Top Story Higher education in India to witness strong growth With over 550 mn people under the age of 25, India is set to witness a strong demand for higher education in the coming years. At present, 14 mn students enroll for higher education and this is expected to grow to 45 mn by 2020. It is estimated that India will need an additional 600 universities and 35,000 colleges in the next 12 years to counter the growing demand. The government has started introducing new bills to overhaul the higher education system. The bill which permits the entry of outside universities is expected to be voted on by the Parliament in its next budget session. In addition to this bill, foreign schools have also started collaborating with Indian schools, in terms of twinning and, faculty and staff exchange programs to enhance curriculum design. The total number of collaborations is 230 and the total number of programs that are collaboratively delivered is 641. Majority of India’s 480 public universities and more than 25,000 undergraduate colleges are mediocre. There is a huge market comprising of millions of students, which is mostly untapped. Indian students will benefit from partnerships between Indian and foreign universities as the joint programs will be of higher quality, have international focus and will be recognized globally. The Indian higher education system is on course to a significant transformation that will bring ample scope for further improvement. It has attracted a sizeable traffic of students in the last few years and expects to increase it further. The government has introduced many reform policies and plans to invest a sizeable amount of money to improve the education infrastructure of the country. With the kind of investments and policies that the government is projecting, the education sector in India is bound to escalate to new heights.

Japanese machine tools major, AMADA to set up technical centre in Bangalore AMADA, the Japanese machine tools major, is planning to set up a manufacturing facility in India to produce sheet metal processing and laser cutting machines among others in the next five years. To augment this, it is setting up a technical centre at Aerospace SEZ near international airport in Bangalore at an investment of USD 13 mn to train its employees and customers. As a manufacturing facility requires highly skilled workforce, AMADA is primarily concentrating on setting up the technical

centre, which will have trained engineers from Japan to impart skills to Indian employees and customers. The proposed technical centre in Bangalore will support other aerospace companies coming up at the SEZ. It will have about 100 engineers at this centre, which will be operational by 2014. The Karnataka government has allotted 8 acres land at Aerospace SEZ near international airport to upgrade the group’s global solutions centre and set up technical and vocational training centre. It will also have a parts centre to cater to the growing requirements of its customers in India. Vocational training institute to be set up by IESL Ion Exchange Services (IESL) is looking for private equity investments to set up a vocational training institute in rural Maharashtra and Tamil Nadu. The subsidiary of BSE‐listed water treatment and solutions provider, Ion Exchange, will focus on training rural youth as demand for skilled workers for operations, water treatment plants and equipment increases. Water demand in India by 2020 will exceed the availability of fresh water and industrial use of water is expected to increase to 120 bn cubic litres by 2025. This translates to a huge requirement of maintenance operations at treatment level and huge number of skilled workforce, can be partly serviced through the trained youths who will pass out from the institute. The course would be a diploma of three years in water and waste water treatment covering the water chemistry, process, mechanical and electrical, instrumentation subjects. Additionally, a postgraduate course of one year with nine months theory and three months practical at sites in water management will also be provided. The firm intends to educate and train rural youth to meet a demand of around 8,000 people. Faculty requirement would be around 50 and the batches may start with a size of 300 to scale up to 1,000 in three years. Karnataka government promises INR 20 mn to KSTA for 2012­13 At the two‐day conference of Karnataka Science and Technology Academy (KSTA) at Mangalore University, Karnataka Chief Minister announced INR 20 mn support to the institute for 2012‐13. He also said the state needs to strive to increase the percentage of enrolment for higher education as only 8‐10% of youths in 18‐24 age group enrol, which is very less compared to foreign countries. The regional science centre being set up at Pilikula will be opened in June. In addition to two regional science centres in Dharwad and Mangalore, the department has plans to open 10 sub‐regional science centres across the state. DU to extend undergraduate programs to four years from 2013 Delhi University has recently announced that it will extend its three‐year undergraduate course to four years from 2013, to make undergraduate education more broad‐based and introduce more interdisciplinary education. Under the new and flexible system, a student leaving after two years of study will receive a diploma if the required number of credits has been completed. A general bachelor degree will be awarded after