Sixteen and 17-year-olds would be able to vote at the next general election, under government plans to lower the voting age.

The pledge is part of a raft of measures, external being introduced through a new Elections Bill.

Other changes include expanding forms of voter ID to include UK-issued bank cards, moving towards automatic voter registration and tightening rules on political donations to protect against foreign interference.

The minimum voting age is already 16 for local council elections in Scotland and Wales, and elections to the Senedd and Scottish Parliament.

However for other elections, including to the UK Parliament, local elections in England and all elections in Northern Ireland, it is 18.

Lowering the voting age to 16 across the UK would be the biggest change to the electorate since it was reduced from 21 to 18 in

A pledge to lower the voting age to 16 was included in Labour's election manifesto but it did not feature in last summer's King's Speech, which sets out the government's priorities for the months ahead.The government has now confirmed it is planning to introduce the change in time for 16 and 17-year-olds to vote at the next general election, which is due to take place by 2029 but could be

called earlier than this.

Deputy Prime Minister Angela Rayner told the BBC: "I was a mum at 16, you can go to work, you can pay your taxes and I think that people should have a vote at 16."

However, Conservative shadow minister Paul Holmes said the government's position was "hopelessly confused".

"Why does this government think a 16-year-old can vote but not be allowed to buy a

lottery ticket, an alcoholic drink, marry, or go to war, or even stand in the elections they're voting in?" he asked in the Commons.

Critics of the idea argue it could benefit Labour as young people are more likely to vote for left-wing parties. However, polls suggest Labour's youth vote is at risk of being chipped away at – by the Greens, Liberal Democrats and Reform UK.

In the UK 16 and 17-year-

olds make up only around 3% of the population aged 16 and over so researchers say the impact on overall vote share is likely to be negligible, particularly as turnout tends to be lower for younger age groups.

The government has rejected claims it is introducing the change because it will benefit Labour.

"This isn't about trying to rig votes for a particular party. This is about democracy and giving young people an opportunity to have a say," Rayner said.

Among the other plans set out by the government are expanding the list of accepted ID to vote in Great Britain to UK-issued bank cards.Labour opposed the introduction of voter ID under the Conservatives in 2023 but in its election manifesto the party only promised to "address inconsistencies" in the rules "that prevent legitimate voters from voting", rather than scrapping the policy entirely.

Plans for direct train to Berlin in new UK-Germany treaty

Many analysts have said that April's rise in employer National Insurance contributions (NICs) has discouraged firms from hiring. While the unemployment rate has risen, the ONS has said the figure needs to be treated with caution due to problems with how the data is collected. Peter Kinsella runs two Spanish

restaurants in Liverpool and says this is the toughest period for the business since the financial crisis in 2008. He says the increase in employer NICs has "really impacted our recruitment".

Mr Kinsella has cut staffing hours, decreased opening times, and invests less in repairs in the restaurant to make money go further. "We're managing, but by the skin of our teeth," he says. He is also being more

cautious about hiring new staff, often reluctantly not replacing people who leave the business.HR director Peter Waller-Flynn says there has been a recruitment freeze in the majority of the 300 businesses he advises across Liverpool."Businesses are now coming to us for advice on how to have a much more flexible workforce," he says.

"For some of our clients, redundancies are the only

option."He says other clients are looking at restructuring, salary reviews, four-day weeks, cutting overtime, and replacing permanent roles with "a much more flexible, agency-driven workforce". "Businesses are having to be more creative." Paul Dales, chief economist at Capital Economics, noted that ONS data shows the number of people on PAYE payroll has fallen in seven of the eight months since Chancellor Rachel Reeves announced the NICs rise.

Gov. spends £53m on domestic violence programme

The government is spending £53m over the next four years on an intervention programme which it says can help domestic violence perpetrators change their lives and move away from abuse.

Since 2016, a pilot scheme has been working with perpetrators on a one-toone basis to help them come off drugs and alcohol and resolve personal issues. Following an independent evaluation that concluded the pilot had successfully cut abuse, the government has decided to fund an expansion of the programme across England and Wales.

Home Office Minister Jess Phillips said the money would give victims a "better and safer future" but some domestic violence charities have expressed scepticism.

The Drive Project pilot, which has begun operating in Essex, South Wales and West Sussex, has focused on high-risk or serial domestic violence perpetrators through intensive one-toone case management for up to 12 months.

Alongside that, victims

are given a "dedicated independent domestic violence adviser" to provide support.But Debbie Jones, from the charity Resolute, said: "The only real deterrents to serious domestic violence are tougher prison sentences and stricter licensing conditions if perpetrators aren't sent to jail."

