Ottawa County to Offer Prescription Drug Discount Card Ottawa County will soon be introducing a discount card program to help consumers cope with the high price of prescription drugs. The county has signed a contract to make free prescription drug discount cards available under a program sponsored by the National Association of Counties (NACo) that offers average savings of 22% off the retail price of commonly prescribed drugs. All county residents, regardless of age, income, or existing health coverage, may use the cards, which will be available approximately June 15, 2009. Approximately nine pharmacies in the county will accept the NACo card, and more than 59,000 participating retail

pharmacies nationwide will honor it. “The NACo prescription discount card will offer significant savings for the uninsured and underinsured residents of our county, and even those fortunate to have prescription coverage may use the card to save money on drugs that are not covered by their health plan,” said County Commissioner Steven Arndt. “Residents do not have to be Medicare beneficiaries to be eligible for this program.” “There will be no cost to county taxpayers for NACo and Ottawa County to make these money-savings cards available to residents. A future announcement will specify how and when residents may obtain the cards”,

Local Church Purchases Portage School The Port Clinton City School District has entered into an agreement with the Church of Truth Ministries for the sale of Portage Elementary School. The Board of Education approved the $68,500 transaction at the April 3rd Board meeting. The Church of Truth Ministries is currently located at Harbor Lights Landing, Port Clinton, OH. The purchase of the building will allow the church to increase their community outreach programs. In addition, the school district will also retain use of storage behind the building as well as use of the gymnasium for athletic practices. Pastor Greg Dziak and Pastor Brian Hild look forward to the many opportunities the new location will offer their non-denominational church. “The Church of Truth Ministries is a collection of many different ministries for the purpose of reaching the unchurched. Among these are a youth recreational center, live Christian concerts, open gym and much more,” said Pastor Brian Hild. Pastor Dziak added, “Our church is small but currently growing with our focus on outreach. By having more space and a gymnasium, we can provide numerous outreach activities.” Superintendent of Schools Patrick D. Adkins stated, “We are pleased to see Portage School remain part of the community and look forward to working with The Church of Truth Ministries. We are pleased the building will be used for the community and at the same time the school district is able to use storage and gym space when necessary.” The school district will use funds from the sale of the school on repairs and maintenance of current facilities.

said County Commissioner Jim Sass. “Using the NACo prescription discount card is easy,” said County Commissioner Mark Stahl. “A cardholder will simply present it at a participating pharmacy. There is no enrollment form, no membership fee and no restrictions or limits on frequency of use. Cardholders and their family members may use the card any time their prescriptions are not covered by insurance.” The discount card program is administered by CVS Caremark. This is not insurance, and discounts are only available at participating pharmacies.

