I have just learned that local developer, Bob Snyder, who “bought the Pharm” earlier, along with a group of partners, has just signed an agreement to build a 20-story Marriott Hotel, Conference Center and Resort Complex with an adjoining waterpark on the Waterworks Park site in Port Clinton. The Hotel will be built on the same footprint of the old Waterworks building, extended south to Perry Street. When completed, the building will house 500 rooms and 200 extended stay condominium units. The price tag on this monstrosity, were it not April 1st, is $500-Million. Expected completion on April 1st, someday!?!?!?!? –––––––– We had 127 entries in our Find Wylie contest this week. PC Litter Ordinance Recinded

At a special meeting of Port Clinton City Council Tuesday night, Council voted 4-2 to rescind the measure that was brought off the table, amended then passed. At issue was a single paragraph that dictated delivery of newspapers and other periodicals. The amendment appeared to clear “subscription” newspaper delivery, thus targeting free publications, like The Beacon. Councilman Jeff Morgan insisted that the ordinance was not targeted at The Beacon. For more than an hour Council members, businessmen and community residents discussed the implications of the plan. All seemed to understand the good intent of the ordinance…to beautify the city. Questions centered on who is responsible for litter and the constitutionality of the ordinance as originally passed. The Constitutional issue may have been the turning point for Councilman Val Culver, who originally voted in favor of the measure on March 10, but became troubled by its liability problems and called for the special Tuesday meeting. An unsolicited letter was sent to the Councilmen by State Representative Dennis Murray urging that the Ordinance be rescinded on Constitutional grounds of Freedom of the Press and Equal Protection. Beacon publisher John Schaffner also addressed Council saying, “The Beacon has worked diligently to make the quality of its delivery a centerpiece of its marketing program.” He also stated “in its original form, it was discriminatory and probably unconstitutional. In its amended form, it is unquestionably discriminatory and probably unconstitutional.” He also pointed out that the Ohio Revised Code limits the powers afforded municipalities to legislate around litter to only “insuring a healthful, safe and sanitary environment,” and that a newspaper does not pose a sufficient hazard to the community under this specification. Schaffner stated “it continues to be our intent to work with the City on distribution issues of The Beacon” He stated that his paper would love to be able to hire more walk carriers because it makes economic sense. However, he opposed the Ordinance as a means of forcing The Beacon to adjust their delivery practices under threat of arrest or citation.

LOC Class Focuses on Economic Development

Leadership Ottawa County (LOC) Class of 2009 toured Millbury’s Guardian Industries and Oak Harbor’s Davis-Besse Nuclear Power Station during their March class and learned more about economic development in Ottawa County. March’s class session began at Guardian Industries, an international supplier of automotive glass products. The tour included a class discussion and guided, walking plant tour, led by LOC alumni and Guardian Industries’ Production Manager Paul Zieler. The class also visited Davis-Besse where they toured the Emergency Operations Facilities, the Control Room Simulator, and also experienced a trip inside the Protected Area to visit the Turbine Deck. Davis-Besse personnel who assisted LOC site visit included: Jim Vetter, Emergency Response Manager; Nate Wahl and Don Bondy, Nuclear Operations Instructors; Dave Dewitz, LOC class member and Emergency Response Specialist; and LOC Board members and alumni including Connie Moore, Configuration Control and Chip Palazzo, External Nuclear Affairs representative Following the tour, Ottawa County Administrator Jere Witt also led class discussion about economic development in and around Ottawa County. Leadership Ottawa County is a community leadership development program that annually brings community leaders together to share and learn about diverse areas of interest about the community as well as share their own unique experiences and backgrounds. Participants have the opportunity to learn more about their community through a program of activities, projects, and field trips to broaden their perspective and enhance their leadership skills to address community needs and opportunities.

