MTA Increases Fares; Gets $3.8M for Sandy Repairs By Katie McFadden

It’s official. Bridge tolls and MetroCard fares are going up again. The Metropolitan Transportation Authority (MTA) Board approved a 4 percent increase in tolls and fares, which will go into effect on March 22. The MetroCard fare is going up to $2.75 from $2.50 and a monthly-unlimited card increases to $116.50 from $112. Local bridge tolls will also be increasing. Bridge and tunnel tolls for 75 percent of crossings will also go up. The cash toll for both the Marine Parkway and Cross Bay bridges will go up to $4.00 from $3.75, meaning your out-of-town guests will have to pay even more to visit. Those with EZPass will pay $2.08 instead of $2.00 to use either bridge. Rockaway residents with an EZPass will have to pay $1.36 instead of $1.31 for the Marine Parkway Bridge and thanks to the MTA Rebate program, Rockaway and Broad Channel residents will continue to be able to use the Cross Bay Bridge at

no cost to the driver. The toll increase announcement comes just a few days after Senators Chuck Schumer and Kirsten Gillibrand announced that the MTA will receive more than $3.8 million in federal funding to reimburse them for bridge and tunnel repairs made after Hurricane Sandy. The funding will cover repairs for nine city crossings, including the Marine Parkway and Cross Bay Bridges. The funding is being provided by the Federal Emergency Management Agency (FEMA) under authority of Section 403 of the Robert T. Stafford Act. “The MTA’s tunnels and bridges were flooded—some for the first time ever—with millions of gallons of water after Superstorm Sandy, and emergency work was needed to get them back up and running,” Senator Schumer said. “I am pleased that FEMA is providing the federal funds needed to restore our critical infrastructure and make sure our roadways and tunnels are better protected in the event of a future storm.”

Sunny Not In Money: Vegas Prize Eludes Horse Player By Michael Leboff

Former Rock Times cover boy, ‘Suntan’ Dan Edwards, finished out of the money at the National Thoroughbred Racing Association’s National Handicapping Championship over the January 24th weekend. Edwards was one of 599 horseplayers that qualified for the NHC at Treasure Island in Las Vegas, Nevada. Edwards’ bid for the crown came to an end on Saturday, finishing in 419th place. The top 50 players moved onto Sunday’s final round which featured 50 handicappers. Edwards also participated in the

consolation tournament but finished out of the money in that as well. “It was a great experience and I learned a lot,” Edwards said. “My horses ran well but it just wasn’t meant to be.” Before heading out to Vegas, his son had cautioned that winning might be a long shot but it would be worth it for a simpler reason: “Do it for the story.” This year’s winner was 74-yearold John O’Neill of Huntington Station, NY. The small business owner is the oldest winner in the history of the NHC.

Goldfeder Wants Community Involved at MGP Site By Michael Leboff

Assemblyman Philip Goldfeder has asked incoming National Grid President and Executive Director Dean Seavers to review and consider community suggestions for uses of a former manufactured gas plant (MGP) in Rockaway Park and to open up a community dialogue on the future of the site. The former Rockaway Park Manufactured Gas Plant occupied the 9-acre lot between Beach Channel Drive and the Rockaway Freeway at Beach 108th Street. Gas used for cooking, lighting, and commercial purposes was manufactured at the MGP site between the late 1870’s and 1958. During that period, the plant expanded several times. The by-products of gas production that were released on the site are responsible for contamination which is now being addressed through a Remedial Action Plan and Remedial Design approved and being conducted under the oversight of the New York State Department of Environmental Conservation by National Grid. According to the EDC, remediation of the site is almost complete. Goldfeder is urging National Grid to make sure that the community is involved in the redevelopment of the site. “Rarely do we have the opportunity to redevelop such large site with so much potential to revitalize the community. The Rockaway Park MGP site is a ‘blank slate’ on which we can write the future economic development of the Rockaway Peninsula,” said Assemblyman Goldfeder. Back in November Gov. Andrew Cuomo announced that $8.2 million was set aside to improve the former MGP site. The project, which was first proposed in the City’s comprehensive

climate resiliency plan, A Stronger, More Resilient New York, and further developed by the Rockaway West NY Rising Community Reconstruction (NYRCR) Planning Committee, is part of a larger strategy to strengthen and promote a more resilient Rockaway West economy. The amount of space at the site of the former MGP begs for revitalization. Its location and size make it imperative that it be used for something that will help reinvigorate the area. Plenty of people will have plenty of ideas of just what to put there. A park? Or now that the ferry is slated to return in 2017, will it be used for that? Either way, it is imperative that they get this right. And according to Goldfeder, that starts with talking to members of the community. “Our families have seen so much destruction in the wake of Superstorm Sandy,” concluded Goldfeder. “Allowing the community to be a large part of the process in determining the future of the MGP site will send a strong message that the community is not only building back stronger but that our residents have a voice for the future.”