Camp Perry Air Gun Range Opens for Public Shooting Shooters, including aspiring new shooters, who live in the Camp Perry, Port Clinton area are invited to take advantage of a new opportunity to do practice shooting on Tuesday evenings at the Camp Perry Marksmanship Center air gun range. The Camp Perry 80-point 10-meter air gun range is fully equipped with electronic targets that accommodate air rifle, air pistol or National Match Air Rifle shooting. The Ottawa County 4-H Shooting Sports Club uses one-half of the range every Tuesday evening for junior three-position air rifle shooting. School-age juniors are welcome to join this group. The range will now open for public air rifle and air pistol shooting by adults. The range is open from 5:30 p.m. until 8 p.m. every Tuesday evening. All shooters who use the range must complete a CMP Eligibility Affidavit and Liability Waiver (one-time only) and attend a short safety briefing. Depending upon staff availability, arrangements can be made to provide instruction to new shooters. The cost for adult shooting at the Marksmanship Center is $5 per day. Shooters may bring their own air rifles or air pistols (must be .177 cal. with muzzle velocities of 600 fps or less). Sporter class air rifles (Daisy M853) are available as loaners at the range. Shooters should supply their own pellets or may purchase them at the range. In order to facilitate range staff planning, anyone who would like to shoot on Tuesday evenings is requested to send an email message to vdonoho@odcmp.com stating when you would like to come to the range or call (419) 635-2141, ext. 1102. Dear Editor, A recent letter you published (Sound Off, April 1) incorrectly states the Serve America Act would mandate national service. Instead, the Serve America Act provides new opportunities—not mandates—for Americans to serve their communities. In the midst of difficult economic times, community service is more important than ever. Ottawa County’s unemployment rate has jumped to 16.6 percent, and more Ohioans are turning to food banks, health clinics and job training sites. The national service legislation we passed will ensure vital community needs are met in a cost-efficient manner. It will help rebuild our economy—one community at a time. Sherrod Brown U.S. Senator Dear Editor, Republican Senator Jeff Sessions introduced legislation to extend E-Verify--the system to ensure that workers are legal U.S. citizens—but it was killed by Senate Democrats. In writing the $789 billion stimulus bill, Congress revealed that, for all their screams of “Buy American”, it does not truly believe that the 10 million jobless Americans, in our own country, should receive any preference in hiring over the 12 million to 20 million aliens who broke into this country illegally. Tens of thousands of jobs created by the economic stimulus law could end up filled by illegal immigrants, particularly in big states like California where undocumented workers are heavily represented in construction. According to the Center for Immigration Studies, illegal aliens will take 300,000 of the two million construction jobs to be created by the stimulus bill. If Americans understand that the Pelosi-Reed Democrats have no problem with illegal aliens taking jobs from unemployed Americans, that party can be made to pay a price in 2010. Ron Mainous Port Clinton Dear Editor, April is National Community College Month. Of course you already know all about Terra Community College. It’s where your brother took a class, your neighbor earned a degree and your cousin with the Ph.D. started her college education. If you ask around, almost every family (and every employer) in the area has benefited from Terra Community College. But there’s more you probably don’t know. Sure, Terra has been around for 40 years now, but like you, we’ve been changing. Yes, our faculty and staff still put students first, but we’re also keeping up with the times with some great new programs like bachelor degree completion, wind power technology and alternative energy courses. We’ve ramped up online courses for distance learners. Terra recently received a multi-million dollar grant solely devoted to increasing online courses and for providing assistance to distance learners. Here are more interesting items about Terra Community College: Over 64 percent of Terra students are part-time. Proving that even if you have a job, kids and a life, you still can get an education. Terra offers nearly 450 evening classes every fall and spring semester in everything from accounting to welding. Or if you’re a morning person, try our early classes starting at 7 and 8 a.m.

Terra has hundreds of weekend, late-semester and summer term classes, which can be eight weeks instead of the traditional 16-week semester. Need money for college? Financial Aid is available. About 63 percent of Terra students receive federal financial aid in the form of Pell grants and student loans. Terra also offers payment plans for stretching out the cost of tuition. To fill in the gaps, the Terra College Foundation provides scholarships for students that have unmet financial need. For the upcoming fall 2009 semester, the Foundation will provide over $100,000 to needy and deserving students. Funding for those scholarships is generously provided by community members that realize the benefit of a higher education institution in the area. No high school diploma? Never fear. Don’t let your past stand in the way of your future. The Gateway Program, a cooperative effort between Vanguard-Sentinel Career Center and Terra offers you the opportunity to receive your high school diploma. While you are earning that diploma you can also enroll in college classes. And the best part, it’s free and located on Terra’s campus! April is as good a time as any to reflect on the history of Terra and to envision the bright future ahead. In the next year, Terra will break ground for a new Skilled Trades Center and then begin work on the renovation of the current Industrial Trades Building. The renovation will provide the foundation for a building dedicated to Terra’s allied health and music programs. April is also the time for students to think about getting started on the road to that brighter future. Enrollment is now underway for summer and will begin April 15 for fall classes at Terra. Absentee ballots for the May Special Election are now available at the Ottawa County Board of Elections, 8444 West State Route 163, Oak Harbor. Port Clinton City Schools, Genoa Area Schools and Put-in-Bay have issues on the ballot. Voters may vote an absentee ballot at the Board of Elections office 8:30 a.m. to 4:30 p.m. from now until Monday, May 4, and also on Saturday, May 2, from 8:30 a.m. until Noon. Ballots may also be

