EXECUTIVE DIRECTOR’S CORNER
It is hard to believe it is already spring time in Texas. It seems like we were anticipating a long winter with a higher-than-normal potential of snowfall, and instead our area received higher-than-normal days of fog, rain and a little bit of cold weather. I’m glad to see the sunny days have arrived. The grass is turning green and the trees are budding. We have been quite busy at the SFFMA office. Here are just some highlights of some projects we have been working on for you: • Software upgrades and rollout – These upgrades were deployed in the late February. • Chiefs/training coordinator’s ability to save department specific custom reports related to certifications, progress reports, and individual reports. • Automatic filtering/fire department specific default reporting. • New screen specific to the certifications module to allow for a single-entry page of multiple contacts, multiple objectives, and multiple certification components. • Sorting/summary components added to the list of objectives to allow for quicker search and entry of objectives. • Conversion of the progress

tracker and component bulk entry dialog boxes to a full-screen mode allowing for larger and easier to read data. • Ability to allow for a custom date of bulk entry on the “Mark All” feature. • Text of the objectives has been added to the entry screen. • Membership Processing/ Invoicing. o We mailed out over 1200 invoices at the beginning of the year and we want to THANK YOU for being patient as we learned the new way of billing for the departments and invoicing. We were delayed in getting the invoices out and have some fine tuning to do for future invoices. o With renewals hitting our association all at once, we quickly become overwhelmed with phone calls, requests for new invoices, roster updates, etc. We apologize for any delays this may have caused and will be working to add on temporary help in the future during those busy times to make this process more efficient and timely. o Current membership processing times are about 15 days or so, and we will soon be sending the next wave of invoices out to those who have not renewed yet. • Certification o With the new online system, we learned that a lot of our old-old data came across but due to the old data being in a system that was written in an outdated computer language, the percentage completed did not show as 100% if the individual had completed the certification. This is an easy fix that the training coordinators can perform by marking all objectives completed for those individuals. o Progress reports are no longer required by the association office since we have further capabilities to monitor training progress on individuals.

o We are running about 30 or so days return on certification applications and are working diligently to get that processing time decreased. o PLEASE – If you don’t understand the new online training system , PLEASE reach out for help! Your zone representative should be able to assist you with your questions or training, and if you are still having issues, contact the Austin Office. • SAFER Grant o Our SAFER grant award is well underway with numerous presentations already made across the state. o The media design for the statewide campaign is in the works and we should be seeing this go to production soon. o We are here to help your department or community with recruiting new firefighters! •Legislative Session o We have given testimony at several different committee hearings on some of the bills we are supporting. o Additional funding has been requested in the budget for the HB2604 program. o Stay alert to our Email Infograms about testimony or legislative movement. PRESIDENT’S FORUM
Howdy to all of my SFFMA Family, Well, we’re closing in on the 143rd Annual SFFMA Training Conference and Convention in Longview and I’m looking forward to that famous Northeast Texas hospitality, and all of the great events planned for our members. The meetings, exhibits, and races on Saturday will be followed by our always special Memorial Service on Sunday. Then get ready for our big Presidents’ Reception and Country Pasture Party at Rowdy Creek Ranch on Sunday evening where we will have great music and food at a beautiful outdoor venue, complete with some lakeside activities that your kids will love. After our weekend activities, you can expect some outstanding training classes that our Speaker Selection Committee has arranged for Monday and Tuesday. I do believe the Committee has outdone themselves this year, bringing in notable instructors who will be delivering classes that our membership wants and needs. Then we will wrap it all up at the final business session on Wednesday where we will be voting on a couple of amendments to the Constitution and By-Laws, electing a new 4th VP and Mascot, and your President will be passing the gavel to the next generation of leadership.

