The Federal Emergency Management Administration has committed to taking actions that will help the homeowners still struggling to rebuild their homes after Hurricane Sandy. After being pressed by a contingent of lawmakers, FEMA will penalize insurance companies that shortchanged homeowners out of the full amount owed them from Sandy-related flood claims. Homeowners claiming damages will have access to all engineering reports related to their properties. The federal government will consider appeals by those who missed a claims filing deadline. Further, a flood insurance advocate will provide comprehensive assistance to individuals filing claims. FEMA’s new stance comes after a judge on Long Island found that initial engineer reports in some cases were rewritten so that Insurers would face lower payouts to flood damaged victims. FEMA’s shift came just two days after Senators Chuck Schumer and Kirsten Gillibrand met with FEMA Head Craig Fugate to press for reforms in the NFIP claims process. The Senators outlined the main problems with the NFIP claims process and major actions FEMA has committed to take: Unbalanced Penalty Structure: Unbalanced penalty structure that penalizes Write Your Own (WYO) insurance

companies for making overpayments disproportionately more than underpayments, leading to systemic underpayments. Fugate has committed to take administrative action to level the penalties levied against WYOs for underpayments and overpayments. He has asked Sen. Menendez to convene a task force composed of Congress, FEMA and WYOs to find the right balance while ensuring over-and-underpayments are penalized equally. The first meeting of this Task Force will convene within weeks. Appeals Deadline Hypocrisy: Hypocrisy by FEMA to dismiss 270 claims because the policyholder missed a deadline, yet FEMA failed to comply with its own deadlines to respond to appeals. Fugate agreed to reopen and consider the appeal of 270 policyholders who suffered damage from Sandy and had their appeal dismissed because they missed a FEMA deadline. Robust Flood Insurance Advocate: The need for a comprehensive, flood insurance advocate that will assist policyholders with the claims process, not limited to maps. Fugate said the flood insurance advocate authorized by the Homeowners Flood Insurance Affordability Act would be robust and comprehensive, helping policyholders navigate through the claims and appeals process in addition to map revisions.

TWO YEARS LATER, AUTO DEALER STILL PROVIDING SANDY RELIEF.

Marquis Auto of Queens Continues To Discount Automobiles For Those Affected By Sandy. Hurricane Sandy affected so many and so quickly. As we look back on the two year anniversary, and with the holiday season upon us, one company doesn’t forget the hardships endured by us all and continues to give this holiday season. Marquis Auto of Queens is one of the largest auto leasing companies in New York with over 20 years of experience in the automotive industry. They are conveniently located at 158-01 Cross Bay Boulevard in the same building as Dr. Istrico. They opened their Queens location a little over a year ago. Like many of us, the owners were hit hard by Sandy and understand that even though it has been two years since the storm, most are still in recovery mode. That’s why Marquis Auto of Queens continues to provide discounts to those who were affected by Sandy. Grace Candela, General Manager and Director of Sales, vows to stay committed to those still in recovery. “Most people lost multiple cars as a result of the storm and were forced to either lease or finance a car right away. Because of that, most signed bad leases or likely overpaid for their cars. We want to help. Tell us you were affected by Sandy and we will further discount our already low prices. We want to help rebuild our community.” Marquis Auto of Queens offers all makes and models for less than dealerships and competitors. They have built a reputation on price and service. Like your trusted stock broker and real estate agent, Marquis Auto of Queens brokers the best deal on the automobile of your choice. They purchase automobiles directly from a manufacturer’s fleet department, bypassing dealerships, and passing savings to their customers. Given their vast network of fleet departments, Marquis Auto of Queens has the ability to locate hard to find cars. They also specialize in helping you get out of a bad lease and into a new and better priced automobile. They will make your car buying experience a pleasure. Their white glove service includes a knowledgeable staff and free delivery of your new car to your home or business. Candela is not shy to reinforce Marquis Auto Of Queens’ business model. “We pride ourselves on servicing our community. We don’t just sell cars, we build relationships.”

Pols: Bring Post Office Back to Broad Channel

After months of delay, Senator Charles Schumer and New York Assemblyman Phil Goldfeder have written a letter to Postmaster General Patrick R. Donahoe requesting the U.S. Postal Service immediately approve an application by the Broad Channel Civic Association to open a Contract Postal Unit in Broad Channel. Contract Postal Units are independent retailers, while not considered full post offices, provide many of the same services and products. They are used by the Postal Service to give customers access to services when existing post offices are overcrowded or far from customers. Dan Mundy, President of the BC Civic, said, “Our town has had an active post office for decades only to see the store it was located in destroyed by Sandy. It appears to be another example of just how out of touch these federal agencies are by not recognizing how critical a post office would be to an island community with a large senior citizen population.”

