Improving air quality THE local campaigning group 'St George Breathing Better' has been busy promoting the importance of clean air. They recently featured on BBC Radio Bristol, BBC news, ITV news and Channel 4 news talking about the importance of clean air. One of their projects has involved individual public statements on the importance of clean air being published on social media. Bristol City Council has eventually - published their plans for improving air quality in the city. The plans include a wide range of potential measures. In a speech on 20th June, which was Clean Air Day, Mayor Marvin Rees announced "We will raise awareness and enforce the existing Smoke Control Legislation in licenced premises to reduce the illegal burning of wood and solid fuels. This will include domestic wood burners and bonfire nuisance." He also announced "We are working with schools, parents and pupils to close roads to cars, outside of schools during drop off and pick up, everywhere it’s possible." Many of our local schools already have signs encouraging motorists to turn off their engines when waiting outside schools. This little step can have

20mph speed limit review A MAJOR review of Bristol’s 20mph speed limit has determined that no significant changes need to be made to the measures introduced throughout the city between 2012 and 2015. One of the largest responses to a public consultation in Bristol saw almost 3,500 replies between June and August of last year. When commenting on individual roads, the majority of feedback was for no change and the consultation highlighted significant public and stakeholder support for retaining the limit in residential areas and near schools, with 95% agreeing with 20mph limits by schools, 74% on residential roads and 44% on main roads. The consultation specifically asked about some of our local roads: Church Road (A420): 46% of respondents want to retain 20mph Crews Hole Road: 53% of

respondents want to retain 20mph Deep Pit Road / Rose Green Road: 55% of respondents want to retain 20mph Easton Road: 63% of respondents want to retain 20mph Kingsway, 38% of respondents want to retain 20mph New Queens Road: 47% of respondents want to retain 20mph Stapleton Road (A432): 57% of respondents want to retain 20mph Whitefield Road / Brook Road (B4465): 52% of respondents want to retain the 20mph Whitehall Road (B4465): 58% of respondents want to retain 20mph Whiteway Road: 48% of respondents want to retain 20mph The outcome of the consultation is that there will not

n FRIENDS OF TROOPERS HILL

Lottery Players protecting Troopers Hill

THANKS to National Lottery players over £20,000 of work has been carried on Troopers Hill during this past winter and spring. More will be spent over the remainder of this year. This project, supported by the National Lottery Heritage Fund, is called “Protecting Nature”. A record of progress on the project can be seen on www.troopershill.org.uk/waystonature The most visible impact so far has been the conservation work carried out over winter, reported in January’s St George & Redfield Voice, and the new fencing and gates on Troopers Hill Road. The old rotting wooden fencing and gates are now a swiftly vanishing memory. They had been in place since the 1990s and were on the point of falling. A collapse of the fence would have left the Local Nature Reserve open to access by motorbikes. This would have represented a danger to

the people and dogs using the Hill and had a severe, negative impact on the site’s ecology. Local people responded to the Friends of Troopers Hill survey in 2017 strongly supporting the replacement of the fence with metal estate fencing and gates. This was part of the evidence of need and support for the work, presented in the original application for funding in 2018. Next to appear will be a beautiful interpretation board about the fungi to be found on Troopers Hill. Designed by Clare Challice of Inkwood Design, with artwork by Abi Stubbs, this interpretation board will not only describe some of the interesting, sometime beautiful, fungi found on Troopers Hill, it will also acknowledge the contribution of Justin Smith, mycologist, who recorded many of those fungi and sparked people’s interest as he led guided walks across Troopers Hill.

Other funded work included a Dawn Chorus walk led by ornithologist Ed Drewitt in April and the first of four planned invertebrate survey visits to by entomologist David Gibbs. During his visit David identified a species new to Troopers Hill and unrecorded in this country for more than 10 years. His find was a male Dasystoma salicella, a day-flying moth. During Bristol Balloon Fiesta weekend, on Saturday 10th August, from 4pm, the funding will be helping the Friends of Troopers Hill run their Bugs and Beasties event. They will be supplying nets, bug pots and the skills of expert, Rupert Higgins, to identify your finds. The Bristol Astronomical Society will be there to help you make solar observations. For those who enjoy puzzles, Young Rangers from the Future Proofing Parks project will be offering a Scavenger Hunt. Bristol Natural

Learners will be hosting naturethemed activities. The Friends of Troopers Hill are hoping for good weather so people can stay on with a picnic and watch the hot air balloon ascent from Ashton Court. As ever, the advice is to walk, cycle or take the bus to Troopers Hill, there is no onsite parking. The help if local people is very much needed to care for this wonderful site. Why not come along to the next Friends of Troopers Hill conservation work party and learn about the new conservation management plan that guides all the work carried out on Troopers Hill. There is a conservation work party on the first Saturday and third Thursday of every month, starting promptly at 10.00am and finishing at noon. The volunteers meet by the red slide on Troopers Hill Field.

