The second strategic objective is geared towards “strengthening and linking national Science, Technology and Innovation (STI) systems with regional cooperation instruments such as the CYTED program to encourage research and increase the production of relevant scientific and technological knowledge useful to society and enabling innovation”, based on a model for social and economic ownership of knowledge.

“The EIC is a space for cooperation between Higher Education and Science, Technology and Innovation systems in IberoAmerican countries, working to promote innovative and entrepreneurial activities that contribute to the region’s social and economic development.” The lines of action under this strategic objective include fostering science education and scientific culture as well as ownership of STI by the citizens. The main activity envisaged to that end, in response to the Veracruz Action Program, is the implementation of the Citizen’s Agenda for Science, Technology and Innovation, in coordination with the Ibero-American Initiative for Social Communication and Scientific Culture. The third objective seeks to facilitate apprenticeships and academic internships of limited duration at the offices of Ibero-American enterprises across the Ibero-American space, to “expand the job training

Lastly, the fourth strategic objective responds to the position voiced repeatedly on the need for “boosting productivity and competitiveness in the framework of the Ibero-American Knowledge Space (EIC)” by encouraging interaction between the productive sector and institutions and areas of knowledge generation and transfer, building the mechanisms and processes needed to transform knowledge into innovation, and translating this innovation into intellectual property assets. It also seeks to encourage greater business involvement through relevant specialized bodies, including SMME Forum and the Ibero-American Business Meeting. Together they provide an operational framework of action that is in line with the projections of the document on Priority Areas adopted at the Veracruz Summit, which, as stated above, is guided by the EIC Strategy and the mandates issued by the Heads of State and Government.
