TELLTALES BY JOHN SCHAFFNER I had a very interesting weekend at the Mid Atlantic Community Papers Association Spring Conference in Harrisburg, PA. Probably the most interesting workshop was the one given regarding the “Newspaper Next” project funded by the American Press Institute. One of the key elements was the concept of the local newspaper helping people with their “Jobs to be done” in their daily lives. What information can we provide, and through what channels (newspaper, internet, mobile) that will help people get through their days. In other words, what can we, as an organization, provide you, our “audience” with to help you live here and live here well. I am certain you will be hearing more about changes coming. –––––––– Our “Win it on the Web” Contest winner this week is Mary Bernower of Alliance chosen from 46 entries. Admission is $125 and a continental breakfast and lunch is included. –––––––– Catawba Island Club is hosting a Wine Tasting Event benefiting Riders Unlimited, an equine assisted activities and therapies program for individuals with disabilities, this Friday, April 24 from 7-10 p.m. Besides the wine tasting, the evening will include a strolling supper, silent auction and a classical guitarist. The focus is on helping to bring attention to the tragedy of domestic violence of all kinds and its impact on the community. Rally speakers will include Port Clinton Mayor Debbie Hymore-Tester, Linda Hartlaub, director of Ruth Ann’s House and Ottawa County Sheriff Bob Bratton. One of the more interesting elements is the “Clothesline Project”, with will display an article of clothing for every reported incident of domestic violence. The event will end with a march to and from the Courthouse, with a special candle-lighting ceremony. Donations can be made through the Port Clinton Area Chamber of Commerce. –––––––– Last week we told you about Kit Lynch’s success with Olentangy High School’s DECA program. How about another legacy at the same school? Steve Gipe, son of former PCHS swim coach Ken Gipe, is the head boys swim coach there, and has taken his team from a small group of 6-8 boys to 15-17 swimmers and an 8th place finish in the Division II State Meet this year. The girls coach is Dan Harris, a graduate of Colonel Crawford High School, also swam at the Ken Gipe Relays. –––––––– ON Sunday, April 26, the Oak Harbor Knights of Columbus will sponsor an “all you can eat” Family Breakfast at St. Boniface Catholic Church beginning at 9 a.m. Donation is $5 for adults, $4.50 for “seasoned citizens” and $3 for children under 12. Proceeds are earmarked for the new carpeting for the Peace Fellowship Hall. –––––––– There are something like 8 or 9 Ottawa County residents who will be participating with the Lake Plains Barbershop Chorus’ annual concert Saturday night at Fostoria High School. One of the top barbershop quartets in the Country, The Humdingers, will also be featured. I have attended this concert several times, and it’s a dandy! Tickets are $14 at the door and the show starts at 7:30 p.m. –––––––– With our recent good weather, it is time to take out the golf clubs! The annual meeting to kick off the season for the Tuesday night Ladies Golf League will be this Tuesday, April 28 at Oak Harbor Golf Club at 7:30 p.m.

