 (inline cylinders). Choices are two- or four-wheel-drive, regular, crew or mega cabs, and six-foot, four-inch or eight-foot boxes.

A 370-horsepower, 6.7-liter diesel I6 was tested recently and it was a four-wheeler with a crew cab, a six-foot, four-inch box and a price tag of $46,335. Ram HD prices, by the way, range from $29,220 for a Tradesman model to $47,790 for a Laramie Longhorn.

The tested Laramie was a shortened version of the Longhorn.

Since it is a huge vehicle, entry and exit (height from ground to cab is 20.9 inches) can be difficult which is why grab handles are provided at strategic locations on all four doors. Running boards help, but they are a $600 option and they are worth it.

They were on the tested Laramie and stretch on both sides from front wheels to rear wheels.

Even petite people can step and grab and easily (somewhat) get into the cab. With running boards extending to the rear wheels, this means there is a step to assist in loading or strapping down cargo in the box.

Space inside the cab is massive with even more leg room in the rear than in front (officially

With a towing capacity of 17,410 pounds, the Laramie can coast while pulling an ordinary 2,500-pound boat or horse trailer.

Payload is 2,400 pounds. A trifling 600 pounds of cargo in the bed during the test week wasn’t even noticed by the engine.

The bed is lined by a spray-in composite material to prevent scratches to underlying metal.

It is divided, has post holes, has a step-up bumper, a fairly light removable tailgate, cargo lights mounted on the cab, and a width of 66.4 inches with 51 of those

inches between the rear wheel wells. Obviously, the width is roomy enough for 4x-8-foot sheets of plywood.

An optional $500 cargo cover was on the tested Laramie. It is one of the simplest covers around. It is divided into three sections. Once the two clasps controlling the rear section are undone, the rear and middle sections fold forward to stack on top of the one next to the cab. When the three are stacked, two clasps secure them.

The topmost section has short legs that fit snugly into a molded cup on the section immediately underneath so there is no rubbing and wearing effect. The entire operation, whether folding it up or down, takes 30 seconds, and that is doing it casually.

Since it is a work horse, the 2500 HD includes trailer brake control, heavy duty engine cool-

ing, shift-on-the-fly transfer case, tow hooks, wide P265 17-inch tires with a full-size spare stored underneath, huge power folding mirrors, leaf springs in the rear and a five-link suspension in front, recirculating ball steering (no other kind for a work truck) and a tow hitch to accommodate a trailer with a weight, including tongue, of roughly 17,000 to 18,500 pounds.

Fluid-filled hydromounts on the cab help isolate the cabin from the road but, after a week in the Laramie, long trips (300 miles or more) are not advised.

Payload and towing differ on each of the seven models of the 2013 Ram 2500 HD trucks, but not by much, with one exception.

The 2500 Power Wagon is limited to 11,000 pounds towing, not 17,000 or 18,000. That is due to the wagon, rather than truck, nature of the vehicle.

Trailer sway control, hill start assist and electronic stability control are standard on all 2500 and 3500 HD models.

Ram engineers claim a new exhaust brake for diesels evensout the deceleration process.

Cummins engineers also have designed an intake airbox system to combat a power level drop in hot weather. One of the intakes is high inside wheel wells and the other above the front bumper where cooler air prevails. The intake system is monitored via a two-way valve and adjusts according to how hot and hard the engine is working.

On the exhaust end, urea fluid controls NOx (nitric oxide and nitrogen dioxide) emissions.

Cleaning the diesel of pollutants expelled into the air is one reason this type of vehicle costs more initially. The cost is made up in fuel economy as a diesel can be 30 percent more economical in usage than a gasoline-based powerplant.

Since it is a 6,402-pound vehicle, fuel economy can range from 13 to 20 miles per gallon. During the test week, the average was 17.4 mpg. A 31-gallon diesel fuel tank is on board.

Everything about this vehicle seems to be big and heavy including the hood. Thankfully, after the unlatching, the hood raises itself by hydraulic pistons.

Luxuries are provided including remote keyless entry, power windows, door locks and driver’s seat, leather trim, air conditioning, 12 and 115 volt power outlets, navigation system and a 506-watt Alpine sound system.

Warranty coverage is five years or 100,000 miles on the powertrain and three years or 36,000 miles limited with 24hour roadside assistance.

Select 2500 models are eligible for $500 to $2,000 rebates or interest rates of 1.9 to 5.9 percent.

‘The Heat’ is outrageously funny The groundbreaking “Bridesmaids” put director Paul Feig and co-star Melissa McCarthy into the A-list.

They reunite for “The Heat,” pulling Sandra Bullock into their potty-mouthed orbit.

