members of the Napranum and Weipa communities would complete the mural,” Jenny said. Members of the Napranum Men’s Group will be in-store this Saturday morning from 9am demonstrating carving and weaving techniques.

ABORIGINAL and Torres Strait Islander people will have more opportunities to own a home with new legislation introduced last week. Minister for Natural Resources and Mines, Andrew Cripps tabled the Aboriginal and Torres Strait Islander Land (Providing Freehold) and other Legislation Amendment Bill 2014 in Queensland parliament on Thursday, May 8. Mr Cripps said the Bill would give Aboriginal people and Torres Strait Islander people the same property rights to the land enjoyed by other freehold property holders, which ﬁnancial institutions can lend against. “It also simplifies the complex leasing arrangements that currently apply under the Aboriginal Land Act 1991 and the Torres Strait Islander Land Act 1991 for non-residential leases.” “Simpliﬁed leasing requirements will allow trustees to

unconditional freehold,” he said. “This is the most important piece of legislation in the history of Indigenous affairs in this State. “When passed through Parliament later this year the bill will give the trustee the ability to provide freehold to local indigenous people.” Mr Kempton said the legislation was a significant opportunity for all indigenous Queenslanders that came with a lot of responsibility. “The initial grant of freehold will be to an Indigenous person with interest in the land, however there will be no impediment to a subsequent transfer to a non-Indigenous person,” he said. “There may be some risk of dispossession to non-community members however this risk is far outweighed by the huge boost normalisation will bring to economic development and community growth.”

Indigenous ownership was swept away by British settlement in1788 on the basis of “terra nullius”. The rights and interests of Indigenous people were then recognised by the Mabo decision and enshrined in the Native Title Act twenty years ago yet neither delivered one square inch of land to indigenous people in Queensland. The former reserves occupied by Aboriginal and Torres Strait Islanders in Queensland are being converted to conditional freehold and held by community trustees for the beneﬁt of Aboriginal and Torres Strait Islanders however there was no mechanism by which people can hold individual title under this process. The State is not imposing any cost on the freehold other than the normal statutory charges and will not be paying any compensation to native title holders.

Palmer the Palm Cockatoo – a rare bird indeed By Kristy Philliskirk, Weipa Wildlife Care Inc.

I would like to introduce you to my very special charge, Palmer – a Palm Cockatoo, endemic to Cape York and New Guinea. Palmer is only young and we estimate she was born around October or November last year. This beautiful young lady came into care on February 22 this year after Cyclone Gillian went past Weipa and she was found by Sally-Anne Antis. She was given to Lisa (a Weipa wildlife carer) with a suspected broken wing and tangled feet. We estimated she had been on the ground for approximately three or so days as she was very under weight and had grass vine tangled around her feet. I was away in Cairns when Palmer was found which couldn’t have been more perfect, as she was flown down to me where I took her to Wildlife Vet Annabelle Olsson owner of Boongarry Veterinary Services. After x-rays it was confirmed she had a fracture in her shoulder, and she was placed into Annabelle’s care where she was kept under observation until she began to gain weight. On Monday, May 5 Palmer came home to Weipa, which is a massive honour as Palm Cockatoos come into care very rarely. In the 30 or so years Annabelle has been a Wildlife Vet she has only seen three,

including Palmer, come into care. Palmer is now in a massive aviary to try and strengthen her wings and see if she can fly with the healed fracture. At the moment there is a 50/50 chance of release. If Palmer is releasable she will be released exactly where she was found, otherwise she will become an important part of the Australasian Zoo Association’s captive breeding and research program. Palmer is very special to Weipa Wildlife Care – I never thought I would have the honour to take care of one of the most amazing and interesting birds in Australia. So please everybody, keep your fingers crossed that we can hopefully release her. If not she will be very much looked after in the breeding program. Weipa Wildlife Care Inc. are always looking for people to help out. I can provide training and can get you started with your permits. We are also always in need of funding so if you would like to donate please contact me on 0427 799 748. Please keep in mind that it is illegal to keep any native animal in your care for longer than 72 hours without the necessary permits and training. As easy as it sometimes looks to take care of animals, most cases have special requirements and dietary needs.

