Dead Whale Found On Breezy Beach
APPLY FOR SUMMER YOUTH EMPLOYMENT PROGRAM
A sad reminder that we are neighbors with sea creatures. A little past noon on Monday, February 12, a park visitor notified the U.S. Park Police (USPP) of this whale found on the beach in Breezy Point. USPP officers responded and found a deceased humpback whale approximately 30 feet in length. The Atlantic Marine Conservation Society was notified. They confirmed that it was a humpback whale and necropsy will occur.

The Summer Youth Employment Program (SYEP) provides New York City youth between the ages of 14 and 24 with paid summer employment for up to six weeks in July and August. Participants work in entry-level jobs in a variety of industries including entry-level jobs at government agencies, hospitals, summer camps, nonprofits, small businesses, law firms, museums, sports enterprises, and retail organizations. SYEP also offers workshops on job readiness, career exploration and financial literacy, and opportunities to continue education and social growth. Programs are located in community-based organizations in

NPS Invites You: Make Ft. Tilden and Riis Landing Your Own

Just recently, the National Parks Service (NPS) announced a Request for Expression of Interest (RFEI) seeking responses from individuals, educational institutions, governmental agencies or entities, and non-profit or for-profit organizations, interested in re-use of buildings and land at Fort Tilden East and Riis Landing in the Jamaica Bay Unit of Gateway National Recreation Area. Both areas, located on the western end of the peninsula, flanked on the north and west by the gated communities of Roxbury and Breezy Point, respectively, comprise a whopping 85 acres, including 13 buildings and associated land, are identified under the National Register Of Historic Districts. Breezy Point resident Tim Leary, a basketball coaching legend and the all-time leader in victories at St. Francis Prep High School and member of the New York State Basketball Hall of Fame, has died. Leary, a teacher and administrator with the New York City Board of Education, was best known for working the sidelines at Prep for 43 years. As a youngster, he was a baseball and basketball standout. He was also a friend to many and his influence was highlighted in The Tablet newspaper last year. In a profile the paper published in February, 2017, it was noted how an enormous turnout of family, friends, and alumni came to the Prep gym to honor Leary at his last home game after he had announced
his retirement. Tim was the beloved husband of the late Claudia and the loving father of Kristen (Dan), Brian (Dorothy), Tara (Tori), and Timothy (Kelli). He was the loving grandfather of Rebecca, Daniel, Aidan, Jack, Grace, Mairead and Tatum, and loving brother of Billy, Kevin and Danny Leary. Arrangements for Tim Leary are as follows: He will be waked at The Joseph G. Duffy Funeral Home, (255 9th Street Brooklyn, NY) on Thursday, February 15 (2-5 p.m., 7-9 p.m.). BILLIONS
When the stock market first dropped a couple of weeks back I thought about an old buddy who used to manage money at a Wall Street firm. He’d say after a down day, his company “made millionaires….out of billionaires.” Ya might have to read that twice to get the joke. Anyway, speaking of billionaires, I‘ve met two: Michael Bloomberg and Stephen Spielberg. As far as I could tell, they had nothing in common other than having more money than they could ever spend. Oh, apologies to my friends and acquaintances at the Belle Harbor Yacht Club if I didn’t realize your net worth starts with a “B.” So please, no letter to the editor telling me you’re like, really rich. Anyway, a billion is a lot. A
measly two percent interest on a billion is $20 million a year. Most people could get by on 20 mil a year but most people, most billionaires, aren’t Elon Musk. Elon Musk is underrated. He’s got a funny name so maybe that’s one reason he flies — so to speak — under the radar. The guy is out there and not shy about publicizing himself but he’s not Einstein or Thomas Edison famous — though he should be. You probably heard about the rocket launch that was called a “game changer” for future commercial space travel. Because the rocket boosters proved reusable the costs fall dramatically. Investment and further innovation will follow. A manned mission to Mars is downright plausible now. And Musk is the guy making it happen. He’s the guy who started the Tesla, the
groundbreaking electric car company. Tesla, by the way, is named after a brilliant inventor, Nikoloi Tesla who was overshadowed by Edison. Musk has a rocket company and a car company. And he’s got something called The Boring Company — though it’s anything but. It’s boring as in making tunnels — not boring as in me writing about inventors. Sick of traffic, he figured tunnels were the way to go but not just ordinary tunnels. He plans the kind that have electric sleds that can fly along at 125 miles per hour. Eventually the sleds will be replaced by passenger capsules that will go far faster. The early version means a trip from Manhattan to Washington DC will take 29 minutes (or one third the time it takes you to get from Rockaway to the City). He’s got plans for tunnels in California and the east coast. It sounds science-fictiony but
he’s already got some permits and some governmental approvals. He wants to harness enough solar energy to power the whole world. He’s working on it. Oh, and robots? He’s scared to death of Artificial Intelligence. Basically he thinks robots will eventually kill or enslave us. (“Alexa, can I play music for you?”) And he thinks that World War III will probably occur because of it, otherwise he’s wildly optimistic about the future. I’m selling him short in this brief overview because he really is our modern day Edison. But the real point is that he’s a billionaire doing something with his billions. It seems a lot of billionaires just want to make more billions. They want to move up on the world’s richest list. Big deal. But what I do know, I’m just a thousandaire.

