Welcome to the winter issue of South Cambs Magazine.

With the festive season just around the corner we want to take this opportunity to wish all our residents a very merry Christmas and a happy New Year. We know that lots of people enjoy festive excesses at this time of year, but we also know it can be a tough time for residents who are struggling to make ends meet. On page 6 we have some really important help and advice from the Citizens Advice Bureau to make sure that Christmas doesn’t leave you with an unmanageable New Year debt. Delivered along with this magazine are two stickers we are urging people to use to help tackle doorstep crime. This national problem has left some of our residents thousands of pounds out of pocket so, along with Cambridgeshire County Council and Cambridgeshire Constabulary we are urging people to join the campaign. Pages 40 and 41 give you more information. Please don’t forget to use the stickers to deter rogue traders. On page 18 you will find out about Action on Energy, a new joint council initiative to make energy efficiency improvements more accessible and affordable. Take a look to see if changes could help make your home warmer and cheaper to run. And finally, please think about your black bin’s waist line this Christmas by using your blue and green bins to recycle as much as possible. Every item recycled helps us to be as green as possible and saves taxpayers money.

Avoid a Christmas debt hangover

Many of us look forward to Christmas as a chance to celebrate with friends and family. Sadly, Citizens Advice Bureaux (CAB) know only too well that Christmas can also bring anxiety and hardship for residents when the bills start rolling in.

CABs offer free and confidential advice to help in all areas of managing your money, from debt advice, budgeting and financial planning to understanding tax and welfare benefits. More people than ever before are taking out payday loans to cover their festive finances but these can be a costly way to deal with short term problems. If you need to borrow money, credit unions can offer a reliable, responsible and more affordable option, especially for people on low incomes. Credit unions are self-help co-operatives whose members pool their savings to provide each other with credit at a low interest rate. Some even have Christmas savings clubs. Your local CAB can direct you to a credit union and all money saved is covered by the Financial Services Compensation scheme. Funding opportunities We’ve made it even easier for residents, community groups and businesses to find grants by integrating a new search facility into our website. The new facility, GrantGrabber, lists all available funding opportunities, including European, national, regional and local initiatives, which could help applicants secure funding for their projects. GrantGrabber also includes a number of features that offer users additional value. They can set up automatic email alerts so they know when relevant new or updated funds are added, as well as sign up to weekly newsletters packed with the latest funding announcements. Organisers of a community project in Melbourn recently used the database to secure a £50,000 grant. Communities can also still apply directly to us for a Community Chest grant of up to £1,000. Fulbourn Forum was recently awarded £345 to buy an apple press. The voluntary organisation actively promotes sustainability and holds an annual Apple Day to raise funds towards a community orchard. Community Pride Awards Nominations are now open for our annual Community Pride Awards. The awards celebrate the outstanding achievements of local people and show how they make a big difference in small communities. This year’s awards are split into five categories. They are:

Village Hero Recognising outstanding individuals who have made a significant and voluntary contribution to their local community in the last year.

Young Village Hero Recognising outstanding individuals aged 17 or under who have made a significant and voluntary contribution to their local community in the last year.

Contribution to Local Services Recognising community and voluntary led services that have made a significant contribution to their local area, such as a community led shop or library.

Contribution to the Environment Celebrating community led projects or groups that have made a real difference to the local environment, such as improving places for people and wildlife

Contribution to Health and Wellbeing Commending local groups or projects that have improved the health and wellbeing of the local community through initiatives such as befriending schemes, voluntary car schemes or mobile wardens. If you wish to put forward a nomination for any of these awards, please contact your local parish council who will forward all entries to us for consideration. The deadline for nominations is Friday 24 January. All nominees will be invited to attend an awards ceremony in early March. The details of the award ceremony, together with a list of the shortlisted finalists, will be announced in the spring edition of South Cambs Magazine. Last year’s joint winner of the Young Village Hero award was Shane Holland from Girton who successfully reinvigorated the volunteer group Sustainable Girton. Shane said: “I felt very proud and honoured to receive the award and my family and I enjoyed the awards evening very much.”  Last year’s young hero award winner Shane Holland

