Sikh community condemns racial attack on America Sikh boy AMRITSAR, MARCH 03 Sikhs in Amritsar and New Delhi on Tuesday condemned the racial attack on a Sikh boy in the US state of Georgia. A video of a Sikh boy being called a "terrorist" by a group of school children has gone viral on the internet. In the video, the bespectacled Sikh boy is seen sitting in what appears to be a school bus and is surrounded by students. Slamming the attack, chief Sikh priest, Gurbachan Singh, said that they were being targeted in the United States because of mistaken identity.

"We have warned the Sikh community living in US to beware of the continuous attacks. Sikhs are a different community. They are neither the offshoot of Muslims or Hindu. Their attire and beard are different from other religious groups but they are being subject to continuous attacks by mistakenly taking them as Muslims," said Singh. NEW DELHI, MARCH 03 More than 400 types of defence equipment were found to have rectifiable defects during the last three years, Rajya Sabha was told on Tuesday. In the past three years, during the course of regular quality assurance checks by DGQA during production, 429 types of defence equipment were found to have rectifiable defects, Minister of State for Defence Ministry Rao Inderjit Singh said in a

written reply. He said these were not cleared for issue to the users but returned to the ordnance factories for rectification during manufacturing stages only. Some deviations do take place at various stages during any manufacturing process due to unavoidable reasons which need rectification/rejection, the reply said. PALAMPUR, MARCH 03 Senior AAP leader Prashant Bhushan on Tuesday said it would be hard for him to return to Delhi, a day before the party's crucial national executive meeting. "Right now it's not clear. It is hard for me to go there ( Delhi), as I have too many meetings fixed here," Bhushan, who is currently in Palampur, said. The AAP has called a national executive meeting on March 4 to decide on various issues including the latest controversy over rift in the party. The national executive meeting may decide the future of senior leaders Yogendra Yadav and Prashant Bhushan. Various sections of the media have reported a rift within the AAP after its internal Lokpal Admiral (Retd.) L Ramdas wrote a letter to party chief Arvind Kejriwal as well as party members, Yogendra Yadav and Prashant Bhushan, expressing concern over the growing divide within the party. Ramdas, in his letter, reportedly

sought to draw the attention of the founding members to the importance of ' internal unity' and appealed for a quick resolution. AAP leader Sanjay Singh had earlier said that attempts were being made to change Kejriwal as AAP's national convener.

Deeply hurt; refuse to be drawn in this ugly battle: Delhi CM Arvind Kejriwal NEW DELHI, MARCH 03 Even as the rift within the Aam Aadmi Party (AAP) is becoming evident with each passing day, Delhi Chief Minister Arvind Kejriwal took to Twitter on Tuesday and said that he refuses to be drawn into “this ugly battle”. The AAP chief said that he is deeply “hurt” and “pained” by the recent developments in the party and that it “is betrayal of trust that Delhi posed in us”. Kejriwal further said that he will concentrate only on Delhi's governance. “I am deeply hurt and pained by what is going on in the party. Delhi: Three persons get 5 yrs in Internal issues should be discussed at jail for stabbing man 11 times party forum: AAP leader Sanjay Singh NEW DELHI, MARCH 03 Three men, who were held guilty of trying to kill a person by stabbing him 11 times, have been sentenced to five years rigorous jail term by a Delhi court which said adequate punishment needs to be inflicted, else wrong signal will be sent in the society. Additional Sessions Judge Dig Vinay Singh handed down the jail term to convicts -- Satish, Sonu and Sanjay -- for the offences of attempt to murder with common intention punishable under sections 307 and 34 of the IPC. "In the present case, as many as 11 injuries were inflicted upon the injured with knives. Adequate punishment needs to be inflict-

ed, else it will send wrong signals in the society. "The three convicts are sentenced to rigorous imprisonment for five years and a fine of Rs 25,000 each," the judge said. Apart from them, there two more accused in the case out of whom one was declared a proclaimed offender during pendency of trial while the other was a juvenile being tried at a Juvenile Justice Board. The court, while convicting the three, said, "The number of injuries inflicted upon the victim's body and the kind of deadly weapon selected to inflict injuries upon him... injuries threatening his life, clearly indicates that they had gone with prior preparation intending to kill him.