In the meantime, your executive board has been busy representing our membership. At the January planning conference we were able to finally present the finished product for our certification and membership software, GrowthZone. After a thorough training class with all of our zone coordinators and some other members, feedback about the program was very positive. And since that meeting, as the zone coordinators have taken that training out for delivery to you department training coordinators, the positive feedback has increased. We know it has been a long and rocky road, but it’s great to finally get our software development program completed and move on to the other business of our great Association. After the planning conference, we began to focus on the upcoming session of the Texas Legislature. With direction from the executive board, T*FLAG, and all of our members, our lobbyist, J Pete Laney, hit the ground running at our State Capitol. J Pete has done a remarkable job of monitoring legislation important to all of us, and he has developed outstanding relationships with many of our senators and representatives, as well as with our Governor’s office. Some of the bills important to all of us include HB518 by Representative (and Muenster VFD volunteer firefighter) Drew Springer to allow fire safety inspections by those certified by the SFFMA; HB2348 by Representative T. King to provide employment protections for volunteer firefighters who respond to keep their communities safe as well as several more pieces of legislation that will strengthen the ability of our members to safely and effectively

serve all of the citizens and visitors in our great state. I encourage each of you to check the SFFMA website and our other sources to become versed in these legislative priorities and contact your state representatives to ask for their support in the issues important to our service. Other work being done on our members’ behalf include lobbying for increased appropriations for the HB2604 grant program, and working with the Texas A&M Forest Service to increase reimbursement rates for volunteer firefighters sent on TIFMAS deployments. SFFMA Recruitment and Retention program funded by a 1.4 million dollar AFG grant, increased benefits for SFFMA members, certification program to serve our Industrial members, and much more. In closing I just want to thank each and every one of you for your dedication and commitment to the Texas fire service and to this important Association. I especially want to thank you for allowing me the honor and privilege to serve as your president. As we move forward in the years to come, I look forward to watching effective action and positive change out of our succeeding leadership. By keeping the SFFMA moving forward, they will assure that our 23,000 members always have a voice in how to best protect the interests of the Texas fire service, and subsequently, how to best serve the protection and safety needs of all of our communities. C E R T I F I C AT I O N U P DAT E Growth Zone Tips Adding an individual to the roster There are two ways to add an individual to your department’s roster and, one is much easier than the other. Here are step-by-step instructions on the easy method: 1) From the
area at the left, type the first part of your department name

Using this button will get around the issue of adding an individual to the database and having them not actually appear on your department’s roster. 4) Add their first name, last name, and e-mail address before hitting the button. E-mail addresses are required to set up login credentials in place of the old SFFMA ID number. 5) Now select their name from the roster 6) Go to the
tab at top to enter the remaining personal information.
7) Enter the last 4 digits of their SSN along with their DOB and then hit the
button.

Be sure to use the “Training Completion” items as shown in place of 1001: Firefighter I and 1001: Firefighter II. Austin staff will automatically add these two upon issuance of the full certifications. NOTE: When adding new NFPA line items to the GrowthZone site, the default beginning status is “In Progress”. As of January 1, 2015 applicants for any certification must complete : Start by adding the item in a “Not Completed” status as a place holder. As soon as the individual completes the training and provides you the documentation, click on the link, change the status to Active, and update the start and completion dates.
As of January 1, 2019 applicants for Firefighter I or certifications that require Firefighter I as prerequisite certification must complete: The same instructions apply as with Courage to be Safe.

WHY SUICIDE IS NOT THE ANSWER FOR A FIREFIGHTER’S PERSONAL STRUGGLES By: Stan Popovich
You are a firefighter and you are the end of your rope, and you can't take it any much longer. You are suffering from anxiety, depression, guilt or some other fear- related issue, and you feel there is no hope. Although things may seem difficult suicide is not the answer to your personal struggles. Here are six reasons why suicide is not the solution to your problems. 1. Things Change Over Time. Regardless of your situation, things do not stay the same. You may feel very bad today, but it won't last forever. Remember this fact: Regardless of your current situation, everything changes over time. This includes your current situation. Nothing remains the same forever. 2. There Are Always Other Options... Always You may feel lost and confused, but the answers to your specific problems are out there. The key is that you have to find the answers. The answers to your problem will not come to you. As mentioned before, the first step in finding the solution to your problem is to seek help from a qualified professional.

