NOTE FROM THE RECTOR Dear present and future students, It is widely accepted that higher education is a key factor for social and economic prosperity and cultural development of people and improves individual chances for employability. University of Agribusiness and Rural Development (UARD) is a modern, fast-growing institution of higher education and research, which gained credibility over 23 years since its establishment in 1992 as an independent private Agricultural management college. During that period 25,000 students have graduated and currently it is one of the largest higher education institutions in Bulgaria, occupying the 7th place with its 7200 students. After its transformation in 2011, the university witnessed rapid growth in the number of students and programmes of study. This reflects the institution’s policy for diversification of curricula and modes of study in response to the students and employers’ needs. The internationalization of teaching and content has opened new opportunities for students and staff mobility to a growing number of partner universities across Europe. UARD provides its students with opportunities for cooperation with 70 universities and training centers, farmer organizations and other institutions from countries such as Austria, Belgium, Germany, Greece, Denmark, Spain, Italy, Latvia, Lithuania, United Kingdom, Poland, Romania, Slovakia, Slovenia, France, the Netherlands, Czech Republic, as well as with universities in Kazakhstan, Moldova, Turkey, etc. Our students have access to internships, experiential learning and periods of study abroad and in the country. Student internships have grown dramatically in the recent years, with over 1000 students participating recently. Over 800 students received grants and scholarships with a large proportion of these provided from the European Social Fund. UARD graduates receive European Diploma Supplements in English. UARD is an accredited by the National Evaluation and Accreditation Agency (NEAA) institution. The University quality management system is certified from ISO 9001:2008 standard and undergoes annual audits and monitoring by certified experts. In the National University Ranking for 2015 UARD was ranked in the first place according to the criterion “Student Satisfaction” and second place according to the criteria “satisfaction with the learning environment” and “satisfaction with the social and administrative services”. ECTS and student assessment in UARD The University of Agribusiness and Rural Development operates a credit framework which is aligned to the European Credit Transfer System (ECTS). ECTS is a learner-centred system for credit accumulation and transfer, aiming to facilitate the planning, delivery and evaluation of study programmes and student mobility by recognizing learning achievements, qualifications and periods of learning.

ECTS credits express the volume of learning based on the defined learning outcomes and their associated workload. 60 ECTS credits are allocated to the learning outcomes and associated workload of a full-time academic year, which normally comprises a number of educational units to which credits are allocated. The correspondence of the full-time workload of an academic year of 60 credits according to the national legislation in Bulgaria ranges from 1500 to 1800 hours for one academic year as one credit corresponds to 25-30 hours of work. In UARD the typical workload is 30 hours of work per credit.

Credits are allocated to entire qualifications or programmes, with reference to the National Qualifications Framework. A typical Bachelor degree programme in UARD at level 6 –B of the NQF is allocated 240 ECTS credits, while a Master degree programme at NQF level 7 is allocated 60 or 120 ECTS credits, depending on whether the programme is designed for graduates of Bachelor degrees in the same field of study, or in a different one. Students are formally granted ECTS credits assigned to a particular qualification and its units or components, if they achieve the defined learning outcomes. As an accredited institution, UARD has the legal right to award ECTS credits for programmes in the field of Social Sciences (Economics, Management and Administration). Credits are awarded to individual students after they have completed the requirements of the programme and achieved the intended learning outcomes, as evidenced by appropriate assessment. Students' achievements are assessed by a graded scale, containing the following grade levels: excellent, marked with (6); very good (5), good (4), fair (3) and fail (2). Mark 1 is not applied. The student must obtain at least satisfactory, i.e., “fair” (3) to believe that the exam is successfully taken. Distance learning The Center for Distance Learning offers advanced online learning opportunities for students. Distance learning provision in UARD is accredited by the National Evaluation and Accreditation Agency of Bulgaria. Distance learning at the University of Agribusiness and Rural Development features the following:  Students work in a high tech environment at a convenient time and place and learning becomes an active process;  Distance learning works on an Internet-based platform that allows access from anywhere in the world;  Alternatives are also provided with online lectures and course materials in paper and electronic form to support the learners;  During the learning process modern methods are used, that include interactive learning, animated presentations etc..;  The materials in the system are updated periodically and they are in line with the latest European trends;  There is an opportunity for consultation and a real-time contact via eforum or e-mail to teachers and students;  Exams are conducted in local centers for distance learning equipped with PC’s and Internet access with predefined criteria for assessment;  It is a way to save money, time and energy associated with travel, accommodation, etc.  Distance learning is a particularly appropriate form of training for people with limited mobility;  Students, who reside outside the country for a long time, have the opportunity to have their studies uninterrupted.