Man Shot on Beach 117th By Katie McFadden

The 100 Precinct had its third shooting this year, when a 27-yearold male was shot in the chest at an apartment at 172 Beach 117th Street. Patrol officers of the 100 Precinct responded to a 911 call of a man shot at approximately 12:50 a.m. on Wednesday, February 4. The police found the male victim who was shot in the right, upper chest in what appeared to be a dispute. The victim was uncooperative and was taken to Jamaica Hospital, where he was listed in stable condition and is likely to survive. As we go to press, the detectives

were still investigating and an arrest had not been made. Any information can be reported to 718318-4223. The shooting was the third of the year in the 100 precinct, which is a high increase compared to the same time last year, when there were no shootings. The 100 Precinct has also had two murders so far this year. One involved a 48-year-old man that was stabbed to death in a domestic dispute and a 38-year-old livery van driver that was shot dead in a dispute with another van driver. There were no murders in the 100 Precinct during the same time last year.

Belle Harbor Seniors Get FEMA Break By Michael Leboff

Senior citizens at a Belle Harbor assisted living center can breathe a sigh of relief after being told they will no longer have to pay FEMA back the money granted to them postSandy. Belle Harbor Manor residents began to scramble back in November when they received letters saying that they had to reimburse FEMA. The letters called for the residents to pay nearly $2,500 after the organization deemed their grants were excessive because they were also reimbursed by insurance companies. The residents of the facility had collectively received $108,598. According to data obtained through a previous public records request, the money was granted so that they could find temporary housing. Many of the residents were

told that the money they “owed” could be taken out of their Social Security benefits. Assemblyman Phil Goldfeder was happy that the residents of Belle Harbor Manor were given a reprieve. “I’m pleased that FEMA has decided to do the right thing at least for the residents of Belle Harbor Manor, but every family deserves relief. Our local families that received additional FEMA aid through no fault of their own should not be subjected to recoupment.” Goldfeder, who worked with Senator Charles Schumer to lobby FEMA, said he wants the agency to extend the same courtesy to other Rockaway residents. “I will continue to work with Senator Schumer until all our families have the assistance they need and deserve.”

Add Super Bowl 49 to the list of things I’ve missed. Good thing I’ve got regular amnesia because I’ve forgotten most of the good things I’ve missed. We’ve all arrived late just to hear how we missed the greatest thing ever. We’ve all turned our heads for a second – just long enough to miss the big homerun or touchdown. Or there’s a great line in a movie and everyone reacts and you’re left saying, what? What’d they say? Life is about experiences. Oddly enough, some of our more memorable experiences are the experiences we’ve missed. I went to Puerto Rico (YOU missed it) for a few days and had a few pina coladas also known as pina collisions. I soaked in the 84 and sunny weather. In fact, it was so sunny and beautiful, I was wiped out at the end of each day. It’s a good wiped out feeling but it doesn’t do you any good when you’ve got to get up early and head home. You get back to JFK and it’s cold and dreary and you’re already thinking you need a vacation from the vacation. All that sun and fun was exhausting and now makes the cold and dreariness seem worse. And when you get back, you’ve gotta catch up on a lot of crap. The fridge is empty; laundry’s gotta get done. Emails and phone calls have to be answered. All that junk. But on Sunday, I got enough out of the way to settle in for the Super Bowl. I was watching though I couldn’t stand either team. Worse, I couldn’t stand my numbers in the box I invested in. Which brings me to gambling: the main reason football, a sport that has 11 minutes of actual action, is so popular. You know you can bet on anything that day. Anything. Someone told me about a quick pool that sprung up mid-game: yes or no, there will be an Asian in the next commercial.

(The Yes won the bet at the finish line as the beer commercial flashed to a beautiful young Asian woman at the bar at the last second. It was kind of like a last second interception. The No Asians thought they had won but then the last second cut stole their hopes and their money). You’ve probably heard that bookies stopped taking bets on how long the National Anthem would take because they thought it was fixed. You can probably take bets on what bookies will take bets on. (Quick aside, my brief visit(s) to the casino in San Juan resulted in me walking out wishing I had just gone on my hotel balcony and tossed the money to the sea. Losing money that way would’ve been far more pleasant than losing it to slot machines. Slot machines damage your psyche. You are made to feel unlucky. It’s hard not to take losing a game of chance personally. Your self-esteem is crushed and you slink out hoping no one can see the light flashing over your head: Loser! Loser! Loser! Everyone playing slots looks like a sad sack. And once you play and lose – you realize you’ve lost more than your money. You’ve lost the chance to feel superior to those sad sacks. A little more than halfway through the game I realized I hated the Seattle Seahawks more than the Patriots so when they went up 10 I couldn’t stand the thought of watching another hour of Seahawk Richard Sherman mugging for the cameras. I went and watched a Netflix show then fell asleep (because I was tired of the sun and fun which YOU missed). I woke up to find out I had missed a great finish. Oh, well. I hated both teams and hated my Super Bowl box. It’s just a few days later and the whole Super Bowl thing just doesn’t matter. It’s overrated. Back to shoveling.