By Kevin Boyle

Last Sunday was December 7th, the day of infamy, as FDR called it. He’s the guy who years before the Pearl Harbor attack had said we have nothing to fear but fear itself. Which got me to thinking. I’m already nostalgic for Ebola. Where’d it go? There were rally groups forming in Rockaway to close the bridges. A Facebook group, Stop Ebola Now, started by some guy who nobody knows, had a feverish enthusiasm, so to speak. The group was demanding the toll booths be used for checkpoints. As part of the E-Zpass program you could just drive up and hold a thermometer to the windshield and then be let through. If you didn’t have the E-Zpass thermometer, you had to go to the cash lane and a Port Authority cop would have to feel your forehead for any signs of a fever. Some people said they were glad Peninsula Hospital was closed because people flying in to Kennedy might consider going there if they felt a bit warm. But then Ebola became like interest in the Neponsit Home. It was here, there was interest and uproar, then it was gone. Ebola was like bell bottoms and facial hair. Things come, they go. No laughing matter for the people who contracted it, of course, but in pure numbers ebola was a blip on the what-can-kill-you scale. Ebola joined a long list of things we’ve been told to freak out about. This column really should have

no readers because you should have all been knocked off by bird flue, Y2K, and mad cow. And if not those, poison Tylenol, swine flu, SARS., West Nile and Legionnaires’ Disease should have done the trick. Somebody is going to tell me that Ebola is still a risk and I shouldn’t be so cavalier. And I’ll probably be the guy who catches it because I said you have a better chance of getting hit by lightning (you do) or eaten by a shark if you live in Nebraska but it’s worth pointing out that we humans are nuts. If I die in some ironic way I want to say in advance: I knew I would! (Which kinda takes the irony out of it). Anyway, too many of us underestimate common killers (regular flu and heart disease) and overestimate the media-driven, out-ofthe-blue killers. A lot of people fret more about a subway terrorist attack or a plane crash than cancer. We all want to croak in our sleep. And anything more exotic than that makes some people fret. For all the fretters and the safety obsessed go outside and play, shake hands with strangers, eat food from street vendors, and stop worrying that your umbrella will become a lightning rod in a rainstorm. For safety sake, get out of the house. You know most accidents happen in the home. You won’t get Ebola but you might slip in the tub. It’s only a matter before the media catches on: Deadly Tubs Attack. Have a safe holiday season.

Construction on the Rockaway courthouse will not begin before the end of the year, as originally planned, according to Uri Kaufman, the CEO of the Harmony Group, the Albany-based development company chosen to do the work. Kaufman had said in July that work would begin before the end of the year. He also said the project was in the final stations of pre-construction work, including pulling permits. As of press time this week, Kaufman was in Israel and could not provide any other details about the status of the project. The 24,000-square-foot building, located at 90-01 Beach Channel Dr., was built in 1932, and served as a municipal court until 1962. It was later abandoned in the 1970s. After having sat vacant for decades, it fell into a state of dilapidation. Throughout the years there were plans to redevelop or auction the building, but none were successful. In April of 2013, the Economic Development Corporation (EDC) announced that the Harmony Group had been selected to transform the building into a medical facility that would help fill the gap in health care that was left when Peninsula Hospital

closed in 2012. According to the EDC, after it is completely rehabilitated, the new Rockaway facility will feature a multi-specialty ambulatory surgical center. The project has been estimated to provide 64 construction jobs and 45 permanent jobs in Rockaway. The facility will be occupied by Rockaway ASC Development LLC, a group of physicians, and will include offices for orthopedics, ophthalmology, urology, obstetrics and gynecology and pain management. The renovation will maintain the building’s marble and limestone exterior. At the time of the initial announcement, the project was expected to cost more than $10 million and be completed before the end of 2015. Today, that timeline seems out of reach because it will be 2015 at the earliest before construction begins.

Rockaway’s Restaurant On The Bay “ There’s No Other Place Quite Like It”

COME SEE WHY!!

Happy Anniversary to Elegante. The legendary pizzeria on Beach 92nd Street is celebrating its 33rd year in Rockaway Beach. Here’s to 33 more. ***** Projects for sale. New York City’s Public Housing Authority (NYCHA) is selling a 50 percent stake in nearly 900 apartments to private developers. One of those developers is L + M, the same group who took over Ocean Village. They’re also part of the triumvirate that was awarded the rights to develop Arverne East. The NYCHA properties in this deal are in Brooklyn, Manhattan and the Bronx. ***** Lifeguards Wanted. NYC Parks is already looking for next summer’s lifeguards. Men and women over the age of 16 are eligible to take the qualifying test. The next test in the area is at Far Rockaway High School on January 6th from 6-9 p.m. ***** Silaka Cox wrote a wonderful letter about how great The Rockaway Times is and how we “give impeccable attention to detail.” Well, we were so blown away by her kind words we forgot to be impeccable and didn’t include her name at the end of the letter! Thank you, Silaka! ***** Santa will be paying Broad Channel a visit on Christmas Eve. The BCVFD (Volunteer Fire Dept) will continue its 20 year tradition of helping Santa deliver gifts around Broad Channel. If you’d like to reserve a visit from the Big Guy, call the firehouse weeknights between 8-10 p.m. at 718-474-6888. A $25 donation is requested per family per household. ***** Brooklyn is so cool other cities around the world (even Paris) try to copy its hipness. Many places try to lure newcomers by boasting their city or neighborhood is the “new Brooklyn.” Well, Rockaway is so cool Brooklyn comes here, not the other way around. Other parts of Queens aren’t as cool; they want to be known as Quooklyn. No, we didn’t make that up. ***** NYPD Helicopters overhead in Neponsit on Sunday night found two reasons to be there. They got a look at Santa’s Little North Pole and were ready to help as Harbor Patrol made a boat rescue on the bay near Beach 141st Street.