And Refuge's Ellie Butt said the programme "may go some way in reducing

the risk" but warned that perpetrator programmes "often lead to increased demand on local services for survivors so without coordinated and sustained investment across the sector, these new efforts will still fall far short of what is needed". An evaluation carried out by the University of Bristol, external found that the Drive Project programme reduced domestic violence, cutting physical abuse by

82%, sexual abuse by 88% and harassment and stalking behaviours by 75%.

Kyla Kirkpatrick, head of the Drive Partnership, said victims "want and need better responses to the people causing harm in their lives. They need them to be seen, held to account and stopped."She said the Drive Project delivered this and added that evaluation had proved "it works".

The programme will go

live in 15 new areas by March 2026 and a full rollout across England and Wales will follow.Speaking to the BBC, the Minister for Safeguarding and Violence Against Women and Girls, Jess Phillips, said the programme was part of "an effort" to change the behaviour of perpetrators rather than victims.

Asked if the programme would see fewer perpetrators going to prison, Phillips said offenders would "still see the full force of the law".

She added that the "vast majority of domestic violence perpetrators never go to prison".

A further £230,000 will be spent on specially-trained plain-clothed officers who will patrol streets at night to crack down on predatory behaviour.

In its manifesto, Labour promised to halve violence against women and girls in a decade. MPs on the Northern Ireland Affairs Committee have urged the government to provide more funding for support services and for tackling online abuse.

After that superinjunction was lifted, The Telegraph was able to report on Tuesday that Taliban sources claimed to have obtained the spreadsheet in 2022 – potentially more than a year before the MoD knew it had been accidentally leaked. The fact that the leaked database included details of MI6 operatives and UKSF personnel was reported by the Sun and the Daily Express on Wednesday and Thursday, yet the MoD insisted for most of Thursday that those facts could not be reported by press outlets that were subject to the original super-injunction. It can also be reported now that James Cartlidge, the shadow defence secretary, asked in Parliament about whether “an apparent third party who obtained some of the data was engaged in blackmail” against the MoD.

Starmer says he had to 'deal with' rebel Labour MPs

Sir Keir Starmer has defended his decision to suspend four MPs, saying Labour has to "deal with" those who defy party orders.

The prime minister argued the MPs were "elected on a Labour manifesto" and so should back the government's agenda.

On Wednesday Labour withdrew the whip from four MPs, meaning they will now sit as independents in the House of Commons - the second major crackdown since Sir Keir took office last year, reigniting debate over his leadership.

Suspended MP Rachel Maskell told the BBC she would not be silenced by Labour withdrawing the whip - but she will continue to support the government as an independent. Asked if his decision to punish MPs made him look weak, Sir Keir argued Labour were "elected in to change this country for the better, and that means we've got to carry through that change".

"We inherited a broken economy and broken public services," the prime minister said during a press conference with German Chancellor Friedrich Merz. Sir Keir said: "I am determined we will change this country for the better for millions of working people – and I'm not going to be deflected

from that."Therefore, we have to deal with people who repeatedly break the whip.

"Everyone was elected as a Labour on a Labour manifesto of change and everybody needs to deliver as a Labour government."

As well as suspending four MPs, Labour stripped three more of their roles as trade envoys - unpaid jobs handed out to backbench MPs. Maskell told BBC Radio 4's Today programme on Thursday that the chief whip

had made it "very clear" to her that her "work on the disabled people reforms were the reason" for her suspension. Maskell, who represents York Central, had described the government's planned welfare changes as "Dickensian cuts which belong to a different era and a different party".

She was a key figure in the rebellion that led to an eventual government climbdown but told the BBC: "I don't see myself as a ringleader."Instead, she said

her aim was to "advocate" for her constituents, including disabled people who "are very invisible in our society".

Now sitting as an independent, she said she would do "all that I can to support the Labour government".

"But that doesn't mean that I'm silenced," she told BBC Breakfast, adding that she did not believe the prime minister had "got it right".

"If my constituents are telling me something, I want to be able to advocate," she said.

The welfare bill broke down because backbenchers weren't listened to in the early stages, she said, and this must change "because ultimately backbenchers bring vast experience with them". These suspensions were designed to send a message to Labour MPs first elected at last year's general election, many in the party believe.

Three of the suspended MPs – Neil Duncan-Jordan, Brian Leishman and Chris Hinchliff – are members of the 2024 intake representing constituencies in which a Labour victory would have been all but unimaginable until shortly before the election.

While those on the left of the Labour Party have been vocal in their criticism of the suspensions, many loyalists are happy to see their colleagues being punished for rebelling.

