The Israel/Palestine Question

2ND EDITION

A Reader

The Modern Middle East

Ilan Pappé, University of Haifa, Israel

Ilan Pappé, University of Haifa, Israel

Drawing on debates from the last two decades, and including a new section on women’s history in the region and new articles on minorities and land ownership, this book presents the most recent developments in the Arab-Israeli conflict and a reassessment of Israel’s past.

This groundbreaking contribution to a more comprehensive view of the region in a postSeptember 11th world, is the first introductory textbook on the modern Middle East to focus on the urban, rural, cultural and women’s histories of the region over its political and economic history. Distancing himself from more modernizationist approaches, the author is concerned with the ideological question of whom we investigate in the past rather than how we investigate the past. Ilan Pappé begins his narrative at the end of the First World War with the Ottoman heritage, and concludes at the end of the twentieth century with the political discourse of Islam. The Modern Middle East: • includes a carefully argued introduction which discusses the methodology used in the textbook • provides a thematic and comparative approach to the region, helping students to see the peoples of the Middle East and the developments that affect their lives as part of a larger world • includes insights gained from new historiographical trends and takes a critical approach to conventional state- and nationcentred historiographies • includes case studies, debates, maps, photos, an up-to-date bibliography and a glossarial index.

Selected Contents: 1. Introduction: New Historiographical Orientation in the Research on the Palestine Question Part 1: The History of Palestine Rediscovered 2. Rediscovering Ottoman Palestine: Writing Palestinians into History 3. The Rise of the Sanjak of Jerusalem in the Late Nineteenth Century Part 2: The Origins of Zionism in Palestine Reconsidered 4. 3RD EDITION

US Foreign Policy in the Middle East

Conflicts in the Middle East Since 1945 Peter Hinchcliffe, University of Edinburgh, UK and Beverley Milton-Edwards, Queen’s University Belfast, UK Series: The Making of the Contemporary World ’The tone of the book is one of detachment based on a deep understanding of the situations in the Middle East ... [A] masterly synthesis.’ – The Old Radleian ’[A] rigourous but accessible overview.’ – BBC History Magazine ’My students are really enjoying the Conflicts book. I have had a number of them email me to specifically say how much they are enjoying reading it as a textbook.’ – Dr Victoria Mason, University of Wellington, New Zealand This third edition of Conflicts in the Middle East since 1945 analyzes the nature of conflict in the Middle East, with its racial, ethnic, political, cultural, religious and economic factors. Throughout the book Peter Hinchcliffe and Beverley Milton-Edwards put the main conflicts into their wider context, with thematic debates on issues such as the emergence of radical Islam, the resolution of conflicts, diplomacy and peace-making, and the role of the superpowers. The book is brought fully up to date with events in the Middle East, covering, for instance, developments in Iraq in 2006 where a democratically elected government is in place but the insurgency show no sign of coming under control. The analysis of the Palestinian/Israeli conflict is also brought up to the present day, to include the election of the Hamas government and the 2006 conflict between Israel and Lebanon’s Hizballah. Including a newly updated bibliography and maps of the area, this is the perfect introduction for all students wishing to understand the complex situation in the Middle East, in its historical context. Selected Contents: Introduction 1. The Arab-Israeli Conflict: Ways of War 2. The Palestinian-Israeli Conflict: Hostages to History 3. Superpower Conflict in the Middle East: War by Proxy 4. Generation Jihad: Conflict in the Name of Islam? 5. Sectarian Conflict: Lebanon, State without a Nation 6. Ethnic Conflict: The Forgotten Kurds 7. War in the Gulf: Iran and Iraq 1980–1989 8. The Kuwait Crisis: Brother versus Brother 9. The Politics of Conflict and Failure of Peacemaking 10. No End to the Storm: 9/11 and the War in Iraq

Understanding the Middle East Peace Process Israeli Academia and the Struggle for Identity

The Roots of Anti-Americanism

Asima Ghazi-Bouillon

Kylie Baxter, Australian Agency for Education and Training, Melbourne, Australia and Shahram Akbarzadeh, University of Melbourne, Australia