It figures to be a festive Saturday and Sunday. The Taste of Rockaway and the Rockaway Beach Civic tree lighting is on Saturday, December 13. (As for the Taste of Rockaway, The Surf Club won’t be participating this time around, so avoid the trip to Beach 87th). At least two holiday boutiques pop up as well. There’s one Saturday from 1-7 pm at 164 Beach 91st and one Sunday, Mrs. Elaine’s Dance Studio at 112-20 Beach Channel Drive is on Sunday from 11am – 3 pm. ***** At the Beach 116th Street tree lighting event, Sen. Joe Addabbo told the crowd something was spotted in the sky near JFK. We first assumed he meant drones but soon realized he was talking about Santa. ***** The Rockaway Citizens Safety Patrol in Far Rockaway helped police nab a burglar who’s been breaking into cars for weeks. Reports say the thief has a criminal record with more than 40 arrests, dating back to 1988. Forty arrests?! How many times wasn’t he caught? ***** We are amused by such rollicking headlines: Schumer, Goldfeder Fight to Bring Post Office Back to Broad Channel. So began the press release which then went on to say: U.S. Senator Charles E. Schumer and New York State Assemblyman Phil Goldfeder have written a letter to Postmaster General Patrick R. Donahoe requesting the U.S. Postal Service immediately approve an application by the Broad Channel Civic Association to open a Contract Postal Unit in Broad Channel. Written a letter? With fierce handwriting? Fight on, reps, fight on! ***** Councilman Donovan Richards introduced legislation that seeks to limit the number of lights kept on at night in commercial buildings. Richards said energy conservation is the goal. ***** The Graybeards Annual Dinner Dance is January 24th at El Caribe. Members will make the rounds trying to fill up the dinner journal which goes a long way in helping the organization help others. Email the Graybeards at Office@Graybeards.com or call the office 718634-6812 for space in the journal. ***** Tuesday’s Nor’easter was wet and wild. You weren’t alone if you had leaks in places you never saw water before.

Train In The Future Dear Editor: I totally agree with the editorial (LUKEWARM ON THE RAIL LINE STUDY, Nov 13). This is NIMBY politics. The will of an organized people cannot be stopped forever. NIMBYS and their supporters will lose. This isn’t 1950 or 1962 when cars were king. We are going back to trains. 1.7 billion people take the subway now. Ridership is exploding causing unnecessary delays and unreliable dangerous transit conditions. Sadly, our city will wait for a tragedy to occur to realize they must expand our transit system. Don’t forget we warned our neighbors that overcrowding is dangerous. We must restore the Rockaway Beach Line, the New Queens Crosstown. It will save lives, improve our quality of life, unite and benefit the most people of Queens and the region. We do not need a private, exclusive dead end park on a vital public transit corridor.

Phil McManus

Breezy Praise Dear Editor: I want to thank you for giving us a most enjoyable paper to read. I so look forward to Thursday when the Rockaway Times hits the stands! You have that great “Irish Humor” that always makes me smile. Hope you and all your terrific staff have a most blessed Christmas and Holiday season. Thank you.

A Time And A Place Rockaway has a hearty bunch of people ready to advocate for what they think is right; what they think Rockaway deserves. The number of people who traveled to City Hall on a couple of occasions was impressive. One rally called for beach protection and for residents to have a say in postSandy reconstruction efforts. Another rally called for the continuation of the ferry. Rallies are conducted to bring attention to an issue and to garner more support. But there’s a time and a place. Rally organizers should choose with some discretion when and where they hold signs and chant slogans. A good cause can be marginalized and associated with extremists and fringe characters. We see that violence and vandalism too often accompany protests. The focus goes blurry and the cause – the reason the protests

began - is often a casualty. The message is obscured by questionable actions. Violence and mayhem don’t have to occur to obscure a message. Sometimes it’s just bad timing or poor taste. Some people, in support of reactivating the Rockaway Branch Line, brought signs to promote their cause to the Little North Pole event last Sunday. The Little North Pole is a fantastic event that draws thousands but – and it shouldn’t be forgotten—it is a fundraiser to fight and find a cure for Juvenile Diabetes. The organizers donate money and countless hours and shouldn’t have to share the event with people promoting their own thing. Even if the rail supporters were just there for a photo op and to tweet about it, their presence was off-putting. Great cause, sure. But… There’s a time and place.