Keeping South Cambridgeshire moving From April next year, residents travelling in some of our more rural areas will have a new public transport option. Following an assessment of travel needs, we have been working with Cambridgeshire County Council, local councillors and residents to create bus services that will improve the transport links for our rural communities and allow greater flexibility in the journeys people can make. Community representatives opted for a bus service that offers a fixed scheduled route to manage morning and evening peak demand, and which allows people to book the journeys they want to make at other times. The service can take passengers anywhere within a defined 'Roam Zone' - shown in the map below - in the area between the A428 and A603. This can be between villages or to a larger village to connect with another service if your destination is further afield. The first service is expected to start in April. Until then, existing services will continue as normal. To complement the new service, a transport interchange will be created in Cambourne High Street. The interchange will include a spacious bus shelter and real-time passenger information.

Fraud -

together we can stamp it out We’re asking for your support to help stamp out fraud in the district following an international campaign dedicated to raising awareness, detection and prevention. It is estimated the public sector loses a staggering £20.6 billion annually to fraud. The majority of this is lost in the tax system, but around £4 billion relates to claims for support local councils are responsible for, including housing benefit and council tax. Following Fraud Awareness Week at the beginning of November we are reminding you that we need you to report your suspicions so we can track down the minority who continue to make fraudulent claims and take money out of the system.

In the headlines

Benefit fraudsters regularly hit the headlines and we have had some recent high-profile successes with one woman being imprisoned for 24 weeks after falsely claiming £81,000. We detected and took action quickly, but they had fraudulently claimed thousands of pounds from the Department for Work and Pensions and the Borough of Broxbourne.

Fraud doesn’t pay

We always carefully check claim forms to prevent fraud, but our investigators also have some clever ways of detecting it. This includes matching data with other public bodies and working with partner agencies such as the Department for Work and Pensions and the Police. We also have powers to demand information from banks and employers where necessary and can conduct surveillance in serious cases. Since April 2009 we have identified benefit fraud totalling nearly £700,000 and have successfully prosecuted 106 people, with financial penalties and cautions imposed in a further 129 cases. Cllr Simon Edwards, cabinet member for finance, said: “Fraudsters rely on honest people not reporting their suspicions so it is important that we all unite to tackle the problem. The vast majority of people who claim benefits do so as they need the support, but anyone cheating the system needs to remember they could face up to ten years in prison as well as hefty fines.” It’s not just benefit fraud that affects our taxpayers – it has been estimated that tenancy fraud in social housing costs the UK £3 billion each year. This can be obtaining council accommodation by giving false details, sub-letting properties and moving away from a council property without ending the tenancy. With well over 1,000 families on our housing register we want to crack down to make sure more affordable housing is there for people who need it.

Community assets given greater protection Communities concerned that valued land and buildings - such as pubs and recreation grounds could be sold, now have a chance to ensure they are kept for community use thanks to an ‘Asset List’. In essence, communities can nominate land and buildings of local importance and have these added to a list of Assets of Community Value. Assets featuring on our list include shops and village halls. Importantly, assets nominated must have a current or recent use that benefits the community and the potential to do so in the future. Assets such as privately owned fields with no public access, and services such as playgroups, cannot be put forward. If an owner of a listed asset wishes to sell, we enforce a six week period during which local groups can consider whether they wish to put forward a bid. If they want to exercise their Community Right to Bid, they have six months during which the owner can only sell to a community group. The owner is not forced to sell to any party but this buys communities time to get together a bid and compete to save an asset which might otherwise go out of community use. Don’t lose your vote..

