3.2 Challenges
There were significant challenges reported by the membership. These are highlighted here. It is important to note that the majority of the feedback from the membership was constructive. It offered guidance on what elements of the programme were being used and what parts were proving difficult to use. In addition, they identified the barriers associated with them and where they felt they needed greater assistance.

Very rarely feedback was totally negative on a specific topic. Furthermore, a very contrasting range of opinions was expressed in relation to the very same item of programme. In instances such as this, it may be assumed that education, attitudes and understanding are as much a contributing factor as the programme materials. 3.2.1
Tools and Resources
Many respondents reported negative experiences and opinions of various tools and resources. Many respondents stated that they felt that there is not enough programme resources to support them to deliver Scouting on a week in week out basis.