Some of the new intake felt it was unfair that they had been willing to defend controversial decisions in their constituencies and local Labour parties but then were being treated essentially the same as their rebellious colleagues who forced the government into a humiliating climbdown on welfare.

One source characterised the message being sent as: "Loyalty will be rewarded."

Labour looking into Abbott's comments about racism

The Labour Party has said it is taking "incredibly seriously" an interview by Diane Abbott in which she stood by comments she made about racism that led to a year-long suspension from the Labour Party.

In an interview with the BBC's James Naughtie, she was asked about the controversy that was sparked by a letter she wrote to the Observer in April 2023, external.

In the letter, she wrote that Irish, Jewish and Traveller people "undoubtedly experience prejudice" that is "similar to racism".

She added: "It is true that many types of white people with points of difference, such as redheads, can experience this prejudice. But they are not all their lives subject to racism."

Abbott was quick to withdraw the remarks, which were heavily criticised by Jewish and Traveller groups, and apologised "for any anguish caused".

But she was suspended from the party and only readmitted just before last year's general election.

Asked by Naughtie if she looked back on the whole incident with regret, she said: "No, not at all."

She added: "Clearly, there must be a difference between racism which is about colour and other types

of racism because you can see a Traveller or a Jewish person walking down the street, you don't know.

"You don't know unless you stop to speak to them or you're in a meeting with them.

"But if you see a black person walking down the street, you see straight away that they're black. They are different types of racism."

Asked if she believed she had done anything wrong or had said something in

her Observer letter that she did not believe in, she said: "I just think that it's silly to try and claim that racism which is about skin colour is the same as other types of racism.

"I just... I don't know why people would say that."

A Labour Party spokesperson said: "There is no place for antisemitism in the Labour Party. We take these comments incredibly seriously, and will assess them in line with

Labour Party's rules and procedures."

Baroness Shami Chakrabarti – a Labour peer and a friend of Abbott - told BBC's Politics Live she did not interpret the interview as the MP retracting her previous apology. "She was saying, as I understand it... that people do experience racism differently - that doesn't create a hierarchy, that doesn't mean one kind racism is better than

another," she said.

"I think people who are writing 'island of strangers' speeches should be a bit slow to sit in judgement on Diane Abbott who has been fighting racism all her life," she added in a reference to comments made by Keir Starmer last month.

Another Labour peer Lord John Mann - who coproduced a report into antisemitism this weeksaid: "When her [Abbott's] constituents are attacked on the street because they are Jewish, it is antiJewish racism... they know what it is because they're experiencing it day-in, dayout."

In a wide-ranging interview for his Reflections programme, which was recorded in May, Naughtie asked the Hackney North and Stoke Newington MP if she would condemn antisemitic behaviour in the same way she would racist behaviour against someone because of the colour of the skin.

She replied: "Well of course, and I do get a bit weary of people trying to pin the antisemitic label on me because I've spent a lifetime fighting racism of all kinds and in particular fighting antisemitism, partly because of the nature of my constituency."

Nurse confronted trans doctor in 'unacceptable' manner, tribunal hears

A nurse who confronted a transgender doctor in a changing room behaved in an "unacceptable" way, an employment tribunal has heard.

Gillian Malone - who is head of nursing at NHS Fife - said nurse Sandie Peggie should have raised concerns about sharing facilities with Dr Beth Upton - a trans woman - in a different way.

Ms Peggie and Dr Upton exchanged words on Christmas Eve 2023 after the nurse told the doctor they should not be in the same changing room at the Victoria Hospital in Kirkcaldy.

Ms Malone said Ms Peggie's comments that Dr Upton was a man constituted unacceptable conduct. After the exchange, Dr Upton complained to NHS Fife about Ms Peggie's behaviour and the nurse was suspended on 3 January 2024.

Ms Peggie claims her treatment was unlawful under the 2010 Equality Act and brought a case against NHS Fife, which resumed on Wednesday after a five month break in proceedings.

Ms Malone told Ms Peggie's

lawyer Naomi Cunningham that it was "unacceptable for any colleague to confront another in that manner", referring to the Christmas Eve incident.

Ms Malone added that the nurse

"could have raised the matter but not as a confrontation".

She suggested Ms Peggie should have returned to her line manager and then escalated her concerns from there.

Ms Malone said she understood the incident in the changing room had involved Ms Peggie questioning Dr Upton about her chromosomes and referencing Isla Bryson, a rapist who is also

transgender.

'Concerning allegations'

Ms Cunningham questioned whether there was any way Ms Peggie could have raised concerns to Dr Upton's face without being at risk of suspension.

Ms Malone said there was no way the matter could have been resolved in that conversation.