So the National Grid/MPG site at Beach 108th Street and Beach Channel Drive will soon be ready for development. Phil Goldfeder is urging community input. Sometimes such land deals happen over a dollar (National Grid hands land to the City). Well, we don’t want the City getting hold of that piece of property. Why? Well, the next item is indicative of the way the City operates. Regarding The Ferry Dear Editor: I hate to say it but it will be welcomed whenever it comes. If only we could figure out how to get our boardwalk sooner. I was recently in Coney Island and the revitalization going on just the block where Nathans is, looks great. How can we get investors interested in 116th Street and also on the empty space left on the Boulevard from the fires from Sandy? Help anyone? Cynthia Allen

Ferry NOW Dear Editor: Yes I was pleased to hear the Mayor announce his plan for the citywide ferry transportation, however the Rockaway’s already had a successful Ferry service established. The Rockaway’s cannot afford to wait until 2017. This is just another hit to the Rockaway’s since we will also not have a complete Boardwalk until 2017 “FIVE” years after Super Storm Sandy. Rockaway Is The Show-Me Town Our cynicism isn’t reflexive; it’s earned. It seems like great news that a permanent ferry is planned for Rockaway – though it sure is strange that it’s to start the same year that Mayor de Blasio kicks off his likely re-election campaign. If it’s not an election ploy, then why wait? If a ferry makes sense in two years, why doesn’t it make sense now? A couple of months ago, City Hall and the Economic Development Corporation (EDC), dismissed the pleas by locals and elected officials to keep the ferry. What’s happened since? Well, now he’s looking ahead and thinking about appeasing all those officials he jilted. He’s making moves to fend off a primary challenge. Sorry, if we don’t buy his sincerity about a permanent ferry for Rockaway. We’ll believe it when we see it. Would it be shocking, come 2017, if the Mayor puts out a bid for proposals and tells everyone the ferry is coming. And everyone gets excited. And then he wins reelection. Then what? Well, maybe he changes his mind and says, darn it, that ferry thing is just not affordable right now. Just a few weeks ago, The Lonely Planet, the largest travel guide book publisher in the world, named Queens as the top destination for travelers in 2015. The editors specifically mentioned Rockaway as one of the best reasons to visit Queens. Now, wouldn’t it make sense to have a ferry ready to accommodate the travelers who’ll want to see Rockaway for themselves this summer? What’s with waiting for 2017? Perhaps this is another example

of absurd and inexcusable City timelines. The boardwalk is “on schedule” but its schedule is the ridiculous part. The boardwalk should be finished by now. Taking credit for being “on schedule” would be laughable if it weren’t so shameful. But we have more than a schedule to be wary about. It’s the mayor himself. He didn’t come to the parade last year falsely claiming it wasn’t “inclusive.” He didn’t visit Breezy Point on or before the Sandy anniversary after promising locals he would during his campaign. He took away the ferry once. He delivered a new homeless shelter. He promised to do everything he could to speed up the boardwalk rebuild. (Those three guys working haven’t gotten the message). If we want to believe the ship is half full we could acknowledge that the Mayor said a few months back that he was working on a comprehensive ferry plan that would include the Rockaways. And Deputy Mayor Alicia Glen said on NY1 Tuesday night that the administration had “learned over the past year that scaling up” the ferry system makes it more affordable. So maybe they’re working on it, and are sincere. But if they want to make believers out of us, they should start the Rockaway service now and develop the other stops to be ready in 2017. With a tiny fraction of City money the Rockaway ferry would be – pardon the pun – a fine way to “ramp up” the citywide plan. Until we see the ferry at a Rockaway dock, we’ll hold off on the celebration.

I am only going to mention the words “Broad Channel” once this week but if you think what follows below doesn’t affect our little hamlet on the Bay you are not paying attention. While many of our neighbors are still struggling with the aftermath of Super Storm Sandy and the possibility of reinstating our lost ferry service and the old Rockaway Beach Line remains just a dream, you can rest easy with the knowledge that once again, almost like clockwork, our legislative toilet up in Albany is clogged and overflowing with political scandal. Despite blatant evidence of corruption that has surrounded Assembly Speaker Sheldon “Shelly” Silver and his minions for years, Albany’s “pay to play” politics continued to operate on auto-pilot. Back in 2012 Silver unashamedly bought the silence of several female victims of rape and sexual harassment by an Assembly member and a staff aide with taxpayer dollars. What was the public’s reaction? A big yawn! No surprise there. Most New Yorkers haven’t a clue as to what goes on in our state capital. Hopefully that all came to a screeching halt when Speaker Silver was arrested by the Feds recently and charged with accepting millions of dollars in bribes and kickbacks and abuse of power. According to the 35 page complaint issued by the Southern District Court, Shelly didn’t just have his hand in the cookie jar, he was actually running the entire damned cookie factory! Speaker Silver has clearly demonstrated what a system of “checks and balances” in Albany politics actually means - special interest groups, big corporations and lobbyists kept writing checks and Shelly’s bank balance kept growing larger! A key fact to remember here is that this is not a prosecution by New York State authorities that would have inevitably resulted in a couple of weeks of headlines and then disappear with little or no consequence. This is a federal case that will not fade away with time and Shelly, now 70 years old, is a veritable encyclopedia of Albany misdeeds and he will do whatever it takes to avoid spending all of his remaining days as a guest at some federal correctional facility.