Central and Branch Campuses

UARD’s central campus and Rectorate office is located in Plovdiv, on the northern part of the city centre, at “Dunav” boulevard, 78. Plovdiv is known as the City on Seven Hills, situated on the two banks of Maritsa River, 130 km southeast of the capital Sofia. It is the second largest city in Bulgaria. The city is nominated as the European capital of culture for 2018.

UARD has also a campus in the industrial district of Veliko Tarnovo /http://www.vuarr.com/ with a Distance Learning Centre, situated in the city centre.

Ruse campus is situated in the city centre, at a close distance from the railway station. Ruse is situated on the southern bank of Danube river and is important industrial and communication centre of the North-Central region of Bulgaria, providing vital transportation links between Europe’s North and South via the bridge between Bulgaria and Romania. There are excellent facilities for work in auditoriums, laboratories and seminar rooms. All campuses offer full-time, part-time and distance learning opportunities to undergraduate and post-graduate students.

Admissions at UARD

Bachelor programs Conditions for application Secondary education diploma is required for applicants to all undergraduate programmes. Typically, prospective students are admitted on the basis of their results from secondary education matriculation exams. Candidates who graduated before the introduction of matriculation in the school system have to sit on a 2hours’ written exam. Scoring The graded assessment score is formed by six-point scale as an average of three assessment grades:  Bulgarian language proficiency grade taken from the diploma of secondary education;  An average grade based on the grades of two secondary education core subjects from a list (mathematics, informatics, geography and economics, history and civilization, natural sciences, foreign language);  The result from the written exam, or from state matriculation exam or from competitive exam taken in another university, laid out in the year of application. Application process Applicants can fill in the application form available online, or visit one of the admission offices in Plovdiv, Veliko Tarnovo and Ruse. In addition, valid copies of the following documents are needed:  A sample “Letter to the rector”;  Diploma/s for completed education – original and copy. In applying the documents the original is compared to the copy and is returned to the candidate;  ID card – original and copy;  Document for paid fee for participation in the entrance exam. Enrollment: 1. Diploma/s for completed secondary education – original 2. ID card 3. Document for paid semester fee for the first semester 4. Package of documents for registration on sample (name list, contract for education – 2 pcs., student's book, student’s ID card, certificate and declaration of health insurance /for full-time students/) 5. Master programs Conditions for application Candidates must be holders of Bachelor degree diploma. The length of education can be two, three or four semesters depending on the type of programme (professional or academic Bachelor) and field of qualification. Admission to different Master programmes  Applicants to 4 semesters programmes with 120 ECTS credits are required Professional Bachelor’s degree in the same professional field or after Bachelor’s/Master’s degree in a different professional field;  Applicants to 3 semesters programmes with 90 ECTS credits are required Bachelor’s degree in the same broad field of study;  Applicants to 2 semesters programmes with 60 ECTS credits are required Bachelor’s degree in the same narrow field. Classification of candidates is based on the individual result formed as the sum of the average grade of the study and the average grade from the state exams (or thesis defense) of the higher education diploma. The candidates must have minimum grade “good” in order to participate in the ranking. Application process  A sample Letter to the rector;  ID card – original and copy;  Higher education Diploma/s (Professional Bachelor, bachelor or Master’s degree) – original and copy. Enrollment: Successful students upon the receipt of written confirmation from the university admissions office should register within the deadline bringing with them the following: 1. Package of documents for registration on sample; 2. ID card; 3. Diploma/s for completed higher education (Professional Bachelor, bachelor or Master’s degree) – original and copy; 4. In case the receiving of the diploma lies ahead: certificate or transcript of records – original with noted average grade of study and average grade from state exams; 5. Diploma/s for completed secondary education – original and copy; 6. Four photos – format 3,5/4,5 cm 7. Document for paid semester fee for the first semester.

