LETTER FROM THE CHAIR The year 2016 was tremendous for the San Gabriel Valley Economic Partnership. To start off, we were honored that Jeff Allred accepted the position of President & CEO. An experienced former city manager, Jeff brought us a wealth of resources and connections that helped the Partnership strengthen our ties with local government. One of his first projects — the SGV Economic PowerSite — brought us six new city members, including Baldwin Park, Claremont, Montebello, Pomona, San Dimas, and West Covina. Under Jeff’s leadership, the Partnership has made bold strides. First, he led the Executive Board and staff to create a strategic plan. The plan, called “Vision 2020,” breathed energy and possibility into the Partnership as we celebrated our 25th anniversary. We are committed to our mission: advancing the economic vitality and quality of life of the San Gabriel Valley. We stand firm in our position as the voice of business in this growing region of over 2 million residents. Second, he launched Sector Councils to unite the different industries and educational institutions in the San Gabriel Valley to focus on healthcare, aerospace, and biotech and life sciences. The Councils fostered healthy discussion about workforce needs. Starting in 2017, the Councils will convene through Power Lunch 2.0, a topic-driven monthly gathering that will provide the latest trends, business intelligence, and networking opportunities to SGV business leaders. These are just a snapshot of the many highlights of the Partnership in 2016. On behalf of the Executive Board, I invite you to read through the Annual Report and celebrate with us the milestones and the new beginnings that the Partnership was proud to accomplish. Sincerely,

Introducing New President & CEO Jeff Allred Prior to his appointment as President and CEO of the San Gabriel Valley Economic Partnership in May 2016, Jeff Allred served as the City Manager of Rosemead for seven years, where he oversaw an aggressive building program that included major civic center renovations, two aquatic centers and various parks and facilities all without tax increases or new assessments on residents or businesses. Economic development was a key priority during Mr. Allred’s tenure in Rosemead, with openings of several national and regional name brand businesses along with major infrastructure and aesthetic improvements. Prior to his tenure in Rosemead, Mr. Allred served as the City Manager of Norco in Riverside County for over five years. His career in local government has also included administrative roles with the
cities of La Verne, Downey, El Monte, and West Covina. He served as President of the San Gabriel Valley City Managers Association in 2013-14, and as a member of the City Managers Steering Committee for the San Gabriel Valley Council of Governments and the Western Riverside Council of Governments for 12 years. Mr. Allred has also taught strategic planning and management courses as an adjunct professor at the University of La Verne, where he currently serves as a member of the President’s Advisory Council. Mr. Allred graduated with a bachelor’s degree from the University of La Verne in 1978 and received his MPA from California State University, Los Angeles in 1986. He lives in La Verne with his wife, Karen. They are the parents of five children and 15 grandchildren.

PowerSite
www.sgvpowersite.com On August 25, the Partnership launched the SGV Economic Powersite, a webbased tool to highlight and promote key commercial real estate properties in our member cities. In addition, the PowerSite has comprehensive demographics, business, and industry data on over 25 SGV cities, unincorporated areas, and the entire San Gabriel Valley. At the launch reception, over 300 attendees flooded the Hacienda Heights Community Center to watch a live demo of the PowerSite . They also had the opportunity to meet with representatives of the Partnership’s member cities.
The SGV Economic PowerSite offers a data-rich, interactive property database to promote the regional retail commercial real estate economy and provide demographic and business resources to investors, site selectors, and brokers.
The reception started with remarks from Montebello Council Member Vanessa Delgado, a founding partner of Azure Development who has been an economic development professional for over 17 years . Azure has 3.3 million square feet of retail, office and housing space. Council Member Delgado emphasized the importance of public-private partnerships in city redevelopment. Economic Outlook Breakfast State Treasurer John Chiang spoke to a captivated audience about the California economy. Kimberly Ritter-Martinez of the Los Angeles County Economic Development Corporation delivered an analysis of the growth trends of the economy of the San Gabriel Valley. Over 200 people attended the annual event at the Pacific Palms Resort.

The 2016 Legislative Networking Reception was the highest attended in the Partnership’s history, with over 200 guests gathering at the Miller Coors Brewery in Irwindale. They were joined by four members of Congress – Rep. Norma Torres, Rep. Judy Chu, Rep. Grace Napolitano, and Rep. Loretta Sanchez, L.A. County Supervisor Mike Antonovich, Sen. Bob Huff, and Asm. Roger Hernandez along with over 50 local elected officials from city councils and school, water and community college districts. Time Warner Cable – now Charter Spectrum – recorded the speeches made at the event and conducted interviews with elected officials for broadcast on their regional news channels.
Welcome Reception for Consul General of Mexico On September 22, the Partnership welcomed the newly appointed Consul General of Mexico in Los Angeles, Carlos Garcia de Alba. As the Director of Education Pathways, I have a unique opportunity to educate our members about the importance of Workforce Development. I am honored to work with great schools in the San Gabriel Valley to engage industry in the development of employment pathways for their students. As an LA County Workforce Development Board (WDB) Commissioner, I have another unique opportunity to offer millions of dollars in funding to create training programs for industry. My goal in 2017 is to bring those roles together and elevate the message that industry and schools need each other to ensure a skilled and work-ready workforce in the San Gabriel Valley.
HIGHLIGHTS • Appointed as Commissioner to the Los Angeles County Workforce Development Board (WDB) 09/06/2016 2-year term • Conducted Northrop/ELAC/Goodwill/UCLA/USC “Intro to Manufacturing” Bootcamp to expose low-middle skilled workers to careers in aerospace 24 ANNUAL REPORT 2016
• Developed successful Career Technical Education (CTE) and Engineering Sector meetings for Community Colleges/K-12 and Industry focusing on Workforce Development and Regional Alignment • Initiated a new contract with Citrus College and one with Foothill Consortium K-12 schools and renewed an ongoing contract with Pasadena City College
Dr. Yanez toured Lawrence Equipment with instructors from South El Monte High School. Lawrence has donated equipment to the school and created a training program to prepare students for entry-level employment. Dr. Yanez at NAF event, working with Duarte USD to plan activities for Career Technical Education (CTE) students in a Culinary Arts career pathway.