They are all willing to help you and they can make a difference, but you must be willing to take advantage of this help. Regardless of your situation, take advantage of the help that is around you. 3. You Can't Predict The Future You are fearful, confused and do not know where to turn. You think that there is no hope for you. When you are in this situation, remember the 99 percent rule. The 99 percent rule states that that no one can predict the future with 100 percent certainty. Even if the thing that you are afraid of does happen, there are circumstances and factors that you can't predict which can be used to your advantage. For instance, you miss the deadline for a project you have been working on for the last few months. Everything you feared is coming true. Suddenly, your boss comes to your office and tells you that the deadline is extended and that he forgot to tell you the day before. This unknown factor changes everything. We may be 99 percent correct in predicting the future, but all it takes is for that 1 percent to make a world of difference. 4. Focus On The Facts of Your Situation and Not Your Thoughts When people are depressed, they rely on their fearful, depressing, and negative thoughts. That is a huge mistake. HOW A FIREFIGHTER CAN DEAL WITH POST-TRAUMATIC STRESS DISORDER By: Stan Popovich
Are you a firefighter who is secretly struggling with Post-Traumatic Stress Disorder (PTSD)? A firefighter can be exposed to many terrifying images and events that can trigger PTSD. Unfortunately, many firefighters suffer in silence without getting the proper treatment to overcome PTSD. As a result, here are 7 helpful tips on how to help a fellow firefighter who is struggling with this fear related disorder. 1. Learn As Much As You Can In Dealing With PTSD: There are many books and information that will educate you on how to deal with PTSD and other mental health issues. Educating yourself and others about how to recognize PTSD and how to overcome it is very important in one’s recovery. 2. Getting Help Is Not A Sign Of Weakness: Some people may think that getting help is a sign of weakness. In this case, this kind of thinking is flawed. There is nothing wrong in getting assistance to help deal with your personal issues. The truth of the matter is that everybody learns something new on a daily basis. Learning how to manage PTSD is no different. Your main goal should be to find the ways to get your life back on track and not worry about what others may think. 3. Find A Local PTSD Group: It is important that the person who is struggling join a local PTSD support group so they can get
advice from others who are dealing with these same issues. Many people who are struggling with PTSD will be better able to relate to others who may have similar experiences and insights. 4. Dealing With The Bad Dreams: Many firefighters may get nightmares regarding past events related to their job. It is not easy to stop the nightmares, but you can start to reduce the frequency of these bad dreams by talking to a PTSD counselor on a regular basis. Talking to a PTSD counselor is the first step in reducing your nightmares. 5. Know where to get help: Contact your doctor or primary care physician in finding a PTSD counselor in your area. A person can also go to their local hospital or mental health community center to find people to talk to about your PTSD issues. 6. The worst thing you can do is to do nothing. Do not wait until it is too late: To this day, there are people who ended their life because they didn’t get the help they needed to manage their mental health issues. Do not let fear stop you from getting treatment. 7. Your situation is not hopeless: There are many avenues a person can take to get their life back on track from PTSD. The key is to make the decision that you will do what it takes to overcome your fear related issues. Every problem has a solution. You just have to make the effort to find the answers.