Schumer: Game Changer MILLION$$ ON THE WAY Late last Friday afternoon, February 9, Senator Chuck Schumer announced a “re-programming” of more that $700 million which was in “limbo” and will now be directed to the Army Corps of Engineers to be used for “vital resiliency projects.” Schumer said the re-programmed money, part of the recently passed budget deal in Congress, “Pays for critical storm protection projects in Rockaway and Jamaica Bay. Without this ‘re-programming’ these critical projects were at risk for never getting built.” The Senator said $730 million will help move projects including dunes, groins, and beach fill along the Atlantic Shoreline. The money will address “high frequency flooding risk reduction measures in Jamaica Bay. These funds are a game changer for Rockaway.”
The money will also be used for projects elsewhere including Staten Island, Fire Island and Montauk. Still, Schumer emphasized Rockaway in his statement. “With these funds there should be little in the way of completing important storm protection projects in Rockaway. This massive infusion of construction funds will enable the Army Corps to take berms and barriers and jetties from the drawing board to the beach and bay.” In 2013, Schumer and his colleagues successfully passed the Sandy Relief bill which provided $60 billion in federal disaster funds. Of that, over $5 billion was appropriated to Army Corps projects, with more than $2.1B for New York Army Corps projects. One of the main goals of the Sandy relief package was to allow the Army Corps of Engineers to rebuild and fortify the

Schumer “successfully pushed” in the just-passed budget deal to repurpose and transfer those unused funds into the pot of funds used for the Army Corps’ construction of coast resiliency projects in New York. The “limbo” has not sat well with locals. Since Sandy, numerous groups and individuals have been vocal in their demands for better beach protection. Most recently in June, 2017, residents from Rockaway Beach to Belle Harbor and Neponsit, with a shrinking beach as a backdrop, staged rallies on the beach demanding government action. New, but not fully fortified dunes, and a reconstructed boardwalk are the only protective measures put in place since Sandy in 2012. The Army Corps has been working on a “Reformulation Plan” which is designed to protect the area from the East Rockaway Inlet to Breezy Point but few details and less evidence of work has been made publicly available since the fall of 2016. D'Ambrosio, a spokesperson for the Army Corps, said, “As the Corps has just recently become aware of this information regarding the potential for additional funds, we're in the process of determining how this money can best be implemented into the Sandy program.” In any case, the timeline remains fluid. “The Corps of Engineers is currently in the process of completing the Rockaway Reformulation study which we expect to submit to headquarters for approval in Fall of 2018. We're continuing to work throughout all levels of the organization to expedite the process. The report must be approved by USACE headquarters then submitted to Congress at which time if approved, will be converted to an authorized project eligible to receive construction funds. Until this process is complete, we cannot provide a timeline for implementation.” In late January, Mayor de Blasio met with Army Corps of Engineers Commander Lieutenant General Todd T. Semonite who, according to City Hall, agreed to accelerate beachfront protection projects and continue to move forward on bayside investments. Well, it seems, at least they’re getting the money to do so.