Not unlike Jordan Belfort in The Wolf of Wall Street, my guess is Shelley will turn on those colleagues who chose to reside along with him in the cookie factory so fast it will make heads spin. Now might be a good time to invest in adult diaper stocks as there is sure to be a lot of “political incontinence” up in Albany while everyone nervously waits to see what other shoes the U.S. Attorney intends to drop. Speaker Silver’s flame out may actually present a good news, bad news scenario for our Mayor. The bad news is that Speaker Silver and our very own Mayor were extremely close political allies and, after all, you are judged by the company you keep. Do the names Rachel Noerdlinger and Al Sharpton ring a bell? When asked to comment about Speaker Silver’s predicament on the day he was arrested Mayor de Blasio responded with all due political correctness... “Although the charges announced today certainly are very serious, I want to note that I’ve always known Shelly Silver to be a man of integrity, and he certainly has due process rights, and I think it’s important that we let the judicial process play out.” A man of integrity? Jesus H. Christ, are you kidding me? The good news is that if Bronx Assemblyman Carl Heastie manages to replace Silver as Speaker, de Blasio will have a brand new best friend running our upstate cesspool, at least until the next round of indictments forces yet another change in the Albany lineup. Sadly, history has shown that no matter what happens in Albany, there will remain an entrenched core of career politicians whose interests lie solely in advancing their own political power base and enriching their campaign coffers and pockets. But you know what? We have no one to blame but ourselves. Election after election, we keep voting them back into office. Perhaps columnist Peggy Noonan said it best – “Don’t fall in love with politicians, they’re all a disappointment. Rockaway Ferry May Resurface in 2017 By Katie McFadden

The Rockaway Ferry may sail again— but not for two years. The City sank the Rockaway ferry on October 31, 2014, saying that money wasn’t available to justify the low ridership and high cost. In his 2015 State of the City address on Tuesday, Mayor Bill de Blasio announced that the Rockaway Ferry will return as part of a plan for a citywide ferry system across the five boroughs. The ferry system will connect existing East River routes with new landings and services to Rockaway, South Brooklyn, Soundview and the Lower East Side. The service will launch in 2017 and will be supported by the City operating support and a $55 million capital commitment. The Mayor said the new ferry rides will cost the same as a MetroCard fare. Like all good things, the return of the ferry may come with a catch. In his announcement on Tuesday, which primarily focused on expanding affordable

housing around the city, de Blasio spoke about bringing thousands of units of affordable housing to the Rockaways, before quickly transitioning into the news of the ferry. “Battered by years of economic distress even before Sandy’s gale force winds struck, there’s no place in our city that has persevered through more than Rockaway. Our plan will jumpstart the process of acquiring underutilized properties in the Rockaways – areas blighted or vacant for decades – as we look to create new, affordable housing for thousands there,” de Blasio said. “We must also remember that transportation is central to the mission of providing affordable housing and services. For years, the conventional wisdom has been that certain neighborhoods are doomed to isolation because of their geography. Today, if you live in one of those neighborhoods – the Rockaways or Red Hook or Soundview, among others -- a job in Manhattan can easily mean an hour or more of com-

muting, even when the skyline is visible from your home. You can actually see opportunity, but practically speaking, it’s very far away. We are going to change that,” de Blasio said. “We’re launching a new citywide ferry

Will There Be A Lonely Planet Effect? By Michael Leboff

What do New Orleans, the Colorado River, and Oakland have in common? They were all trumped by Queens on Lonely Planet’s Top Places to Visit in 2015 List. That’s right, Queens, long considered to be out of the way for people visiting New York City, is now regarded as the number one travel destination in the United States by Lonely Planet late last year. Lonely Planet was founded in 1972 by Maureen and Tony Wheeler. Since then it has grown into the world’s largest publisher of travel guides. How did Queens come away with top honors? The Lonely Planet explains, “Nowhere is the image of New York as the global melting pot truer than Queens.”’ Many Queens lifers don’t even realize just how special Queens’ cultural diversity is. It is considered one of the most ethnically diverse places on the planet, home to over 100 nationalities speaking about 160 different languages. Lonely Planet looked at more than diversity, the publication cited the place we call home. “Speaking of beaches, Rockaway has become NYC’s favorite seaside destination of the summer. Locals looking for sand and sun but without the Hamp-

tons’ fuss (the prices, the traffic, the ‘tude), have begun flocking to this beach in outer Queens.” The article also praises the rising authentic culinary scene along the peninsula. Being honored as the number one travel spot in the United States is more good news for New York’s biggest borough as it continues its trendy ascent. What does this mean for Queens, and more specifically for Rockaway? An uptick in tourism, right? Not so fast. We reached out to tourism boards of a few different cities that were included in the list and they couldn’t say if inclusion on the list led to a surge in tourism. Monica Ewert, the Director of Communications at Stockholm Business Region said, “I hope I’m not being unfair but I’m not sure if we’ve seen any single effect of the ranking in the Lonely Planet. I guess it is part of the quantity of what is written in general of Stockholm that made more travelers choose Stockholm.” Even so, many including Queens Borough President Melinda Katz, are thrilled with the Lonely Planet designation. Whether its measurable or not, the travel guide seems in step with the general feeling that Queens is hot. And while Queens is hot, we already know this part of Queens -- Rockaway -- is cool.