Students at Bataan and Jefferson Elementary Schools teamed up with their parents to host a very successful blood drive at Bataan Memorial Elementary School on Monday, March 30. Terri Shinn, Donor Recruitment Representative, American Red Cross, visited classrooms earlier in the month to explain the process of giving blood and answering questions from students. Students then took the information home to parents asking adults to participate in the blood drive. The result was that 72 units of blood were donated. That has the potential to save 216 lives. (For every unit of blood given up to three lives can be saved.) Shinn reported what was even more impressive is that of the 85 people who came through the doors on Monday, 55% were first time donors. The Port Clinton Elementary Parents Club sponsored the American Red Cross Pint Size Hero program and organized the event. Parent volunteers included: Brenda Bagovich, Diane Ball, Sarah Chapman, Beth Garza, Kari George, Carl Kessler, Rachel Lawson and Jill Martinez. Port Clinton High School student volunteers assisting with the child care area included: Shelby Anderson, Emily Finley, Rachel Finley, Jeremy Newton, Melanie Oreskovich and Jessica Rodwancy. An expanded blood drive next year is possible due to the overwhelming response from parents and the community. Now Senator Sherrod Brown of Ohio is sponsoring Senate Bill #227 calling for mandatory volunteerism. This genius for some reason can’t see that the notion of mandatory volunteerism is in itself a self contra-

dictory concept. George Washington told us government is “force”. To force someone to volunteer is counterintuitive. I’m sure Senator Brown couldn’t find his Constitution much less deal with that pesky little 13th amendment which prohibits involuntary servitude or slavery. There is however much more to this idiotic bill. First, under Socialism the individual and or his property are always sacrificed to the collective or the group. Socialism is incremental and usually starts with conditioning. This bill would introduce or condition young people to a philosophy of serfdom. Dr Emmanuel Forgolou said that volunteerism could be a piece of the puzzle that could “transfer America into a slave nation”. 18th century philosopher Emmanual Kant had a lot to say about volunteerism and how easy it can morph into a duty. Then the only question becomes duty to whom? There is nothing wrong with volunteerism as long as it remains voluntary. Senator Brown should voluntarily resign. Jim Boehm Port Clinton

At the regular meeting of the Danbury Township Board of Trustees held March 25, 2009 the following business was conducted: • Information regarding a quote for architectural services will be forthcoming from The Collaborative, Inc. for discussion at the next regular meeting. • A report prepared by Safety Coordinator Deb Burley-Biro regarding safety and the drug-free workplace program was reviewed. The trustees and fiscal officer signed a statement of support and voluntary participation in the drug-free workplace program. • A request for a written opinion regarding the purchase of lawnmowers has been submitted to the Ohio Ethics Commission. • Trustees agreed to submit letters to those property owners on Mistic Bay Blvd. who have obstructions in the township right-of-way. • A quote from General Appraiser Joe Passabet was approved in the amount of $1,150 for a Natureworks grant-mandated narrative appraisal summary for three acres of property the township will purchase from Timothy Nash.

• Two grant-mandated Phase 1 archaeological surveys were completed by Weller & Associates. Both surveys stated no historical properties will be affected. • Seasonal employee Marion Grate will return to work on April 6 on an as-needed basis. • Trustees approved the purchase of seven new police vests. • Trustees authorized a donation of $6,000 to the Ottawa County Sheriff ’s Marine Patrol as requested by Chief Deputy Randy Riedmaier. The amount is the same as the board contributed in 2008. • The board will investigate a nuisance complaint regarding property located at 9268 E. Bayshore Road. • Trustees signed the renewal for the zoning inspector’s bond. • A transfer of $500,000 from the Marblehead Bank checking account to Star Ohio Investment was approved. • Bills in the amount of $47,753.64 were approved. • Police Chief Michael Meisler reported 257 incidents to date in March. • Zoning Inspector Rhonda Botti Sowers reported seven permits written to date in March.

