eco in a Nutshell We are eco – Association of the German Internet Industry, Europe´s largest Internet Association and one of the founding members of EuroCloud (www.eurocloud.org) and EuroISPA (www.euroispa.org), the world’s largest Internet Service Provider Association. As a network of experts, eco acts on the behalf of over 550 member enterprises on current issues such as telecommunication infrastructure, law and regulation, security and online applications in political arenas and before international entities. We encourage communication between enterprises in the industry, help to develop markets and promote technologies – our focus? Shaping the Internet.

Names and Numbers Forum The mission of eco‘s Names & Numbers Forum is to provide a platform to discuss topics that are particularly relevant for the domain industry.

Registries, registrars, resellers, consultancies as well as companies who engage in trading and monetising domain names belong to the target group of the forum.

eco has been working on issues in the domain industry since it began and established the Names & Numbers Forum in 2008 to emphasise the importance of this increasingly relevant market segment.

The Names & Numbers Forum regularly hosts events to provide for an efficient exchange of information and expertise as well as networking opportunities with key-decision makers. For example, eco hosts receptions on occasions of ICANN meetings. Additionally, a business round table is regularly carried out in Cologne called „dotKoelsch“, which combines an expert topical presentation (e.g. on monetisation and tax, domain law, digital brand management etc…) with a relaxing social event.

The eco Names & Numbers Forum is also actively promoting the ICANN new gTLD Program. So far, amongst others, a roadshow has been organised in four German cities in collaboration with the German Trademark Association, to inform about the new gTLD Program in 2009. Three events dedicated to geographical TLDs were also hosted in 2009 and 2010. eco provides a forum for geoTLD initiatives so that industry professionals and public sector representatives can discuss and work out best practice. The responsible public sector agency has announced to communicate with the various initiatives through eco on certain matters that are relevant to all city or regional TLDs. Recently, eco has concluded its work on a DNSSEC testbed together with DENIC e.G., the „.de“ registry and the German Federal Office for Information Security.

Tackling Spam and Internet Crime Since eco began receiving reports of illegal and harmful content on the Internet in 1998, the Association has been resilient in its work to combat cyber criminality and spammers, and is constantly developing new and creative solutions against illegal or nuisance activity online. Certified Senders Alliance In one of many projects eco has launched to combat spam, eco has set up a white list project called the “Certified Senders Alliance“ (CSA) together with the German Dialogue Marketing Association, DDV. Mass mailers, who regularly send marketing material with the permission of the addressee (Permission Marketing), have become increasingly grumpy about the substantial amount of requested material – which has the permission of the addressee that no longer arrives, owing to spam filters. The solution currently favoured is the use of internal safe lists, administered by Internet service providers (ISPs) that mass mailers can apply to be included on. However, this approach has its weaknesses. A mass mailer must negotiate placement on these safe lists with scores of ISPs. ISPs as a result, are faced with assessing and administering each application. Each ISP also has its own safe list criteria, making it extremely onerous and difficult for genuine permission marketers to become approved across the board. As a response to this problem, eco have created a centralised safe list, which not only constitutes a “spam fence”, it also functions as the interface between mass mailers and Internet service providers, potentially contributing to the overall improvement in the quality of email as a commercial medium. Above all else, it could ensure that emails, actually requested by the end user, and from respectable mailers, arrive smoothly at their destination, without the mailer having to worry about their mail being branded illegitimate and the user missing out on what they actually want to read.

The Anti-Botnet Advisory Centre The Anti-Botnet Advisory Centre is a service eco operates with support from the Federal Office for Information Security (BSI), which helps Internet users to remove Botnet Threats from their computer. Botnets are a network of computers that interconnect after they have been infected with a malicious payload. If a computer is part of a botnetwork, then the owner of that computer will have no idea that remote commands have been sent by cyber criminals for distributing Spam or infecting other computers whilst being online. Botnets function on an infrastructural basis of Internet crime, and are one of the largest illegal sources of income over the Internet. With the Anti-Botnet-Advisory Centre we would like to reduce the number of Botnet infected computers and break down the foundations that this cyber crime is built on. Every individual computer that is freed from infection will help us to achieve this. Internet Complaints Hotline The goal of the eco Internet complaint hotline is to fight illegal content on the Internet, especially content pertaining to youth protection in the media. The eco Internet complaint hotline is embedded in the system of regulated self-regulation and aims to improve youth protection in the media a role eco takes very seriously and attaches great importance. It is integrated in the international hotline network INHOPE. The Internet complaint hotline receives complaints for all Internet services: World Wide Web, email, file sharing services, chats, newsgroups, forums, and mobile content. Internet users, who come across illegal, especially youth endangering Internet content, can report it free of charge and anonymously at www.internetbeschwerdestelle.de, using eco’s own complaint form at www.eco. de/services/2192.htm or via email at hotline@eco.de. This is how the informants make the fight against these contents possible at the national level as well as the international level (through the INHOPE network). Besides complaint forms, the website www.internetbeschwerdestelle.de contains ample information and links to advisors and material pertaining to media competence.

The portal www.internet-beschwerdestelle.de has been operated by eco since 2004 in cooperation with the Voluntary Self-Monitoring of Multimedia Providers (FSM) in order to offer Internet users a joint point of contact for the purpose of reporting illegal Internet content. It receives financial support from the EU within the framework of the Safer Internet Programme as part of the national combined node together with klicksafe.de, jugendschutz.net, and “Nummer gegen Kummer” (number against sorrows). eco has already been succesfully operating its Internet complaint hotline for over twelve years now. It was a product of the ICTF (Internet Content Task Force) founded in 1996 with the purpose of preventing and limiting the spread of illegal and youth endangering content on the Internet.

WORK-IX and ALP-IX powered by DE-CIX WORK-IX and ALP-IX are internet exchanges that offer direct and settlement-free IP interconnection (“peering”) to other IP networks that operate a Point-of-Presence in the city of Hamburg (WORK-IX) and Munich (ALP-IX).

WORK-IX and ALP-IX are owned and operated by DE-CIX Management GmbH based in Frankfurt. Hamburg is the second-largest city in Germany and also the second-largest port in Europe. The city contains an approximate 1.8 million Hamburgers, the demonym for the city‘s inhabitants. The media and Internet business is a vital part of Hamburg‘s economy.