Just as “Bridesmaids” wasn’t the first film to put a cast of women in a raunchy comedy, “The Heat” is not the first to do a female take on “Lethal Weapon.” Like “Bridesmaids,” though, “The Heat” is the first one to do it right. For the first two-thirds, anyway.

Bullock and McCarthy are law enforcement officers forced to work together on a big Boston drug case. Both have alienated their male co-workers, though for opposite reasons. Bullock’s FBI Special Agent Sarah Ashburn rigidly follows regulations, and she lords it over the men on her team when she finds evidence they overlooked.

McCarthy’s detective Shannon Mullins is such an undisciplined bulldog of a cop that the men in her precinct are terrified of her. So is everyone else. If any of the citizens she routinely brutalizes ever hired a lawyer, the rest of the precinct wouldn’t have to worry about her much longer.

While there is a lot of Murtaugh and Riggs in Ashburn and Mullins’ partnership, there is also a lot of Felix and Oscar. Ashburn is prissy and makes controlled gestures, while Mullins is a slob who moves like a swerving dump truck. The most scandalous words to pass Ashburn’s lips are “bull poo poo,” while Mullins cusses thoroughly enough to make every sailor in the fleet blush.

Their personalities clash, as they were designed to, and Bullock and McCarthy are hilarious as they trade insults

WESTHOFF REVIEWS Jeffrey Westhoff and criticisms. “The Heat” may feature the first good cop/bad cop routine where the bad cop assaults the good cop instead of the suspect.

The women are competitive as well, trying to be the first to do everything. This leads to some fine physical comedy, such the moment each refuses to let the other enter an apartment building first, so they go through the door with their legs tangled every which way. This also leads to an odd and unnecessary scene where a botched attempt at an emergency tracheotomy becomes a bloody mess.

While the two women bicker with each other, the script by “Parks and Recreation” writer Katie Dippold never lets us forget that the men of the world are arrayed against them as well – although their immediate supervisors, Demián Bichir of the FBI and Tom Wilson of the Boston PD, are supportive in small ways. A DEA agent wants Ashburn and Mullins off the case because their estrogen will get in the way, and one of the villainous drug lords proposes a disturbingly misogynistic torture that.

With several references to “Foul Play,” particularly its albino assassin, Feig and Dippold indicate they want “The Heat” to work as a thriller as well as a comedy. For a while, Feig subtly carves away the clichés of cop movies. Listen for Bullock’s response when McCarthy says, “There’s our man.” Later, an evidence tech’s moment of glory is ruined when the two women

But buddy cop movies carry their own code of clichés. Eventually “The Heat” succumbs to them, and not to point them out ironically.

This decline starts with the inevitable moment when Mullins brings Ashburn to a dive and gets her uptight partner drunk. They then bond while dancing to classic rock songs on the jukebox.

They do not, thankfully, sing karaoke.

After that, the rest of the story is predictable. I lost track of the number of times Ashburn and Mullins get thrown off the case. The identity of the mysterious drug lord is easy to guess.

Just look for the character who keeps turning up yet doesn’t appear to serve a purpose in the story.

In keeping with the film’s themes, the male actors don’t have much to do. Michael Rappaport plays McCarthy’s brother, whom she put away on drug charges. Marlon Wayons plays an FBI agent who is nice to Bullock, but she is too dense to realize it. Jane Curtin plays McCarthy’s

mother, angry that she sent Rappaport to prison, but Curtin is all but wasted in the role.

Early on, “The Heat” earns a hard R rating for its language. Eventually it earns it for its sometimes sadistic carnage as well, which the MPAA helpfully defines as “some violence.” A torture scene is played for laughs, which is a nervy move that Feig gets away with.

Even though the cop plot becomes routine near the end, the humor still pulls out some surprises. The rivalry between Bullock and McCarthy during the first two-thirds of the movie is breathtakingly funny. It is also difficult to describe because much of it is physical and McCarthy’s dialogue cannot be reprinted in a family newspaper.

The name of the buddy cop genre implies the cops must become buddies, so we know the spark that drives the comedy between Bullock and McCarthy must fade at some point. But while this spark glows, “The Heat” is so outrageously funny it makes up for a disappointing third act.

Dad’s poor hygiene causes a stink My parents don’t Dear Abby: I have been divorced for almost 15 years. In that time, my ex-husband has been self-employed and works out of his home. He rarely leaves his house, and I think he suffers from depression.

At a school honors event for our daughter for which most of the attendees dressed for the occasion, he arrived in dirty shorts and a T-shirt. I sat next to him to be polite, until I realized he also smelled awful. When I tried to excuse myself saying I needed a “better seat for my camera,” he got up, too!