Between the Bridges in Broad Channel By Peter J. Mahon

A Most Literate and Well-Read Delinquent! My father introduced me to his world of newspapers and books at an early age in the 1950’s and, thanks to Dad, I was an avid reader and newsaholic before the age of 10. While everyone else was mesmerized with a little wooden box with a glass screen alive with moving black and white images that sat in the corner of our living room you could usually find Dad and me with our heads buried in a paper or a magazine. I thought I had died and went

to heaven when I discovered there was this place called a library where you could borrow books to read for free! Well, almost free. There were always those pesky late fees that I had to contend with. In the early 1960’s my father also gifted me with one of the technological marvels of the time - a transistor radio. Unlike today, the AM band on dial was king and there were no all news all the time radio stations at the time except for back in 1962

when WABC-FM carried news all the time for the duration of the 114 day N.Y.C. newspaper strike after which it reverted to its regular format of Broadway show tunes. But this little plastic box with a 9 volt radio did allow me to discover the previously unknown world of talk radio on the AM band with such hosts as Jean Shepherd, Joe Pyne, Bob Grant, Arthur Godfrey, Long John Nebel, John Gambling and Barry Farber. While most of my friends went to sleep listening to the Top 40 with Cousin Brucie or Murray the K, I had my transistor radio tucked under my pillow with the volume raised as I listened to these radio hosts and their guests speak of people, places and things I would otherwise know nothing of. Don’t get me wrong, I did watch the TV but Dad always counseled that “when you watch TV you have to remember that you are seeing only an image someone else wanted you to see. On the other hand, when you read or listen to someone speak on the radio, you have to think and then you can then see things you and maybe even the author have never even thought of before.” Unfortunately, my love of reading and current events did not translate into a stellar high school career as Brother Dennis, Dean of Discipline at Bishop Loughlin Memorial H.S. once described me to my parents as “a most literate and

The Rockaway Times well-read delinquent!” This fascination with and love for the printed word and talk radio still remains with me today. An early riser, I peruse several online editions of newspapers (national, municipal and local) each day well before sunrise. I also follow the online postings of a myriad of news columnists and political pundits. Of course the radio is always on in the background tuned to an all news station or a favorite talk show. If the Broad Channel Library awarded frequent reader miles I would also need a passport! I also read this column each Thursday just in case people ask (and they do) “Does anyone read your thing in in the Rockaway Times?” I can always answer honestly that I know at least one person who does. Don’t forget to stop by the Broad Channel VFW Hall this Friday evening December 12th at 7 pm and enjoy some food and drink while enjoying the music of Walker and Friends “Music for Veterans Concert.” ($15 cover). Call Vinny at 347697-8774 for more information on this event. A $15 cover charge will include a free drink. All proceeds for this event go toward providing much needed services for our veterans. Nor’easter Floods Rockaway Peninsula This week’s Nor’easter brought with it several inches of rain throughout the city, causing flooding throughout Rockaway. A flood warning was issued Tuesday morning for Southeast Queens and specifically the coastline of the city. Readers reported flooded basements and apartments, and that waves of water came over the retaining wall on Beach Channel Drive in Belle Harbor. The Flatbush Avenue exit on the Belt Parkway was reportedly closed. One reader said the traffic control

signal over Beach Channel Drive at Beach 128th Street was swinging over the roadway from electrical wires and that several 311 and Department of Transportation complaints had been submitted. Mordecai Rosen, a pharmacist in Far Rockaway, sent photos of a flooded Cornaga Avenue. He said Community Board 14 and local elected officials had been alerted, but said fixing the issues in the hands of the Department of Environmental Protection. “The concern is if it freezes over when temperatures drop,” he said.

MTA Report Lends Support for Rockaway Beach Branch An MTA report released recently called for the transit agency to aggressively expand the city’s transit network. Gov. Andrew Cuomo formed the MTA Reinvention Commission, a panel of transit experts, which was given the task of considering the challenges facing the MTA during the next century. The report mentioned using unused rail rights-of-way.

Little North Pole Dazzles Residents ‘Tis the season! The Little North Pole is officially lit for the holidays. The event was pushed back a day because of rain, but hundreds came out to enjoy the show on Sunday, December 7. It was a chilly evening, but visitors were warmed by the entertainment of local school groups, with song and dance groups like JUMP dance studio, Steps Ahead and

the Louise Benes Dance Company of Richmond Hill. The group of young ladies from LBDC perform each year and are a special part of the show as they all have diabetes, which is part of the reason why homeowner Joe Mure holds the event each season. All proceeds from the event go toward the Juvenile Diabetes Research Foundation in hopes of finding better treatments and cures for an illness that impacts a member of Mure’s family. Mure

says his family has been able to donate more than $2 million to the organization by lighting the Little North Pole for the past 19 years. Another big reason for putting on the Broadway-esque spectacle every year is to “put a smile on every kid’s face,” Mure said. The smiles could be seen all around Neponsit Avenue as families watched the event which also featured singers like James Johnson, Lucas Prata, CNR of Trilogy, up-and-coming

singers like Dani Dante, Domini Monroe, and Alexa Heller and 70’s disco star, Carol Douglas. Assemblyman Phil Goldfeder and Councilman Eric Ulrich came out to wish the crowd a happy holiday season. The show was hosted by Joe Causi and Goumba Johhny and the event was broadcasted live on 101.1 FM. Tony Sirico aka Paulie Walnuts of “The Sopranos,” came out for the countdown and helped Continued on page 32