Every household in South Cambridgeshire should now have received their annual register of electors form. Please remember you must respond or you risk having your name removed from the electoral register. If you are not on the register you will lose your vote in the local and European elections scheduled for May next year. It may also lead to problems obtaining credit or opening bank accounts as credit reference companies rely on the register for background information. The names of current registered electors are pre-printed on your form. If there are no changes to be made, you must still respond and you can do this by using the quick and easy electronic methods shown on the form. If you need to add or remove electors, you can make the changes on the form and return it in the freepost envelope provided. Remember to tell us if you want to opt out of the edited register; your choice from previous years can no longer be carried over. If you do not return your form, we have a duty to send an electoral registration canvasser to knock on your door and ask you to complete it.

Shaping our future priorities We’ve started thinking about our priorities for council services over the next year, deciding what we spend time and money on for the benefit of you and your community.

 New council houses in Linton will be ready in December - good quality and affordable housing remains a key priority

At the time of publication, our decision-making Cabinet has been asked to agree a draft corporate plan for public consultation. The plan will aim to build on successes over the last 12 months such as securing almost £2 million funding to support businesses through better broadband (see page 22) and completing the first new council houses in our biggest building programme since the 1950s. We know how important providing first class services are to you and during the consultation we really want to know if the priorities we are considering are the right ones. From 2 December you can view and comment on the draft plan by visiting www.scambs.gov.uk/council-aims-and-objectives The consultation closes on 31 January. All comments will be considered by councillors in February before the priorities are finalised and we begin work on making them become a reality. Your chance to set up stall and sell your goods at Council offices Traders and small businesses are being offered the chance to sell their goods and services to our staff during their lunch break.

Previous visitors to our Cambourne headquarters have sold goods from make-up and books to jewellery and even high quality meats. More slots are now being made available to help support other local people and businesses. There’s no charge to visit our offices to sell your goods to our 250 staff, but we ask for 10% of your takings to be donated to our Chairman’s charities. This year we are supporting The Sick Children’s Trust, East Anglian Air Ambulance and Help for Heroes. Last year we raised more than £3,000. Chairman, David Bard, said: “We hope smaller local businesses will be helped by the offer of a stall at no upfront cost and we will be very happy to hear from anyone interested in visiting. If you’re quick, we still have some spaces available for a visit before Christmas."

Action on Energy - keeping you warmer for less

 Solar panels are one of over 30 measures that can be installed through the scheme

We’ve just launched a new scheme designed to help make energy efficiency improvements more accessible and affordable for residents. The new scheme, Action on Energy, has been developed in partnership with other local authorities in Cambridgeshire to support the Government’s Green Deal by offering a single Council-led route to improvements and savings for homeowners. Delivered by partner, Climate Energy, the scheme offers practical, no obligation advice on which energy saving improvements best suit your home and lifestyle, as well as options and advice for funding. Following a full assessment of your home and energy use, Action on Energy works with a team of trusted and accredited local installers to advise which measures you could benefit from and which will save you the most money. Recommendations may include wall, loft and floor insulation, new boilers, double glazing, and renewable energy systems to help you generate your own energy, such as solar panels. Residents needn’t be deterred by costs. Grants are available for insulation and heating improvements for people on low incomes or those in hard to treat homes, such as properties with solid walls. There are also lowcost Green Deal finance options available to help meet the upfront cost of improvements and these can be on a ‘pay as you save’ option, meaning you won’t have to find additional money each month.  Insulation makes your We’ll be working closely with local home warmer and your communities over the coming months bills smaller to spread the word about this initiative. Switch together to save money on your energy bills Councils in Cambridgeshire are working together to save residents money on their energy bills and you could be among the first to benefit.

The idea of ‘collective switching’ has been running for many years in Belgium and Holland but we’re looking to bring the idea here. The process is simple:

residents who are interested in getting a better deal on their gas, electricity or dual fuel tariffs sign up to register their interest

A specialist company then negotiates with the energy providers for the best deal on tariffs

When the negotiations are complete, residents who expressed an interest in saving money will be contacted with an offer of a new tariff

There’s no obligation to change suppliers and the hard work of comparing tariffs is done for you

Switching often saves around £100-£150 a year. And because the scheme works through the power of collective bargaining, energy companies will be working hard to earn your custom – a nice change from the usual way of things. Flowers for the people Inspired by the Olympic Park wildflower meadows from London 2012, we’re getting out and about improving green spaces in our villages and increasing opportunities for residents to experience nature on their doorstep.