Veterans’ Papers to be Closed to Public A new Ohio law mandates that service discharge records will be closed to the public for 75 years from the time they are filed in the Recorder’s office. The public has until the close of the business day on April 3 to view records at the Recorder’s Office in the Ottawa County courthouse in Port Clinton. After April 6 most military service dis-

BeaconBits I spent most of the past weekend near Clarksburg, West Virginia, and spring weather is a lot more advanced there than it is here. There was lots of green grass, for one thing, noticeable from the car further south. Also seen were these wonderful harbingers of the coming season; daffodils and crocus in full bloom, some (not a lot) of forsythia in partial bloom and also tulip foliage pushing out of the ground but without blooms as yet. Garden centers looked good and were colorful from the road, featuring mostly perennial plants if I stopped to look. Coming home on Sunday the temperature was almost 70 degrees and weather was fair and warm and balmy in Clarksburg. Then coming north the temperatures dropped steadily, until here at home the thermometer was registering 33 degrees by evening with a snowstorm in the Clyde area. Let’s all hope for warmer weather soon! ~~~~~ Deadline for ordering trees from the Ottawa Soil and Water Conservation District is right now. These trees, mostly very small seedlings, are sold at extremely good prices. Evergreens (such as spruce, arborvitae and cedar) along with several kinds of deciduous trees and shrubs make up this year’s offerings. And there are also a butterfly house and a wildflower mix of seeds that will grow into plants that attract butterflies to the garden. So, call 419-898-1595 for information about what is available. postcard telling you when and where to pick up the plants or other items. ~~~~~ Did you know the White House Easter egg roll owes its start to 19th U.S. President Rutherford B. Hayes? According to “The Statesman”, a newsletter of the Rutherford B. Hayes Presidential Center, it was Hayes who, in 1878, opened the White House lawn for use by neighborhood children after Congress enacted a law forbidding the youngsters from playing on the grounds of the Capitol Building. Each year, the Hayes Presidential Center celebrates Hayes’ role in creation of the White House Easter tradition with its Hayes Easter Egg Roll. The annual event is held on the front lawn of the President’s mansion in Fremont. This year the event takes place on Saturday, April 11, from 2 – 3:30 p.m. for children ages 3-10. Prizes will be awarded in four age categories, and admission is three hard-boiled colored eggs for use in the egg-rolling contests. ~~~~~ The office of Mary Taylor, Ohio’s Auditor of State, recently sent out a “Best Practices” newsletter that discussed fraudulent activity in the workplace. The article cites that the 2008 Report to the Nation by Certified Fraud Examiners says that most people who commit workplace fraud “are usually first time offenders”. Additionally 29% of occupational fraud perpetrators work in an accounting department or are members of upper management (18%). Even so, most members of any organization have the opportunity to become involved in fraudulent activity (bilking the system or company for which the person works of money or other valuable items). This article (by Emily Frazee) was interesting because it listed some indicators that a person or person might be conducting fraudulent activities. These include, in priority order: - living beyond one’s means - financial difficulties - a “wheeler-dealer” attitude - controlling work issues with an unwillingness to share duties - divorce or other family problems - a “too-close” association with a vendor - emotional problems such as irritability, suspiciousness, or defensiveness - addiction problems The auditor of state has a “special investigational unit” that looks into cases where fraud is suspected in government offices. They receive about five potential cases per week and decide how to proceed based on the nature of the allegations. ~~~~~ The Ottawa County Historical Society heard a program by local historian Roger Long on March 14. Roger spoke about the history of the DeLery Portage (now better known as Fulton Street, Port Clinton). It stretched from Sandusky Bay to Lake Erie. A stone monument marks each end of the portage and engraved tablets memorialize events that took