One-stop driver licensing day a huge success The second Indigenous Driving License Open Day was held on April 30, co-ordinated by the Western Cape Regional Partnership Agreement. The day’s success was due to the huge support of the State Governm e n t ’s I n d i g e n o u s Driving Licensing Unit (IDLU), the Western Cape Centre and WCCCA, My Pathway, Rio Tinto Alcan Weipa, DATSIMA staff and Peter McCulkin’s expertise and his driving school. “It really is a testament to co-operation,” RPA co-ordinator Liz Logan said. Around 55 people from Weipa, Napranum, Mapoon and as far away as Pormpuraaw came to the Western Cape Centre during the day to get their birth certificate, pay fines, get their learners or P plates or renewals, HR learners or licence, logbook issues fixed, or a free lesson with Peter. The feedback forms collected said that 99 per cent of people got what

they wanted done on the day and 100 per cent said that the event was worthwhile and should be held again. From a request made last year, the RPA also arranged for a HR vehicle to be on hand for licensing and HR lessons have been provided to the RPA Indigenous Work Skills Program participants over the last three months. Liz Logan IDLU do a great job in travelling and working in communities in the Western Cape to support Indigenous licensing;. “The only main difference with this event is that it is a one stop shop for one day - bringing Births Deaths Marriages, SPER, IDLU, driving lessons and support from the RJCP provider together in one place for one day. “As one of the feedback forms said its ‘ much better than going everywhere’. Another form said ‘too deadly’ - that’s great feedback,” Liz said.

The Federal Government has released a discussion paper outlining policy options to assist consumers and increase competition in the North Queensland insurance market. Over the past few years many insurance policyholders have faced significantly increased premiums for home, home contents and strata property insurance. This problem is particularly acute in North Queensland where, in some instances, the cost of strata property insurance has risen by around 200 per cent or more between 2007 and 2012. The discussion paper seeks submissions from business and the community on options to: • help consumers to compare home, home contents and strata property insurance products by developing an insurance information and comparison website (or an insurance aggregator); • promote resilience of strata title buildings by facilitating engineering assessments of strata title properties in North Queensland; and • expand North Queensland insurance markets by encouraging participation by foreign insurers. The release of this discussion paper complements studies underway by the Australian Government Actuary into strata building and home insurance pricing. The Australian Government Actuary is expected to provide the strata building study to the Government by May 31, 2014. The event was organised by three RTA Weipa departments on site (Planning & Logistics, Health Safety & Environment, and Community Relations) to get the employees out and about and end their working week on a high. Big plans, small steps for Western Cape Land Care A CLEAN-up of the Lakes is the first of several key projects scheduled by The Western Cape Land Care Group following their general meeting held on Tuesday, May 6. Key to discussions were clean-ups of local beauty spots, including beach areas where marine debris washes ashore, and tidying major intersections of Weipa access roads, where roadside rubbish from travellers is a major concern. Alex Dunn, president of Western Cape Land Care Groups said a renewed effort to clean up the town lakes was chosen as a key project to pursue, in partnership with Goodline. “Lake Patricia and Lake McLeod and surrounds continue to need cleaning up despite previous efforts to remove rubbish around the foreshore and in the bush areas” Alex said. “As an area well used by Weipa locals, we

Taking pride in our environment through clean-ups and improvement projects allows tourists to

take away a positive memory of the Western Cape” he said. Burning issue a joint venture WITH the support of Olkola Traditional Owners and the respective traditional landholders of the Pormpuraaw Aboriginal Shire, Olkola Aboriginal Corporation and the Pormpuraaw Aboriginal Shire Council now have an innovative joint-venture agreement with the Natural Carbon consortium to conduct savannah burning for carbon across their respective landholdings on Cape York Peninsula. The Carbon Farming Initiative (CFI) allows farmers and other land managers to earn carbon credits by storing carbon or reducing greenhouse gas emissions on the land. Participants can earn carbon credits by setting up a project under an approved CFI methodology, which sets out the ground rules for the activity. Michael Ross, Chairman, Olkola Aboriginal Corporation (OAC), said the choice to establish a carbon business is a major step forward and means a great opportunity to the Olkola people. “It’s something we have to start