"They inflicted repeated blows after immobilising him (victim), when he was caught by two of them and assaulted by the other three. These facts do indicate that they intended to kill the victim and thereby offence for which they are guilty is section 307/34 of IPC." According to the prosecution, on April 12, 2007, victim Lakhan Singh was taking a walk near house in Raghuvir Nagar here, when Sonu and his associate, whom Singh knew, came and caught hold of him, after which three more persons -Satish, Ishwar and Sanjay -came and started stabbing him with a knife on his head, hands, leg and abdomen. NEW DELHI, MARCH 03 Delhi Police had hired 605 CCTV cameras in January this year for security purposes during the visit of US President Barack Obama and the Republic day parade all of which have been removed, Lok Sabha was informed today. An amount over Rs 1.36 crore was spent on hiring, installation and removal of these CCTV cameras. Minister of State for Home, Haribhai Parthibhai Chaudhary said that Delhi Police has informed that 605 CCTV cameras were hired in connection with the visit of the US President as well as for the Republic Day arrangements, "All the CCTV cameras have been removed after the function. An amount of Rs 1,36,58,149 has been spent on hiring, installation and removal of these CCTV cameras," he said in a written reply. The national capital was brought under a multi-layered security apparatus during Obama's visit who was the first US President to be the Chief Guest at the Republic Day parade.

Bill to allow e-rickshaws in Rift in AAP: Now, Phoolka Delhi passed in Lok Sabha demands explanation NEW DELHI, MARCH 03 A Bill seeking to pave the way for plying of e-rickshaws on Delhi roads was passed by the Lok Sabha on Tuesday. It is the third ordinance to be replaced by a bill passed by the Lower House since yesterday, the others being the Citizenship (Amendment) Bill and the Mines and Minerals (Development and Regulation) Amendment Bill. Replying to the debate on the Motor Vehicles (Amendment) Bill, Road Transport Minister Nitin Gadkari said while ensuring that the livelihood of one lakh e-rickshaw drivers is protected, the government would not compromise on the issue of safety. He said since all e-rickshaws were being manufactured in India, his ministry has asked the association of erickshaw owners to ensure stringent quality control of parts used to manufacture the vehicles and 17 standards have been set for the purpose. Rejecting the contention that the ordinance was aimed at garnering votes for BJP ahead of Delhi assembly

The government had in October last notified the rules for plying of e-rickshaws and made driver's licence mandatory for operating them and limiting their speed to 25 kmph. The new rules provide that e-rickshaws will be allowed to carry four passengers and 40 kg luggage while ecarts would transport goods up to 310 kg.

NEW DELHI, MARCH 03 The growing rift within the Aam Aadmi Party took another twist on Tuesday with senior advocate and party member HS Phoolka scathingly attacking senior party leader Yogendra Yadav, and maintained that the party's campaign committee members had ensured his loss in the elections. "Yogendra Yadav constituted a campaign committee for Punjab. They ensured that I do not win. These were the kind of things that were going on. Describing the killing as an "accident", he had said, "When being raped, she shouldn't fight back. She should just be silent and allow the rape. Then they'd have dropped her off after 'doing her', and only hit the boy." 'India's Daughter' tells the story of the Delhi gang-rape incident from the perspective of the convicts and victim's parents, Udwin claimed. The filmmaker asked people not to have pre-conceived notion about the movie, which will premiere in India on March 8 on an English news chanel. Farmers' suicide... 2012 the cases of farmer suicides were 1,046, according to a data shared by the Minister of State for Agriculture Mohanbhai Kundaria in a written reply to the Lok Sabha. Climate change... is taking steps to speed up implementation of these programmes. Towards the eight national climate missions, little over Rs 4,406 crore has been spent since 2011-12 till end of December 2014, Javadekar told the Lok Sabha. In the last four years, the progress "expected" in regard to implementation of national climate change missions "has not happened", he said during Question Hour.