No Discrimination Found at PC Schools BY CHRIS MCBAIN-BERRY ASSISTANT EDITOR

The Port Clinton City School District has received word from the U.S. Department of Education, Office of Civil Rights, that their is no evidence to support a claim of racial discrimination against one of its students. The case dates back to the fall when Lee and Sarah Horne alleged that their son Tory, was prohibited unfairly from being able to play basketball or participate in other extracurricular activities for the year because he was caught smoking on school property. Superintendent Patrick Adkins stated, “We are not surprised by this ruling but pleased that it validates the great lengths that our staff and administration go to in assuring that all of our students are treated equally. While cases of student discipline are never easy, we consistently follow district rules and guidelines as stated in the student handbooks and district policy.” According to the official finding, the U.S. Department of Education personnel said that they interviewed witnesses from both sides as well as reviewed documents from each which led to the findings. The agency also reviewed the discipline records for all students including their race and found all were disciplined in the same manner as it disciplined the student. The letter reported that during the 2006-2007 and 2008-2009 school years, 50 students received punishment-43 were white and 7 were minorities. Eleven white students were banned from extracurricular activities after committing two major offenses just as the student in question. In the beginning of each school year students who participate in extracurricular activities sign an extracurricular code of conduct. The policy tells the disciplinary penalties for violation. Parents and students are invited to come to a meeting to discuss the policy. The policy is also provided in the student handbook, and parents and students sign a slip of paper indicating that they have read the document. According to Superintendent Adkins, they returned the code of conduct slip. The school district’s handbook states that those students who participate in extracurricular activities and have offenses must carry the discipline over from year to year if it cannot be served during the period in which the violation occurred, and it increases with each new offense. The PCHS Student Handbook also says that it is a 24 hour, 365 Day Accumulative Contract, and participation in all extracurricular activities involves a year-round commitment. The policy also states, in part, that its purpose is to promote a caring concern with assistance for students. The mission of the Port Clinton City School District is to inspire excellence in character and performance in every student by providing a safe, supportive and challenging environment, using community resources and enabling our students to positively impact society.

Pinwheels for Prevention Pinwheels have become part of many landscapes during the month of April, Child Abuse Prevention month. Each one displayed represents a reported case of child abuse and neglect in Ottawa County last year. The message of hope that they send is that together the citizens of Ottawa County can end child abuse at just the right time…before it starts. Displays such as this one at the Department of Jobs and Family Services Rte. 163 in Oak Harbor can be seen in all 88 counties of Ohio. The Pinwheels for Prevention campaign is sponsored by CAP of Ottawa County who wishes to thank the Ottawa County Prosecutors Office for purchasing the 155 pinwheels which were planted this year.

Cliffhanger!!! Remember the primary rule of the boating road…”Red, Right, Returning”. Well, sadly, the boat above was a little blurry on that one coming back from Put-in-Bay in the early hours of Sunday morning, and wound up on the north jetty at the entrance to the Portage River. –js

Boat Rescue Rescue Marine responded to a call from a 26’ Searay hard aground on the Portage River jettee Sunday April 19. The salvage vessel Theresa was on scene along with the quick response of the vessel Mary C and several other response vehicles. After a thorough survey of the wreck, Rescue Marine Salvage Masters Jake Dunfee and Denny Keller agreed upon a salvage plan for the Searay Nada Mas. As dozens of on lookers watched from the Waterworks Park parking area, salvage riggers attached several float bags, providing 4,000 pounds of floatation to the Searay. The flotation was added to accommodate for any unknown hull damage. The Theresa crew secured a line to the Searay and began to pull on the wreck. The wreck was successfully removed and delivered to Brand’s Marina. Rescue Marine is a locally owned marine towing and salvage company operating out of Port Clinton, Catawba Island and Marblehead. They have been in business in Ottawa County since 1965.

First Summit of Ottawa County Councils to Share Ideas All eight municipalities in Ottawa County will participate in the first ever Summit of Ottawa County Councils to be held on Saturday, April 25th in Port Clinton. Representatives from Port Clinton City Council and the Village Councils of Clay Center, Elmore, Genoa, Marblehead, Oak Harbor, Put-in-Bay and Rocky Ridge will attend. Port Clinton City Councilwoman Debra Benko developed the idea for the Summit, and the City Planning and Development Committee, which she chairs, is organizing the event. “Municipalities in Ohio face unique challenges in this economy because of the impact of job losses on their residents and on municipalities’ revenue streams,” Benko said. “The Summit provides a venue for Ottawa County’s municipalities to discuss legislative ideas, to explore regional collaboration, and to leverage support with elected officials at the state and federal levels.” Benko said that the Summit’s format will encourage action and follow-up so that the Summit fosters future collaborative efforts among the councils. Susan Cave, Executive Director of the Ohio Municipal League, will serve as a moderator, and speakers will include Eileen Granata from the Ohio Department of Development. Roundtable discussion topics will include: Economic Development and Other Revenue Streams; Infrastructure; Regionalization and Intergovernmental Agreements; and Fire, Police, and Park Joint Service Districts. Port Clinton City Council members Debra Benko, Valerie Culver, Jim Hansen and Mike Snider will serve as roundtable leaders.