Hit us with your best shots (again)! The Third Annual Rockaway Times Photo Contest is now underway. As our regular feature, Local Color, shows — Rockaway is full of some talented photographers. But the contest reveals the best of the best and you don’t have to be a professional to win the top prize of $500. Last year’s winner, Jennifer Keim, snapped a gorgeous shot of a wave splashing a bulkhead, with a sunset and the Breezy Point Lighthouse in the background. It was taken on her iPhone. The contest's judges didn’t seem to mind as they deemed hers the best among 15 finalists at a ceremony at Caracas on the boardwalk. The boardwalk was also the site of where photos of 30 semi-finalists had their work displayed. Photo entries were blown up to poster-sized masterpieces and were displayed from Beach 19th Street to Riis Park. One of the finalists, Joe Seminara, said, “What an honor! The photos are all amazing and they add so much to the boardwalk.” Photos submitted are also considered for the annual cover of The Rockaway Times Summer Guide. In 2016, Timmy Burke’s bike on the beach adorned the cover and last year Seminara’s shot of his surfing daughter, Maya, was chosen. Once again, community activist and Rockaway Times columnist, John Cori, will spearhead the contest. “My main goal is to get people exposure. We have great photographers who really capture the beauty and wonderful backdrop of the peninsula, and we want to get their photos out there, instead of on their phones or on Facebook,” Cori said. The contest, which draws more than 1,000 photos, has proven so successful it has attracted willing co-sponsors. The NYC Parks Department, the Jamaica Bay – Rockaway Parks Conservancy (JBRPC), the NYCFerry, and the Rockaway Artists Alliance (RAA) contribute time, money and manpower to make the contest a real signature event on the Rock-
away calendar. Details on judging and when photos will be displayed will be announced in the coming weeks. For now, the main news is the photo contest is now open and the categories are: Jamaica Bay (including shots on the water, Broad Channel and the bird sanctuary); Beach Life (surfing, swimming, families, fun, sunsets, if you think it fits we’ll consider it!); The Ferry (shots anywhere along the route or taken from the shore); Rockaway Action Shots (if there’s movement and it’s a great shot in Rockaway, send it in!); Pets (need we say more?). Please, please keep in mind: you are limited to TWO (2) photos per category so only send the ones you think will compete for top honors. Of Women The Rockaway Artists Alliance (RAA) previously announced its first art exhibition of 2018, Of Women. This is a reminder that the deadline for submissions is Friday, February 16. This year marks the 10th year anniversary of the RAA exhibition, Of Women. In celebration of Womenâ&#x20AC;&#x2122;s History Month, RAA is bringing back this show to honor women and women artists of multiple generations. THE POWER OF LOVE The most amazing thing about life is love. In all of its forms, shapes, intensities and colors. The symbol of love is the heart shape and contained within this is compassion, gratitude, generosity and forgiveness. Compassion: acting in genuine concern for others Gratitude: acknowledging blessings, showing appreciation and kindness Generosity: giving on a grand scale in a quiet way Forgiveness: freeing oneself of dissatisfactions and resent-
ments and shifting to overcome These are tall orders, but in my experience, definitely able to bring about. Having the intention to be compassionate, to be grateful, to be generous and to be forgiving, is a first step. The energy required to see the light and to make subtle changes just follows. The big realization is the intention towards love. “I want to be compassionate. I want to feel and know what it is to be compassionate and do so on a daily basis all the days of
my life.” Once that intention is heart-felt, I can guarantee that it will manifest at some point in time. Remembering that things don’t happen in the time we want or think they should happen! These powers of love and intentions of love are so strong and can change negativities in a big way. There just must be focused attention and intention from the heart. In the face of adversity, place the attention in an intention for love, peace and joy. Imagine the outcome. We cannot ignore that there are issues that come up with those close in our lives that may seem to compromise the presence of love; these are temporary if we know with our hearts that the attention and intention will prevail. The mind can also help with this process of living in a loving heart with a little shift of attitude. Thinking hard on shifting negatives to positives, however far-fetched it may seem, and then giving some time and space to let the inner workings shift and change. The key for
