PRESIDENT’S MESSAGE Well I just don’t know where this year has gone. At the Rental Housing Association, we have worked on many changes for the association. I have heard from several people that we are the best kept secret. This last year we have been laying the ground work to become the best known landlord association in Oregon. My passion has always been to give the keys to success to landlords and property managers Elizabeth Carpenter through education and assistance. I remember the day RHA President I walked into court not understanding all the laws. I lost the case due to a very small detail. We at the RHA want to educate and assist every landlord and property manager to understand the landlord/tenant Act of Oregon.

I always think of December as the month of giving! There are so many worthy organizations to give to each year. The RHAGP would like to remind you of our Annual Toy Drive. We are asking for toys, gift cards and gift items for kids. These toys and gifts will be given to families of the National Guard and Reserve personnel serving overseas!

You will see some changes in the office this next year, if you have not already noticed.

Alita Dougherty, our office manager for the past eight years has retired from the Office Management position. Alita will not go far, lucky for us, she will be joining the board and is acting as board consultant. She has been working towards retirement for the last couple of years. We were able to hold her off for the last couple of years, but no longer. Alita has been, and will continue to be, an asset to our organization. We are looking forward to her joining the board in 2014!

Cari Pierce has moved from Member Services Representative to the position of Office manager. Cari has worked in the property management industry since 2007 during which she worked for a Portland property management company as the office coordinator before her boss (a Rental Housing Association of Greater Portland member) decided to sell her property management company and retire. Cari is currently a RHA member and assists in the management of 14 family owned units in the Portland area.

The office has worked really hard this year. Our new office staff are learning quickly and doing a great job. Be assured, if they don’t know the answer to your question, they can direct you to someone who does. We have several Mentors that are willing and able to help. The RHA office is open from 9:00 am to 5:00 pm Monday through Friday.

Special, thank you to Cindy Robert, Rainmakers, LLC for helping us to work with our state lawmakers. We had a solid presence at the legislature this year and look forward to continue in the future. We worked for the benefit of all landlords - whether you own one rental or hundreds, we were there for you. Although we did not get everything we wanted, we did let them know our position on several bills and we were heard!

My final thank you is to everyone, from board members, to association members and consultants; thank you for assisting me in the position of President for the RHA. I am looking forward to 2014 as another successful year!

BARBARA ADLER Barbara Adler is a rare individual. Not many give one organization a significant amount of their time for 40 years. Barbara and her then husband Don joined the Oregon Apartment Association February 1, 1973. From the time they joined Barb has worked supporting OAA members in providing affordable and quality housing.

In 1992, members of the Oregon Apartment Association became interested in changes proposed by the City of Portland; they formed the Coalition of Metropolitan Property Owners of Oregon. Barbara served as president of this group in 1993. Barb is also active in the Gresham Eagles Lodge.

Barb grew up in Eastern Oregon with 2 brothers. She now stays very busy caring for her mother and keeping up with the lives of her 2 children and 4 grandchildren besides her work on the board.

We will certainly miss her leadership, ideas and hard work.

Following is an article from King County Office of Civil Rights While written with rental properties in mind, it is none-theless relevant and instructive for housing providers of all kinds, such as Realtors®, homeowners associations, etc.

Disability is a protected class under the Federal Fair Housing Act1, and includes both physical and mental disabilities.

“Can you handle your own finances?” “How do you get in and out of the shower?” “Don’t you need someone to take care of you?”

These are questions the average prospective tenant does not expect to hear when seeking an apartment. However, many people with developmental disabilities routinely get questions like these from housing providers. More people with developmental disabilities are living independently these days, and housing providers need to be mindful of their rights and responsibilities under the Fair Housing Act1.

What is a Developmental Disability?

Developmental disabilities are a diverse group of physical, cognitive, psychological, sensory, and speech conditions that begin anytime during development up to 18 years of age. About 17% of US children under 18 years of age have a developmental disability. Developmental disabilities include mental retardation, cerebral palsy, epilepsy, autism or other neurological conditions that result in limitations of general intellectual functioning or adaptive behavior.

Some people with developmental disabilities use mobility aids such as wheelchairs, canes, or leg braces, and will require accessibility features in their dwellings, such as ramps, lever door handles, or bathroom grab bars. Others have speech disabilities and may speak very slowly or be difficult to understand. Some have sensory disabilities such as low vision or deafness. Some have learning disabilities, mental retardation or other cognitive conditions that cause their processing of information to be slower.