However, Javadekar, who is the Minister of State for Environment, Forests and Climate Change, said in the past nine months efforts have been made to speed up the activities. "Climate change is a reality. Everyone must take action. ... We are doing it (efforts) on our own commitment," the Minister said while responding to queries on whether mandatory targets were yet to be achieved. There are eight missions under the National Action Plan on Climate Change (NAPCC) pertaining to the areas of solar, enhanced energy efficiency, sustainable habitat, water, sustainable agriculture, sustaining Himalayan ecosystem, green India and strategic knowledge for climate change. The total approved costs for these missions was Rs 36,625 crore. In the current fiscal till December 2014, about Rs 2,157.8 crore was spent, higher than the expenditure of Rs 802.13 crore seen in 2013-14, he said. The expenses touched Rs 701.78 crore in 2012-13 while the same stood at Rs 744.76 crore in 2011-12. Three out of the eight missions, including those on solar, energy efficiency and green India, relate to mitigation of carbon emissions. "The carbon dioxide emission intensity of Gross Domestic Product has been reduced by approximately 14 per cent in 2010 as compared to 2015 as base year at constant prices," Javadekar said.

Supporting him, senior CPI(M) leader Sitaram Yechury said the government had ten years ago decided that AAI would modernise all airports after Mumbai and Delhi were given away to private-led consortia. "Under what authority is this policy now being reversed," he asked. SP member Naresh Agrawal interjected saying that even Lucknow airport was being given to a private party. Curb the fringe elements T

W

hen he spoke of ‘India first’ as his government’s religion and the Indian Constitution as its only religious book, Prime Minister Narendra Modi was moving beyond platitudes on religious freedom, and correctly re-emphasising the constitutional guarantees of India as a secular, democratic republic. Within the space of ten days, Mr. Modi went from offering mere reassurances to religious minorities to actually committing his government to the constitutionally conferred rights of all citizens to freely practise a religion of their choice. In a welcome contrast to the typical stance of Hindutva groups, he upheld the Constitution as the expression of the ethos the country had followed for thousands of years, and chided those making irresponsible statements in the name of religion. If his speech at an event organised by a Christian group was meant as an assurance to religious minorities, this response in Parliament, in which he insisted that the country could only be run in accordance with the Constitution, seemed directed against Hindutva hardliners who were making the functioning of his government difficult. Clearly, Mr. Modi was trying to distance his government from the vituperative hate-mongering of the Hindutva groups, including the RSS. Evidently disconcerted by the criticism of his failure to rein in the extremist elements within the broader Hindutva fold, Mr. Modi seemed to be hoping he would be judged on the basis of his own words and deeds, and not of those claiming to be the ideological affiliates of the BJP. True, the statements of RSS leaders and Hindutva extremists are amplified many times over during the periods the BJP is in power. But if Mr. Modi does not want to be answerable for the behaviour of the Hindutva fringe, many of whom are also middle-rung leaders of his own party, he should not then hesitate to reprimand them more often and more openly for their provocative speeches. Otherwise, the government would be seen as cynically exploiting the work of the fringe for the political ends of the ruling party whenever possible, and tactically retreating where the fringe’s politics become inconvenient. The views of the RSS and the Vishwa Hindu Parishad would continue to make headlines as long as the ruling party leaders and functionaries treat these organisations as part of their extended family. What is troubling about the public agenda of the Hindutva groups is the impression that the implied aggression against non-Hindus has the tacit sanction of the ruling party. Mr. Modi will have to continuously speak up categorically against religious extremists of the saffron hue too, if the Hindutva fringe is not to cast a long shadow on his government and undermine its credibility.