The Rockaway Times me personally here is to give some time and space rather than keeping the thoughts on what is wrong. Having an intention in the mind to make a shift and then letting it go for a bit, focusing on other things and letting the shift happen seemingly on its own. The inner workings at work. The attention and intention in the heart space and the focus on mind positivity unite together in the body to be the ground from which love can grow. The power of love — compassion, gratitude, generosity and forgivenesss — is a force of vigor and strength that can overcome any adversity, suffering or sorrow. It is within each of us and connecting to others from that powerful place will bring joy into your life. Find the way to compassion and ease with a smile to the love within your heart. Group Wants Wind – Not Another Pipeline By Kami-Leigh Agard
Wind or Williams, is the question. Currently, there is a pipeline, managed by the Williams company, that delivers natural gas to a transfer station at Floyd Bennett Field in Brooklyn. The pipeline runs across the water from New Jersey, under Riis Park, across the bay to an old airplane hangar where it ties in with the National Grid system. That pipeline, completed in 2015, was controversial as many people feared the environmental impacts it would bring, its vulnerability as a terrorism target and the safety record of the company involved. It eventually got a government greenlight which some maintain was due in large part to Rockaway people being distracted by Sandy recovery efforts. Williams now seeks an additional pipeline from New Jersey, across the Raritan Bay, that would tie in to the Rockaway pipeline for the purpose of
bringing more natural gas to the metropolitan area. But there’s a wind with different sentiment blowing. At a meeting with Rockaway residents held last Friday, February 9 at Challenge Prep Charter School, activists from the Sane Energy Project (SEP), bulleted every reason why they believe the pipeline would be detrimental to the peninsula, and alternatively why Offshore Wind is the way to go. Joining the discussion were Senator Joseph P. Addabbo and John Cori, president of the Rockaway Beach Civic Association. Leading the meeting were SEP representatives, Kim Fraczek, director, and JK Canepa, the group’s community coordinator. SEP is a New York-based organization advocating towards a just transition to a renewable energy economy and away from fossil fuels. Together with other groups they launched the campaign, ‘Wind Not Williams.’ According to SEP, the aim of their coalition’s campaign is
“to inform and engage coastal residents about future energy choices and how to engage in the state process to build an economy based on clean, renewable energy, local jobs and visions of an equitable and accountable energy system.” At the meeting, Fraczek, shared a personal anecdote about why she is passionately against the Williams’ pipeline. “I grew up in Pennsylvania, where they are continually drilling for gas, and as a result of pollution, many people cannot drink their water or even bathe their kids. When companies like Williams are building their pipelines, they just show you their one pipeline. They don’t show you how they are working with other pipeline companies and ultimately, what their agenda is with the gas industry. When I moved to New York, there was a pipeline coming in to the West Village, and because I personally have experienced the detrimental affects of natural gas pipelines, I banded with
the community and together we got 5,000 people to come out against it. We put together an interactive online map so folks could get a visual of how the pipelines interconnect and how their depressor stations affect real people. Our coalition consists of people who care about the health, safety and democracy of our communities. We are not just radical activists.” However, the Williams Company believes their 23-mile long natural gas pipeline would actually help residents by saving them money with energy costs and reducing greenhouse gas emissions. Why - 80 Acres Of Nothing Dear Editor : There is a lot of undeveloped land east on Beach 58th Street. To the west is Arverne by the Sea which turned out very nicely and looks like the latest construction going up will complete that part of that area which is a good thing for Rockaway. But what about the other way? I remember stories about this being part of a plan called Arverne East. I remember after Hurricane Sandy them doing
some contest about plans for that end. My curiosity got me so I googled Arverne East and this contest which was called Farroc. There was a lot of fanfare and promises. The winners were announced in 2013! We’re going on five years and there’s just nothing there, nothing going on. I did more research and see developers were basically awarded the property in 2006! Twelve years! People have talked about taking the courthouse back from the developer (another project that is going nowhere)! What about the developers who have sat on 80-plus acres of prime oceanfront for twelve years? Are they even paying taxes on this property? It’s really a shame that nothing is being done. Dear Editor: I pray for our police and anyone who tries to keep our city and neighborhoods safe. I saw a report on “60 Minutes” which would allow people from other states to carry concealed weapons if they come to New York. The right to conceal guns in one state would be like a driver’s license. If you can do it in a state like Arizona or West Virginia then you could do so in New York. At a routine stop or in a lot of situations, I don’t think police will be able to tell who is legally carrying a gun and who is just a criminal meaning to do harm. I think this is one instance where state laws must prevail. What’s good in some rural states won’t be good for large cities. I hope this never comes to pass. Pat Kavanagh

