Safety On the Worksite

By State Compensation Insurance Fund The site of a construction project is a busy place and has many things going on at the same time. Workers are performing various tasks and vehicles and equipment are constantly on the move. Machinery is a necessary part of the job; it can also be the cause of many accidents and injuries. Machine operators do their best to keep from running into or over workers, but with all the activity and noise at the site, an operator may not see a worker in the line of danger. It is also the workers’ responsibility to be aware of what’s happening around them to avoid personal injury on the job. Stay alert and out of the way of moving equipment to avoid injuries from vehicle turns, slides and load shifts. Workers should not depend on hearing a horn or back up alarm, because a construction site is not only busy, it’s also noisy. Workers should not

take chances by darting from behind a moving vehicle, risking a slip and falling under the machinery. No one should ever ride on any part of a moving vehicle, like the running boards, drawbars, loader buckets or on top of a load, except areas intended for transport. The workers operating the moving equipment should be trained and competent. They should be prepared for the day by getting enough rest and taking occasional breaks during the day to reduce fatigue. If operators feel ill or take medication that may affect their level of alertness, machine operation should be avoided. Seat belts should be securely fastened before driving, including vehicles with roll over protection (ROPs). If there are no passenger seats, there should be no riders. Operators should check to see that everyone is at a safe dis-

tance from the vehicle or equipment before moving. Only workers with a driver’s license should take equipment on public roads. Everyone at the job site should be cautioned not to approach or get on any equipment that is under power. When backing a vehicle, operators should ask another worker to direct the backing from a safe and visible distance. When equipment is stopped, brakes should be set securely, using park/lock and keys removed to keep unauthorized persons from restarting the machinery. Operators should disengage the power take off, while keeping shields and guards in place, and turn off the engine and remove the key before unclogging, refueling or working on a power-driven machine. Workers need to keep in mind to stay safe, they should not get behind, or alongside of, moving vehicles and equipment. Staying alert is key in injury prevention.

CONSTRUCTION SITE HYGIENE Construction site hygiene encourages good housekeeping, provides workers with clean drinking water, sanitary restrooms, and washing facilities to clean up. Access to clean water and restrooms encourages good hygiene on the job and helps avoid cross contamination to safeguard worker health and safety. Good housekeeping isn’t just important at home, it’s critical for construction safety. Ensure that trash and debris on the jobsite make it to the proper receptacles. Clean up the jobsite after major tasks or at least daily; avoid the buildup of hazardous, flammable, or combustible materials. Stack scrap lumber out of the way and remove protruding nails. Keep walkways, stairs, and work areas clear. Walking surfaces should be as level as possible and have adequate fall protection from heights. Clean drinking water can be provided by plumbed drinking fountains or in clean portable containers. Make sure that portable water containers are clearly labeled and have drinking fountain spouts or faucets that can be used to fill single-use water cups; water should not be dipped from the container. If there is a nonpotable (non-drinkable) water source on the site, it should be clearly labeled that the water is not safe for drinking, washing, or cooking. Separate bathroom facilities are required for every 20 employees (or fewer) of each sex on a job site. For example, if there are 30 men and 10 women, a total of 3 is bathrooms required. The bathrooms may contain a toilet and urinal, but half must have a toilet. On job sites fewer than 5 employees, separate bathrooms for each sex are not required if they can be locked and contain a toilet. Bathrooms should be private and in good working order with an adequate supply of toilet paper. Ideally, inspect and clean bathroom facilities at least daily. Washing facilities on the jobsite allow workers to wash their hands and avoid cross-contamination before eating, drinking, smoking, and/or heading home for the day. Workers can wash away harmful substances and use the washing area to service and decontaminate personal protective equipment (PPE). This is especially important to workers using potentially harmful substances such as paints, coatings, solvents, or other materials. One washing station is required for every twenty (or fewer) employees on a jobsite. Wash areas should be clean with a good supply of water and soap, other skin cleansing agents, or special hazardous substance cleansing compounds. Wash stations require single-use drying towels or a warm-air hand dryer. Washing facilities must be located outside, but convenient to, bathroom facilities and should be labeled. On jobsites with fewer than 5 employees and only one portable toilet facility, the washing facility may be located inside the portable toilet station. Do your part on the job to ensure good hygiene. Participate in site cleanup activities, clean as you go, and keep the worksite clear of debris, trash, and hazardous substances. Use washing facilities to clean your hands and avoid cross-contamination. Immediately report unsanitary or hazardous conditions on the jobsite to your supervisor. There’s no in-between when it comes to clean; practice good hygiene! Courtesy of the State Compensation Insurance Fund *For More tailgate, and other safety topics please visit www.statefundca.com*

Kalb’s Q & A for Contractors By David Kalb, Capitol Services, Inc.

As an expert I often find myself correcting mistaken impressions, outdated ideas or erroneous ‘knowledge’ because the complex rules of contracting are not ‘concrete’ but change over time. It’s practically a full time job to keep up! In this session, we will revisit some of the problems that arise from ‘knowing’ too much and understanding too little… Q: Mr. Kalb, I received your name and contact information from a friend and checked your website. I’m in the process of buying a stone countertop business that requires a California contractor’s license. I have the opportunity to keep the owner as RME but would rather have the license in my name. After reviewing the contractor board’s website, I believe I currently qualify to take the exam. I have a Bachelor of Science degree in Mechanical Engineering and I ran my own concrete contracting business for a year and a half. A: Thank you for your email. To install stone counter tops, you need a C-29 (Masonry) or C-54 (Tile) license. While the CSLB should give you two years credit for the engineering degree, it does not appear your contracting background will give you the remaining two years needed to qualify for a license. Concrete would likely not be considered for either of the above classifications. It appears you will need to keep the current owner on board for a while or hire someone that

has the appropriate license. After two years, you should be able to qualify for your own license.
