After Guilty Verdicts, Civil Rights Leaders Exhort Black America to ‘Never Stop Running for Ahmaud’ By Stacy M. Brown, NNPA Newswire Senior National Correspondent

“The violent stalking and lynching of Ahmaud Arbery was documented on video for the world to witness. Yet, because of the deep cracks, flaws, and biases in our systems, we were left to wonder if we would ever see justice,” said Attorney Ben Crump. After nearly two years of pain, suffering, and wondering if the men who killed Ahmaud Arbery would pay for their heinous crime, the 25-year-old’s family finally received justice. A Glynn County, Georgia, convicted Travis McMichael, Gregory McMichael, and William Bryan of felony murder. “Guilty. Guilty. Guilty,” civil r ights at tor ney Benjamin Crump exclaimed. “Nothing will bring back Ahmaud, but his family will have some peace knowing the men who killed him will remain behind bars and can never inflict their brand of evil on another innocent soul,” Crump continued. NA ACP President and CEO Derrick Johnson called the verdicts long overdue. “Ahmaud Arbery’s death was unnecessary and fueled by racist ideologies deeply engrained into the fabric of

this nation,” Johnson insisted. “Generations of Black people have seen this time and time again, with the murder of Emmett Till, Trayvon Martin, and many others,” he continued. “The actions and events perpetrated by the McMichaels and William Bryan leading up to Ahmaud’s death reflect a growing and deepening rift in America that will be its undoing if not addressed on a systemic level. “We must fix what is genu i nely ha r m i ng ou r nation: white supremacy.” The jury found Travis McMichael, who shot Arbery in February 2020, guilty of all nine charges, including malice murder and four counts of felony murder. The panel found his father, Gregory, not guilty of malice murder but convicted him on felony murder, unlawful imprisonment, and other charges. Bryan escaped a guilty verdict

on malice murder, but the jury found him guilty of three felony murder counts, aggravated assault, false imprisonment, and criminal intent to commit a felony. The men, who also face federal charges, could spend life in prison when sentenced. Judge Timothy Walmsley bound the men over and will soon set a sentencing date. Immediately following the announcement of the first guilty verdict against Travis McMichael, Arberry’s father, Marcus Arbery, shouted, “long time coming.” Judge Wa l m sle y asked cour t off icials to remove the senior Arbery. “Ahmaud Arbery should be alive today. This tragedy should have never happened,” said Florida Congresswoman Val Demings, who is a Democrat. “I am keeping his family in my prayers. But we must move

forward together to dispel the shadows of our past and to ensure the safety and civil rights of every American,” Demings asserted. Crump insisted that Black America must keep fighting for civil rights and justice. “This case, by all accounts, should have been opened and closed,” Crump demanded. “The violent stalking and lynching of Ahmaud Arbery was documented on video for the world to witness. Virgil Abloh Abloh got his early start in the streets of Chicago. After earning a master’s degree in architecture from the Illinois Institute of Technology, Abloh taught himself design, learning from Chicago

Sending love and light to your wife, children, family and day ones you’re with the Master now, shine.” What Is Cardiac Angiosarcoma? Cardiac sarcoma is a rare type of primary malignant (cancerous) tumor that occurs in the heart. According to the National Cancer Institute, angiosarcoma is a rare cancer that develops in the inner lining of blood vessels and lymph vessels. Most often found in the skin, breast, liver and spleen, this cancer can occur anywhere in the body. The medical institution’s website states that the tumors “may occur on the outside surface of the heart, within one or more chambers of the heart (intracavitary) or within the muscle tissue of the heart. The symptoms of heart tumors will vary, depending on the location of the tumor. Tumors of the heart may occur on the outside