This budget threads this proverbial needle. Finance Minister Arun Jaitley’s Budget aims at expanding the productive capacity of the economy — a vital undertaking, if India wishes to attain its goal of non-inflationary and allinclusive growth. A smart way to build this growth is by constantly focussing on the factors that improve potential GDP. Giving consumers and businesses the essential tools such as critical road networks, uninterrupted electricity, sensible transportation and storage logistics which connect the country will be crucial to accelerating progress. The 2015 Budget clearly delivers on this count. An incremental $12bn in targeted infrastructure spending proposed in this Budget is just what the doctor ordered. Laudable decisions Indian corporations constantly compete with the rest of the world for market share and mind share. Having a corporate tax rate in India which is higher than the tax rates for businesses in the rest of the world is tying one hand behind the back of Indian companies and asking them to

go to battle. Ergo, the decision to cut the corporate tax rates from 30 per cent to 25 per cent, which is more reflective of the global rate, should be applauded. More important, corporations in India operate on the elastic and backward bending portion

capacity. This build-up is being done against the back drop of discouraging coal-based energy generation through a doubling of the coal tax. Stepping up “clean” energy projects and dissuading coal consumption will help India clean up its international image of being one of the largest polluters of the world.

So this bold decision to level the playing field for the corporations by the government demonstrates strategic vision and inherent confidence.

Against the global backdrop of terrorism and territorial ambitions that many nations now seem to have, spending money on shoring up the internal and border defenses is vital for India. Sharing its borders with tough neighbours, this increase in defence spending is indispensable for its national security. Their decision to direct $15 bn of the military budget towards modernisation of equipment is the biggest service the country can do for the brave men and women who protect its borders.

So it’s time India showed fiscal restraint. This Budget which targets the fiscal

deficit as percentage of GDP to 3.9 per cent is a great first step. “ Whilst the transition for India from a subsidy culture may be painful, Modi’s budget takes another important step to wean the state-dependent citizens off it by keeping the rupee value of the subsidies flat. ” A welfare state built on free handouts for all, without holding their citizens accountable is seldom a path to prosperity. A government's fiscal strength at the end of the day is only as strong as its tax base. So having nonstate dependent citizens who are productive and stand on their own feet is the only sustainable solution. States in India which espouse the free handout model for its citizens will most certainly fail in the next 10 years. So, criticising the Modi government for not granting more freebies in this Budget is an irresponsible position for the opposition parties to take. It’s better for the government to get its citizens to learn how to fish rather than handing out a fish each day for them to consume. Whilst this transition for India may be painful, the Budget takes another important step to wean the state-dependent citizens off the subsidy culture by keeping the rupee value of the subsidies flat. By doing this, subsidies as percentage of GDP go down because of the forward looking growth rates of GDP. This is why this Budget demonstrates veracity which is most needed in India. This turn back to the centre is an essential step for India to take in its long walk towards true economic prosperity. This long road may have just gotten shorter, thanks to the Budget. BY ANIL D. AMBANI hen I once met Prime Minister Narendra Modi, I was struck by a telling comment he made during our conversation. He said, “Anil, do you know that even the tears we shed in this country are not our own? Every tear gas shell used by our security agencies is actually imported!”