What a great and wonderful display of Middle America yesterday. The average American citizen peacefully displaying their sincere concern over big government, excess taxation, and new rules and laws to strangle our freedoms. The left backed by the media tried to characterize this wonderful event as right wing extremist, but if any TV media covered it, you would see middle America, peaceably expressing their concerns, real democracy in action. MSNBC used vulgar language to describe this gathering. By contrast on the same day, left wing professors at the

University of North Carolina encouraged students to shout down Congressman Tom Tancredo to speak on immigration issues. The left is very intolerant and full of anger, and hatred. Also in the same day Secretary of Homeland Security said about our heroes who have served. Our veterans are a source of potential terrorist by right wing extremist. Secretary Napolitano won’t apologize for these inflammatory remarks. Also at the same time, extreme left wing Congressman Waxler from California wants to pass a law that citizens can sue the Federal government if they think they have been damaged by global warming. What in the world is happening to our country, no wonder we are having Tea Parties.

SoundOff Dear Editor, Some thoughts for those who attended a “Tea Tax Party… You said what you are against, what are you for? The original Tea Party demonstrated not that taxes were “too high” but that colonists through their representatives should tax themselves and spend the money. We now have a representative government, so what’s the problem? Representative government is based on you, as in “We The People”. NOT the multinational corporations controlling our food supply, agriculture and obviously jobs. NOT the top wealthiest 1 % in the nation now hold a greater share of the wealth than anytime since the 1920s and still want a tax reduction. Certainly not the politicians who promoted “free trade” while disguising their real intent of “free labor” and “let us pollute at will”. Yes, we have been negligent in allowing our leaders too much power and not challenging their policies. But slogans like “no new taxes” or “socialist” cannot bring us out of debt, only divert attention from the real issues. Only educated, active citizens who understand their responsi-

If an army runs on its stomach, a 4th of July Celebration runs on a wallet! The parade, ice cream social, community band concert and evening fireworks display carries a price tag of approximately $10,000; of which $8000 is dedicated to the fireworks display. Unfortunately, it seems as if current economic conditions are interfering with plans to continue Port Clinton’s 4th of July Celebration. As of April 15th, total funds raised for this year’s event are $4480.92. Although there is still over two months to go until the calendar reads July 4th, the time to finalize festivities is rapidly approaching. Parade participants from near and far need to be secured very soon, and because of scheduling issues, the deadline for a go / no go with the fireworks company is May 15th! Unfortunately, I have to report that as it stands right now, current funding is not favoring any community activities on the 4th of July. I don’t think I’m alone when I say a July 4th without fireworks is like Thanksgiving without a turkey! Therefore, if we want a minimum celebration we are only $3519.08 away from a fireworks display - with less than 30 days to get there! What can you do to help? Catawba Island Township Cleanup Week Planned Starting Monday, April 27 through May 3 large dumpsters will be located in the parking lot across from the Community Hall on Northwest Catawba Road for Catawba Island residents only. There will be assistance from the maintenance staff from 8 a.m. to 6 p.m. during the week and from 8 a.m. to 4 p.m. Saturday and Sunday. This is only for the disposal of household items. Do not bring paint, tires, batteries, garbage or any hazardous waste or yard waste. Mulch loading will be April 25 from 8 a.m. until Noon, and it will begin again on May 9th.