It included a survey for persons who think they are in an abusive relationship. If you answer yes to more than three, seek help. If yes to more than seven, joint counseling won’t help. Seek individual counseling because crisis intervention is needed! Are you blamed whenever things go wrong? Are you limited to doing only what your partner wants? Is your partner a “nasty” drunk or drug user? Are you forbidden to use money for yourself or your children? Is your partner jealous of outside friendships? Does he/she have a “Jekyll & Hyde” personality? Do you make excuses for your partner’s behavior? Do you do more of the work – paid or unpaid? Are you forced to have sex after you have said “no”? Do you need your partner’s permission to do things? Are you “punished” for misbehaving? Was your partner or his/her mother abused? Does your partner humiliate you in public? Do you live in fear of your loved ones? Is there a scene if you disagree with your partner? ~~~~~ WOW! Listen to this! And a study conducted mainly by researchers at the University of Texas indicated that people who regularly attended worship services live an average of seven years longer than those who never attended! The Master Gardners of Sandusky and Ottawa counties have organized a recycling program for horticultural plastic. In Ottawa County the sites are: Bench’s Greenhouse, 18063 West St. Rt. 105, Elmore; Bench’s Farms, 9159 Jerusalem Rd. (St.Rt.2), Curtice, OH and Barnes Nursery, 1283 NE Catawba Rd., Port Clinton. These participating businesses will be ready to collect recyclable plastic starting May 1 and will continue to do so through October 31. Collection times at the different site will be their normal business hours. Clearly marked recycling bins will be located on each of these businesses for participants to drop off their plastic. Gardners, growers and agricultural businesses can bring any plastic to these collection sites. Items accepted include pots, flats, trays, cell packs and nursery tubs after the plant material and soil removed. Other items collected include plastic sheeting, stretch warp and any plastic containers, bottles, jugs and bags. Schools Flagship Award Winners Announced The Flagship Awards are part of Port Clinton City School District’s recognition program to honor parents, community members, staff and students who help the district fulfill its motto of “Proudly Charting a Course for Successâ€?. At the February 23 and March 23 meetings, the Port Clinton Board of Education recognized the following individuals with Flagship Awards: Seth Benner, Captain Award Seth Benner is a physical education teacher at Port Clinton High School as well as a coach. He is the past Girls Varsity Volleyball coach and current PCHS Track Coach. He is honored for his dedication to students both in the classroom and outside of the school day. Anyone who knows Seth realizes the countless hours he spends helping students outside of the classroom. For several years, Seth has volunteered his time to help students improve their skills all year round. Most recently he has volunteered to coach a group of 7th and 8th grade girls interested in volleyball. When working with students, he is always knowledgeable, genuine and kind. The Port Clinton City School District is fortunate to have Benner as a member of the faculty, and students will continue to benefit from his dedication. Pastor Jim Lehman, Crew Award The Port Clinton City School District is fortunate to have many friends in the community. One person in particular, Pastor Jim Lehman, has been a friend of the school district since his arrival in Port Clinton. Even though he has never had children attend the schools, he is one of the biggest fans. He is always willing to serve on committees or help promote children and schools. He served on the Strategic Planning Team in 2003 and has volunteered once again to serve on an action team for this round of strategic planning. He helps foster the relationship between the schools and the local Ministerial Association as well as Rotary. The staff and students of the Port Clinton City School District are fortunate to have the commitment and dedication to children and education from Pastor Jim Lehman. Diane Ball, First Mate Award Diane Ball is a familiar face within the Port Clinton City School District, volunteering for a number of projects and committees. She has been a very active member of the Port Clinton Elementary Parents Club for several years, serving as the club’s Treasurer for four years. This past summer she spearheaded the Jefferson playground renovation and spent numerous hours talking with workers, coordinating volunteer efforts, watering the grass and supervising the ordering of the new equipment. Students at Jefferson Elementary have benefited from all of her hard work‌an enlarged and

St. Boniface School students practiced both good workouts and good works in a recent Phys. Ed. class. While studying muscle strength and bone density the students brought in canned goods to use as hand weights. After using the cans in a variety of exercises the food was donated to the Oak Harbor Food Pantry located at St. Paul United Church of Christ. The food pantry, which serves those in the Benton-CarrollSalem school district, has recently lost much of its inventory due to flooding and welcomes any monetary or non-perishable food donations. Free Developmental Screening for Preschool Children Planned A free developmental screening for all children ages 3 to 5 years old will be held on April 20. Appointments begin at 8:30 a.m. at the Trinity United Methodist Church on Adams Street in Port Clinton. This screening is for any child in the Port Clinton School District and is an opportunity for parents to be assured that their children are developing age-appropriate skills. The evaluation will include hearing, vision, motor skills, concept development as well as