The Prime Minister’s anguish was entirely genuine and for me, an eyeopener, literally. It left me in no doubt about the Prime Minister’s ‘Make in India’ initiative and what a remarkable change of mindset it represented when compared to earlier governments, particularly in relation to the defence sector. For me, it was an extraordinary and personal glimpse into the Prime Minister’s thinking, his larger strategic vision, and his determination to make India a leading global player in defence manufacturing. This was reinforced by his choice of Defence Minister, Manohar Parrikar. “ For far too long, indecisiveness in defence procurements, based on a play safe approach, has resulted in the armed forces suffering with suboptimal hardware. This is truly a travesty.”” Mr. Parrikar is among the most talented, intelligent, hardworking and ethical leaders India has seen. His brief, from what I have seen so far, is to push the ‘Make in India’ agenda, and provide our armed forces with the best possible, cutting-edge equipment and armaments. His reputation for being a man of principle and probity and one who is ready to change existing norms and systems for greater efficiency and transparency — are the two elements that will transform our defence sector into one that is modern and world class. Troubled neighbourhood We live in a troubled neighbourhood and defending our borders has

There are frequent exchanges of fire with Pakistani troops along the Line of Control (LoC), infiltration attempts, and frequent face-offs with China on the Line of Actual Control (LAC). Growing military and political relations between China and Pakistan continue to define our strategic vision to counter this joint threat. One of the most illustrative examples of how our defence preparedness has suffered is the fact that for 25 years, the Indian Army has not been able to replace the Bofors 155 howitzer gun, a vital force multiplier in our artillery arsenal. This was because no Indian firm made similar weapons. Thus, the new policy of opening up the defence sector to private players will go a long way in ending such self-imposed handicaps imposed on our defence forces.

Therefore, defence preparedness holds the key to our future as a nation. I recently had the honour of meeting each of our three service chiefs — Gen. Dalbir Singh Suhag, Air Marshal Arup Raha and Admiral Robin Dhowan; three officers of exceptional integrity, dedication and commitment. I came away reassured that the defence of our realm is in very capable hands. Our greatest blessing is that we have the finest officers and bravest men and women in uniform anywhere in the world. Importance of quality Unfortunately, borders in today’s world cannot be defended by strength of character nor wars won by dedication, training, discipline and bravery alone. Without technological superiority, our country remains vulnerable, entailing disproportionate levels of sacrifice on the part of our valiant armed forces. The Kargil war exemplified this harsh reality. For far too long, indecisiveness in defence procurements, based on a play safe approach, has resulted in the armed forces suffering with suboptimal hardware. This is truly a travesty.

The outcome of war is never certain. However, success in warfare in our age is greatly aided by technological superiority, information systems and the quality and precision of weaponry. We owe it to our men and women in uniform to give them the best-of-class military hardware.

Most submarines currently operated by the Indian Navy are past their operational life, while the Indian Air Force is still saddled with MiG-21 aircraft of 1970s vintage. India has great power ambitions, and with justification. We are seeking a permanent seat in the UN Security Council and India is projected to be the world’s third largest economy by 2024. Yet, unlike all other major powers in the world, India remains the largest importer of defence hardware in the world. Nearly three-quarters of all our critical defence equipment is sourced from abroad. Our record in developing our aerospace industry, quite unlike the remarkable strides we have made in other high-technology areas such as space, communications and missile programmes, is a sorry one, hobbled by missed opportunities, short-term thinking, a lack of controls on domestic manufacturers, and a blinkered strategic vision. Recent industry surveys assess the maturity of India’s aerospace on a scale of 5 at 2.7, the lowest among all defence sectors, lagging far behind naval and land systems. Studies also peg India’s defence hardware purchases at over $250 billion or nearly Rs.16 lakh crore. Sadly, based on our current record, nearly most of this equipment will have to be imported. Our goal of minimum dependence in aerospace is nowhere in sight. It is clear that if we wish to peg our defence expenditure at the current or even higher levels of GDP, then we will have to manufacture a major pro-

Engaging the private sector

Industrial Policy and Promotion (DIPP) and the Foreign Investment Promotion Board (FIPB), which are currently under different departments/ministries, ought to be brought under one umbrella.

So, what’s the way forward? The Prime Minister has outlined a bold new vision for India’s defence resurgence. Underlying the many policy changes that his government has announced — starting with the raise in the foreign direct investment (FDI) cap in defence from 26 to 49 per cent and, with cabinet approval, even to 100 per cent in identified areas of critical technologies — is the recognition that what we need most of all is a total change of mindset and approach to boosting this vital sector. I have listed some urgent points that need to be addressed to make this change work for India.