now,” Mr Ross said. “When I’m too old or my children are too old, the younger generations will be managing the land,” he said. Traditional burning will be incorporated into the methodologies. “It gives us an opportunity to do things in a way that looks after country, in a way we have always talked about.” “If we can overcome wildﬁre, that’s a start, we can then look after cultural sites, weed and feral animal control and other environmental values. If we can look at country and work with our neighbours to manage ﬁre we are moving in the right direction,” Greenhouse gas emissions are reduced through early dry season savanna burning. With a higher moisture content, the grass has less fuel load and burns slower. “It is a choice the Corporation has made to look at how we can manage one of the major threats, not just for Olkola country, but the whole of Cape York,” he said. Fishing Classic prize display You know each year that the Weipa Fishing Classic is not far away when the road is being graded after the wet season, the tourist vehicles are starting to arrive with boats and camper trailers in tow, and the early morning temperatures have dropped and the breeze has increased slightly. Another sure sign is when the Classic committee set up in the Woolworths car park and inside the shopping centre selling entries to this year’s event. It all started last Saturday with the first 200 or so nominations taken in the lead up to this year’s event on the Queen’s Birthday long weekend. As an early bonus, and as part of a prize pool of well over $120,000 - the first and second prizes for this year were on display in the car park to whet the appetite of competitors. Second prize of a Polaris Ranger 570 UTV and a fantastic first prize of a 100hp Yamaha four stroke powered 5 metre Seajay were the centre of attention for early morning shoppers and competitors alike. Ticket sales will continue over the next four weeks right up to the event.

The month of May is Domestic Violence Prevention Month. During this month Weipa Community Care Association will be focusing on raising awareness of the incidence of violence against women and children. One in three women will

Lighting was damaged and pulled out of the ground and the irrigation system was pulled up and damaged. It is estimated it will cost $2,500 to repair wiring and replace equipment. This is not the first time damage has been caused to the Memorial, but it is more extensive this time and will be far more costly to repair. PCYC’s After School Care relaunches

After closing the service doors due to lack of space late last year, PCYC’s Weipa School Age Care Service was re-launched on May 7, 2014. The After School Care service is now located in a new, fully air conditioned facility at the Western Cape College middle school campus. The service has also received a makeover with all new toys and equipment for the children to explore, create and experience. The PCYC service will provide a fun and exciting program aimed at school-age children based on the children’s input and ideas guided by fully qualiﬁed experienced educators. The re- establishment of this PCYC School Age Care service within Weipa would not have been possible without

the generous support and contributions of Rio Tinto, the Western Cape College and the Weipa Community. It is an opportunity once again for PCYC to have a longterm investment into the educational outcomes for future generations of the community. There are new faces amongst the staff, with the team lead by coordinator Lara Touron and supported by School Age Care educator Laura Williams. Hours of operation will be 2.30 to 6pm each day during the school term and 8am to 5.30pm during Vacation Care. The program is accepting new enrolments. By Rev. Michael Connolly WE learned last week that not only did the disciples hammer home the name of Jesus to strengthen and heal, but that he is the only way to the Father. This exclusivity of the name of Jesus as the only way to the Father does not sit well in today’s world village of the pluralistic society. Tolerance of different religious thoughts and practises are demanded, where the myth is widely promoted that “it doesn’t matter what you believe, as all religions are basically the same”. If they are all basically the same, why are there constant fighting between religions all over the world? But that reasoning seem to be reserved for religion alone, because it would not be reasonable thinking if used in another field, say mathematics. For example imagine being told by your teacher that it’s okay to have different answers because it will all come to the same thing in the end? It’s the Christians duty to have love and respect for people of other faiths, however with all the different religions we must continue to faithfully give out the gospel of Jesus Christ if we truly believe in him and his claims. The Lord promised that those who are meant to be his people would hear his call and come to him. For reading, go to John Ch 10 verses 1- 18 and the following is quoted from verses14-16 and states, “I am the good shepherd. As the Father knows me and I know the Father, in the same way I know my sheep and they know me. And I am willing to die for them. There are other sheep which belong to me are not in this sheepyard. Aboriginal freehold is only the ﬁrst step I C O N G R AT U L AT E t h e State Government for making changes to allow Aboriginal people to own freehold title on their traditional lands in remote Aborginal townships. However this move is just one small step, albeit in the right direction. The reforms are brilliant and a long time coming, however we must not get too distracted by the symbolism of this move. Every non-Indigenous Australian has a right to own their own home wherever they choose to and now the First People do as well. So in that sense the board is equal. However Aboriginal people in remote townships haven’t the same access to vocational training or further education, jobs or economic diversity and growth as people from non-remote areas. This to me, and my people, are the main concerns. No point being able to own homes if one hasn’t the viability to afford them or maintain them. What then would happen to these freehold blocks? Would they be bought up by developers or the mining industry? The reforms do not alter existing Native Title lands or agreements. However there is some concern that freehold will be used as a future loop-hole for exploitation of Aboriginal areas. There are also questions about what will be the future for Aboriginal Shire Councils (who currently are not rate collecting councils), regarding rates implementation

on property owners, considering the lack of jobs and income and the already high cost of living in such areas. For once I agree with Noel Pearson in that I don’t think there is anything to worry about in terms of out-of-towners taking over Aboriginal townships with more ease.