Over the last 50 years Britain has lost around 98% of its wildflower meadows, but with your help we can create new spaces that enhance village settings, engage people and help the wildlife that rely on this threatened habitat for survival. Many underused Council-owned green spaces are mown and maintained as grassland, despite some being too small to offer any recreational value, and it’s these areas we would like to approach differently. We’d like to seed these areas with a careful mix of native and semi-exotic flowers, transforming them in to colourful, interesting and long flowering displays that add beauty and richness to our villages and become a haven for native pollinators. Maintenance of the mini wildflower meadow is relatively simple, with typically one or two cuts throughout the year, requiring far less attention than grass. The first areas we’ll be working on include Coolidge Gardens in Cottenham, Manor Road in Gamlingay, Stanley Barnes Cottages in Fowlmere and Cox’s Close in Stapleford. Boost for local businesses to get better connected

Over £4.5 million has been secured as part of the Connecting Cambridgeshire programme to help businesses afford faster broadband connections and make the most of digital technologies.

A new countywide business support scheme will be launched in January to help hundreds of small and medium sized businesses get better connected so they can increase productivity and create new jobs. Eligible companies will be able to apply for match-funded grants and one-off payments of up to £4,000 to help upgrade to high speed broadband and invest in digital technologies. We are part of a partnership of local councils that successfully bid for the extra funding from the European Regional Development Fund and the Government’s Urban Broadband Fund. When old buildings meet modern needs

The new glazed design will create space away from the main conference rooms for people to meet and discuss ideas, which is now a must for scientific, education and business events. Cllr Nick Wright, cabinet member responsible for economic development, said: “This has been a really interesting project as it has seen us support the success of a world leading research campus while also taking into account the need to protect a unique historic building. By working creatively we have been able to strike the right balance and soon a sympathetic addition of the highest quality will be built.” Another recent project has seen the listed Milton Hall brought back to life by transforming it into modern offices with the latest IT equipment. We worked with the designers to make sure the project was possible while also ensuring little change to the historic features.

Watch your waste, not your waist this Christmas Christmas is traditionally a time for indulgence and feasting. We love to give beautifully wrapped gifts, feed family and friends and eat our own bodyweight in festive fodder.

And it’s not only our waistlines that gain weight at Christmas; festive bins are the heaviest and fattest of the year, with an extra 750,000 tonnes of waste in England alone compared to the rest of the year. That’s an increase of around 30% and is generally made up of food waste, glass bottles, packaging and gift wrap. To make it as easy and convenient as possible for you to recycle and compost your festive waste, below are a few timely reminders and top tips:

Lifeline to independence

When you care for someone who you are not with all the time, you may worry what would happen if they needed urgent help in your absence. Research from Carers UK shows that 62% of families caring for ill, frail or disabled loved ones are unaware of Lifeline technology and the huge benefits it offers. Lifeline technology helps anyone of any age who would like to feel safer, more protected and independent in their own home. It gives them the freedom to carry out everyday tasks and effectively manage risks to their health and their home environment without the need for carers to be present all the time. The technology gives people real peace of mind by offering the reassurance of 24-hour emergency assistance at the touch of a button on a pendant or wrist band. When activated, the button raises an alarm and connects the user directly to trained staff who speak to them via a small unit installed close to their telephone. Those staff will instantly know the name, address and health details of the user, raise the relevant help and, where requested, notify friends, relatives, neighbours or doctors. Karen Webb, 50, has a medical condition that confines her to a wheelchair. For her reassurance, and that of her family, Karen has been a Lifeline user since developing the condition ten years ago. During that time, Karen has used the pendant a few times to make contact with the call centre. Karen said: “My pendant has given me a renewed sense of freedom. I have become less dependent on others, and my family enjoys greater peace of mind, in the knowledge that help is at hand 24 hours a day if I ever need it. “It’s even given me the confidence to get the pet dog I always wanted. He is great company and I wouldn’t be without him. “Applying for the service was straightforward, the installation of the equipment was quick and call centre staff are always pleasant, helpful and concerned for my wellbeing. I would urge anyone seeking peace of mind and a feeling of security in their own home to find out more.” We currently have around a thousand Lifeline users, all benefitting from various telecare products. As is good practice, we review applications annually as circumstances change and we want to make sure we have the most up to date information. Changes can affect your priority for housing or mean you no longer wish to be on the list. We will be emailing applicants we have details for as updating information and re-registration online is much quicker and easier and even allows you to save what you have done and complete it a bit at a time. As an added reminder we will also text anyone we have a mobile number for. If you do not have access to the internet, there’s no need to worry as we will write to you with a form to complete and send back. We send the reminders in batches around the anniversary of when you joined. Homelessness prevention key to success

