After netting a fourth-place slot in the 2009 Santa Barbara City Council election, Michael Self cast herself on the defensive Thursday at her re-election announcement on the City Hall steps. She’s the first incumbent to announce her candidacy this year, after two newcomers and one former councilwoman announced bids earlier this year, setting the stage for a possibly heated campaign season. And two council members who need to run to keep their seat have yet to announce a candidacy. In a five-minute speech, with about 50 supporters behind her, Self said she’s now the target against “the machine,” alluding to the one launched in May by the Santa Barbara County Democratic Party. The group voted to endorse former KCSB news director Cathy Murillo, planning commissioner Deborah Schwartz and two-term council member Iya Falcone. Self profusely thanked those who attended the event, her voice breaking a minute into her speech when she said she was the underdog in the 2009 election. “There were about a dozen people running for council,” Self said. “And then there was me.” But the longtime critic of traffic calming devices and founder of SAFE Streets sternly said she was going to fight to stop candidates who want to restore the policies

of previous liberal-leaning councils. “I am the target of those who would like to turn back the clock, to go back to the brink,” Self said to a sometimes-boisterous crowd. “The decade of bulb-outs, our city going broke, out-of-control gangs, plans for high-rises and neighborhoods not being heard at City Hall. And they want that back? I say no. You say no.” Council members Dale Francisco, Frank Hotchkiss and Randy Rowse attended, as did Loretta Redd, Lanny Ebenstein and other former candidates. said she wants to use “Santa Barbara-style solutions” to solve persistent issues such as the budget, environment, public safety and homelessness. Self identified herself as an Independent. Many of her votes on the council have been consistent with conservatives Francisco and Hotchkiss.
