If you believe in magic, you could be just right for the Aurora City Council

Councilmembers Dustin Zvonek and Curtis Gardner were absolutely right.

Yeah, it felt as odd for me to write that as it was for you to read it.

But giving credit where it’s due, Zvonek and Gardner were the only two holdouts back in 2022 when the rest of the city council was psyched about Aurora signing up for a pricey photo-radar van system to check rampant speeding.

These are the two city lawmakers who get to tell fellow city council members this week, “we told you so.”

They were spot on — but unsuccessful — in trying to dissuade the rest of the city dais in 2022 from a 13-month trial program outfitting three vans with photo radar systems. It turns out the guarantee to slow traffic, clock speeders, punish them with hefty fines and make a boatload of money for the city all at the same time was twaddle.

“Law enforcement and public safety should not be used as revenue generation, and that’s what I’m afraid we’re going to do with this,” Gardner said last year, warning lawmakers, futilely, to turn down the plan.

He and Zvonek pointed to the past Aurora twaddle waddle through the Red Light Camera Zone.

Not so long ago, a previous city council listened to a different carnival barker promise great riches and danger-free intersections where robot cameras took pictures of red-light scofflaws throw their windshields, blowing through red signal lights and picking their nose or grimacing like a banshee while talking on a cell phone about everything and anything except how that innocuous red-light camera made them reticent about running the red light they were running.

Not only did voters in 2018 finally put an end to the obnoxious red-light camera project, they did it with a 2-to-1 vote-count sledgehammer.

Hell, no.

The problem is, those cameras were indeed cash cows. Put them on a pole, turn them on, catch people running red lights, collect upwards of a hundred dollars by mailing out a ticket and suddenly Aurora lawmakers were trying to decide how to spend about $2 million the system generated.

So when voters ended the party in 2018, the city had to slash budgets for mental health services and a long list of recipient programs by about $1 million.

Most importantly, the insistence that these devices save lives is dubious at best. Some studies show that local traffic-maze-weary motorist does, indeed, slow down in the red-light or photo-radar zone. But the “just driving through” road tourists clearly do not, hence the $2 million a year in red-light camera revenues.

More dubious is the idea that these devices actually prevent accidents and save lives.

At the time the local red-light camera controversy was being argued and re-argued on the city council floor, evidence showed that while the red-lighted camera intersections may have seen fewer “t-bone” crashes, they saw an increase in rear-end crashes when the “just visiting” motorists saw the signs and slammed on the brakes.

Even if you believe the Candy Mountain story, the evidence is pretty clear that drivers learn where the cameras are and get back to speeding and blowing red-lights and stop signs where the cameras are not.

But that “it could work” and “it should work” Kool Aid is so tasty to some that they simply cannot resist.

Everyone on the city council except Zvonek and Gardner voted for Candy Mountain a couple of years ago.

“I get complaints weekly on, ‘Can you please enforce speeding?’ And my answer to them is we don’t have enough police officers,” Councilmember Francoise Bergan, who voted in favor of the program, said in 2022. “Obviously we’re trying to deter bad behavior, and tickets certainly get people’s attention.”

Not only are you probably like me, who saw essentially no less speeding across Aurora in the past year, you probably flinched when you saw, this week, reporter Max Levy’s story pointing out the city is on track to lose about a half-million of your tax dollars running this Kool-Aid driven scam.

It isn’t just conservatives who believe that the fear of the traffic gods keeps everyone’s lead feet off the peddle.

Former Councilmember Juan Marcano, arguably the farthest left of left-leaning city lawmakers, “said he saw the pilot program as a tool to curb dangerous driving, and that being punished with a speeding ticket had the potential to change driving behavior in the short-term,” according to the Sentinel.

So on board climbed all but Zvonek and Gardner, insistent of the folly of the re-invented red-light-camera scheme.

That was then. This is now.

“This thing seems about as useful as a chicken-wire raft to me,” Councilmember Danielle Jurinsky said during last week’s meeting of the council’s public safety policy committee, where the talk was racing toward killing the boondoggle. “We’re going nowhere with it.”

She voted “yes, please” in 2022. My, what a difference a year and a half-million dollars makes.

It’s essentially as good as dead now.

Not that the tickets to Deterance’s Candy Mountain are ever in danger of languishing. While Zvonek and Gardner sniffed out a fake when it comes to photo-radar ticket trauma prompting drivers across the city to hit the brakes on speeding, they still believe in magic.

Both are strong supporters of other city measures that were supposed to end car theft, and now shoplifting, by giving offenders a ticket to jail.

If you believe that jail threat actually has had something to do with a gradual reduction in car thefts and shoplifting, you’d have to believe that Aurora’s unique jail threat is so magical that it actually reduced car theft and shoplifting not just here, but by the same, exact rate across the metro region, across the state and, goodness gracious, across the entire country.

That’s some powerful magic, which, no doubt, this or another future Aurora City Council will be swearing on or swearing off again in the future.

Stop police charity fundraisers from fleecing the public and cops alike

If you’re among those who gave into the tug on your heartstrings and purse strings to help pay for Aurora cops going shopping with poor kids for Christmas gifts and school supplies, the Sentinel’s months-long investigation published last week was heartbreaking news.

It’s certain that few of those who gave to the win-win Shop With a Cop proposal knew, or even suspected, that if they agreed to tap their credit card for $100, the telemarketer donation collector company on the other end of the phone got to keep as much as $75 of the donation.

It’s scandalous, but not newly scandalous.

News reports about the outrageous “commissions” levied by telemarketing companies like Outreach Marketing LLC in collecting for Shop With a Cop and other similar programs across the nation aren’t new.

What’s discouraging is that the fleecing industry continues to prey on police departments and the public without resistance.

