IN BRIEF Delhi Police to rope in religious figures to counsel men harassing women NEW DELHI In its drive to curb crime against women, Delhi Police has roped in religious figures to counsel men found harassing women in public places in the national capital. Under its 'Operation Shishtachar' Delhi Police lady personnel in plain clothes will also patrol public places to keep a watch on men harassing women. "We have adopted a two-pronged strategy including legal action and counselling. We have also involved religious figures in the counselling besides experts from the field of psychology and law," said a senior police officer. Emphasising that Delhi Police is committed to security of women, the officer said, "We have taken several steps specially 'Operation Shishtachar' for this. Lady police personnel visit public places in plain clothes to watch out for eve teasers". The lady cops in plain clothes also travel in public transport in the city to catch those who target women during their daily commute to work places. The idea behind counselling is not only to educate the offenders but also to make them aware about the moral and legal consequences of their acts, said a senior police officer. Religious figures counsel the harassers by quoting from the scriptures, stressing that disrespectful act against women was against religion. Under 'Operation Shishtachar' launched in first week of August, all the district police units in the national capital have started a campaign in their respective areas. Most of those caught have been given counselling at police stations to respect women and desist from indulging in eve teasing. Police have acted against over 800 eve teasers during the operation so far. Posters warning eve teasers are ready and will soon be visible soon on local buses, bus stops and Metro stations, said Madhur Verma, DCP of North Delhi. Jail terms for various offences against women like touching, abusing, making vulgar gestures, and accosting, ranging from 3 years to 5 years, have also been highlighted in these posters.

Men's rights group to raise marital rape issue on I-Day

NEW DELHI A group of men`s rights activists, fighting for shared parenting in case of divorce or separation and other issues, is all set to highlight the need to get rid of biased family laws on the Independence Day eve. During a three-day national convention in Mumbai, one of the prominent issues of this group would be to raise concern against a proposed law meant to term marital rape an offence, as the group feels would give scope to lodging false complaints. The group of 200 activists would chalk out a plan for "equal rights" at their annual national convention -- seventh in a series -- under the banner of the Save Indian Family (SIF) from August 14. "Marital rape is another weapon the feminists are trying to push to make it law against husbands," Kumar V. Jahgirdar, founder and president of the Child Rights Initiative for Shared Parenting (CRISP), told IANS on Sunday. He said any law against marital rape would give many people the scope to lodge false complaints. "If the marital rape law comes into force, how does one prove in the court that whether a sexual encounter was consensual or forced? All privacy will be lost if a married couple starts thinking of legal aspects," Jahgirdar said. He said the misuse of anti-dowry harassment law (section 498-A of the Indian Penal Code) has already invited strong observations from courts and government panels. Quoting the Supreme Court judgment in Sushil Kumar Sharma vs Union of India, Jahgirdar said it equated the dowry harassment law to "legal terrorism". Justifying his fear of misuse of dowry harassment law, he said the National Crime Records Bureau report of 2013 showed that of the 9,68,728 undertrials booked under section 498-A, only 17,542 (just 1.8 percent) were convicted. Jahgirdar said pre-marital counselling should be made mandatory to bring down the number of divorces, adding that divorce cases are rising in Bengaluru due to stress that leads to impotency. Swarup Sarkar, president of the Save Family Foundation (Delhi chapter), said there should be a law to punish the woman filing a false complaint against the husband. Studies and surveys, he said, showed a majority of cases relating to dowry harassment, domestic violence and even rape proved to be false after a long trial. "We need a law to punish those who misuse the laws as tool of vengeance," he said. Among other issues, the meet will discuss need for a law relating to workplace harassment gender-neutral so that the victims, who are men, are also offered protection and justice and a separate ministry be set up for men to look into their welfare. CRISP, with regional chapters in Delhi, Chandigarh, Chennai, Hyderabad, Mumbai and Lucknow, has been demanding that abused men get equal access to children in case of a divorce. It has also sought special courts to deal with child custody cases.

‘Fake’ online placement agency busted

NEW DELHI Three persons, including a woman, were arrested for running a “fake” online placement agency at West Delhi’s Janakpuri, the police said . The accused were identified as Santosh Mukhiya, his wife Sushma and an accomplice, Umesh Kumar; they were arrested on a complaint registered by a private firm owner Balwant Munjal at the Janakpuri police station, DCP (west) Pushpendra Kumar said. The accused were allegedly running online fake placement agencies with different names through a searchservice website, he said. “The accused lured clients through the website and provided them house maids by charging Rs.20,000-Rs.25,000. After one or two days, these maids suspiciously disappeared from the houses,” Mr. Kumar said. The addresses and other contact details provided in the website were found to be fake.