BUSINESS ASSISTANCE
Annie Wei/Business Assistance Manager During the past year, the Business Assistance Program staff completed the following: Continued the Business Walk Program in coordination with city officials, chambers executives and partners such as Southern California Edison, SoCal Gas Company, the Small Business Development Center (SBDC), LA County Department of Community and Senior Service (CSS) and local state legislator offices, etc., to identify problems, challenges and regional trends. During the year, the program was utilized by the cities of Arcadia, Baldwin Park, Duarte, El Monte, South El Monte, Glendora, Irwindale, La Verne, Pasadena, Rosemead, San Gabriel, Temple City, and the Rowland Heights area. Business Assistance Program staff also performed 15 minimum monthly individual site visits based on referrals, drop-ins and where deemed necessary. Of those businesses visited, 20% received follow-up 26 ANNUAL REPORT 2016
meetings/actions to mitigate the problems or concerns, including, but not limited to, assistance with local government, regulatory compliance, access to funding, access to market and access to workforce development resources, connecting to other businesses or organizations. All businesses visited were provided information on best practices and incentive programs and services such as SCE’s Direct Install Program (Energy Efficient Program), LA County’s Enterprise Program and Workforce Services, state income tax credits, manufacturing + sales & use tax exemption, employee training funding, and new employment credit, etc. Businesses were encouraged to contact the Partnership if an issue should arise in the future. Assisted Local Government organizations (e.g., Water Districts, member cities, County departments, SBDC, SCORE, etc) and our members (e.g. City of Hope, MCS, BDK Capital, KPMG, American Red Cross, etc) in their outreach efforts to minority residents regarding
services, programs, attracting new businesses, connections and potential investment opportunities, especially increased outreach to Chinese-American business Community. Staff expanded business assistance outreach efforts to the Chinese-American business community in their language in an effort to increase awareness of best practices and information on available programs, services, and business opportunities in the SGV. Our Staff member Annie Wei, who is bilingual in English and Mandarin, has established contacts and formed relationships with over 100 Chinese business organizations such as consulates and business associations in and from China. Annie periodically utilized Chinese media outlets (e.g. Sky Link TV, HTTV, CTI TV, World Journal) and social marketing platforms in Mandarin (e.g., Wechat, 58.com, huaren.com, chinesenewsusa.com, usnewsexpress.com, etc) to disseminate information (in Mandarin) regarding Partnership events, services, programs and incentive resources for doing business in California and promoting the SGV as a good place for business. Annie also co-hosted or participated business seminars, workshops and expos on business topics and resources in Mandarin in collaboration with local Chinese American Business Association to help new businesses grow and attract new businesses to the region.
The Partnership is connected with all major Chinese American real estate broker companies in the SGV and made them aware of the PowerSite and encouraged them to use the PowerSite for promoting retail opportunities in the San Gabriel Valley. We also made contacts and formed relationships with Latino business communities and became a member of the Asian Business Association. Staff also attended several conferences annually to promote the region and attract new businesses: ICSC, Small Business Seminar, How to Grow Your Business through Export, and Export Seminar, etc. Business Assistance Staff hosted and co-hosted numerous events this year to connect cities, companies and organizations ranging from the Chinese Business Community Welcoming New CEO Luncheon (400 attendees), a reception welcoming new Consul of General of Mexico in Los Angeles, SGV Retail Commercial Real Estate Investment Opportunities (300 participants), receptions welcoming Chinese government and business delegations, to special issue-specific meetings on business issues. These events have provided educational, marketing and networking opportunities for Partnership members and the San Gabriel Valley Business Community.

SoCAL’s GOLDEN OPPORTUNITY Experience What Our Region Has to Offer As an effort to unify and strengthen the San Gabriel Valley’s regional presence at national trade shows, the Partnership and the member cities have been working together to design and produce an exhibit booth. With the help from Allegra Consulting, a design firm based in Pasadena, the Partnership looks forward to promoting the SGV with an eye-catching and professional exhibit booth at the 2017 International Conference of Shopping Centers (ICSC) Retail Conference (RECon), an trade show in Las Vegas that attracts 37,000 attendees annually. Some 25 cities in the SGV have each agreed to spend up to $2,000 for the exhibit and related services at ICSC RECon. The theme for the exhibit is San Gabriel Valley—SoCal’s Golden Opportunity.