three years of study and an honours degree after specialisation during the fourth year. The four‐year programme would enable students to pick a broader range of subjects from different disciplines in their first year before continuing to their area of specialisation. It will also give credits for extra‐curricular activities such as debating, sport and music. According to the report of the National Planning Commission’s working group, the government may consider to introduce four‐year undergraduate courses to integrate education and skills, which may be initiated at least in all the central universities. Science research projects to be jointly launched by India and Tunisia India and Tunisia will launch joint science research programmes in with a view to find out and promote areas of joint research beneficial to the people in both the countries. The key areas identified included biotechnology, material sciences, medical sciences and science popularisation. The Department of Science and Technology (DST), Ministry of Science and Technology and the Tunisian Ministry of Higher Education & Scientific Research, (MHESR) will partner for the programme. The research will be held under the Programme of Cooperation in the fields of Science and Technology through 2012‐14. The proposals have been invited from Indian and Tunisian universities, research centres and institutes to submit joint proposals for scientific and technological research and development projects. The duration of the projects could be extended by one year, on the basis of progress assessment, after mutual agreement of both Coordinating Ministries. Both the partnering departments also have worked out the mode of supports like visits by the project researchers from the two countries. The jointly approved projects are likely to be started in September 2012. 400 IIT­styled cluster varsities recommended by UGC The University Grants Commission (UGC) has recommended the creation of 400 college cluster universities on the lines of Indian Institutes of Technology (IIT), with greater administrative and full academic freedom. Each cluster university will consist of 20 high‐quality government and aided colleges. The UGC has also suggested that colleges with minimum 5‐acre land can admit 1,000 students and universities, which have 200 to 500 acres, can admit 5,000 to 10,000 students every year.

The commission for UGC’s 12th five‐year plan would recommend the Ministry of Human Resource Development (MHRD) to bring 20,000 government and its aided colleges under section 12B of the UGC Act to provide them government grants and create 400 college cluster universities. State governments would create these universities by enacting a legislation based on a model Act to be provided by MHRD and the commission. UTT and PDPU sign MoU for educational collaboration The University of Trinidad and Tobago (UTT) has recently signed a Memorandum of Understanding (MOU) with India’s leading petroleum university, Pandit Deedayal Petroleum University (PDPU) on the official state visit to India by Prime Minister Kamla Persad‐Bissessar and a team of Government Ministers and technocrats. The MOU includes faculty and student exchanges, joint research projects and other areas of collaboration. PDPU is chaired by Mukesh Ambani, Chairman of Reliance Industries and Reliance Petroleum, which will be making investments in the local petrochemical sector. Sri Lankan students to get 270 Indian scholarships India will extend the number of scholarships to meritorious Sri Lankan students from 113 to 270 from the new academic year. The scholarships for undergraduate, masters’ and post‐doctoral courses will cost the Indian exchequer INR 1.14 bn. The scholarships, which will have three year duration, will cover fees, cost of books and lodging of the students. The expanded programme will benefit all segments of the Sri Lankan society from school students to university researchers and teachers. Indian government will offer 50 scholarships in the name of Maulana Azad, for master’s degree in agriculture, science and engineering. It will also double Nehru Memorial Scholarship Scheme to 120 scholarships to enable students to pursue undergraduate courses in engineering, science, business, economics, commerce and humanities. Scholarship support to deserving students at General Certificate Examination (GCE) Level A and university degrees will also be extended from 400 to 500 annually. Harrison College signs MoU with SSIM Hyderabad Harrison College, which serves 6,000 students at 12 campuses in Indiana and Ohio, has recently entered into a MoU with Siva Sivani Institute of Management (SSIM) in Hyderabad, India. The agreement will allow the institutions to jointly develop student exchange programs, faculty exchange programs, and post‐graduate level certificate programs. The US private sector college will focus on giving SSIM students access to business courses and explore ways to work together as higher education becomes increasingly global. Harrison College has been developing international partnerships with colleges and universities, businesses, and governments for two years. The college currently has Education – Monthly Update


