NEW COMMUNITY BOARD MEMBERS ANNOUNCED After implementing several reforms to the Queens community board network and modernizing the selection process, Queens Borough President Donovan Richards Jr. has announced the newest appointees for community board across the borough including Rockaway’s Community Board 14. Of the 373 appointees across Queens’ 14 boards, 110 are firsttime members who had not previously served on a board. The 373 appointees — chosen out of this year’s pool over 900 applicants, a Queens borough record and 56.5 percent increase from last year — began their two-year terms on April 1, 2021. “Queens has never been closer to community board representation that is truly reflective of our borough’s vast diversity than it is today. Thank you to the over 900 applicants who heard the call of community service and congratulations to all who have been appointed. Queens looks forward to all you will accomplish on behalf of our families,” Borough President Richards said. “Democracy

is at its strongest when the voices of all the people it serves are elevated, a principle we are proud to strive toward with this new class of appointees.” Borough President Richards worked to correct the underrepresentation of numerous demographics, beginning with women. Of the 110 first-time appointees, 62.4 percent are women. Borough President Richards also made a concerted effort to appoint more young people to their local community board and 74.3 percent of this year’s first-time appointees are 45 years old or younger. The 110 first-time appointees are also much more representative of the borough’s expansive diversity, in terms of ethnicity, heritage and sexual orientation. Following through on his pledge to revamp the Queens community board network, Borough President Richards has established a Code of Conduct to outline the rules and responsibilities of board members, maintain the legal and ethical integrity of the work performed by the boards and ensure a positive, inclusive working en-

vironment across the board network. Any member who violates the Code of Conduct may face corrective action up to and including removal from the board for cause by the Borough President. Complaints against community board members for alleged violations of the Code will be investigated by the Borough President’s General Counsel’s Office. Community board members must also complete three training courses offered by the New York City Commission on Human Rights. To promote modernization and uniformity across the 14 community boards, Borough President Richards is also calling on each board to establish a bylaw revision committee this April to conduct a comprehensive review of its bylaws, policies and procedures. "Sitting on the Board is no easy task - it requires a lot of time, effort and energy,” Council Member Eric Ulrich said. “I am confident our new members will not only serve with the utmost dignity and respect - but will also offer new, important voices in Queens. I

want to thank Queens Borough President Donovan Richards for making appointments to CB9, CB10 and CB14 upon my recommendation.” Community boards hold monthly full membership meetings. The Boards also hold hearings and issue recommendations about the City budget, municipal service delivery and numerous other matters that impact their communities. Members are all volunteers. Beaches Open Memorial Day Weekend Good news, Rockaway! Beaches will be open on time this summer! On Wednesday, April 7, Mayor Bill de Blasio announced that all New York City beaches will be open Memorial Day Weekend, starting Saturday, May 29. Public pools will also open this summer. “Last year we had to delay the openings, this year we get to do what is great for the families of this city and have them all open. It’s outdoors, it’s exactly where we want people to be,” de Blasio said during his morning press conference. Due to Covid, last year, lifeguards did not start until July 1. The city won’t be repeating that this year, but de Blasio explained that health and safety restrictions will be in place such as encouraging masks and

social distancing while not in the water. “It’s going to be a wonderful summer in New York City,” de Blasio said. ”This summer, the city is going to come alive.” Reporter Katie Honan of The Wall Street Journal asked if restrictions will change this year to which de Blasio said, “I think things are evolving. As more people get vaccinated, it will drive down the case count. I won’t be surprised that over the summer, we find there are ways of doing things differently and giving people a little more freedom. The rules in place that the state set from last summer continue. I think that’s smart for now. We’re going to constantly watch the data and science and if things continue to improve, hopefully we can relax some of those rules further.”

Pipeline Proposal Faces Opposition Again Activists are once again opposing Williams Transco’s Northeast Supply Enhancement (NESE) Pipeline. On Tuesday, advocates delivered a petition signed by thousands of New Yorkers in opposition. The petition calls on the Federal Energy Regulatory Commission (FERC) chairperson Richard Glick to reject, on the Commission’s behalf, Williams’ request to extend the clock on the NESE pipeline by two years. According to a press release, in 2019 and again in 2020, both New York and New Jersey denied key construction permits for the pipeline, which would have brought natural gas from Pennsylvania into New York City through a pipeline extension. Despite public opposition to the previous attempts, Williams Transco’s recent extension request to FERC noted plans to reapply in both states again this year. “Williams Transco is trying to bring its widely opposed NESE Pipeline back from the grave, and New Yorkers are unified in resoundingly saying no — again,” said Food & Water Watch New York organizer Laura Shindell. “Significant citizen activation stopped this pipeline once before, and we can do it again. Richard Glick and FERC must deny Williams’ extension request.” “FERC has no reason to extend the federal permit for this pipeline that they gave Williams because there were no unforeseen circumstances that delayed this project,” said Sara Gronim, 350Brooklyn. “There was nothing unforeseen about the toxic contaminants under the sea floor off New York City, nor the presence of shellfish and other marine life that would be destroyed by this construction. Williams was denied a New York State permit in 2020 for cause, and this denial was final. There is