Sixty-two of Ohio’s 88 counties saw an increase and in some (27 counties) the increase reached double-digit rates. Urban counties led the pack, seeing the highest rates of increase, but people in rural counties are also feeling the housing pinch worse than they had earlier. 2008 saw 85,782 new foreclosure filings, a 1.2% increase over 2007. This represents a 70% increase over filings ten years ago. In fact, it now appears that there was one foreclosure filing for every 60 housing units last year. The ten counties that saw the biggest increase were either in northwest Ohio or Appalachia. And counties with 50,000 (or below) population saw an average 4.9% growth in foreclosures last year. The foregoing figures were compiled by “Policy Matters”, a non-profit research institute in Cleveland and Columbus. Of all the signs of a failing economy, I believe the most telling is the growing foreclosure rates. They indicate that homeowners are un/underemployed and with just not enough money to meet their house payments. While some of this is due to loans being over-extended to unqualified buyers, it is also due to people who just can’t afford to live comfortably these days, even unable to meet rental payments. This accounts for the fact that so many families are choosing to bunk in together in order to save costs. One I really liked was this: “I didn’t know if my granddaughter had learned her colors yet, so I decided to test her. I would point out something and ask what color it was. She would tell me and she was always correct. It was fun for me so I continued. At last, she headed for the door, saying, “Grandma, I think you should try to figure out some of these yourself!” And here’s another: A six-year-old was asked where his grandmother lived. “Oh,” he said, “she lives at the airport. When we want her, we just go get her. Then, when we’re done having her visit, we take her back to the airport.” The one I liked best: A child said, “My grandparents are funny. When they bend over, you hear gas leaks. And they blame their dog!” ~~~~~~ It’s good news indeed that the LEIHS Lake Erie Islands Historical Society - (with its museum in the village of Put-In-Bay) has acquired a collection of some letters, diaries, photographs and books that belonged to some of the descendants of John Brown Sr., the famous abolitionist of the Civil War era. His son, John Brown, Jr., moved to South Bass Island in 1862. The “Brown-Alexander Collection” was put up for sale last December and Kendra Koehler of South Bass Island was able to obtain some island “treasures”, although many were out of the financial reach of the LEIHS. Kendra did get Edith Brown-Alexander’s diaries, a journal that possibly belonged to John Brown, Jr., papers, letters, memorabilia, a tablecloth, and photographs. Later, at a second auction, Kendra also acquired some of the household effects. Congratulations to the Society for making this exciting purchase. Maybe we’ll see some of it on display this summer.

Items accepted include washing machines, dryers, ovens, stoves, hot water heaters, refrigerators, freezers, microwaves, dehumidifiers, furnaces, air conditioners, water fountains, etc. Items made of steel, such as grills, lawn mowers, and propane tanks will also be accepted. Tree Packing a Success Armed with aprons and smiles, Oak Harbor FFA students and several volunteers assisted in packing evergreen seedlings and shrubs for the Ottawa Soil and Water Conservation District in April. The annual “tree sale” program has been offered to landowners for over 32 years. This low-cost program offers varieties of hardwoods and evergreens. Individuals can also purchase wildflower packets, native plant packets and butterfly houses. The district thanks the following volunteers for helping make this program a success: Roland Sandrock, Ron Sandrock, Tom Riedeman, Oak Harbor FFA Students and Sarah Harder, left, and Kelly Meyer of the Oak Moore Orchards. Lions Club Names Student of the Month The Lions Club of the Marblehead Peninsula has announced the selection of Tikhon Ruggles as March’s Student of the Month. Tikhon is a Danbury High School senior and the son of Mr. and Mrs. Clifford Ruggles. Currently ranked first in his class, Tikhon is captain of the Danbury Academic Challenge Team and in charge of public relation for the National Honor Society. He is a member of the Foreign Language Club and Key Club. He is a four-year member of the Laker Band, serving as vicepresident and quartermaster this year. Tikhon has earned both his Academic and Activity Letters and has lettered in cross country and track. He is also a member of the Laker pep and stage bands and serves as a library aide. In his spare time Tikhon enjoys reading books on science and philosophy. He is active in the local Boy Scout organization and has attained the rank of Life. After graduation Tikhon plans to attend the United States Merchant Marine Academy, an appointment of which he is very proud. The most influential person in his life is his father. “I hope to model my future around his naval career.” The staff comments that Tikhon “is a strong academic student, who is not afraid of a challenge. He is active in many community service projects and serves on the Ex Libris Board.”