The lawyer added that the "essence" of the matter was Ms Peggie feeling intimidated by the presence of Dr Upton in the changing room.

Ms Malone earlier said she found out about the "concerning allegations" on 2 January, after she returned to work following the Christmas break.

She added the allegations around Ms Peggie's behaviour on Christmas Eve involved offensive and inappropriate questions and use of derogatory terms to Dr Upton.

She told the tribunal the decision to suspend Ms Peggie was made following a risk assessment carried out by Esther Davidson, the nurse's line manager.

All they have to do now is wade through the surf and head back unhindered towards the dunes 300 metres away to regroup and plan tomorrow’s crossings.

The scenes are painfully familiar to any of the 1,200 gendarmes deployed along France’s northern beaches. Some told The Telegraph they are outmanoeuvred and outnumbered by the smugglers, who who adapt their tactics at pace.

“We are helpless... there is a French expression ‘donner de la tête’, we are overwhelmed and don’t know where to start, we don’t know where to go, there are so many boats leaving,” says Marc Musiol, a French border police officer in Pas-de-Calais.

One well-placed international policing source labelled the situation a “failure”.

Since the beginning of this year, there have been 22,360 arrivals via small boats into the UK – an almost 60 per cent increase on last year.

The numbers are rising as Sir Keir Starmer promised to “smash the gangs” and hailed a new deal with Emmanuel Macron to stem the tide.

But authorities here suggest the “one-in, one-out” pledge is not worth the paper it is written on. Some also pour scorn on Mr Macron for talking tough without following through with “concrete” changes.

The scene on the beaches of Gravelines on Thursday morning is one replicated along the coast of northern France day in, day out, when the weather permits. In the early hours, police patrol cars scour the 200km of coastline between the border of Belgium and the Bay de Somme estuary.

Police use drones fitted with night vision technology to scan

the dunes where the migrants, mostly young adult men, will camp for the night before they attempt to cross the Channel.

But the distances make it easy for smugglers and migrants to hide from stretched authorities.

Gendarmes drive beige 4x4s in teams of three, drive down the shoreline, and survey the waters for inflatable dinghies.

“We are here every night, it is always the same, it never changes,” one officer said as he patrolled a beach car park.

“The migrants are everywhere.”

The Telegraph encountered six patrols in the space of two hours during a 3am drive from Calais towards Wimereux, a seaside commune south of Boulogne and another known hotspot for Channel crossings. Interceptions remain scarce.

Smugglers launch simultaneous crossings from up to 10 different beaches at a time to divide police attention and resources. Pre-inflated dinghies are launched from waterways and canals dozens of kilometres from the pickup point and sail down the coast.

The smugglers use weather apps, such as Windy, on their phones to help them plan their crossings. The apps provide up-to-the-second information on wind speed, direction, and the swell.

Sentries linked to the smuggling gangs are posted in the dunes and near the camps to watch for the boats. They alert over the phone that the dinghy is arriving and that it is time for its passengers to get on board.

Mr Musiol said: “There are always small groups of smugglers who know our beaches very, very well.” Often carrying nothing other than orange life jackets bought from Decathlon around their necks, the migrants sprint across the beach, hoping to do so before the police have time to react. Sometimes officers do, and fire a salvo of tear gas from grenade launchers. But this is often not enough. “You have smugglers and their friends who throw stones at the police officers to distract them and to get the migrants onto the boat as quickly as possible,” one officer said.

He estimated that there are roughly only three to six police officers for every 50 migrants trying to enter the sea.

“We have a lack of officers and you have a huge, huge amount of the coast to monitor,” he said. “It is not possible with the number of the personnel the border police have, the gendarmerie, to monitor this entire stretch of coastline and

beach.” The camps where migrants live are even more lawless. Inside the main camp at Loon Plage, 12 kilometres south-west of Dunkirk, shootings and stabbings between warring gangs for control of the best beaches are commonplace. On July 8, a 44-year-old Kurd from Iraq was shot five times in the legs at the camp.

Around two dozen armed police were deployed that day to quell the violence. The month before, two other migrants were shot dead and another five injured.

Balkan crime groups have established themselves as the dominant players in orchestrating the operations, but police sources say East African gangs out of Eritrea, especially, are rivalling them.

One police source with knowledge of the peoplesmuggling gangs said efforts to stop the migrants were futile without a strategy to break up the wider smuggling networks.

“If you are dealing with it in Calais, you have failed, you are never going to succeed,” they said. “You have got to look at it earlier on and deal with the cause of all of these problems. “They are going to keep trying, a week later, they are going to give it another go. What else are they going to do, camp in Calais for the rest of their life? It’s just not realistic.”