We’re asking people struggling to make ends meet to speak to us at an early stage so we have the best chance of preventing them being at high risk of becoming homeless. Prevention is better than cure, and this has been put at the heart of a new five-year homelessness strategy recently agreed following public consultation. The economic downturn, along with new national housing and benefits policies, has resulted in an increase in homeless applications and the number of people needing temporary accommodation, but we’re here to help. Our strategy aims to cement the successes of the previous plan by looking at themes from money advice to support for people trying to access affordable private sector housing. Cllr Mark Howell, cabinet member for housing, said: “We want to stop people becoming homeless so, if you’re struggling with your finances, please seek help at an early stage. Thousands have say on Local Plan

Around 7,000 comments have been received in response to our recent consultation on how new jobs and homes should be provided in the district up until 2031. The consultation on the draft Local Plan, which closed on Monday 14 October, was the third round we have carried out to help decide the best way of providing 22,000 new jobs and 5,000 additional new homes. We’re grateful to those who took part in the consultation and once all the comments we’ve received have been registered, which is likely to be around the end of November, you will be able to view them by visiting www.scambs.gov.uk/localplan

What is in the draft Local Plan?

The draft Local Plan proposes building a new town north of Waterbeach, a new village at Bourn Airfield and to extend Cambourne westwards. Around 900 homes would also be built at six of the larger villages in the district which have the best services and public transport links. These will also help make sure we have a flexible plan for the future as entirely new towns and villages take more time before development can start. The new homes would be in addition to around 14,000 already identified in locations such as on the edge of Cambridge and at the new town of Northstowe. Cllr Pippa Corney, cabinet member for planning policy and localism, said: “It is excellent news that communities are so passionate about the future of South Cambridgeshire and I would like to thank them all for giving us their views. The 30,000 comments we received during the earlier consultations helped shape the draft plan and we will continue to listen. However, there is no doubt there will be challenging and difficult decisions ahead as we know there are differing views from across the district.”

What happens next?

Due to the level of response, it will take us until the New Year before we can make a decision on the next steps, but if major changes are needed there will be another round of public consultation before we submit the plan to the Government for independent examination. The Secretary of State will appoint an independent planning inspector to carry out an examination of the plan, including holding a series of public hearings. We will bring you more news in the next edition.

Youth Council Round-Up TV debut BBC Three’s Free Speech - a current affairs show for young people - is touring the UK and on 9 October, aired live from Cambridge. Youth councillors joined the audience and took part in the live debate, using it as a chance to express their opinions on some of the big issues we face today. The show centred on whether zero hours contracts are fair. Many young people are on the contracts, which expect them to be available for work but only pay for the hours they are needed. Our youth councillors said it was interesting to learn that some young people are not given enough hours to cover living costs whilst others praise the flexibility of this way of working.

Future funding opportunities In the New Year, the Youth Council will be launching a Young People’s Grant that aims to help fund projects that support young people. Look out for more details in the spring edition of South Cambs Magazine.

