Bowerston council to place 1.5 mil levy on November ballot By: JACQUIE HUMPHREY NH Contributor

BOWERSTON - At the April meeting of the Bowerston Village Council, Fiscal Officer Mary Ellen Gooding provided a resolution to declare the placement of a 1.5 mil levy on the November ballot a necessity, as requested by Council at the March meeting. Solicitor Jenna Hokes advised that she has the next resolution in this process prepared for Council’s approval at the May meeting, once rates of how much the proposed levy will generate are received back from the Harrison County Auditor’s office. Council began discussions of a proposed levy to assist with current operating expenses at the March meeting of Council, after reviewing the current budget and tasks that need to be completed in the Village. Determinations from the Harrison County Auditor’s

office will be reviewed at the May meeting of Council. Mayor Milo Baker presented to Council a letter of resignation from council member Amanda Radich. Baker said that it was with regret that he received Radich’s letter and thanked her for her service to the Village. Radich, who was present at the meeting, explained that she is moving out of state for employment. In other discussion, councilman Derek Warner advised that the Village’s Volunteer Fire Department is willing to assist with the flushing of fire hydrants in the Village, but only after all hydrants are repaired and in working order. Furthermore, the Fire Department will require a signed agreement with the Village, relieving them of responsibility for any damage’s that may occur to hydrants during the flushing process. Hokes advised that she can

create this agreement. Other Action: - Approved Resolution 62019, to establish new Capital Project Fund. - Approved Resolution 72019, to reallocate $150.00 within the General Fund to cover amount not previously in permanent appropriations, for annual license renewal and software support for income tax, and to make an additional appropriation of $7,200.00 in in the General Fund for Village share of employee health insurance - Heard a quarterly report from Income Tax Administrator Janeen Scott. - Approved membership to the Harrison County Chamber of Commerce. - Approved perusal of Quiet Title and Easement of lift station in Conotton. - Agreed to limit full time employee’s hours to 40 per week, excluding emergencies. -Approved payment of invoice

to Diversified Engineering in the amount of $4,081.25 for relocation plans of a waterline. - Approved Agreement with the Village of Leesville for water utility shut-off for delinquent sewer customers of the Village of Leesville. - Discussed application and quotes for CDBG grant funding. - Received report from Council Member Paula Beamer comparing utility expenses for 2017 and 2018, to be discussed at the May meeting. - Learned that the Village of Bowerston has one vacant Council seat. The next regular meeting of the Bowerston Village Council will be held on Tuesday May 21 at 7 p.m. in the Village Hall.

Career Center holds successful 2019 banquet By JD LONG

CADIZ – The Harrison County Career Center held its annual banquet and advisory meeting at their facility last Thursday in front of a nice crowd while providing the usual updates from the various department heads. Rich Beatty spoke first on safety rules for the Center. “And I am really proud to say at this point in time for this school year, everybody still has all of their fingers,” he said jokingly. He then turned to the subject of Sally Buffalo Park and picnic tables, which he said they’ve been building for years. But he was approached this year and asked to build beyond the 20 they had planned. So far they’ve built 23 tables and have been given material for eight more. He talked glowingly of the experience all their students had the day before nicknamed as “reality days.” It was a function put on by Huntington back where they supplied each student with actual scenarios

they would carry out in real life called the Game of Life. Tables were set up with two bank representatives to interact with the students and their decisions. Greg Guthrie, head of the welding lab, spoke of his nearly 30 students in the lab and said things were going “very well.” He said some of the students were preparing for their certifications that are coming soon. Allan Albright who heads the diesel program said he also runs the FFA Chapter at the school and his people placed third out of about 12 teams in a recent competition. “So, I’m pretty proud of that,” he told the crowd. He said they competed in three categories in Small Engine, Tractor Trouble Shooting and Mechanical Skills. He added that they pulled in around $12,000 in fruit sales, which he said was one of their better years. Curry Triplett (hospitality) spoke next remarking her students were working with the local businesses through field trips and volunteering if

