years, Stone crafted the 3,629-kilogram (8,000-pound) beast out of 16-gauge surgical grade stainless steel. The Imperial Water Dragon will rest in Richmond for the first six months of the Year of the Dragon. “I really wanted to do my homework and that I captured the essence of a real Chinese water dragon,” said Stone, noting the importance of the water dragon’s fortune in Chinese culture. “I wanted to make it as good as a painting and produce it in steel that would last forever.” Stone, who owns Metal Animation Studio Inc. in Chilliwack, is dedicated to building the largest

stainless steel sculptures in the world. He found his calling eight years ago, after his employer asked him to craft a stainless steel gargoyle. Stone creates his pieces by hand. Cuts are made using a power shear or grinder equipped with cut-off wheel. Pieces are then welded together, ground down and polished to a mirror finish. Located near River Rock’s Curve Lounge in a public outdoor courtyard, Imperial Water Dragon stands 3.7 meters tall and, with its coils, stretches nearly 30 meters. It’s currently for sale. A City of Richmond employee has been fired and Richmond Mounties are investigating after it was learned that some $200,000 allegedly went missing from the South Arm Community Association. City of Richmond spokesperson Ted Townsend said last fall, some financial irregularities were discovered involving funds belonging to the community association. The city took immediate action and commenced an investigation, and suspended a city employee. That employee has since been terminated. Townsend said the allegations go back at least five years, but noted that since the Richmond RCMP are still investigating, he can’t comment beyond that. No charges have yet been laid. Coun. Linda Barnes, the city’s representative with South Arm Community Association, said other local associations and non-profit groups have been contacted to ensure existing checks and balances are being followed, and that steps are being taken to “ensure in the future more stringent checks and balances are there.” Asked if she was surprised by the allegations, Barnes said: “To be honest, it happens.” But she said whenever somebody works for the city or an association in a position of trust, she’s surprised when that trust is broken. The Review has been told the fired worker had access to cash and the power to approve billings at South Arm. Just last week, Debbie Judd was sentenced to two years in prison, and ordered to reimburse the Richmond Youth Soccer Association more than $200,000 for stealing from the club while she was its chair and treasurer between 1998 and 2003. Judd pled guilty to redirecting the association’s fund for her personal use during a period of time when the family’s finances were in trouble.

Art show relives fantasy of Richmond icon Theme park and its controversial players now subject of exhibition by Matthew Hoekstra Staff Reporter

A

famous—and for a time infamous—icon of Richmond’s past is the subject of a new exhibition at Richmond Art Gallery.

Fantasy Gardens by Stuart McCall and Neil Wedman is an exhibition of drawings and photographs from Fantasy Garden World, an attraction built at No. 5 Road and Steveston Highway by former Social Credit premier Bill Vander Zalm in the mid-1980s. Wedman’s drawings come from the Vander Zalm trial of 1991—a trial that followed a conflict-of-interest commissioner’s report that found the former premier had used his position to facilitate the sale of the theme park. Vander Zalm resigned from

public office and was acquitted at the trial, in which Wedman pencilled his portraits of protagonists. McCall snapped his photographs nearly a decade later, when Fantasy Gardens was shuttered and vacant. Together the artists’ works document the public spectacle of a prominent politician on trial, broadening the scope of each artist’s images. Wedman never visited the theme park during its operating years, but the art teacher felt drawn to the trial. “Courtroom sketching was a way to take life drawing to the public, social arena. Mr. Vander Zalm was the last of the Social Credit Party, a party characterized by big business buffoons and windbags. The ex-premier’s problems seemed to epitomize that quality and sitting in at the trial seemed like it might be fun,” he said. It was quite the opposite, Wedman discovered. “It was an aimless, pointless paper chase,” remembered Wedman, a Vancouver resident who teaches at Emily Carr University of Art and Design and Simon Fraser University. “I was surprised there even was a trial but I’m no expert on the law.” Like Wedman, McCall had never set foot in Fantasy Gardens during its heyday,

images into a larger project he’s been chipping away at for years—documenting dilapidated and decaying structures. A show garden untended for years seemed like too good a subject to pass up. “Having never been there before, I didn’t really know what to expect. I had been given to believe that there was quite a strong Christian or Biblical theme in there, but what I found was not so. Either the Biblical themed items had been removed, or they had disappeared under the heavy mounds of brambles,” he said. Still evident were structures left behind: pathways, ornate light posts, water features with bridges and several scaleddown churches. And far from the windmills and castles, McCall found an overgrown circle garden full of fallen sculptures. “I felt like I was walking into a lost world. I kept expecting to run into grazing brontosaurus around every corner.” McCall hopes his work will allow viewers to recognize the “fleeting nature” of things, and to acknowledge the “persistence and resilience of nature.” The Fantasy Gardens site is now being redeveloped by Townline Homes, which is building six multi-storey buildings. The 450 homes will surround a five-hectare public park.