2019 ANNUAL AWARDS FIREFIGHTER OF THE YEAR Nominee’s department MUST be a member of the State Firefighters’ and Fire Marshals’ Association of Texas. Nominee MUST hold current individual membership with SFFMA. Each nominee will be considered on a point system to determine the three finalists. The areas to be considered are: 1) Leadership abilities, including: -Leadership positions held -Work knowledge -Communications -Creativity and innovation -Attitude -Interaction with others 2) Dedication to training and/or introduction of new and innovative training methods 3) Involvement in SFFMA, both state and district level 4) Community involvement, both church and civic 5) Heroism in a fire-related act or act of bravery 6) Accomplishments/awards received 7) Certifications held 8) Letters of recommendation (no more than four please) 9) Pictures may be submitted (no more than four please)
All nominations must be submitted to local districts by a fire department on or before the district’s spring meeting. Submissions must be received with a letter from the fire department and signed by either the fire chief, assistant chief or president. One nominee from each district should be submitted in a sealed envelope to the state SFFMA office no later than the fourth Monday in May. Submissions must be received with a letter from the district and must be signed by the district president or secretary. The SFFMA office will log the submissions as received and leave them unopened. The FFOY committee will meet during the last week of May to open the submissions and to select the three finalists based on the above-noted criteria. The nominees will be notified of the results. The three finalists will be interviewed by the FFOY committee on Saturday morning at the state convention. All nominees will be recognized and the winner will be announced on Sunday at the opening business session. All submissions will be returned to the districts after the state convention.
EMS RESPONDER OF THE YEAR Nominee’s department or agency must be a current active member of the State Firefighters’ and Fire Marshals’ Association of Texas. Nominees must hold current individual membership in the State Firefighters’ and Fire Marshals’ Association of Texas. A nominee could be considered because of past heroism in an EMS-related act, act of bravery, dedication to training, or introduction of new and innovative training methods. Leadership abilities to be considered are: 1) Work knowledge 2) Communications 3) Creative ability 4) Innovation 5) Attitude 6) Interaction with others
Community involvement will be considered, either church or civic. A nominee could be considered for the committees he or she may have chaired or served upon, and how these committees functioned under his or her guidance. Nominees will be considered on a point system, giving points for their contributions in the above-noted areas. There will be a personal interview conducted with the three finalists. To win the state award as EMS Responder of the Year, nominees do not have to be an agency officer or chief. All nominations for EMS Responder of the Year must be submitted to a local district association on department or agency letterhead, and signed by the department or agency chief officer or executive, assistant chief, or president. The district offices will direct submissions of district nominations to the SFFMA office. Submissions of nominees must be on district letterhead and/or signed by the president or secretary of the district. One nomination from each district president/secretary shall be submitted to the SFFMA office via fax, email or postal mail by the fourth Monday in May. Copies of certificates and pictures may be included (but no more than four of each).

If you are the department’s fire chief or certification coordinator and do not have access to our new program, please email membership@ sffma.org for your login credentials. In order to sign in to your online account, you will have to receive an email from SFFMA containing your account creation link. The link within the email will take you to a page where you can set up the password for your new account. Please note that we are NO LONGER using your SFFMA ID # as the login username. Instead, you will use the email address we have on file as your username. In addition, we would like to remind our fire chiefs and certification coordinators that we will not accept your department’s general
email address, as a valid address for your individual profile. We will only accept personal email addresses or department emails designated ONLY for the fire chief’s or certification coordinator’s use. If you do not have a valid email on file, please email membership@ sffma.org so we can correct that issue. Note: On our website, www. sffma.org, we have a page full of instructional videos that give you a walkthrough of our new program. Fire chiefs and certification coordinators are encouraged to use this resource as a way to discover the various functionalities you have at your disposal. You can find this page by clicking the “How-To Videos/Training” option at the top of our homepage. Processing Time: We are currently on a 3-week backlog on membership processing. Once we have received your
department’s membership payment, please allow 3-4 weeks to receive your membership packets. Furthermore, since we are moving away from using our SFFMA ID #’s, you will no longer see them on your membership cards. Each account that is created through our new program will NOT generate an SFFMA ID number either. We are moving away from using the ID number altogether, which is why we are no longer asking for that information on our certification/ membership applications. The proposals contained in this document reflect the recommendations suggested by the Constitution and By-Laws Committee at the January meeting in Arlington, Texas and the later concerns of the Constitution & By-Laws Committee. The first proposal only addresses access to the voting process. The second proposal addresses access to the voting process, and a provision to shorten the conference by one day as a cost saving measure for the Association and the attendees. These proposals are being submitted in an effort of increasing the number of members who cast ballots in the Association’s annual elections. CONSTITUTION AND BY-LAWS PROPOSALS SFFMA Constitution and By-Laws Committee; % Chairman Harvie Cheshire February 21, 2019 Dear Committee Members, The members of the Mid-West Texas District are aware of, and concerned about the low number of votes that have been cast in the Association’s recent annual elections. The situation was discussed extensively at the District’s semi-annual meeting held on April 9, 2016 in Merkel, Texas. The members gathered in Merkel were aware of one or more proposed amendments to the Association’s Constitution and ByLaws that were to be considered at the Annual 2016 meeting. After a thorough and exhaustive discussion, all in attendance were in agreement regarding the following Points. 1. Changes were needed in order to increase the number of votes cast in June and provide a greater number of eligible delegates and an opportunity to participate in the Association’s elections. 2. Due to changes in the economy, personal and departmental budgets, employment restrictions, family commitments and lifestyle changes, fewer Training Conference and Convention attendees have the ability to remain at the event from Friday or Saturday through the following Wednesday. 3. Delegates should attend the annual Training Conference and Convention in order to cast ballot in the Association’s elections. 4. Every member that meets the requirements to be designated a voting delegate, and commits the time and financial resources to attend the Training Conference and Convention should be afforded the opportunity to vote. 5. Attendance is significantly greater on the weekend of the trade show and Memorial Service than on the last day of the Training Conference and Convention when elections are traditionally conducted.