Any large-scale involvement of the private sector in defence would require a clear road map for engagement, with clearly identified thrust areas. We need to think of new modalities of public-private partnership (PPP). One answer is a joint working group, comprising leading representatives of the private sector and key decision makers in the government, who will work together from the planning stage so that private companies have a clear idea of the areas in which they need to invest. This will help the development of human skill sets and capital infrastructure.

There is need to acknowledge at every level of government that the private sector in India can be trusted to play as important a role in the modernisation of India’s defence capabilities as the public sector.

We need to set up a sovereign defence fund, on a PPP model, in which the government holds 49 per cent while private defence sector players make up the balance, with no player contributing more than 5 per cent of the total. Professionally managed, such a fund can help invest in long-gestation research and development projects and facilitate strategic global acquisitions in key technology areas of defence and national security. This will also be a big support for the Micro, Small and Medium Enterprises (MSMEs), which form a critical part of any developed defence industrial base.

We need a common framework for defence procurement across research establishments, ordinance factories, defence Public Sector Units (PSU) and the private sector. Without long-term contracts, certainty of volumes, a quick selection process, transparency and fair payment terms, there will be little incentive for private players to invest the huge resources required for defence production. with courage and conviction and have necessary safeguards to protect the decision makers just as in the coal block allocation sector where the bureaucracy has been provided protection. The new model for India’s defence sector should be built on a cornerstone of the new 3Cs, namely Cooperation, Competition, and Collaboration. There are also some obvious truths to be considered. Modern governments need to function with the need for discretion in policy formulation and implementation in a sector as sensitive as defence. However, the modernisation of India’s armed forces cannot be held hostage to indecisiveness or vacillation. It is no secret that procedural delays and departmental red tape have often caused a greater loss to the exchequer in defence procurement than any alleged improprieties. The road ahead is long. But with the current leadership, I believe we have our best chance of success in evolving a world class defence manufacturing sector. With commitment, cooperation and a clear vision, we can turn the Prime Minister’s ‘Make in India’ slogan into a reality. It offers us the best chance to repay the brave men and women of our armed forces for their dedication, discipline, and sacrifice. I’d like to conclude by recalling the words of the father of our nation — Manasa, Vacha, Karmana — “Happiness is when what you think, what you say, and what you do are in harmony.” We have thought long and hard and said a lot; it is now time for action. Congress members JD Seelam and Subbirami Reddy (from Andhra Pradesh) and V Hanumantha Rao (Congress member from Telangana) tropped into the well prompting Deputy Chairman P J Kurien to remark that it was "indiscipline". Haryana to compensate Heavy snowfall in Kashmir Valley Nepali rape victim's kin continues for second consecutive day

KATHMANDU, MARCH 03 The Haryana government has declared that it will provide Rs 300,000 (Nepali Rs 480,000) as compensation to the family of a 28year-old mentally challenged woman from Rajapur in Bardiya who was raped and murdered in Rohtak last month. The victim`s relatives said Haryana`s Agriculture Minister Om Prakash Dhankar made the announcement after the police charged eight men, including a Nepali national, for the crime. Meanwhile, Senior Superintendent of Police Shashank Anand of Rohtak police has informed Superintendent of Police Govinda Ram Pariyar in Bardiya that the perpetrators have been remanded in police custody for further investigation. The accused are Nepali national Santosh B.K. of Pyuthan, Mandir Singh, Pramod Jat, Sunil Jat, Sarowar Singh, Rajesh Jat, Sunil Singh and Pawan of Rohtak. According to the victim`s relatives, one of the perpetrators, Sombir Jat, committed suicide after the incident.

