Children’s Council connects families to child care that meets their needs and works with parents, providers and community partners to make quality child care and early education a reality for all children in our city.
A Message to You Dear Friends, In President Obama’s 2015 State of the Union address, he put an urgently-needed spotlight on child care. He said, “In today’s economy, when having both parents in the workforce is an economic necessity for many families, we need affordable, highquality child care more than ever. It’s not a nice-to-have, it’s a must-have. It’s time we stop treating child care as a side issue or a women’s issue, and treat it like the national economic priority that it is for all of us.” At Children’s Council, we help thousands of families each year find and pay for child care that meets their needs, so that parents can work and children are in environments that support their developmental and educational needs. In this report we offer a few illustrations of how we support families and child care providers, and why child care is a “must-have” in our city. Unfortunately, quality child care and early education remains unaffordable for too many in our community – we will not rest until all children in San Francisco have access to quality child care and early education.
We are grateful for the support of our partners who share our commitment to families and children: from government agencies, community organizations and child care providers to foundations and individuals. With your help, we were able to serve over 16,000 families this year. Many thanks also to our 100+ staff whose dedication to families and child care professionals is an inspiration, and to our board members whose generosity and talent help make our vision a reality.

A Healthy Family “I remember thinking, ‘Am I going to pay rent or feed my child?’ If it wasn’t for Children’s Council, I wouldn’t have been able to work.” Willow Lancaster and daughter Jasmine
When single mom Willow Lancaster came to Children’s Council, she was in a desperate situation. She says, “My son was four months old. I was renting a room in a garage. I was on welfare, but I wanted to work. I didn’t know what to do.”

Willow Lancaster first contacted Children’s Council after the birth of her first child, We quickly helped her secure affordable child care, allowing her to earn her certification as a nurse’s assistant and get back to work. Now lead senior clerk in the children’s clinic at San Francisco General Hospital, Willow has since had two daughters, She believes all three benefitted from group care, saying, “It really makes a difference in preparing kids for
kindergarten. They learn reading and writing, social skills and how to follow rules. It’s a huge advantage.” Willow is active in Parent Voices, our parent-led organization that advocates for affordable child care. She accompanies the group to City Hall and to Sacramento for legislative visits and she was a featured speaker on our Child Watch bus tour with Congresswoman Nancy Pelosi.

Providing Care “ With help from my coach at Children’s Council, we created a ‘soft area’ that allows children to selfsoothe and provides a dramatic play space. The kids are now much more self-directed in their play.”

When she opened her family child care business in 2006, Betty Walker thought her experience raising her own children was all she’d need to succeed. But through her work with Children’s Council, Betty developed a new philosophy of education and care that has led to significant changes.

Over the past nine years, Children’s Council has supported Betty Walker, a member of the Family Child Care Quality Network, in countless ways: helping her with licensing, referring clients and providing individualized coaching. Betty’s work with Gena Lindsay-Bourne at Children’s Council has paid major dividends for the children in her program. With Gena’s
guidance and support, Betty reshaped her child care space and transformed her approach to communication and social-emotional development. “It’s so valuable for kids to make their own choices and create play together,” says Gena. “Now Betty is free to observe and encourage the children rather than directing them.”
Betty Walker works with many single fathers and children with varying needs, including threeyear-old Le Michael Humphrey, who has cerebral palsy.
“ Betty took my son into her program knowing there would be challenges. Since then I have seen a great deal of progress in his learning and social skills. Unique Needs “Children’s Council has made a monumental difference in our lives. I didn’t even realize we qualified for subsidized child care, but Children’s Council helped me identify the perfect situation for Paxton’s needs.” Rebecca Cressey and son Paxton
Rebecca Cressey knew her son was very intelligent, but he faced some developmental and vision challenges. She also wanted to return to college and make a better life for her family. With only weeks before the semester was to begin, Rebecca turned to Children’s Council for help.