A number of folks with developmental disabilities use the services of drop-in caregivers or live-in aides to assist them with activities of daily living (shopping, cooking, bathing, housekeeping, etc.).

Advocates A number of those with developmental disabilities have an

“advocate” who may be a relative, friend, caseworker, or other individual who assists them in dealing with complex issues. For example, an advocate may accompany the prospective tenant to view an apartment and to help interpret the rental agreement. Often, an advocate is available to assist the tenant and the housing provider if a tenancy problem should arise.

Some people with developmental disabilities may seem unsophisticated or even naive. Housing providers often mistakenly react by treating them differently than they treat other tenants. Many tenants with a developmental disability report that housing providers have asked them extremely personal questions, entered their apartments without notice, or taken advantage of their lack of sophistication.

Like other tenants with disabilities, folks with developmental disabilities may have accommodation needs; like all other tenants, this group wishes to be treated with fairness, respect and dignity.

Reasonable Modifications Many people with developmental disabilities may have problems accessing their unit due to their use of wheelchairs, crutches, or other mobility devices. They may need to make alterations in their units in order to have better and / or safe access. Fair Housing laws require that housing providers permit, at the expense of the person with a disability, reasonable modifications of existing premises if necessary for the tenant’s full enjoyment of the premises. <For subsidized housing projects, the cost is borne by the housing provider.> For example, a tenant should be allowed to widen a doorway for wheelchair access.

A housing provider may condition permission for the modification based on the tenant agreeing to restore the unit to its original condition when the tenant vacates the unit. However, the tenant need not remove the modifications if they will not interfere with the next tenant’s use and enjoyment of the unit (for instance, a wider door need not be made smaller again). The housing provider may ask that the tenant set up an interest bearing account not to exceed the amount of the modifications to cover the cost of returning the apartment or house back to its original configuration.

A tenant with a developmental disability should be permitted to make the following types of reasonable modifications: installing ramps, grab bars, audible and visual call mechanisms, widening doors and lowering cabinets. The modifications are not limited to the tenant’s unit but may be requested for common areas, recreational continued on page 7

areas, entrances to the building, laundry room and the garage. This is not an exhaustive list of the types of modifications that a tenant might request. A housing provider should review each request on a case-by-case basis.

Reasonable Accommodations While equal treatment is required in most respects, a housing provider has a duty to treat a tenant with a developmental disability differently with respect to reasonable accommodations. The need for reasonable accommodations can arise at the admissions stage, during the tenancy and during the eviction process. A housing provider must make reasonable accommodations in rules, policies, practices, or services, when necessary to provide tenants an equal opportunity to use and enjoy a dwelling.

When a tenant’s disability makes it difficult for him or her to comply with certain rules, the housing provider may need to provide extra help and / or extra time so that the tenant can comply. For example, as an accommodation, a housing provider can make a phone call to remind a tenant with memory problems to pay rent on the first of each month.

Tenants with developmental disabilities may request reasonable accommodations orally or in writing. Once a tenant initiates an accommodation request, the housing provider is entitled, in most cases, to a letter of verification of the existence of the tenant’s disability and need for the accommodation.

There are very limited situations where a housing provider does not have to provide a requested accommodation. It is not a reasonable accommodation to tolerate a tenant who poses a direct threat to the health and safety of other tenants or employees of the housing provider. However, it would be a reasonable accommodation to approve a tenant’s plan for acceptable minimization or elimination of the direct threat of the behavior. If the tenant fails to follow the plan and repeats the violating behaviors, the tenant may no longer be entitled to the protection of the fair housing laws.

Examples of Reasonable Accommodations:  Providing a prospective tenant with a disability with

assistance in filling out the rental application upon

request.  If asked, considering an application despite poor credit if a prospective tenant with a disability offers

each month.  Allowing a tenant to have a live-in caregiver,

irrespective of occupancy standards, upon request.

