What a DIFFERENCE a year can make! In the spring of 2008, the Huron City School district began to create a plan to better utilize the space and buildings which they possess. A re-districting plan was formulated and positioned as a means of improving a school system already rated “Excellent� by the Ohio Department of Education. The re-districting plan included renovation of Shawnee Elementary School to create a primary elementary school building for students in pre-school, kindergarten, first and second grade. The plan also included moving grades five and six over to Woodlands Intermediate School to become the home of students in grades three through six. McCormick Junior High School houses grades seven and eight; and the High School remains the same with grades nine through twelve. “After much work by all concerned, I am pleased to announce that the transformation was a huge success! The building alignment allows our staff to create schedules which meet the needs of each particular grade level,� stated Superintendent Fred Fox. The Huron City School District took advantage of the House Bill 264, an Energy Conservation Program that allows school districts to make energy efficiency improvements to their buildings and use the cost savings to pay for those improvements. House Bill 264 gives districts the ability to borrow funds without having to pass a ballot issue for the authority to borrow. This limited borrowing authority has given districts the ability to save millions in utility bills and operating costs, and all at

no additional taxpayer expense. Since the inception of the program, more than 500 Ohio school districts have taken advantage of this opportunity. Shawnee Elementary School has developed a fantastic, bright environment with new windows and energy efficient lighting in part due to the House Bill 264 funding. Ms. Vonthron and the staff at Shawnee Elementary School strive to provide a very “happy� positive learning environment for the elementary students. Transitioning the fifth and sixth grade students to Woodlands Intermediate School has proven to be extremely successful in the classroom as well as the number of disciplinary referrals were down considerably from last year. Students no longer travel outside between buildings, as they go from classroom to classroom. The result has been less congested hallways, as utilization of space is much improved. The building principals have organized the buildings for maximum efficiency as students in different grade levels rarely pass each other during the school day. Woodlands Intermediate School operates on two separate schedules, one for third and fourth grades and another for fifth and sixth grades. Woodlands Intermediate School is essentially two schools within one. Third and fourth grade students continue to operate on somewhat of an elementary schedule, while fifth and sixth grade students operate on a schedule that prepares them for junior high. Mr. Doughty and the staff at Woodlands Intermediate School have done a superb job at creating and adhering to age appropriate

Huron Block Watch Program Launched The neighborhoods of Huron will soon be safer as Block Watch Programs are expected to pop up throughout the community this summer. Acting Police Chief John Majoy and Detective Sean Ryan have been working with the residents of Old Homestead to launch the initial “Huron Block Watch� program. “We are asking the community to be the eyes and ears,� stated Detective Ryan. “Statics show by opening the lines of communication between the community and the Police Department is a way of deterring crime and making communities safer,� he continued.

The Block Watch Program consists of: proper signage stating this is a “Huron Block Watch� neighborhood, educational monthly opportunities, and 12 to 14 resident volunteers. The resident volunteers would maintain open lines of communication with one another via a phone tree and the Police Department. Open lines of communication help the Police Department identify problems and areas that need attention. Each neighborhood that would like to be involved in the Block Watch Program will be assigned an Officer for their area. A meeting will be held to review the basics of the program and a phone tree will be established. Monthly meetings or educational sessions are held as a means to inform the neighborhoods on important issues, such as mail order fraud, identity theft, and other issues that could affect everyone. “We are always looking for ways of bringing the Department closer to the community. This program is just one way of doing that� stated Chief Majoy. For more information about the Block Watch Program or how you can get your

Property owners in the City of Huron are advised the special lighting assessment portion of the bill, which was reduced incorrectly for the first half property tax bill, will be for the balance of the assessment owed. The assessment provides for the cost of lighting public places through the collection of 0.085% of the tax value of each municipal property for 2009, 2010 and 2011. Residents and business owners are encouraged to contact the city with any questions.

