Dear Graduate,
Congratulations on behalf of the Sam Houston State University faculty, staff and administration.
As a graduate, you now join our Bearkat alumni family of more than 155,000-members to represent Sam Houston in your career of choice and in your community. No doubt you have had many opportunities here, and I am looking forward to celebrating your success as you meet the challenges and opportunities ahead.
The SHSU motto is emblazoned on a wall in Frank Parker Plaza, but more importantly, it is visible in how you live your life. Our motto, “The measure of a Life is its Service,” provides a meaningful standard by which we evaluate ourselves as people of purpose who provide value to others. You have put the motto in action by volunteering your time and energy on and off campus, in support of the organizations and causes you value.
Today, we celebrate you. We cheer your accomplishments and triumphs. You have overcome challenges and accomplished your goals. COMMENCEMENT SPEAKERS—DECEMBER 12

John Garrett (’97) is an outstanding Sam Houston State University alumnus who applied his education from the Department of Mass Communications experience working for news giants and cando attitude to launch Community Impact Newspaper with his wife, Jennifer (’99).
The Garretts debuted the paper out of Round Rock/Pflugerville, Texas in 2005 on the premise that everyone has the right to know what is happening in their communities. Since their initial launch, the media organization now distributes free, local news to the Austin, Houston, Dallas/Fort Worth and San Antonio metros through monthly newspaper releases and daily, digital news updates.

Bennie Wylie, a Sam Houston State University alumus, recently returned to Texas serve as the director of performance and health and wellness coordinator at Huntsville ISD.
Wylie earned a bachelor’s degree in kinesiology from Sam in 1999. As a studentathlete, he was a four-year letterwinning running-back, a 1997 team captain, and a member of the track and field team. He began his coaching career at Sam as a graduate assistant in 1998 and was named interim head strength and conditioning coach that same year. Soon after, he joined the Dallas Cowboys as an assistant strength and conditioning coach, working from 19992002, supporting player rehabilitation and performance.
Football performance and athlete development have been at the center of Wylie’s professional journey. Before
The self-proclaimed “biggest SHSU fan in the world,” has made his alma mater proud by holding strong in his values of faith, passion, quality, innovation and integrity. These ideals serve as a core tenet of his company and inspire greatness from all of his employees, from the Pflugerville printing press operators to their ad sales team and the designers who make the editors and reporters’ work visually stunning. For his efforts, he was recognized by the Alumni Association in 2010 as an Outstanding Young Alumnus.
Garrett encourages volunteerism among his employees and demonstrates the impact one person can make in their community himself by serving on the boards of numerous local community and nonprofit organizations. He has been named Best CEO by the Austin Business Journal and won the KPMG Executive Leadership Award from the Austin Chamber of Commerce.
returning to Huntsville, he spent four seasons at the University of Southern California as the director of football sports performance, helping guide the Trojans to multiple bowl appearances and leading an offseason program in which players collectively added more than 1,400 pounds of muscle. Prior to USC, he served as the University of Oklahoma’s director of sports performance, contributing to three Big 12 championships, two college football playoff semifinal appearances, and multiple bowl games.
Wylie’s career has also included directing The Performance Lab in Abilene, Texas; serving as strength and conditioning head coach at the University of Texas at Austin, the University of Tennessee and Texas Tech; and provided specialized training to U.S. military personnel through Alpha Warrior. He also appeared on the NBC reality fitness series STRONG. He is certified by the Titleist Performance Institute and USA Weightlifting and was named a Master Strength and Conditioning Coach by the Collegiate Strength and Conditioning Coaches Association in 2012.
He and his wife Jennifer are the proud parents of twin sons Braden and Caden, and a daughter, Hope.