Another option would be providing the notices in tape- recorded form or, with the tenant’s permission, sending copies of the notices to his or her case manager or other support person.  Granting a parking space to a tenant with a mobility disability upon request, even if the tenant does not drive but has someone drive for him or her. (It is preferable to provide a reserved space for that specific tenant and to mark it with appropriate signage designating it as accessible.)  Permitting a tenant to keep a medically necessary assistance animal despite a “no pets” policy upon request. (Because the animal is not a pet, no deposits / fees / rent can be charged for the animal upfront; however, the housing provider can charge the same cleaning deposit it charges all other tenants. Housing providers can expect the owner to manage the animal’s behavior (no constant barking, no property damage), to keep the animal under their control, and to handle the animal’s waste appropriately. If the animal causes damage, the resident is financial responsible. Such animals need not be trained, “certified,” nor have a special identifying harness or tag.)  Granting permission upon request for a tenant to add grab bars to his shower, at the tenant’s expense, with the work done professionally, to code, with any required permits.  Installing a ramp or widening a sidewalk upon request so a tenant can access the clubhouse. (Accessibility ramps are almost always considered reasonable and the widening of walkways Would generally be considered so as well. WINTERIZING YOUR PROPERTY by Jennifer Newton of PropertyManager.com You wouldn’t head out into a snowstorm without a warm hat, lined gloves and sturdy boots. A property heading into a wintry season needs the same kind of preparation. (For those of you lucky enough to live in warmer climates, now would be a good time to take the dog for a walk.)

Frozen pipes. Drafty rooms. Broken tree limbs. Ice dams.

These are just a few of the potential joys winter offers to the unsuspecting property owner — in addition to, of course, regularly shoveling and de-icing sidewalks and driveways.

Here are a few things to put on your list for winterizing a property so you stay curled up on the sofa with a cup of hot cocoa instead of trudging out into the cold to fix something at your rental property.

• Wrap Pipes: Insulate exposed piping. Turn off the

water to garden spigots and drain hoses. While

you’re at it, wrap your water heater, too.

• Caulk Windows: Sometimes you can see a decent-

sized gap in the window framing just by looking.

But you can be sure to identify an elusive gap

on a cold, windy day by moving your hand

along the frame. Believe me, you’ll know where

to caulk.

• Change Furnace Filters: If you use traditional

filters, replace them monthly. Better yet, invest

in a filter that you can clean and reuse. I spent

about $20 several years ago on a reusable one.

After a simple rinse with water, it emerges looking

good as new.

• Program the Thermostat: It’s night time that you

install one. They are affordable, readily available

and easy to install. When you program it, keep the

temperature cooler during the workday or

overnight.

• Install Weather Stripping: During my home energy

audit last year, a contractor installed weather

stripping around two external doors. It’s a simple

addition, but it saves us money on our heating

bill and makes a big difference in our comfort

level.

Insulate the Attic: A warm roof melts rooftop snow too quickly and the subsequent water, trapped by unmelted snow and ice lower along the roof, has nowhere to drain. Last winter, several friends experienced costly, frustrating ice dams. Water blocked by an ice dam reroutes into a house and causes a whole host of new problems like damage to ceilings or walls, which invites mold issues down the road.

Dear maintenance Men: I came across an article about a new law concerning lead in brass fittings. I did not know any of my brass fittings contained lead. As an apartment owner, how will this affect me?

John Dear John: “No-Lead Brass” In January 2011, the Reduction of Lead in Drinking Water Act was signed into law, which will reduce the allowable lead content of wetted surfaces in drinking water pipes, pipe fittings, and plumbing fixtures. This law goes into effect January 4, 2014 and in the *states listed below, the law has already been adopted. (*California & Vermont (Jan 1, 2010), Maryland (Jan 1, 2012), and Louisiana (Jan 1, 2013) have adopted lead in drinking water standards that will go into effect prior to January 4, 2014.)

Why is lead in brass in the first place? Answer: Lead is in brass to make castings pressure tight. In the foundry process lead is the last element to solidify and therefore seeks and fills the microscopic voids in the brass. Bismuth will now replace lead in the foundry process.

How can I tell a lead brass product from a non-lead brass fitting? Answer: Non-lead brass will have “NL” stamped on the fitting. “NL” signifies “Non-Lead”.

As an apartment owner, how will this new law affect me? Answer: Higher pricing. The “NL” fittings are more expensive to produce. If a job quote comes in significantly cheaper than competing quotes, the lower quote may be using illegal old stock.

Dear maintenance Men: I am upgrading and modernizing my rental units. Do you

have any suggestions or trends that might be interesting?

We are in a very competitive market and need to stand out.

Kyle Dear Kyle: A trend that has been around a while is painting one wall a bright color. A twist on this idea is to use flooring as an accent piece. Create impact by installing a bright colored floor or painting/staining an existing floor a new color. If you are in a very trendy area; stain and polish concrete floors. It will create an industrial look with a byproduct of concrete floors being easy to maintain.