There is virtually no limit of federal, state and local governments that should immediately work to rein in one of the nation’s most prolific and persistent scams in the country.

This and former members of Congress, current and former Colorado state lawmakers and a bevy of local elected officials have worked hard to limit the damage created by dangerous “payday loan” companies. They are commercial leeches that feed off the economic blood of the poor. They continue to persist by arguing they provide a needed service.

The same reality check that is working toward effective regulation of an industry rife with fraud and contempt must focus on the dubious liaison of public safety workers and suspect telemarketing companies.

The Aurora Police Association Charitable Foundation serves as a template for investigation and regulation.

It isn’t that the work this foundation does isn’t valuable and laudable. Local cops shopping for toys and school clothes with underprivileged children is a praiseworthy project, and one that builds good will in the community.

This is a police department trying to pull away from its ruined reputation of abusive force and obfuscation. It can use all the good public relations it can get.

But revealing that the police union allowed its chosen telemarketing firm to fleece the public of $2.08 million of the $2.8 million raised, all the while providing government-mandated financial reports that are, at best, spotty, incomplete and inaccurate, begs government attention and intervention.

First off, the U.S. Department of Justice and Congress must work together to closely investigate the practices of Outreach and other charity telemarketing firms. Congress must then regulate them to create transparency, equity and reason.

Besides national intervention, Colorado must step in immediately to protect the public, and possibly protect police and other rescuer agencies from themselves.

Colorado lawmakers should immediately pass legislation requiring the use of charity telemarketing services to enlist only those regulated by and audited by state or federal agencies.

Congress should regulate and cap the “commission” these services can charge.

In addition, news reports of similar problems in other states demand that these charity telemarketers not only be regulated but audited to ensure that fees charged for telemarketing accurately reveal profits and expenses.

Just as important, it is imperative that telemarketers be forced to disclose to potential donors how much of their contribution will be kept by the telemarketer,

Colorado State Lawmakers must also require the Secretary of State to increase regulation and review of police and fire charity groups, or any charity that relies on telemarketing donations for fundraising.

The Sentinel investigation reveals that required IRS charity reporting forms and schedules are incomplete or inaccurate, making it difficult for the public to determine where donations actually go.

In the case of the Aurora Police Association Charity Fund, the Colorado Attorney General should complete an audit of the agency’s financial reporting to determine an accurate accounting of financial transactions. The Colorado Secretary of State should join in the audit to determine how much more information is needed to give the public a clear and comprehensive picture of charity finances. The secretary of state must also determine how it can best present those reports to the public.

The work that APACF does is laudable and beneficial for both police and recipients, but not when it’s hidden in a quagmire of unregulated and unreported scam and scandal.

Both congress and the state must act now.

The evil twins of Jim and Jane Crow

From the minute President Joe Biden selected her as his running mate, Kamala Harris has been the subject of intense scrutiny.

Harris is often the subject of fierce discussion and debate, and it hard to think of a vice president in recent memory who has been placed under such a political microscope. She can hardly sneeze without someone analyzing and dissecting her every move.

From a historical perspective, the role of the vice president has often been marked with a degree of paradox and a level of ambiguity. You are one heartbeat away from the presidency, yet you are often relegated to mostly obscure duties.

Frequently, presidents and vice presidents have been odd pairings often brought together in an effort to unify diverse fragments within the party. John Kennedy selected Lyndon Johnson with the aim of assuaging the fears of southern Democrats who were weary of his Roman Catholicism and “possible allegiance” to the Vatican. Ronald Reagan chose George H.W. Bush, the former head of CIA, in an attempt to win over more centrist Republicans leery of the far-right values of Reagan voters. And the thrice married, twice impeached, convicted felon and adulterer Donald Trump recruited Mike Pence for the purpose of addressing the apprehensions of devout white evangelicals over the businessman’s moral failings and deficiencies.

Over the past three years, the common questions asked in regard to Harris have been: “Where is the vice president?”, “What is she doing in her role?”, “How come she is not more visible?” To many, the vice president has been VP non grata, seemingly absent from taking on any official political duties.

The fact is that for the first few years of her tenure as vice president, Harris was a low-key operator, promoting the Biden agenda to historically black colleges and universities, pushing women’s issues, and attempting to appeal to young voters. In this regard, she was no different from most recent vice presidents, save for Dick Cheney. Yet, unlike her predecessors, she was routinely chastised for her lack of visibility.

Until recently, rightly or wrongly, the perception of Harris has been that of a person ill-suited for the role of the vice presidency, let alone president of the United States. Her political triumphs were not ap -

propriately announced by the Biden administration. And admittedly, some awkward moments in interviews and the ongoing media coverage depicting her as an individual who struggles to form coherent sentences have certainly not done Harris any favors. Even now, there are some who feel Harris lacks the necessary political ingredients to be successful. No honest person can dismiss the fact that being a woman of color has been a political handicap for her. As a woman of color – and a biracial one at that – Harris has to deal with the twin evils of “Jim Crow and Jane Crow.” The term was espoused by pioneering legal scholar Pauli Murray in 1970. The intersection of race and gender has undoubtedly contributed to much of the derision from certain segments.

Republican Party operatives are already crafting the narrative to their base of supporters that given Biden’s age, it is very likely he will have to step down and hand over power to his Black female vice president. This is an image that upsets the stomachs and emotions of a large number of conservative Republicans, and if we are being honest, a segment of neoliberal and faux Democrats as well. A Black woman being elected president before a white woman would likely be a tough pill for many to swallow.

Whether her political flaws are imagined or real, Kamala Harris is a formidable politican. She remains immensely popular among Black women, the Democratic Party’s most dedicated voting bloc. Her talks at HBCUs, visits to planned parent clinics, and passionate speeches on reproductive rights have garnered her admiration among a growing number of people, as well as earning her solid marks from pundits and other political observers.