surface of the heart, within one or more chambers of the heart (intracavitary) or within the muscle tissue of the heart. Most angiosarcomas occur in the right atrium, resulting in obstruction of the inflow or outflow of blood. This obstruction may cause symptoms such as swelling of the feet, legs, ankles and/or abdomen and distension of the neck veins. These symptoms occur because the blood coming back to the heart after traveling through the body cannot easily enter or be pumped out of the right atrium. Cardiac angiosarcomas that occur on the pericardium (the thin sac that surrounds the heart) can cause increased fluid inside the sac. If enough fluid accumulates within the pericardial sac, the heart’s ability to pump blood is affected. Some signs of this occurrence may include chest pain, shortness of breath, fatigue and palpitations. Tiny pieces (emboli) of cardiac sarcomas may break off and travel through the bloodstream to other parts of the body. An embolus may block blood flow to an organ or body part, causing pain and damage to the organ or body part that lies beyond the point at which the blood flow is obstructed. Emboli can affect the brain (causing a stroke), the lungs (causing respiratory distress) and/ or other organs and body parts. Artistic Director for Louis Vuitton and Off-White Founder, Virgil Abloh, Passes Away At 41 Obituary News The news was announced in a statement on social media by LVMH, Louis Vuitton and OffWhite. Abloh was named the menswear artistic director for Louis Vuitton in 2018, making him the first African-American designer at the European label since it was founded in 1854. The news was also posted to Abloh’s personal Instagram account, where they detailed the battle he fought against “a rare, aggressive form of…cardiac angiosarcoma”. Abloh, who was first diagnosed in 2019, had been battling cancer “privately for several years” before succumbing to the disease, according to his company.

Exclusive: Cal State blunder may mean loss of 3,000 new student housing beds BY

The error — uncovered by CalMatters and acknowledged by Cal State officials — is straightforward but costly. In filling out paperwork required to get its portion of the $2 billion Gov. Gavin Newsom set aside for student housing, Cal State incorrectly assumed that it could use that money — and only that money — to build dorms and apartments for low-income students. In reality, state rules allow Cal State to combine this limited pot of state money with outside funds, such as dollars from bonds the university regularly issues. Using a mix of funds allows a campus to either build larger structures

to include more beds or combine projects to house more students. The consequence for Cal State’s blunder: Unless state lawmakers intervene, as many as 3,000 students will be deprived of affordable housing. CalMatters discovered the discrepancy by reviewing building applications, official correspondence and other documents related to the threeyear, $2 billion Higher Education Student Housing Grant Program that the Legislature approved in this year’s state budget. Over that three-year period, Cal State is slated to receive $600 million from the grant program to build housing at low rents for students. The error comes after a Cal State vice chancellor implored the state to change the rules to accommodate more flexible spending. The state housing program is

seen as one way to defray much of the costs of college attendance. More than half of Cal State and UC students from California don’t pay for tuition, but campus rent can tack on as much as $11,000 a year for Cal State students, though federal grants can help cover those expenses. University housing is typically cheaper than off-campus housing in the surrounding communities. Fixing Cal State’s snafu may be difficult The Cal State paperwork snafu directly affects the initial $150 million portion of funds carved out for the university system in this year’s state budget. Applications for using the funds were due by Oct. 31. Because the deadline came and went, a doover for Cal State is tricky, said Rebecca Kirk, a project manager at the Department of Finance, an agency of Gov. Gavin Newsom’s administration that is overseeing management of the student housing grant money. “Because that initial filing round had an established deadline of October 31, that was kind of the cut-off on the initial rounds,” she said in an interview. Fixing the error would be “a pretty significant potential change” to the proposals, Kirk said.

The department has until March 1 of next year to submit to the Legislature a list of recommended housing projects the state should fund. From there, lawmakers and the governor will ultimately decide what gets funded in either the state’s budget process or a standalone bill. It’s unclear whether lawmakers could allow Cal State to come up with new construction plans to make better use of the money. The law governing these funds is silent on whether lawmakers can deviate from what campuses initially proposed in their applications. “If CSU erroneously submitted their application based on a bureaucratic misunderstanding, we should give them every opportunity to correct it,” said Assemblymember Phil Ting, a Democrat from San Francisco who is chairperson of the Assembly’s budget committee, one of the two committees that’ll receive the Department of Finance’s recommendations. “Student housing is too important of an issue to let bureaucracy stand in the way.” The speed at which the decisions have to be made is intentional: The law prioritizes affordable student housing projects that can start construction by the end of 2022. A team led by a UCLA chemistry professor, who was inspired to create educational books for kids after his daughter quizzed him about the chemicals in her food, are being recognized with a prestigious award from the Royal Society of Chemistry. Professor Neil Garg worked closely with Dan Caspi, of IT firm, Element26, to create and publish three organic chemistry coloring books and a children’s activity book, which aim to improve scientific literacy among children and non-scientist adults. The workbooks - of which Neil’s daughters Elaina Garg, 14, and Kaylie Garg, nine, are co-authors - materialized after Kaylie asked her father about the chemical makeup of her dinner. Neil said: “My daughter was giving me a hard time about her food. When she tried a new dish, she would look at me sceptically and say, ‘does this have chemicals in it?’. As a chemistry professor, I couldn’t resist the opportunity to help Kaylie realise how important chemicals are in our everyday lives. “We started to look up chemicals together and we had a lot of fun with it. Given that my daughters love to draw, and were enjoying learning about science, it sparked the idea to create a chemistry coloring book.