Dear maintenance Men: We are getting ready to interview a number of building contractors that have bid on a project for a building rehab.

What are some questions we should keep in mind during these meetings?

Mitch Dear Mitch: Understanding how a contractor works is a great way to eliminate problems down the line. A few questions we feel are important and should be asked every time.

1. Ask about a written schedule such as start and end dates and more importantly, ask when major events are scheduled. For example: when are painters scheduled, when are the landscapers scheduled, when are the roofers scheduled, etc.? Knowing when major events are to happen will help you determine if the job is running on time.

2. Will the contractor, his employees or subs be at your building every day? This is important as any day that the job is idle is a day no work is being done and the project may be falling behind. If the contractor or his superintendent is not on the job site, what happens if there are question about the project? How are problems resolved quickly?

3. Change orders. Tame them before they start. There are almost always change orders in a major project. What are change orders?? A change order is a change in the scope of work not in the original contract. Talk to your contractor about worst case scenarios or hidden issue that may pop up during the project and how they will be handled 4. Ask how to reach the contractor after hours and for emergencies.

5. Something to keep in mind: The lowest bidder is not always the most economical. The lowest bidder often uses change orders to bring his price up, sometimes surpassing the highest bidder. The lowest bidder will often have issues complying with above questions #1, #2, #3, & #4.

Portland Retail Market: Major Construction looms after slow Q3 By Cliff Hockley President,

Despite a slow 3rd quarter, Portland’s retail market continued its steady growth heading into the final quarter of 2013.

Overall Portland’s rental rate and vacancy remained stable while only a hand full of properties were delivered to the market. Submarkets in and around Beaverton and the I-5 corridor saw little if any construction but are poised to bring major deliveries to the market in 2014. East of the Willamette saw the most construction during this slow quarter with a number of deliveries and current construction taking place. While local investors are dominating the retail market, interest is growing as population and employer growth is catching the interest of national and regional investors looking for new markets.

The third quarter was far from lucrative but few negative indicators and major projects upcoming show the market’s stability moving into 2014.

Absorption The market experienced (3,848 sq. ft.) in absorption in the most recent quarter, capping off a month with very major deliveries and some high-profile move-outs. K-Mart vacated two locations in Clackamas and Tualatin, which totaled 218,159 sq. ft. Natural Grocers and Orchard’s Hardware and Supply moved into new Beaverton locations occupying a combined 73,000 sq. ft.

Vacancy Vacancy remained stable at 5.6%, a .1% increase from the year before. Total available space is currently on the downtrend as the market lacked a sufficient amount of new construction. Close-in SE and Northwest experienced the lowest vacancy in the Portland metro area at 3.6% and 1.2%, respectively.

Inventory and Construction: 4 buildings were delivered to the market in Q3 totaling 99,726 sq. ft. Another 108,024 sq. ft. is still under construction mostly on the east side of the Willamette River. The top projects currently under construction are Belmont West, a mixed use property in the Southeast submarket whose delivery date is set for the final quarter of 2013, and North Light Creative, in the Central Business District, which will be delivered in the second quarter of 2014.

building with parking) General retail property had a 4.0% vacancy through the quarter with rental rates averaging $14.28. East of the Willamette river currently has 67,000 sq. ft. under construction of general retail properties.

Rental Rates: Rental rates have risen from $15.51/sq. ft. to $16.06/sq. ft. from a year ago, showing good progress over the year.

According to Kidder Matthews, “Free rent concessions and tenant improvement allowances continue to lessen, increases in rental rates is a positive indicator. The outlook is for slow, continued growth Sales Activity: In the second quarter 20 retail locations closed with a total volume of $403,358,478. The 20 buildings totaled 2,457,344 sq.ft. with an average price per sq. ft. at sale time of $168.21/sq. ft. Cap rates for retail properties have been lower in 2013, averaging 7.83%. Compared to the same period in 2013 they are more than half a percent lower when they averaged 8.64%. One of the largest transactions in the last year was 978 Lloyd Center.

Areas/Properties to Note East of the Willamette River there was moderate construction, outpacing most of the metro area during a slow construction quarter. In total 8 buildings in the Southeast and Northeast submarkets, totaling 74,874 sq. ft., are under construction. 63% of the rentable building area in these new projects have already been leased, a good sign for the submarket and property owners. Mixed use buildings with multiple tenants are being built along streets like East Division, East Hawthorne and East Belmont. Close in SE, Close in NE and the Lloyd District are enjoying a combined vacancy rate of 3.6% with rental prices matching the metro area average of $16.06/sq. ft. Belmont West, located in the Southeast submarket is already 90% with rental rates averaging $24.00/sq. ft.