Both Biden and Harris must make a persuasive argument to fellow Democrats and swing voters on why she remains the best choice to succeed him. It is something that both of them must do unequivocally and unambiguously. Otherwise, her opponents will not hesitate to move in and attempt to so do themselves.

Aurora lawmakers propose ending photo-radar van contract after mushrooming financial losses

Members of Aurora’s City Council discussed pumping the brakes on a contract with a tech vendor March 21, after several months of losing money on a van-based network of cameras that photograph and generate tickets for speeding drivers.

“This thing seems about as useful as a chicken-wire raft to me,” Councilmember Danielle Jurinsky said during last Thursday’s meeting of the council’s public safety policy committee. “We’re going nowhere with it.”

Council members voted in July 2022 to launch the pilot program, and a trio of vans equipped with radar and camera hit the streets a year later.

The city envisioned the program would pay for itself through the money raised from traffic citations. But by the end of December, the program was reportedly $352,861.06 in the hole, with city and police officials blaming operational problems as well as the difficulty of finding people to staff the vans.

Aurora lawmakers who attended the January meeting of the committee discussed pulling the plug on the city’s contract with Conduent, which lawmakers were told provides the vans at a total monthly cost of $83,400. Fully staffing the vans

costs roughly $35,000 per month.

The council members ultimately directed city staffers to investigate how the city might cut its losses but did not declare their desire to sever the city’s relationship with Conduent, which would have left the city on the hook for an outstanding balance of about $1 million.

On Thursday, Lt. Chris Amsler of the Aurora Police Department reported that the city was on track to lose even more on the program — $535,243.60, by the end of February — and has only extended a single job offer since January.

The contract is scheduled to end in about four months. While interim police Chief Heather Morris said the vans are deterring speeding in the areas where they are parked, she, too, was pessimistic about the city recouping the cost of the vans.

Morris said Conduent is in the process of being bought by another company and suggested the city decline the renewal of the contract with Conduent’s new parent company when the handover occurs.

“We’re just going to get more, and more, and more in the hole every month until we can get this sorted if we don’t take this opportunity,” she said.

State law allows police to set up the vans near schools, city parks and ongoing road work as well as in residential neighborhoods with speed limits of 35 mph or less and in areas where police have recorded a high number of accidents or complaints about speeding.

Aurora police mail tickets to drivers caught traveling less than 25 mph over the speed limit and send officers to follow up with those who drove 25 mph or more over the limit.

Amsler said that, as of March 12, the vans had captured 7,012 violations, including 39 highspeed violations and 2,590 violations that resulted in tickets being mailed. A further 241 violations were being processed, while 4,181 violations were thrown out for various reasons.

Jurinsky and Mayor Mike Coffman both said they supported city staffers preparing an ordinance terminating the city’s contract with Conduent and presenting it to the committee in April. City Manager Jason Batchelor also agreed to look into the timeline for the city seeking bids for a vendor to replace Conduent.

“This contract is heavily biased to the vendor at the expense of the city,” Coffman said. “We’re losing right now, and the contractor’s winning.”

Only officer convicted in Elijah McClain death starts 14-month jail sentence

The only Aurora police officer convicted in the killing of Elijah McClain began his jail sentence March 22, even though he has appealed his guilty verdict.

Former Aurora Police officer Randy Roedema was booked into the Adams County Jail Friday at 5:30 p.m., according to jail records. The story was first reported by 9News.

A jury convicted Roedema last October of criminally negligent homicide, which is a felony, and misdemeanor third-degree assault. He was sentenced to 14 months in jail at a hearing last month in which McClain’s mother called him a “bully with a badge.”

Attorneys for Roedema filed an appeal to the conviction Feb. 23.

McClain’s death received little attention outside of Aurora in 2019 but gained renewed interest the following year as mass protests swept the nation over the murder of George Floyd by Minneapolis police. It became a rallying cry for critics of racial injustice in policing.

McClain, 23, was stopped by police in Aurora as he walked home from a store while listening to music. At the time, he was wearing a face mask and a 911 caller reported he looked suspicious. Within seconds, another officer put his hands on McClain, beginning a struggle that lasted about 20 minutes before McClain was restrained and paramedics injected him with the powerful sedative ketamine.

The coroner’s office initially could not determine how McClain died, leading the local prosecutor to decide against bringing any criminal charges. But it updated the autopsy report in 2021, finding that McClain died of an overdose of ketamine after being forcibly restrained by police.

Roedema, who was fired from the Aurora Police Department after his conviction, was the only one of three police officers indicted in McClain’s death to be found guilty. The two others were acquitted. Two paramedics were convicted in December in the third trial and final trial of first responders in McClain’s death.

Roedema was tried with another officer, Jason Rosenblatt, and Roedema’s lawyers said the decision to join their trials together was among a list of issues they would be challenging. Another was whether his indictment should have been dismissed because of alleged errors in the instructions given to grand jurors. Other issues could still be raised when Roedema files an opening brief in the appeal, they said.

Dan Brotzman to step back after 4-plus years as Aurora’s city attorney

City Attorney Dan Brotzman will retire at the end of June from his role as top legal adviser to the Aurora City Council and manager of the city’s corps of civil and criminal attorneys, according to a news release.

“For the past 38 years I have been fortunate to serve leaders, citizens and the community in Colorado municipal government,” Brotzman wrote in a letter to the Aurora City Attorney’s Office that was quoted in the city’s March 25 release.

“I have been blessed to work together with and alongside an amazing group of attorneys, legal staff and outside counsel in my career. Together, they have (provided) and continue to provide exceptional advice and counsel by working shoulder-to-shoulder with dedicated public servants, all of which is for the benefit of the citizens and community.”