“We already have a policy on the backlands and that it will be an agricultural area,” said Coun. Bill McNulty, committee chair. The policy, first created in 1990, allows institutions to locate on the east side of No. 5 Road—normally protected from development by the Agricultural Land Reserve— provided farming takes place on the eastern side of the property. A proposal to redevelop Lingyen Mountain Temple, at 10060 No. 5 Rd., was one of the reasons that prompted staff to recommend a review. Staff had even asked temple officials to withdraw their application until the policy was reviewed.

Committee did refer the matter back to staff, but with instructions not to alter the policy’s bread-andbutter—that the eastern half of the properties be reserved for agriculture. “That policy aspect does not need review, unless you’re going to change it, and obviously the committee has suggested there will be no changes in the backlands and its use,” said McNulty. The policy has worked “to various degrees,” with some institutions doing more farming than others, depending on their knowledge of agriculture, said McNulty. “I think they’re all trying, but some can do it better than others.”

Robbery suspect quickly nabbed A 36-year-old Burnaby man is behind bars in connection with a Friday afternoon robbery at the Su-Hui-Da Currency Exchange at 5461 No. 3 Rd. Police were called around noon to a report of an attempted robbery, in which a masked man produced a firearm and tried unsuccessfully to access the rear of the business. Richmond Mounties were in the area at the time, and saw a man flee the business who matched the description of the suspect. Kevin Xiao Dong Luo, 36, has been charged with attempted robbery, wearing a disguise with intent to commit an indictable offence, and using an imitation firearm in the commission of an offence.

Ten top travel journalists descended on Richmond last week to take in the city’s Chinese New Year celebrations which have drawn international media attention. Richmond soaked it all up with the coming of the Year of the Water Dragon, as writers for Reader’s Digest, Canadian Press and the USA Today indulged in the celebrations that have been commonplace here for decades. Invited by Tourism Richmond, the group indulged in a 12-course feast at Shanghai River, where they counted down to the New Year with thousands of other local revellers at Aberdeen Centre. They also made a stop at the International Buddhist Temple’s flower and gift bazaar, according to Tourism Richmond spokesperson Michelle Dunn.

EDITORIAL: Take a hike?

T

hank goodness for Martin Crilly, TransLink’s independent regulator. He may be a bean counter but he’s the only thing that stands between transit users and fare hikes planned for 2013. The TransLink commissioner may indeed find that TransLink is justified in hiking cash fares, monthly passes and FareSaver passes an average of 12.5% next January. (There hasn’t been a hike in cash fares since 2008 and monthly and FareSaver passes were bumped up two years ago.) No doubt TransLink will argue that costs have risen at least 2% a year since then and, if fares were held to current levels, additional services would be delayed or cuts would be required. Crilly’s job over the next few weeks, then, will be to look at transit operations to ensure the most is being made of existing services and that TransLink simply can’t do without more revenue. He’s also asking the public to weigh in by emailing comments@ translinkcommission.org by Feb. 15. This is not a big issue for people who don’t take transit on a regular basis. For commuters already

bracing for higher fuel, repair and insurance costs, an extra 25 to 50 cents on cash fares, $2.50 to $5 on FareSavers and an additional $10 to $19 more on monthly passes are no big deal. But these hikes are a concern to students, fixed-income seniors and

moderate to low-income commuters who typically can’t afford cars and have no alternative but to take transit. These individuals can’t afford escalating fares and will have to give up something else to pay for them. Monthly passes, which most youth and seniors would buy,

aren’t cheap and would be $124 (up $14 if hikes are approved) for a two-zone pass, for example. There is also a concern that the occasional user will give transit a miss on game nights and other big events because it’s cheaper for a family of four to take the car and

park. There could be a point at which high fares simply turn away customers. TransLink argues that won’t happen because transit will always be needed and people will pay more for convenience. We’ll see. —Tri-City News