BUILD IT BACK BUNGLING (Again)
Back in April of last year, work on the street raising/ new bulkhead installations on West 11th and 12th Roads were suspended "indefinitely" to allow the City's Build it Back (BiB) program access to those same streets in order to raise/rebuild homes. At a transition meeting prior to the turnover it was made crystal clear to the Build it
Back "powers that be" that there would be multiple families who are not part of the Build it Back operation who would continue to reside in their homes on both streets. At that time, it was stressed to BiB that their contractor staff must remain acutely aware of these remaining families and occupied properties and afford them a modicum of courtesy and consideration so as to not inordinately impact their dayto-day lives (parking, deliveries, street ingress/egress, driveway access, refuse removal, etc.) Build it Back (BiB) Chief Operating Officer Lou Mendes was present at this meeting and provided assurances that the multi-contractor operations on these streets, involving some 30 plus homes, would be suffi-
ciently supervised in order to obviate or otherwise promptly address any problems or concerns on the part of these remaining residents caused by BiB contractor staff and/ or operations. As it turned out, Mr. Mendes' "assurances" amounted to nothing more than a bunch of malarkey as shortly after the take-over of the affected streets the various contractors (at least on West 12th Road) went about their business at various homes all along the street with little or no courtesy or consideration for those few remaining residents still living on the block. Initially, we tried to address these concerns by speaking with the various contractors on the block but, unfortunately, our attempts to politely deal with some of these individuals left us with the
annoying feeling that there are some contractors who apparently think they don't have to interact with residents still living on the street, with anything more than lip service. Our complaints and concerns in this regard were then raised to the level of BiB senior staff, and the Office of the Queens Borough President. We advised them that our experience with the entire Build it Back Contractor Circus on the street was not unlike the end of the DreamWorks 2005 film, Madagascar, where the penguins simply lie about on the beach ignoring all the other animals attempting to leave the island with the attitude of "Smile and wave boys, smile and wave!" Blood Pressure People with stage I hypertension (systolic BP of 140 to 159 or diastolic BP of 90 to 99) have an increased risk of death from cardiovascular events compared with people with normal blood pressure. The decision on whether or not to treat individuals with hypertension depends on a number of risk factors. These risk factors include older age, male sex, BP level, smoking, elevated lipid levels, diabetes, and a family history of premature cardiovascular disease. Poor lifestyle habits may be especially harmful in younger individuals who will be exposed to these harm-
ful habits all during their life of course but, except for smoking, there have been little to no studies done to look at the harmful effects of poor lifestyle choices. Cigarette smoking and alcohol consumption are common in the western world yet little information is available on their joint effect on major adverse cardiovascular and renal (kidney) events, or MACE. That is, until recently. Late last year, the results of the Hypertension and Ambulatory Recording Venetia Study, or HARVEST, were published. This study, done in Italy, was begun in 1990. HARVEST was a

long-term study that followed 18- to 45-year-old individuals with stage I hypertension. Multiple risk factors for MACE were looked at including cigarette smoking, alcohol consumption, and coffee consumption. Blood pressure, weight, lipid and glucose levels, and physical activity were also followed. Major adverse everts, or MACE, were also recorded. When the results were tabulated, the authors found that the combination of heavy smoking (10 or more cigarettes a day) and alcohol use, especially heavy alcohol use, interacted with each other to cause higher rates of MACE than either factor alone did. This suggested that alcohol use and smoking have a synergistic effect on cardiovascular disease (synergistic effects are when two or more factors, when combined, have a higher rate than any factor by itself does). Over the first 13 years of the study, one quarter of subjects who smoked heavily and drank had a major cardiovascular event. Remember that