Brotzman was hired in 2016 and was appointed as city attorney in November 2019. Prior to that, he served as Englewood’s city attorney for 28 years, resigning in 2015.

The city’s release highlighted how Brotzman helped council members develop and implement policies on everything from public safety, to water conservation, to land use, including the creation of Aurora’s Unified Development Ordinance.

He was also praised for his restructuring of his office, which the release said helped the city prioritize environmental issues facing Aurora.

Brotzman’s tenure hasn’t been without controversy. In 2022, the criminal division of his office was forced to review hundreds of cases involving police officers whose credibility had been formally questioned after prosecutors were found to have failed in their legal duty to notify defendants of those credibility problems. Judge Shawn Day at the time called the situation “more than disturbing.”

Around the same time, Brotzman served as legal counsel during a closed-door meeting where the council voted to terminate censure proceedings against Councilmember Danielle Jurinsky, which an appeals court has since found occurred in violation of Colorado’s Open Meetings Law.

The Aurora City Attorney’s Office currently includes a staff of about 65 people. The city said in its release that plans to find a permanent replacement for Brotzman are still being finalized.

“I have found the attorneys in my office to be bright, hardworking, caring people with their hearts and intentions in the right place,” Brotzman said in the release. “I am eternally grateful to my wonderful team.”

Monaghan Road in northeast Aurora to close March 28-30

Aurora’s Monaghan Road will close in both directions between 26th and 56th avenues between the early morning of March 28 through the early morning of March 30 for maintenance.

A City of Aurora news release said signs will point drivers to a 14-mile detour using 26th, Picadilly Road and 56th, avoiding long-term road closures on 56th and Hudson Road caused by heavy rains and flooding last year.

City spokeswoman Julie Patterson wrote in an email that the city is applying for grant funding to support the reconstruction of 56th and Hudson.

While the city said in its release that “extra planning and effort has been made to reduce the timeframe for this upcoming closure,” road users should plan for delays.

A fast-moving wildfire in the east Aurora region blazed across 127 acres of brushland March 24 before being snuffed by nine regional fire departments and local residents, according to area police and fire officials.

“Turns out several homeowners started helping put the fire out and cutting breaks, which led to the brush fire being extinguished very quickly,” Arapahoe County sheriff deputies said in a social media post.

After Councilmember Danielle Jurinsky moved to waive the standard step of interviewing all commissioner candidates, Councilmember Crystal Murillo said she was uncomfortable with the city calling off interviews after it had invited people to apply for the vacant seat.

Aurora Fire and Rescue officials reported the fire at about 3:30 p.m. near East Sixth Avenue and Manila Road.

Councilmember Dustin Zvonek told Murillo that Roth appeared to have the support of the majority of the group based on formal rankings submitted by council members and that their endorsement of Roth was unlikely to change.

“I don’t think it’s fair to the other applicants or to this body to listen to other applicants make their case when it’s clear that (Roth) has the votes to be appointed,” Zvonek said.

The council voted 8-2 to appoint Roth, with Mayor Mike Coffman and fellow conservatives voting “yes,” and progressives Murillo and Ruben Medina voting “no.” Councilmember Alison Coombs was absent March 25.

Roth represented southwest Aurora on the city council between 2011 and 2019, serving as mayor pro tem in 2014 and 2019. He left the council after narrowly losing his re-election bid to Coombs, at that time a challenger for the Ward V seat.

After leaving the council, Roth ran unsuccessfully as a Republican for a Colorado Senate seat in 2020 and an Arapahoe County commissioner seat in 2022. He brings more than three decades of experience in the commercial construction business, including a construction consultancy that he launched while still on council.

Aurora’s Planning and Zoning Commission reviews and signs off on site plans, evaluates the city’s comprehensive plan for updates and makes recommendations to the council on topics related to zoning, planning and development.

After the city’s first attempt at drumming up interest in the vacancy left by the January resignation of commissioner Garret Ahern resulted in just two applications, the council voted in February to extend the process.

The two original applicants, Koami Nkouka and Alex Van Zante,

“A combined total of 42 fire apparatus (were) deployed by AFR, Bennett Fire and Rescue, Brighton Fire Rescue District, Buckley Fire Emergency Services, Byers Fire Protection District, Deer Trail Rural Fire Protection District, Sable Altura Fire Rescue, South Metro Fire Rescue, and Strasburg Fire Protection District,” Aurora Fire Rescue spokesperson Shannon Hardi said in a statement. “The concerted efforts of multiple agencies ensured that two farms and the families residing there were rescued from the blaze.”

Officials said one person suffered smoke inhalation but was treated and released at the scene.

Aurora fire department officials said the blaze was caused by “accidental factors.”

Residents from both farms were able to return to their homes after the blaze was extinguished.

“As we proceed toward the spring and summer months, it is imperative to note that the brush can be extremely dry, ignite quickly, and spread with alarming speed,” Hardi said. “Please use caution when operating equipment that generates flames or sparks near brush and flammable material.”

Survey: About half of queried Arapahoe County residents open to sales-tax hike, ‘deBrucing’ county coffers

About half of Arapahoe County residents said they support the county potentially raising sales taxes, according to survey results.

In February, the county conducted a survey on residents’ opinions about public services as well as their thoughts on the county’s capabilities to lead and support the public. The survey results are available to view online. According to a press statement from the county, 2,875 residents responded to the survey.

Aurora experienced tremendous success on the wrestling mat during the 202324 season, which concluded with three spectacular days of state competition.

When the last arm had been raised at Ball Arena, four city wrestlers — three boys and one girl — had won championships, and a record number of placers had reached the medal podium.