Series: Routledge Studies on the Arab-Israeli Conflict

Over the last sixty years, Washington has been a major player in the politics of the Middle East. From Iran in the 1950s, to the Gulf War of 1991, to the devastation of contemporary Iraq, US policy has had a profound impact on the domestic affairs of the region. Anti-Americanism is a pervasive feature of modern Middle East public opinion. But far from being intrinsic to ‘Muslim political culture’, scepticism of the US agenda is directly linked to the regional policies pursued by Washington. By exploring critical points of regional crisis, Kylie Baxter and Shahram Akbarzadeh elaborate on the links between US policy and popular distrust of the United States. The book also examines the interconnected nature of events in this geostrategically vital region. Accessible and easy to follow, it is designed to provide a clear and concise overview of complex historical and political material. Key features include: •maps illustrating key events and areas of discontent • text boxes on topics of interest related to the Arab/Israeli Wars, Iranian politics, foreign interventions in Afghanistan and Iraq, the wars of the Persian Gulf, September 11 and the rise of Islamist movements • further reading lists and a selection of suggested study questions at the end of each chapter. Selected Contents: Introduction 1. The Middle East in the Colonial Period 2. Great Power Influences, Zionism and the Middle East 3. Israel and the Arabs at War: Superpower Dimensions and the Israeli-US Alliance 4. Islamism and the Iranian Revolution 5. Proxy War: The Superpowers in Afghanistan 6. Wars in the Persian Gulf 7. Series: UCLA Center for Middle East Development (CMED) series Many residents of the Middle East - and more recently, Western powers - have placed great hope in democratization in the region. Yet authoritarianism remains the norm and movement towards democracy is both slow and uneven. The Struggle over Democracy in the Middle East examines democracy and democratization in the light of regional realities rather than the wishful thinking of outsiders. Specialists from the region analyze democratic prospects in the region, while accomplished scholars from the United States and the United Kingdom analyze Western policy, providing a wide-ranging survey of the efforts of individual countries and the effect of external influences. Addressing themes including sectarianism, culture, religion, security and the promotion of democracy, the book examines the experiences of activists, political parties, religious groups and governments and highlights the difficulties involved in bringing democracy to the Middle East. Providing a multifaceted approach to the issue of democratization, this book will be a valuable reference for courses on Middle Eastern politics, political science and democracy. Series: Routledge Advances in Middle East and Islamic Studies

Series: Routledge Advances in Middle East and Islamic Studies

Khalil Marrar, DePaul University, USA

This groundbreaking work presents original research on cultural politics and battles in Egypt at the turn of the twenty-first century.

Jordi Tejel presents – combining different disciplines such as history, sociology and anthropology – a new understanding of the dynamics leading to the consolidation of a Kurdish minority awareness in contemporary Syria. The book explores in particular how conditions for a change in ethnic strategy, from one of ’dissimulation’ to one of ’visibility’, have emerged amongst Syria’s Kurds.

’Khalil Marrar brings us a closely reasoned, powerfully documented, and gracefully written analysis of the OTHER lobby and efforts to shape US policy in the Middle East. A valuable antidote to the simplicities that continue to distort this long running tragedy.’ – J.David Singer, University of Michigan, USA

Series: Routledge Research in American Politics

’This is an important and much-needed book. Marrar uses the politics of a two-state solution for Israel and Palestine as a window through which to see the activities and prospects of the pro-Arab lobby in the United States. Part of the creativity of this work is that Dr. Marrar not only studies how pro-Arab lobby groups in the U.S. have tried to influence public opinion and foreign policy, he also shows how the arrow points in the other direction – the way that the Arab lobby is influenced and constrained by events in America and abroad. This thorough and provocative examination helps fill a tragic gap in our knowledge of ethnic interest group politics, and serves as a must-read for students of American foreign policy and ethnic interest group politics.’ – Patrick J. Haney, Professor of Political Science, Miami University, USA This book examines why the US has shifted from an ’Israel only’ position toward the Israeli-Palestinian conflict to supporting an ’Israel and Palestine’ formula for peace. Selected Contents: 1. US Foreign Policy and the Two State Solution 2. Public Opinion and Foreign Policy Perception 3. The Effects of the Pro-Israel Lobby 4. Stephen Vertigans, Robert Gordon University, UK With contrbutions from Donncha Marron, Robert Gordon University, UK and Philip Sutton, Formerly at Robert Gordon University, UK Militant Islam provides a sociological framework for understanding the rise and character of recent Islamic militancy. It takes a systematic approach to the phenomenon and includes analysis of cases from around the world, comparisons with militancy in other religions, and their causes and consequences. The sociological concepts and theories examined in the book include those associated with social closure, social movements, nationalism, risk, fear and ‘de-civilising’. These are applied within three main themes; characteristics of militant Islam, multi-layered causes and the consequences of militancy, in particular Western reactions within the ‘war on terror’. Interrelationships between religious and secular behaviour, ‘terrorism’ and ‘counter-terrorism’, popular support and opposition are explored. Through the examination of examples from across Muslim societies and communities, the analysis challenges the popular tendency to concentrate upon ‘al-Qa’ida’ and the Middle East. This book will be of interest to students of Sociology, Political Science and International Relations, in particular those taking courses on Islam, religion, terrorism, political violence and related regional studies. Selected Contents: Introduction 1. The al-Qa’ida Phenomenon and Beyond: Myths and Realities 2. Militant Islam in Local, National and Transnational Networks 3. The Challenge of Hizb ut-Tahrir