I have tried to suggest that he may suffer from depression in the past, but he denies it. – Unpleasant Situation, Gettysburg, Pa. Dear Unpleasant Situation: Rather than having pussy-footed around the reason you wanted to change your seat, you should have told him it was because he smelled like a goat and showed he lacked enough respect for those around him and his daughter to shower and put on clean clothes.

Healthy lifestyle helps treat hypertension Dear Doctor K: My blood pressure medication has side effects that are difficult to tolerate. What else can I do to lower my BP? Dear Reader: If you’re a regular reader of this column, you’ve heard me say more than once that diet and exercise sometimes can eliminate the need for medications for a variety of conditions. That’s true – and it surely is true for high blood pressure.

However, sometimes diet, exercise and stress management lower blood pressure only part of the way. Medications may still be necessary. Every medicine ever invented can cause side effects in some people. But the other side of that coin is that medicines often do not cause side effects. And just because one medicine causes side effects does not mean that another will.

Fortunately, there are many different medicines to treat high blood pressure. In my experience, you can usually find a blood pressure medication that is both effective and free of side effects.

But even when that’s true, it’s still important to get back to basics: a healthy lifestyle.

A healthy lifestyle is the cornerstone for preventing

At the very least, you’ll feel better: • First and foremost, if you smoke, quit. Your blood pressure will start to decrease within hours after your last cigarette. • Another important step is to reach and maintain a healthy body weight. Being overweight or obese itself raises your blood pressure.

• Even if you don’t need to lose weight, eating the right foods can make a difference. The key features of a blood-pressurefriendly diet include plenty of fruits, vegetables and whole grains; several servings daily of low-fat dairy products; some fish, poultry, dried beans, nuts and seeds; and minimal red meat, sweets and sugar-laden beverages.

Also try to limit your sodium intake to less than 1.5 grams of sodium per day. You can find the sodium content of prepared foods

on the Nutrition Facts label.

• Limiting alcohol can help.

Have no more than two drinks per day if you’re male, or one drink per day if you’re female.

That’s drinking in moderation.

Drinking in moderation may even help lower blood pressure, while drinking more can definitely raise blood pressure.

• Regular exercise lowers high blood pressure. Aim for at least 30 minutes of moderate-intensity exercise on all or most days of the week. Examples include walking or riding a stationary bike.

Regular exercise is a potent tonic for lowering your blood pressure – even if you don’t lose weight.

• Finally, relax. Ongoing stress raises your blood pressure. Learn relaxation techniques, such as meditation, progressive muscle relaxation, deep breathing or yoga. I have a patient who took up tai chi several years ago and does it daily. I can’t prove there’s a connection, but I can tell you that her blood pressure has never been so low, and she says she feels great.

West leads the diamond queen. The defenders take two tricks in the suit, then play a club. How should South continue?

In danger of losing one spade, one heart and two diamonds, he should assume a favorable layout. Sealed individual bid proposals will be received by the Fox River & Countryside Fire/Rescue District, 40W304 LaFox Road, St. Charles, Illinois 60175, for SITEWORK, GENERAL, MECHANICAL & ELECTRICAL trade work necessary for a new fire station that will be located on a 2.18 acre parcel of land at 6N330 Route 25, St. Charles, Illinois. The successful bidding trade contractors will be required to subcontract with the Construction Manager for the Project, MTI Construction Services, LLC.

PUBLIC NOTICE is hereby given that the Board of Library Trustees of the Batavia Public Library District, Batavia, Illinois, has determined by Ordinance 2013-004, adopted June 18, 2013, that the general prevailing wage in this locality for laborers, mechanics and other workers engaged in construction of public works coming under the jurisdiction of this Board of Library Trustees is hereby ascertained to be the same as the prevailing wage for construction work in Kane County as determined by the Illinois Department of Labor as of June 2013. Any and all revisions of the prevailing wage by the Illinois Department of Labor shall supersede the Department's June determination to apply to any and all construction of public works undertaken by this Board of Trustees. A copy of this determination may be obtained from the Business Office of the Batavia Public Library or the Illinois Department of Labor.

Bidding contractors desiring to be considered for this project must submit their completed Bid Proposal on the Bid Form provided, in duplicate, along with all other required documentation, to the Fox River & Countryside Fire/Rescue District, 40W304 LaFox Road, St. Charles, Illinois 60175, on or before the Public Bid Opening, Friday, July 12, 2013 @ 9:00 am. Failure to submit a Bid Proposal on the provided Bid Form, and with all other required documentation, on or before said date and time, will preclude a bidding contractor's Bid Proposal from being read publicly and considered for the Project.

The Fox River & Countryside Fire/Rescue District reserves the right to waive any informalities, to reject any and all Bid Proposals submitted, to abandon the Bid Proposal procedure altogether, or to accept any Bid Proposal as allowed by applicable law.