Schools Students of the Month Chosen at PCMS Port Clinton Middle School recently announced that Colleen Keck, Amber Wuersig and Isaac Akins have been named Students of the Month. The 6th Grade Student of the Month for March is Colleen Keck. Colleen is the daughter of Chris and Dan Keck. Colleen has been involved in swimming, soccer, volleyball and basketball. She is a member of academic challenge and her church youth group. Community service includes decorating her church for the holidays and snow shoveling around her neighborhood. Colleen loves to read and play soccer. What she enjoys most about PCMS are the different teachers. The 7th Grade Student of the Month is Amber Wuersig. Amber has been involved in soccer, softball, basketball and horse riding. She is a member Back in the Saddle through 4-H, was a mediator in 5th grade, and is presently in student counsel. Her community service projects include collecting for the food pantry and helping with the window painting for the Harvest Fest. Amber loves to take care of her three horses, and she loves sports. She likes switching class and all the extracurricular choices at Port Clinton Middle School. Amber is the daughter of Bill and Cathy Wuersig. Isaac Akins is the 8th grade Student of the Month. He is the son of Lisa and Mark Kelley. Isaac has been a member of the PCMS football team in both 7th and 8th grade. As part of his community service projects, he has been involved in neighborhood clean up with local groups. In his spare time, Isaac enjoys sports and lifting weights. When asked what he likes best about PCMS, he said all the teachers he has had while at the middle school. His career interest includes becoming a Traveling Salesman.

Danbury PTCO Plans Family Fun Night A spaghetti dinner will be held on Sunday, April 26 from 4 to 5:30 p.m. before a Danbury teachers vs. students basketball game at 6 p.m. Cost for the spaghetti dinner without the basketball game is $6 for adults and $3 for children 12 years old and under. The Walmart FLW Walleye League Michigan Division will stage its first tournament of the season April 4 on Lake Erie in Port Clinton. The tournament is expected to draw as many as 200 weekend walleye anglers to the area, with Boater Division competitors casting for a top award of as much as $9,000 and co-anglers in the hunt for a top award of as much as $3,500. Scholarships? Attending youth sporting events, you will assuredly hear discussions about getting a scholarship. Generally, the advice is about specializing early, playing on traveling teams, working year- round etc. It seems one of the main motivations for getting kids into sports today is the prospect of earning money. If you have read my previous columns, you know I think there are huge dangers in this approach. Doing my best to be objective, I offer insights on scholarships which may not be general knowledge. Check out www.NCAA.org for a wealth of excellent information. Be sure to research the student and eligibility sections of the website. My comments are directed to students and are gleaned from discussions with athletes and their parents as well as observations of the collegiate scene. This is my perspective only. Do your own homework. General: Divisions I and II offer athletic scholarships. Division III doesn’t. Many athletes, especially in non-revenue sports, receive partial awards. A coach only has so many scholarships to give and may split one among players. Title IX has made it easier for girls to receive money as colleges scramble to comply with anti-discrimination laws. There are disagreements about Title IX, but there is no doubt it has made a huge, positive difference for female athletes. Benefits: The money! It goes strictly for school expenses, not spending money. Status. You’re a celebrity in high school. Your parents, friends and fans are understandably proud of your accomplishments. This may change for better or worse when you get to college. Perks: You might receive class scheduling preference, better housing, better food, and tutoring. There may be better coaches, uniforms, equipment and facilities. (Not always!) Travel can be exciting. Opportunities. You will have access to leadership positions because you are an athlete. Your resume will be more impressive, as employers value the discipline and work ethic of elite athletes. You may serve as

a role model to kids. Future. You can make lifetime friends and memories. You could earn impressive awards. Even though chances are very slim, you might go on to a pro career. Satisfaction. Being “paid” to continue playing the sport you love is a great feeling. Concerns: Responsibilities. Being a college athlete can be a full time job, especially on a full ride at a Division I school. You will spend a part, sometimes all, of nearly every day of the college year and more, working on your sport as directed by your coach. It may take longer to graduate because of this. Much of your student life is dictated by your sport. Conditioning and study tables are two examples, and there are many more. Some programs are more flexible and take academic issues into consideration. Many athletes thrive under the structured environment, but you need to understand the commitment you make. Pressure. College sports, especially popular programs, have high pressure environments. The coach’s job probably depends on his/her won-lost record, and that may color the treatment of athletes. It can be a terrific experience to play under these conditions, but realize that it is a business in many respects. Status. Your confidence may be badly shaken. There

