1st Annual Afghan Spring Indoor Soccer Tournament 2010 (Toronto, Canada)

Rules and Regulations: Most of us know that every year soccer tournaments are being held in North America. This time we want to make this happen in Toronto. Therefore, we would like to ask all the Afghan teams from all over Canada to participate in this tournament. We hope to get as many teams as possible to make this an enjoyable event. So far, we have verbal commitments from various teams from Mississauga, Brampton, Hamilton, Kitchener, Montreal Ottawa, London Ontario, and many others from across GTA and Ontario. We also would like to invite Afghan Student Associations from different Ontario Universities, Colleges, and Schools to participate in this tournament. The Toronto Ariana Soccer Club and its organizing committee hope to turn this event into a successful tournament so that we can continue holding such tournaments on an annual basis. Also we are trying our best to make it more competitive and professional, so that we can invite more teams from United States in our next up coming tournaments (Indoor). We, therefore, ask that each team to review and agree to adhere to the rules and regulations set forth here so the games can proceed in a professional and yet enjoyable manner for all. General Rules: All games will be played in accordance with FIFA indoor rules and regulations, except with the following amendments/conditions: 1. First round games will be 25 minutes each half with 5 minute break. Teams will be awarded points as follows: • • •

3 points for a win; 1 point for a tie; 0 points for a loss.

2 After round one the top two teams from each group will advance to semifinals. If two teams in points, the team with the following statistic(s) will qualify to the next round in this order • •

Highest goal difference; or Highest number of goals; or Least number of goals; or If still tied, they will decide in a penalty shootout.

3. After the first round, the semi finals games will be 25 minutes each half with 5 minutes break: In the case of a tie, there will be straight penalty shootouts, no overtime periods 4. In the event of a forfeit, the game will be scored 2-0 against the forfeited team or the team that does not show up for their game. 5. If both teams forfeit or do not show up, there will be no score and no points awarded to either teams. Players: Each team is allowed a total of 12 players. A list (Game Sheet) of the participating players should be submitted prior to the start of the tournament. Each team / club must have a coach or manager in order to participate in the tournament. The coach or manager is not allowed to play, unless he lists his name as a coach/manager/player. Substitution: Since this is a tournament where we would like almost all the players to take part in the games, each team is allowed to make unlimited substitutions.

Kick-off: Since schedule is going to be very tight, the organizers of this tournament would like the games to start right on time. Therefore, the referee will wait no more than 5 minutes opposing team. As stated in the FIFA rules, any team with a total of 5 players (1 goalie, 6 field players) is considered enough and the game can proceed.

Players' behavior: Each team will be held accountable for the actions of the players that they include on their team list. Therefore, please consider the player's behavior and attitude as much as his playing skills during your selection process. Uniform: Home teams are listed first on the game schedule. Home teams will be required to change uniforms in the event of a color conflict. Referees: All the referees in this tournament will be professionals from Ontario Soccer Leagues, mostly Non-Afghans. Players are not allowed to argue with referees' decisions. Referees' decision is the final decision. Security and Safety: In tournaments of this type security is a concern for the visiting teams from other cities. We assure all the teams that we will take every measure to make sure that fans do not pose any problems for the players or the teams. We will need your help in this matter as well. We Have Zero Tolerance Rule for Fighting. Any player that retaliates or participates in any fights during the Games shall be banned for the entire tournament. The use of alcohol is strictly prohibited in and around the park (this will include the parking lot). Discipline: The standard FIFA Indoor soccer rules apply. That is, if a player is red carded; he will not be able to Play for 5 min. in the ongoing game plus a suspension for the next game, or if a player receives 2 yellow cards in the same game he will be panelized for 5 min, it will red card and will be able to play the next following game. In case, where a player is sent off for bad behavior and/or fighting, the members of the organizing committee will make further decisions. Only the captain or the coach of the involved team can approach this committee regarding the incident.