North Point Educational Service Center has announced the 42nd Annual Five-County Invitational Art Exhibit to be held April 25 and 26 at Oak Harbor High School. The Host for this year is Robert VanHorn, Art Teacher at Oak Harbor High School. Art teachers from Erie, Ottawa, Sandusky, Seneca and Wood counties will fill the hallways, cafeteria area and auditorium area with quality examples of artwork produced by students and art teachers. Judges will grade various student categories for both middle school (grades 7-8) and high school (grades 9-12). Best-of-Show will be awarded in both age groups. Area Students Receive Scholarships The Ohio Chapter of the P.E.O. has awarded scholarships for $3,900 to six area students for the 2009-2010 academic year. Sponsored by local chapter AL, recipients are: Ashley Brown, $500; Hallie Dahlhofer, $750; Megan Dodge, $500; Alexis Dunfee, $1,000: Emily Provonsha, $575 and Jessica Sheppard, $500. Awards are based on scholarship, academic initiative, need and leadership. Greg Perry, a former PCHS student of Tom Maher, will be in New York City to receive the Heart of Green Award on Thursday, April 23. Greg’s 2008 marketing class at Beachwood High School started a Green Dream program. They raised enough money to remodel their classroom with all green products. This year’s class is continuing the Green Dream to raise funds for solar panels for the classroom. Greg’s class nominated him for his continuous involvement and inspiration while undergoing chemo treatments. Brad Pitt is a former recipient of this award.

He was born in Pike County, Kentucky on December 14, 1926 to James and Polly (Wolford) Blankenship. Health Edgewood Manor Nursing Center Stress Reduction Program Offered Announces Grand Opening of at Magruder Transitional Living Unit Edgewood Manor Nursing Center has announced the opening of a Transitional Living Unit – a careful evaluation process for rehabilitative patients to ensure readiness for discharge to home. The Transitional Living Unit compliments the facility’s Homeward Bound Program, a program for rehabilitative patients with specific therapy needs with the goal of returning home. Edgewood has rehabilitated 14 residents so far this year, and they were able to return home safely and with confidence. The Transitional Living Unit is an apartmentlike setting complete with a full-sized bed, dining table and private bath. It also has many comforts of home such as a microwave, mini-fridge and dinnerware. “It is our goal to ensure that our residents can independently function in our Transitional Living Unit.” said Kaye Lipstraw, Director of Nursing. “The unit builds confidence and also allows us to address any areas of weakness prior to the residents’ return home,” Lipstraw added. While residents are preparing for their return home, the facility encourages family members to stay with their resi-