Broad Channel Gives Back at Tree Lighting By Katie McFadden

“This is a year of giving, not getting,” a mother explained to her child at the annual Broad Channel Christmas Tree Lighting on Thursday, December 4. The Broad Channel Athletic Club used this year’s event to collect toys and pay it forward to those in need. More than a hundred people came out to the Broad Channel Athletic Club Memorial Field to celebrate the lighting of the BCAC’s Christmas tree. Guests were treated to Christmas carols by the Broad Channel Girl Scouts and the P.S. 47 chorus and dance performances by Thomasina’s Dance Company. Parents also brought baked goods and All American Deli donated hot chocolate for the families to enjoy on the chilly evening. The residents of Broad Channel were grateful for receiving help and gifts following Sandy, so they took this year’s tree lighting as an opportunity to give back. “One of the girls in the club came up with

the idea to pay it forward because we got so much help from others during Sandy,” BCAC member and event organizer Jack Allen said. Resident Debbie O’Connor has a connection with Steven & Alexandra Cohen Children’s Medical Center in Long Island, so the BCAC collected toys at the event to give

to the Pediatric Hematology / Oncology department. “This is the first year we’ve done this. Two years ago, right after the storm, we gave out toys that were donated to us and we were on the receiving end. We had donations from all over, from three different states. This time, we said it’s time

for us to pay it forward or return the favor to someone in need and obviously the kids and Cohen’s Medical Center fit that category,” Allen said. The BCAC was able to collect more than 80 toys at the tree lighting. There were a few big winners at the event. Suzanne Arnao and her family won tickets to see How the Grinch Stole Christmas at Madison Square Garden. Peter Guitteri won the raffle for two round-trip Jet Blue flight tickets. The Jet Blue raffle was held to raise money for the Broad Channel Christmas lights that decorate Cross Bay Boulevard. With the help of the Broad Channel Volunteer Fire Department, Santa arrived by fire truck and paid the Broad Channel kids a visit at the end of the event. Each child received a small teddy bear and candy cane and got to tell Santa what they want for Christmas. “For the Athletic Club, this is a nice tradition. We do this for the kids,” Allen said. “Kids light up like the moon when they see Santa Claus. It was a really nice event.”

A Little Of This, A Little Of That = Lots of Fun Taste of Rockaway Beach Is Saturday By Katie McFadden

Get your appetites ready! Taste of Rockaway Beach is back and nine restaurants will be giving out samples between 12 and 6 p.m. on Saturday, December 13 as part of the event. For the third time, the Hospitality and Entertainment Association for Restaurants and Taverns for Rockaway Beach, or HEART, is hosting the food tour, Taste of Rockaway Beach. The organization started the event last year, holding the first in December and then another in May and it has proven to be a success. While roughly 350 people came out for the first event, more than a thousand got a taste in May as the weather warmed up and word spread about the best deal in town. For just $10, participants can taste samples from nine different Rockaway Beach eateries, making it just a little more than a dollar for each, if your stomach can handle that much food. Participants will be able to try goodies from 101 Deli, Whit’s End, Surfside Bagels, The Rock Wine Bar, Uma’s, Elegante, Sayra’s Wine Bar, The Bungalow Bar and Thai Rock. The Rockaway Beach Surf Club is

featured on some of the advertising for the event, but the owners have decided not to participate on Saturday. The $10 pass can be purchased at any of the participating businesses and should still be available the day of the event if someone wants to join in at the last minute. HEART holds Taste of Rockaway Beach to showcase what the upand-coming area has to offer to those who may not know about it and as a thanks to those who already do and have shown support by frequenting these establishments over the past few years. “It’s kind of like a customer appreciation event where we really want our customers to come in and give them something back for being good patrons and enjoying our facility,” owner of Thai Rock and HEART founder, Robert Kaskel said. “On the other hand, it’s also an opportunity to get the word out to people beyond our existing customer base and encourage them to come to Rockaway Beach and see what’s going on here. It’s a good way to introduce the diversity and great selection of food that we have here.” Between the nine eateries, participants will get to try Thai, Uzbek,

Italian and American cuisines at the restaurants and international tapas

Owners of some of the participating restaurants say the Taste of Rocka-

at the wine bars. Each eatery can serve up to $5 worth of tastes and each will have something different to offer. Some restaurants will give small samplings of different items while others may give a larger sample of one signature dish. “Through this event, we give the opportunity of a platform for the merchants to present themselves in the way they want to be presented,” Kaskel said.

way Beach event is a good marketing tool and a good way to remind customers that they’re still open after the summer and to introduce themselves to new customers. “Rockaway tends to go to sleep in the winter. How do we revive the Rockaways and get people off their couches and back into the streets again?” Cecil Brando, owner of The Continued on page 27

