Chemical Mixtures and REACH.

This implies that industry needs to proof the safe use of substances and to ensure adequate control of any risk. The results of a hazard assessment and an exposure assessment serve as a basis to decide whether a risk in the environment is likely to occur. The majority of chemicals are put on the market as formulated mixtures. Typically, multiple substancesreachenvironmentalcompartmentstogetherbyemissionsfromindustrialprocesses. This is in contrast to environmental risk assessment, which usually focuses on single substances. AlsoREACHonlyregulatessingle“substances”assuchorin“mixtures”orin“articles”.Nevertheless, the use of substances in “mixtures” such as inter alia paints or varnishes, needs to be considered in the chemical safety assessment during the registration process of the constituents of the mixture and communicated along the supply chain. The Chemical Safety Assessment (CSA), which is under the responsibility of the registrant, comprises an extensive communication up and down the supply chain mapping all relevant uses of chemicals using Safety Data Sheets (SDS) and exposure scenarios (ES) for single substances. Authorities have the duty to evaluate registration dossiers and identify substances of very high concern (SVHC), that may further be restricted for certain uses or be subjected an authorisation process. This presentation focuses on research activities at the “Chemicals” section of the German Federal Environment Agency (UBA) in order to sort out the possibilities of a consideration of mixture toxicity and multiple exposures under the REACH regulation. The main question is which starting points for implementation strategies could be followed. We will focus on different perspectives. Starting from the cumulative exposure of single substances from different uses and emissions of multiple chemicals from one source, we will discuss the challenge to tackle mixtures of multiple chemicals from different sources under REACH and which experiences are needed from other regulatory contexts.
