BROADBAND: NO FREE LUNCH

Definitely the ITRs are not appropriate instrument to analyze, an even less try to regulate the Internet model of traffic exchange even less so for its fast evolving contents.

ITRs reflect not only a legacy model based on voice traffic, b also exchange patterns that are less relevant. A clear and specif definition of internet (data) traffic model and its use (content should be included.

The fact remains that not all countries benefit equally from t actual traffic patterns, small countries have to pay dearly for and there seems to be little interest in the necessary investment they can promote local traffic and the necessary related (loca useful) content development.


INTERNET: NO SAFE HARBOR

Internet does brings a series of other real concerns for parties involved, like cybercrime, cybersecurity, misuse, fra spam, DOS attacks, child online protection, transparency contents, etc.

GACs role within ICANN is also pretty ineffective, particula when it tries to go into the basic technical issues. GAC shou focus on transparency.

What to do?

OTT is a new business model running on evolving TELECOM infrastructure. Better NOT to mix them up as a single INTERNET service........or even worse, expect cross-subsidies!

We have not agreed on a conceptual framework for the (complex) whole of Infrastructure PLUS Over The Top Servic so its difficult to make progress in Baku, NYC or Dubai.

Small countries lack an adequate resources for this comple (multi-layered) discussion and it is understandable that ho are high on the ITRs. WTPF-13: coordination of the wider view? (Brazil model)