no point in wasting people’s time with another round of deliberations.” During the very short 15day comment period ending on April 6, New York and New Jersey residents submitted nearly 1,500 public comments against the project in addition to the thousands who signed the petition. Twenty-seven elected officials from the city and state level also submitted a comment strongly opposing the project and calling on FERC to deny Williams its request. More than 60 elected officials have publicly opposed the project, including Congresswoman Ocasio-Cortez, Mayor de Blasio, Comptroller Stringer and Public Advocate Williams. “Alongside so many NY and NJ residents, organizations and elected officials, we continue to oppose the Williams NESE Pipeline,” the Rockaway Beach Civic Association said in a statement. “As part of a community that endured the devastating impacts of Superstorm Sandy, we recognize the urgent need to move away from fossil fuels and fracked gas infrastructure to reduce greenhouse gas emissions in alignment with New York’s climate goals. Clean water and healthy ecosystems are essential to environment and economy. The NYS DEC and NJ DEP decisively DENIED the water quality permits necessary for the Williams NESE Pipeline, and the facts and findings of those determinations have not changed.” “It’s obvious Williams Transco is grabbing for whatever is left as we see the approaching end of fossil fuel dominance. We expect FERC to deny them yet another chance to irrevocably damage our waters and our waterfront communities,” JK Canepa, Rockaway Outreach Coordinator with Sane Energy Project, said.

Arverne East Gets the Green Light By Katie McFadden

Decades in the making, Arverne East is about to become a reality. The new community development set for an area between Beach 32nd Street and Beach 56th Place, has completed the ULURP process for the necessary zoning changes and approvals to move forward. Arverne East is a multifaceted 116.5-acre project that will include construction of an approximately 35-acre publicly accessible nature preserve, mixed income housing of 1,650 affordable and market rate units, diverse neighborhood retail, parking, and infrastructure. The project also includes an urban farm, a boutique hotel, a microbrewery, open space, and both short term and long-term programming to encourage economic development, cultural programs, and community health and wellness. Arverne East was a plan long in the making for the parcel of land that has remained abandoned for more than 40 years.

Last year it was given new life as developers, L&M Development Partners, Triangle Equities, and the Bluestone Organization, selected through a Request for Proposals process by the New York City Department of Housing Preservation and Development (HPD), began the Land Use process for zoning changes needed to move forward with the proposal. In August, they filed the application and brought the proposal to Community Board 14 for review in the fall. In November, CB14 voted against the

plan, with conditions. This was followed by local elected officials such as Assemblywoman Stacey Pheffer Amato and Senator Joe Addabbo calling for a new Environmental Impact Statement (EIS) to be done for the project, as the project was developed based on an EIS done in 2003. In December, Queens Borough President Donovan Richard held a public hearing for the project and ultimately approved it, with conditions, on December 23. The plan moved forward to the City Planning Commission in

January, which after determining a new EIS wouldn’t be necessary and holding a hearing in which 43 people spoke in favor of the plan and five against, voted to approve the plan in mid-February. In March, the City Council adopted the proposal and Mayor de Blasio was given an opportunity to review the application by March 30, but he did not veto it, making the process complete. Richards recommended that the developers commit to local hiring for the project. During the construction period, they’ve committed to having employers with less than 100 employees, have at least 20% local hires, and those with 110 employees or more will have at least 30% local hires. They also committed to working with 32BJ to ensure at least 50% of building services jobs are provided to local residents. Richards had requested at least 50,000 SF of space be allocated for a community center use in the project. The developers said they anticipate over 22,000 square feet of community facility space to be included across the project and have identified a location on Edgemere Avenue between Beach 34th and Beach 35th Streets for a stand-alone community center building.