Islam’s Predicament with Modernity presents an in-depth cultural and political analysis of the issue of political Islam as a potential source of tensions and conflict, and how this might be peacefully resolved. Looking at the issue of modernity from an Islamic point of view, the author examines the role of culture and religion in Muslim society under conditions of globalisation, and analyses issues such as law, knowledge and human rights. He engages a number of significant studies on political Islam and draws on detailed case studies, rejecting the approaches of both Orientalists and apologists and calling instead for a genuine Islamic pluralism that accepts the equality of others. Situating modernity as a Western product at the crux of his argument, he argues that a separation of religion and politics is required, which presents a challenge to the Islamic worldview. This critical analysis of value conflicts, tensions and change in the Islamic world will be of interest to scholars and advanced students of international relations, social theory, political science, religion, Islamic studies and Middle Eastern studies. Selected Contents: Introduction: Cultural Tensions, Modernity, Globalization, and Conflict 1. The Predicament: The Exposure to Cultural Modernity, and the Need for an Accommodation. Islamic Liberation Theology Resisting the Empire Hamid Dabashi, Columbia University, USA This book is a radical piece of counter-intuitive rethinking of the clash of civilizations theory and global politics. In this richly detailed criticism of contemporary politics, Hamid Dabashi argues that after 9/11 we have not seen a new phase in a long running confrontation between Islam and the West, but that such categories have in fact collapsed and exhausted themselves. The West is no longer a unified actor and Islam is ideologically depleted in its confrontation with colonialism. Rather we are seeing the emergence of the US as a lone superpower, and a confrontation between a form of imperial globalized capital and the rising need for a new Islamic theodicy. The combination of political salience and theoretical force makes Islamic Liberation Theology a cornerstone of a whole new generation of thinking about political Islamism and a compelling read for anyone interested in contemporary Islam, current affairs and US foreign policy. Dabashi drives his well-supported and thoroughly documented points steadily forward in an earnest and highly readable style. Selected Contents: Introduction 1. Resisting the Empire 2. Drawing on first-hand interviews and detailed ethnographic research, this book explores how cinema is engaged in the dynamics of social change in contemporary Iran. The author not only discusses the practices of regulation and reception of films from major award winning directors but also important mainstream filmmakers such as Hatamikia and Tabizi. Contributing to ethnographic accounts of Iranian governance in the field of culture, the book reveals the complex behind-the-scenes negotiations between filmmakers and the authorities which constitute a major part of the workings of film censorship. The author traces the relationship of Iranian cinema to recent social/political movements in Iran and shows how international acclaim has been instrumental in filmmakers’ engagement with matters of political importance in Iran. This book will be a valuable tool for courses on film and media studies, and will provide a significant insight into Iranian cultural politics for students of cultural studies and anthropology, Middle Eastern and Iranian studies. Series: The Contemporary Middle East

Much attention in the West has focused on Iran as a problem. This book goes further however by discussing how international relations are viewed from inside Iran itself, outlining the factors which underpin Iranian thinking on international relations and considering what role Iran, as a large and significant country in the Middle East, ought to play in a fairly constructed international system.

Lebanon gives a concise and lucid account of contemporary Lebanese society. It provides both a developed understanding of the pre-civil war system and an analysis of how circumstances resulting from the civil war combined with essential pre-war elements to define the contemporary political processes in Lebanon.

