20 Year Letter/Notice Of Eligibility • Issued after a RC Soldier attains 20 qualifying years of service (minimum of 50 points per year) • Contains an NOE, NGB23A, and DD Form 2656-5 RCSBP Election Certificate • 15 year letter – issued only after Medical Board, Soldier asks for transfer to Retired Reserves, CG authorizes and publishes order.

Retired Pay Formula • Retirement Points divided by 360 = 4.33 • Multiplied by 2.5% = .108 • Times Base Pay (4172.00) = $451.96 Points/360 = x .025 x Base Pay = $$$$$$$

Bottom Line – More points equals more Money

4 Options once you hit 20 Yrs 1. Stay in the ARNG –

Earn more points, Promotions, Drill Pay, Tricare, and Low Cost SGLI

2. Transfer to Retired Reserve

No additional points, continue to accrue base pay raises, SGLI to VGLI, PX, Commissary, Space A Travel for Retiree only

3. Transfer to Inactive Ready Reserve (IRR) – Do your Research, 1 Muster Per Year, Might get deployed

4. Discharge completely (Not Recommended) – No benefits until 60, No pay raises

WHAT IS RCSBP? • The Reserve Component Survivor Benefit Plan (RCSBP) is an Annuity left to your loved ones. It is the only way to leave a portion or your hard earned Retired Pay to someone else

• RCSBP will not cost you a penny until you start to draw retired pay • If retired from active duty, RCSBP elections are voided and there is no RCSBP cost for coverage received 10


RCSBP 3 Election Options • Option A: Decline • Option B: Deferred annuity until RC Soldier would turn age 60 • Option C: Immediate

• Option A (Decline election until Age 60) • No coverage, No Annuity, no one gets anything • If no eligible beneficiary at election, may elect RCSBP within one year of first obtaining an eligible beneficiary • Cost is $0.00 (Single Soldiers, no children, no court order) 12

• Option B (Deferred Annuity) • RCSBP coverage • Annuity pays when Soldier would have turned 60

• Cost is approx. 25% less than Option C

(Married, no children, spouse is financially set) 13

Spouse & Child Option • spouse is primary beneficiary • children are secondary beneficiary and receive the annuity only if spouse becomes ineligible (pre-55 remarriage or death) and they are still eligible • child cost is based on years age difference between Soldier, spouse and youngest child • cost of child coverage is very low • when no eligible children remain, Child SBP cost stops but RCSBP cost continues • all eligible children are covered at one cost

Child Only RCSBP • cost based on age difference between Soldier and youngest child at time of election • $1000 Base Pay, SM is 42, Child is 10, cost is $2.00 • If married and child only SBP is elected, spouse must concur and must be notarized

Child SBP Rules and Eligibility • eligible until 18, or 22 if full-time, unmarried student

• unmarried incapacitated child - eligible forever (if condition was incurred pre-18 or 22) • all eligible children covered at one cost • when no eligible children remain, Child SBP cost stops but RCSBP cost continues

RCSBP Spouse Concurrence • If you elect anything other than Option C, Full Retired Pay, than your Spouse must sign and also have the DD Form 2656-5 notarized.

Termination Feature • one-year window between 25th and 36th months after start of retired pay • spouse concurrence required • barred from future enrollment • no refund of past premiums • No termination of RCSBP premiums because it is for coverage already received 21


No Beneficiary at 20 Year Letter • Decision whether or not to enroll new family members MUST be made within one year of gaining them • New spouse becomes eligible at 1-year marriage anniversary • A child becomes eligible after one year

• Submit request for SBP to HRC within one year to State Retirement Service Office • If no action is taken to elect RCSBP within one year of the first spouse or RCSBP eligible child after NOE to elect RCSBP, the RCSBP election option defaults to Option A, decline RCSBP participation 22

Amount: Annuity is 55% of the amount of your retired pay you elect to cover (base amount) regardless of the annuitants age

In order for an Insurable Interest election for a medically retired Soldier to be valid, they must live one year from retirement or if they die within one year, death must not be attributable to a medical condition for which they were medically retired Insurable interest SBP elections can be cancelled at any time If married or you have a child after retirement, you have one year to cancel insurable interest SBP and elect spouse and or child SBP or you close those beneficiary SBP categories Insurable interest cannot be elected after retirement 196

• Divorce prior to retirement: • If court ordered, Soldier should elect former spouse at retirement or could be held in contempt of court

• Former spouse coverage can be changed if court order is amended or vacated by former spouse’s death • If former spouse is voluntary, can cancel FS SBP and elect for new spouse within one year of marriage • Former spouse and children only covers children of the marriage to the former spouse • When a former spouse SBP beneficiary dies, the Retired Soldier can designate a current spouse