THURSDAY, APRIL 8, 2021 For the hotel portion of the project, Richards requested that there be deed restrictions for the use of the hotel. The developers have committed to prohibiting the hotel from being used as a homeless shelter. Richards also requested that the developers create a Community Advisory Board (CAB) with representatives from Community Board 14, local community and civic organizations, relevant government agencies and elected officials to meet with the development team on a quarterly basis for the duration of the project. The developers have committed to holding quarterly meetings with community groups regarding the project. HPD, working with the developers, responded to some of Richards’ other requests in December. Due to a lack of adequate healthcare facilities on the peninsula, Richards requested that a new city Health and Hospitals Corporation facility should be sited in the area. HPD said, “In our negotiations with the proposed developers of Arverne East, we will seek to incorporate

healthcare facilities within the project, where feasible.” Richards asked that the site include new schools and investments in existing schools in the area. HPD said, “The School Construction Authority is holding a site for a potential school until 2027 to satisfy potential school seat needs in the area. Additionally, the Department of Education has jurisdiction over a parcel of land on Beach 39th Street for the purposes of a future school. The SCA is committed to using either, or both of these sites for a school, should capacity projections trigger a new school.” Richards called for Edgemere Avenue to be widened to accommodate existing traffic and any vehicular traffic that will be added by the large scale projects that are planned for the area. HPD said, “The project will include infrastructure work to reconstruct Edgemere Avenue into a 4-lane roadway between Beach 32nd and Beach 38th Street. As a component of this project, we expect to seek additional funding of up to $2 million to design the widening of Edgemere Avenue from

Beach 38th Street to Beach 62nd Street.” Richards called for more beach access in the area from Beach 32nd to Beach 59th Street, including an increase in lifeguards and Parks staff for this area. HPD committed to working with Parks to increase staff in this area but said it would be dependent upon the city budget and the number of available lifeguards hired to protect the beaches. Richards requested that the project not only provide potential home ownership of the market rate units, but the affordable units. HPD said, “During the later phases of the project, HPD intends to include some level of affordable homeownership, where feasible.” Some conditions, such as transit and transportation improvements for the area were not addressed by HPD or the developers. HPD hopes to begin construction on the project this year, starting with development of the nature preserve and infrastructure improvements sometime this summer.

Many of the reporters suggest his cheeriness is a direct result of all the grief going Governor Cuomo’s way. Someone else suggested he’s just happy because he’ll no longer be in the job he seems to hate next year. ***** As you know, New Yorkers are now allowed to engage in recreational pot smoking which only makes it, uhm, allowed for some

longtime Rockaway partakers. You can toke up wherever it’s legal to smoke tobacco, though it is expected a state agency could restrict that at some point. It’s still technically illegal to smoke in NYC’s parks, beaches and boardwalks. Which some hope stays illegal, until they make pot without the pot smell. ***** Twenty thousand square feet is available for a new restaurant. Sholom and Zuckerbrot is the broker for a new building going up in Far Rockaway on Beach 21st Street. There will be a builtin clientele as the building will have more than 200 units and more than 600 others in nearby new housing. ***** The next Community Board meeting will be Tuesday, April 13 via Zoom. Youth services, Land Use, and Health and Human Services committees will present. Public speaking will be open to those who sign up, which must be done by email no later than noon on April 13. Covid-19 Tracker 03/29 – 4/05 As parts of Rockaway have seen increases in Covid-19 cases, it’s important to keep track of how the neighborhood is doing with coronavirus. Robby Schwach of Councilman Eric Ulrich’s office has been hard at work, tracking down the details for each Rockaway zip code. We are sharing this info each week. The latest info represents changes between 03/29/202104/05/2021. In 11691, positive cases increased by 227 from 6,768 to 6,952. There were five new deaths in this period, bringing the total number of deaths to 437. Fourteen percent or 6,587 people have been fully vaccinated. In 11692, cases went up by 72, from 1,631 to 1,692. There were no new deaths in this period, and the total remains at 100. Sixteen percent or 2,142 people have been vaccinated.

In 11693, cases rose by 35 from 1,009 to 1,041. There was one new death, bringing the total to 38. Twenty percent or 1,962 people have been fully vaccinated. In 11694, there was an increase in cases by 93, from 2,044 2,112. There were no new deaths in this period, and the total remains at 96. Thirty percent or 4,971 have been fully vaccinated. In 11697, cases rose by 22 from 505 to 521. There was one new death in this period, bringing the total to 11. Fifty-six percent or 1,516 people have been vaccinated. Dunes Ablaze Thanks to the quick actions of the FDNY on Tuesday night, a dune fire was quickly put under control At around 11:20 p.m. on Tuesday, April 6, emergency responders reported to a large fire in the dunes near the boardwalk between Beach 113th and Beach 114th. Police were the first on the scene and attempted to put out the fire with an extinguisher, but they were unable to control it. Within a few minutes, FDNY firefighters from the nearby firehouse followed and were able to quickly extinguish the blaze with a hose. It is not clear how the fire started. Some recording the scene on the Citizen app speculated it could’ve been done on purpose, or accidentally sparked by a cigarette. Due to low humidity and higher temperatures, there was a dry weather/fire warning issued for parts of New York on Tuesday. The Rockaway Times reached

out to the FDNY press office for further information but did not receive a response by press time. As seen on Wednesday, evidence of the fire remained with scorched dune plantings and sand.