Patient dies during live surgery at AIIMS NEW DELHI A patient died during a live surgery at the All India Institute of Medical Sciences (AIIMS) on July 31 with the patient’s relatives claiming that the doctors “messed up the the laparoscopic procedure”. The deceased Shobha Ram, who works in a cloth shop in the city, was admitted to the hospital on 13 July and the relatives were told that he needed to be operated for his diseased liver. “The patient was operated through a laparoscopic procedure and during the surgery there was excess bleeding. Those watching the surgery asked the operating doctors to ‘open up’ the patient and ensure that the bleeding is stopped but valuable time was lost during the doctors interaction,” complained a senior doctor at AIIMS. Ram who had developed liver cirrhosis after a hepatitis B infec-

tion was referred to AIIMS from Delhi Government-run G.B. Pant Hospital. The surgery, which started at 9 a.m. on July 31, was being broadcast live to a few surgeons. It was being performed by Dr. Goro Honda from Japan’s Tokyo Metropolitan Cancer and Infectious Diseases Center. Dr. Honda continued with the laparoscopic technique for almost seven hours, following which there was an excessive bleeding and the patient had to be shifted to ICU where he died within an-hour-and-a-half. According to a statement issued by AIIMS, “The patient, Shobha Ram, had cirrhosis of the liver due to hepatitis B virus infection and a liver cancer. The patient had a detailed preoperative assessment for feasibility of removing the tumour surgically.

Delhi court frees man in rape case, says can't be swayed by emotions NEW DELHI A married man accused of raping a divorced woman has been acquitted by a Delhi court after she turned hostile, saying "courts are not to be swayed by emotions" and one cannot be convicted if witnesses do not support the prosecution case. "Today there is a public outrage and a hue and cry is being raised everywhere that courts are not convicting rape accused. However, no man can be convicted if the witnesses do not support the prosecution case or give quality evidence, as in the present case where the woman is hostile," Additional Sessions Judge Nivedita

The judge added that it should not be ignored that the "court has to confine itself to the ambit of law as well as testimonies of witnesses and is not to be swayed by emotions or reporting in the media". The court absolved the Delhi resident of charges under sections 376 (rape) and 506 (criminal intimidation) of IPC after the woman resiled from her complaint alleging that he raped her on false promise of marriage. "As the prosecutrix, who is the star witness, has turned hostile and has not supported the prosecution case and more importantly has not assigned

any criminal role to the accused the prosecution evidence is closed... The precious court time should not be wasted in recording the evidence of formal or official witnesses..." it said. According to prosecution, the woman had lodged a complaint in 2012 alleging that the man, her live-in partner, was raping her since two years under the false promise of marrying her and also threatened her when she tried to convince him. After her first husband divorced her, the woman married again but this marriage too ran into rough weather.

The complainant had contended that her divorce proceedings with her second husband were pending and the man was also not happy with his wife, adding that they both met through a common friend and fell in love. However, she turned hostile in court saying the accused was innocent and they had consensual physical relations and could not get married due to pending divorce proceedings. She deposed that she lodged the complaint due to misunderstanding and denied all the charges which she had levelled against the accused in the police station.

No additional courses NEW DELHI The 30 Delhi University colleges that had asked for additional courses in their current curriculum will have to wait till the next academic session, sources in the university said. If the nod had been given for the additional courses, an extra 2,000 seats would have been added to the university's existing 54,000. Thirty colleges including SGTB Khalsa College, St. Stephen's College, Ramanujan College, Guru Gobind Singh College of Commerce, Bharti College and others had demanded additional courses from the current academic year. The approval for this was also passed by the standing committee but the courses are not likely to be implemented from this year as no official confirmation has

been sent in this regard to the colleges. “A 14-member standing committee was formed by the university to look at the feasibility of the proposal. The committee had given a go ahead for the courses in the colleges that had demanded them and it was even passed by the Academic Council and Executive Council but it got stuck at the level of the university,” a member of the Academic Council said. “The office of the Registrar should have sent an official notification to all the colleges asking them to start the procedure for implementation of new courses but it hasn't been done so far and now it will not even happen as the V-C is due to retire soon and no important decisions can be taken till then,” he added.

