Top Story Google abides by Government of India’s internet censorship In response to the tightening of rules on internet censorship by the government, Google India has agreed to remove ‘offensive’ web pages and content from their websites. Previously, the government had asked around 22 internet service providers including Facebook and Google to remove images, photographs, videos or texts which fall under the category of ‘anti‐religious’ or ‘anti‐social’. INR 50 bn provision in budget for dedicated defense network The Government of India is all set to make a provision of INR 50 bn in the budget to build a dedicated network for defense services. The objective is to vacate 2G and 3G telecom spectrums which were being used by the defense services. DoT assigned Bharat Sanchar Nigam Ltd. (BSNL) with the responsibility to deploy the alternative network. Cabinet had already approved earlier expense of INR 91.7 bn including INR 10.8 bn for an Air Force network and INR 81 bn for Army and Navy networks. Additional expenses of INR 50 bn has been approved by an inter‐ministerial group and announcements will be made accordingly in Budget 2012‐13. The defense ministry and the Department of Telecommunications (DoT) signed a memorandum of understanding (MoU) in 2009 to vacate 25 MHz and 20 MHz of 3G & 2G spectrum respectively and in return DoT would establish a dedicated network for defense services. The defense ministry vacated 15 MHz 3G spectrum and it was auctioned in 2010. Later it also vacated 15 MHz 2G spectrum which was allocated to new telecom operators. The remaining 10 MHz of 3G and 5 MHz of 2G spectrum will be vacated in phases in respect to completion of the dedicated defense network. Senior officials shared that final funds approval and setting up of the network are likely to take two years and following the successful spectrum vacation, another 3G spectrum auction is a possibility. Cloud based ‘e­tutor Tablet’ unveiled by GoI Government of India has unveiled the first cloud based Tablet Pc for students, ‘e‐tutor Tablet’. The Tablet is being developed jointly by two Kerala based IT firms, ‘e‐tutor’ and ‘Oztern Technology’ and is dedicated for students ranging between class 1 – 12. The Tablet PC is equipped with a comprehensive set of learning content, being designed and developed by ‘e‐tutor’, while Oztern has taken care of the overall technology quotient in the device. It is expected that the Tablets will hit the market in April and will be priced at INR 7,500. Viewsonic launches its low­budget Tablet PC Consumer electronic manufacturer, Viewsonic has recently launched its Tablet PC under the brand name ‘Viewpad 7e’. The company has strategically priced the device at INR 13,000. Viewpad 7e comes with a shatter proof glass and rubberized grip for better ergonomics. The company has designed the Tablet especially for reading ebooks on it. It runs on Android 2.3 operating system with a 7 inch screen and features a 4:3 aspect ratio. Some of the other features comprise of dual cameras, HDMI output, 1 GHz processor, 4GB of internal memory storage which can be expanded up to 32GB. Microsoft to focus on mobile based enterprise applications Microsoft has announced about the launch of their mobile based CRM application software, mobile Dynamics CRM. The application will be compatible with iOS, Blackberry, Microsoft Windows Phone as well as Android operating systems. The launch of this mobile enterprise application is anticipated to bring forth substantial opportunity for Microsoft to garner a better foothold in the industry. Indiabulls in association with Manhattan Software, to bring real estate solutions to India Indiabulls Real Estate has collaborated with Manhattan Software, wherein they plan to introduce Manhattan’s real estate solutions in India. Apart from India, the solutions will be introduced in Middle and South‐eastern markets as well.