Dr. Jennifer L. Rockett is a licensed psychologist and Director of The Center for Clinical and Forensic Psychology (CCFP) in College Station, Texas. She specializes in forensic mental health assessment, with extensive experience conducting competency and insanity evaluations, violence and sexual offender risk assessments, mitigation evaluations, and pre-employment and fitness-forduty assessments for public safety agencies.
Dr. Rockett is the Past President of the Texas Psychological Association and an active leader in statewide initiatives related to forensic practice, legislative advocacy, equity,
and professional governance. She has served in multiple academic roles, teaching doctoral-level coursework and providing supervision to developing clinicians, and her research has been published in leading journals such as Psychological Services and Psychiatric Services.
A frequent presenter at professional conferences, Dr. Rockett offers workshops and training on competency evaluation, developmental maturity in the legal system, psycho-legal assessment, and best practices in forensic psychology. She continues to provide expert consultation to courts, attorneys, and public agencies while maintaining an active clinical and forensic practice. She is a 2009 graduate of the Clinical Forensic Psychology Doctoral Program here at Sam Houston State University. She and her spouse, Sgt. Brady Rockett with the Bryan Police Department has two beautiful children, Case and Fallon, and are active members of the Bryan Community.

DR. JENNIFER ROCKETT

Leslie K. Padilla currently serves as the Senior Portfolio Manager within the Extravehicular and Human Surface Mobility Program (EHP) at NASA’s Johnson Space Center. His responsibilities include all technology development projects addressing critical gaps in the Lunar Surface Architecture and bridging the technology readiness level between Moon and Mars. His diverse portfolio includes high-priority projects such as the Lunar Dust Effects Sensor, Thermal Radiator Electrodynamic Dust Shield, Radiation Tolerant Systems, and many others. Leslie also serves as part of a team leading the Agency Facility Capabilities transition from the International Space Station to Moon to Mars Programs.
A recognized visionary in systems engineering and integration, Leslie has been the primary architect of foundational testing elements essential for NASA’s return to the Moon. He conceived and implemented the vision for the JSC’s EHP Rock Yard (JERY), creating a large scale, lunar-relevant terrain for rover and Human-in-theLoop (HITL) testing. He pioneered the processes and integration of Artemis Commercial Vendors from Human Lander Systems (HLS) Program and EHP into NASA and vendor facilities, bringing Blue Origin into JSC’s Active Response Gravity Offload System (ARGOS) for the first pressurized suited testing by that vendor, established agreements for pressurized suited testing at SpaceX vendor site, and bringing EHP’s xEVAS vendors into JSC’s facilities for human rated testing. He established agencywide strategic processes by creating the Multi-program Agreements & Planning (MAP) team and the strategic vision for the Integrated Testing and Facilities (ITF) schedule management, enabling cross-program coordination and proactive risk mitigation. His work with Sonny Carter Neutral Buoyancy Laboratory (NBL) leadership is responsible for initiating characterization efforts that saved the NBL from retiring with the International Space Station, revitalizing it as a key lunar testing ground. He also
spearheaded the creation of the COASTER (Counterweight Offloaded Astronaut Suspension Rig) for pressurized suited testing that’s now in use at NASA.
Leslie’s technical and leadership expertise drives complex, high-stakes efforts across the agency. He led the vision for the testing facility architecture for flight programs including virtual reality and digital twins for training and future integrated validation testing, and is the founder in developing the capability and philosophy for the highly successful Joint EVA & surface mobility Test Team (JETT) campaigns (JETT 1-7), with testing campaigns reported worldwide. His leadership in large scale testing culminated in the groundbreaking 2022 Artemis JETT III HITL test in Arizona’s Black Point Lava Flow—the first integrated hybrid simulation in nearly 50 years, integrating JSC’s Mission Control Center (MCC) support with suited astronauts in field testing, driving operational concepts, technology development, advancements in navigation and communication, as well as MCC development. Earlier in his career, he was instrumental in developing and implementing innovative strategies to mitigate flight hardware supply chain risk for the Commercial Crew and ISS program ensuring consistent suit hardware support for EVA crew members. He also served as the agency’s first contractor EMU Hardware Manager and has also advised the National Space Council User Advisory Group on past, present and future glove designs.
Leslie holds a Bachelor of Science in Physics with a minor in Mathematics from Sam Houston State University, and a Master of Business Administration from the University of Houston at Clear Lake. He has been recognized with numerous accolades for his strategic vision and commitment to human spaceflight, including NASA’s Rotary Stellar Award, the Space Flight Honoree Award, and the NASA Superior Accomplishment Award. More important than his professional dedication, Leslie is a devoted husband and father to four amazing future BearKats. He actively serves at Sovereign Grace Church of Pearland and is a member of F3 in Space City, where he contributes to community service in Pearland, serves as a NASA mentor and frequently engages with academia, dedicated to fostering the next generation of scientists and engineers to push the boundaries of space exploration.