100th Precinct Community Council March Meeting Recap By Katie McFadden th

The latest 100 Precinct Community Council meeting was chock full of information and questions. The meeting was held on Zoom on Wednesday, March 31. Council president Kathy Heavey kicked it off with a moment of silence for those who’ve died of Covid, those affected by hate crimes and for local active member Denise Kershaw, who died on March 21. The floor was then open to local elected officials and their representatives. Community Affairs officer Maurice Moore and Assemblyman Khaleel Anderson announced that on Saturday, April 10, the 100th Precinct is holding a community and police graffiti cleanup effort. Those who want to participate can meet at the precinct on Beach 94th Street at 10 a.m. The first speaker was Fabricio Caro from FDNY community affairs. Caro spoke about what the office does, including providing community liaisons who

work with community boards and other community groups. Caro didn’t have any fire stats to share but said he will for future meetings. Instead, he spoke of the community services the FDNY offers. Prior to the pandemic, Caro says the FDNY was doing seven- to eight thousand in-person fire safety presentations in communities, schools, senior centers and beyond. Now presentation have switched to a digital format. “Fire safety education is alive and well,” he said. Caro said that anyone interested in scheduling a virtual fire safety discussion for their community group can contact their office at: firesafetyadmin@fdny.nyc.gov or 718-2813888. They also partner with various groups including the Red Cross to provide free smoke and carbon monoxide detectors in homes of New Yorkers. The program was paused due to Covid but restarted in January, so Caro is encouraging community groups to get involved.

McCall said the district has only had three crimes so far this year, one of which was an assault the day before the meeting. “It’s not a bias incident, it’s just two customers on the train that didn’t seem to get along,” he said. The incident involved a woman who allegedly stabbed a man and fled the train at the Broad Channel train station. “One woman was on the train already when the victim got on the train. When he went to sit down, the woman had her feet on the seat. He

politely asked her to move her feet off the seat and when he sat down, she put her feet on him. There’s some kind of etiquette that needs to be followed. To put your feet on someone’s lap is pretty disrespectful to say the least. They had words with each other, which I understand, but in that situation, the woman got up and attacked him and he didn’t know he had punctures in his arm. He said she might’ve had a sharp instrument,” he explained. “My NCOs jumped right on it. We got video of a person of interest that came off the train and matched the description. Hopefully We’ll close this case very soon,” he said. The incident began when the man boarded the train at Beach 36th Street in Far Rockaway and ultimately ended at the Broad Channel station. “That’s a situation that happens in our subway system rarely. Next, Captain Carlos Fabara spoke of recent crime stats in the 100th Precinct, explaining that overall, crime in the last 28 days was down more than 40%. Rapes were up by one from zero the same time last year. “It happened on March 14 and details are sketchy right now, but it is under investigation by the special victims unit,” he said. There were no murders in this period. Robberies are down to zero from five the same time last year. There were eight felony assaults, the same as last year. “Fifty percent were domestic and three-quarters are close to arrest. Six occurred between 4 p.m. and midnight,” Fabara said. There was one non-fatal shooting of a 29-year-old man outside of a pool hall on Beach 72nd Street on March 14. There was another incident of shots fired on Beach Channel Drive

and Beach 69th Street with no injuries. There was one incident in which a 53-year-old man was hit in the head with a bottle when getting off of a bus on March 7. Burglaries remain the same with four this period, including one residential and three commercial that are linked to a citywide problem. “All three are close to arrest. A 20-year-old male was arrested in connection,” Fabara said. There was a 55% decrease in grand larcenies, down to five from 11 last year. Grand larceny auto is down to one from four and involved a 2018 Jeep taken on March 19. Despite the concern over recent hate crimes across the city, Fabara said “I’m happy to report we did not have any hate crimes in the period or for the year to date. I know there’s a lot of anxiety about that and it’s something that we’re focusing on and watching intently.” Fabara ended by alerting the community about the newly passed legalization of recreational marijuana. “With that, there’s going to be a big change. It’s basically

legal to smoke anywhere where normal smoking is allowed,” he said. Asked about driving under the influence, Fabara explained that it is still illegal, but there is no definitive way to test marijuana levels in a person that can be used in court. Darrel Wilson, vice president of the Hammels civic association thanked the captain for addressing an issue he brought up at prior meetings regarding homeless people and drug addicts causing disruptions in the mall area between Beach 86th and 88th Streets. “Thank you because it actually changed. There’s a big difference. There’s not big crowds anymore. The 100th Precinct has given us 110% support with these issues we had in our immediate area with people blocking the stores in front. These guys are on board and I appreciate the captain for stepping up,” Wilson said. Heavey also confirmed that she noticed a difference. “I really appreciate the feedback,” Fabara said. “We talk about strategically focusing on deployment and that’s one of the