AAP MLA Alka Lamba attacked, Kejriwal tweets 'proud of you'; one held NEW DELHI A 19-year-old has been arrested for throwing a stone at Aam Aadmi Party (AAP) leader Alka Lamba during her anti-drug drive here on Sunday, police said. Teenager Jatin, who works at a sweet shop, was arrested following Lamba's complaint. Police said that Lamba, an MLA from Chandni Chowk constituency, sustained simple blunt injury on her head and was discharged from hospital after being administered first aid. Parliamentary panel on Lokpal gets two months' extension NEW DELHI The Parliamentary committee examining the Lokpal Bill has got two months' extension till September. It is the second extension given to the panel after it could not finish its work by last month end. The 31-member Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, headed by Congress MP E M Sudarsana Natchiappan, is examining the Lokpal and Lokayuktas and Other Related Law (Amendment) Bill, 2014. "We have got time till September 30 to complete our work and submit report," Natchiappan told PTI. The amendment bill was introduced in the Lok Sabha on December 18, last year, after which it was referred to the Committee on December 22. It was asked to submit its report

by March 25 this year. The panel had sought extension, which ended on July 30, to complete the task. The report has to be submitted to Rajya Sabha Chairman Hamid Ansari. The Lokpal and Lokayuktas Bill provides for establishment of an anti-corruption watchdog Lokpal for the Union and Lokayuktas for the states to inquire into graft charges against public functionaries. Beyond ‘Wild West’ diplomacy BY MANMOHAN BAHADUR here have been two major terror ‘strikes’ against India in the recent past, the first one being the June 4 ambush of a Dogra Regiment convoy in which 20 jawans were killed and the second one in Gurdaspur on 27 July. The two have however, drawn differing responses — the first resulted in a riposte through a Special Forces raid into Myanmar while the second has drawn only verbal opprobrium so far. One hopes that facts and strategies are being marshalled to nail the masterminds. The lessons from a poor application of ‘escalation dynamics’ in the Myanmar strikes have clearly been learnt and applied in the case of responses to Gurdaspur.

Give debate a chance

T

he boycott of Parliament by the leading opposition party during the current session has denied the nation of some meaningful debates over the issues that have precipitated its confrontation with the government, besides holding up critical pieces of legislation such as that relating to Goods and Services Tax. Normally, such a Bill would have caused stalwart parliamentarians from both sides to be at their articulate best, generating meaningful and informed debates. The efficacy of the previous session was built on cooperation between the treasury and opposition benches, which fostered some healthy debates. Yet in this session, with the opposition’s refusal to budge from its decision to block Parliament — the stalemate has persisted also due to the government’s lack of effort to address the concerns — some serious debates have instead played out on an unlikely platform, the social media. Finance Minister Arun Jaitley sought to address the Congress’s opposition to the GST Bill through a post. Congress leader Mani Shankar Aiyar responded to it through his own blog-post on a news website. Mr. Jaitley responded to Mr. Aiyar’s critique through yet another post, asking specifically whether the Rajya Sabha leader’s concern about the need to include liquor and tobacco in the GST list was justified. The edginess in the debates and the insinuations apart, the fact that senior politicians of the two largest political parties took to debating on policy matters on a point-by-point basis on new media points to a welcome trend. If at all, this reinforces the need for direct debates in the House, with both the government and the opposition shedding their truculence. On the GST Bill, the concerns raised by the opposition and the responses by the government suggest that there is enough scope to finalise a mutually agreeable legislation. The chief concern — and a legitimate one — raised is that the Finance Minister has proposed a 1 per cent additional levy on the supply of goods for two years. This concern is being studied by a panel led by Chief Economic Advisor Arvind Subramanian, who had also indicated that the levy could hurt the ‘Make in India’ programme by encouraging imports over inter-State movement of goods. Mr. Jaitley’s response to the other key Congress demand, for a constitutionally mandated 18 per cent fixed rate, putting the onus on the GST council to determine the rates, is a rational one. There are of course other differences arising from the opposition from States that have taken a lead in manufacturing, and that are not exactly unaddressed in the Bill. A deliberative exercise to thrash out these differences would clear the remaining road blocks to the passage of the Bill. What is lacking, unfortunately, is the will on both sides to end the war of attrition.