I don’t want to hear a peep out of you” and “pfffft...you don’t know real snow.” It’s true, though. We shouldn’t talk about the cold. We Richmondites really don’t have any concept of what a Canadian winter really is. Growing up on the West Coast, I remember being confused about representations of Canada as a cold country. “Why is everyone making this mistake?” I’d wonder. Canada is a cozy place, I thought, with rain streaming across the

windows and pine cones hitting the roof in winter. We didn’t have snow other than a few days a year to build melting snowmen. Mittens and hats were more for fashion than necessity and snow pants were hot! After a year spent in Ontario for school, I realized how wrong my perceptions of Canadian winters were. During the infamous ice storm of 1994, I experienced hat icicles, nose hair freezing, and truly appreciated the value of a good pair of winter boots and a fuzzy parka. Last week Richmond had its own taste of a real Canadian cold. For better or for worse, we pulled out our snow shovels, sanded our walkways, put on our snow tires, and complained about the cold. There were fun times too. We had an epic snowball fight on my front yard

I was playing soccer as part of the Richmond Youth Soccer Association prior, during and after the years Debbie Judd defrauded the organization. I am glad to be associated with the “well-connected members” that you disparage in your editorial of being vindictive towards the Judd family. I have seen these people donate their time and effort to ensuring the success of the RYSA which was threatened by the actions of Debbie Judd. To accuse these members of the RYSA of underhanded tactics to deprive other members of the Judd family without evidence

The actions of Debbie Judd were wellpublicized in the media and the actions taken by a few (who may not have even been associated with the RYSA) should not reflect poorly on the many who gave their time and effort. In my experience in dealing with the soccer community, it is my judgement that the anger and hate has long since passed at the actions of Debbie Judd. I sincerely believe that the anger and hate present in the RYSA was at the actions of Debbie Judd, not the person. To demonstrate the damage that Debbie Judd had on the RYSA, look at the health of soccer programs in Richmond today. New artificial turf fields have been funded partly by the RYSA

Scramble isn’t a timesaver Editor: On Friday afternoon, a friend and I had occasion to visit Steveston and enjoy a chai and a coffee at Rocanini Coffee Roasters at the corner of No. 1 Road and Moncton Ave. Our seat location offered us a prime vantage point from which to observe the new Steveston ‘Scramble’ in operation. What we witnessed was a steady series of pedestrians who each, one at a time or in small groups of two to three, pressed the scramble button and crossed the diagonal crosswalk. In every case, they would have been quicker to cross one road, in whichever direction was available, then turn 90degrees and cross the other. It is ironic that to wait for the scramble signal to activate is just not efficient for individuals and small groups. What struck us both, was the reality that taxpayers, through our Richmond city council spent $600,000plus so that visitors and residents can cross this intersection quickly for only 10 to12 weekends during the

Debbie Judd knew what she was doing was illegal, I would like to know how much of the $204,070 that she stole she has repaid since 1998. I think you’ll find out that it will be none. Celebrating Robbie Burns Editor: Jan. 25 is Robbie Burns Day. Many folks around the world celebrate this wonderful Poet of the Ages, a Scot who died too young yet gave us many beautiful verses and phrases that have become part of our common cultures and languages. Burns was a romantic: “Oh, my luve’s like a red, red rose, That's newly sprung in June; Oh, my luve's like the melodie That's sweetly played in tune.” Burns was a keen observer of life: “There is no such uncertainty as a sure thing.” Burns was a man of great humility: “Some have meat, and cannot eat, And some cannot eat that want it; But we have meat, and we can eat—And let the Lord be thanked.” Burns is perhaps best known for his advice that we should see ourselves as others see us—

that is, we should do conscious reflection and so save ourselves from many blunders and self-inflicted wounds. The lucky ones will hear Burns words of romance and wisdom when we sit down for our Burns Dinner of haggis and neaps. We will listen to the melody of the bagpipes, see the swirl of the kilts, and admire the light feet of beautiful country dancers. This is also a good week to enjoy ourselves. Humourous stories abound about

the Scots, focusing mainly on their thriftiness, kilts and hairy legs, their accents, and of course the haggis. Bring them on! We love Scottish jokes and can more than hold our end up. Just don’t get us started on our medical, scientific and engineering feats or we will be here all day. Give me back my community Editor: With reference to Ray Arnold’s Jan. 18 letter “The rise of the affluent ghost town,” I would like to commend him on saying, very well, the feelings of many of the old time residents of Richmond. My mother and I have been on this street ( in separate homes) for 26 years and 57 years respectfully and feel exactly as Mr. Arnold express himself. We have numerous