schedules and activities for the students. McCormick Junior High is now the home to grades seven and eight only. These two grades are housed within the older building of the complex, as the Annex is leased to the Firelands Montessori Academy. Improved preparation and subject centered learning has been the focus this year for these two grades. Mr. Carter and the staff of McCormick have done an awesome job preparing the students for life at Huron High School. The re-districting plan did not change the grade level alignment of Huron High School; however, it was still an amazing year for them. With approximately 55% of the graduating class earning some sort of local, state or national scholarships and higher than normal test scores & GPA’s. Mr. Ruf and the staff at Huron High School do a great job making these important years memorable and valuable. All of the changes that have been implemented this year have proven to be extremely positive. Whether they were energy efficient changes brought on by House Bill 264 or building alignment changes by moving grades to different buildings or the additional 10 minutes added to every school day, all seem to have demonstrated positive benefits. All these positive benefits combined with an already sound educational system will hopefully help us to see additional improvements as the district strives to maintain our “Excellent� rating from the Ohio Department of Education.

Around Town one lawsuit filed against a member of the police department. For the last eighteen years the City of Huron did not have one lawsuit filed against the police department and during that time we increased our involvement in the community and schools. There are many reasons why that occurred but the major reason is the Huron Police Department prided itself on being a very proactive member of the community and you need personnel to carry out those duties and responsibilities. As personnel cuts are made, the police department can no longer be as proactive and will become more reactive. Several programs or law enforcement duties have been eliminated or reduced with more on the horizon. This will all have an effect on the quality of service you receive and a greater chance for lawsuits with increased liability. Further problems associated with the elimination of police staffing can be found in studies conducted by the National Institute of Justice. The studies have shown that for every full-time officer eliminated, there will be an increase in the crime rate. Another problem is the dependency on less experienced or trained part-time officers. This also has an affect on

I read with great interest the letter to the editor by Councilman Sam Artino. I am concerned about his comments regarding the loss of personnel within the safety forces. He wants you to believe that there will be a great improvement with no loss of service and better efficiency. This belief is only based on the amount of money that is being saved and not the true affects to the safety operations. This type of thinking does not account for other serious variables in a police departments operation. Don’t be fooled that this won’t have an effect on the “quality” of service. Many citizens are not aware that over the last several years the police department has eliminated four positions. This has created a change in services that are not always for the better. When it comes to policing, a fine line has to be drawn between the amounts of money saved versus the safety of the citizens. A police department is a city’s largest liability risk and is tasked with keeping the citizens safe. All of the savings can be lost with

the amount/quality of service and potential for lawsuits. I sat in on many city meetings and every city official agreed that some of the cuts will affect service especially with the number of cuts in the police department. There is no member of council or person to blame for these cuts it’s just the state of the economy. Mr. Artino would lead you to believe that City Council has done nothing with the ICMA study when in fact there have been several meetings and several ICMA recommendations have been instituted. The City Manager with the help of Council and the safety forces are setting a plan of action. These actions don’t happen overnight because they take a lot of thinking and foresight before they can be enacted. The City Manager and Council must grapple with the current resources versus the least amount of disruption to the safety forces. Every year the City Manager & Council set goals and objectives and have met the majority of those goals and minimized the affect to your services. When Mr. Artino doesn’t get his way then City Council is not acting appropriately and not doing their jobs. It has nothing to do with transparency and honesty in government because that has always been part of the City of Huron. Randy Glovinsky, Retired Police Chief

Bicentennial Photo Entry Lions Riverfest Parade 2009 Deadline June 30 Several people have submitted photos for the “Land, Lake and Life in Huron” photo contest, but there is still a little time left for our readers to enter. Entry forms are available at the Huron Chamber of Commerce office, 509 Huron Street. Because of limited display space in the Huron Public Library gallery area, a maximum of 72 entries will be accepted. These will be displayed in the gallery located in the Huron Public Library along with pictures supplied by the Huron Historical Society depicting life in Huron and Huron Township 200 years ago. The contrasts and similarities of these photos and artifacts will be a delight enjoyed by all who visit the gallery. Professional photographers, including Jason Werling, of the Sandusky Register, will judge the photos submitted. The prize for the winning entry will be a “Dinner for Two” at