UNIVERSITY MACE
The University Mace is symbolic of the authority of the Board of Regents, The Texas State University System, and the Office of the President of Sam Houston State University. The senior tenured faculty member carries it during academic convocations. It was first used at summer commencement on August 20, 1988.
The mace was designed and hand crafted by the late Charles R. Jedlicka, Associate Professor of Industrial Technology. The crown is a circular casting bearing the name of the University and date of establishment,
ACADEMIC REGALIA
The academic costume worn at official functions today originated in the Middle Ages, when a warm gown and hood were useful to university scholars and clerics in unheated buildings. Through the years, the growth in the number of universities caused confusion about the proper regalia so a Code on Academic Costume was established. Today, The American Council on Education reviews and updates these traditions.
The four-sided mortarboard is recommended for both men and women. The cap is always black and should match the material of the robe.
Gowns are generally black. The bachelor’s gown is simple, with long pointed sleeves. The master’s gown will have either long sleeves with narrow wrist opening or long sleeves with the hand emerging from the sleeve at elbow length. The doctor’s gown is fullest in cut with velvet panels down the front and around the neck, as well as three velvet bars on the bell-shaped sleeves.
Length of the hood represents degree level: the master’s hood is three and one-half feet long and the doctor’s hood is four feet long. The velvet trim on the edge of the hood is three inches wide for the master’s degree and five inches wide for the doctor’s degree. The color indicates the field of study. A color or pattern between the trim indicates the university awarding the degree.
1879. The circle features the lone star, the state emblem, in the center. Names of past University presidents with their dates of service are engraved on the brass collar below the crown.
The walnut staff is bound in brass and has a hexagonal head with inlays of pecan for the state tree, recessed brass medallions cast with designs for General Sam Houston, Austin Hall, Old Main, Bearkats, and the completion date of the mace. The holder base or stall is six-sided to match the mace head.

BACCALAUREATE GRADUATION WITH SPECIAL RECOGNITION
To reflect their achievement, graduates who have earned undergraduate academic excellence receive a gold cord at graduation plus an appropriate notation on their academic transcript. The gold cord indicates one of the following academic achievements: Summa Cum Laude, Magna Cum Laude, Cum Laude.
Degrees conferred Cum Laude, Magna Cum Laude, and Summa Cum Laude reflect an outstanding grade point average with a minimum of 32 semester hours earned in residence (resident classroom instruction). The distinction and corresponding grade point averages are: Cum Laude 3.50 - 3.66; Magna Cum Laude 3.67 - 3.85; Summa Cum Laude 3.86 - 4.00.
The Department Academic Distinction Program is an individualized learning experience that provides qualified students with a comprehensive introduction to meaningful research under the guidance of a designated faculty advisor.
Participation in the Honors College is based on a competitive selection process and provides outstanding academic opportunities and distinct undergraduate college experiences. Upon successful completion of the requirements of the Honors College—24 semester hours of Honors courses and two special seminars—the student’s academic transcript will indicate graduation “With Honors” and the student may wear an Honors medallion with academic regalia. To be designated as having graduated “With Highest Honors,” the student must also successfully complete a special senior project involving original research and/or an effort of creative expression.
NOTE: Semester credit hours earned in correspondence courses are not considered “resident classroom instruction” hours and are not used in determining the minimum semester credit hour requirement for academic honors: Cum Laude, Magna Cum Laude, Summa Cum Laude, Dean’s List, and President’s Honor Roll. However, the semester credit hours and grade points earned for correspondence courses are included in the calculation of the overall grade point average.