not employed. She said it was good for their resumés with the experience they’re getting now. She also said three students qualified for the state tournament from a local competition. Matt McFarland heads the graphic arts department and has seen a rise in enrollment this year. He said they’re trying to be more involved in the community by designing art for whoever is interested, such as Gary’s Hot Rod BBQ as an example. He said the Harrison Regional Chamber of Commerce has elected to have McFarland’s people design their website as well. Superintendent Richard Schoene spoke next thanking everyone for coming then talked of where they need to go stating “high expectations of our students here.” He talked of changes to the facility itself with the painting outside plus some paving on the schedule this summer, as some of the projects to expect. He was appreciative to the board for agreeing to “move aside money” for the purposes

of capital projects, which he said allows them to avoid enacting levy’s on the taxpayers. Schoene said they have between 100 to 110 students and next year 10th graders would have the option to “choose a traditional program.” Schoene talked about the ninth grade program, which is going to be called “construction trades” at Belmont. Job Placement Coordinator, Susie Krajnyak talked about the great opportunity she’s experiencing at HCC as one of the newer people. She said the focus is on the “early placement program” for seniors “where they can go out and work the second half of their senior year.” She said how they had the opportunity through this program to nearly get in a full day’s work while expanding their trade and getting into the workforce. County in line for CDBG funds By JD LONG

CADIZ – A second public hearing was presented on Wednesday at the Harrison County Commissioner’s meeting. The hearing was for the purpose of applying for Community Development Block Grant (CDBG) Small Cities Program and the HOME Program funds the county is involved in every year. The county, which is eligible for up to $400,000 as long as it meets the program requirements, is funded under the Community Housing Impact and Preservation Program (CHIP). The Low-to-Moderate Income (LMI) requirements the county qualifies for that they plan on using the funds on are: $232,000 on private owner rehab-HOME funds (five units at $46,000 per unit); owner home repair-CDBG funds ($120,000 for 10 units at $12,000 per unit); general administration-CDBG funds ($47,500) and fair housing at $500. Mary Ellen Haney (Harrison County CIC) stated that a 6th private owner rehab would be done if funds allow it. Also, Resolution (17-19) was read and approved by the commissioners allowing for the filing of Program Year (PY) 2019 CHIP application “and related documents.” The resolution continued stating that both Haney and Jody Hennis (also of the county CIC) are authorized “to act in connection with the CHIP application and to administer the amounts received from the State of Ohio, Development Services Agency through the above mentioned program application including provision of additional information as may be required.” Doug Crabtree, of the county engineer’s office and president of the county EMS Association wished to thank the county CIC office, on behalf of Washington Township and all the townships, for their efforts in securing these funds. “…Has benefited a lot of the townships in the area and it’s a great program and its administered very well and we’re very appreciative of the hard

work put in by the CIC office… ” Crabtree said. Another item for discussion was a new EMS contract the commissioners approved of. Crabtree read the details to the commissioners, which the contract is for a period of one year for county EMS services. “It’s the same basic contract we’ve had before,” Crabtree told the board after stating that it had been approved by the Fire and EMS Associations at a meeting earlier in the month. Crabtree added that the service is provided to all 15 townships and along with the basic contract, where the county provides insurance and “we provide the people with manpower to put in the trucks.” As the commissioners were to vote, Commissioner Don Bethel asked how strong the volunteer forces of EMS service were, which Crabtree replied that, even though “it’s still okay,” the entire country was struggling with finding enough volunteers to work the odd hours where they can be unexpected at times. “It struggles nationwide but… countywide it ebbs and flows, station to station…” he told the board. “We have a few bumps along the way, we’re looking at some paid services throughout the county…” He added that “EMS districts” may be something the townships should look at sometime in the future. “It’s tougher and tougher for people to work three jobs and still volunteer and get up at three o’ clock in the morning and go on an emergency run, and still make it to work at six in the morning,” Crabtree explained. He said they’re always looking for volunteers and encouraged anyone out there who wants to can volunteer and they will get the needed training. Bethel called them the “heroes of the county” and added that the county has been fortunate where those ebbs and flows have not encompassed the entire county at one time. “We’ve never had this entire county of pretty tough sledding,” he said. “It’s been truly a blessing to have volunteers that we’ve had for so long and so many years and continue to have…”