mailed to the voter. BeaconBits The first part of the column today is about the Christian faith: It is now “Holy Week� as recognized in the Christian church. That is the week between Palm Sunday and Easter. This past Sunday is sometimes referred to as Palm/ Passion Sunday because it marks the beginning of the week of the Passion of Christ. He entered Jerusalem triumphantly and then was questioned about his teachings. He formally ate a “Last Supper� with his disciples, ritualistically establishing Holy Communion (or the Eucharist) – and Christians still observe that regularly in worship services today. Many Christians will attend church in the evening of Maundy Thursday (April 9). Again to eat this special meal that reminds us, yet once more that Christ’s body was broken and his blood was shed for human-kind. This meal is celebrated that we would better remember the sacrifice of Jesus and also His Resurrection. If you want to have Communion on this Thursday, call any church office and ask about it. If you are a resident of the Port Clinton/Lakeside area, and if you do not have a church affiliation, you may attend a United Methodist Church. Trinity, at the corner of Second and Adams Street, Port Clinton has its service at 7 p.m. In the United Methodist tradition, ALL persons who desire it, may partake of Holy Communion. You are welcome there. Good Friday (sometimes called Black Friday or God’s Friday) is April 10. This day commemorates the day of the Crucifixion of Jesus. In Port Clinton there is a community service with many area churches of various denominations participating. It begins at Noon and will be held at Immaculate Conception Catholic Church, corner of Madison and Fourth streets. One time I happened to be on vacation in Monterrey, Mexico on Good Friday. I was in the streets sightseeing. Many people were going into the churches and cathedrals. In one, a large, life-size crucifix with the body of Jesus had been taken down and laid on a table near the altar, feet facing the congregation. Hundreds of people came there to pay homage. Many went down to their knees; some were weeping. One man crawled on his belly from the back of the church to make his obeisance. I was told that for many people in that culture, Good Friday is a more important observation than Easter. People

seem to remember fully the great suffering and sacrifice. Here in our country services on Good Friday often recall how Jesus faced tormentors, accusers, the mockery of a trial, brutalization and death on a cross. Sometimes the words that Jesus spoke while on the cross are used as the meditation topics. Easter Saturday is generally a quiet day. Christians sometimes spend the time in meditation or in preparation for the Eater holiday. On Easter morning, many churches have a very early service often called a “Sunrise� or “Sonrise� Service. Sometimes these are held out of doors, sometimes near a body of water. Later in the morning other services of worship are held to celebrate the Resurrection – the rising of Jesus from the dead. This is the foundation, or cornerstone, on which Christianity is based. The Resurrection symbolized Salvation and eternal life for believers. In years past, people often bought new clothes for Easter. This symbolized a cleansing and a “new� life put on in the image of Christ. Nowadays, some people may have a new Eater outfit – especially children. But most do not. Corsages are sometimes worn by women. These fresh spring flowers are also a sign of new life. Again, all people are invited to all churches. Wherever you go, you will be welcome. The local newspapers usually have a listing of the churches and times of services. Do not hesitate to choose one and attend. You don’t need special clothes. Just join in the fellowship of believers. You will be glad you observed the celebration of Easter in a service of worship. ~~~~~ Home foreclosures are still a major problem in Ohio. A couple of years ago Ohio was first in the nation in numbers of foreclosures. Now we have dropped to 5th or 6th. Nevertheless, numbers of foreclosures across the entire nation are rising. In Ohio foreclosures have risen steadily since 1995 when there were about 17,000 foreclosures. This is now a crisis situation with 85,782 new filings in 2008. This was up 1.2% from 84,751 filings the year before. Since 1995 the number of foreclosures has quadrupled in 78 of Ohio’s 88 counties and has quintripled statewide. (The preceding information was taken from a compilation by “Policy Matters in Ohio�, in an article by David Rothstein and Sapha Mehta. If you are facing foreclosure – or if you are

worried about it – call 2-1-1 and ask for counseling and assistance. ~~~~~ The Salvation Army unit in Ottawa County will sponsor 21 “camperships� at camp NEDSA BY VIRGINIA PARK this summer. This provides an opportunity for children to participate in a camping experience, regardless of the family’s ability to pay. The camp is at Carrollton, Ohio on June 17-22. For information call Maureen Saponari at 419-732-2769. The Salvation Army is also hosting a chili cook-off on April 25 and 26. This will be held at the Catawba Flea Market, 535 SE Catawba Road. Lots of good cooks will make chili, and after the completion it will be available for a “taste-test�. This is a family event with lots of activities for children. ~~~~~ Ottawa County will soon offer a discount card program to help folks cope with the cost of prescription medications. Cards will be available under a program sponsored by the National Association of Counties (NAC ). The average savings is 22% off the retail price of commonly prescribed drugs. Cards will be available starting in mid-June. Nine pharmacies in the county will accept the NAC card. The card will help the uninsured and under-insured as well as help reduce costs for people who have prescription coverage. There is no enrollment form, no fee and no limits on usage. People who want to obtain the card should watch for news releases about how and when to get them. Discounts will be available ONLY at participating pharmacies. ~~~~~ Every gardening book I’ve ever read touts the importance of adding compost to the soil to have healthier soil and grow good plants. Sheriff’s Office Holds 7th Annual Awards Banquet On Thursday, March 26, the Ottawa County Sheriff ’s Office the 7th Annual Recognition Banquet and Awards Night took place at the Camp Perry Clubhouse. Contributions are received from private citizens and businesses throughout northwestern Ohio to recognize the deputies and their service to the citizens and visitors of Ottawa County. The keynote speaker was Ohio Attorney General Richard Cordray. Master of Ceremonies for the evening was the Honorable Judge Kathleen Giesler. The following deputies were recognized: Deputy Jody Royster and Sergeant Rob Hickman- On January 13, 2009, he entered an upstairs apartment in Port Clinton. There was a fire, and it was reported that a child