“We drew the chemical structures and worked with an artist who rendered our images into cartoons, to make it appealing to kids. The books have been so well-received, and we’ve donated thousands of them to schools.” The children’s books are among a suite of educational resources created by Neil and Dan - who first met while studying chemistry at graduate school. Over the past six years, they have worked together with teams of students and researchers to invent free, interactive technologies which help teach organic chemistry concepts, and have been used online by more than 60,000 people in 165 countries across the globe. Neil said: “I would regularly make educational resources for students as part of my job, but it was Dan who encouraged me to put them online and share them with the world. We’re both passionate about chemistry and Dan also has IT expertise, so our collaboration just works. “I started to get students involved in the creative process we wanted to find ways to make chemistry fun and engaging and change any negative perceptions of the subject. As a team we’ve created several interactive tools, continued on page 4

Analysts: California Is Moving Into Next Budget Year With a $31 Billion Surplus Tanu Henry | California Black Media

California is expected to move into the next fiscal year, which begins July 1, 2022, with a whopping $31 billion surplus, according to estimates from the independent Legislative Analyst’s Off ice (LAO). The LAO announced the anticipated surplus during a news briefing last week. “Under our current law and policy approach, we estimate the general fund revenue will reach $202 billion in the budget year and result in a surplus of about $31 billion for that

budget year,” said Gabriel Petek, Legislative Analyst of the State of California, referring to LAO’s projections for fiscal year 2022-23. Petek said the large surplus reflects a number of trends. Among them are surpluses in the state current operating budget, money left in the economic reserve from the last fiscal year, higher revenues than projected for the last two years, etc. “Revenue collections have grown rapidly in recent months, coming in over $10 billion ahead of budget act expectations so

far this year. Underlying this growth is a meteoric rise in several measures of economic activity,” LAO report reads. That windfall in the state reserve could mean a rebate for taxpayers or more money for education and other public spending. State spending is expected to reach a cap set by California voters through a ballot measure in 1979 called the Gann Limit. When that happens, the state is compelled to return money to taxpayers by lowering taxes, sending out rebates or spending money on education. Salena Pryor, president of the California Black Small Business Association (BSBA) says she is encouraged by the investments the state has made to aid small businesses and to improve the overall economic outlook for Californians most impacted by the pandemic. She hopes the state will use monies from the surplus to sustain some of its initial investments. “There is still a lot more

Among the benefits: Lowers Health Care Costs: Approximately 3.9 million Black people were uninsured in 2019. Despite the Affordable Care

Act’s premium subsidies, coverage under the ACA was too expensive for many families, and more than 570,000 Black people fell into the Medicaid “coverage gap” and were locked out of coverage because their state refused to expand Medicaid. President Biden’s framework closes the Medicaid coverage gap while also lowering health care costs for those buying coverage through the ACA by extending the American Rescue Plan’s lower premiums, which could save 360,000 black people an average of $50 per person per month. With these changes, more than one in three uninsured Black people could gain coverage. It also makes an historic investment in maternal health. Black women die from complications related to pregnancy at three times the rate of White women. The legislation will also: Empower Medicare to negotiate lower drug costs for seniors and halts Big Pharma’s outrageous price hikes above inflation for all Americans.Ensure Americans with diabetes don’t pay more than $35 per month for their insulin. Create a new, out-of-pocket cap of $2,000 on what seniors pay for their drugs in Medicare Part D. Lower premiums dramatically for those who buy insurance on their own through the Affordable Care Act. Extend affordable coverage