The Rockaway Times areas we’ve been doing it in and I’m happy it’s working.” A resident of the Beach 80s, Jocelyn Smith brought up an incident in which she was concerned about how the police responded. On March 29 she reported that her mailbox was broken into at 1:20 in the morning. She saw the people who did it and they fled after she banged on the window. However, she found a bike in her driveway that wasn’t hers. Smith said the police were nice when they responded, but she thought there would be a record of the bike that was found but was disappointed to find that when she called the precinct the next day, they didn’t have it on record. She said the officers didn’t believe the bike wasn’t connected to the crime, as the suspects would have taken it when they fled. The captain said he would have someone follow up with her. Doc Dismay Dear Editor: I was dismayed if not surprised to see your pages (Ask The Doc, 4/1/2021) advocating for the debunked wackadoodle science of the Great Barrington Declaration, which advocated for a “herd immunity” solution to COVID-19 rather than any measures that might actually save people’s lives. It might be relevant to let your readers know that the Declaration was funded by a Charles Koch-backed think tank network that’s also behind other bold scientific research such as “climate change isn’t real,” “burning coal for power is totally fine,” or “tobacco is harmless.” Despite the seemingly impressive citations, the call

highest infection rates, informs us that only 1.6% of the infections were explained by staying at home. What is worse, the article compares death rates by age, but fails to discuss other disease effects. The "long haul" effect is already well documented as well as other, shorter term effects of the disease. I spoke with a former police captain the other day who told me that he believed that it was unsafe for him to have a gun for months. My suggestion is that Dr. Galvin's article is a serious disservice to the public. Eugene Falik 116th Needs Help Dear Editor: While on 116th Street recently, I noticed the deplorable condition of what was once The Lawrence Hotel. The roof looks like it’s going to slide right off onto the sidewalk. I think the building should be condemned and demolished. I know it’s well over one hundred years old. Parts of the roof are breaking away and angling onto the street. And with summer due in a few months and more people heading to the beach, it could prove dangerous. Eventually I think 116th Street will cease as a commercial strip and become all residential, as we have two condos with more on the way. There are around 45 stores on 116th Street but 27 of them are closed. Most people do their shopping online these days. You really have to sell needed items or a service that people need in order to survive on 116th Street. James Murray MLB Leads Dear Editor: For 100 years after the Civil War, the United States denied citizens of color equal rights. Lynching was common. Schools, buses and restaurants were segregated. Intimidation, poll taxes and discriminatory literacy tests kept most Black citizens in the south from voting. All elected members of congress and senators from the south were white Democrats. While there were outstanding black players in the Negro League, no major league team would sign any. In 1947, Branch Rickey, owner of the Brooklyn

Before the Supreme Court decision banning segregated schools, before the Montgomery bus boycott, before the March on Washington, baseball stood up. Now the freely exercised right to vote is threatened once again. More subtle than in past years, voter suppression consists of reduced days of early voting, closing of polling places in minority communities, arbitrary requirements of particular types of identification and making it a crime to bring water or food to persons waiting on long lines for hours to vote. These barriers do not keep everyone from voting. It prevents enough citizens from voting so candidates like Rev. Raphael Warnock and Jon Ossoff will never again be elected to the U.S. Senate. Today HR 1 the “For the People Act” also named for the late Rep. John Lewis, is before the senate. It would provide federal standards for early voting, absentee ballots and accessible voting locations. While our own right to vote is not now threatened, our freedom is threatened when substantial numbers of our fellow citizens are denied their constitutional rights. Each of us as citizens, organizations and corporations must speak up now. The U.S. must not go through a new nightmare of discrimination. As Major League Baseball spoke up by removing the All Star game from Atlanta, Georgia, each of us must speak up in our own way. The Wharf Returns April 17 By Katie McFadden

