The Early Payoff Doesn’t Add Up DEAR BRUCE: My husband is 54 and is recently retired. He makes between $66,000 and $73,000 annually from his pension. I estimate, because my husband’s ex is taking him to court for her share of his pension, and the courts have not yet ruled on what her share is. Once he’s done with court, our income combined may range from $138,000 to $144,000 per year. In our savings, we have about $20,000. We have four children, ages 9 to 14, and my husband and I do not file taxes together. Our total monthly debt is about $9,000. We have no credit card debt. We do have a home equity line of credit with an outstanding balance of $6,000. Our primary residence has a mortgage, and we have three rental properties with mortgages (all rented, only one with a profit). We have 3 1/2 acres of land, title free, and our normal utilities, phone, satellite TV and normal expenses for our children. I figure if we double up on the mortgages, in six years we could have our house paid off. The current mortgage balance is $147,000; our monthly payment is $800. Given our situation, when is it too soon to pay off our mortgage? -- Lyn, via email DEAR LYN: I am perplexed about a number of things, but let’s start at the end of your letter. You have a current mortgage of $147,000. Even if you wanted to pay it off, how would you do so? I don’t see where the money is coming from. Further, you mentioned that you have three rental properties with mortgages, and two of the three are not making a profit. I question your math as well. If you’re paying $800 a month, that’s $9,600 a year. If you doubled up, that would be a total of
$19,200 a year, which multiplied by six years is $115,200. Part of that sum would go to pay taxes and very likely insurance out of your escrow account. Even if the entire $115,200 were paid against principal, you wouldn’t come close to paying off your mortgage. You would have to pay closer to $24,500 a year. I’m also wondering why you file taxes separately. People with a decent but modest income very seldom save by filing separately. I think some recalculating on your part needs to take place. With your income, I don’t see this happening in six years. Good luck.
DEAR BRUCE: This is strictly a hypothetical question. We have A-1 perfect credit and would never do anything to jeopardize that, but my husband and I have a friendly bet on the answer. In 2005, we bought a house for $136,000 cash. The home’s value increased to about $220,000 in early 2007. We took out a home equity loan on that house for $220,000 because we were buying a second home and didn’t need the loan. This leaves us with an open line of credit for $220,000 just sitting at the bank. We never sold the first house but are renting it. It is now worth about $120,000. My question to you is: What would the bank do if we spent that money and didn’t pay it back? I am assuming that it would sell the first house that we used as collateral, but the bank would suffer a loss of about $100,000. We live in Florida, and I don’t think they can place a lien or take the second house (the one we live in). My husband thinks the bank would just take the loss. I think the bank would make us pay the difference. Who

village council village of breckenridge gratiot county, michigan ordinance no. 157 ORDINANCE AMENDING ORDINANCE NO. 154 - AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF SEWER SYSTEM REVENUE BONDS, BY THE VILLAGE OF BRECKENRIDGE PURSUANT TO THE PROVISIONS OF ACT 94 OF THE PUBLIC ACTS OF MICHIGAN OF 1933, AS AMENDED, FOR THE PURPOSE OF UNDERTAKING IMPROVEMENTS TO THE VILLAGE’S SEWER SYSTEM; TO PRESCRIBE THE FORM OF BONDS; TO PROVIDE FOR THE PAYMENT AND SECURITY OF SAID BONDS; TO PROVIDE FOR THE RIGHTS OF THE HOLDER OF SAID BONDS AND ENFORCEMENT THEREOF; AND OTHER MATTERS RELATING TO SAID BONDS. WHEREAS, this Village Council, by Ordinance No. 154 adopted on November 22, 2010 (the “Bond Ordinance”), authorized the issuance of bonds (the “Series 2010 Bonds”) in the aggregate principal amount of not to exceed $4,903,000 to pay part of the costs of improvements to the Village’s sewage disposal system (the “System”); and WHEREAS, it is necessary to amend the Bond Ordinance as hereinafter provided. THE VILLAGE OF BRECKENRIDGE ORDAINS, as follows: 1.
AMENDMENTS TO BOND ORDINANCE. The following is substituted for and in the place of Sections 1(m) and 4 of the Bond

DEFINITIONS. Whenever used in this Ordinance, except when otherwise indicated by the context: *****

“Series 2010 Bonds” means the bonds of the Village authorized by Sections 3 and 4 of this Ordinance.