The voting delegates assembled unanimously approved a motion for the District to submit proposed amendments to the SFFMA’s Constitution and By-Laws to address these issues for future consideration in the event the voting procedures were not amended in 2016. Due to procedural errors that were beyond the District’s control, these proposed amendments were not eligible for consideration at the 2017 Annual Conference and thus being submitted for consideration this year. The proposal was submitted in 2018. We believe it was not approved by the membership due to the fact a large percentage of voting delegates were not fully aware of its intent. The District discussed the issue at length at its fall meeting held in Baird, Texas on October 13, 2018 and unanimously voted to resubmit the proposal. Therefore, the members of the MidWest Texas District are respectfully submitting these proposed amendments to the Association’s Constitution and By-Laws for consideration in 2019 in order to achieve the following goals: 1. Allow for increased representation in SFFMA elections. 2. Facilitate the ability for delegates who cannot remain at the annual Training Conference and Convention until Wednesday to participate in elections. 3. Revise the Association’s election procedure in a manner that will minimize the Association’s cost. 4. Respect the tradition of attending the Convention to vote in Association elections. 5. Maintain the sanctity of the Firefighter Memorial Service by precluding any potential conflicts stemming from the election process. Please note, this revision of the proposed amendments addresses the concerns you expressed at the January 2018 meeting in Arlington regarding any type of business session at the January planning meeting.

Proposed Amendment MWTD: Section 1.1. The duly elected officers and mascot shall hold their respective offices until their successors shall be elected and qualified. Their duties shall be as are defined by the bylaws of this Association. BY-LAWS ARTICLE I – Annual Meetings Current: Section 1. The Association shall meet during June of each year and shall begin with a business session on Sunday, beginning with an afternoon session and continuing for three days. Proposed Amendment 1 MWTD 2019: Section 1. A filing period shall
be established in order to allow individuals seeking office, or position within the Association to formally declare their candidacy for the office or position. The filing period will be opened on the day following the last business session of the Annual Training Conference and Convention of this Association and shall remain open to the close of the Annual Training Conference and Convention planning conference held in January of each year. Proposed Amendment 1 MWTD 2019: Section 1.1 A Declaration of Candidacy from the person seeking office or position shall be submitted to the Association’s Secretary within the filing period. The declaration must be prepared in writing, and must be accompanied by a letter of endorsement and nomination by the Executive Board of a District Association that is recognized by the Executive Board of the State Firemen’s & Fire Marshals’ Association of Texas, where they currently live or formerly lived. The letter of endorsement and nomination by the Executive Board of a District Association shall constitute the official nomination for the office or position. Proposed Amendment 1 MWTD 2019: Section 1.2 The president shall appoint an Elections Committee consisting of the secretary and four (4) past presidents prior to the close of the Annual Training Conference and Convention planning conference held in January of each year. The Elections Committee will review the nominees’ eligibility to seek and hold the office or position and distribute the committee’s findings to all district secretaries on or before March 15th. Proposed Amendment 1 MWTD 2019: Section 1.3 Nominations for meeting places shall be submitted to the Association’s Secretary within the filing period. The nomination must be prepared in writing, and must be submitted by the Executive Board
of a District Association that is recognized by the Executive Board of the State Firemen’s & Fire Marshals’ Association of Texas. ARTICLE IX - Voting and Elections Current: Section 3. Ballots shall be distributed to the Delegates by the Sergeant-atArms at such time as their attendance cards are taken up at the last session. The Sergeant-at-Arms shall act as tellers during balloting, the president shall appoint a committee to count all ballots and return a total count to the secretary. Proposed Amendment 1 MWTD 2019: Section 3. The Sergeant-at-Arms shall maintain a polling location at or near the trade show held on the first Saturday of the Annual Training Conference and Convention. The polling location shall be open in order to allow delegates to cast their ballots at any time during the stated period of time the trade show is open. Proposed Amendment 1 MWTD 2019: Section 3.1 The Credentials Committee shall provide a list of delegates that have been verified as eligible to cast votes in matters of the Association prior to the opening of the polling location. In the event a delegate was not registered prior to arriving at the Annual Training Conference and Convention, or, addition information is required prior to the delegate being determined to be eligible to cast ballots, the Credentials Committee shall provide the Sergeant-at-Arms an amended list verifying the delegate (s) in question are eligible to cast ballots, prior to the delegate(s) receiving a ballot. Proposed Amendment 1 MWTD 2019: Section 3.2 The Sergeant-at-Arms shall maintain the provided list of delegates and First Ballots at the polling location. Upon a delegate’s entry of the polling location, the

