Charles McGrath, FASAE, CAE, is Executive Director of the Interlocking Concrete Pavement Institute (ICPI).
Under McGrath’s leadership as chief staff executive over the past 21 years, ICPI has grown from 157 members to over 1,200 today and from a budget of $750,000 to $3.9 million. During this period, he led the launch of Hardscape North America a national hardscape trade show and worked with many member volunteers to start the ICPI Foundation for Education & Research which now has an endowment of over $5 million dollars to invest in research & education for the future of the industry. Prior to the transition of ICPI to self-management, he served as Managing Partner, Client Services of Bostrom Corporation, an association management company. During his 17-year tenure at Bostrom he led Bostrom’s Washington office and managed ICPI as well as associations in the construction, medical, educational and technology industries. Prior to Bostrom Corporation, McGrath was Vice President of the Association of Management Consulting Firms, Executive Vice President of the Society of Incentive Travel Excellence (SITE) and Director, Meeting and Travel Services for the American Institute of Certified Public Accountants (AICPA). He recently served on the Board of the Directors of the National Association of Manufacturers, Associations Council. He has served as Chairman of the American Society of Association Executives (ASAE) Associations Advance America Committee, the Board of Directors for the New York Society of Association Executives and is a Past President of the Meeting Professionals International Greater New York Chapter. McGrath was honored by ASAE with the prestigious designation as an "ASAE Fellow". ASAE annually recognizes executives as fellows who are proven leaders and promise future accomplishments within the field of association management and he also received his certification as an Association Executive (CAE). He holds a Bachelor of Science Degree from James Madison University.

Robert Bowers, P. Eng. is Director of Engineering for the Interlocking Concrete Pavement Institute (ICPI).
Mr. Bowers has over 25 years of experience in the hardscapes industry developing standards for the design and construction of interlocking concrete pavement and segmental retaining walls.
As Director of Engineering for the Interlocking Concrete Pavement Institute he is responsible for programs that are related to the installation of interlocking concrete pavers, including the Contractor Education and Certification courses as well as the development and delivery of technical installation materials. Bowers chairs the CSA A231 Committee which is responsible for the development of the Canadian standards for concrete pavers and slabs. Mr. Bowers is a member of the ASCE T&DI Permeable Pavements Committee which just released ASCE 68-18 Standard for the Design, Construction and Maintenance of permeable interlocking concrete pavement. Bowers has written several articles and conducted numerous seminars about interlocking concrete and permeable pavements. Bowers participates in the ASCE, ASTM and CSA.

David R. Smith is the Technical Director for the Interlocking Concrete Pavement Institute (ICPI).
Mr. Smith’s exposure to the concrete paver industry began in 1984 when he presented a paper on concrete grid pavement research at the Second International Conference on Concrete Block Paving in The Netherlands. This led to facilitating design and construction of the first mechanically installed, municipal concrete paver street in the U.S. (Dayton, Ohio) in 1985. He began supporting the concrete paver industry directly in 1987. As a leading authority in North America on concrete segmental paving and permeable paving, Mr. Smith has been active in ASTM since 1988, having written or updated several product standards and test methods in support of the industry. He is a past chair of CSA A231 on precast concrete paving products. He is a vice-chairman of the ASCE Permeable Pavements Technical Committee and is co-editor of the ASCE EWRI book, Permeable Pavements. He is also a member of Transportation Research Board AFD30 Committee on General and Emerging Pavement Design. His background in stormwater management comes from research while at Virginia Tech, as well as teaching and modeling storm drainage design with sustainable, sitescale stormwater management approaches and stream restoration. He has written or contributed to many state and municipal guidelines for PICP and other permeable pavements. Mr. Smith was editor of and contributor to the 2006 Proceedings of the 8th International Conference on Concrete Block Paving held in San Francisco, California, hosted by the ICPI Foundation for Education and Research. Mr. Smith is Chairman of the Small Element Pavement Technologists (www.sept.org), segmental paving experts from around the world whose mission is to perpetuate the triennial international conferences on concrete block paving. His education includes a Bachelor of Architecture and Master of Urban and Regional Planning with a concentration in environmental planning from Virginia Tech.

Merry Beth Hall, CAE, is Director of Education and Workforce Development for the Interlocking Concrete Pavement Institute (ICPI).
Prior to joining ICPI in 2018, she served as Vice President, Education Content for the Plumbing-Heating-Cooling Contractors –National Association Educational Foundation. During her 13 years at the PHCC Educational Foundation, she was responsible for apprentice and journeyman training programs and developed the organization’s highly successful online learning initiative. She also previously served as Executive Director of the Plumbing & Mechanical Professionals of Virginia (PMPV) from 2000-2005. Hall has served in volunteer leadership roles for several professional associations including the Council of Air Conditioning and Refrigeration Educators (CARE), the Richmond Philharmonic Orchestra (RPO), and the Virginia Music Educators Association (VMEA). She is a member of the American Society of Association Executives (ASAE) and earned the Certified Association Executive (CAE) designation in 2018. She holds a Bachelor of Music Education degree from James Madison University and a Master of Public Administration degree from Virginia Commonwealth University.

Steven R. Hawkins, AIA is Director of Marketing and Membership for the Interlocking Concrete Pavement Institute (ICPI).
Mr. Hawkins comes to ICPI with more than 20 years in the reinforced concrete industry including Director of Market Development for Applied Systems Associates and Vice President of Marketing for the Concrete Reinforcing Steel Institute (CRSI). During his time with CRSI, Mr. Hawkins developed, implemented, and managed strategic marketing plans, stakeholder communications, and continuing education programs in cooperation with institute members, the CRSI Foundation, allied associations, university partners, and professional societies representing architects, engineers, and contractors. Prior to his industry association experience, Mr. Hawkins operated a marketing consultancy for 12 years focused on research, strategic planning and communications geared to the specialized needs of real estate development and professional service firms. Mr. Hawkins hold Bachelor of Architecture and Master of Communication Studies from the University of Kansas.