Belkin India moves to e­Commerce to drive sales Belkin India is association with BenefitsPlus, has taken the route of e‐Commerce to drive its sales in India. It has launched its e‐Commerce portal, Belkin.BenifitsPlus.in, wherein it will showcase its own range of products. Eyeing the burgeoning opportunities in e‐Commerce market, Belkin India has shifted its focus on e‐Commerce by a large extent. It has also launched digital campaign under the tag name ‘Feb Dhamaka’. The fund will be used to invest in the global ICT market. This investment initiative by Mahindra Satyam comes as the second investment in this month. Earlier, it invested an amount of INR 350 mn in Dion Global. Co‐ incidentally, this also happens to be the second such investment by Japan’s SBI Holdings, wherein earlier it had joined hands Carlyle‐backed Edelweiss Financial Services Ltd to invest around INR 1 bn in the Indian small and mid sized public companies. Policybazaar.com goes mobile India’s largest insurance portal has launched its mobile website. Owing to the increased number of visitors from mobile phones, the company intends to cater to about 5,000,000 visitors per month. The website has been built on HTML, CSS3 and will be compatible on major mobile operating systems including the likes of iOS, Android, Blackberry and Symbian. The company has specifically focused on the optimization, device compatibility, operating systems and customer experience. As of now, the website features only on life insurance products, however diversified segments on other products are expected to be rolled out by March. ELCOT boosts ICT in education across Tamil Nadu Electronics Corporation of Tamil Nadu (ELCOT) has taken an initiative to stimulate the ICT adoption in education sector across the state of Tamil Nadu. Recently, the corporation has selected HCL Infosystems Ltd. for the supply of 9 lakh units of HCL ME laptops to government and state run schools and colleges. The project will be carried out through a span of five years and the corporation has shelled out around INR 2.78 bn for this project. As of now, HCL will supply a total of 2 lakh units across 7 districts including 24 taluk offices in the first year. The company will also establish their service centres across these regions. IBM opens data centre for Tulip Telecom International Business Machines Corp. has opened its Bangalore based mammoth 900,000 sq ft. data centre on behalf of Tulip Telecom. As of now, it is claimed to be the biggest data centre in India. It is expected that the half of the data centre will be utilized for computing services, whereas the remaining portion of the data centre will be reserved for support services and power services. Tulip Telecom is also expected to continue the opening of yet another data centre in Mumbai, with IBM. It has also plans to set‐up the largest data centre for Range Technology, in China. Gemini Communication bags contract to power 1,000 telecom towers Chennai‐Based Gemini Communication Ltd. has secured a contract to power 1,000 telecom towers in India in 2012‐13. The deal size is estimated around INR 600 mn. An undisclosed leading telecom operator is said to have selected Gemini to solar‐power the telecom towers after the recent regulatory recommendation. Monthly cost of a solar powered telecom tower is around INR 50,000, while a diesel powered ones typically cost INR 80,000. The company predicted more of such conversion in the coming years, with more than 100,000 telecom towers requiring mandatory migration to meet regulation. Additional 200,000 towers which are not under the mandate may go through similar change considering solar powered tower’s future‐ proof and cost efficiency aspects.

Samsung wants 60% of the smartphone market in India, focuses on dual­SIM smartphones Samsung India Electronics has expressed its intention to capture 60% of the country’s smartphone market in the fiscal year 2012‐13 from the current 41%. The company launched 3 new dual‐SIM smartphones owing to the growth in the segment from 27% to 45% of the total smartphone sales between 2010 & 2011. The company also shared that revenue from mobile phone business contributed half of the company’s total business revenue. Vodafone India sells additional 5.5% stake to Piramal Healthcare Piramal Healthcare has doubled its shareholding in Vodafone India Ltd. paying INR 30 bn for fresh 5.5% stake in the company. Primal spent INR 59 bn in total to acquire 11% stake in the country's third largest mobile service provider. This deal resulted complete exit of Essar from the Vodafone joint venture. British telecom giant, Vodafone PLC owns 64% stake in Vodafone India along with Analjit Singh & IDFC who hold another 25% stake. Piramal expects 17‐20% return on its investment in the company. Reliance reaches 2.8 mn active 3G users The second largest mobile service provider in India based on subscriber base, Reliance Communication has claimed to reach 2.8 mn active 3G users. In terms of number of active 3G subscriber, it is the highest in the country. Reliance is followed by Idea Cellular and Bharti Airtel with 2.25 mn and 2.1 mn active 3G users respectively. Reliance provides 3G services in more than 333 towns in the 13 circles which they won in spectrum auction. Total 3G subscriber base is expected to be around 10‐12 mn in India. Mobile wallet service in India by Airtel Bharti Airtel is all set to launch a mobile money service in India called ‘Airtel Money’. It will be available across 300 cities in the country from late February. The service will allow users to transfer cash to mobile devices and use it for a number of tasks such as pay utility bills, recharge various services, shop from more than 7,000 merchant outlets and transact online amongst others. The service will also allow users to instantly transfer money from an Airtel Money wallet