Team members don’t have to be from the Pumper Races/TFA (9:30 A.M. - 2 P.M.) same fire department. Each 3-member team has to run 50 feet before performing the following: Pumper Race Committee Meeting first member connects a hose to the truck, second member connects hoses together, and third Poster Committee Meeting connects nozzle to allow water to flow until a stream emerges from the nozzle. Six-member team Memorial Service Rehearsal members have to connect hard suction hose to hydrant, pull hose from the hose bed, and, in an Past Presidents’ Luncheon approximate straight line, connect to pumper on one side and to a nozzle on the other side, open (by invitation only) valve on hydrant and allow water to flow until a stream emerges from the nozzle. Alpine Golf Course 2695 Alpine Rd, Longview, TX 75605 Registration fee - $75 a golfer. Registration deadline is May 1st. We need at least 20 players for the tournament to take place. NEW THIS YEAR “Birdie & Bass” tournament. Teams will have the opportunity to do some fishing on 2 designated holes for a brief 10 or 15 minutes. 2 of the team members will play the designated hole while the other 2 golfers will do some fishing, just while the other 2 members finish the hole. The plan is to weigh any fish caught in that short period of time and take that many strokes off the final score of the team.
HOSPITALITY NIGHT Monday, June 24, 5:30 - 9 P.M. Various candidates for officer and other entities will be hosting hospitality suites at the Host Hotel. Food and drinks will be provided. AWARDED $1.43 MILLION FOR A ‘STAFFING FOR ADEQUATE FIRE & EMERGENCY RESPONSE’ (SAFER) GRANT TO ASSIST TEXAS' FIRE DEPARTMENTS WITH RETENTION & RECRUITMENT OF VOLUNTEER EMERGENCY RESPONDERS.
PART 1
Evaluations from the SFFMA and the Texas A&M Forest Service show that volunteer and combination fire departments in Texas continue to face an issue with recruitment of new firefighters as existing firefighters move, retire or leave the service. In an effort to assist in the recruitment efforts throughout the state, the SFFMA has launched an integrated marketing campaign consisting of: - An Interactive Website - Recruitment Banners Customized with Your Department Logo - Online Advertisements
- Billboards - R&R Media Tool Kits - Retention Reporting Tool for Departments - Plus Other Creative Avenues
All marketing will direct those interested in volunteering to volunteerfirefighter.org/TX - potential recruits will fill out & submit a form with contact & background information which will immediately be sent to every volunteer fire department in that county.
WHAT IS YOUR ROLE IN THE RECRUITMENT CAMPAIGN? The SFFMA works hard for the volunteer & combination departments throughout Texas. Along with the many benefits the Association provides their members, they have made efforts to be awarded these funds because they know there is a large need in the volunteer community. PART 2
The SAFER grant also includes several trainings that will educate fire service leaders on how to implement the tools that the grant provides. At these trainings attendees will learn not only about what is available to them through the SAFER funding, but also about how to take those items & make them successful at their department. The SFFMA is well aware the departments throughout the state aren't well equipped to tackle many of the challenges they face & it is their goal to lessen that burden & also teach departments how to improve their efforts moving forward. Subjects include: coordinator requirements and duties, use of personal information, application completion and submission procedures, examinations and more. Track: Industrial/HazMat Workshop Title: Pipeline Response/ Mock Line Strike Presenter: Brad Britten The United States has the largest pipeline network in the world. Pipelines deliver the raw materials that are processed into fuel that powers our lives: crude oil, refined products, liquid petroleum, natural gas. CO2 and many other chemicals as well. The most safe and cost-effective transportation method for these products is through pipelines. Pipeline environmental and safety record statistics show that pipelines are safer than any other means of transportation. During a pipeline emergency, the actions taken by emergency responders are critical to protecting lives, property and the environment. Through Pipeline Response, discussion of public-private partnerships and collaboration before a pipeline incident, as well as the importance of working together through a Unified Command organization at the pipeline incident will be covered during the presentation. The primary goal of Pipeline Response is to bring Emergency Officials, First Responders and Pipeline Operations into the same setting to network and pre-plan for pipeline emergency response ahead of the incident. The Pipeline Response presentation will cover the following modules: Module 1: Pipeline Basics Module 2: Product Properties, and Characteristics Module 3: Excavator and Contractor Module 4: Emergency Response Emergency responders will learn: advance preparedness processes, leak identification and proper response procedures, product properties and hazards, and incident command with pipeline operator.