Dr. Keith Seibert will offer his Stress Reduction and Relaxation Program in the Magruder Hospital Conference Center. There will be a free informational session on Thursday, May 7th from 7-8 p.m., and the program will run on Thursdays from May 14th through June 25th from 7-8:30 p.m. Cost for the program is $10 per session or $50 if paid up front for all seven sessions. This program is for people who are looking for personal and effective ways to handle stress, anxiety, pain, illness and life in general. While a doctor’s order is not needed, as with any new program or intervention, it is a good idea to discuss with a physician. This program should in no way replace any current course of therapy that a person and their physician are pursuing. Dr. Seibert, who has been in practice in Port Clinton since 1980, will be the instructor. He has presented this program approximately twenty times, mostly locally, but also in Toledo and Sandusky. He has worked with relaxation and meditation since 1977 and studied with Jon Kabat-Zinn and Saki Santorelli at the Omega Institute in 1993 at the first offering of the professional certification course. The program initiated in the 1980s at the Department of Medicine at the University of Massachusetts Medical Center where research continues to demonstrate the power of the program. It is designed to help individuals become more stress hardy so they are able to more consciously “respond” to stressors instead of “reacting” in ways which may have previously been detrimental. It can be a way to gain immediate access to one’s own inner resources for coping effectively with stress. One of the main proven and beneficial outcomes is the ability of the participant to “self regulate” chronic pain. Participants will learn and practice relaxation techniques which may be targeted to any area of the body especially areas of disease, dysfunction or pain. Typically participants are calmer, less tense, less quick to react, more peaceful and more energetic. This program is an opportunity for an individual to learn some new personal skills in the supportive environment of a group without having to divulge issues, air problems or discuss their situation with the group. Business Magruder Hospital Imaging Services Rate Perfect Magruder Hospital’s Imaging Services Department recently underwent two large inspections in the same month. The department’s nuclear medicine service had an unannounced inspection by the Ohio Department of Health and the department’s mammography technology also underwent an inspection by the Department of Health and Human Services Food and Drug Administration (FDA) for the renewal of the hospital’s Mammography Quality Standards Act (MQSA) certification. Both inspections are routine. The purpose of the nuclear medicine inspection was to determine whether activities authorized by the hospital’s license were being conducted safely and in accordance with Ohio Department of Health’s rules and regulations. The nuclear medicine inspection consisted of selective examinations of procedures and representative records, standards compliance, inter-

views with personnel, a tour of the department, demonstrations and observations of activities in progress. The MQSA provides a general framework for ensuring national quality standards in facilities performing mammography, requires that each mammography facility be accredited and certified, and mandates that facilities will undergo annual inspections. As of April 1, 2009, only 8,764 facilities across the nation, that perform mammography services, are certified. Magruder is among these top facilities and was commended by the FDA for having no occurrences. “The Imaging Services Department was found to be in complete compliance with all of the Ohio Department of Health’s standards and the FDA,” stated Linda Badamy, Director of Imaging Services for Magruder.

Financial Focus You Can Help Move a Mountain (of Cash) In an uncertain economy, it’s natural for people to “tighten their belts” by cutting down on their spending. Before we get to the possible pitfalls of hoarding cash, let’s consider your fellow Americans’ recent savings habits: • How much? In the last quarter of 2008, the personal savings rate was 2.9 percent, the highest level since the third quarter of 2001, according to the U.S. Department of Commerce. • Where? People are putting their money in what they consider safe vehicles. At the end of 2008, the ratio of money market fund assets and bank savings deposits to stocks — as measured by the Wilshire 5000 Index, one of the broadest market indices — was 95.4 percent, ac-