A Garden to Dye For

Edgemere Farm, the urban farm on Beach 45th Street, will grow even more this year with the addition of a dye garden. Isabella Scott, a fashion designer and Rockaway Beach resident, will turn a plot of land into a garden of flowers and herbs that she plans to harvest and use to make natural dyes. Originally from Virginia and living in New York for the past decade, Scott moved to Rockaway in 2012 to embrace the small-town feel. As a designer, she enjoys working with local, natural materials. “I work in sustainable design and I’ve always tried to keep my designs and fabrics very local, so natural dying sort of feeds into that,” Scott said. “It’s a way to dye fabric by using colors that only come from plants.” Scott has been using natural dyes for many years by foraging and collecting plants from different fields and gardens, but the spot at Edgemere Farm will allow her to create her own harvest in a controlled manner. “I’m friends with the guys at Edgemere, so I teamed up with them and they were interested in the project. It goes with their mission of offering grow space that people can work out of on a forprofit scale.” She plans to grow more than 40 different types of plants in the space. Among them will be indigo, to extract blue, madder root for red and different flowers, like marigolds to get oranges and yellows. With the help of Heidi Woolever, Scott will be able to grow and harvest different herbs for greens. She will start planting seeds as soon as she finds an appropriate indoor space with the right conditions, before they can be placed in the ground in warmer weather. She hopes to be able to sustain a harvest that can be used from April to November. Scott has made some progress with the space over the past few months. She says it was first a trashed, open lot, but with some help from the City and those at Edgemere, it’s all starting to come together. “The City put up a fence and we built nine planter boxes, each 16 feet long. They look really nice and offer a lot of growth space,” Scott said. “We put in a lot

of work just to build out that space. It looks great. I’m really proud of it and I can’t wait to get stuff growing.” She has many plans for the space at Edgemere. Not only will Scott use the plants to dye textiles for her designs, but along with Woolever, she hopes to sell flowers, herbs and dyed textiles at a weekly flea market. “This is a personal project, for sure, but it is rooted in the community. There are a lot of people in that community and I’m really committed to turning this plot into something really beautiful for them,” Scott said. Over the summer, she will hold workshops to teach the community about flowers, textiles and the natural dye process. Scott was recently awarded a $1,000 grant from the Awesome Foundation to help kickstart her project. “It gives us a nice push. This grant gives us the money we need to buy heat lamps and seeds and the things we need to get the project up and running,” Scott said. While the grant was a big help, Scott needs additional funding for the project to purchase natural textiles and items to help extract the dyes from the plants that she grows. On Sunday, February 8, Scott will host the Edgemere Farm Dinner at 6 p.m. at Playland Motel (97-20 Rockaway Beach Boulevard). This month’s Edgemere Farm dinner will have a special theme in honor of Valentine’s Day and will give Scott a chance to show off her dyeing skills. “The whole dinner will be entirely red and pink foods. I’ll be cooking and Playland hosts it, so they’ll have a free cocktail for guests,” Scott said. “Everybody thinks it’s going to be all beets, but it’s not.” All of the items, including the napkins, will be naturally dyed by Scott. Among some of the items on the four-course menu are a red pepper soup, a radicchio salad and steak with beets and mashed potatoes. Guests are encouraged to wear red or pink. Fake Dunes Give False Sense Of Security I’m sure everyone has noticed the large contingent of armed officers at the entrances to the various bridges and tunnels which surround The Island of Manhattan! Usually they are gathered around talking to one another, occasionally stopping a random box truck or van. They will inspect it for explosives, hoping to prevent a terrorist from entering the tunnel or bridge with a large vehicle full of weapons. Of course, all this really does is give people using the bridges and tunnels a sense of security. I’m sure most people realize that anyone who wishes to cause major trouble and damage to our bridges or tunnels will just give a smile and a wave as they screech

past the security checkpoint at 100 miles per hour! I’m sure everyone has noticed small hills of sand, that have been piled up along our peninsula’s southern shore. The goal of having these hills of sand strategically referred to as “dunes” by various governmental agencies, are also put there to give us all a good “sense” of security. And give off the impression that “resilient and sustainable’ measures have been taken. It’s as if The Mayor’s Office of Long Term Planning and Sustainability, The NYC Parks and The Army Corps of Engineers, believe the people on the Rockaway peninsula are the stupidest people to have ever been affected by a hur-

ricane. While it is quite obvious that the only way to prevent a vehicle full of explosives from entering a tunnel or bridge is to have a large hard structure blocking its path, well, the same can be said for our beaches, our bayside, and even at the mouth of Jamaica Bay! How is it that the city of New Orleans was being wrapped in a ring of levees worth 14 billion dollars, which started within months after Hurricane Katrina, while we here in NYC have nothing more than a few feet of sand protecting us, two and a half years after Sandy? It’s amazing that we were supposed to hear back from the Army Corps of Engineers in November of 2014 on what the final plans would be to add true protection to our peninsula and Jamaica bay. That date just came and went