***** BOND DETAILS. The Series 2010 Bonds shall issued in two series.
(a) The first series of the Series 2010 Bonds shall be issued in the form of one fully-registered bond in the principal amount of $2,800,000 that shall be designated “Sewer System Revenue Bond, Series 2010” and shall be payable out of the Net Revenues, as more fully set forth in Section 5 hereof. Such series of the Series 2010 Bonds shall be sold to and registered in the name of the United States of America acting through the United States Department of Agriculture, Rural Development (“Rural Development”) in furtherance of Rural Development’s program to provide low-interest rate, long-term loans for eligible projects (the “Program”). This Council hereby determines that the Program and the delivery of such series of the Series 2010 Bonds directly to the United States of America as provided in this Ordinance will provide the Village with the lowest cost of borrowing money for the Project. Such series of the Series 2010 Bonds shall be dated as of the date of their delivery to the United States of America. This Council hereby ratifies and confirms the actions of the President in approving the terms of such series of the Series 2010 Bonds, which series of the Series 2010 Bonds were issued to the United States of America on December 14, 2010. The principal amount of such series of the Series 2010 Bonds shall bear interest from the date a principal payment is received from the purchaser of such series of the Series 2010 Bonds as shown on the registration grid at a rate equal to 2.25% per annum, as determined by the President at the time of sale, payable on the first day of June and December in each year commencing on June 1, 2011. The principal installments of such series of the Series 2010 Bonds shall be due on December 1 in such years as shall be determined by the President at the time of sale, provided that the final principal installment shall be due not later than December 1, 2051.” 2.
AMENDMENT TO FORM OF SERIES 2010 BONDS. The form of Series 2010 Bonds in Section 20 of the Bond Ordinance shall
be amended to conform to the foregoing amendments to the Bond Ordinance. 3.
RATIFICATION OF BOND ORDINANCE; REPEAL; SAVINGS CLAUSE. The Bond Ordinance, as amended herein, is ratified
and confirmed. All other ordinances, resolutions and orders and parts thereof insofar as they may be in conflict herewith are hereby rescinded. 4.
PUBLICATION AND RECORDATION. This Ordinance shall be published in full once in a newspaper of general circulation in
the Village promptly after its adoption and shall be recorded in the minutes of the meeting of the Council at which this Ordinance was adopted. Such recording shall be authenticated by the signatures of the President and the Clerk. 5.
EFFECTIVE DATE. This Ordinance shall be effective immediately upon its adoption.