Local Barber Cuts His Way to Success By Bianca Fortis

At the age of 15, Frenchy Marine could imagine only two potential outcomes for his future: he expected that by his early 20s, he’d likely be in jail – or dead. But, instead, the now-24-yearold is operating two successful barber shops in Queens, one of which is in Rockaway, and is planning to open up a third soon in Massachusetts. Marine was born in the Dominican Republic and emigrated to New York with his family. At a young age he moved with his parents to Massachusetts, where he said he experienced a very unhappy childhood. As a teenager, he was placed into foster care and spent the next two months running away from 15 different homes because he was mistreated, he said. Eventually a judge gave him two options: remain in a juvenile detention facility until he reached the age of 21, or return to New York City to live with his grandparents. He reluctantly chose the latter. “I didn’t want to come here,” he said. “I hated New York. Now I can’t leave New York.” He later found a job at a barber-

shop in Rockaway. He’d begun cutting hair when he was only 9 years old. He said he taught himself most of what he knows and also learned by watching other professionals. He decided to open his own shop and owned a place in Brooklyn for a little while before returning to Rockaway in April of 2013 and opening Frenchy’s Major League Barber Shop at 99-04 Rockaway Beach Blvd. “It’s really just the people out here that made me come back,” he said. “They welcomed me, even though I was a stranger, and let me establish myself.” His second shop, which he opened earlier this year, is in Ozone Park. He signed the lease on the Massachusetts shop this week, which will allow him to be near his parents more often, with whom he is working to improve his relationship. He envisions expanding his business into something like a Supercuts franchise. “I wouldn’t give it up for a six-figure job,” he said about his career. “It’s not just about the money – it’s the customer satisfaction.” Marine credits his grandparents with helping him turn his life around. His grandfather insisted he work as a teenager, and Marine would work at a restaurant for $30 a night and then

go to school full-time. “I understand now why he did that,” Marine said. “I know the value of a dollar.” That job also helped Marine learn how to manage the staff he now has. “I don’t like being looked at like I’m the boss,” he said. “I’m just a barber like everybody else. Everybody gets the same treatment.” Now the driving force in his life is the wellbeing of his son, who was born just eight months ago. If his son isn’t happy, Marine isn’t happy. “The reason I have a shop is because of my son,” he said. “I don’t want him to rely on himself growing up like I had to.” He also has a passion for helping other children who are experiencing difficulties. He cuts the hair of the kids at the Saint John’s Residence for Boys, and also cuts the hair of special needs children for free in his shop. And each year he and his grandmother collect toys to give to those kids for Christmas. Marine travels from his home in Jamaica seven days a week to work 16-hour days. It can be a challenge to see his son, who is in Manhattan. “Physically it can be hard to be there for him,” he said. “It’s hard to do two things at once. But I try my best.”

CB14 CERT Teams Seek Volunteers

Celebrating 38 Years Of Serving The Community

The Queens Community Board 14 Community Emergency Response Team (CERT) is seeking volunteers. Each CERT team corresponds to a local Community Board and may serve, when mobilized, in any area of New York City during an emergency situation. CERT teams may also be mobilized during events to assist with safety or health related issues. There are numerous requirements which must be met in order to become a member. The first is to complete a 10-week Basic Training CERT course which usually meets after normal work hours for a total of 30 hours, and supervised by the NYC OEM. At the end of each training cycle the candidates participate in a simulated disaster under the supervision of OEM, FDNY and NYPD.

This course provides the foundation in emergency preparedness, response, and recovery for the NYC CERT program. The 10-week course includes CERT-specific and personal awareness in fire safety, disaster medical operations, utilities, transportation, and human services in the urban environment; basic search and rescue techniques; and a full-scale disaster simulation where teams will use the incident command structure to approach disasters. A team-building approach is used, and participants will be required to participate in table top exercises, build an emergency phone tree, and complete weekly homework assignments. The Queens Community Board 14 team may be reached by e-mail at cert.queens14@outlook.com or 917-889-0559

Taste of Rockaway Beach Is Saturday Rock said. “I think this tasting will be good for The Rock to showcase some new dishes for the winter, like some new salads and soups. It encourages people to come back and support our business in the winter.” “I think there are still a lot of people that don’t really know what’s happening in Rockaway Beach,” Conrad Karl, owner of Uma’s said. “Whether they’re from Breezy, Belle Harbor or Far Rockaway, they still might not be aware of the changes going on and this is a great way to get those people out and see how far the neighborhood has come, especially after Sandy.” Kaskel says Sandy, despite its destruction, was one of the things that brought HEART together and inspired the restaurants to do this event. “We were all suffering together after Sandy and the business owners really got to know each other,” Kaskel said. “Sandy lead to camaraderie among the businesses. It took devastation to bring us back together.” After participating in the past Taste of Rockaway Beach events, the owners have learned a few things, which they’ll take into account on Saturday. Kaskel has learned to manage the flow of traffic better than the first event. “When we first did it, we were set up okay, but when big groups walked in together, we had a tough time the first year. When we did it again in May, we were much better prepared and I know when we do it again on Saturday, we’ll be even more prepared,” Kaskel said. Brando of The Rock, which participated for the first time when they opened in May, is taking the colder weather into account this time. “In the summertime we had the luxury of people being able to wait outside, but now that it’s colder, we’re going to be cognizant of that, so we’ll keep people moving and may serve smaller wine samples,” Brando said. Karl is going to ensure that there will be enough samples for everyone. “In May, we had over a thou-

sand people come through and we ran out and had to scramble to make different things. It far exceeded our expectations as far as how many people came out. We want to make sure we have enough food this time and give people a nice sampling,” Karl said. No matter what the serving size at each venue, those who visit multiple restaurants won’t go hungry. Kaskel has noticed that people who come toward the end of the day are too full for their last licks. “People come to a point where they can’t even eat anymore, so we started giving samples to go to those who are too full,” Kaskel said. Those who participate in this year’s event may also have the opportunity to see the Rockaway Beach Christmas Tree lighting. If you want to take a break between plates, you can stop by the ceremony in front of Peninsula Library on Beach 92nd street and Rockaway Beach Boulevard starting at 4 p.m. The Rockaway Beach business owners encourage all to come out on Saturday and try a little of what they have to offer. “This is one of the best values we have in the Rockaways,” Kaskel added. “People tend to forget that these great restaurants are here in the winter. That’s why you need reminders. We don’t want Rockaway to go into hibernation. There’s still life in the Rockaways after 32 degrees,” Brando said.