The Rockaway Times when the study began, some subjects were as young as 18. Those who both smoked and drank had a sevenfold higher rate of MACE than those who neither smoked nor drank, especially a much higher rate of heart attacks and heart disease. These results underline the importance of smoking and drinking as risk factors for cardiovascular disease in younger individuals with mildly elevated blood pressure. The risks from smoking and drinking were much higher than even the risk from a family history of cardiovascular disease. In addition, smoking and drinking have a synergistic effect in the risk of developing certain cancers, atrial fibrillation, and aortic aneurysms. In other words, we need to educate young people, many of whom consider themselves indestructible, about the risks of self-destructive behavior, including smoking and drinking, while they are young before it is too late. 116th And The Boardwalk These pictures from the boardwalk can be found on OldRockawayPhotos.com, a website operated by Rockaway historian James Supple. Curley’s hotel (Curley's Atlas
Hotel and Baths) stood at the foot of Beach 116th Street from 1900 until 1968 when it was destroyed by a massive fire. The famous comedian, George Carlin, cited Curley’s as the place
in which he was conceived. The picture just captures a corner of the hotel which extended to Beach 117th Street. Rockaway youngsters found employment here as beach umbrellas
were rented by Curley’s. After the 1968 fire, the site remained a vacant lot for almost forty years. The Ocean Grande was built, completing construction in 2006.

In 1994, the United States passed a law that required manufacturers to make water-efficient fixtures. No toilet was allowed to use more than 1.6 gallons per flush and no shower was allowed to dispense more than 2.5 gallons per minute. Enough years have gone by since 1994 and everybody has either replaced every old toilet in their home or been forced to service their existing toilet. As a plumber, I deal with the issues that come up relating to low-flow fixtures on an almost daily basis. Sometimes I think that the law was passed more to keep all the plumbers in business than to help save the environment. The irony about the law about using less water is that people end up flushing their toilets twice or even three times as much just to get everything down and although in theory using less water is always a good thing, it causes a whole lot of problems for everybody. There are brands that are far superior to others when it comes to low-flow fixtures and being that this is the only aspect that can be controlled by the consumer, it’s something to really pay attention to. If you are looking for a new toilet, take my word for it and buy a TOTO. They are far and away the best toilets out there in terms of flushing ability and are worth every penny. Thinking that every toilet flushes the same could not be further from the truth. In the past decade, I have gotten almost zero phone calls to service a TOTO toilet. If you don’t want to spend the $300 a TOTO will cost you, stick with Kohler. Although it’s not the best you can buy, it’ll do the job perfectly fine without
breaking the bank. As usual, the Home Depot and Lowes brand toilets such as Glacier Bay, and Project Source aren’t worth the box they come in. Please don’t waste your time and money putting one in. On to the topic of terrible shower pressure. The days of popping the water saver out of the showerhead are long gone. The manufacturers finally got smart and figured out how to make them tamper proof. So how do we get a decent shower these days? As always, it starts with the quality of the fixture itself. Grohe is still at the top of the heap when it comes to shower technology and if you’re doing a remodel or new renovation, it’s well worth it. If you don’t want to break any walls, invest in a SPEAKMAN showerhead. It will cost you around $125 just for an ordinary looking showerhead but it works. Ask anyone who has one or read most online reviews and you’ll see. If you’re lucky enough to still have your old toilet in working condition my advice is to do whatever you have to, to keep it in running condition. The parts and labor will be more expensive to repair these old relics but at least they’ll still flush enough water to keep everything moving smoothly. Once it's gone, you'll wish you never got rid of it. They don’t make them like they used to. Each year they try to pass more and more legislation to still cut down on water usage across the country and who knows how low it could get. The number of contractor-related problems dropped dramatically with the assignment of this street coordinator and for a period of time, all was right with the world. Unfortunately, Mr. Murphy and his really annoying law, saw our street activity coordinator injured and depart on medical leave with no replacement. Guess what? The penguins were soon back in force "smiling and waving" and, not surprisingly, the number of contractor/resident-related issues immediately started climbing again. Scheduled sanitation pickups were missed because of contractor-related street