On August 4, I received an early morning phone call from Zunheboto town (Zunheboto in Sumi dialect refers to a flowering shrub) in Nagaland. The sober voice of one of my young Naga friends broke the silence across the miles as she whispered, “Sister, finally, we do have closure, right?” followed by a spell of silence pregnant with meaning. I knew that she was brimming with emotions — pride amidst hurt; dignity amidst insecurity. I recalled Martin Luther King, Jr.’s lines from the movie Selma: “this is a demonstration of our dignity”.

That is what the Naga struggle has meant to me: a demonstration of the Nagas’ pride and dignity as a people. This, notwithstanding the violence and the insurgency, the fear and the insecurity and a life lived in uncertainty. Naga-inhabited areas resonate with a sense of unique history and culture — the National Socialist Council of Nagaland NSCN (IsakMuivah) represents both. Where it began The ethnic Naga movement began its journey in 1918 with the formation of the Naga Club by 20 Naga members of the French Labour Corps, who had served in World WarI in Europe. The wartime knowledge motivated the few who came in contact with the European battlefield to politically organise themselves as a distinct ethnic entity. It also aroused in them a feeling of Naga nationalism, which shaped the idea of a ‘Naga nation’.

The Club submitted a memorandum to the Simon Commission in 1929, in which it stated that the people of Naga areas and those of mainland India had nothing in common between them and hence the Nagas should be left alone. In 1946, Naga National Council (NNC), a successor to the Naga Club, was formed under the leadership of A.Z. Phizo. Phizo, with the collaboration of eight other Nagas, declared Naga independence on August 14, 1947. In a 1951 speech, Phizo argued, “In the name of the Naga National Council and on behalf of the people and citizens of Nagaland, I wish to make our stand and our national position clear. We are a democratic people, and as such, we have been struggling for a Separate Sovereign State of Nagaland in a democratic way through constitutional means as it is so called. We shall continue to do so”. It is important to note that several efforts were made to resolve the Naga issue. On June 27-28, 1947, the Akbar Hydari Agreement was signed between the then Governor of Assam, Sir Akbar Hydari and the NNC, in which the Nagas’ right to freely develop themselves was respected. However, Clause 9 of the Hydari Agreement created divisions as it stated, “The Governor of Assam as the Agent of the Government of the Indian Union will have a special responsibility for a period of 10 years to ensure the observance of the agreement, at the end of this period the Naga Council will be asked whether they require the above agreement to be extended for a further period or a new agreement regarding the future of Naga people arrived at”. This was interpreted by the NNC as terminating in sovereignty. The NNC took to arms in 1955. Indian security forces responded with

counter-insurgency operations, which resulted in the imposition of the Assam Disturbed Areas Act on the Naga Hills on August 27, 1955. This later became the Armed Forces (Special Powers) Act, 1958, further amended in 1972.

Peace Mission was created and a ceasefire agreement was signed that lasted till 1968. After years of violence, another effort at peace was attempted with the signing of the Shillong Accord in 1975, where the NNC members agreed to give up violence and accept the Indian

States. The PCMs have reinforced the much-needed local social networks that are the mainstay of any insurgent group. This largely representative structure has also kept violence in check and created an accountability mechanism where aspirations for Naga dignity and pride have taken centre stage. It is notable that the NSCN (I-M) has shown flexibility in relegating the sovereignty clause to the background and bringing to the fore the issue of Naga identity — a more negotiable factor with the Central government. Consequently, as I read through the Prime Minister’s speech at the signing ceremony that set the framework for a peaceful resolution to the Naga insurgency, his emphasis on restoring a sense of dignity, pride and respect to the Naga people stood out. This, as the 97-year-old Naga struggle will tell you, is the core issuefor the Nagas — a recognition of their history, dignity and culture.