Adding to the backups, due to safety concerns, vehicles can no longer turn right while their traffic light is red. It became obvious that during busy weekends, it will be practically impossible for any vehicles to make any turns in that intersection which will contribute to greater driver frustration. What council has accomplished is that during busy times the congestion will be transferred from the foot traffic to the vehicle traffic. Further, an unintended consequence is all the excess gasoline burned and hydrocarbon pollution dumped into the atmosphere by cars idling. In my opinion, we would have been further ahead had council placed a traffic control officer in the intersection during busy weekends. R. Pekarek Richmond

by Don Fennell Sports Editor Katie Chan’s fast feet and artistry have earned her a ticket to the NHL all-star celebrations this weekend in Ottawa. The talented Seafair minor hockey player, who just turned nine on Jan. 5, finished second overall among Novice girls in one of 15 regional qualifiers held across the country. Each child competed in four different events: skating,

stick-handling, shooting and passing. The top five female and male players at the Novice, Atom and Peewee divisions (ages seven to 12) qualified to compete at the Canadian Tire NHL Junior Skills Competition in Ottawa, with expenses paid, and will be presented with a pair of tickets to the NHL Skills Competition on Saturday and the NHL AllStar Game on Sunday. Katie’s timed skate was the third fastest in the Novice Division, while

Each of the winners at the national junior skills final will be recognized during the NHL Skills Competition broadcast live on CBC. “Katie is an amazing hockey player to watch,” enthuses Ben Chen, Katie’s current coach with the Seafair Atom A3 rep team. “She is not only talented but also a hard worker. Playing on an allboys team where some of the kids are older than her by two years, Katie is an impact player because of her skills and her ability to compete at a high level. She is a skilled player with skating speed, stick-handling agility and intuitive hockey sense.” Derek Popke, director of player development for Seafair and founder and president of the Vancouver Hockey School, says it’s Katie’s attention to detail that separates her from the average player. “When she doesn’t understand a skating mechanic or technique, she will ask questions. This is very rare for a player of her age. Not only does she have tremendous skill, she also has a huge passion for the game.” Former NHL player

Yogi Svejkovsky, who is Seafair’s director of hockey operations and program director for the BC Bears spring hockey club, also raves about her exceptional talent which he attributes to work ethic and great listening skills. “She is ahead of the average player her age because of her attention to detail and the advanced skill training that she participates in with the BC Bears,” he says. Adds Bears’ coach and local elementary school principal Bill Juhasz: “I am not surprised at all to hear about the success Katie is having. I have had to honour of coaching Katie in spring hockey (for three years) and while she is the only girl on our regional select AAA team she is just one of the boys as far as (her teammates) are concerned. They think she is great. “Having said that, the attribute I admire most in Katie is her confident, yet humble nature. She never showboats and is always an exemplary model of sportsmanship. She deserves every bit of success she gets and this won’t be the last time Katie gets her 15 minutes of fame.” See Page 12

Sockeyes’ Allison earns first hat trick by Don Fennell Sports Editor Rookie Dean Allison is starting to light it up just as the playoffs near. With 10 games to go in the regular season, Allison netted his first hat trick as a junior last Thursday during a 12-2 Pacific International Junior Hockey League win over the Port Moody Black Panthers. The following night he scored two more goals, boosting his season total to 12, as the Sockeyes rolled past the Ridge Meadows Flames 7-2 in the first of a home-and-home showdown. The second half goes this Thursday at 7:30 p.m. at Minoru Arenas. The two wins have strengthened Richmond’s (30-6-0) grip on top spot in the Tom Shaw Conference, and in the Pacific International Junior Hockey League overall. They’re now 11 points up on second-place Delta Ice Hawks (23-6-1-2). Richmond peppered Port Moody goaltender Zachary Station with 66 shots in last week’s win in which captain Patrick Hunter had a goal and four assists. After missing several games with an undetermined injury, Rudi Thorsteinson celebrated his return to the Sockeyes’ lineup with a goal and an assist. Jeremy Hamaguchi (26 goals and 30 assists) scored twice and assisted on another and is now three points back of Delta’s Spencer Traher for the PIJHL individual scoring lead. Tyler Klassen won both games, his first two as a Sockeyes goaltender.

For the second year in a row, Gordon, 15, a member of Richmond’s Connaught Skating Club, has topped his division at the national ďŹ nals. He followed up his victory in the men’s Novice Division last year by again earning top marks this year in his debut

as a junior. Third after the short program with 51.38 points, he wowed the crowd at the Moncton Coliseum Complex in the free program to earn 109.66 points and ďŹ nish ďŹ rst overall. “It was a huge surprise and an incredible achievement,â€? said Gordon’s coach Keegan Murphy. “With his three consecutive national titles (PreNovice, Novice and Junior), Mitchell has joined the likes of Kurt Browning and Elvis Stojko.â€?