to another Airtel Money wallet and bank accounts across the country. Two types of accounts are available on Airtel Money, express account and power account. The Express service users can enjoy services such as paying bills with the restrictions of maximum transaction of INR 10,000 per day. While the Power account offers additional services such as shopping at merchant outlets. The service was initially test‐deployed by Airtel in Delhi NCR and Chennai in 2011. RealNetworks to provide Ringback Tones in India with Idea Cellular Third largest mobile services operator in India, Idea Cellular has appointed RealNetworks for Ringback Tone or RBT service in India. US‐based RealNetworks India Pvt Ltd. is a digital entertainment services company. The agreement is long term in nature and RealNetworks bagged the deal via a competitive open bidding with a number of global and domestic mobile VAS companies. The company will provide the service to one‐third of Idea Cellular’s total subscriber‐base based in ten key circles which includes Gujarat, Rajasthan, UP West & East, Bihar, Orissa, WestBengal, Kolkata, Assam, and North East. CRM solution for telecom industry by Ericsson Ericsson in strategic alliance with Microsoft has launched a Customer Relationship Management (CRM) solution specifically for telecom industry. The new product called Ericsson Telecom CRM comes with integrated features of a CRM and a billing solution. The feature will allow seamless rendering of valuable billing and subscriber data and function intuitively while conversing with customer. This will enable operators address the needs of customers efficiently during support calls. Ericsson and Microsoft entered in a strategic alliance in 2011 and it was formally announced at the event Mobile World Congress 2011. BlackBerry Messenger services now via domestic server Research in Motion (RIM) has a deployed server in India to provide messenger services via domestic server. After years of pressure from Indian security agencies, RIM decided to set up domestic server for the convenience mobile messaging platform monitoring by Department of Technology (DoT) and other government organizations. RIM was unable to set up local server for BlackBerry Enterprise services such as e‐mail thus DoT has decided to directly monitor the 5,000 odd corporate servers in the country. DoT is expected to establish similar monitoring control over other mobile based platform‐exclusive messaging services for enhanced National Security. DoT shared that the local BlackBerry Messenger server has been tested for monitoring ability and the results were satisfactory. India’s first online movie­on­demand service, BigFlix+ Reliance Group’s digital entertainment business, BigFlix has launched online video on demand or movie on demand services in India. It is a first of it kind in India. The service, named BigFlix+ enables users to click and play over 500 blockbuster movies for a monthly subscription fee of INR 249 and it can be accessed via PCs, tablets and mobile phones. It also offers some movies which can be viewed for free. The company discontinued its physical movie rental business in 2011 and migrated to subscription‐ based digital content service. BigFlix recently tied up with UTV Motion Pictures to make the later’s movies available on BigFlix+. BigFlix already partners with Bharati Airtel and Samsung to offer video‐on‐demand services on mobile devices exclusive to Airtel and Samsung user respectively. Social media not to be censored in India Indian Minister of Communication and IT, Kapil Sibal told in the presence of IT summit that India will not censor social media. After weeks of debates and protests against government intent of censorship of social media sites such as Facebook, Tweeter and YouTube, social network users are relived by the news. The minister shared that although it won’t be censored, social media sites will be monitored occasionally to ensure laws of the country are obeyed by them like all the other medias such as print and electronic media. Earlier 19 internet firms including Google, Yahoo and Facebook have been held responsible for content posted by users of their platforms and cases were lodged against them. In response, experts shared that it is almost impossible to monitor billions of social media activity occurring everyday across multiple social networking sites, hence selective censoring is an absolute impossibility. The California‐based digital media content firm witnessed an increase in mobile traffic and engagement in India by 300% in the last 8 months. Recently, the company launched a BlackBerry application, triggering 100,000 downloads in just 40‐50 days of launch. It is targeting mobile app stores and smartphones to have their app pre‐ loaded on it with various manufacturers. It shared that around 60% of Dhingana web portal users and mobile app users are from India. LG to enter triple­SIM mobile phone segment LG Electronics India will soon launch a triple‐SIM mobile phone in the country. It will sport a 2.2‐inch display with the resolution of 176x220 pixels. It will house a 1.3 mega‐pixel rear camera with flash and 1500 mAh battery. It is believed that the featurephone will cost INR 4,900 approximately and will be targeted at consumers with low‐income. At present brands such as Micromax, Spice, Zen Mobile, G'Five and Intex offer Triple‐SIM phones with basic features. This will be LG’s first attempt in the triple‐SIM mobile phone segment. ICT to boost Indian education system Department of school education, Haryana has completed the first phase of the master education plan, wherein it states that around 30% of the student curricula will be dedicated to information technology by 2016. It further proposes to provide broadband connectivity across all government run schools, teacher training and tax exemptions