The cost of childcare has placed a serious financial burden on Black parents who are two times more likely than White parents to have to quit, turn down, or make a major change in their job due to childcare disruptions. In addition, only 26.8 percent of Black 3- and 4-year-old children are enrolled in publicly funded preschool, while the average cost of preschool for those without access to publicly funded programs is $8,600. Most families will save more than half of what they currently spend on childcare, and the vast majority of families will pay no more than 7 percent of their income for childcare. It will also reduce the cost of home-based care for the hundreds of thousands of older adults and people with disabilities who need it but lack access. Investment in home care will raise wages for home care workers, 28 percent of whom are Black. The Build Back Better Act also saves most families more than half their current spending on childcare, ensuring the vast majority of families will have to pay no more than 7 percent of their income for childcare. It also: Expands the basic promise of free schooling in America for the first time in 100 years with universal pre-school for all 3- and 4-year-olds. Establishes a universal and permanent paid family and medical leave program, providing four weeks of paid parental, family caregiving, and medical leave. San Bernardino County to Open Third Phase of Bloomington Affordable Housing Community State/Government/Business News San Bernardino County and Related California executives celebrated the grand opening on Tuesday, November 30th. It is the third phase of an approximately 5-acre site containing 98 new affordable housing units. The housing units are located at 17906 Valley Blvd., Bloomington, CA. The development’s first phase, completed in 2016, featured the new 6,500- square-foot Bloomington Public Library plus 106 affordable senior and family housing units. The second phase, completed in 2017, featured 84 new affordable family housing units. Malcolm X Two of the men found guilty of the assassination of Malcolm X had their convictions thrown out on Thursday, the Manhattan district attorney, and lawyers for the two men said, according to the New York Times. The stunning reversal recasts history and reopens the case of the slaying of Malcolm X, who died in a hail of gunfire at the old Audubon Theater in New York’s Harlem area. The exoneration of the two men, Muhammad A. Aziz, and Khalil Islam, represents a “remarkable acknowledgment of grave errors made in a case of towering importance: the 1965 murder of

one of America’s most influential Black leaders in the fight against racism,” the Times reported. The newspaper noted that a 22-month investigation conducted jointly by the Manhattan district attorney’s office and lawyers for the two men found that prosecutors and two of the nation’s premier law enforcement agencies — the Federal Bureau of Investigation and the New York Police Department — had withheld key evidence that, had it been turned over, would likely have led to the men’s acquittal. Raymond Wood wrote his responsibility was to ensure Malcolm X’s security team were arrested days before he was shot dead in Manhattan, the daughters stated. The men convicted were all members of the Nation of Islam and were each sentenced to life in prison. At the time of his death, Malcolm X had separated himself from the Nation of Islam. She passed away Peacefully at the age of 80. While Claudia as a young adult (18) was completing nursing school in Hawaii she volunteered for the Airforce Civil Air Patrol Cadet "Search & Recovery" Division. This is where she was dubbed the nickname "Micki" which she still carries. It was a stealth code name for the Teams to use while flying to communicate with the down Airman. So, they could be recused without the enemy detecting they were in the area. She also loved crafts and had a creative decorative eye for turning little somethings into beautiful big somethings. She definitely knew how to bring your decorative vision alive. . She had a passion for kids and love to keep them busy. She touched so many lives to help them be the best and experience new things that would be useful in their adult lives. Fast forward as a single mom of 3 another major accomplishment she finished and graduated from UCLA and pursue a Professional Career in the Medical Field. After 40 yrs of service she retired as a Surgical RN Supervisor at Kaiser Permanente in West LA. She later went back to Hawaii in 2005 to help her Son with his

business in which, she eventually ended up taken up residency for 16yrs. In March of 2021 due to health issues her Daughter Deborah went and got her Mom and relocated her back to California to live with her in North Fontana, Ca where she attended Community Baptist Church. Jesus uses four-word pictures to emphasize the same point: Be ready for His return. “Be dressed in readiness” “let your loins be girded.” Luke 12:35-40]. Warning after warning in scripture, telling us, today, that the time is short, discern the signs of the times, because the days are evil. {Ephesians 5:16]. Remember what Isaiah said to King Hezekiah, all of us, set your house in order, and pray that you are found worthy to escape the tribulation that is coming upon the entire world. Listen, God is delaying His judgment for one reason – He is giving you an opportunity to be saved before it’s too late. Judgment will eventually come. It will come surely, says Peter. It will come suddenly. So, consider this your wake-up call because I tell you, what’s coming next there is no words for it. Boom Sha-ka-laka, Boom Sha ̶ ka ̶ laka ̶ Boom! Thank God for Abortion Chris Davies Thank God for abortion. Since its conception and zygote stage, I’ve been following the art project, Thank God For Abortion, created by artist Viva Ruiz as they have instigated a global movement disrupting both the perceived conservative religious monopoly on abortion as well as the respectability politics of the religious left to dance around the issue. Thank God for Abortion is not designed to make church folks feel comfortable. It’s deeply resonant with queer and poor and working class folks. The artist describes every piece of art as a “tool” to normalize and destigmatize abortion, taking space for the people who have had multiple abortions and feel great about it. Viva speaks about being a living testimony and receiving the stories from so many people just by being loud. People respond usually one of a few ways: stunned and can’t find the reaction, or they love the project, or they demonstrate hatred tinged with potential violence. Thank God for Abortion (TGFA) is not a project with caveats and circumstances and “what ifs” but a radical acceptance of abortion as a healthcare procedure readily available for all people seeking care. It is not a movement led by cis white women with class access but by queer and Black and Brown working class folx of all gender expansiveness naming and claiming Abortion Access as something we can expect to be “legal, safe, and free.” From Mexico to Poland to the Vatican to New York to Texas and Ohio, TGFA has been