Can we fix it? Yes we can! THE St George Repair Café is officially up and running. A busy first session was held on 8 June at St George Community Centre, and saw local residents bring laptops to be fixed, a radio that just needed retuning, a broken drawer, a sewing machine taken apart and diagnosed as needing new motor, plus some clothing repairs. There are several repair cafés in Bristol already, it’s an idea that started in The Netherlands. The grass roots initiative is based on the idea of people in a community getting together to learn how to repair their broken stuff, rather than sending it to landfill. Tamsin Harcourt, spokesperson for St George Community Centre said “We were really pleased with the response from the community. As well as the repairing, it was great to see people chatting over a cuppa and getting to know one another.” St George Repair Café will be at St George Community Centre (off Church Road and St George Park) the second Saturday of the month (except August) 10.30am to 1.00pm. Electric charging points 120 new car charging points are due to be installed across the former Avon area. Marvin Rees, Mayor of Bristol, explained: “In order to meet ambitious environmental goals, shared across the region, we must help people transition to low carbon and clean transport options. Upgrading our charging network is part of the answer and this will help both existing and future EV drivers to charge their vehicles more easily. Better funded childcare would benefit everyone

LOW-COST, high quality childcare benefits everyone – children, parents and the wider economy. So why is the government ignoring this opportunity? I recently spoke in Parliament on this, because it is something which comes up regularly when I speak to people in Bristol. Parents and early year childcare providers in Bristol West tell me that the current system of childcare provision is not working. Childcare in the UK is too expensive. If you live in the UK, you have two children and both you and your partner work and earn an average wage, you might spend 55% of your income on childcare costs. This proportion of costs relative to income is much higher than other European countries such as Germany, Sweden and Iceland (5%), according to the Organisation for Economic Cooperation and Development (OECD). We all lose out - whether or not we have children of our own when there isn't enough high-quality affordable childcare. Not only

does it prevent parents from working and contributing their skills and time to the economy, it also holds us back from creating a more equal society. For many families, one parent (most often the woman) is forced to give up full-time work to look after children. The government does support parents to some degree, with 30 hours free childcare per week in some circumstances, but in practice this is fraught with problems. A recent report from the Education Committee found, in its own words, that “the Government’s flagship 30 hours childcare policy appears to be entrenching disadvantage.” One problem, which I brought up in another recent debate, is that parents in full-time employment can access this scheme, but unemployed parents cannot. If all parents could dip into free childcare when they needed it – for instance, to attend training and job interviews – it would truly benefit many of my constituents on lower incomes, who are struggling to get back into employment.

Those nurseries caring for our children should also be better funded. I have also met a lot of teachers and carers in nurseries and early years centres across Bristol. All say that the funding they receive is inadequate, with uncertainties over budgets making it difficult to plan for the future. After I raised this, alongside other Labour colleagues, the government has allocated an additional £24 million to close an upcoming funding gap. When divided across the country it falls far short of what nurseries need, but is a step in the right direction. I have written to the Chancellor to request more money for early years providers in the forthcoming Spending Review. We all benefit when there is good, affordable childcare available. No matter what else is going on, I will always stand up for the people of Bristol, including children, parents and the people running childcare. Three Crowns Update THE planning application for the former Three Crowns public house on Blackswarth Road has been heaving criticised in responses sent to Bristol City Council. Responses to the consultation on converting the site to housing, with no car parking, include these statements from a variety of people: "This asset should remain as a pub - it offered something different to the many others on Church Road. To save this pub and ignore the pressure from money-hungry developers would show they cannot just steam roller who ever they want" "This establishment was a thriving community establishment which became victim to the demise of its holding company which was then sold to property speculators who have no interest in the amenities in the area." "The development needs to provide car parking spaces and it is unrealistic to imply that there won't be one car per dwelling." "Bring the pub back, it was quiet and never any trouble. Flats would be a nightmare and worry about value of property decreasing. " "Out of town developers should not be allowed to destroy our local community."