Amarones Restaurant. The second place winner will receive a $25.00 gift certificate at Jim’s Pizza Box. Winners will be announced on July 11 during the Huron Riverfest weekend. The contest is sponsored by The Chapman Insurance Group, 304 Williams Street, Huron and The Village Gallery and Framer, 105 Wall Street, Huron. The Village Gallery will supply the mounting materials for all entries. These will be available at the Chamber office along with the entry forms. A $5 entry fee for each photo will be required at the time it is submitted. All the photos will be on display at the Huron Public Library from July 14 through the entire month of August, so that they can be appreciated by everyone. Seminars to Focus on Behavioral Health Issues The BGSU Firelands Office for Educational Outreach is sponsoring a Behavioral Health Series featuring a variety of Friday seminars designed for social workers, counselors, MRDD specialists, administrators and nurses who are interested in learning more about behavioral health issues. Contact hours are available for participants. Judi Fischer , MA , LPC, will present “Supervision: Clinical and Leadership Development” on Friday, June 26, from 9 a.m. to 4:30 p.m. Participants will learn the models of supervision, skills to strengthen supervisory relationships and the role of evaluation. This workshop will satisfy the Counselor, Social Worker, Marriage and Family Therapists Boards’ designation for training supervision.

“The Skilled Helper: Understanding Grief and Loss” is scheduled for July 24 from 9 a.m. to 4:30 p.m. Fischer will give participants an overview of the grief process, including common phases, types of losses and signs of complicated grief. On Aug. 14, Fischer will present “Ethics of the Profession and the Professional” from 9 a.m. to 4:30 p.m. An emphasis will be placed on professional wellness, values, welfare of clients and policies of decision making. This workshop is designed to benefit counselors and social workers with their three hour requirement for license renewal. Gayle A. It’s that time of year again! Before you know it, Huron Riverfest Weekend will be upon us. The Parade will be held on Saturday, July 11, 2009, beginning at 11 a.m. The Huron Lions Club has been the host of the Huron Riverfest Parade for the past 17 years, prior to that the Water Festival Parade. The Lions Club is welcoming any members of the community to be participants in this year’s parade. In order to participate in the parade, participants must complete a parade application and waiver

FROM THE BENCH Temporary Driving Permit Procedure Changes If you desire to obtain a temporary driving permit, commercial driver’s license or a motorcycle endorsement, the proceBY JUDGE BILL STEUK, have HURON MUNICIPAL COURT dures changed as of December 15, 2008. Customers first must visit the Ohio State Highway Patrol Driver Examination Station to take a knowledge test as opposed to purchasing a temporary packet before taking the test. A photo will be taken at this time. Customers must bring two (2) forms of identification for the test. Examples of identification needed are a birth certificate and social security card. A complete list of acceptable forms of identification is found at the Bureau of Motor Vehicle website at www. bmv.ohio.gov/driver-license/aid.htm. Customers will be able to purchase the temporary permit from the Deputy Registrar only after successfully passing the knowledge test. This new procedure reduces paperwork, increases efficiency and also insures that the person taking the test is the same person who

A Dinner-Theatre Opportunity for “Our Town” The Huron Playhouse season will begin next week. To celebrate Huron’s Bicentennial, the play, “OUR TOWN”, was selected to be presented from July 21 thru July 25. Milestones OBITUARIES Lorainne Berardi, Dec. 19, 1955-June 20, 2009 Lorainne E. “Lori� Berardi, 53, of Monroeville, went on the wings of an angel to the loving arms of Jesus early Saturday morning, June 20, 2009, after fighting a sevenmonth battle with cancer, and passed in Stein Hospice Care Center, Sandusky, surrounded by her loving family and friends. Lori was born Dec. 19, 1955, and raised in Sandusky. She was a 1973 graduate of Perkins High School. Lori, with the rest of her siblings, was raised and worked at Cedar Point Amusement Park making Famous Berardi French Fries until the family left the park in 1978. Since that time, Lori shared her love of restaurants and managed various restaurants within the local area over the years. She was a loving sister, mother and friend to many who had the privilege of knowing her throughout her lifetime. Her smile, humor and hard work will be missed by all of