A group of nine men had gangraped and subsequently murdered the woman on February 1. Police found her body four days later in a field by a highway at Bahu Ahkbarpur near Rohtak. "We haven`t yet received the DNA test results and are yet to find an advocate to fight the case on our behalf," the victim`s sister Janaki said, adding that they were trying to find a lawyer on their own though the state government will appoint one for them. Legal practitioners, however, are unwilling to fight the case fearing local goons. Janaki, meanwhile, said the authorities have provided security to her family as they were under constant threats from criminal gangs. She and her husband earn a living operating a small mobile food stall in the Indian city. The victim had gone to Rohtak in order to seek treatment for her mental ailment. Janaki said various organisations representing Nepalis living in India have been helping them with the case.

SRINAGAR, MARCH 03 Kashmir Valley remained cut off from rest of the country for the second consecutive day Tuesday, due to continued rainfall in plains and snowfall in upper reaches. The snowfall, which was going on intermittently since yesterday, disrupted air traffic and road traffic on the national highway, thereby cutting the Valley's connection with the rest of the country. "There has been no air traffic to and fro Srinagar even today but we hope the flights will resume in the afternoon," an official at the Srinagar International Airport said. The 294-km Srinagar-Jammu National Highway, which was closed for the traffic due to fresh snowfall and landslides yesterday, remains shut even today as few places along the route received intermittent rain and snow. "The highway is closed for traffic. The road is being cleared off the debris of landslides and a decision on resumption of traffic will be taken after assessing the safety of the road," a Traffic Control Room spokesperson said here. Following snowfall yesterday, the authorities postponed the annual exams

AAP to form shadow cabinet in BJP-led Goa PANAJI, MARCH 03 With the Congress proving unable to create enough space as opposition, the AAP has resolved to form a shadow cabinet to keep track of ministerial functioning in the Bharatiya Janata Party-led (BJP) coalition government in Goa. The shadow cabinet will be operated by the youth wing members of AAP. It will track and evaluate the delivery of the BJP-led state government on its poll promises as made in its election manifesto in 2012, said Suhani Shah, an AAP spokesperson. "It will also track the progress of the current BJP government vis-a-vis the promises made to the youth in their 2012 manifesto," she added. BENGALURU, MARCH 03 A young techie was arrested on Monday for murdering his friend's wife, a homemaker, in Bengaluru's upscale eastern suburb, police said. "The suspect, 32-year-old Basudev Jena went to his friend Debashish's house to borrow Rs.25,000 from his wife Prachi, who was alone at home. When she said she did not have so much money to lend, he tried to snatch her gold chain. Panicked by his attempt, she screamed, that led him to slit her throat with a kitchen knife to silence her and rush out to escape," Deputy Superintendent of Police (East) N. Sathish Kumar said. The woman's loud screams forced her landlady Saraswati, who lives on the ground floor, to rush upstairs to the flat on the second floor of the three-storey building to check what was happening. "As the landlady went up, the accused ran down the stairs with blood stains on his hands and shirt. As he attempted to run away from the place, passers-by pounced on him and nabbed him, after hearing the landla-

dy shouting to catch him. They handed him to a police patrolling team," Kumar said. Police registered a murder case under section 302 of the Indian Penal Code against Jena, who hails from Bhubaneswar in Odisha. J&K: Man, wife arrested on their return from Pakistan after 24 years JAMMU, MARCH 03 A man who returned to Kashmir after spending 24 years in Pakistan has been arrested along with his Pakistani wife in Poonch district, police said. The man identified as Mohammed Sashir Bhat, a resident of Saujian in the Mandi tehsil, and his Pakistani wife were arrested yesterday after they returned here, with their four children, through the Nepal route, a senior police officer said. "Bhat returned to his village along with his Pakistani wife Nousheen Bhat and four children, including a son and three daughters," the officer said, adding, they were arrested for not having valid papers. Bhat had crossed to the other side of the border (Pakistan Occupied Kashmir) in 1991. "Initial questioning revealed that he had somehow got a Pakistani passport and then he reached Nepal, from where he crossed the Nepal border and reached India," police said. A case has been registered in this regard and an investigation has been initiated, they added.