International students’ admissions Application Procedure Eligible for application and training are foreign citizens having a secondary school diploma giving them the right to continue their education in higher education institutions in the country of acquired secondary education. Eligible applicants must: - have a status of a permanent resident on the territory of the Republic of Bulgaria; or - have a status of a refugee; or - be a citizen of a member-state of the European Union or the European Economic Area. Conditions of Application: 1. Applicants for Bachelor programmes must have secondary education diplomas giving them the right to continue their education in the country of acquired secondary education. 2. Applicants must have their secondary education diploma recognized by the relevant Bulgarian authorities. The graduates of non-Bulgarian schools must provide a certificate from the Bulgarian Ministry of education and science for the acknowledgement of this secondary education with marks calculated according to the six point system. Documents: 1. Application Form with short biographical data and desired subjects for further education filled in; 2. Copy of the secondary education diploma and the annex with the grades – for applicants for a full period of study; 3. Certificate issued by a competent body stating that the applicant has the right to continue his/her education in higher education institutions in the country of the acquired secondary education; 4. Transcript of Records – when applying for a partial period of study; 5. Copy of а higher education diploma – if available (when applying in Master Degree Programs); 6. Declaration for the applicant’s financial capability to cover the expenses for the period of his/her study. Admission Criteria for admission: Minimum average grades of disciplines forming the application rates at 62 % of the maximum value according to the evaluation system in the country of acquired secondary education.

Registration: Successful applicants, upon written notification, should submit at the registry office the following documents: 1. Bulgarian Language Certificate issued by a Bulgarian higher education institution – for applicants who have passed a Bulgarian language and specialized preparatory course. Those applicants who have command of Bulgarian and have the correspondent certificate are admitted to education without entering the first preparatory year of studying Bulgarian language. 2. Medical Certificate issued no more than a month prior to the enrolment date and authenticated by the competent bodies in the country of origin; 3. Copy of Citizenship’s Documents – for applicants having dual citizenship and the one is Bulgarian; 4. Four copies of photographs; 5. Printed Copy of the Identity Documents (cards or passports) stating the applicant’s names in Latin letters. 6.A document verifying that the tax for participation in the application competition was paid. The above set of documents can be delivered to the University of Agribusiness and Rural Development using one of the following options:  Personally;  Through registered mail to the address of the University of Agribusiness and Rural Development;  By authorized persons of University of Agribusiness and Rural Development on the territory of the applicant’s country or on the territory of the Republic of Bulgaria. Language Support University of Agribusiness and Rural Development provides a preparatory Bulgarian language course specially designated for admitted foreign applicants. The language and specialized language training both has duration of one academic year. The language course finishes with both written and oral examination conducted by a panel of experts. Applicants who have command of Bulgarian language could pass the exams without entering the preparatory course.

Duration of education: 8 semesters Forms of education: full-time, part-time and distance learning Graduated students gain Bachelor degree according to Art. 42, Para. 1, Item 1, Letter “B” of the Higher Education Law with 240 credits according to European Credit Transfer and Accumulation System (ECTS). The students receive a higher education diploma equivalent to the higher education qualification level 6 of the European Qualification Frameworks, along with European Diploma Supplement.