Old Games, New Rules Anoushiravan Ehteshami, University of Durham, UK ’Anoushirivan Ehteshami’s important study, which is set apart from other recent volumes by his vast knowledge of the region... represents a major contribution to our understanding of the negative way globalization is perceived in this critically important part of the world.’ – Robert E. Looney, Middle East Journal, Vol. 62, No. 1, Winter 2008 Examining globalization in the Middle East, this book provides a much needed assessment of the impact of globalization in the ‘greater’ Middle East, including North Africa, in the context of the powerful geopolitical forces at work in shaping the region today. Written by a well-known authority in this area, this book demonstrates that, unlike in other regions, such as East Asia, geopolitics has been a critical factor in driving globalization in the Middle East. The author argues that whereas elsewhere globalisation has opened up the economy, society, culture and attitudes to the environment; in the Middle East it has had the opposite effect, with poor state formation, little interregional trade, foreign and interregional investment, and reassertion of traditional identities. This book explores the impact of globalization on the polities, economies and social environment of the greater Middle East, in the context of the region’s position as the central site of global geopolitical competition at the start of the twenty-first century. Selected Contents: Introduction: Globalization and Geopolitics in the Middle East 1. Globalization: System or Process? 2. Globalization and Strategic Interdependence 3. The MENA Regional System in Crisis 4. Geopolitical Tectonics: GME on the Margins of Eurasia 5. Government and Governance in the Era of Globalization 6. Series: Routledge Political Economy of the Middle East and North Africa

Turkey is without doubt the most controversial candidate for accession to an enlarged EU. This book takes a cross disciplinary approach to assess the extent to which it is satisfying the Copenhagen criteria.

Public Policy Dilemmas

This is a new examination of how Shari’a law affects public policy both theoretically and in practice, across a wide range of public policy areas, including for example human rights and family law. The process by which public policy is decided - through elections, debates, political processes, and political discourse - has an additional dimension in the Islamic world. This is because Shari’a (divine law) has a great deal to say on many mundane matters of everyday life and must be taken into account in matters of public policy. In addition, matters are complicated further by the fact that there are differing interpretations of the Shari’a and how it should be applied to contemporary social issues.

This book investigates the performance of the economies of the Middle East and North Africa (MENA), focusing in particular on the role of corruption and the underlying institutional structure in determining economic growth and the prospects for development. Selected Contents: 1. Institutions and Economic Performance in the MENA Region 2. Corruption in MENA Countries: An Empirical Investigation 3. Does Corruption Hurt Economic Development?: Evidence from Middle Eastern-North African and Latin American Countries 4. Corruption, Corruption Perception and Economic Growth 5. Why Does It Take So Long to Collect on a Bad Check through the Courts? A Case of Institutional Path Dependence with Special Reference to the MENA Region 6. Do Political and Governance Institutions Matter for Private Investment Decisions?: The Case of the Middle East and North Africa 7. Unexplained Differences in the FDI Receipts of MENA 8. Governance and Fiscal Structure in the MENA Region 9. The Effects of Corruption on Credibility of Monetary Policy 10. Conclusions.

Written by leading experts in their field, this is the first comprehensive single volume analysis of Islam and public policy in the English language and offers further understanding of Islam and its wider social and political implications.

Politics of the Modern Arab World Edited by Laleh Khalili Series: Critical Issues in Modern Politics This new four-volume collection of cutting-edge and canonical scholarship counters the oft-cited opinion that studies of Middle Eastern politics are devoid of social scientific theory and method by providing an overview of the state of the scholarship in the field, innovations therein, and the debates that have advanced knowledge in the field. The collection covers the Arab world, from Morocco to the borders of Iran, with the focus primarily on the twentieth century, and especially the post-Second World War era. By choosing a wide array of authors, many of whom are from the region or from the non-Anglophone world, the full breadth of worldwide scholarship on the modern Arab world is on display. The collection defines politics broadly to include not only politics at the state level, but also the public, social, and popular domains that define and shape (and are in turn defined and shaped by) politics. 2008: 234x156: 2128pp Hb: 978-0-415-45159-8: £595.00