West of the Willamette River had very little new retail construction but confidence remains high for this area because of the growing population, strong employment base and recent retail success. Beaverton, Southwest Portland and the I-5 Corridor are proven retail centers and include residents with the highest average income in the metro area. In the five submarkets west of the Willamette the vacancy rates are hovering around 4.0% with rental rates higher than the metro area average at $18.51/ sq. ft. west side adds seven new shopping centers with strong anchor tenants. Deliveries scheduled for next year include properties in Lake Oswego, Nyberg Road, Sherwood and Cedar Hills. Anchor tenants already signed up to join one of these incoming properties include Cabela’s, New Seasons and Walmart. The properties look to capitalize on the population growth and major apartment development taking place in Beaverton and Washington County.

Conclusion A slow Q3 for the Portland Metro Area should not deter investors or new tenants. The metro area is looking down years of continued growth so long as the investment atmosphere remains favorable with low interest rates and growing employment in key areas. The rise of apartment development is generating more retail investment to meet future demand, especially amongst high-end grocers battling for position in new retail centers. Although local investors are currently dominating the retail development other Pacific Northwest firms and some California firms are catching on to the growing retail market in the area.

Steady growth in rental rates and low vacancy rates combined with growing interest among local and regional tenants with proven success have spurred investors and developers to increase the number of retail properties.

With stable capital markets and strong employment growth throughout the area, Portland will be a retail investment destination for years to come.

Lighting, Safety, & Landlord Liability By Robert Cain, Rental Property Reporter The image is one of murder mysteries and horror movies.

A single woman walking down a street, lit by a single, hanging bulb that in no way affords a reassuring view of the surroundings. Her clicking heels echo against the solid brick walls louder and louder. What little light there is only deepens the shadows. Hiding behind every fence, shrub and blade of grass you expect a lunatic or serial rapist.

Is that how your tenants, their guests and your prospective tenants view your rental properties? Would they enter them at night only with extreme trepidation? Would they feel compelled to bring with them bodyguards and weapons in order to feel safer?

The image of security sells rental property to tenants. Good lighting makes properties feel secure. Mind you, you should never mention the lighting itself and how you installed it to make the building more secure, that’s asking for a lawsuit if a crime is ever committed on the premises. But you won’t have to say anything if the lighting is done right, all you’ll need do is turn it on.

What is good lighting? First, good lighting denies camouflage. Bad guys have an aversion to being seen.

They know their nefarious activities are best carried out under cover of darkness—and the darker the better. The element of surprise is an important weapon to criminals, and darkness provides that weapon.

Good lighting doesn’t leave places for crooks to hide. No dark shadows, no eerie pathways, no dingy alleys. It means when you walk through an area, you feel confident there are no surprises lurking in the shadows.

Second, good lighting psychologically deters criminals.

Criminals prefer to commit crimes on their terms, under conditions conducive to not being caught. When a criminal comes upon a well-lit area, he will look for another place to be a bad guy.

In a perfect world, or maybe not so perfect, good lighting would turn night into day. For a number of reasons, though, that is neither possible nor desirable. What is required is a system that furnishes a high level of visibility and a low level of glare.

In fact good lighting consists of three components: luminance, uniformity and lack of glare. Luminance is nothing more than the amount of light falling on a surface and is measured in foot-candles. Uniformity is critical. Just as important as or even more important than the amount of light is the uniformity of light. Consider this: the swimming pool area is brightly lit, but the area surrounding it and the pathways to the apartments is hardly lit at all. The eyes of people leaving the swimming pool have adjusted to the brightness there and are temporarily blinded when

they walk into the darkness — a perfect opportunity for a criminal, or for an accident.

The experts say that the brightest areas in a person’s field of vision should not exceed ten times the brightness of the average level to which the eye is adapted. Marked differences in brightness are an especially serious problem for the aging eye.

So good lighting also includes “transitional lighting.” That provides a gradual change in the level of light from a brightly lit area to a dark area, so eyes have a chance to adjust. Glare reduces the contrast of an object against its background, making it difficult for the eye to make out depth with any accuracy. Glare can be avoided with proper lights and light placement.