Those were turbulent times in Naga history, with the landscape plagued by violence, counter-insurgency and civilian deaths. The hills came alive with a complex mix of political ideology, a desire for self-determination, ethnic alignments and tribal divisions. It was not an easy situation to deal with. The insurgency and the deployment of armed forces resulted in civilian deaths. In 1963, as a mechanism for conflict resolution, the Nagaland State was established. Yet, the insurgency continued, as most Naga inhabited areas were left outside the purview of the new State. In 1964, a Nagaland

Constitution. However, Thuingaleng Muivah and Isak Chishi Swu, then members of the NNC, interpreted the Shillong Accord as a complete sellout and revolted, going on to form the National Socialist Council of Nagaland (NSCN) in 1980. S.S. Khaplang, who now heads NSCN (K), was a member of the unified NSCN that split in 1988 to form the two divisions: NSCN (I-M) and the NSCN (K). Looking ahead This history of the struggle is

attained greater significance after NSCN (K) abrogated its ceasefire on March 27, 2015. Also, unlike NSCN (K), whose leader Khaplang has failed to maintain unity within the group, the NSCN (I-M)’s leaders and cadres have stayed with it since 1988. Where the NSCN (I-M) has succeeded while groups like NSCN (K) have failed is in establishing a presence across all Naga-inhabited areas. It has achieved this by holding regular People’s Consultative Meetings (PCMs) with groups such as the Naga Hoho; Naga Students’ Federation; Forum for Naga Reconciliation; and the larger Naga civil society across

The details of the Accord are yet to be made public, especially on how the NSCN (I-M)’s complicated political demand for a ‘Greater Nagalim’, comprising areas in Assam, Arunachal Pradesh and Manipur will be negotiated. However, the biggest breakthrough is that the group has agreed to give up violence and resolve all issues peacefully. For now, this Accord has ushered in hope, bringing joy mixed with poignant memories to my friend from Zunheboto… and that matters the most. "There are only 25,000 engineering seats for the 80 lakh students in Bihar," he said, pointing out that the BJP-led states like Odisha, Punjab and Himachal Pradesh has made better arrangements. The BJP takes on the combined might of Mr Prasad's RJD and Mr Kumar's Janata Dal United in what is billed as the most crucial election since last year's Lok Sabha polls. The Congress and its allies have also joined hands with Nitish and Lalu.

In Gaya... Madhya Pradesh, he said, were included among the "Bimaru" states - an acronym comprising the first letters of Bihar, Madhya Pradesh, Rajasthan, and Uttar Pradesh in Hindi, meaning sick -- where the development index was extremely low. "Rajasthan was called a bimaru (sick) state, but no longer. Under Vasundhara Raje, Rajasthan has scaled new heights," he said. The situation he said, was similar in Madhya Pradesh. But "Madhya Pradesh elected a BJP government... in just 10 or 12 years under Shivraj Chouhan, Madhya Pradesh is no longer a sick state." In contrast, the 20-year rule of Rashtriya Janata Dal led by Lalu Prasad and JD(U) led by Nitish Kumar, has kept Bihar in the dark, literally. "These lantern wallahs have kept you in the dark," he said, taking a dig at the poll symbol of RJD, a lantern. "Is there electricity in the state? If there is the lowest per capita consumption of electricity anywhere, it is in Bihar. Even Sikkim, Jharkhand have more power." "You should get a BJP-NDA government in Bihar, I can speak from experience" he added.

BJP Twitter... Drawing a parallel, he said the BJP government, from which Bihar had high hopes, has done little for the state. "You said if the people of Bihar take one step, you will take a 'Sawa Kadam'. What kind of a step is that (sawa means 1.25)? India Warns TV ... networks - NDTV, ABP News and Aaj Tak - to explain why they should not face a possible broadcast suspension. The move drew immediate protest from India's Broadcast Editors' Association, which said the notices were a "questionable pretext" for a larger government campaign to control news coverage. The association, representing top television news editors, cited several other "selective" actions by federal and state governments, including threats of defamation lawsuits and a new rule that limits news coverage of antiterrorism operations to "periodic briefings" by government press officers. "Media coverage cannot be restricted to official briefings," the association said in a statement on Saturday. The notices come one week after the government abruptly ordered Internet service providers to block 857 pornography websites. Officials were forced to rescind the ban in the face of a furious backlash, but the episode fueled a growing perception that the government is quietly seeking greater control over what its citizens read or watch. The Ministry of Information and Broadcasting, which is overseen by Arun Jaitley, one of the most powerful and influential members of Prime Minister Narendra Modi's Cabinet, did not respond on Saturday to phone and email messages seeking comment. In interviews, television news executives said they were stunned by the government's crackdown, especially since all three net-