nearly 100 international students studying in South Africa and Bangladesh. Its goal is to have international partnerships on all five continents within five years. SSIM is a well known business school in India and ranks 30th among the nation’s 4,000 business schools surveyed by Barons in Feb 2011. Engineering institutions likely to have single entrance exam from 2013 A consensus to hold a single entrance examination for engineering institutions from 2013 is likely to be reached by the end of Feb 2012. Directors of Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and Indian Institutes of Information Technology (IIITs) are jointly looking into the matter. The Joint Entrance Examination (JEE) held for admissions to the IITs and the All India Engineering Entrance Examination (AIEEE) for admission to centrally‐funded technical institutes may be merged to create a single entrance test. The committee is also looking at reforms such as testing knowledge intensity, alignment to the 12th class syllabus, reduction of dependency on coaching and emphasis on aptitude. A 50‐60% weightage to the board exams and the rest to IIT‐JEE scores are also being considered. Entrance examination is a big racket in India, with around 0.5 mn students, an increase of 6.5%, appearing for JEE last year to seek admission to 9,600 seats in 15 IITs. Education loans to be granted to Indian students by US Exim Bank US Exim Bank, whose mandate is to support exports with an objective of creating jobs in the US, is looking to give education loans to Indian students. There are around 0.11 mn Indian students in the US with a total annual spending of USD 2 bn. One‐fourth of these students are pursuing undergraduate programmes with most of them paying out of their pockets. Availability of loans will help raise the number of undergraduate students from India. Students who borrow from Indian banks pay at least 12% as interest and also have to offer collateral. US Exim Bank has already given loans worth USD 7 bn to India and the bank's exposure to India is second only to Mexico. It is looking to provide loans with interest rates as low as 4.5% and not higher than 6% with a longer repayment period. This will enable more people to seek education in the US which will be beneficial for its economy. Indian High Commission offers scholarships to Sri Lankan students The Indian government has offered 40 scholarships for Sri Lankan Nationals under the "Nehru Memorial Scholarship Scheme" for undergraduate courses, 5 scholarships under the Commonwealth Scholarship and 2 scholarships under IOR‐ARC Scholarship Scheme for postgraduate courses. These will be at various Indian Universities during the forthcoming session of 2012‐13. The High Commission of India will select meritorious young Sri Lankan nationals for these scholarships, in consultation with the Ministry of Higher Education, Government of Sri Lanka. The Ministry of Higher Education has invited applications from eligible candidates and the last date for submission of duly filled up application forms is 27th Jan, 2012. All scholarships cover full tuition fees for the entire duration of the course and students are also paid a monthly sustenance allowance. The scholarship also covers accommodation allowance and an annual grant for books, stationary. Additionally, all scholars will be provided full healthcare facilities, first class train fare and an annual grant for educational tours to various parts of the country, apart from several other auxiliary benefits. Laurus Edutech signs MoU with DLF Foundation to set up 18 joint centres DLF Foundation, the philanthropic arm of DLF Limited, has launched a programme called DLF Life (Learning Initiatives for Employment). As part of the LIFE Program, it has signed a MoU with a leading skill development company, Laurus Edutech, to set up joint centres. The centres will be spread pan‐India, and will primarily focus on imparting skills to under privileged students and assist them with employment opportunities. In the first year of operations, both will look at setting up 18 centres across India, out of which about 12 centres are coming up in the Chennai, Hyderabad, Indore and Delhi region. The remaining centres would be set up in Kerala and Karnataka. The centres will operate under the brand name ‘DLF LIFE Skill India’ and will roll out highly subsidized programs including services like retail, computers, hardcore engineering focused on electrical, plumber, fitter, welder, auto mechanic, and others. Laurus Edutech integrates best‐in‐class training curriculum, pioneering technology platforms, nationally dispersed training centres. It has several partnerships that provide unique capabilities to deliver vocational training, placements and consulting services. Funding schemes for universities to be amended by UGC India's higher education regulator, the University Grants Commission (UGC), has decided to amend the funding scheme for universities from Apr 2012. The UGC will not disburse funds unless the institution holds accreditation from a recognized agency like National Assessment and Accreditation Council. The utilization of the money given will be monitored through participation of students and faculty, and self disclosures. Additionally, inspection from the UGC team will not be required and the UGC will decide allocation after it receives the clearance from the executive council, which is the university's highest decision‐making body. UGC believes that discontinuing inspection by expert committee will enable universities to prepare perspective plans in a more democratic manner. Till now universities had to submit a finance proposal to the UGC, which then sent a team of experts to conduct inspection. required to be done again, which used to