James Soucie Age 86, of St. Louis, passed away December 28, 2011 at Schnepp Health Care in St. Louis. Jim was born July 31, 1925 in Windsor, Canada to James and Winifred (Mullin) Soucie. He married Jean Hutchinson on December 3, 1983. He attended Alma College and Central Michigan University earning his Masters Degree. Jim was a very accomplished artist. He taught art classes at Montcalm Community College. He served his country during WWII in the Navy and was involved with the Boy Scouts of America. Jim was a member of Mt. St. Joseph Catholic Church in St. Louis. He was a very devote man. Jim was one of the first social action ministers in the Saginaw diocese appointed by Bishop Utener. His ministry helped him to start the Office of Human Services in St. Louis. He was also a member of the Knights of Columbus Council 2966 and the St.
Louis ministerial Association. He is survived by his wife Jean of St. Louis, two sons Mike (JoAnn) Soucie of Pasadena, CA., Jim (Kathy) Soucie of Paradise, CA., five daughters Denise Jensen of Las Vegas, NV., Jeanine Soucie of Philadelphia, PA., Ricki (Taoufik) Nadji of Interlochen, Robin (Jim) Deyarmond of Stuart, FL., Rhonda (John) Carter of Carson City, NV. Also 26 grandchildren and 9 great grandchildren. Jim was preceded in death by his parents and two sisters. A Mass of Christian Burial was held Wednesday, January 4, 2012 at 11 am at Mt. St. Joseph Catholic Church in St. Louis. Visitation was held Tuesday from 6-8 pm with a prayer service at 7:30 pm at the Lux Funeral Home of St. Louis. Memorials may be made to the Office of Human Services.
Bernard Parker Dawson (1920-2011)
His parents and step-father, August Kadwell, preceded him in death. Step brothers Albert, Lawrence, and Howard Kadwell, also preceded him. Bernard served in the U.S. Army during World War II, and he was a Mason. He loved hunting, fishing, golfing, baseball, bowling, and liked riding horses. Bernard and his wife Vivian retired from owning and managing the K and D Furniture store and Dawson’s Department Store in Farwell, in 1988, after 36 years in business. Bernard is survived by his wife of 65 years, Vivian I.; two children, Dennis (Fang) Dawson of Littleton, CO and Lynda (John) Luebkert, of Breckenridge, MI. One grand child, Andrew J. (Lynsey) Lockwood, of Iowa; one great-grand child, Chase Russell Lockwood. One step-grand child Mu Heng Li of Colorado. One sister-in-law, Elmira Fletcher. Several nieces, nephews, and cousins. Bernard P. Dawson, age 91, of Mt. Pleasant, passed away peacefully on Tuesday evening. Funeral services were held at Clark Funeral Chapel in Mt. Pleasant on Monday, January 2, 2012, at 11 a.m. with Pastor Terry Hose officiating. Internment followed at Surrey Twp. Cemetery in Farwell. James “Jimbo” R. Farison, 68, of Shepherd, died Tuesday, Dec. 27, 2011 at the Florida Hospital Waterman in Tavares, Fla. He was born on Jan. 2, 1943 in Oil City, son of the late, James E. and Audrey C. (Purtill) Farison Bandurske. Jim attended St. Louis High School, graduating in 1962. He married the former Elizabeth A. Wilcox on April 22, 1967 in Midland. Jim was employed with the Michigan Department of Transportation as an inspector, retiring in 1997 after 34 years of service. He then when on to work with Wilcox Associates. Jim loved working on cars, going to car shows, hanging out with his Oil City buddies, hunting, fishing and going to casinos. Norma J. (Cofman) Essex (1932-2012) Norma J. Essex, 79, of Alma passed away at her home on New Year’s Day, surrounded by her loved ones. A Memorial Service for Norma was held at the Alma VFW Hall on Thursday, Jan. 5 at 11 a.m. Pastor Randy Brandon officiated. Norma was born in Muskegon on April 7, 1932 to Dewey and Helen (Jones) Coffman. She was a bus driver for Alma Schools for 22 years. Edie Parsons
On December 31, 2011, Edie Parsons went to be with her Savior after a three-year battle with lung pulmonary fibrosis. She is now celebrating in Glory Land and is smelling the roses and blowing out the candles. Edie is survived by her loving husband of 52 years, Raymond Parsons, whom she married on April 25, 1959, in Germany. When Ray’s tour of duty with the U.S. Air Force was completed, she and Ray moved to Freeland, before residing in Midland in 1961. She was an excellent homemaker, loving and caring wife, mother, and Oma. She enjoyed women’s league bowling at Northern Lanes for many years, aquasize at Four Seasons Health Club, and lunch with the Wendy’s group and many other friends. She loved baking her famous chocolate chip cookies for all of her grandchildren and camping with family and friends. She was known to her grandchildren and other young children as Oma. Edie attended Merrill Wesleyan Church for many years, and has many friends there. Edie is also survived by three children, Marianne (Cliff) Samuel of Hemlock,

Linda J. Baracy, age 54, of Riverdale, Mich. passed away on Thursday, Dec. 29, 2011. A Memorial Service for Linda was held at Doig Chapel, Masonic Pathways in Alma on Tuesday, Jan. 3 at 10:30 a.m. Pastor George Showers of Seville Community Church of God officiated. The family received visitors at the Dewey Funeral Home in Alma on Monday, Jan. 2 from 2 to 4 and 6 to 8 p.m. with an Elks’ Memorial Service at 7:30 p.m. Linda was born in Alma on July 12, 1957 to Wesley and Joanne (Dewey) Peters. She graduated from Alma High School in 1975 and attended Michigan State University. She then married Rick Pratt and together they had two children, Alison and Amy. She worked for Dr. Gervin and Commercial Bank for a number of years. For 23 years she was employed by Lobdell Emery, starting as a purchasing clerk and progressing to assistant Vice President. Shortly after the closing of Lobdell Emery, she began working at the State Road Animal Hospital in Alma. In 1995 she married Gari Baracy in Lake Tahoe. All information for the Merrill Community Calendar will be picked up at the Merrill Community Library by 12:00 pm on Wednesday. The Merrill District Library will begin the winter session of story hour on Wednesday, January 4th at 10:00 a.m. and will continue each Wednesday through February 22nd. Children MUST be three (3) years old by the beginning of the session. The registration fee is $5.00 to cover craft supplies and snacks. Please call 643-7300 for more information. The Merrill Village Council will meet on Monday, January 9th at 7:00 p.m. at the Merrill Village Office. Lakefield Township meeting will be held on Monday, January 16th, at 7:00 p.m. at the Lakefield Township Hall. Jonesfield Township meeting will be held on Monday, January 16th, at 7:00 p.m. at the Jonesfield Township Hall. The Merrill Lions Club Meeting will be held on Tuesday, January 17th at 6:30 p.m. at Firstbank in Merrill. The Merrill Board of Education will meet on Wednesday, January 18th, at 7:00 p.m. in the Merrill Middle/High School Media Center.