Cold drinks, comforting cuisine and can’t-beat sunsets along the city skyline. You can find it all in one place again when The Wharf reopens on Saturday, April 17. It’s a hidden gem, but for those in the know, The Wharf Bar & Grill is a longtime community staple that keeps people coming back. What some might not know was that last summer, it went through a slight change of hands. The Wharf has been run by the Bulloch family for over 50 years. It all began with Bill and Mavis Bulloch, who started it as a bait shop and private club. In 1979, Jimmy Bulloch and Bobby Leckie opened it more to the public and the casual restaurant on the bay near Beach 116th Street has served as a goto for locals ever since. As Leckie wanted to retire, last summer a new team took over with the Bullochs still at the helm. The Wharf is now operated by a team of Jimmy Bulloch Sr. and Jimmy Bulloch Jr., Jeanie Bulloch McHale, Scott Hendricks and Christopher Haughie. With the restaurant being in the Bulloch family for so long, it only made sense to continue the tradition. “We wanted to keep it in the family and some other people were interested, so it was then or never,” Jeanie McHale explained. However, the team was immediately hit with the new challenge of the Covid pandemic and the restrictions that came along with it. “We have such a big outdoor space that it wasn’t that terrible. People wanted to be outside. We had a good summer. The only thing is that people come to a bar to relax and eat and enjoy themselves and having to tell people to put a mask on and basically babysitting adults was tough, but we had to do it because these agencies were giving $10,000 fines and taking away licenses,” McHale said. As the sunset went down and the warm weather went away, things got more complicated. “We tried to stay open, but it was very hard to pay our kitchen

staff and pay the bills because inside occupancy was only 25% and we could only have about 18 people in there. It was too expensive to stay open,” McHale said. So in December, the team decided to close. However, they didn’t let a minute go to waste. Without customers in the restaurant, the team took advantage of the opportunity to give The Wharf a much-needed makeover. “We thought, well we might as well paint and do some work and one thing led to another and we started seeing things that hadn’t been changed since Hurricane Sandy and we just started fixing them,” she said. New coats of paint, replaced cabinets, restored beams, and all new wood paneling around the restaurant are just some of the changes customers will notice when the doors reopen on April 17. “We call it a lipstick makeover,” McHale said. The menu will also see some changes, some of which were implemented last year, but nothing too drastic. “Last summer we tried more healthy op-

tions on the menu and we’re looking forward to doing more of that and bringing more new things to the menu, including more seafood options,” McHale said. Last summer, they had introduced things like avocado toast, a brown rice burrito bowl and a shrimp wrap, which were big hits. McHale says they’d also like to bring back more regular seafood options besides the classic lobster roll and fish tacos on the menu, like salmon and mussels. But the regular favorites aren’t going anywhere. “The staples stay,” McHale said. And of course, breakfast will return. “You can’t go wrong sitting on the water with steak and eggs,” she said. Most importantly, everything good about The Wharf that people have come to love, will remain. “I don’t want to take away the casual charm of the place, where you can come off the beach in your bathing suit and stop by. We have 100 million ideas for what we’d like to do, and we’ll take care of those as we go but we want to leave that charm. We don’t want to change

it too much. We can’t mess with the sunset,” McHale said. And things will run more smoothly. “We have three or four bosses here at one time, which makes things run a little smoother. We had a hell of a summer last year and we were here all the time, but it made a big difference with the time that food comes out and being able to seat people more quickly,” McHale said. “We make a good team.” Along with the staples and new menu items, frozens will return, with even more consistency. “We got a new frozen machine for the outside, so we’ll never have a lapse in between while waiting for things to freeze,” McHale said. They’ll also offer a cocktail menu with specials for those looking for something different and will have more craft beer options for those looking for more than regular domestics. “We’re a Bud Light town but we’ve added more IPAs and other beers because the people coming off the ferry like them,” McHale explained. McHale also hopes to see the return of live music to the deck. “We can’t wait to do live music. It’s just a vibe. It’s what people want when they come out. I don’t understand why there couldn’t be live music last year with people sitting down and dining, but we can’t wait to bring it back,” she said. Mostly, the owners can’t wait to open their doors. Since The Wharf closed in December, locals have eagerly been asking when it would return. “We’re pumped that people are interested. It shows they’re waiting to get here and sit outside. Our wait staff is ready too,” McHale said. The Wharf will reopen on Saturday, April 17, which happens to be Jimmy Bulloch Jr.’s birthday. As the weather starts to warm up, McHale says it’s the perfect time to get the ball rolling and get back into the swing of things ahead of the full busy summer season. “We’re excited to be back,” she said. The Wharf, located at 416 Beach 116th Street, will be open seven days a week, starting with breakfast at 9 a.m. For more info, call 718-474-8807.