The feats of the city’s top talents are reflected on the 2023-24 Aurora Sentinel All-Aurora Boys and Girls Wrestling Teams, which are primarily the result of state, regional or regular season performance in the case of a weight class without a state qualifier.

Four city teams combine to make up placerfilled All-Aurora Boys Wrestling Team

Three Aurora programs — Cherokee Trail, Grandview and Regis Jesuit — had one Class 5A state champion apiece and combined with Eaglecrest to produce a total of 18 top-six placers. The All-Aurora team includes a placer in 13 of the 14 weight classes, topped by the state title-winners, which came at 106 pounds (Cherokee Trail freshman Cooper Mathews), 150 pounds (Regis Jesuit junior Garrett Reece) and 165 pounds (Grandview junior Charlie Herting).

Half of the 12 qualifiers for the Grandview team earned spots in the top six, and four of them earned All-Aurora honors.

Leading the way was Herting, who became the program’s first state winner since Fabian Santillan in 2019. He got there in pin-filled fashion. Each one of his four state wins came by fall — capped by a second-period pin of Poudre’s Brett Lamb — and it gave him a team-record 38 for the season. He completed a 47-5 season that saw him place third at the rugged Top of the Rockies Invitational, win his region and then roar through state as one of three 5A wrestlers to earn maximum points.

The Wolves’ other All-Aurora performers came at 132 pounds in senior Nehemiah Quintana plus the duo of freshmen Oz Nowick and Leland Day at 215 and 285 pounds, respectively. Quintana finally earned a spot on the medal podium that eluded him in two previous state trips. Even a torn labrum couldn’t keep him from finishing the final day, as he earned fourth place to cap a season that saw him take fifth at Top of the Rockies, win his regional and go 4-2 at state. Grandview’s outstanding class of freshmen included Day, who won four of his six state matches and finished in fifth place at 285 pounds. Day lost to eventual state champion Xavier Valentin-Bradford in the quarterfinals, but he won three of his four matches on the backside, including a pin of Arvada West’s Braden Zack in the fifth-place match. Nowick came in as a third seed from regionals and defeated a second seed from another regional in the opening round. He finished 2-2.

Cherokee Trail also had four All-Aurora team members, paced by Mathews, who became the program’s third all-time state champion and put himself in position to become its first multiple-time state winner. Mathews quite simply dominated his first state trip, as he surrendered a total of four points to four opponents, and all were intentionally given. He blanked Ponderosa’s Jeremiah Waldschmidt 8-0 in the 106-pound title match to finish 50-6.

Mathews’ older brother, Chance, joins him on the All-Aurora team at 138 pounds, where he placed fourth. Chance Mathews lost a 3-0 decision to Ponderosa’s Thomas Verrette in the semifinals, otherwise he would have had his own title shot, but he ended a 44-10 season with a fourth-place finish. Two sixthplace finishers rounded out the Cougars’ All-Aurora contingent in sophomore Ryan Everhart and junior Mateo Garreffa at 144 and 190 pounds, respectively. Everhart rebounded from a quarterfinal loss to win twice times on the back side of the bracket and finished 39-15. Garreffa opened his first state tournament with two pins to make the semifinals, where he lost to eventual champion Weston Hoffschneider of Ponderosa. Garreffa finished 29-18.

An outstanding season in the pool around Aurora during the 2023-24 girls swimming season is reflected in the makeup of the Aurora Sentinel All-Aurora Girls Swim Team.

The city’s top performers include a significant portion of the Regis Jesuit team that had the Class 5A state championship slip away on the final event of the meet at the Veterans’ Memorial Aquatic Center, while Cherokee Trail, Grandview and Smoky Hill also are represented.

was the city’s top performer in the 200 yard individual medley, as she posted a time of 2:08.06 in the championship heat to finish sixth. Terella, meanwhile, led the way among locals in the 100 butterfly with a fourth-place result that came with a time of 56.12 seconds.

The Raiders entered the final day with a nice lead thanks to the results of the 1-meter diving competition, which saw senior Maya Kriz earn the All-Aurora spot in the event. Kriz racked up a total of 503.25 points to finish as the state runner-up by just over three points.

Pool players

Coach Nick Frasersmith’s Raiders jockeyed with rival Cherry Creek with the state title at stake and had the lead going into the final race — the 400 yard freestyle relay — with a lot of help from senior Charlotte Burnham, who was chosen by coaches as the 5A Swimmer of the Year. Burnham won the only event state championship for the city when she repeated as winner of the 100 yard breaststroke. The Cal-Berkeley recruit torched the field with a time of 1 minute, 1.90 seconds, to push Regis Jesuit ahead of the Bruins going into the final event. Earlier, Burnham finished as the runner-up in the 50 freestyle with a time of 23.04 seconds in an event she didn’t swim at state the previous season.

Burnham also combined with fellow senior Tierney Kohl along with freshmen Natalie Daum and Ava Terella on a meet-opening 200 yard medley relay team that earned top city honors as the state runner-up to Cherry Creek. To conclude the meet, Burnham put everything she had into the anchor leg of the 400 yard freestyle relay — following senior Amelia Marsicek, junior Elise Kittleson and Terella — but the Raiders’ fourth-place finish allowed Cherry Creek to win by three points.

Daum and Terella were very impactful in their first varsity seasons and each earned an individual All-Aurora spot in addition to relay work. Daum

Grandview finished sixth with a big push from its senior group, which appears in part on the All-Aurora team. Senior Keira Vail laid claim to top city honors in the 100 freestyle with a time of 51.65 that placed her fifth, while she and fellow senior Amelia Brown were part of the 200 yard freestyle relay team that earned All-Aurora honors. The senior duo combined with freshmen Makenna Dyk and Jasia Barnes on a unit that finished in third place with a time of 1:34.93 for coach James Boone’s Wolves.

