Riverside Township Budget and Appropriation Ordinance and Public Hearing
1.1 NOTICE A. The Scottish Home will receive sealed bids for the Boiler Replacement project located at 2800 Des Plaines Avenue, North Riverside, IL 60546 according to Bidding Documents prepared by FGM Architects Inc., 1211 West 22nd Street, Oak Brook, IL 60523. FGM Project No.13-1603.01.
Notice is hereby to the legal voters of Riverside Township that the Town Board has drafted a Tentative Budget and Appropriation Ordinance for the 2013 - 2014 fiscal year. Copies of said budget and ordinance are available for inspection during regular business hours, Monday through Friday, 9:00 a.m. to 3:00 p.m. in the Township Office at 27 Riverside Road, Riverside, IL 60546. A hearing on the Budget and Ordinance will be held on Tuesday, April 16, 2013, at 5:45 p.m. in the Riverside Town Hall, 27 Riverside Road, Riverside, IL.

LEGAL NOTICE / PUBLIC NOTICE NOTICE OF PUBLIC HEARING RESIDENTIAL AGGREGATION FOR ELECTRIC RATES VILLAGE OF HODGKINS Public Hearings will be held on March 27, 2013, at 6:00 p.m. and April 8, 2013, at 6:30 p.m. The hearings will be held in the Village Hall Board Room, located at 8990 Lyons Street, Hodgkins, IL 60525. A referendum is scheduled for April 9, 2013 asking voters to authorize the Village of Hodgkins to adopt an Ordinance and Governance Plan to aggregate electrical loads for residential and small commercial customers within the corporate limits of the Village as an opt out program. Under the opt-out program, the Village would procure competitive pricing on behalf of eligible accounts. Upon award of the bid to the alternative power company, all applicable accounts would be moved to the alternative electric supplier. However, individual customers would have the option to opt-out of the aggregation for whatever reason. The purpose of the hearing is to obtain input on the Plan of Operation and Governance for the Village of Hodgkins Electric Residential Aggregation Plan for residents and small business of the Village. 1.3 BID SUBMITTAL AND OPENING A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows: 1. Bid Date: March 28, 2013. 2. Bid Time: 2:00 p.m., local time. 3. Location: The Scottish Home Main Office, 2800 Des Plaines Avenue, North Riverside, IL, and 60546. B. Bids will be thereafter publicly opened and read aloud. C. No immediate decision will be rendered concerning the proposals submitted. After the bids have tabulated and studied, they will be presented to the Owner at its next regular meeting. If only one bid is received on the day of the bid opening, this bid will not be opened but instead will be presented to the Owner at its next regular meeting for consideration. 1.4 BID SECURITY A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Security shall be either certified check, cashier's check or bid Bond issued by surety licensed to conduct business in the State of Illinois. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. 1.5 PREBID MEETING A. Prebid Meeting: A Recommended Pre-bid meeting for all bidders will be held at The Scottish Home on March 19, 2013 at 10:00 a.m., local time. Prospective prime bidders are requested to attend. 1. Bidders' Questions: Architect will provide responses at Pre-bid conference to bidders' questions received up to two business days prior to conference. B. Prebid Tour: Following the Pre-bid meeting there will be a tour of the project site or work area. Additional tours may not be scheduled. 1.6 DOCUMENTS A. Printed Procurement and Contracting Documents: Obtain after March 14, 2013, by contacting reprographic house listed below. A set is made up of one bound Project Manual. Documents will be provided to prime bidders only; only complete sets of documents will be issued. 1. Deposit: $50.00 made payable to the Owner. 2. Shipping: Additional shipping charges will apply. 3. Deposits are not refundable. B. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. 1.8 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. B. The Contractor bidding the project shall be actively engaged in work of the nature of the project described, and have adequate specialized men and machines to do the work. Each bidder shall submit with his proposal a list of no less than ten (10) different construction projects that have been completed within the last five years that relate to the type of work specified. C. The Contractor bidding the project shall submit qualifications in the form of AIA document A305 "Contractor's Qualification Statement". 1.9 BID STIPULATIONS A. Bidders are specifically advised that The Scottish Home Boiler Replacement project is a partially/fully federally funded project. As such, all bidders are required to be in full compliance with the Davis-Bacon Act (40 U.S.C. Sections 276-276a-5), Department of Labor Regulations (29 CFR, All Parts), Copeland "Anti-Kickback Act" (18 U.S.C. Section 874), Contract Work Hours and Safety Standards At (40 U.S.C. Sections 327-333), and the Equal Employment Opportunity for Community Development Block Grants. An explanation of the applicable federal requirements mentioned is provide as part of the Project Manual under "Special Provisions for Federally-Funded Projects". B. Within ten (10) days after notification of award of contract, the successful Contractor shall furnish a Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner. The Performance Bond shall be in the amount of 100 percent of the contract. The performance bond will become a part of the contract. C. The failure of the successful bidder to enter into contract and supply the required bond and Certificates of Insurance within ten (10) days after the prescribed forms are presented for signature, or within such extended period as the Owner may grant, shall constitute a default. D. The Owner reserves the right to accept or reject any or all bids, to waive any informalities and irregularities in any bid, or to make awards in the best interests of the Owner. The Owner also reserves the right to award a partial amount of the Work rather than the entire amount. E. All bids submitted shall be valid for a period of at least sixty days from date of bid opening; the only alterations which will be allowed will be those approved by the Owner.