Benign, or noncancerous, tumors come in all shapes and sizes. For example, adenomas are benign tumors that grow in glands, often in glands that control the human endocrine system. When adenomas form in endocrine glands, they often cause a hormonal imbalance which can have negative effects on the body’s hormonal functions. In addition, when adenomas grow in the brain, they displace brain tissue proving the old adage that there is no such thing as a benign brain tumor because the brain is within a hard shell with no room for expansion. Let’s look at pituitary adenomas, specifically prolactinomas. Prolactin is a hormone, actually a peptide protein. Its main function is the production of breast milk in pregnant females, but it also influences the immune system and cell growth. When a woman

Prolactin becomes pregnant, levels of estrogen, progesterone, and prolactin rise dramatically. During pregnancy, prolactin levels may reach 10 to 20 times normal. Elevated prolactin levels during pregnancy cause breast enlargement, cessation of menstruation, and, at the end of a pregnancy when progesterone levels drop, production of breast milk. Prolactin levels are controlled by the pituitary gland, located under the front of the brain. The gland is located between the optic nerves. Enlargement of the pituitary gland, in this case caused by a prolactinoma, can cause both hormonal changes and symptoms related to space issues caused by abnormal pituitary growth. The symptoms of a prolactinoma depend on the patient’s age and sex. In premenopausal women, high levels of prolactin may cause infertility and infrequent (oligomenorrhea) or absent (amenorrhea) menses.

This occurs because high levels of prolactin inhibit the production of other hormones like estrogen. Low estrogen levels may cause a loss of libido as well. Less commonly, a milky nipple discharge (galactorrhea) may be present. If the tumor is very large, headache and vision changes may be present. Vision changes may occur because the tumor presses on the optic nerves that pass on both sides of it. Postmenopausal women who do not menstruate may see only the headache and vision changes. Because estrogen levels are already low in postmenopausal women, galactorrhea is rare. In men, elevated prolactin levels may suppress testosterone levels causing infertility, decreased energy, loss of libido, and erectile dysfunction, collectively known as hypogonadism. Men may also get headaches and vision changes. Rarely, men may experience galactorrhea. If high levels of prolactin are suspected, a simple blood test for

prolactin levels is done. If high levels are confirmed, brain MRI is necessary to assess tumor size. Some medications may have side effects that stimulate prolactin secretion. Included in these are some antipsychotics, antidepressants, opiates, cocaine, and antihypertensives (i.e., verapamil). Because prolactinomas are noncancerous tumors, they are treated differently than cancerous tumors. Dopamine agonists, which are used to treat Parkinson disease, depression, and restless leg syndrome, block dopamine receptors and lower prolactin levels. They often improve symptoms as well. Lastly, if medication fails, surgery to remove the tumor can be done. When two people choose to connect sexually without spirituality; it's purely physical. I believe pure physical sexuality does more harm than good. Also, sexuality without a spiritual connection is disconnected and is emotionally damaging and contributes to low self-worth.

From RISE: Our Virtual Book Club On Friday, March 26, the Rockaway Initiative for Sustainability and Equity (RISE) hosted its Virtual Book Club from 2 to 4 p.m. The book theme for this month was Rockaway Culture and our group voted on reading Rockaway: Surfing Headlong into a New Life by Diane Cardwell. It is an inspiring true story about a woman who was looking for a fresh start after going through a very difficult time in her life, and how surfing in the Rockaways helped her find happiness once again. This month's meeting was special because our group was fortunate enough to have the author, Diane Cardwell herself, join us in our discussion. It was one of our best turnouts yet, everyone came to the meeting with questions about her incredible journey and together we had a great conversation about life in the Rockaways. Our group was able to

take a deeper look into her life at the time when she was first starting to write her story and how she is doing now after having it published. With this month's theme of Rockaway Culture, our group was looking for a more uplifting and lighter story after our last few selections. Although there are many heavy elements in this story, it shines a light on the pursuit of happiness and the importance of following your passions. I want to send an extra thank you to Diane Cardwell for taking the time out of her day to join our meeting, and for providing our group with another amazing story to discuss. ing, our group took a vote for our next book and we decided on, The Future Earth: A Radical Vision for What’s Possible in the Age of Warming, by Eric Holthaus. To follow along with April’s theme of Sustainability, this story is one of the first hopeful books covering climate change, and shows the reader how to reverse the negative effects of climate change.

Boomer Planning: Proper Planning with Trusts (Part 1) By Alexander Bader, Esq.