for procuring IT infrastructure. Primarily, the education plan comprises of three phases including the first phase till 2016, the second phase in 2021 and the final phase ends at 2025. Collectively, these phases are planned especially to enhance the usage of ICT in the education sector. UPRPCB is planning for a ‘model system’ to dispose e­waste The UP Regional Pollution Control Board (UPRPCB) is planning to bring forth a ‘model system’ which will help residents to dispose e‐waste in a better and environment friendly manner. Primarily, the pollution board will initiate a survey to compile the amount of e‐waste generated by the IT companies, educational institutions and government offices in Noida and Greater Noida. It is after this that the board will engage in discussions with electronic goods companies to begin the collection of old and obsolete electronic components from consumers. The board will also conduct workshops across educational institutes so as to create awareness about the hazards of e‐waste. It is also expected that the board will set‐up special collection centres and recycling centres. Kerala State UMH and NCRB to jointly provide ICT training to police personnel The Kerala State Union Ministry of Home (UMH) and the National Crime Records Bureau will jointly promote the usage of ICT for law‐enforcement. The database is expected to be shared amongst courts, immigration offices, passport office, forensic labs, transport department, mobile companies and central agencies in a phased manner. New mobile radiation norms in India from September Indian telecom sector will abide by new mobile radiation norms, effective from 1st Sep 2012. The new norms mandate maximum Specific Absorption Rate (SAR) value of 1.6 which is similar to US rules regarding the same. The Department of Telecommunication (DoT) has approved a report by an internal committee to draft this policy. SAR is the method of measuring the amount of radio frequency energy absorbed by a human body during mobile phone usage. SAR value of 1.6 watts per kg averaged over a 6 minute period and taken over a volume containing a mass of one gm of human tissue will be the maximum permissible limit under the new guidelines. Also handset manufacturers will have to specify SAR value clearly on handset package and handset with higher SAR value will not be allowed to be sold in retail market. TRAI recommends capping foreign holding in telecom tower companies Telecom Regulatory Authority of India (TRAI) has recommended of limiting foreign holding in domestic telecom tower companies. TRAI suggested capping it to 74% similar to foreign holdings mandate in mobile network companies. The telecom tower market, which is highly fragmented, is largely driven by top six companies with combined control of nearly 90%. TRAI will send the final draft of recommendations to the government once all opportunities and challenges are explored by consulting the industry experts. Spectrum sharing restricted to 2G, Department of Telecoms (DoT) directive Highest decision‐making authority of the Department of Telecoms (DoT) in India has approved of spectrum sharing, but has imposed restrictions to dissolve any geographic benefit of sharing bandwidth. Only operators who both hold airwaves in same telecoms circle are allowed to share spectrum It will ensure that deals does not enable players to leverage on advantages of rival networks. Operators sharing spectrum has to pay one‐time charges for companies holding bandwidth excess of 4.4 MHz for GSM or 2.5 MHz for CDMA, as proposed by the DoT. In situation where combined spectrum holding exceeds these limits, players will be subject to pay. The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) is due to hear the appeals of three operators, Bharti, Vodafone and Idea regarding the 3G roaming deal amongst them. Auction of 700­Mhz spectrum band likely The government is likely to initiate auction of 700‐Mhz spectrum band which are used for 4G broadband services. The Department of Telecom (DoT) has directed Policy Group & the Wireless Planning and Coordination (WPC) wing and other internal units to assess the sales proposal. This policy group will also assist in selecting the auctioneer. The objectives of the fresh auction are to generate revenues and reduce the rapidly increasing fiscal deficit. Supreme Court verdict: Cancel all the 2G Unified Access Service (UAS) licenses issued in Jan 2008 The Supreme Court of India ordered all the 122 UAS licences issued in January 2008 following 2G spectrum auction. The companies whose licenses were scrapped are Uninor, Sistema Shyam, S Tel, Videocon, Idea Cellular, Tata Teleservices, Loop Telecom and Etisalat DB. These eight companies invested a total of INR 350‐400 mn to acquire 2G license. The court also ordered Tata Teleservices, Unitech Wireless Group and Etisalat DB Telecom to pay INR 50 mn and Loop Telecom Ltd, S Tel Ltd, Allianz Infratech Ltd and Sistema Shyam Teleservices Ltd to pay INR 5 mn as fine each. The cancellation of licenses will release 470 MHz of 2G spectrum across India. Supreme Court also asked Telecom Regulatory Authority of India (TRAI) to prepare fresh recommendations within two months, to grant license and allocate 2G spectrums in 22 service areas via auction, similar to previous 3G auction. UTV Interactive launches audio content­based mobile Value Added Service (VAS) in Bihar The digital media content arm of UTV, UTV Interactive launched mobile service ‘Divya Kathayein’ in Bihar. It is an audio content service offering Indian mythological stories to mobile phone subscriber. The service is available on Airtel, BSNL and Reliance network. The service offers short 10 minute mythological stories of desired deity on‐ the‐go in seven different Indian languages which include Hindi, Tamil, Telugu, Kannada, Malayalam, Oriya and Bengali.