works gave significant airtime to government officials who defended Memon's execution. Until now, they said, government officials have usually been content to take their complaints over coverage to the News Broadcasting Standards Authority, an independent body set up by TV networks to police unfair or unethical news coverage. "We don't think we have violated any regulation at all," said Sonia Singh, the editorial director of NDTV. "We feel our coverage was extremely fair and balanced. However, we are looking at the notice and will respond to the ministry." The ministry cited ABP News and Aaj Tak, two popular Hindi-language networks, for their telephone interviews with a man known as Chhota Shakeel, a Mumbai underworld figure whom authorities have accused of helping plan the 1993 Mumbai bombings. Shakeel, who has avoided arrest, called numerous Indian news organizations to angrily denounce Memon's execution. He told The Times of India it was "a legal murder." He told ABP News that Memon was hanged for the crimes of his brother, Tiger Memon, the alleged bombing mastermind who remains at large. "This is not justice; this is vengeance," he told Aaj Tak. In the case of NDTV, the ministry's notice took issue with a 20-minute program the network broadcast on Aug. 1 called "Truth vs. Hype: The Riddle of Yakub Memon." The program, hosted by Sreenivasan Jain, one of India's most respected broadcasters, carefully sifted through a controversy that erupted days before Memon's execution whether India's intelligence and law enforcement agencies betrayed him by reneging on a promise to spare him the death penalty in exchange for his cooperation in describing how the bombings were planned, financed and executed. Jain presented both sides of the dispute, interviewing those who said Memon was betrayed and scapegoated, as well as a former senior police official who said the only promise made to Memon was that he would receive "the great justice of India."

"Congress` behaviour in this session was totally different. To regain their lost ground they are using the platform of parliament and shying away from debate," he said. Defending External Affairs Minister Sushma Swaraj over her links with Lalit Modi, Meghwal said, "Sushmaji helped an Indian woman who has been suffering from cancer. He said Raje has done nothing illegal or immoral whereas Chouhan himself is a whistle blower in Vyapam scam. "She (the complainant) is a very poor woman..she involved my name because she thinks Radhe Maa has lot of wealth...there should be a background check on her," said Radhe Maa. She also denied demanding anything from the complainant girl, saying, "The girl, who does not have anything to eat, will I demand a helicopter from her". In a bid to prove her innocence, Radhe Maa also said that she had two "very beautiful" daughter-in-laws of her own and that she had not demanded anything from them even when they came from very rich royal families. Giving more details about her family, Radhe Maa said she had two sons, one of whom was in Thailand, shooting for a film named "Ishq.com". When asked if she had any idea about who leaked her private pictures in public and whether she had complained about it, Radhe Maa said, she was in direct contact with "uparwala" (God). "My complaint is not for human beings, I talk directly to him (God). I believe, he will do justice," she said. She further added that the Almighty had assured her of a right decision.

Speaking at the venue, Prime Minister Nawaz Sharif`s foreign affairs adviser Sartaj Aziz said his country would never invite a Jammu and Kashmir Speaker as the legislature "does not enjoy legitimate status". "We cannot invite the speaker of the Jammu and Kashmir assembly as the assembly does not enjoy legitimate status because it represents a disputed territory, which needs to be settled in the light of the UN resolutions," he was quoted as saying by state-run Radio Pakistan. Pakistan`s position on Jammu and Kashmir would be compromised if the speaker of the "Kashmir`s legislature is invited to the conference", Aziz said. The conference would go ahead as scheduled as over 70 percent delegates have confirmed their participation, he added.

The man said he initiated proceedings on October 7, 2011, before the US court and got an ex-parte order for interim custody that day. A notice, copies and documents were served on his wife on January 25, 2012, to which she replied. Mediation efforts on April 20, 2012, over phone proved useless. The judge noted that the plaintiff was a green card holder and his wife was on H1B1 visa and had to come back to India upon its expiry. The child was accorded US citizenship by birth. But on the date the mother took custody, the child was in India and, as such, only Indian laws were applicable. The judge ruled that the boy shall remain with the mother and the father could visit him after due advance intimation. "Though the father invoked the jurisdiction of the foreign court, he has not obtained any substantive order in his favour. It is only an interim order, which cannot be said to be valid because on the date of obtaining such order, the custody of the child was with the mother in India," the judge said. The judge also found fault with the man, who managed to get green card and visa for his parents, but expressed inability to do so for his wife.