Queens: The Best Tourism Destination By Bianca Fortis

Likely to be no surprise to Rockaway residents, Queens was selected as the best tourism destination in the United States for 2015 by Lonely Planet, a travel media company. The borough was chosen for its diversity, its eating and drinking scene and its unique neighborhoods. The Emerging Artists Festival in Long Island City and

Astoria’s 24-block arts district both got mentions – but so did our beloved peninsula. “If you prefer sand and surf to paint and canvas, head to Rockaway, the Lonely Planet announcement read. “Don’t miss the prime eating and drinking scene that has popped up around the boardwalk – this is no cruddy carnival food: think succulent fish tacos, woodfired pizzas, and wine bars.

It was dark and late. And it was getting colder by the minute. There were a handful of people on the Broad Channel platform waiting for the shuttle train, hunched into layers of coats and scarves. I could feel my fingers and toes getting numb. I’ve found that the length of waiting time in Broad Channel is directly proportional to temperature. The colder it is, the longer the shuttle takes to make an appearance. Tonight the wait seemed endless. I moved down the platform to stand close to the electric heater. A small group huddled around the glowing device, taking turns pushing the button each time it automatically shut off. The heat was wonderful, but the presence of other semi-warm bodies helped too. There were two police officers standing in the corner near me. I doubt they were anticipating any serious crime, but they stayed close to the group, probably as frozen as the rest of us. I kept looking down the tracks, hoping to see lights on the shuttle parked on the side track, but still no signs of life. All was quiet. Then I overhead one officer say softly to the other, “Do you think he fell asleep again? I exchanged looks with the guy next to me. I know we were both thinking the same thing. That cop can’t mean what we think he means, can he? More waiting and still no shuttle train. After half an hour, another A

train dumped more hapless commuters onto the Rockaway bound platform. The original crowd huddled closer to guard our heated corner. The policeman was whispering again. “We’ve got to wake this guy up already! My neighbor and I exchanged glances. We sure hoped they’d wake him up soon. The two police officers went upstairs. We could hear them at the top of the stairs with their walkietalkie. “Guy’s asleep again – call transit. A few minutes passed. The radio beeped. “What do you mean he’s not responding? Is he dead in there or what? More silence. The radio beeped again. “You want US to go wake him up?? The radio beeped off, followed by a few expletives that I won’t record here. The cops went into the station and down the stairs to the opposite platform. Muttering to each other, they walked the length of the platform and went down the steps to the tracks on the far end. Clutching flashlights, they approached the train. Yelling and banging noises could be heard in the distance. Flashlight beams shone on the conductor’s booth. This went on for a few minutes. Once the train’s lights came on, the police officers came back up the platform and walked over to rejoin us. The shuttle train belatedly pulled into the station. The conductor, though rumpled looking, appeared to be awake.

Life isn’t easy and there are so many things that could weigh us down on a daily basis, whether it be health issues or personal and family conflicts or the social unrest around us or the violence around the world. To find the place in our hearts where there is peace and love and rest there even for a moment, can help to allay the sadness and negativity of these burdens. At the same time, there are people who stand by those going through health issues, there are friends who offer insight into getting past conflicts, there are gifted people who are raising awareness by proclaiming that it is our duty as human beings to foster kindness and respect for one another, and there are people who advocate for peace just by living peacefully. These positive energies are more powerful and long-lasting and can inspire us to lift our hearts and celebrate by calming our minds and hearts, and by not allowing anything inside that is not harmonious with our true natures. Let’s turn it around, lighten our hearts and celebrate all that is good in our lives.