cause delay in release of funds. Moreover, the entire process was not entirely devoid of corruption. India and France sign agreements to strengthen scientific collaboration France‐based National Centre of Scientific Research (CNRS) has signed agreements with Indian counterparts to jointly work on three international science projects. They plan to set up a joint unit in mathematics in Bangalore and two international associated labs in informatics and immunology to strengthen scientific collaboration between the two countries. The top 30 Indian and 30 French mathematicians will jointly work on the research projects over the next four years at IISc in Bangalore and at CNRS centres in Paris and Toulouse in France. The projects aimed at strengthening scientific collaboration between the two countries, will be funded equally by CNRS and the Indian departments of science and technology and biotechnology in association with the Indian Institute of Science (IISc), Chennai Mathematical Institute (CMI) and the Institute of Mathematical Sciences in Chennai. Funding for labs in informatics and immunology will be decided mutually by CNRS and its Indian counterparts. CNRS is one of the world’s largest state‐funded organisations under the French ministry of research and higher education, with a budget of INR 218 bn in 2012. To coordinate and supervise the joint research projects, it has set up an office in New Delhi with branches in Bangalore and Chennai. Their contribution will be INR 12.24 mn with an equivalent amount from the Indian counterparts over the next four years to fund research projects in mathematical sciences, exchange visits and Fields Medals for outstanding discoveries in the subject. Standard 11 and 12 syllabi to be revised by SCERT The State Council for Educational Research and Training (SCERT) is looking to revise standard 11 and 12 syllabi to create a uniform curriculum for science and commerce for higher secondary schools across India from the next academic year. The aim is to offer a same level to all science students for various competitive examinations for entry into higher education. Of the 36 higher secondary boards in the country, 21 have already agreed to adopt the core syllabi. NCERT and the Council of Boards of School Education in India (COBSE) have already prepared core syllabi in biology, physics, chemistry and mathematics for classes XI and XII, and syllabi for commerce is also under preparation. Higher secondary boards in each state have contributed to the framing of the core syllabi that have incorporated advanced topics in the four subjects. The SCERT is also preparing an approach paper that will be a model document for the preparation of higher secondary textbooks. Education – Monthly Update


Wadhwani Foundation and Virginia Foundation sign MoU for skill upgradation Wadhwani Foundation plans to impart vocational skills training to about 3 mn students across India in the next 5‐10 years. For this purpose, it has also signed a memorandum of understanding (MoU) with the Virginia Foundation for Community College Education, US (VFCCE). As part of the memorandum, both will together identify high‐impact skill development programs in India that need such support. The partnership will help Wadhwani Foundation to leverage on the expertise of VFCCE in running industry‐relevant professional education, through sharing of technical and organizational know‐how, curriculum and teacher training. Wadhwani Foundation will provide local support and co‐funding for capacity building, while the Virginia Community College experts will serve as consultants and share best practices. Business education brought closer by new delivery modes The INR 50 bn business education market in India is split equally between the traditional in‐class and distance education models. Emergence of modern communication technologies has enabled easy availability of affordable business education in India. V‐SAT, Telepresence and HD video conferencing are new modes of content delivery for distance education programmes. These new technologies also have a cost advantage as setting them up costs much lesser than setting up designated campuses at every corner of the country. Under such programmes, students can go to designated study centres, take live lectures from the faculty of the schools, and assessments are also done online. The candidates also have the priveledge of becoming alumni member of the respective organisations and have access to study materials even after the completion of the course. Video conferencing solutions also enable delivery of education to remote centres, where setting up campuses is not viable. Classteacher Learning System forays into tablet market A new range of tablets called Classpad has been launched by Classteacher Learning System, an educational solutions provider. The company has made a foray into the tablet market with this new tablet, and aims to facilitate interactive learning and provide students with personalized teaching as per their learning capabilities. Classpad is currently available for standards 3 to 12 and can serve as an interactive e‐ reading device, with the capability of storing dozens of books. Classpad tablets are powered by 1.3 GHz processor, 512MB of RAM and internal memory of 4GB, that is expandable upto 32GB with a microSDs card. It also has WiFi connectivity, USB 2.0 port and a mini HDMI port. Classpad range of tablets is available in 7, 8 and 10.1 inch TFT LCD touch screen