Born in Toronto, Katie began playing hockey at age four. But the seeds were planted even earlier. “She would see Rob and I watching hockey on TV and then beg her dad to shoot pucks at her,” says her mom Marilyn. At two she was already carving up the ice on a small rink in the family backyard, but even then, adds Marilyn, refused to wear figure skates. Only hockey skates would do. Once Rob realized how naturally she caught on to skating he encouraged her to abandon her original dream of becoming a goalie to play out. “I love having fun with my teammates, getting better at things I’m not good at, and scoring too,” says Katie, who has also played co-ed T-ball and lacrosse and this spring plans to play girls’ softball. Marilyn says she loves all sports and if there were more hours in a week she’d likely try to play them all. “I think it’s the challenge of mastering all the details that fuels her passion for the game,” says Marilyn. “Of course scoring is fun, but she loves the challenge of executing a play they practised or seeing the ice correctly and anticipating the play so she can make the perfect pass, playing to the whistle while she digs for the puck, or pushing herself to the limit to back check hard and get the puck off her opponent. It’s the pure spirit of competition that drives her. And she also really enjoys being part of a team. She’s equally excited whether she or one of her teammates scores and loves the camaraderie that develops when you work together towards a goal.” In general, those who know her describe Katie as a laid-back kid with a kind heart, very sociable, and sporting a mischievous sense of humour. But as soon as the skates are laced up, it’s game on. “She’s very competitive and not intimidated by anyone, no matter how much bigger or stronger they are than her,” says Marilyn. “And she’s pretty tough too...her opponents have learned not to be fooled by the ponytail. If you go up against her along the boards on in the corners, be prepared for a battle.”

ost small-business owners at some point fall into the trap of “any revenue is good revenue.” But, uncontrolled revenue growth can actually lead to a decrease in bottom-line profits. These two time-tested tactics will help you boost your bottom line quickly and safely by focusing on profitable revenues to grow your business. Tactic # 1 Optimize your pricing strategies, safely, and with integrity to increase your bottom line by 25-60 per cent: Most of us have accepte d that that there are certain pricing “rules” in our industry when in actuality price is nothing more than a reflection of perceived value. When we allow ourselves to be lumped in with the rest, the focus shifts to price. That’s when we resort to discounting to match or beat competitive threats. A mere one per cent decline in price typically leads to a 16 per cent decline in profitability. These five steps focus on value and drive profitable revenue across a wide range of possibilities: 1. Raise less-visible prices. What are “less-visible prices?” Well, do you know the difference in extra baggage charges from one airline to the next or the price of

If no-charge-yet-value-added services have crept into your business model over time, bundle them into a chargeable premium service and make that the standard for all new customers. 3. Justify a price premium by saving time or money. Consider cost of

Facts and figures are merely used to support the decision. Make sure your products or services have emotional value to your customers. Are you lower risk?

Schedule front-line staff (even if that’s just you) to spend one day per week identifying where your failure as a company is resulting in support and service requests from customers and staff. 2. Seek input from customers and staff involved at each stage to identify roadblocks, cumbersome workarounds, inefficient systems and missing information. 3. Solve problems for good at a rootcause level by repeatedly asking, “why is this occurring?” until the root cause is identified. Tackle each of these tactics diligently for the next three months, and you’ll see a terrific boost to your bottom line. berdeen Centre was bursting with excitement and anticipation last Sunday evening as people of all ages got ready to welcome in the Chinese New Year together at the mall’s Countdown Night to the Year of the Dragon.

The mall was packed with over 6,000 people attending the event, which Around Town was Amanda Oye hosted by Fairchild. “Every year we steadily increase in people,� said Joey Kwan, the promotion and public relations manager at Aberdeen Centre. The crowd that the event attracts has diversified as well. “It became more of a cultural event for everyone,� she said. The night featured plenty of entertainment leading up to the official countdown including live music, dancers, and games for the audience to participate in. The God of Fortune even came out and passed around red envelopes with candy in them. There were plenty of opportunities to get in some shopping for the New Year too. Each year they have many traditional vendors come out, but they bring in new ones as well. “Every year [guests] get new surprises,� said Kwan. When it was finally time for the official countdown there was no shortage of energy in the crowd. As midnight hit cheers rang throughout the entire mall.