without so much as a peep from our elected officials. In December 2014, we heard that The US Army Corps of Engineers would finally start community outreach meetings in January 2015. Really?!?! Have I missed something? It’s time we call Senator Schumer’s office and demand that he let us know what the hell is going on and why is he leaving us so vulnerable for so long! I’m pretty sure the next powerful hurricane won’t simply stop at the bottom of a five foot hill of sand. It will just smile as it screeches past us at 100 miles per hour! A fatal explosion near Kennedy’s at the point By Emil R. Lucev Sr. & daughter, Katie Lucev

In February of 1919, three Navy men, a Chief Petty Officer and two Seamen were blown to bits near Kennedy’s Place at Rockaway Point, so said the report. Upon investigation it was found that the men had been members of a party of six sent from the Rockaway Naval Air Station in charge of a depth bomb fully loaded with 120 pounds of TNT which they were under orders to test.

The other three member of the party were unhurt simply because they loitered about 100ft. behind their comrades! It was said that the party of six in charge of the bomb had left the air station shortly after 9 a.m. in a motorboat. They headed for Breezy Point and landed at Kennedy’s dock. From there on, it was necessary to carry the heavy bomb across the sand. It had been planned to take the bomb past the bungalows on the point to a place near Rockaway Shoals. With the CPO in charge of the

party and the two Sailors carrying the bomb in the lead, the group of six started off from Kennedy’s dock shortly before 10 a.m. They had been moving for about ten minutes and had gone almost 500 feet when the bomb suddenly exploded. The three men in the rear were flattened by the concussion, but were other wise unhurt. They were also showered with sand sent in all directions by the force of the explosion that left a deep crater in the beach sand. Of the CPO and two Sailors, nothing was to be seen, and then later a search found nothing as well. To the inlet behind the camera:

a big sign on the roof reads “Kennedy’s Casino”, as does the fascia under the eaves of the roof. The rest are unreadable because of the bad-printing job. When a better photo comes along, I will “86” this one from my collection. It is of poor quality, but RARE!!! The structure was first found on a 1917-point chart and was labeled as Friberg’s Pavilion. In 1919 Friberg’s Place was now listed as Maxwell Kennedy’s Breezy Point Inn – noted as a Ferry Stop. Personal Message: My Dad, Emil, is currently in the hospital with pulmonary issues. Sanitation’s Snow Removal Questions Answered We were lucky to have a mild, snowless December, but the white stuff decided to make its first major appearance in late January, reminding us once again, how much of a headache it can cause when it comes to traveling. Luckily, the Department of Sanitation is on hand to take care of the heavy work, but there are many facts about DSNY’s snow removal process in which you might not know about. The Sanitation Department is responsible for removing snow from 19,000 miles of roadways across the city. DSNY begins its snow cleanup process long before a storm hits by loading salt spreaders, attaching plows to trucks, preparing tire chains and notifying supplementary personnel. Sanitation has an FAQ section on its website to better explain its process, which is summed up below. DSNY’s first line of defense is salt spreaders. They are set up before the storm and spread a mix of rock salt and calcium chloride when a very small amount of snow or ice falls. DSNY doesn’t place salt on the streets before it snows because vehicles kick up the dry salt out of the middle of the street, where it is needed. Snowplows are prepared just

before the start of a storm and are sent out once two inches of snow have accumulated. The plow is set slightly off the ground so it doesn’t hit uneven streets or manhole covers. They’re not designed to scrape the street directly. The salt is designed to take care of the remaining snow on the street. However, salt isn’t always effective. Once the temperature dips below 24 degrees, the salt becomes less effective and residents should keep in mind that snow removal may take longer than usual in very cold temperatures. Ever wonder why plows push snow to the right? Sanitation must push to the right on two-lane streets to avoid blocking the oncoming left lane with snow. They plow to the right on one-way streets because accumulated snow on the left side would make left turns at intersections impossible, according to DSNY. Some roads may be cleared faster than others. DSNY has a priority to first clear primary roads like highways, bus routes, hospital and school roads and other routes often used by emergency vehicles. Second on the priority list are heavily traveled streets. Side streets are taken care of last. Sani-

tation’s progress can be tracked with PlowNYC at maps.nyc.gov/ snow. The website tells you what priority your street is and the approximate time that a snowplow came through. When a storm hits, Sanitation sometimes puts its major job on hold. Garbage and recycling collection may be delayed or suspended depending how bad the storm is. Call 311 or visit www.nyc.