Politics of Modern Iran

Democracy, Reform and Authoritarianism in the Arab World

Islamic Law

Edited by Ali M. Ansari, University of St Andrews, UK Series: Critical Issues in Modern Politics A quarter of a century on from the revolution of 1979 there is an ongoing political struggle within Iran between traditionalists and modernists, with the ever-younger average age of the population playing a dynamic role. And on the international stage, the big issues remain Iran’s hostility towards Israel and the development of nuclear power in the face of US and international opposition. This is all in addition to the oil question and the strategic interest of Russia, an issue which harks back to the nineteenth century but remains unresolved, as well as Iran’s concern about the proper stewardship of the holy places of Mecca, Medina, and Jerusalem. This is an invaluable source of reference for both scholars and students alike, and will allow those developing an interest in Iran quickly and easily to access the highest quality scholarship in the field. Any understanding of modern Iran must be founded on a firm grasp of the historical context and some of the conceptual issues which underwrite contemporary Iranian politics. Volume I brings together the key work on Iran’s historical inheritance, including articles on religion and culture. Volume II gathers the vital scholarship on the political development of Iran while the third volume assembles materials focused on economic development and the contemporary political economy. The final volume in the collection is organized around Iran’s foreign relations, and includes a special section on the Iran–Iraq War. Selected Contents: Volume I: History & Theory. Volume 2: Politics & History. Volume 3: Political Economy. Volume 4: International Relations December 2009: 234x156: 1600pp Hb: 978-0-415-40911-7: £650.00

Arab Nationalism Edited by Michael T. Provence, University of California - San Diego, USA Series: Critical Concepts in the Politics of the Middle East For at least a century, Arab Nationalism has been a historical and political issue of foremost importance in the Arab world. Questions of identity, collective self-perception, struggles against imperialism, and self-determination, have concerned every Arab intellectual since at least the First World War. Nationalism is central to all these questions. Furthermore, Arab nationalism has been the object of unrivalled attention among scholars of the Middle East over the past half-century.

Edited by Gerd Nonneman, University of Exeter, UK Series: Critical Concepts in the Modern Politics of the Middle East The potential for reform in the pattern of persistent authoritarianism in the Arab world has been the subject of interest for policymakers, the informed general public, and scholars alike, particularly since the end of the Cold War and again after the events of 11 September 2001. It is also one that has generated much debate within the Arab world itself, both in this period and, less prominently, but at times very acutely, throughout much of the twentieth century. Such debates and investigations have been carried out at the popular, political, intelligentsia, and scholarly levels, producing a varied array of commentary, analysis, and policy prescription. The subject ties in to questions of the relationship between Islam and politics, and, in a comparative context of democratization studies, the role of political culture, the nature of civil society and the middle class, the role of external powers, and the links – if any – between economic development and economic liberalization on the one hand, and political liberalization and democratization on the other. In exploring the chances of, and conditions for, liberalization and democratization, much of the relevant scholarly literature has also had to focus on the other side of the coin: what has sustained and may continue to sustain authoritarian rule? Findings and arguments about these questions are of direct relevance for Arabs themselves, policymakers with an interest in the region, and scholars both of the Arab world and of wider democratization studies: the wider field and the area-specific expertise have much to contribute to each other in this regard.

Edited by Gavin Picken, American University of Sharjah, UAE Series: Critical Concepts in Islamic Studies Supplemented with a full index, Islamic Law includes a comprehensive introduction written by the editor which places the collected material in its historical and intellectual context. It is certain to be valued as a vital research resource. Selected Contents: Volume I: Origins and Sources. Volume II: The Genesis of Legal Theory and the Schools of Law. Volume III: Consolidation and ‘Stagnation’. Volume IV: Islamic Law in the Modern World November 2009: 234x156: 1600pp Hb: 978-0-415-47076-6: £650.00

The Ottoman Empire and Its Aftermath The Emergence of the Modern Middle East and Balkans Edited by M. Sükrü Hanioglu, Princeton University, USA This four-volume study is a major compilation for students of Ottoman history and culture, particularly the late period where the political and social structures were not able to evolve in the face of intellectual and industrial expansion in the outside world. Each volume has its own introduction, plus short notes covering individual sections (or in some cases, articles). December 2009: 234x156: 1600pp Hb: 978-0-415-45254-0: £650.00

US $1295.00

Yet the significant array of scholarly literature relating to these questions remains widely dispersed in a bewildering range of different outlets, important parts of which are unexplored by, or inaccessible to, large sections of the potentially interested audience. This new four-volume collection from Routledge meets the need for an authoritative reference work to make sense of the subject’s vast literature and the continuing explosion in research output. April 2010: 234x156: 1800pp Hb: 978-0-415-46915-9: £650.00