calling and leading a religious movement that refuses the shame and oppression that have so long permeated abortion access, claiming a liberative God as present in all moments of choice, saying/singing in an explicit music video, “God is cool with me, she says, Girl you know I love you, God is cool with me, she says; Girl you know I gotchu.” Thank God for Abortion is a project which that has saved lives. And while many progressive faith folks are finding their way again in a movement made more and more urgent by anti-abortion laws like SB8 in Texas; offering vigilantes bounties on people who get abortions, and the more radical HB480 proposed in Ohio banning abortion outright and adding in the option for bounty-hunters, I can’t help but name awe at the projects that claim and take space and proclaim the gospel in radical and wonderous ways, under the leadership of those who are the most and multiply oppressed. Such proclamation is a radical act of faith. Thank God for Abortion is queer theology as defined by theologian Marcella Althaus-Reid, shocking people out of their complacency to recognize God in a new way. TGFA allows us to experience the wonder of an expansive God who loves us all, just as we are. Rev. USDA Begins Accepting Applications for $1.15 Billion in Loans and Grants to Help People Living in Rural Communities Get Access to High-Speed Internet Includes up to $350 Million for Grants in Tribal and Socially Vulnerable Communities

WASHINGTON, Nov. 24, 2021 – U.S. Department of Agriculture (USDA) Secretary Tom Vilsack today announced the Department has begun accepting applications for up to $1.15 billion in loans and grants to help people in rural areas get access to high-speed internet. This announcement comes on the heels of the recently enacted Bipartisan Infrastructure Law, which provides another nearly $2 billion in additional funding for the ReConnect program. USDA anticipates issuing a new Notice of Funding Opportunity to make the additional funds in the Bipartisan Infrastructure Law available in 2022. “High-speed internet is the new electricity,” Vilsack said. “It must be reliable, affordable and available to everyone. The funding USDA is making available – through the current application process and through the nearly $2 billion in additional funding that will be provided for this program by the Bipartisan Infrastructure Law – will go a long way toward reaching this goal in rural America. These are just two of the latest of many historic infrastructure investments the Biden-Harris Administration is making. Expanding broadband availability in rural areas will help create jobs, help farmers use precision agriculture technologies, expand access to health care and educational services, and create economic opportunities for millions of rural Americans across the country.” Background: ReConnect Program USDA is making $1.15 billion in funding available through the ReConnect Program starting today. A special exhibit about the creation of the upcoming December 2nd “Curtain of Courage” Memorial opens at 1 p.m. on Thursday, Dec. 2 at the San Bernardino County Museum in Redlands. The exhibit will display models of the “Curtain of Courage” Memorial, currently under construction at the County’s Government Center. In addition, the exhibit will feature the project’s renderings and video, and introduce Walter Hood, a worldrenowned landscape architect and artist who worked on its creation with the families of the 14 victims of the Dec. 2, 2015 terrorist attack and members of the December 2nd Memorial Committee. The special exhibit runs through Dec. 19. Thursday is the sixth anniversary of the terrorist attack at the Inland Regional Center in San Bernardino. Fourteen people were killed and 22 were physically injured during a training meeting for employees of San Bernardino County’s Environmental Health Services division. A private event will be held for the families and survivors. The December 2nd Memorial Committee formed in 2016 and held several meetings to establish an overall vision for the memorial based on shared values. The committee determined the memorial should recognize the broad diversity and lives of the victims as well as those who stepped up to preserve and protect life. The memorial would also provide enduring recognition of the County employees who witnessed the attack, many of whom were physically injured and all of whom were emotionally

I often say that we can be no more or less than what our experiences allow us to be. When I see or hear the word “faith,” my experiences of growing up in a parsonage cause me to reflect upon one of my favorite passages of scripture, Hebrew 11:1, “Faith is the substance of things hoped for, the evidence of things unseen.” The efficacy of that scripture is reflected in the first ten months of Joe Biden’s presidency. The 1st Leg In March, Democrats passed President Biden’s American Rescue Plan (ARP) without a single Republican vote. In addition to making sure we had enough vaccines and getting them out quickly and equitably, the ARP