Finances The programme is focused on public and corporate finances, taxes and tax system, budget and fiscal policy, organization and management of the banks and the banking system, financial markets and transactions, investments, transactions with securities, etc. Knowledge gained in the major forms competences oriented towards management of process and business structures. Graduates can find employment in the financial credit institutions, financial brokerage houses, small and medium-sized enterprises, companies from different sectors and spheres of the economy, financial departments of institutional investors (insurance companies, pension and health insurance funds), customs, tax offices, control authorities, local and regional administrations. Accounting The students acquire theoretical and practical knowledge, skills and competencies for understanding the essence of accounting and accounting information, their relation with the main functions of the enterprise management, the methods and techniques of creating and using accounting information, the regulatory of accounting in Bulgaria as well as its organization in enterprises. The programme aims to provide students with knowledge and skills related to: current accounting of the business transactions and processes occurring in the enterprises; preparation of the annual financial report of the enterprise, based on the correct interpretation and application of the provisions laid down in International Financial Reporting Standards (IFRS), International Accounting Standards (IAS) and National Accounting Standards (NAS); analysis of the financial situation of enterprises. Economics of Tourism Students gain knowledge and skills about economic work in places of interest, tour operators, hotels, spa complexes and others. The programme provides graduates with opportunities to organize self-owned business in the field of attractive tourist services, primarily for foreign guests. In addition there are trainings in 5-star hotels in prestigious resorts in the country and abroad, as well as particular specializations. Graduates will be able to make a career in all spheres of tourism as economists, managers, consultants, self-own business, partners in companies, etc., for example as management and expert personnel in companies from tourist industry – tour operators, tour agencies, hotel, restaurant and additional tourist services; taking positions in the institutional management of tourism on national, regional and local level and in non-governmental tourist organization; as consultants in the development and realization of international and national projects and programs in the field of tourism; as associates in tourist companies with participation of partners from foreign countries; as experts on tourism in state and local administration; organizers of self-own tourist business and others. Management of Municipalities with specialization in Rural Planning and Development Specialization on “Rural Planning and Development” is relatively new for Bulgaria unlike many other countries which have a long tradition. In UARD it completes the training of students in Master qualification degree in the field of management of municipalities. The specialization “Rural Planning and Development” has high degree of interdisciplinarity, expressed in studying economic, managerial, legal and political sciences in accordance with modern trends in development of education and socio-economic practice. The educational goal is toward receiving fundamental and specialized knowledge and skills in the field of regional planning and development, necessary for successful realization of the students. Graduates from this specialization acquire knowledge in the field of: theoretical basis of regional economics, management and policies; methodology and method of regional analysis and research; strategic regional planning; diagnostic and evaluation of regional system; making managerial decision for development of the systems on different territorial and hierarchical rank; programing and projecting socio-economic development at local, regional and central level; development of policies and strategies on national, regional and local level. Management of Rural Regions Accelerated socio-economic development of regions sets specific requirements for professionals who must have a general theoretical and specialized training as well as practical knowledge and skills for effective management and development of policies for economic and social cohesion with a view to eliminating disparities between regions nationwide . Human Resources Management The aim of the Master program is to secure complex and in-depth training of highly qualified specialists, corresponding to international standards of professionalism in the field of human resources management (HRM). The main task of the training is to submit knowledge and to form practical skills for personnel management in terms of global, dynamic and highly competitive market environment. Health Management The Master's program in Health Management aims to provide knowledge and skills to manage healthcare organizations and projects in the field of health through:  Providing a variety of theoretical and specific knowledge of the nature and content of the organization and management of health system.  Acquiring practical skills for implementation of various types of technology in healthcare management and organization and management problems solving.  Creating innovative and analytical thinking skills of graduate students by extensive use of various interactive methods. The Master degree in Health Management gives specific knowledge and skills in the key areas of the health system and its management. The Master in "Health Management" should demonstrate knowledge of:  Organization of health care system;  The nature and content of the management;  The combination of modern technology-based management;  Methods for decision- making;  Healthcare information systems;  Ensuring the quality of health services, good medical practice and medical standards. The Master in "Health Management" should be able to:  To pinpoint problems of the health system and to find methods and technologies for their solving;  To apply quantitative and qualitative methods in health care management;  To have skills for proper use of the management communications methods;  To develop different types of documents for management level (orders, regulations, instructions, plans, instructions, etc.);  • To be able to create health activities reports and to apply methods of evaluating the health outcomes achieved;  To organize and hold meetings at management level;  To respect the fundamental ethical rules in carrying out management activities;  To draw up plans for conducting research in the field of healthcare management.