Let’s lighten up and celebrate people who are have come through hard times. Let’s lighten up and celebrate what makes us feel great. Let’s lighten up and celebrate what truly is important. Let’s lighten up and celebrate memories we have with those who are no longer with us. Let’s lighten up and celebrate the people who stand by others, offer insight, raise awareness and live peacefully. Practice ‘maitri” – loving kindness for yourself: May I be happy, May I be free, May I let go of things that do not serve me, May I have inner peace. Once we have compassion for ourselves, we can have compassion for others and once we have compassion for others, the world around us begins to change. Once the world around us begins to change, life becomes a celebration! Close your eyes, Inhale Peace & Exhale Love and celebrate your life moment by moment. Question/comment? That is not snow. We repeat, that is not snow (we know enough of it is coming). A crew was filming a Ford car commercial at Beach 124th Street on Monday and they needed some snow on the car so they tossed some fake white stuff on it. The use or alleged use of PEDs (performance – enhancing drugs) is nearly a daily item in today’s media. From pro athletes to body builders and many others who use these substances for various unapproved reasons, people often do not realize the potential harm these substances can cause. Let’s start with HGH (Human Growth Hormone) also known as “juice.” HGH is an anabolic hormone made in the pituitary gland, a pea-sized gland at the base of the brain. It is produced in high amounts in childhood and its levels decrease with age. It causes increased exercise capacity, bone density and muscle mass. It also decreases body fat. When produced in abnormally high amounts by a pituitary tumor it causes marked thickening of the jaw, hands and feet, excessive height and deepening of the voice – a condition known as Acromegaly or Pituitary Gigantism (Andre the Giant). HGH is approved for use in children with short stature and HGH deficiency, short-bowel syndrome and muscle-wasting disease associated with HIV/AIDS. The most common uses for HGH are not FDA-approved. It has been used by athletes for decades since it was first made artificially in 1985. Blood and urine tests could not tell the difference between real and artificial HGH until the early 2000s so despite a ban on its use it could not be detected. HGH’s

effect on athletic performance is unknown despite all the hype. It is also used as a means of reversing the aging process, a fountain of youth if you will. This use is also unproven. Some doctors prescribe it for off-label use (which is a felony) and it can be obtained from internet pharmacies, anti-aging clinics and web sites. HGH must be injected and it is expensive. Anyone obtaining it off-label cannot be sure exactly what they are actually getting. Oral preparations do not work as it is digested by stomach acid before it is absorbed. Side effects of excessive use are many. The list includes nerve, muscle and joint pain, excessive arm and leg swelling, carpal tunnel syndrome, gynecomastia (breast growth in men), numbness and tingling and elevated cholesterol levels. It increases the risk of developing diabetes and heart disease and it increases the growth rate of tumors. It is thought that the side effects of HGH use increase with age. In addition most studies on its use to date have been short term so it is not known whether the side effects dissipate with time after stopping its use. Due to space constraints my next column will continue this discussion and will include creatine and testosterone as well as caffeine. This column is published biweekly. Questions and comments may be sent to editor@rockawaytimes.com.

push the button to light up the extravagant Little North Pole display as the crowd looked on and their eyes lit up with it. Towards the end of the event, the winner of the two-year lease on a Mercedes Benz GLA-250 from Brooklyn Mercedes-Benz was announced. The car went to the Durando family of Neponsit and all the proceeds for the raffle go toward JDRF. Rounding out the evening was a visit by a very special guest. Arriving on the back of a decorated flatbed truck provided for Jets Towing, Santa Claus and his elves stopped by the Little North Pole to give toys to every single child in attendance who patiently waited to see him. Santa had some little helpers at Scholars’ Academy who held a toy drive at the school and were able to donate 3,000 toys to the event, with additional donations coming from the Marine Toys for Tots Foundation. While Sunday’s lighting may have been the main show, Mure did scaled-down versions all over again, twice, on Monday, Decem-

ber 8. That afternoon, students of P.S. 256Q across the Rockaways, who have autism and emotional disorders, took busses to the Little North Pole, where they were able to dance to a DJ, snack on some food provided by Ragtime Gourmet in Howard Beach and meet Santa, who arrived in a fire truck from Engine 268. Santa gave all of the children from P.S. 256Q teddy bears that were provided by the Happy Hearts Fund and United Airlines in an effort to help warm the hearts of children impacted by Sandy. “This is one of our great events for the year,” P.S. 256Q principal Ozzie Roman said. “Joe Mure is a friend of the organization and school and he always opens his doors to us. We’ve been doing this for more than 10 years and we’re blessed to have a friend like Joe.” Later that evening, the members of the St. Camillus Special Olympics came to the Little North Pole for a ceremony of their own, where they also got to dance to a DJ, eat good food and watch the home light up at night. Santa also gave toys to every Special Olympian. “These are children where every

one of them deals with struggles each and every day and probably every hour of their day. If we can stop for a few hours and give them something to smile about, we’re going to continue to do this every time we can,” Mure said. The Little North Pole, located at 144-03 Neponsit Avenue, will be lit every night through early January. There are donation boxes located in front of the home if you’d like to support JDRF.

Chicken Cutlets with Artichokes, Tomato, and Mozzarella Directions: Sprinkle the chicken cutlets with salt and pepper, to taste, and dredge them in the flour, coating them thoroughly and shaking off the excess. In a heavy skillet, heat 2 tablespoons of the butter and the oil over moderately high heat until the foam subsides. Sauté the cutlets in 2 batches for 1 minute on each side, or until they are just cooked through, transferring them as they are cooked to a heated flameproof platter. Remove the skillet from the heat, add the garlic, and cook it over moderately low heat, stirring until it just begins to color. Add the wine and the lemon juice and simmer the mixture until it is reduced by half. Remove the skillet from the heat, add the remaining 2 tablespoons butter, and swirl the skillet until it is incorporated. Pour the sauce over the cutlets and top the cutlets with the tomato, the artichoke hearts, and the mozzarella. Broil the cutlets under a preheated broiler about 3 inches from the heat until the mozzarella is melted and sprinkle the cutlets with the parsley.