It’s that time of the year again. During the holiday season, people will start to make their 2022 resolutions, and try to stick to them. While many might wait until New Year’s Day to start this process, there’s absolutely no harm in getting a head start. As co-founder of the African American Tobacco Control Leadership Council with decades of experience, I know there are many reasons why people need to stop smoking and vaping. But besides the obvious harmful physical effects, smoking is also bad for your mental health. Many people who smoke think it relieves stress. The ARP expanded the Child Tax Credit, which lifted nearly half of America’s children living in poverty out of poverty, and the Earned Income Tax Credit; the House-passed Build Back Better legislation will extend these expanded tax credits through 2022. The American Rescue Plan lowered health insurance premiums for many in the Affordable Care Act marketplace and provided resources to state and local communities to reopen schools and lower health care costs. The ARP provided rescue checks of up to $1400 per individual, housing assistance to keep people in their homes or apartments and nutrition assistance for 40 million Americans. The university “misinterpreted” the guidance that the Department of Finance gave campuses as “intending for the program to fund the student housing grant project in its entirety,” Vi San Juan, Cal State’s vice chancellor in charge of construction, wrote in a statement. The Department of Finance’s guidance, shared with the state’s public higher education systems Oct. 7, said that “proposals that include funding contributions from other sources will be considered.” Kirk said the system could revise its remaining proposals that aren’t funded in the first year of the program in the funding rounds for 2022 and 2023. Mixing state and outside funds can mean more student housing The potentially massive setback for students comes as a result of a misunderstanding of the rules by the Cal State system that has persisted for weeks. On Nov. 8, Robert Eaton, the Cal State vice chancellor who oversees financing, mistakenly told lawmakers in a public hearing that the student housing grant program’s funds cannot be combined with other money. He then urged lawmakers to change the program’s rules to allow for that. Doing so “would spread the grant dollars over a larger number of projects, thereby potentially providing affordability benefits to an even greater number of students,” Eaton said. The Cal State system can easily borrow money through its existing construction bond program.

Eaton said that already about a third of Cal State’s $8.8 billion construction bond debt is for financing student housing. Experts say now’s an especially ripe time to plan for housing construction because borrowing rates are so low. The savings from near-zero interest plus state housing dollars drive down the cost of construction, which leads to student savings because campuses can charge less for housing. “If CSU erroneously submitted their application based on a bureaucratic misunderstanding, we should give them every opportunity to correct it.” Jack McGrory, a Cal State trustee, said in an interview that if the system were allowed to use a mix of funds, it could build 5,000 to 6,000 beds rather than the roughly 3,300 it proposed. McGrory, a building developer in San Diego, spoke with CalMatters before it became clear that the flexibility Cal State sought was already built into the state student housing program. It’s a tactic the University of California knew to pursue in its state student housing applications. UCLA, for example, wants to use $35 million in state grant money and $29 million of its own to build 179 doubles with private bathrooms. Because of the new housing grant’s affordability rules, rents per student will be $600 a month when the project is completed in 2025 — about a third of what UCLA typically charges for such accommodations, the UC continued in next 2 columns

The community college system, California’s largest public university system, does not typically build student housing. Eight UC campuses this fall had 7,500 students on housing waitlists. The Cal State system reported 8,700 students waitlisted for housing. What’s it like to study from a hotel? As UC housing crunch worsens, these students are finding out At least four UC campuses have resorted to hotels to house students this fall. The option provided temporary relief to hundreds of students. But the financial support campuses offered varied. And for many students, finding more permanent, affordable housing remains elusive, even as the end of fall quarter nears. Two UC campuses — at Davis and Santa Cruz — are locked into legally binding deals with their local governments to expand enrollment only if they can add an equal amount of new beds. Legal disputes such as these have led to housing construction delays at UC Santa Cruz and an outright