My rhetoric is simply that we cannot be side-tracked from advocating and working towards better economic opportunities for rural and remote Queenslanders, black or white- that’s always been my main concern and changes to Aboriginal freehold and land tenure doesn’t ignore that. RIP T-shirt Tommy SADLY I didn’t know T-shirt Tommy Hafey who passed away on Monday but my human dad spoke very highly of him whenever he was mentioned in conversation. He was one of the few to coach 500+ games at the elite level. He won four premierships, led his clubs to 10 grand finals altogether and recorded a winning percentage of 65. Quite remarkable in a career that spanned from 1966 to 1988 where he coached Richmond, Collingwood, Geelong and Sydney. RIP Tommy. Another great Aussie saying is he did the Bradbury; let us all hope that they do not start up the saying of ‘he did the Viney’. What a joke that the match review committee sent him to the tribunal. If the AFL had upheld the suspension they would have had a full on uprising on their hands led by yours truly. I would have dropped Jack from my Frisbee side if he had of pulled out of that bump. I am sure that AFL is classed as a contact sport otherwise we would watch synchronised swimming and you won’t find me on the couch watching that garbage. Back to the split round played over the weekend. Sydney did the number on the Hawks at their hoodoo venue ANZ Stadium. The 10 Million dollar man kicked the winning margin by kicking 2.7. Yes it took a while for Buddy to find his radar. The Hawks are in damage control with Mitchell and Lake out then Hodge pulling out before the bounce (does that mean he is on tele with Spud and Chief?) and the little magician Cyril Rioli doing his hammie in the third quarter. Lucky the Hawks have the bye this week. Hinkley has his Port Power team in the best form and fitness of their life. When they looked like they did not have enough to overpower the Dockers they just needed that short breather and rev up at three quarter time to come out and steam roll the Dockers. How many Brownlow votes is Chad Wingard chalking up? The Lions were gallant against the Bombers but too many spilt balls especially late in the game cost them the chance to knock up their second win for the season. How will Chappie go at the Tribunal after he did the Viney. From the couch I think that Brisbane has a bright future ahead after watching the youngsters stepping up to the plate like Paparone and Aish. West Coast may have demolished the boys from GWS and set club records etc, but they have not been able to produce anything like that against the top sides. So Eagles fans don’t get too excited, sure you got the four points but let’s see you belt up the top teams and stop bullying the new kids on the block. The skivvy wearer got his Blues up over St Nick’s men in anything but a convincing win. If it wasn’t for Bryce Gibbs I don’t think they would have got up. Marc Murphy will have to answer the Match Review Committee over his hit on lights out St Nick because that was straight at the head. I love the contact but that was inevitable. We will see what the Match Review Committee says. This weekend watch out for the Gold Coast against the Saints as big Zac Smith is back for his first game in 12 months and he was electrifying to watch he has it all as the No1 ruckman. Long live the Prince of Centres I HAVE to fill in for Karl this week since he is stranded in the bush of Cape York with vehicle troubles. Half his luck I say. Let’s start by letting you all know that I am more of an authority on AFL than NRL. Everyone knows that the great Reg Gasnier (Puff The Magic Dragon) passed away this week. Gasnier was considered one of the greatest players, appearing in 39 Tests for Australia and 127 matches for the Dragons during their record-breaking 11-premiership streak of the 1950s and ‘60s. He was also Australia’s youngest ever captain at 23 years and 28 days in 1962. In 1981 he was inducted as one of the four original ‘immortals’. The NSW Origin side is in disarray with star players dropping out everywhere either through suspension or injury. Injury is acceptable but suspension isn’t, especially Greg Birds brain fade. He is co-captain of the Titans so should lead by example. What about Mitchell Pearce thinking he is Gods gift to females and with 16 different camera angles he doesn’t stand much of a chance in fighting it. I am a female and I don’t like males thinking they can just do as they like either. At least I can bite them and they usually back off. Us females carry the power in the canine world so you human females need to stand up for yourselves as well. Does this mean the mighty Maroons will go for eight consecutive series wins? I hope that the main spectacle for the NRL year except the Grand Final is not a white wash with AFL scores. I will still be watching and supporting the mighty Maroons. The Cowboys ran over the Broncos and the win was made even sweeter with the resigning of veteran backrower