cording to Ned Davis Research. (Keep in mind that the Wilshire 5000 index is unmanaged and not available for direct investment.) This ratio is the highest it’s been since money market accounts were created in the early 1980s. Of course, given the stock market decline, it’s not surprising that so much money is going into these accounts, because people are looking, above all else, to preserve their principal. Consequently, as a nation, we are now sitting on a “mountain” of cash. However, the trip up this mountain does not come free. While it’s true that these vehicles may help preserve your principal, they may not provide you with returns that can keep up with inflation, which means that the more of these instruments you own, and the longer you own them, the greater the likelihood that you will lose purchasing power. Furthermore, if you’re putting most of your assets into cash, you’re incurring “opportunity cost” — the chance to invest that money into vehicles that have the potential to provide the growth you need to help achieve your long-term goals, such as a comfortable retirement. So here’s the situation: On the one hand, you have a tough economy and a stock market that has probably already saddled you with losses. Byle had a three-day total of 15 walleyes weighing 92-9 to net him the win and $82,000. “Today was a miracle,” said Byle, who got his first Walmart FLW Walleye Tour victory this week. “This has been a personal goal of mine since I started fishing the Walleye Tour in 2000. “Lake Erie is the best fishery in the world,” Byle said. “I cannot wait to come back and fish another tournament here. Business Terra Announces New Wind Power Technology Certificate To help train employees necessary for new green-collar jobs, Terra Community College will offer a new Wind Power Technology Certificate beginning this fall. “This certificate will prepare students for a rewarding career in the fast-growing field of renewable energy,” said Bruce Meyer, Dean of Technologies and Workforce Development at Terra. “And it will be stackable, meaning a student can use their certificate credits toward an associate degree.” Programs like this will be critical as business, industry and governmental agencies attempt to protect the environment and develop sustainable energies. It is also key for workers who need to transition to other jobs after factory closures and lay-offs. Daniel Esty, director of the Center for Business and the Environment at Yale University, recently told the Community College Journal that community colleges will be heavily involved in the greening of America. “There will be substantial opportunity in the green economy this year and the years ahead,” he said. “Despite the economic difficulties facing so many industries, the clean-tech world looks poised for growth. And the training provided at community colleges may be critical in terms of positioning people for a good number of these interesting opportunities.” The Wind Power Technology Certificate at Terra deals with the areas involved in the production of electricity from wind power, including turbines, the towers and the actual generating units. John Fellhauer of Fellhauer Mechanical Sys-

tems will be the instructor for the wind power classes. He recently announced that he and Oak Harbor resident Curtis Stokes are opening a wind turbine manufacturing company in Portage Township. SUREnergy, which stands for Sustainable Use of Renewable Energy, will assist customers in everything from applying for government rebates to the actual installation. Terra’s Wind Power Technology Certificate program consists of about 21 credits. Classes include: DC Circuits, Electronics, Electricity, Power Electronics, AC/DC Machines, Electrical Codes and Prints, Safety, Hydraulics, Fundamentals of Wind Energy and OSHA Standards: Wind Energy. According to David Widawsky, acting director of the National Center for Environmental Innovation at the Environmental Protection Agency, community colleges in particular are well positioned to help students “green” their trades. Many people, such as electricians, already possess transferable talents, relevant experience and often academic degrees, Widawsky told the Community College Journal. The “upskilling” of existing expertise through additional training, he said, only opens the door wider to employment opportunities. Registration for fall semester at Terra begins April 15. New students are encouraged to apply for admission now. The American Recovery and Reinvestment Act of 2009, which the President signed into law in February, provides for a one-time payment of $250 to people receiving Social Security and Supplemental Security Income (SSI) benefits. The one-time recovery payments will go out in May 2009, and all payments should be received by the end of May. In April, Social Security will send a letter with additional information to each person who is eligible for the one-time payment. The payments will be sent automatically, meaning no action is required on the part of the person receiving benefits. The economic recovery payments will be made separately from a person’s regular monthly payments. All adults who receive Social Security benefits, including disabled adult children (but not minor children) are eligible for $250 payment. In addition, all persons who receive SSI payments, including minor children, are eligible for the payment. Anyone who receives benefits or who was eligible to receive benefits during any of the three months prior to enactment (November and December of 2008 and January 2009) will receive the one-time payment as long as the address of record is in one of the 50 states, the District of Columbia, Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, or the Northern Mariana Islands. The payments will be made in the same way that regular monthly payments are made. People with direct deposit will receive their payments electronically. Those who receive paper checks will receive their payments in the mail. People who receive regular payments through the Direct Express debit card will receive their one-time payments through the card. If someone receives both Social Security and SSI, only one payment of $250 will be made. The economic recovery legislation also provides for a one-time payment to recipients of Department of Veterans Affairs (VA) and Railroad Retirement Board (RRB) benefits. However, if you receive Social Security or SSI benefits and you also receive VA and/or RRB benefits, you will only receive one $250 payment. The Social Security Administration will send you this payment. To assist in processing the payments as efficiently as possible, do not contact Social Security unless you do not receive a payment by June 4, 2009.