Irrigation department executive engineer Atul Narang said that the water level at the Hathnikund barrage along the HaryanaUttarakhand border had risen from 56,000 cusecs on Monday morning to 87,000 cusecs in the evening. He said that the water level had started receding again on Tuesday. The Yamuna river passes through Yamunanagar, Karnal and Panipat districts in Haryana.

Judge M M Gandhi granted bail to the suspended police inspector G H Gohil on a surety bond of Rs two lakh. The court observed that prima facie there was no evidence nor any overt role was attributed to the accused person by CBI. Advocate Mitesh Amin, Gohil's lawyer, pointed out that constables Chhatrapalsinh Chudasma, Ajaypalsinh Yadav and police inspector K M Waghela were granted bail earlier, and like them, Gohil too was only present during the alleged encounter but did not fire any shots. Special prosecutor L D Tiwari of CBI said the bail should not be granted as Gohil was present during

the crime. Jamal, a resident of Bhavnagar, was killed in an encounter by Gujarat police near Galaxy Cinema in Naroda area here on January 13, 2003. The genuineness of the encounter became an issue after a Mumbaibased former scribe, Ketan Tirodkar, filed an affidavit before a court in Mumbai that he was a witness to Jamal's hand-over to Gujarat police by the `encounter specialist' officer Daya Nayak of Mumbai police a few days before the alleged encounter. The High Court ordered a CBI probe upon a petition of Sabir Jamal, Sadiq's brother. CBI filed a charge sheet in December 2012. The charge sheet also names DSP Tarun Barot, inspectors Jaysinh Parmar, Irshad Ali Saiyad and K M Vaghela, sub inspector Ramji Mavani and constables Ajaypalsinh Yadav and Chhatrasinh Chudasma.

fter Europe pricing details were reportedly tipped by Samsung officials at MWC, Samsung Netherlands has officially revealed the pricing of the two smartphones and has started taking pre-orders as well. Both smartphones are listed to ship on April 10. The Samsung Galaxy S6 and Galaxy S6 Edge come in 32GB, 64GB and 128GB variants. At present, the Samsung Netherlands website only lists the 32GB variant of Galaxy S6 for EUR 699 (approximately Rs. 48,300) and the Galaxy S6 Edge at EUR 849 (approximately Rs. 58,600). There is no official pricing information of the other storage variants of the Samsung Galaxy S6 and Galaxy S6 Edge. Th 32GB pricing for both the Galaxy S6 and Galaxy S6 Edge by Samsung Netherlands matches with the previously mentioned report citing Samsung officials, which also revealed pricing for the 64GB and 128GB variants. For the Galaxy S6, it tipped EUR 799 (approximately Rs. 55,200) for the 64GB variant, EUR 899 (approximately Rs. 62,100) for the 128GB variant. Amla scored 159 off 128 balls to become the fastest man to reach 20 ODI centuries and du Plessis made 109 as the Proteas piled up a massive 411 for four after taking first strike at Canberra`s Manuka Oval. Johnson was held in custody after his arrest and, with police saying he was helping them with their enquiries, the 27-year-old was suspended by the Premier League club pending the outcome of the investigation. "A 27-year-old man was arrested earlier today on suspicion of sexual activity with a girl under 16," a Durham police statement said. According to several newspapers, Johnson had sex with a 15year-old and was arrested at his mansion on Monday morning. Three unmarked cars, a police van, plain clothes officers and crime scene investigators were reported to have been at the player`s home. Johnson was due to travel with the rest of the Sunderland squad to Hull for Tuesday`s league

match. But the club`s statement read: "Sunderland AFC has confirmed that Adam Johnson has been suspended from the club, pending the outcome of a police investigation.