ban on expanding enrollment at UC Berkeley. The housing squeeze exists despite the fact that Cal State and UC combined have built enough new housing for some 36,000 students since 2015 and plan to add another 21,000 slots in the near-future. Another student housing solution At the same November hearing where Cal State’s Robert Eaton incorrectly interpreted housing financing rules, the UC told lawmakers that it would benefit from a program in which the state gives the university system interest-free loans to build housing as another way to expand the affordable student housing stock. An influential lawmaker in higher-education, Sacramento Democratic Assemblymember Kevin McCarty, proposed such a bill this year but it was heavily revised and excluded the loan aspect when it finally passed. UC San Diego Chancellor Pradeep K. Khosla said his campus would benefit from added state investment because it’s coming close to maxing out the amount of money it can borrow from the bond market. UC San Diego wants to build enough student housing to offer a fouryear housing guarantee to all undergraduates with rents that are at least 20% below market rate. The campus has been in a construction frenzy to get there: Khosla said the campus has built 6,000 new beds since 2013 and plans another 10,000 by 2030. A “revolving loan” from the state at 0% interest would lead to enough savings for UC San Diego to reduce campus rents to 38% below market rate for the campus’s lowest-income students, Khosla said. But other campuses are running out of land to build more housing. That may mean tearing down existing buildings to build taller ones. It’s another scenario in which the state’s increasing footprint in campus housing may play a key role. And with another year of record high tax revenue appearing likely next year, the state’s lawmakers will have a lot of options to fund a new batch of big projects.

After the repeal of the crude oil export ban, the export market increased from 465,000 barrels per day in 10 countries in 2015 to almost 3 million barrels per day to 43 countries in 2019, stated Kevin O’Scannlain, API’s vice president of Upstream Policy. Democrats in Congress reportedly have urged President Joe Biden to combat high gas prices by not releasing barrels from the nation’s Strategic Petroleum Reserve. Reportedly, the delegation of lawmakers also wants the President to ban oil exports altogether. “We must use all tools at our disposal to bring down gasoline prices in the short term,” the Democrats wrote in a letter to President Biden. Reps. Ro Khanna (D-Calif.), Barbara Lee (D-Calif.), Katie Porter (D-Calif.) and Darren Soto (D-Fla.) signed the letter. Several Senate Democrats also sent a letter to the President. Oil prices currently stand at about $74 per barrel, a decline of about 10 percent. Still, with a national average of more than $3.41 per gallon (and a whopping $4.61 in California), many Americans remained skeptical that prices would continue to drop. Mark Green, a writer for the American Petroleum Institute (API), noted in a recent column that discussions have centered around “the demand-supply mismatch and

factors affecting U.S. production, both contributing to higher costs, and the need to support American oil and natural gas.” “Some think a solution to higher gasoline prices is halting U.S. crude oil exports,” Green wrote. He said numerous experts have weighed in on that, with IHS Markit cautioning a new crude export ban could make things worse. A PI Ch ief Econom ist Dean Foreman identif ied one primary issue. He told Green that the U.S. energy revolution enabled a resurgence in domestic production, adding 4.5 million barrels per day of crude oil and 1.5 million barrels per day of natural gas liquids between 2008 and 2015. These new supplies helped to meet domestic demand growth and reduce U.S. crude oil imports by 2.5 million barrels per day over the period. “Despite this histor ic progress, the U.S. must still import crude oil for two main reasons,” Foreman noted. “First, domestic refiners have continued to require heavy grades of crude oil that must be imported.

U.S. energy producers should not be placed at a competitive disadvantage to anyone, whether it is Russia, Iran, or any oil-producing country.” He continued: “Further, the flexibility to export product in times of market imbalance helps the industry operate efficiently and maintain production levels. This greatly enhances U.S. energy security by allowing the U.S. to sustain more reliable production levels.” When asked what would halting U.S. crude experts mean for the global market and whether there are potential longer-term impacts, Foreman noted that sudden removal of roughly 3 million barrels per day of U.S. crude oil supplies would be an enormous shock that could be difficult for global oil markets to accommodate. “And if that removal of U.S. crude oil supply substantially raised international oil prices, it would likely compound global economic stresses that have not yet resolved following the 2020 COVID-19 recession,” Foreman asserted.

COMMENTARY: Build Back Better balances Joe Biden’s 3-legged Stool...continued from page 7 Biden sig ned a second consequential piece of legislation, the bipartisan Infrastructure Investment and Jobs Act (BIF). Despite receiving only 19 Republican votes in the Senate and 13 in the House, all States, and territories – red and blue alike – will benefit from Biden’s vision for infrastructure assistance. For the 173,000 miles of highway and 45,000 bridges in poor condition nationwide, $110 billion will be invested in repairing and replacing this critical infrastructure. Another $55 billion is coming to improve our states’ water and wastewater infrastructure. Public transportation will be improved with $39 billion, airports will receive $25 billion for upgrades, and our ports and railroads will receive another $17 billion and $66 billion respectively. There is $7.5 billion to expand the electric vehicle charging network. The infrastructure package also addresses climate change. Last year, the United States experienced 22 extreme weather events, costing nearly $100 billion collectively. There are funds in the bill to mitigate flood and