Srikumar and Harshita got married on August 31, 2007, and went to the USA. Their son was born on November 16, 2008. Srikumar alleged that after the birth of their child, his wife behaved indifferently and was treated in many hospitals for depression. They then came to India and she stayed with her parents and refused to to go to the USA due to a delay in the stamping of her passport by the US Embassy. So, he along with his parents and child left for the USA on November 19, 2009. There was a one-and-a-half year gap and even his efforts to get her Permanent Resident Status in USA went in vain. So, he came to India on July 11, 2011 with his father while his mother and his minor came to India on August 13, 2011. On his return home, he came to know that his wife was employed at a software firm in Chennai from April, 2010. On September 8, 2011, while on a break at Singapore en route to US with his mother and son, he was informed that his sister, her husband and her

celebrating 50 years of a robust and comprehensive partnership with Singapore, a partnership that has grown tremendously with the passage of time," he added. Pension to Freedom... The Home Minister said Mahatma Gandhi had led the movement from the front and thousands of people joined him to become freedom fighters. "Today is the 73rd anniversary of historic Quit India movement. This movement paved the way for India's freedom. "Government has increased the pension of freedom fighters or their dependent family members by introducing a hike of 218 per cent in DA relief in 2014-15," he said in the message. The revised rate of pension as on August 1, 2014 after enhancement of DA from 193 per

cent to 218 per cent is Rs. 23,309 per month for Ex-Andaman political prisoners, Rs. 20,1291 for freedom fighters/spouses, Rs. 4,770 for unmarried/unemployed daughters and Rs. 10,064 for two spouses. The number central freedom fighters pensioners as on January 1, 2015 were 11,434 and the widows and eligible dependents were 24,466, total of which is 35,900. The Freedom Fighters' Pension Scheme (FFPS) was introduced on August 15, 1972 during Silver Jubilee year. Till July 31, 1980, the Freedom Fighters' pension was admissible only to those who needed financial assistance on account of their meagre gross income; and the minimum pension sanctioned to a freedom fighter was Rs. 200 per month. The benefit of FFPS was extended to all freedom fighters as a token respect with effect from August 1, 1980 under Swatantarta Sainik Samman Pension Scheme. The highest number of freedom fighter pensioners live in Telangana (6,204), followed by Andhra Pradesh (6,031), West Bengal (4,394), Maharashtra (3,866), Bihar (2,972), Tamil Nadu (2,005) and Uttar Pradesh (1,710).

India frees... state-run Radio Pakistan reported. The released prisoners had completed their jail terms in different jail in India, it said. The release came a week after Pakistan freed 163 Indian fishermen from a Karachi jail. Pakistani and Indian authorities frequently arrest fishermen for allegedly violating their maritime border in the Arabian Sea.

Amarnath Yatra ... night triggered landslides at Kheri in Udhampur district and also at some places in the Ramban district, forcing authorities to close the highway, a police officer told IANS. "No pilgrim was allowed to proceed from Jammu to the valley," he said. A decision on resuming the Amarnath Yatra will be taken only after the highway is opened. Heavy rainfall had forced authorities to close the highway on Saturday as well.

BJP to hold... closed in Tamil Nadu," state unit president Tamizhisai Soundararajan told reporters at nearby Mettupalayam. She said she will be participating in the demonstrations in Salem tomorrow and in Chennai on August 11. "We have called a 12-hour Bangla bandh on August 20 to protest the ongoing terror and violence sponsored by the TMC," West Bengal Pradesh Congress Committee President Adhir Chowdhury said at a press conference in Siliguri. "The situation in the state is absolutely beyond one's imagination. Nobody in the state is safe. Starting from the common man, students, journalists, policemen are also unsafe in the state," Chowdhury said citing the recent killing of a girl at Ketugram after a failed rape attempt on her and the murder of a girl student in Burdwan. The West Bengal government, Chowdhury alleged, has been doing little for the relief of the several thousands of people affected in the recent floods in the state. "When thousands of people are crying for relief and shelter, the state government is doing little. The situation is pathetic," he said. Congress had yesterday observed a 12-hour bandh at Sabang block in West Midnapore district protesting against the alleged lynching of a student in Sabang College.