Our Youth Council is a great chance for you to have a say in the things that you care about, and your local area, as well as being a valuable experience to put down when you’re applying for jobs in the future. This year’s Youth Council has enjoyed an action-packed 12 months. Some of the highlights have included: Surveying students and teachers at secondary schools across the district and using the findings to make recommendations that feed in to the planning of the new school at Northstowe. Attending local business forums to find out what qualifications and skills young people are expected to bring to their first job and to find out how we can improve opportunities for young people.

A&E means Accident and Emergency, not Anything and Everything Last year in South Cambridgeshire almost 17,000 people used A&E when they could use a different NHS service. People go to A&E with flu, ear ache and even hangovers and wait hours for treatment when they could be treated more quickly elsewhere. This costs the local NHS £1.8 million which could be used to treat nearly 500 heart attack patients. This winter we’re teaming up with NHS Cambridgeshire and Peterborough Clinical Commissioning Group, who run the local NHS, to remind residents of other ways to treat minor illnesses. Your medicine cabinet can help treat coughs and colds, and your local pharmacy can help with anything from stopping smoking to advice on allergies. Persistent back ache and ear ache, as well as emotional problems can be treated by your GP. When your practice isn’t open, you can use the GP out of hours service by calling your practice number and following the instructions. Dr Geraldine Linehan, a local GP and Chair of CATCH Local Commissioning Group, said: “A&E should only be used by people who are acutely ill or who have life threatening problems, such as stroke, heart attack or blacking out. Reporting antisocial behaviour

Antisocial behaviour can affect people and communities in many ways, from nuisance behaviour to feeling in danger. South Cambridgeshire has exceptionally low levels of antisocial behaviour, but where it does occur it can create an environment where crime can take hold and affect people's everyday lives. The Council, Police and housing associations all deal with different forms of antisocial behaviour which can lead to confusion over who to report to. As a rule, if the matter is serious or urgent and requires immediate intervention, or there is a threat to life, call the Police on the emergency 999 service. Non emergencies can be reported by calling 101. Both services are available 24 hours a day, 7 days a week. We deal with more environmental issues, including recurring noise nuisance, such as loud music or machinery, dog issues - including fouling, strays and excessive barking - littering, fly tipping, graffiti and abandoned vehicles. If you are a Council or Housing Association tenant experiencing problems with a neighbour, you are encouraged to contact your landlord in the first instance.

A new policy to promote a consistent and effective approach to regulatory inspection and enforcement across all our service areas is now out for public consultation.

The policy sets out our new positive and proactive approach to ensuring the highest levels of compliance by giving advice and encouraging businesses and individuals to understand and meet the requirements of regulation and enforcement. The function of our enforcement work is to protect the public, the environment, consumers and employees. As such, it’s important we actively involve everyone in the development of the new policy. The policy outlines how we go about our enforcement work, how we prioritise cases and what businesses, and others being regulated, can expect from enforcement officers. Cllr Mick Martin, cabinet member with responsibility for enforcement, said: “Effective and efficient regulation and enforcement relies on people’s willingness to abide by the law and we believe most people want to do just that. We need you to tell us if we’ve struck the right balance between providing enough advice and support to prevent problems and taking tough action on deliberate breaches. “We’re reliant on your feedback to understand if it’s clear what action we’ll take, when and how we reach enforcement decisions.” You can view the draft policy and give us your views at www.scambs.gov.uk/eicon by 31 December.

Safeguard yourself against rogue traders A new campaign has been launched in South Cambridgeshire to help protect residents from rogue traders who are renowned for carrying out unsatisfactory or unnecessary work at grossly inflated prices. Rogue traders, who primarily find customers by calling at people’s doors, are a national problem and last year in South Cambridgeshire it was estimated that around £1 million was likely to have been paid to them. In a bid to raise awareness, we have teamed up with Cambridgeshire County Council’s Trading Standards Service, Cambridgeshire Constabulary and Crimestoppers.