Most often, a primary goal of our prospective clients is to “protect” their assets (money, property) so that such assets can be passed to their children (or other loved ones), upon the client’s passing, as efficiently and with as much value retained as possible. In helping our client reach this goal, “trusts” are often employed as extremely useful tools. Two important questions logically follow from what is written above: (1) What exactly is it that assets need “protection” from? (2) What precisely is a “trust?” Answers: For most of our clients, action MUST be taken to protect assets from (a) the astronomical costs of long-term care, and (b) future court proceedings related inheritance. Over 100 million Americans will unfortunately face a chronic illness at some point in their lives. Many people have the misconception that their health insurance and/or Medicare (if one is over 65) would help cover a chronic illness but this is not true. Only “acute illnesses,” or injuries / illnesses for which you may require short term rehabilitation may be covered by such insurance. By contrast, the only avenues available to help covering costs of in-home care or nursing home care for a chronic illness are long-term care insurance OR if financially eligible, the Medicaid program. Given that many individuals cannot afford the often high premiums for longterm care insurance, the only option remaining to help with costs associated with a chronic illness (upwards of $15,000 per month in New York City and the five boroughs for nursing home or in home care), is the Medicaid program. Keep in mind, the Medicaid program has strict financial eligibility limits. However, engaging in legal planning in advance of needing care, with proper-

ly worded trusts, can result in achieving financial eligibility for these programs. An additional way that your assets can be depleted without proper planning is through legal fees accrued in relation to surrogate’s court proceedings that may take place upon your passing. If a person dies with assets in his or her name alone, with no joint owner or beneficiary designation, such assets (whether financial, real estate, or personal property) cannot be passed without a fiduciary being appointed by the local surrogate’s court. The process of determining the person or persons to inherit such property is known as probate (when a person dies with a Will in place), or the administration process (when no Will has been done). Wills can also be contested in court in many circumstances. Now the key: in many circumstances, proper advance planning with Irrevocable Trusts can minimize or totally eliminate the costs described above! A Trust is a legal arrangement in which one party (the Trustee) holds and manages property for the benefit of other(s) (the Beneficiary or Beneficiaries), according to the terms of the arrangement. Different types of Trusts can be used for various purposes such as avoiding the costs and delays of probate, preserving assets in the event of a longterm illness, tax planning, supplementing public ben-

efits, planning for disabled children, among other purposes. Our clients frequently choose to establish Irrevocable Trusts to avoid probate, and to protect assets and real estate from the costs of in-home care and nursing home care. One of the advantages of the irrevocable trust is that upon the Grantor’s death, remaining Trust assets will be distributed directly to named beneficiaries without the costs, problems, publicity, or delays of probate/administration. Another important advantage of the Irrevocable Trust is that assets “re-titled” in the name of one’s Irrevocable Trust will be protected from the cost of in-home care (2 1/2 years from the transfer of the assets) and the future costs of nursing home care (five years from the transfer of the assets). Since one’s home is often his or her most valuable asset, engaging in the type of trust planning described in this article to protect the value of one’s home (as well as other assets where appropriate) is often extremely beneficial to the financial well-being of our clients and their families. Also, it should be noted that the Ir-

revocable Trusts are drafted to be as flexible as possible and can be amended in particular circumstances. Please be advised that the transfer of shares in a cooperative unit to a trust, as with any such transfer, must be approved by the subject cooperative board. More and more cooperatives are allowing for trust transfers but even if your cooperative does not allow for such transfers, it is not advisable to disregard the ability to properly plan. Wrestle Talk QUESTIONS??? By Eric Jayden

In this edition of Wrestle Talk, we will be answering questions I receive from fans on a weekly basis. The first question of the week comes from Adam S. in Rockaway Park and he asked, "What does Kayfabe mean in wrestling?" Kayfabe was the word used to protect the inner workings, matches and production of professional wrestling. Although the meaning of the word is assumed dead, it is very much alive in the industry. The second question of the week comes from Danny K. in Breezy Point and he asked, "How much does a professional wrestler make?" A professional wrestler starting off in the Independence Scene can make anywhere from $30 to $50 per match. Once, he/she has established a good reputation

and work resumé, they have the potential of making $50 to $150 per match. If the wrestler gets signed to a contract for a major wrestling company, then they have the potential of making $100,000 and up. Wrestlers also make additional income through merchandise sales. The third question of the week comes from Mark A. in Rockaway Beach and he asked, "Is professional wrestling regulated?" That's a good question Mark. In New York State, professional wrestling is regulated by the New York State Athletic Commission and also throughout many other states. But there are states that do not regulate professional wrestling as they consider it a performance art and not a combat sport. In some states, professional wrestlers have to be licensed to perform. The final question of the

week comes from Jonathan S. in Far Rockaway and he asked, "Is wrestling fake?" Okay, Jonathan, I have been asked this question numerous times and all I can tell you is that the outcome of a professional wrestling match is predetermined. What we do inside the ring is very much real. It takes years of training and dedication to per-