THURSDAY, FEBRUARY 15, 2018 blockages and lengthy street blockages became once again routine due to contractor equipment being parked and left in the middle of the road. Coordination between the various individual BiB contractors was almost non-existent as evidenced by the absence of an assigned flag man at the top of the block to coordinate vehicle access on and off the street. This resulted in dumpster, concrete, and flatbed material trucks, as well as homeowners' private vehicles waiting inordinate periods of time to access or egress the street. You haven't lived until you have finally convinced a contractor at the bay end of the block to do you the courtesy of moving his van or truck to allow you to drive up the street on your way to work, school, grocery shopping or a medical appointment only to see a large concrete truck suddenly backing down the top of the street with no flag man and the driver depending solely on his rear view

Our concerns were once again addressed to the BiB higher-ups advising that despite the street activity coordinator's absence on medical leave, we saw no excuse for the City to allow these BiB contractors to revert to their rude and extremely inconsiderate habit of impeding street access for residents at their leisure. Once again, BiB has reacted by temporarily assigning yet another individual to fill in for the duties of the street activity coordinator until such time as he returns from medical leave. Although greatly appreciated, BiB's response in this matter is clearly reactive in nature whereas a more proactive approach would have seen a continuance of street supervision to preclude these problems from rearing their annoying heads once again. When it comes down to maintaining an awareness,
Page 33 consideration and common courtesy on the part of contractors for the impact of their work on those non-BiB residents living on the street, the difference between the DDC/EIC contractor's street raising and bulkhead operations and the present Build it Back operations on West 12th Road is as clear as day and night — EIC excelled at it while Build it Back continues to struggle with their contractor staff who appear either unwilling or unable to grasp the concept. Plans for Rockaway’s First All-Inclusive Playground Underway By Kami-Leigh Agard
Imagine an all-inclusive playground where all children and adults can enjoy, regardless of disability, while basking in the view of Rockaway’s beautiful oceanfront? Well, the Friends of the Beach 59th Street Playground Association are determined to see such a playground come to fruition, creating the first of its kind in Rockaway. This past Saturday, February 10, the Association held its first general meeting for the year at the 100th Precinct with local residents, the NYC Parks Department, Assemblywoman Stacey Amato Pheffer, Jessica Luina, event planner at Councilman Donovan Richard’s office, neighborhood civic leaders and the Precinct’s Neighborhood Community Officers (NCOs) not only just to roll out their 2018 agenda, but to embolden folks to roll up their sleeves and help. Association Board President Florence Ferguson said, “With events such as ‘It’s My Park Day’ on Earth Day; our signature, ‘Summer Fun, Fit and Fabulous,’ hosted with Rockaway’s Zumba reigning Queen, Lisa G with invaluable help from the Rockaway YMCA; summer movie nights; our ‘Teachable Moments’ series; ‘August Back to School’ event and ‘It’s My Park Day Fall Festival,’ 2017 was a remarkable year. However, for 2018, we’re ready to roll, not just with more events, but with beginning the actually design of the playground, and we need the community’s help.” Ferguson, or ‘Lady Flo,’ as she is affectionately called, together with her fellow board members, local residents, Belinda Edwards, vice president; Trishia Bermudez, treasurer; Deborah Short, secretary; and Leonard Yarde, sergeant-atarms, created the Friends of Beach 59th Street Association in 2015. Within one year, the Association got support from the NYC Parks Department, Councilman Richards and the
100th Precinct, where they host their meetings. They partnered with the Precinct’s NCOs, and in tandem with the NYC Parks Department, the evolution of the playground began. “The partnership with all of these people advocating for the same goal was a beautiful thing. The Precinct started locking the playground and addressing the lighting issues at night because during this time, there were a lot of disturbances and worrisome activity,” Ferguson said. Not only did the Association work towards making the playground safer, but successfully executed activities to engage the community such as ‘It’s My Park Day,’ where together with local politicians, civic leaders and residents, they beautified the playground and created ‘Teachable Moments’ for the children. Just last fall, Assemblywoman Amato rolled up her sleeves and joined in with the community to plant daffodils in the playground. However, for 2018, Ferguson and the board are focused