Cherokee Trail secured its best-ever finish at the state meet as it finished in ninth with a lot of top performances coming for coach Kevin Chatham’s group. The lone individual to land All-Aurora honors, however, was junior Ava Zadigan. Zadigan edged Daum with a time of 57.11 seconds that put her fourth in the 100 backstroke.

Smoky Hill earned 52 points more than it had the previous season, and a lot of that came with the outstanding individual and relay performances of a group of young swimmers. Coach Scott Cohen’s top individual was sophomore Cameryn Walkup, who owns bragging rights in the city in the distance freesytle events.

Walkup made the championship finals in the 200 and 500 freestyles, and her highest finish came in the 200 in fifth, which was what came with her time of 1:53.24. The 500 freestyle saw Walkup touch the wall in 5:04.64, which came with a sixth-place award.

Eaglecrest, the Centennial League champion, didn’t have a state champion but had a finalist in senior Adonias Cantu at 113 pounds and also had four All-Aurora performers. Cantu made a second trip to the title match in as many seasons and again finished as the runner-up, as he lost to Pomona star Ignacio Villasenor. He finished with an Aurora-high 58 wins against just three losses.

Joining Cantu on the All-Aurora teams are fellow seniors Ethan Diaz (120) and Thayne Lundy (175) along with junior Alijah Gabaldon (126). Lundy’s first and only state trip ended with a triumphant thirdplace finish that ended with a 8-4 decision over Chatfield’s Jay Aplanalp, who he ironically also faced in his first match of the season. Gabaldon had designs on a trip to the a final in his second state appearance, but he lost a tough 4-1 semifinal to Pomona’s Geno Cardenas. He rebounded with two more wins, including a pin of Cherokee Trail’s Jay Everhart to finish third with a 36-9 record. Diaz advanced to the semifinals, where he lost a two-point decision to eventual state champion Griffin Rial of Pine Creek, then won a tight overtime decision to make the third-place match, which he lost to finish 46-12.

The final two All-Aurora spots went to Regis Jesuit wrestlers in Reece and senior Ryan Curran (157). Reece had the most dominant season of any local in a singlet, as he suffered just one defeat in 47 matches, a loss that came out of state. Against Colorado foes, Reece was an unstoppable force who finished the state tournament with two wins by fall and two by major decision.

Preps

He prevailed in an All-Aurora final against Grandview’s Jonathan Montes Gonzales. Curran capped his prep career with a fifth-place finish at 157 pounds, which came with his second win of the tournament against Grandview’s Gunner Lopez. Curran finished 4-2 at state and 388 for the season.

State champ Falise leads AllAurora Girls Wrestling Team

Aurora’s contingent of girls programs grew to five in the 2023-24 season with the addition of Smoky Hill, and all of them have at least one spot on the Aurora Sentinel All-Aurora Girls Wrestling Team.

The largest team — Eaglecrest — landed half of the 14 spots on the All-Aurora team, which included its state champion in senior

190-pounder Gianna Falise along with placers at 125 pounds in senior Nyla Barmore and 235 pounds in sophomore Emma Roberts.

Falise made her third state tournament, and while the first two were fruitless in terms of medals, she brought home the big prize in her last one. A mid-season move up in weight classes paid off when Falise (48-6) pinned her way through the state tournament, capped by a win by fall over Douglas County’s Elizabeth Sandy that made her the program’s second all-time state winner. Barmore — who had wrestled previously in Georgia — won her first two Colorado matches to make the semifinals, then dropped her last two to finish 28-14. Roberts finished 43-7 in her second season. Christian Lopez and Trevor Nordstrom each had three hits and three RBI to lead a 12-hit attack for the Raiders. ...The Grandview baseball team saw a 6-1 lead disappear late in the 7-6 loss to Valley Vista at the Coach Bob Classic in Arizona. Cherokee Trail’s Kaeli Powe recorded a triple jump of 40 feet, 4 1/4 inches that ranks No. 1 in Colorado regardless of classification, while the Cougars got wins from Kahari Wilbon in the 200 and 400 meters with state-leading times. state matches, capped by a loss by fall in the fifth-place match.

The Raptors’ All-Aurora contingent included two other state qualifiers in junior Natalie Replogle (135) and sophomore Sydney Babi (110) along with non-state qualifier Alaysia Ornelas, a junior, at 140 pounds. Replogle’s four state matches all finished in pins, and she won two of them on the consolation side and finished 45-15. Babi finished 1-2 in her first state tournament at 110 pounds and finished 30-23. Ornelas finished 30-17 but came up short of a state tournament appearance.

Regis Jesuit landed four spots on the All-Aurora team, a group led by freshman Remington Zimmerer, who finished in sixth place at 105 pounds. Zimmerer bounced back from a first-round loss with three straight pins in consolation matches to assure herself a podium spot at the end of a 30-8 season. She is joined by sophomore Jordynn Shannonhouse, who used a wrestleback win to secure her first state trip, in which she finished 1-2 to end the season 7-12. Regis Jesuit juniors

Shukie and Zoe Kohrs fill

the All-Aurora spots at 130 and 155 pounds, respectively, though neither made the state tournament. Shukie (26-19) placed fifth at the Northern Regional but was not able to get a wrestleback for a chance to make state, which Kohrs did get but lost by fall to finish an 11-18 season.

