elcome to the sixth Riviera Maritime Media Middle East Offshore Support Journal Conference. The Dubai Maritime City Authority is the platinum sponsor and we are very grateful for their support and that of the wider UAE maritime community. Almost 12,000 industry professionals have attended Riviera’s Offshore Support Journal Conferences to date. Approximately one third of attendees have come from the shipowning/ operating community. Today’s conference takes place in Dubai, one of the world’s fast growing maritime clusters and home to one of the world’s pre-eminent maritime ports. Or to put it another way: a lot of vessels and maritime business calls here making it a perfect setting for our event. We gather at a critical point in the business cycle. The Middle East, having weathered the ravages of the downturn better than any other global centre of activity, is again poised for growth. OSV vessel utilisation and chartering represent 40% of global contracted supply and rig utilisation is running at 75%, versus a global average of 60%. Over the next five years, US$130Bn will be spent on offshore development. Abu Dhabi National Oil Co (ADNOC) plans to ramp up its production to 4 mbpd by 2020 and 5 mbpd by 2030. Work is also underway on the Hail and Gasha artificial island projects. They will need as many as 160 vessels over the next 2-4 years. Speakers will be detailing the latest market data, trends, charter rates and project development news needed to capitalise on the expected upturn. Our presenters will also be taking a critical look at new technologies.

www.osjmiddleeast.com

You will hear perspectives on which deliver the greatest efficiencies and return on investment. The conference reflects the quality of the Offshore Support Journal (OSJ) and its range of supporting publications. The undisputed market leader, OSJ is circulated to more than 1,000 national and private oil companies and contractors as well as more than 2,200 shipowners, operators and managing companies of support vessels globally. Additional copies are distributed at appropriate events, globally, including this one. Please do take the opportunity to review your complimentary copy, and if you have not already done so, confirm your subscription today. Across our two-day conference, social and networking opportunities will not be neglected. There will be many opportunities to network and forge new contacts. These include coffee breaks and buffet lunches. Of course the Middle East Offshore Support Journal Conference could not take place without the generous support of all our sponsors. Special thanks go to Dubai Maritime City Authority, Gold sponsors ABS, Emirates Maritime Arbitration Centre and Port Vila Vanuatu and silver sponsors ADNOC, Allianz Marine, Bureau Veritas, Fraay Marine, IEC Telecom, Marlink, Moriah Marine Services and Orange Business Services. We are especially grateful to you, our international audience, for coming again in such numbers for this inaugural event. My colleagues and I remain available to assist in any way we can. Together we look forward to a productive, insightful and enjoyable event.

Platinum sponsor’s welcome

A very good morning to all of you

O

n behalf of the Dubai Maritime City Authority, it is a great privilege to be here with you today to welcome you to the Middle East Offshore Support Journal Conference 2019, the sixth edition. It is an opportune day to share with each other our knowledge and experiences and explore the opportunities that lie ahead for the global shipping industry as well as tackle the most pressing issues the maritime community faces. It is a timetested formula that challenges are most effectively addressed when members of the same community work together and collaborate to find common solutions. Dubai, which takes its roots from its maritime heritage, is in a strategic position to play a pivotal role in the global offshore vessel industry, having made massive developments in the sector and ranked among the world’s 10 leading maritime capitals. The emirate provides one of the most comprehensive, competitive, and distinctive maritime platforms in the world, particularly in shipping, ports, marine engineering operations, and marine support services. The local maritime sector hosts over 7,400 companies performing