are way too many high school stars that earn scholarships, go to school and are disillusioned. Some come home and others stay but quit the sport. It can be a shock to experience the reality of college life and athletics. Often, there is a loss of the star status enjoyed in high school when surrounded by others who are very talented. You need to arrive with realistic expectations and be prepared to struggle at first. Give yourself a chance to adjust and succeed. An athletic scholarship can be a dream come true, but it is not the main reason to play sports. There is so much more to be gained than money. The real benefits can be priceless. Healthpoint Training Center Opens In Oak Harbor Those interested in finding jobs in the medical field now have a convenient location to get their training. Healthpoint Nurse Aide Training Center, located in Oak Harbor on the corner of Locust Street and Main Street, provides a training center large enough to accommodate twenty-four students per class. Owners, Deb Wilt of Bascom and Katrina Millinger of Oak Harbor are both registered nurses. They have been in the training business for several years and have been approved by the Ohio Department of Health to give individualized hands-on instruction for the three-week classes. Both nurses feel a strong commitment to educating individuals to be compassionate caregivers. Deb and Katrina have worked in long-term care facilities and in Hospice and know what dedication it requires to care for those who are ill. A total of eighty-eight hours is all it takes to begin a career in healthcare with many local job opportunities for the graduates. Healthpoint’s next class starts on Monday, April 13. Financial Focus How to Invest During a Recession We are now finishing the 16th month of the recession, which began in December GARY COON, 2007, according to the National Bureau of EDWARD JONES Economic Research. Not only is this a long INVESTMENTS recession, but it’s also a severe one, marked by painfully high levels of job losses, a sharply reduced credit flow and a drop in the value of many investments. Still, despite all the bad news, there are valid reasons to believe that brighter days lie ahead. But you don’t have to wait for things to turn around before taking steps to help your own financial future. Here are some actions to consider: • Don’t cut back on your 401(k). During difficult economic times, it’s hard for many people to assume their jobs are safe. But if you are fairly confident your employment situation is secure, continue investing in your 401(k) or other employer-sponsored retirement plan. The tax advantages of these types of plans — not to mention the employer’s match, if one is offered— make them ideal savings vehicles for retirement. Of course, your plan probably has taken a hit over the past year, but that’s the case for many investments. If you’ve chosen a good mix of investments, your plan should recover at some point. • Diversify, diversify, diversify. Generally speaking, it’s not a good idea to tie up more than 5 percent of your portfolio in a single investment. Spread your investment dollars among a wide range of stocks, bonds, certificates of deposit and other securities. For a rough idea on how well you’ve diversified, ask yourself: “If the value of a few of my stocks and bonds declined and didn’t recover, would it be extremely painful for me financially?â€? If the answer is “yes,â€? you probably need more diversification. Of course, diversification by itself cannot guarantee a profit or protect against loss, but it can give you more chances for success and reduce the effects of volatility on your portfolio. • Think long term. Your investments may have lost 30 percent to 40 percent of their value from October 2007 to the present — which may seem like a long time. Yet quality investments often need much longer periods to show significant growth. So while it can be painful to endure short-term losses, you need to develop the discipline to hold your investments for many years. • Don’t reach for high yields. When the stock market is down, many investors turn to bonds that offer high yields, reasoning that bonds are always safer than stocks. Don’t be fooled into this line of thinking; high-yield bonds mean high-risk bonds. If the issuer defaults, you could lose your principal. Stick with investment-grade bonds. • Look for opportunities. Instead of avoiding the financial markets, look for good investment opportunities. Because investment prices have fallen so much, your dollars can now buy more shares. Historically, buying shares at lower prices has often led to higher returns over the long term. If you’re receiving dividends, now is an especially good time to reinvest them. You probably can’t avoid all the negative effects of the recession. But by following the above suggestions, you can help avoid getting thrown off track on your journey toward your financial goals.