Where crimes occur A study by Liability Consultants, Inc. of Sudbury MA looked at 599 crimes that resulted in lawsuits committed in various parts of the country from 1993-1997. That study found that 130 crimes, the highest number, were committed in parking lots (of all kinds of businesses, not just multi-housing), and an additional 108 were committed in common areas, either interior or exterior. These are areas over which the landlord has control and require attention as to planning for lighting for the safety of tenants and guests.

Crimes are more likely to occur in parking facilities because of the large volume of space in relation to the amount of activity. Common areas normally also have a relatively small amount of activity compared to their space and so get an inordinate share of crime. People are in their homes or away from their homes, not hanging out in parking lots or common areas, unless some special event is going on.

Depending on the type of building, common areas can include the walkways leading to individual units.

Liability for property owners Property owners lose liability suits when they knew about or should have known about a potentially dangerous situation or condition, or should have foreseen that a crime would occur in their rental property.

Foreseeability consists of three components: the nature of the premises, crime demographics, and location. You can judge them in that order of importance. In other words the nature of the premises is most important, crime demographics are second most important, and location has the least importance, since if the first and second components are controlled, location has little consequence.

You have control over the nature of the premises to a large extent. The type of premises you are looking at as a rental property owner will always be the same, in that it continued on page 17

will always be rental property. How that rental property is presented to the public is the factor that quantifies its nature relative to other rental properties.

You can present it as foreseeing crime and hazard problems, or you can present it as ignoring crime and hazards. You can logically foresee crime problems if your properties have poor lighting, and thus are inviting criminals to come in and do their “jobs.”

Corey Gordon and William Brill wrote in their research paper “The Expanding Role of Crime Prevention Through Environmental Design in Premises Liability”: “A common premises liability case in an apartment complex involves the rape of a woman by an intruder. Although the complaint may allege deficiencies in the guard service or management policy, environmental factors are usually at the center of these cases.

“Typical allegations in these cases involve charges that the lighting was poor, the perimeter of the property was unsecured, access was uncontrolled, and the locking systems were inadequate. Sometimes a specific deficiency will dominate the case. A sliding glass door, for example, that the intruder was able to lift off the track, pry open, or bend easily so it could be opened; an apartment door that did not have a deadbolt lock on it; or a laundry room, located in an isolated part of the building that a victim was either trapped in or dragged into, are common deficiencies that are central to many cases.

“These cases also involve testimony concerning the evaluation of the environment by the perpetrator, a necessary element to any case because of the need for the jury to rule on the legal issue of proximate cause, i.e., to what extent the security deficiencies contributed to the criminal’s decision to attack. In order for a jury to find for a crime victim, it must conclude that the property owner failed to provide reasonable adequate security and that this failure contributed to the victim’s injury.

“The plaintiff will present basic CPTED concepts to make his or her case, arguing that the setting played a major role in the crime. Through sketches, designs, and photographs, the jury will be invited to see the property as the criminal viewed it. For example, did the property look well maintained? Did it look defended, or was access easy? Could the perpetrator enter unchallenged? Was space defined on the property? Did it present psychological barriers that had to be crossed or was the space ill-defined, anonymous? How difficult was it to approach private space such as windows, patios, and back doors unobserved?

“In this kind of presentation, jurors are briefed on some of the principles of environmental design. They are told that design influences behavior; they are provided examples of

how design shapes everyday behavior–from the design of their homes to the design of churches, shopping centers, even courtrooms. Finally, jurors are asked the ultimate question: To what extent did the environment contribute to the crime, and what could the landlord or building owner have done from a design standpoint that would have been both reasonable and effective in deterring or preventing the crime?”

Three Key CPTED Principles These are three basic and overlapping principles in the Crime Prevention Through Environmental Design (CPTED) concept.

Natural Surveillance: We need to create environments where there is plenty of opportunity for people engaged in their normal behavior to observe the space around them. Design the placement of physical features, activities and people to maximize visibility and natural surveillance.

Natural Access Control: Most criminal intruders will try to find a way into an area where they will not be easily observed. Limit access and increase natural surveillance to keep them out altogether or mark them as an intruder. Selectively place entrances and exits, fencing, lighting and landscape to control the flow of or limit access.

Natural Territorial Reinforcement: An environment designed to clearly delineate private space does two things. First, it creates a sense of ownership.

Owners have vested interest and are more likely to challenge intruders or report them to the police. Second, the sense of owned space creates an environment where “strangers” or “intruders” stand out and are more easily identified.

Use buildings, fences, pavement, signs, lighting and landscape to express ownership and define public, semipublic and private space.