Track: Wildland Workshop Title: Wildland Fire Assessment Program Presenter: Ron Roy, Division Chief, NVFC Wildland Committee Chair 4-HR CLASS, The Wildland Fire Assessment Program (WFAP) will teach you how to work-side-by-side with homeowners to identify threats around their property that may be susceptible to widlfires. WFAP is a joint effort between the National Volunteer Fire Council and the U.S. Forest Service to prepare fire departments or other interested personnel with the necessary information, skills, and resources to conduct home safety assessments and provide residents with recommendations as to how to make their homes more fire adapted. The program offers training and resources in a train-the-trainer format so you can teach department personnel about how to perform a home assessment. A checklist and supplemental resources are provided along with marketing tools to help promote this service to the public. According to a 2017 national study from American Military University, chief reported that volunteer firefighter recruitment and retention was the second biggest issue for their volunteer/ combination fire departments. In the last three decades, the number of volunteer firefighters has fallen by 12 percent according to the NFPA. This presentation will cover some key points, generational ideology and applicable resolutions to assist in volunteer retention. Once the area of origin is known, a more thorough investigation can be conducted to determine the exact cause of fire. As a firefighter, you might be assigned to determine the cause of the fire, more likely you may be assigned to assist your supervisor or a fire investigator making that determination. If the fire origin and cause investigation reveals evidence of incendiary fire, the property becomes a crime scene and must be treated as one. Your fellow firefighters must cooperate fully with whomever is assigned to investigate the crime.

These types of emergencies can present far different hazards than the typical structure fire many fire departments face on a daily basis. Industrial emergencies can be anything including oil drilling or oil production sites, remote bulk storage tanks, pipelines, various containers and means of transportation, agricultural facilities, as well as manufacturing facilities.

I have made great friends I would not have had I not been on this board. As I fulfilled my duties through each chair, I found friends along the way -- wonderful people from all over this great state. Often times we must push ourselves to act outside of our comfort zone. During those times we build confidence and strength. And we find strength in our friends. We have had a lot of fun over the past four years. I would like to continue the outreach that we have started; and to encourage others to become involved in this wonderful organization, as well as make lifelong friends. I would like to thank each member of the TFA board and Ralls Fire Department for their support throughout my time on the board.