TAKING THE TIME TO REST By Helen Kilgallen There is healing in the art of simply resting. Nothing to do but take care of yourself . How many people make time to relax? Often times we are looking to complete many tasks in a short period of time. We don’t realize how much stress we put on our bodies by constantly doing things. There are many ways you can rest mindfully, taking full advantage of recharging your whole body and mind. Tonight myself and Paulette taught a therapeutic restorative yoga class. The goal was to be fully supported in resting pose so that you can let go of life’s busy schedule. You set yourself up in a yoga

pose and then you rest. This practice has been proven to be so healing to many people. It is amazing to see the benefits in our students. Deeply going in the pose, fully supported, allows them to open their bodies, minds and souls like no other practice. It is quiet, safe and nurturing. There is such beauty in the art of healing through resting. Between resting poses, we gently move our bodies to encourage more healing through our energy channels. It is extremely potent medicine. Perhaps taking a bath could be a wonderful way to rest and relax. Add some nice bath salts, light a candle and step into your oasis. Let your body soften and melt into

By expanding the system across the city, we’ve brought that per ride cost down to $4,” Glen said. Amy Spitalnick of the Office of Management and Budget offered more insight. “The reason we are planning for 2017 is because the new Rockaway ferry will be part of a comprehensive citywide ferry system. That means it will be crosssubsidized with other routes, which will bring the ridership necessary to make it work,” Spitalnick told the Rockaway Times. “And 2017 is the target because this will obviously require some real capital investment and work.” There are currently no concrete details about the Rockaway ferry. While the City says the ferry system will be operated by private companies, it is not guaranteed that SeaStreak, which operated the former Rockaway ferry, will run the service. It is not clear how many daily trips the ferry will make and if the service will run seven days a week. Also, a location has not yet been announced. Some residents took to social media to speculate, with some claiming that the new port will be around Beach 57th Street instead of the former Beach 108th Street site. Many agreed that two ports, on the east and west ends of the pen-

Many are left asking the question, if a ferry is good for 2017, why isn’t it good now? Many locals commented on social media (and in this week’s Rockaway Times editorial) that 2017 is the year Mayor de Blasio will be running for re-election. “This is not good news. We want ferry service running by this spring,” longtime ferry activist Joe Hartigan said. “This type of announcement is exactly what happened before Bloomberg’s third election run which resulted in us getting a fishing boat ferry service and 2017 is an election year. What happened to the game changer money, Weiner money and the New York Rising Money? How come Staten Island already received $10 million in additional funding for expanded ferry service and the service is still free? The Mayor is telling a tale of two Boroughs--one gets to commute for free and one gets nothing. The money for the Rockaway ferry is there. The ferry service should be implemented immediately.” Local politicians agree that 2017 isn’t soon enough and say that they’ll fight for the service to be restored sooner. “While I am encouraged by the news and what it means for the future of Rockaway, our families and small businesses are suffering today and need service implemented immediately,” Assemblyman Phil Goldfeder said. “Our ferry dock at Beach 108th was disassembled and shipped away overnight. It should not take two years to bring it back. Our struggling families deserve equal access to transit just like every other resident in this city and I will not stop fighting until this is a reality.” State Senator Joseph Addabbo Jr. shared Golfeder’s sentiments and expressed his concern over expanding affordable housing and bringing new residents to the peninsula, as the current infrastructure cannot support a growing population. “I have my questions and concerns about an aggressive infrastructure upgrade. ■ Combine scallops, olive oil, white

8 ounces bay scallops (sometimes I substitute medium shrimp which is equally great) ■ 2 tablespoons olive oil ■ 2 tablespoons dry white wine or vermouth ■ 1 finely chopped large shallot ■ 1 tablespoon chopped fresh tarragon or 1 teaspoon dried ■ 1/3 cup fresh breadcrumbs (packaged can be used but fresh is so much better) ■

Preheat oven to 450°F.

FrancesaCon 2 Lives Up To Hype On a cold November day in 2013 I came home from my old job working as a paper-pusher at financial firm in Norwalk, CT. The job was boring and I spent most of my time thinking of things besides work (perhaps that’s why it didn’t work out?). On my way home, WFAN radio host Mike Francesa was in the middle of one of his infamous rants. He was tearing into the MLB for the way they handled the Alex Rodriguez situation. When I got home, I laughed thinking about doing a Mike Francesa-themed bar crawl. His fiercely loyal and borderline crazy fans would make the perfect crowd at a bar crawl. I texted my buddy and fellow Francesa follower who thought it might just be crazy enough to work. Thus, FrancesaCon was born and for the second straight year, New York sports fans packed the house to raise money for charity and pay homage to “New York’s Number One” radio host Mike Francesa. Originally organized as a bar crawl that took place on the Upper East Side last February, the event

had to be moved to Irving Plaza this year when Francesa himself announced his plans to attend. Say what you want about the drive-time host, but he is a man of his word and showed up around 2:30 PM -- sending the 1,000 person crowd into madness. Francesa spent nearly ten minutes on stage joking around with and thanking the crowd, and then took pictures for two hours. Aside from The Sports Pope, other special guests who attended the event were former NY Giant and Super Bowl champion Carl Banks, WFAN host John Jamstremski, and Staten Island Borough President Jimmy Oddo. Francesa enjoyed his time at the event so much that he opened his show on Monday by talking about the event. “It was the most amazing thing I’ve ever experienced,” Francesa said. “The crowd response was something I’ll never forget as long as I live.” Proceeds from the event were donated to The Children’s Network for Hope and The Theodore Atlas Foundation.

