CITY OF SANTA BARBARA NOTICE TO CONTRACTORS BID NO. 3804 Sealed proposals for Bid No. 3804 for the ZONE 3 PAVEMENT MAINTENANCE PROJECT will be received in the Purchasing Office, 310 E. Ortega Street, Santa Barbara, California 93101, until 3:00 p.m., Thursday, July 21, 2016, to be publicly opened and read at that time. Any bidder who wishes its bid proposal to be considered is responsible for making certain that its bid proposal is actually delivered to said Purchasing Office. Bids shall be addressed to the General Services Manager, Purchasing Office, 310 E. Ortega Street, Santa Barbara, California, and shall be labeled, “ZONE 3 PAVEMENT MAINTENANCE PROJECT, Bid No. 3804". The work includes all labor, material, supervision, plant and equipment necessary to complete the following: Repair various streets by performing asphalt dig outs to repair failed areas, tree root repair, asphalt cold milling and asphalt hot mix overlay and final traffic striping and marking to City Streets, construct miscellaneous concrete repairs, construct concrete access ramps, retrofit existing access ramps, perform traffic control, notifications and postings The Engineer’s estimate is $3,100,000. Bidders are hereby notified that pursuant to provisions of Section 1770, et seq., of the Labor Code of the State of California, the Contractor shall pay its employees the general prevailing rate of wages as determined by the Director of the Department of Industrial Relations. In addition, the Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to apprentice public works contracts. Per California Civil Code Section 9550, a payment bond in the amount of 100% of the bid total will be required from the successful bidder for bids exceeding $25,000. The bond must be provided within 10 calendar days from notice of award and prior to the performance of any work. The proposal shall be accompanied by a proposal guaranty bond in the sum of at least 10% of the total amount of the proposal, or alternatively by a certified or cashier’s check payable to the Owner in the sum of at least 10% of the total amount of the proposal. A separate performance bond in the amount of 100% of the bid total will be required from the successful bidder. The bond must be provided within 10 calendar days from the notice to award and prior to the performance of any work. A contractor or subcontractor shall not be qualitifed to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