us. Lori had a great deal of love and compassion for her pets and a tenderness that was all her own. She is survived by her only daughter, Amber Rose Melson; companion of 28 years, Dan David; her seven brothers and sisters, Robert (Kathy) Berardi, Denise (Larry) Walland, Carol Berardi Arif, Joanne Berardi, Maria (Raj) Berardi-Nainee, Susan (Larry) Fawcett, Albert (Darcy) Berardi; and numerous nieces and nephews, as well as many treasured friends. She was preceded in death by her parents, Albert and Roseanne Berardi; grandmother, mama B; grandfather, Secondo Berardi; uncle, Eugene Berardi; and several aunts and uncles. At her request, cremation will take place. The family will receive friends from 5:30 p.m. Thursday in The Chapel, 4444 Galloway Road, Sandusky, until a memorial service at 6:30 p.m. celebrates her life. A gathering will take place at the church following the service. Lori’s mother was raised in a children’s orphanage run by Hindustan Bible Institute where many girls ages 9-14 live and are raised to learn and understand the love of Christ. Chicotel, 85, of Huron died unexpectedly at her home Monday, June 22, 2009. She was born April 24, 1924, in Chicago, and was a lifelong resident of Huron. She was a member of St. Peter Catholic Church, Huron, and enjoyed gardening around her home. She was a sports enthusiast. She is survived by her daughter, Donna (Danny) Kidd of Huron; two sons, Danny (Beverly) Chicotel of Findlay and Ralph (Nancy) Chicotel of Huron; seven grandchildren, Scott (Sarah) Kidd, Mark and Alex Kidd, Katie, Andrew, Christopher and Amanda Chicotel; four great-grandchildren; and a brother, Joseph (Rose) DeFazio of Huron. She was preceded in death by her husband, Ralph Chicotel, in 1993; and her parents, Mario and Minnie (Fantozzi) Chicotel. Gardening Bicentennial Flower Show Information By now everyone should know there is a flower show about to happen this coming Saturday, June 27th at St. Peter Catholic Church, 403 Main St. in Huron. The show is free and open to the public to attend and to participate. If you want written instructions please MARY STRAYER, MASTER GARDENER pick up a copy at the Huron Library. However, if you are just curious about how the show is done, below is some general information. First of all, take a look around your gardens, and see if there are any really pretty flowers blooming. Then pick one, and bring it to the flower show, and

enter it into the show. When you bring your flower/flowers to the show, bring them in clear glass bottles so all the stem is visible through the bottle. When you look at the information sheet from the Library about the rules for the flower show, you will see it say same of the specimens or flowers need to be disbudded. This means flowers like roses should only have the flower that is open left on the stem. Others are carefully taken off. All leaves below the water line are removed as well. Some of the other plants and flowers being judged are houseplants. Do you have an African violet that is blooming wonderfully now? If you do, take off all dead leaves, and bring it to the show for competition. If you have a pot of many kinds of houseplants in one pot, don’t bring that, because we judge each type of houseplant individually, and not in a mixed variety pot. All of this

information is available to you on the handouts at the library. Even if you decide not to bring a specimen, please stop by the church at 12 noon to 2PM to look at the display of flowers and plants which were judged. There will be an educational exhibit as well as 5 invitational exhibits, which means they are done by people who have already won previous Best of Show at other flower shows. Their exhibits should be the best done and top quality, thus well worth the time to come and see. While you are walking around, please feel free to ask as many questions as you like of the people at the show. If you love gardening, do consider joining one of the local garden clubs. Garden Clubs are a great place to learn, meet people who love gardening, and most of all to have fun. The Red, White and Bloomin’ Garden Tour, the annual event sponsored by the Huron Historical Society, will be held this Saturday, June 27, from 9 a.m. until 1 p.m. Tickets can be purchased for $15 at the following locations: Huron Ace Hardware, Curves, the Huron Chamber of Commerce, and Barnes Garden Center. The tickets will contain a map and description of the tour. Tickets will also be for sale on the Center Street side of the Huron Public Library from 8:30 until 9:30 on Saturday, the day of the garden tour. Tour participants will be treated to a continental breakfast between 10 a.m. and noon in the “alley� at Chaska Beach. ARTirondack Chairs will be on display at various stops on the tour, a special that treat no one will want to miss. All proceeds received from the tour will help fund the work and community activities of the Huron Historical Society.

The Challenge is on!! This year, the NOMS/Huron Tiger 5K has put the challenge out to everyone. Come out and join the rest of the town as we Run Huron. Thirteen age categories for both men and women will be awarded medals to the top 3 individual finishers who run the streets of Huron.