on expansion. “We’re asking everyone in the community — parents, teachers, artists, writers, trades people, community organizers, event planners — everyone! — to join in and collaborate with us on the actual re-design of the playground so it’s all-inclusive. As of now, it’s only wheel-chair accessible on the Beach 59th Street side, while impassable on Beach 60th Street for folks with mobile disabilities. Also, we want this playground to go beyond the Americans with Disabilities Act requirements, making it fully-inclusive for all, including those with special-needs who may have mobility or sensory issues. We want to make sure everyone can play, learn and interact together,” Ferguson said. According to Amato, the playground will be the first of its kind on the peninsula, and would put Rockaway on the map for parents with special-needs children. Amato said, “No such playground exists in Rockaway. This playground will put Rockaway
on the map, not only just as the best urban beach recreational spot in New York, but as a place that accommodates children and adults with special-needs. Play can take many forms. Children and adults, regardless of disability, will be able to play and learn simultaneously. The idea of a reading corner Florence mentioned, will not benefit just children, but adults. I remember being a busy mom with young children, just looking forward to a few hours of relaxing and reading, while my children played in a safe setting. Also, not everyone wants to play, some may just want to relax, while peacefully enjoying the view of our beautiful oceanfront. Also remember, adults also have literacy issues. A reading corner will ultimately benefit everyone.” Deborah Short, the Association’s Board secretary said, “The ability to have a reading corner is definitely here. It’s just about giving folks the opportunity and the tools.” NYC Parks and Recreation Rockaway Administrator, Portia Dryenforth, said, “For a small group, you guys have accomplished so much in such a short space of time, between the events and fundraising, this Association is nothing short of amazing! I am looking forward to collaborating with you on so much more to see this all-inclusive playground built, definitely putting Rockaway on the map as the to-go-to spot for everyone, especially those with special-needs.” Ferguson said, “It takes a community to raise a playground, and our Rockaway community is filled to the brim with amazing talent. Basketball Mini Was Max Fun! Another successful St. Camillus / St. Virgilius Mini-basketball season ended. Running from November through early February, the program is divided into two divisions: kindergarten – 1st grade, and children in the 2nd grade. This year we had over 150 players participating in this league which is designed to be fun. Setting up a unique division for only the second graders was a
great idea, which was initiated by Jill Palisi who runs the Mini program. The second graders play using the regulation baskets (K-1 use the 8-foot baskets) and in their games the score is kept. The children in this program got to play against children of their own age and ability and they really benefited. They were able to really learn the game and be more prepared when they move up next year into our older league.

This year, as always, we ended the year with our Mini Olympics which were held on February 10. This is probably the best day of the entire year. For the K-1 division, several games are set up at different stations throughout the gym. The games at each station incorporate shooting, dribbling, and passing skills. Each team goes to each station and gives it their best. The gym is packed with players, coaches, parents and other fans cheering on all the children and constantly encouraging them. At the end of the day everyone is a winner, and all the children receive trophies to commemorate their achievements for the year. However, just like the regular Olympics, additional awards are given out to the teams that finish in the top three spots. Awards are also given to the individual high scorers. The high scorers for this year were: Kindergarten – Annie Shaw & Johnny Dalton, 1st grade – Kinley Hearn and Johan Rodriguez. For the 2nd grade division we
actually held playoffs, and they couldn’t have turned out better. The games were fun and exciting. The championship game was tied with four minutes to play. The Blue team was led by the excellent play of Ty Duffy and William Gavinovich. The Purple team was right with them all the way to the end with their team being headed by the inspiring play of David Graves and Hughie Courtney. In the end the Blue team came away with a slim 4-point victory. Very special thanks need to go to Jill Palisi. Without her there could not have been a league. Thank you to all the coaches and parents who volunteered their time. Finally, the last thank you goes to Father Ahlemeyer. He is the foundation of the program, and without his consistent enthusiastic support we would not have the ability to provide this wonderful experience to all of these children. If you weren’t part of the fun this year, please come down and join us next year.