Locals along the coast here, meanwhile, are fed up with seeing their coastline dominated by years of crisis and inaction.

Alain Boonefaes, the deputy mayor of Gravelines, whose remit includes the town’s safety and security, admitted the problem is endemic and there is little to be done.

The seaside resort town, 30km south-east of Dunkirk, relies on tourism for survival but can see up to 350 migrant departures in a single evening.

The mayor and many others in the town are deeply sceptical about Mr Macron’s one-in-oneout policy, agreed with Sir Keir during the French president’s three-day visit to London last week.

The trial would allow the UK to return selected numbers of small boat arrivals to France. In exchange, the UK will admit an equal number of asylum seekers with legitimate ties, such as family. Even the police are sceptical. “Macron has made political announcements and not concrete ones,” said Mr Musiol. “We have the impression that nothing will change in terms of the police officer’s work itself.

“You can put a police officer on every beach on the Opal Coast.

The migrants will continue to come. We must stop this problem at the source – that is, in the country of origin.”

He said “there is no lasting solution that could stop the problem” along the coast here and in Britain, where migrants arrive and are ushered into camps and hotels.

On Thursday morning, The Telegraph saw first-hand the limits of the policing operation. Gendarmes fired a salvo of tear gas into the sand dunes 300 metres from the shore, where hundreds of migrants had camped overnight. Coughing and spluttering, they were led out onto the beach by the smugglers, away from the haze of white smoke and towards the shore.

Here they sat and waited for around 10 minutes for the “taxi boat”, launched from the west on River Aa, which runs through the centre of Gravelines and leads out into the sea, to arrive.

The majority of the migrants were young men from the Middle East or Vietnam.

An Iranian family of four –mother and father Karwan and Sara, and son and daughter, Alina and Mohammed – were a rare sight. Sara, one of only three women in the crowd, spoke in broken English of how her family had travelled nearly 9,000 kilometres from Tehran and had journeyed through Turkey and Germany to reach Calais.

She indicated that they had spent 10 days at one of the camps near Dunkirk. This was their first attempt at a crossing.

Sara dabbed tears from her eyes with her headscarf, watching Alina, her pink trousers pulled up to her knees, splash and dance joyfully in the water, oblivious to the perils around her. Karwan, gave no answer when asked what had made the family leave Tehran.

He waded through the water as a “taxi boat”, already filled with 50 or so passengers, drew near to the shore.

Sara and Karwan walked through the surf holding each other’s hands, also clutching life jackets. Around them, smugglers bullied their human cargo into place.

Voting age to be lowered to 16 by next general election

Sixteen and 17-year-olds would be able to vote at the next general election, under government plans to lower the voting age.

The pledge is part of a raft of measures, external being introduced through a new Elections Bill.

Other changes include expanding forms of voter ID to

include UK-issued bank cards, moving towards automatic voter registration and tightening rules on political donations to protect against foreign interference.

The minimum voting age is already 16 for local council elections in Scotland and Wales, and elections to the Senedd and Scottish Parliament.

However for other elections, including to the UK Parliament, local elections in England and all elections in Northern Ireland, it is 18.

Lowering the voting age to 16 across the UK would be the biggest change to the electorate since it was reduced from 21 to 18 in 1969. A pledge to lower the voting age to 16 was included in Labour's election manifesto but it did not feature in last summer's King's Speech, which sets out the government's priorities for the months ahead.

The government has now confirmed it is planning to introduce the change in time for 16 and 17-year-olds to vote at the next general election, which is due to take place by 2029 but could be called earlier than this.

Deputy Prime Minister Angela Rayner told the BBC: "I was a mum at 16, you can go to work, you can pay your taxes and I think that people should have a vote at 16."

However, Conservative shadow minister Paul Holmes said the government's position was "hopelessly confused".

"Why does this government think a 16-year-old can vote but not be allowed to buy a lottery ticket, an alcoholic drink, marry, or go to war, or even stand in the elections they're voting in?" he asked in the Commons.

Critics of the idea argue it could benefit Labour as young people are more likely to vote for leftwing parties.

However, polls suggest Labour's youth vote is at risk of being chipped away at – by the Greens, Liberal Democrats and Reform UK.

In the UK 16 and 17-year-olds make up only around 3% of the population aged 16 and over so researchers say the impact on overall vote share is likely to be negligible, particularly as turnout tends to be lower for younger age groups.

The government has rejected claims it is introducing the change because it will benefit Labour.

"This isn't about trying to rig votes for a particular party. This is about democracy and giving young people an opportunity to have a say," Rayner said.