was still in the apartment. At the time the two entered the structure, they had been informed that the child had not been located. They searched through heavy smoke and flames but were unable to find the child. They then left the apartment, and while outside they learned that the child was with a friend outside of the residence. Sergeant Hickman was unavailable to attend the presentation, but Deputy Jody Royster accepted the recognition for his actions on that night. Ms. Lisa Sarty and Ottawa County Auditor Jodi Regal assisted the Ottawa County Sheriff ’s Office with the 2008 Fiscal Year’s end reports. They worked for several months preparing documents to close out the books and then established the protocol for 2009. Ottawa County Prosecutor Mark Mulligan was recognized for allowing Ms. Sarty, one of his staff members, to assist the Administration. Their professionalism and dedication to their job were recognized on behalf of the citizens and visitors to Ottawa County. Captain Stephen Levorchick: On November 7, 2008, Captain Levorchick was in the right place at the right time. A patron at a Fremont restaurant choked while eating his meal. Captain Levorchick performed the Heimlich maneuver. Through his actions he likely saved the life of Garth Flittner. The lifesaving award was presented to Captain Levorchick, and there was a special presentation by Sandusky County Sheriff Kyle Overmyer. Deputy Gary Karr and Detective Kevin Meek: On September 19, 2008, the Ottawa County Sheriff ’s Office received a 911 call advising of an aggravated burglary in progress in the Graytown area. Individuals were attempting to break into an occupied residence. The deputies responded and within minutes had all three subjects under arrest who were charged with attempted aggravated burglary, and all had prior criminal histories in other counties. This case is now in the criminal justice system. These two deputies were recognized for their immediate response to the homeowner’s 911 call. Deputy Gary Karr was further recognized for his years of service to the citizens and visitors of Ottawa County. He is retiring, and his last official day was March 29, 2009. He was recognized with his retirement badge, his personalized license plate from his cruiser, his SWAT training book and a box of cigars. There were raffles of donated items for the employees, following which the vote was taken for the “Deputy of the Year.� The votes were cast, and Deputy Dean Hammer was honored. He oversees the Inmate Work Program. The vote was by his fellow employees. He will be recognized in May at the Kiwanis luncheon for this distinction.

Schools “Dora the Explorer” Adventure Coming to PC Library The Port Clinton Women’s Club is planning an event for children called “Dora’s Library Adventure” which will take place at the Ida Rupp Public Library on Sunday, April 26 from 1 to 3 p.m. The Club is encouraging all of the children attending

PC Grade 5 Team Takes 1st at County Academic Challenge OHHS Students Learn About Distracted Driving Over the past several months, Oak Harbor DECA members have been busy promoting a public relations campaign entitled, “Friends Don’t Let Friends Drive Distracted”. Port Clinton High School Announces Students of the Month Port Clinton High School recently announced that the Students of the Month for March 2009 are Robert Bascone and Courtney Waite. Courtney Waite has been very active in student life while at Port Clinton High School. She is a member of National Honor Society, Leadership Council, Spanish Club and a Freshmen Mentor. Last year she was Vice-President of the Drama Club, and she is an “8-Play Senior” having roles in all eight plays during high school. As a member of DECA, her Career Activity Project placed 4th at the State DECA competition, and she has also placed at the district level in other projects. This past Fall, Courtney was captain of the Cross Country Team, qualified for the District Cross Country Meet and has been a

member of the PCHS Swim team for four years. She is the daughter of Duane and Julie Waite. Next year she plans to further her education at Ohio University. Robert Bascone is taking advantage of the numerous Post Secondary Options Courses offered through Terra Community College. This allows him to earn college credit while still in high school. While at Port Clinton High School he has also been a member of the National Honor Society, French Club, Drama Club, and he is currently a member of the PCHS Boys Tennis Team. He is the son of Lori and Greg Scalf. After graduation, Robert plans to earn a degree in Criminal Justice at either University of Toledo or University of Cincinnati.