India seek ... Saeed. The documents in this concern are being prepared by India. Apart from son Talha, India is also seeking a terrorist status for Hafiz's brother-in-law Abdul Rehman Makki. Foxconn Looking to Open Factories in Alert Issued About Possible Hacking Attempt by Pakistani Intelligence Every Indian State, Says Chairman T F he government on Friday issued an alert to all sensitive ministries about a possible hacking attempt by Pakistani intelligence agencies to 'infiltrate' into the communication network for retrieving classified information. The advisory has been sent to Defence, External Affairs, Civil Aviation, Finance, Power and Telecom Ministries by the Home Ministry asking them to ensure that all computers carrying classified information were put on "intranet" (an internal communication network) and no official accesses internal on those machines. Maharashtra Chief Minister Devendra Fadnavis also announced on Saturday at an event that his government has signed a memorandum of understanding with Foxconn to set up the biggest manufacturing plant in Pune which would be through an investment of $5 billion (roughly Rs. 31,887 crores), creating 50,000 jobs. The facility would be spread over 1,500 acres.

Fadnavis said he believes that if Foxconn starts manufacturing facilities in India, the pressure of electronic imports will be reduced, giving a boost to the current account deficit of the country. He also said Maharashtra would be a key partner in setting up a hitech arena in the country.

Zynga in $23 Million Settlement Over Alleged Fraud Tied to IPO

ynga Inc reached a $23 million (roughly Rs. 146 crores) settlement to end litigation accusing the gaming company known for "FarmVille" of defrauding shareholders about its business prospects before and after its December 2011 initial public offering. In its quarterly report made public on Friday, Zynga said the settlement in principle was reached this week through mediation and would have no financial impact on the company because insurers would fund the entire payout. The accord requires final documentation, and eventual approval by U.S. District Judge Jeffrey White in San Francisco,

Zynga began struggling soon after its IPO from a failure to develop games as popular as "FarmVille," and as customers switched to rival games played on mobile devices, such as King Digital Entertainment Plc's "Candy Crush Saga." In the lawsuit, shareholders led by David Fee accused Zynga of concealing declining user activity, masking how changes in a Facebook Inc platform for its games would affect demand, and inflating its 2012 revenue forecast. and avoid a steep plunge in its share price. Zynga priced its IPO at $10 per share on Dec. 15, 2011. The settlement is not reflected in court records. It typically takes a few months for similar classaction accords to win judicial approval. oogle has had enough of the devious extensions that use deceptive ads promising exciting features to trick users into installing their shady plugins on its Chrome Web browser. The company says that starting from September 3, it will make changes to restrict the installation of such extensions. The company notes that it will disable 'inline installation' for some of those extensions. Introduced in 2011, inline installation gave developers and Web publishers a quick and convenient option to let readers install their extension without

leaving the website. While the extensions were still hosted in the Chrome Web Store, publishers had the ability to embed a shortcut to it on their respective blogs and websites. A reader would be able to click on the install button and instead of getting redirected to the Chrome Web Store, will see an installation dialogue right on the website. Sangakkara, who has 12,000 plus Test runs and 14,000 plus runs in ODIs, will retire from international cricket after playing the first two Tests against India in the three-match series starting Wednesday. Bhuvneshwar Kumar receives life threats in Meerut over land dispute

MEERUT Cricketer Bhuvneshwar Kumar and his father have allegedly received life threats over a land-related dispute in the district, police said on Sunday. Kumar's father Kiranpal Singh has registered a complaint in this regard at the Inchauli police station in the district. According to the complaint, Singh had made a

land deal of Rs 80 lakh with Bulandshahr district resident Ranveer Singh, who at present is in jail in a case of murder. "The money for land had been transferred via internet banking, the land deal was going to happen on April, but Ranveer has not transferred the land in his name as yet," police said. Accused has also refused to return the money and

allegedly threatened the cricketer and his father, they said. An FIR has been registered against Ranveer Singh and five others in this case, police said, adding an investigation is underway. Bhuvneshwar Kumar's family resides in Meerut, at present the cricketer is in Sri Lanka with the Indian team.

How emotions influence learning, memory

motions are not only the product of information-processing by the brain but they also directly influence the processes of learning and memory, says a study. "Different emotions cause the brain to work differently and on distinct frequencies," said researcher Shlomo Wagner from University of Haifa in Israel. In the first part of the study, the researchers examined the electrical activity in the brains of rats during social behaviour. They discovered strong rhythmical activity reflecting a state of excitement in the animal. This activity was particularly strong and synchronous between areas of the brain associated with social memory during the first encounter between two previously unfamiliar rats. This rhythmical brain activity declined in strength and in the level of