Single spots on the All-Aurora team went to Vista PEAK Prep sophomore Amelia Bacon (120), Overland senior Violet Garcia (115) and Smoky Hill senior Maddie Patterson (145) with the only place coming from Bacon, who made the championship finals. The only state qualifier for the Bison, Bacon came off a regional championship with three straight wins to make it all the way to the state final at 120 pounds, where she was finally stopped by Vista Ridge’s Hayden Newberg. Bacon finished the season 39-6. Patterson became the first state qualifier for the new Smoky Hill program, and she dropped both of her state matches to finish 33-9. Garcia was unable to earn her way back to state as she was the fifth-place finisher in the Region 2 tournament and finished with a 23-9 final record.

Eaglecrest girls ran a Colorado-best time to win the 4x200 relay. ...FRIDAY, MARCH 22: The Rangeview baseball team rallied for nine runs in the bottom of the fifth inning to break open a close game for a 12-2 home win over Northglenn. There’s an app ‘por eso’

Emma Gonzalez Gutierrez has struggled to communicate with the teachers of her five children for years.

She’s tried to stay engaged. She’s attended meetings, gravitated toward Spanish-speaking staff, and relied on translators, including her kids, over the years.

Now, thanks to an app that McElwain Elementary School, her Adams 12 school, started using this year, she’s found opportunities to engage in new ways with her youngest child’s education.

Recently, the kindergarten teacher texted her on the app, ReachWell, which allows the teacher to text in English and parents to receive the messages in their own language. The teacher told Gonzalez Gutierrez that her daughter had won a student of the month-type award and invited her to come to the school to surprise her daughter when the award was presented. The small gesture that meant so much to Gonzalez Gutierrez.

“For me it was very exciting,” Gonzalez Gutierrez said. “It was so valuable that she was able to let me know.”

In addition to seeing text from teachers in their native language on ReachWell, parents can respond in their native language and teachers see the replies in English.

Kayli Brooks, a teacher at Tollgate Elementary School in Aurora, uses the app Talking Points, which also allows her to text parents. It also translates texts between parents and educators but does not require families to download an app.

“Families will share that they’re struggling with transportation, or here’s why maybe they’re acting out, or they might text me and say ‘hey this thing happened at home and I think my child is going to be really sad at school today,’” Brooks said. “It’s a huge deal. Families want to be involved in their child’s education no matter where they’re from, no matter what language they speak.”

“It’s almost mind boggling to me that some of these folks have maneuvered schools for years not having access,” Olson said. “As a parent I can’t imagine not having access to the information, to the teachers. Every child and family member has a right to have that access.”

Olson said she did not have trouble having all families at her school download the app.

Zuben Bastani created the app ReachWell after he said he saw that some families at his child’s Denver school weren’t getting all the communications. He said he saw children excluded from field trips after arriving at school, unknowingly unprepared — wearing sneakers on the day of a snowshoeing trip, for example — because their families hadn’t understood the school communications.

With migrant families who are new to the country and are “kind of overwhelmed,” she said, texting them through the app has also helped them better understand basic information they need to get their children started in school.

Communication that feels personal, through a text, is often more manageable for families

“It became real apparent, real fast, which families were aware and showed up and which weren’t,” Bastani said.

The app is in use in many schools and districts in the metro area and across the country in places like Pittsburgh. In addition to schools, the company is also partnering with some emergency service agencies to provide emergency notifications — such as shelter-in-place or evacuation orders during natural disasters — that non-English speaking populations can receive in their home language.

Aurora Public Schools breaks from the crowd in letting everyone make the team

The scoreboard counted down the seconds of the game. The bleachers were full of enthusiastic family members and classmates cheering for the athletes while waving hand-made signs.

The athletes — some of whom were in wheelchairs, while others wore noise-canceling headphones — made their way from one end of the court to the other with the basketball. It was a tight game, with each team scoring one point after another.

On Mrachek Middle School’s unified basketball team, general education students like Remi Hernandez played with students with special needs like Porter Easton. The two have been friends since second grade and will both be going to Rangeview High School next school year.

“Porter is a great kid, and I feel like not other kids know that, and they’re not really patient and don’t give the respect these kids need. And I want to be that person,” Hernandez said.

Like Hernandez, Mary Martinez also played on a unified basketball team when she was a high school student. That experience on the court sparked her yearslong passion for working with special needs children.

“My goal was to always be a special education teacher,” Martinez said. “And then it just evolved into being more involved in unified [sports] and trying to build [the program] for my own specific classroom.”

After working as a significant special needs teacher for about a decade, Martinez is now Aurora Public Schools’ first unified sports coordinator. It’s also the first role of its kind in the state.

Being the first unified sports coordinator means that she and her team are writing the rules every day. Before Martinez took the helm, teachers at each school had to recruit athletes, schedule the games and fundraise for uniforms.

“I wanted to take back the responsibility back from teachers… so they can get back to enjoying coaching, and back to the aspects of being with the kids and ensuring they have sportsmanship and great opportunities,” she said.

Since Martinez was a peer partner on a unified basketball team, the games have stayed the same, “but in a lot of ways, we’re growing as a culture and a society.”

When she was a peer partner, there weren’t many people cheering in the bleachers. Unified basketball was the only sport that was available. Athletes also wore T-shirts in lieu of jerseys and used toddler basketball hoops, “which isn’t what you want…and it looked silly being out there, to be honest.”

Now, the district offers more unified sports for students: track and field, soccer, and bowling, with the latter only available for high school students.

They use modified basketball hoops now – lightweight hoops that are a few feet tall, are age ap-

propriate and are placed on the court under the typical hoops. These hoops allow athletes in wheelchairs to score points for their teams.

The bleachers during the games are also full of fans. During a recent March 5 basketball tournament at Fieldhouse USA, squeaky sneakers and wheels echoed around the sports complex as 13 teams competed. Coaches, and even parents, instructed their players to pass or block a ball. Each of the athletes wore jerseys in their school colors and district leaders cheered from the sidelines.