Medical Center Receives Trauma Status Firelands Regional Medical Center was recently granted provisional status as a Level 3 Trauma Center by the Ohio Department of Health and the Ohio Department of Public Safety. As a provisional trauma designated facility, Firelands provides the immediate availability of specialized surgeons, physician specialists, anesthesiologists, nurses, resuscitation and life support equipment, and operating rooms on a 24-hour basis to care for severely in-

jured patients. Provisional status can be granted from the state following a consultative site visit from the American College of Surgeons. Full verification as a trauma center is officially granted by the American College of Surgeons following a period of operation as a provisional trauma center. Firelands Level 3 Trauma Center is designed to serve the area communities that do not have immediate access to a Level 1 or Level 2 trauma center.

Governor Ted Strickland has joined with the Ohio Department of Aging and Ohio’s Aging Eye Public Private Partnership to proclaim April as Ohio Aging Eyes Month and promote awareness of age-related eye diseases that affect more than one million Ohioans. “Vision impairment is one of the most feared disabilities, and the leading causes of vision impairment and blindness are primarily age-related eye disease,” Strickland said. “Half of all blindness can be prevented, but the number of Ohioans who suffer vision loss continues to increase.” Age-related eye disease includes age-related macular degeneration, cataract, diabetic retinopathy and glaucoma. Approximately 1.4 million Ohioans are affected, and that number is expected to nearly double to 2.5 million by 2030. Faith Good News Musings BY DR. KURT W. BOROWS, JR. RESURRECTION LUTHERAN CHURCH This Sunday, a lot of people will worship earlier than usual, for the 32nd year, as we participate in the annual Easter Sunrise Service (6:21 a.m.) at Miller’s Boat Dock. Later that same morning I’ll preach at the weekly church service where I preach every Sunday, but the attendance will be much larger than usual. There will be flowers on the altar as usual, but the chancel will be more beautiful than usual with an array of lilies (those floral trumpets of Resurrection), tulips, daffodils and hyacinths. What makes Easter so special - more cherished by Christians than even Christmas? On the pages of human history, Easter jumps into the sentence as the phrase “BUT JESUS”. As human beings, our final and greatest enemy is death, BUT JESUS has conquered death. As human beings, life offers each of us a share of trials and disappointments, BUT JESUS offers us

strength for whatever we face. Cancer, heart disease and a score of other illnesses can bring absolute exhaustion, paralysis and even death to those we love the most, BUT JESUS offers the only truly relevant answer for those who mourn. He has turned the tomb prepared for His death into a womb proclaiming eternal life. Easter is our eternal birthday. Illness and injury have power in the imperfect world that exists on this side of the grave, BUT JESUS owns the ultimate and final victory over death and He shares it with us. In His healing miracles, Jesus showed His Power over illness and injury. In His death and resurrection, Jesus showed His ultimate victory over illness, injury, and death — guaranteeing a perfect and eternal life for all who accept His Gift. Like some mysterious plague inundating America (and other parts of the world as well), mass murders for reasons as unfathomable as “people made fun of my accent” appear with ever increasing frequency as the lead story on the evening news. People will come up with solutions from gun control to quick pop-psychology treatments, BUT JESUS comes with the only solution that can truly change human