Ulrich Talks Transportation With DOT Commish It’s well known that Rockaway has many issues with transportation. Councilman Eric Ulrich recently sat down the Queens Department of Transportation Commissioner Jeff Lynch to discuss specific transportation issues that affect the Rockaways and other parts of his district. Lynch, Ulrich and several other DOT staffers discussed several issues such as new plans for redesigning intersections on both sides of the Cross Bay Bridge, a request for a left turn signal at the intersection at Beach 108th Street, and repaving Beach Channel Drive be-

tween Beach 141 and the Marine Parkway Bridge. They also discussed traffic safety plans along the Rockaway Freeway near Scholars’ Academy. Lynch also spoke about new DOT projects for the Rockaway Beach Boulevard corridor in the Hammels section of the peninsula. “Whether it’s fixing potholes on neighborhood streets or improving transportation in the Rockaways, it is essential that city agencies are responsive to the needs of my constituents,” Councilman Ulrich said.

February Boardwalk Update While work may seem slow-going, the Parks Department has released a boardwalk update for the month of February which highlights work that has been completed and started, and the plan for the work that will take place this month. The Department of Parks and Recreations says work, carried out by Skanska, will take be taking place in all five phases of boardwalk construction throughout February. They still have a goal of completing Beach 86th through Beach 97th Streets by Memorial Day and Beach 97th through Beach 107th Streets by the 4th of July. In Phase 1, from Beach 86th Street to Beach 97th Street, Skanska will continue to install utilities and sandfill under the boardwalk. Pile driving for beach access structures will continue at Beach 94th and Beach 92nd Streets. Pre-cast concrete pile caps and planks will be installed at the beach access sites. Installation of the finished boardwalk concrete planks will also continue. In Phase 2, between Beach 97th and Beach 107th Streets, the company will install sand retaining wall panels, pile caps and electri-

cal and plumbing utilities. A new crane will be brought to the area to install the pile caps. Pile driving for beach access structures will begin at Beach 102nd Street. New sand will also be placed under the boardwalk. In Phase 3, between Beach 106th and Beach 126th Streets, Parks says remaining removals will be coordinated based on utility relocation work in the area and they expect pile driving to commence in Spring 2015. In Phase 4A, between Beach 73rd and Beach 86th Streets and Phase 4B, between Beach 60th and Beach 73rd Streets, existing boardwalk piles, caps, planks and firestops will continue to be removed in 4A. Preconstruction visual surveys will be taken of residential homes and buildings within 200 feet of pile driving operations and pipe and H pile driving for the new boardwalk will begin. In Phase 5, between Beach 19th and Beach 39th Streets, sand fencing will be installed and beach grass will be planted to establish the dune. According to Parks, the installations of the pipe piles, H-piles, sand retaining wall and pile caps is substantially complete in Phase

1 and the pre-cast concrete plank mock-up is also substantially complete and the planks are in the process of being made. Removal of the existing boardwalk piles and caps, site grading work and pipe and H-pile driving is substantially complete in Phase 2. In Phase 3, all removals are substantially complete except from Beach 118th Street to Beach 121st Streets and the contractor is de-

mobilized. The remaining removals will be coordinated and completed based on utility relocation work in the area. In Phase 4B, the removals contractor has finished removing the existing boardwalk piles and caps, benches and railings. In Phase 4A, the contractor installed a chain link fence to secure the site and completed 50 percent of removals.

By Katie McFadden As part of Tuesday’s State of the City address, Mayor de Blasio announced big goals for Build it Back. The Mayor says the money is coming, guaranteeing that every reimbursement check will be sent out before the end of the year. The Mayor spoke of his accomplishments during 2014 and brought up the Build it Back program, which had major problems until it was overhauled in April. “We helped repair the devastation wrought by Superstorm Sandy – beating even our ambitious goals – with construction starting on more than 1,000 homes; and badly needed reimbursements provided to more than 2,000 homeowners,” de Blasio said. As of February 2, Build it Back said it has started construction on 1,041 homes, has completely finished 361 homes and has sent out 2,241 reimbursement checks. There are about 14,000 applicants in the program. In his State of the City address, Mayor de Blasio announced his ambitious goals for Build it Back in 2015. “I want to make perfectly clear that every reimbursement

check will be in the hands of those who need them by the end of this year. From Staten Island to Canarsie to the Rockaways, families hit by the storm have been through so much. This Administration will finish the job of helping them rebuild,” he said. State Senator Joseph Addabbo Jr. says the announcement is good news for the community, if it happens. “In the Mayor’s State of the City address, he said each and every reimbursement check for Superstorm Sandy victims would be given out by the year’s end. This is very encouraging, and I hope realistic given Build it Back’s progress last year,” Senator Addabbo said. “Making our community whole again is long overdue and I hope this year can bring heaps of progress for those still wading through the storm’s wake. I host Build it Back representatives in my Howard Beach District Office every Wednesday and look forward to continuing our working relationship until each and every resident credibly seeking assistance gets the help they need.”