storm damage and build resilient communities. I have said, and honestly believe, that the inclusion of $65 million commitment for broadband— reflecting many of the provisions of my and Senator Klobuchar’s Accessible and Affordable Internet for All legislation alone makes the BIF worthy of passage. COVID-19 exposed the vast digital divide that plagues families and communities all over America. That divide impacts the ability to work, attend school, or to receive efficient and effective health care services. The House Rural Broadband Task Force, which I established and currently chair, worked to ensure this significant investment in highspeed broadband. My priorities in this bill include the 2.2 million Americans who are without healthcare because they live in the 12 states that have not expanded Medicaid. If enacted, this legislation will provide subsidies for these lowincome residents falling into the coverage gap in the non-expansion states enabling them to purchase coverage on the ACA Marketplace at no cost. Another priority of mine is addressing the dearth of affordable housing that currently exists. The BBB invests $151 billion toward our nation’s affordable housing infrastructure including funding to rehabilitate millions of affordable housing units, bring sustainable homeownership within reach for millions of first-generation homebuyers, eliminate the nation’s flood insurance program debt, and provide other critical investments in vulnerable communities across the country. BBB also includes a $555 billion investment in clean energy and climate. It will help cut greenhouse pollution and will reduce consumer energy costs, create hundreds of thousands of high-quality jobs, and advance environmental justice for vulnerable communities. Families will also benefit from

$3.5 billion national investment in weatherization for their homes, which will improve energy efficiency and reduce energy costs. These funds build upon the $2.6 billion HBCUs received from the American Rescue Plan to address the impacts of the pandemic on under-resourced institutions. A lot of lip-service has been paid to meeting America’s challenges over the past several years. America is a great country. We are challenged, however, to make its greatness accessible and affordable for all Americans. My faith teaches that we will be judged by our deeds not our words. I am proud of these substantive deeds President Biden and this Democratic Congress are getting accomplished for the American people. There is clear evidence that more needs to be done but I have faith that this President and this Congress are not done yet.

Reduces families’ housing costs and expands housing options. Housing and Nutrition The coronavirus pandemic exposed and created many inequities related to housing and left millions of Americans in fear of facing eviction or foreclosure. Thirty percent of Black renters pay over half their income in rent. The Build Back Better Act will enable the construction, rehabilitation, and improvement of more than one million affordable homes, boosting housing supply and reducing price pressures for renters and homeowners. It also will make investments to improve the safety, energy efficiency, and quality of existing public housing, where nearly half of residents are black, and expands the availability of housing choice vouchers to hundreds of thousands more families, including the nearly half of current voucher holders who are Black. In addition, it calls for the removal of lead-based paint from housing units, which disproportionately affects Black children, and provides grants for resident-led community development projects in neighborhoods that have faced systemic disinvestment. Food insecurity is another problem that has disproportionately affected Black households at a higher rate than the national average, particularly during the pandemic. To help ensure that no one has to worry about whether they can provide nutritious food for themselves or their children, the Build Back Better framework will ensure that the nutritional needs of Black children are met

by expanding access to free school meals during the school year and providing students with resources to purchase food over the summer. What’s Next? On the night the Build Back Better vote was to take place, House Minority Leader Kevin McCarthy forced a delay until the following morning by delivering an 8 hour, 32-minute floor speech — the longest in House history — during which he assailed the legislation as “big government socialism.” And, as with most legislation passed by the U.S. House of Representatives, not a single Republican supported the bill, which also lost the support a lone Democrat who voted against it. Now it’s the Senate’s turn. Senate Majority Leader Chuck Schumer hopes to pass the bill by Christmas, but he first has to convince all 50 Democrats and the two independents who caucus with them to back the plan. It won’t be easy. The paid family leave provision may be cut to satisfy a demand from Sen. Joe Manchin, and Sen. Bernie Sanders will call for provisions in such areas as Medicare and climate to be strengthened. Any changes to the legislation will have to be voted on in the House, where Pelosi holds a razor-thin majority and can only afford three defections from her party. In the meantime, Democrats have some selling to do. Many of the bill’s provisions won’t go into effect until after the 2022 mid-term election cycle where Democrats will go head-tohead for control of both houses. They will need to convince the American public of the many ways their lives will be made easier and more affordable by the Build Back Better Act.