Rogues target vulnerable people Typically, cold callers target vulnerable households asking if the owners want some improvement work carried out, such as fixing or cleaning roof tiles, resurfacing a driveway, or felling trees. A verbal estimate is given but when the work is completed the price will rise and the resident is pressurised into paying a very high price for substandard work. With a high proportion of elderly residents in the district, it is a campaign we are backing, and would urge anyone who knows or cares for vulnerable people to talk to them about it and report any concerns.

Deter doorstep callers The cornerstone of the new campaign is the stickers packaged with this magazine. They send a clear message to cold callers that they are not welcome at your door. Simply display the outside sticker on your front door or nearby window and put the other sticker on the inside of your door or window. A similar campaign in Surrey has proved very successful with 90% of people reporting a reduction in cold callers.

Cracking down on the rogues Cambridgeshire Trading Standards and Cambridgeshire Constabulary are continuing to bring rogue traders to justice. In a recent case, five rogue traders were sentenced to more than 28 years in prison and were ordered to pay £250,000 which will be returned to their victims. The men, who preyed on elderly and vulnerable people in South Cambridgeshire and beyond, ripped off over one hundred customers, some of whom handed over their life savings.

Le Tour 2014

The world's greatest cycle race is coming to the district. It aims to recreate the excitement of last year’s London Olympics by including a third stage from Cambridge to the capital, finishing in the Mall. The route will travel through a number of our villages. It will be the first time Le Tour has visited South Cambridgeshire having previously only made visits to the south coast and the capital. It promises to attract many fans to the roadside along the route to cheer on the champions and we expect our residents will want to join in the celebrations and host events to mark the occasion. To celebrate the arrival of Le Tour in Cambridge, a host of activities are being planned, kicking off with our annual free family Park Life event at Milton Country Park on Saturday 28 June. The Big Weekend on Parker's Piece will follow on Saturday 5 and Sunday 6 July, culminating in the arrival of Le Tour on Monday 7 July. Look out for more in the spring edition of South Cambs Magazine. Get on your bike

With excitement building over next year’s arrival of Le Tour in South Cambridgeshire, there is no better time to be inspired to get out and about and explore the district on your bike. To get more wheels in motion we are looking to help set up cycling groups in as many of our villages as possible. Our first move is to find enthusiastic volunteers from across the district who would like to train as cycle leaders. Once trained, we will help you to set up adult cycling groups in your own area and encourage more people to take to cycling. Cycle leader training is likely to take place early in 2014. Improving the pace A hugely successful running club, which has seen new groups emerging across the district, has won Community Group of the Year at Cambridge News’ Pride of Cambridge Awards.

The club offers local people aged 12 and over the chance to start running with the help of trained group leaders. The club was formed after we teamed up with Over resident Clare Strongman, who we trained up as a run leader back in 2008, to encourage local people to enjoy a more active lifestyle. Clare went on to become a qualified running coach with RunEngland and, with our support to train six more run leaders from within those groups, set up further groups across the district for all  Local run leaders abilities. Participants start with a target of completing 5k. Some choose to go on to complete 10k and an impressive few move up to complete half and even full marathons – testament not only to the effort put in by them, but also the motivation and knowledge passed on by run leaders. The club has recently affiliated to UK Athletics which means they are now committee run and have more scope for setting up races. People under 40 in particular are being warned to watch their weight as researchers find a sharp rise in the number with type 2 diabetes. Family history may determine whether you’re likely to develop diabetes but a healthy lifestyle will help you avoid getting the disease and to control it if you do develop it. Pauline Jacklin, from Toft, discovered 15 years ago that she had developed diabetes. Pauline manages it well but found that a gradual weight gain led her to feel sluggish and low. Pauline takes medication to control her blood sugar and was referred by her GP to our Active and Healthy 4 Life scheme to manage her diet and fitness. After a 12-week programme, Pauline lost 15lbs, significantly improving her stamina, strength and sense of well being. Patients are referred to our Active and Healthy 4 Life Scheme by health practitioners to improve their health through an individually tailored fitness programme.