display sizes and they run on the Android 2.2 (Froyo) operating system. Equipped with artificial intelligence, it assists in reducing the monotony of repetitive sessions in the classroom. Classpad will not only help teachers to teach better, but also ensure that they can complete their syllabus within schedule and get considerable time to focus on slow learners. New tablet launched for students by E­class Education System E‐class Education System, the wholly owned subsidiary of Sundaram Multi Pap, has recently launched a new Tablet, E‐class tablet. Sundaram Group has developed the tablet for standards 1‐10 and is based on the Maharashtra State Board School syllabus for Marathi as well as English medium. The tablet is priced between INR 8,000 to 12,000 and is pre‐loaded with study material and educational content. It has already been installed in more than 300 schools, 1000 coaching institutes and more than 5000 students for their home use in the state. E‐class tablet has a 7 inch touch screen with an 8 to 12 hour battery life, 1.2 GHz processing speed and a built‐in memory of 8GB expandable up to 64GB. It has Android 2.3 operating system, USB port, and provision for attaching an external 3G dongle. There are 2 models, 1 basic and 1 premium which have resistive and capacitive touch respectively. The tablet PC has the entire syllabus of a selected standard in a video format which has various animations, audio and visuals. BHU partners with CIIL to systemise education process In the starting phase under the National Testing Service India (NTSI) programme, Benaras Hindu University (BHU) will be assisting Central Institute of Indian Languages (CIIL) to develop conceptual explanations of evaluations of terms in the Hindi language. The two have joined hands to systematise the process of teaching, learning and evaluation and also to facilitate comparability in education across India. They are working to evolve consensus and uniformity on how to ask questions and design standard reference materials for Hindi language. CIIL has come up with Concept‐based Continuum of Graded Syllabi (CCGS) applicable to all the seven levels of education, primary to research level, which provides a comprehensive basis for developing the tools of evaluation. In order to make it more acceptable, all the common concepts abstracted from the syllabi of language and literature courses followed by various institutions across the country have been identified and incorporated. With the help of Regional Field Units (RFUs), a pilot study was conducted on a small sample group in three languages, Hindi, Tamil and Urdu during April‐May 2010. purpose of NLLTs is to standardise the tests and evolve a set of common reference points based on the performance of students. It would also help to equate the certificates issued by various universities and school boards located in different regions. NIHERST signs MoU with NISTADS India The National Institute of Higher Education, Research, Science and Technology (NIHERST) have recently signed a memorandum of understanding (MoU) with the National Institute for Science, Technology and Development Studies (NISTADS) in India. The collaboration will facilitate the exchange of research scholars and students, hosting of joint conferences on science and technology, the execution of joint research programmes and assistance with the development of a science and technology policy. The Board of Governors of NIHERST had approved the strategic plan for supporting the advancement of Trinidad & Tobago’s scientific and technological capability, and economic diversification through knowledge and innovation. Additionally, they are also looking to support the creation of a national science policy. Both institutions are keen on hosting a joint India/T&T conference on science, technology and innovation policy among emerging economies in 2012. Additionally, it will also incorporate certification for learning achievement and qualification, the avoidance of duplication and overlapping of qualifications while assuring the inclusion of all training needs and others. Quality of higher education in India needs to improve In India, although more number of students has now started opting for higher education after school, the numbers are still insufficient to reap the demographic dividend in full measure. The gross enrolment ratio (GER) in higher education rose to about 17.3% in 2009‐10 from 12.5% in 2007‐08, but is still far below that of other countries, where it is around 45%. A need to expand opportunities in higher education largely and improve quality at all levels is essential to sustain economic growth. India needs to grow a rich talent pool as the size of its working age population is expected to grow until the year 2040 before it starts to decline. However, only 15% of our graduates are fit to be employed, reflecting the poor quality of primary, secondary and higher education. This intensifies the need for reforms in funding and regulation from both the private and public sector. The government should look at extending more support, tie up with private institutions, offer cheap loans to students and lend directly to institutions. The private sector should set up more academic institutions and also offer liberal endowments and scholarships. Universities should look to attract better faculty along with integrating high‐end research into the system. The system of examination and teaching also needs to be modified extensively.