“Some of it is competitive, but some of it is just showcasing somebody who can barely dribble a ball, somebody [who] can make a basket that they haven’t made all year,” Chaka Sutton, vice president of sports and schools at Special Olympics Colorado.

Special Olympics Colorado has partnered with APS for more than a decade, according to Megan Scremin, Special Olympics Colorado president and CEO. It’s the latest chapter in Special Olympics Colorado’s role in Aurora and with APS.

Their first game was held at Hinkley High School in 1969, where more than 400 athletes participated in a one-day track and field event.

APS and Special Olympics Colorado cemented their relationship with a memorandum of understanding, which was signed at the end of the basketball tournament. The school district officially became known as a “unified distinguished district,” meaning that the district and Special Olympics Colorado will continue to support the program.

Scremin, APS Superintendent Michael Giles, APS Athletics Director Casey Powell signed the

document after praising unified sports.

“Thank you so much for your commitment to live unified, play unified,” Scremin said to the community members. “This means the world to all of us at the Special Olympics, and we’re so excited to continue growing.”

In addition to the partnership with Special Olympics Colorado, the unified sports program is also seeing more support from the local community.

On Tuesday afternoon, Jamal Murray, a point guard for the Denver Nuggets, and representatives from UC Health, surprised unified basketball players with a donation. They each contributed $5,000, which will be used to buy equipment.

Martinez said that she plans on buying adaptive soccer equipment, such as different sized and portable soccer goals, and uniforms for the soccer teams.

This would be the first time getting the whole district involved with unified soccer.

Martinez hopes to grow the unified program, not just in sports but in other aspects of school culture as well.

Some of Martinez’s goals and aspirations as the first unified sports coordinator is to build a sustainable program, so that athletes can still play in sports if a teacher or coach leaves. She would also like to build more unified programs outside of the athletics department, like unified theater and art.

“The backside of it, the planning, is work…but it pays off when you get to see the kids show up to the field trip that I planned or you get to see them at the basketball tournament,” Martinez said. “Being able to provide opportunities that I always wished were available when I was in the classroom is so rewarding.”

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the name of RE or grant recipient.

REQUEST FOR RELEASE OF FUNDS

On or about April 15, 2024 the City of Aurora will submit a request to HUD for the release of HOME ARP funds under the HOME Investment Partnership Program, as amended. This undertaking will be for the Aurora Navigation Center project which the City of Aurora proposes to apply HOME ARP and American Rescue Plan Act funds (ARPA) funding to the Crown Plaza Hotel located at 15500 E. 40th Ave in Aurora, Colorado 80011. The City of Aurora is proposing to purchase and rehabilitate the Crown Plaza Hotel with HOME ARP and ARPA funds to financially assist with this endeavor. The Crown Plaza Hotel is in very good condition and has all the same amenities that have been planned for a Navigation Campus for those who are experiencing homelessness and more, including 255 rooms, an industrial kitchen, industrial laundry, congregate space, and space for service providers to do case management and other services. Staff is proposing shifting our plans for the Aurora Navigation Campus from the Laredo site to this existing Crown Plaza Hotel, which is only one mile north. The existing space could be renovated and ready to use as soon as summer 2024, which would significantly reduce the timeline to provide additional lifesaving and life-altering services to Aurora’s population of people experiencing homelessness. All of the proposed services from the initial Navigation Campus plans could be offered at the Crown Plaza Hotel and we could offer additional emergency congregate shelter in the convention space to address our increasingly harsh winter season and growing population. The total cost of this project is estimated to be $38,491,454. The City of Aurora will contribute $5,000,000 in ARPA funds and $3,277,861 in HUD HOME ARP funding for a total contribution of $8,277,861.

Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the name of the grant recipient to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Aurora certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Aurora; (b) the City of Aurora has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPD_COVID19OEE-DEN@hud.gov. Jean Boylan, a community liaison at McMeen Elementary School in Denver, also uses ReachWell at her school, but said she also has used Google’s translation app on her phone to greet parents face to face as they pick up students from school. “It’s ironic that nearly two-thirds of survey respondents think we have the financial resources needed to deliver on these essential services,” Board Chair Carrie Warren-Gully said in the press statement. “Because without additional revenue, the County is facing significant budget cuts come 2025.”

Growth in the county’s budget has been flat for 25 years, despite increasing costs, record population growth and demands for programs like the ones funded by the American Rescue Plan Act. Without an increase in revenue, county leadership will be forced to make more significant cuts in services, affecting businesses and residents. Programs and services across all areas and departments are likely to be affected, according to a county press statement.

Money from the American Rescue Plan Act, aimed at preventing homelessness and boosting affordable housing, has essentially all been used and won’t be repeated.

In February, the county said that only $1 million of the $126.5 million received from the American Rescue Plan Act remain unallocated. The remaining money will need to be allocated by the end of 2024.

Bastani said ReachWell has found that because parents have to download the app and self-select from more than 130 languages what their preferred language is, many schools find that they’ve been undercounting how many lan-

guages their families speak.

On average, they discover 25% more languages after a few months, ReachWell leaders said.

Boylan is now working with Bastani to build out a resource page that ReachWell offers in the app for families. It may include ways for families to access help such as for food or housing.

For parents like Gonzalez Gutierrez, the personal communications they have with teachers are the most critical.

Gonzalez Gutierrez said earlier this year, she realized her kindergartener had become frustrated with an

online program the school used for kids to learn math. It was causing the child stress and fear and Gonzalez Gutierrez said she didn’t know how to talk to the teacher about it — until she realized that she could text her.

Letting the teacher know what the problem was allowed them to work together to solve it.

“It’s worth it,” Gonzalez Gutierrez said. “It’s been such a gift for me.”