Father John was nominated for the prestigious Distinguished Pastor of the Year Award by NCEA Elementary Department. In the history of nations … in our own personal histories … there is no more important Truth than that our Lord suffered under Pontius Pilate, was crucified dead and buried, BUT JESUS rose from the dead with eternal life for us all. Port Clinton and Ottawa County Visitors Bureau to Host 2009 Walmart FLW Walleye Tour The 2009 Walmart FLW Walleye Tour will hold its first qualifying tournament of the season on Lake Erie in Port Clinton April 15-18. The tournament is hosted by the City of Port Clinton and the Ottawa County Visitors Bureau and will feature 300 anglers from 25 states and national television coverage on VERSUS. Pros will compete for a top award of $100,000 and coanglers will compete for as much as $20,000. “I am hoping for warmer water and clear water conditions,” said pro John Swanstrom of Superior, Wis., who won the 2008 Walleye Tour event on Lake Erie with a fourday total of 143 pounds, 7 ounces. “I have a few new tricks up my sleeve, and I don’t think anyone else will have their hands on yet.” Swanstrom said that with the recent cooling trend the water might not be as warm and therefore thinks that this tournament will be a crankbait bite. “I think we can expect weights similar to last year if not bigger. The predominant weight class in Lake Erie is 2003 and those should be pushing seven pounds. I believe those fish will make up the majority of the anglers bag. The only reason we wouldn’t have another record breaking year would be if we couldn’t get out due to weather.” Water clarity and water temperature are the two main factors that Swanstrom will look at when he decides what areas to fish. “I am going to be targeting fish that are prespawn or postspawn females that are moving through transitional areas,” he said. “It’s not specific structure that I am looking for as much as the water clarity and temperature.” Going into the tournament last year Swanstrom only caught three fish in practice and wasn’t feeling good about the tournament. “We caught three fish the last day of practice and I had been on the lake for six days,” he said. “My confidence level was very low but when it came tournament time the weather calmed down and the water warmed up and the fish went nuts. With this lake anything can happen.” Nor’ Easter Club, located at 2801 Nor’ Easter Cove Rd. in Port Clinton, will host daily takeoffs each morning at 7 a.m. Wednesday, Thursday and Friday’s weigh-ins will be held at Waterworks Park beginning at 3 p.m. Saturday’s final weigh-in will be held at the Walmart store located at 2826 E. Harbor Rd. in Port Clinton beginning at 4 p.m. The community is invited to attend daily takeoffs and weigh-ins, which are free and open to the public. Pros and co-anglers are randomly paired each day and fish for a combined boat weight. Pros compete against other pros, and co-anglers compete against other co-anglers. The full field competes during the three-day open-

ing round for one of 10 final-round slots based on their three-day accumulated weight. Weights carry over to day four, with the winners determined by the heaviest fourday weight. Every angler who receives weight credit in a tournament earns points, with 150 points awarded to the winner, 149 to second, 148 for third, and so on. These points determine Land O’Lakes Angler of the Year standings. The top 50 pros and 50 co-anglers in the standings will advance to the FLW Walleye Tour Championship in Bismarck, N.D., Sept. 30-Oct. 3 for a shot at top awards of $150,000 and $20,000, respectively. The prestigious championship, hosted by the Bismarck-Mandan Convention and Visitors Bureau, will also feature boater and co-angler points champions from each of four Walmart FLW Walleye League divisions. The no-entry-fee FLW Walleye Tour Championship is the most lucrative event in professional walleye angling, with cash awards for the entire field. Coverage of the FLW Walleye Tour, hosted by the City of Port Clinton and the Ottawa County Visitors Bureau, will be broadcast in high-definition (HD) on VERSUS, the network which brings anglers the best fishing programming on television featuring the most-trusted authorities on the water. Financial Focus Your Tax Refund: Invest Today for Tomorrow’s Goals

week. Will you be getting a refund? If so, take the time to consider how best to use it — because, when used wisely, your tax refund can give you a few added steps on the road toward achieving your financial goals. Of course, if you filed your taxes weeks ago, you might have already received a refund. But given the current economic environment, you might have kept the money in a “holding place” while you waited for an uptick in the financial markets. At any rate, if you have access to a refund this year, you now have the opportunity to put that money to good use. How? Here are a few ideas: • Help fund your IRA. In 2008, the average federal tax refund was $2,429, according to the Internal Revenue Service. If you were to receive that amount, it would cover almost half of your IRA contribution for this year, as the annual limit is $5,000. (You can put in $6,000 if you’re 50 or older). A traditional IRA grows tax

You could use part of your refund for an IRA and part to help build an emergency fund. Ideally, you should have six to 12 months’ worth of living expenses in a liquid account to help pay for unexpected costs,

such as a major car repair, a new furnace or a costly medical bill. Without such an emergency fund, you might be forced to dip into your long-term investments to pay for these costs — and that can hurt your progress toward your financial objectives. • Help rebalance your portfolio. Based on your risk tolerance, time horizon and long-term goals, you may have decided to put a certain percentage of your assets in “growth” vehicles and a certain percentage in income-oriented investments. At that point, your portfolio was in equilibrium. But during the long bear market,

your portfolio may have sustained enough losses to become “unbalanced.” In other words, some of your investments may have lost so much value that they no longer make up the percentage of your holdings that you had originally intended. Of course, you could wait for these investments to bounce back — and they may, given enough time — but if you wanted to speed up the rebalancing process, you could use your tax refund to add the right types of new investments to your mix. Ironic as it may seem, there may not be a better year in which to invest your refund.