Education institutes to soon follow uniform accounting norms Educational institutes will have to soon follow a uniform accounting norm and disclose income and expenditure in a standard format similar to that of companies. All educational institutes under the central government and those that get grants or approvals from central education regulators will be directed to publish a balance sheet every year from 2013. The Ministry of Human Resource Development has

passed this directive to bring transparency and openness in our educational institutes. The standards and guidelines have been prepared by the Institute of Chartered Accountants of India (ICAI). Donations coming from within or outside India, grants received and expenditures incurred will all be detailed in a uniform format. After the accounting is done, it will be put online in a centralized server with revenues earned to be deployed 85% in education every year. This accounting norm will help analyse and come to a conclusion on who is doing what. All Union government institutes, including central universities, Indian Institutes of Technology, Indian Institutes of Management and National Institutes of Technology will have to adhere to the accounting standards. Besides, all universities and colleges under the University Grant Commission, the All India Council for Technical Education and the National Council of Teachers Education will have to follow the norms. Even schools affiliated to the Union government‐controlled Central Board of Secondary Education (CBSE) will have to incorporate the accounting norms. HRD Ministry to put in place grievance redressal mechanism The HRD Ministry is looking to put in place a grievance redressal mechanism for students and applicants for admission in higher educational institutions. It would be implemented in all central universities, IITs, IIMs, NITS, IIITs, private and government‐run deemed universities and all higher educational institutions under various Central government ministries. Regulatory bodies like University Grants Commission, All India Council for Technical Education and National Council for Teacher Education would also ask educational institutions to set up grievance redressal mechanism. As part of the initiative, every institution would be required to appoint an ombudsman who would be a person with judicial or legal experience. He would be appointed from a panel suggested by the affiliating university for technical and management institutions by the Central government for deemed universities and by the regulator for non‐degree granting institutions. Applicants for admission and students can apply to the ombudsman for redressal of grievances.

The company’s India arm has identified four locations to set up hospitality management schools, with the first one coming up in Bangalore by Aug 2012. The Bangalore training centre will host short‐term courses for at least 200 students and it is also planning to set up institutes in Noida, Dehradun and Bhubaneswar. Best Western International has over 4,000 hotels under its portfolio spread across more than 80 countries. At present, it has 34 properties in India with 2,581 rooms and some facilities including those in Kolkata, Bangalore, Bhubaneswar, Navi Mumbai, Hyderabad and Goa are under various stages of construction. It plans to add 10‐12 properties in 2012 to expand its portfolio to 100 hotels by 2017, which will see an investment of about INR 16 bn in the next five years. Hyderabad gets ‘Everonn World’ Everonn, the world's largest VSAT education network, which rolled out a pan‐India chain of mini Everonn centres under the "Everonn World" brand, has recently opened its Hyderabad centre. The Everonn World at Hyderabad will serve as a one‐stop‐ solution provider for the educational and training needs of candidates and institutions. It is located at 2nd floor, GSR Enclave, beside Pragathi Degree College Road, No.1, KPHB Colony, Kukkatpally, Ranga Reddy, Hyderabad. Everonn World is a part of Everonn's Edupreneur Programme and has been rolled out to transform the Indian education space. The unique project aims to provide products and services across pre‐School, vocational education, training, institutional tie‐ups, university & management education, admission counselling, coaching, certification and testing. The Hyderabad centre is part of the Edupreneur initiative to spread the foot print of mission education across the length and breadth of India, including the mini‐metros and metros. Vidyarambh Education partners with Francorp for expansion A leader in Multiple Intelligence Preschooling, Vidyarambh Education, has joined hands with Francorp, a part of Franchise India Group to develop its franchise concepts and strategy. Vidyarambh plans to expand across India and abroad with more than 100 franchise offerings within the next couple of years. Francorp will assist Vidyarambh with strategic planning, legal services, operations, marketing, and other support services. They are looking to leverage on Francorp to develop their business model and franchising system and also help in identifying investors and prospective business owners looking to operate in the education and training industry.