over 13,000 marine-based activities. Furthermore, the local industry now accounts for 7% of Dubai’s GDP and provides over 76,000 maritime jobs across the emirate. Ladies and gentlemen Your presence here today is testament to the confidence and trust of the global maritime community in Dubai’s capabilities to bring together the world’s leading experts in the sector to form a common vision for the future. Dubai’s efforts to become a firstclass international maritime gateway focused on research, innovation and advanced technology is part of an ambition to contribute significantly to the sustainable development of the global maritime sector. As part of our keenness to further enhance the growth of the offshore support vessels industry, the DMCA has launched several high-profile initiatives aimed at facilitating maritime activities. The Dubai Maritime Virtual Cluster, for example, offers easy online access to users through a website serving the four main objectives of the sector, namely maritime clustering development, empowerment, raising awareness, and encouraging participation and interaction among various stakeholders. Another initiative is the Innovation Quay, which taps on innovative ideas complementing DMCA’s very own ‘Maritime Creativity and Innovation Lab’. Through this project, we encourage leading manufacturers and research institutions to take advantage of this facility to engage in studies and develop state-of-the-art infrastructure for the sector such as drones, 3D technology, smart devices and autonomous driving inventions. Maritime Dubai is another one-of-a-

kind project of the DMCA which is geared towards developing an independent and unique identity for the emirate as a maritime hub, capable of pushing the growth of various clusters including shipping, harbours, berths, logistics, maritime arbitration, classification, and licensing, to name a few. Our mission is to continuously promote the co-ordination and co-operation of the sector worldwide and take the necessary steps to improve local maritime operational processes following the highest standards of excellence, quality, innovation, and safety. This is visible in our unwavering support to industry initiatives such as the Middle East Offshore Support Journal Conference as Platinum Sponsor in line with the goals of the Dubai Maritime Sector Strategy to make the emirate the world’s leading maritime capital. These two days hold for us a wonderful opportunity to examine new horizons and build an innovative framework that can navigate us through emerging challenges and transform them into new prospects for development, which leads to the advancement of the maritime sector. Thank you for coming and I wish you all a successful and productive conference.

As countries in the Middle East continue to enhance and develop infrastructure, their maritime presence is gaining traction. Furthering development notably sees an increased requirement for support services. Amongst these services is a maritime arbitration centre within the Middle East that now provides parties with alternative access to dispute resolution. Established in 2016, in accordance with an Emiri decree by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, as an independent, non-governmental, non-profit institution, the Emirates Maritime Arbitration Centre (EMAC) fills the geographical gap for specialised maritime arbitration between East and West. EMAC is managed by the maritime industry, as represented by its 14 member board of trustees, and competent secretariat. Impartial and transparent, EMAC works with organisations across the region to facilitate resolution of maritime disputes through arbitration and mediation. As the first and only maritime arbitration centre established in the MENA region, EMAC aims to position itself as a centre of excellence for maritime dispute resolution, adhering to best practices in-line with international standards. EMAC actively promotes arbitration and mediation with rules that provide for efficiency through light touch case management, access to the latest studies on alternative dispute resolution as well as education for professional development in arbitration. EMAC’s arbitration rules adopt the latest UNCITRAL rules with the addition of emergency arbitration and fast track arbitration for smaller valued disputes. For the team at the centre, the priority remains to deliver a trusted global standard in maritime arbitration and mediation. With a growing membership base, EMAC connects the maritime industry with an experienced panel of arbitrators, mediators and experts who specialise in a wide range of maritime related fields across international borders. www.emac.org.ae

DRIVING SUSTAINABILITY

17-18 September 2019, Singapore

Last year’s Asian Offshore Support Journal Conference predicted that the industry was at the start of a new cycle of offshore investments with parts of the supply chain were already seeing improved margins. Rates for the OSV sector were forecast to significantly improve over the next five years. Delegates heard robust projections on rig deliveries and the number of OSVs expected to return from stacking. Join the region’s oil majors, owner/operators and supply chain 12 months on in Singapore to understand how the market has performed and to understand whether it’s on track – and what’s required to keep it on track – to realise the predicted investment and earnings. We’ll answer the key question: What’s required to position for success?

Highlights of the 2019 annual event will include: • Regional and global O&G market trends and opportunities • Emerging market opportunities in the region • OSV supply & demand analysis • Rig activity updates • Evolution of the OSV supply chain and its impact • Cost, resource and practical application in the reactivation process • Assessment of alternative fuels and propulsion systems • Evaluation of demand for Walk to Work, Offshore Wind and DSVs.