Gavin Cooper until the end of 2017. Good to see a one club man as he started with the Young Guns back in 2005. The Cowboys must being doing something right to maintain players for such a long time or is it just the beautiful North Queensland weather. I know I wouldn’t live down in the freezing cold of Sydney or Melbourne. Sunshine for me mate. My pick out of it all is that the Roosters are starting to find the form that they displayed last year. Watch out as I think they will be there for the big game at the end of the season. As we all know only one game counts all year, but you do have to make sure that you get there first. In the Grand Masters own words he says “His Knights are fragile”. A fair statement from a coach whose team is at the bottom of the ladder. That is a place that Wayne Bennett is not used to being. Maybe he should have retired after St George and be remembered as a great and not bow out as a failed coach. Even he has said many times that you should not play on for that extra year if you don’t think you can stay at the top of your game. Tykes show sensational sportsmanship Another fun round of soccer was held on Saturday morning. Blue skies and a cool breeze set the scene for some awesome matches and made the morning much more pleasant for the players and spectators. Game of the week: Tykes: Red v Blue (2)/Green (1) v Blue (1) (combined match) Low numbers meant that four teams needed to merge into two. The sportsmanship shown by the players involved was inspirational and made for a fantastic Tykes match. Thank you to all the players who swapped teams and tried so hard to score goals, making the games so enjoyable. There was so much cheering and support from the sideline it was awesome to hear. Ashton was on fire scoring three sensational goals for Red. Darius scored two super goals, one from an incredibly long way out, and Chase scored one ripper after a great pass from Darius. This took the total to six goals and sealed the win for Red, with a great team effort. Blue did not give up with incredible defence at every opportunity, making Red work for every goal. Again, great teamwork Blue and one great goal. Another highlight from the matches this week was the way players are passing to each other and including all team members in the games. There were numerous great goals scored due to a skilful pass from one player to another who was in a position to make a score. This is partly thanks to the fabulous parent game leaders and coaches who have been working with players to ensure the games run more smoothly and that all players are getting a run on the ball. there will be a cavalcade of rugby league action to whet the appetites of Cape York fans during the 2014 season. Not only is there the Wet Season competition in progress and the upcoming Cape Cluster but there are also numerous Allblacks carnivals around the region and other parts of Queensland which some local players usually compete in. Badu Island’s Island of Origin is on from July 3 to 5 and some Three Rivers players traditionally line up in teams there. The Queensland Murri carnival is on from September 25 to 27 and Mareeba PCYC will host an under-17 carnival from October 3 to 5. Many Cape York male and female players have lined up at previous Murri carnivals. This is Queensland’s biggest Allblacks carnival and attracts men’s, women’s and junior teams with players from throughout the State. Bindal Sharks Allblacks carnival in Townsville on October 11 and 12 usually includes many Three Rivers players and that will be followed a week later on TI by the popular Zenadth Kes carnival. A team of Cape York “old boys” has indicated it will enter a Zenadth Kes team with any prizemoney to go to local juniors. Gordonvale will host the Southern Suburbs Indigenous Carnival from October 24 to 26. Yarrabah looks set to again have its carnival sometime in October, Bamaga’s NPA Cup (Dan Ropeyarn Memorial carnival) is on from October 30 to November 1. All of the above are QRL sanctioned carnivals and there is also the Cairns Allblacks which is on during October and is popular with Three Rivers footballers. The John Bowen Memorial carnival is tentatively set down for November 22 and 23 and attracts teams from around the region. Mossman has its Allblacks carnival scheduled for November 8.

Proposed 2014 Cape Cluster dates released Alf Wilson story

A PROPOSED draw has been sent to all participating clubs in the 2014 Cape Cluster Rugby League competition which will be split into two zones and include sides from Aurukun, NPA and Three Rivers. Northern Cape teams will be Napranum Natives, Napranum Twal, Weipa Raiders, Goodline, NPA, Lockhart River and Aurukun. Southern Cape sides will be reigning premiers Kowanyama, Pormpuraaw, Coen, Hopevale (two teams) and Cooktown/ Wujal/Laura combined. Cairns based QRL Regional Co-ordinator David Maiden told the Western Cape Bulletin that he welcomed the new sides.

“Thanks to the Three Rivers teams for competing in the Cape Cluster for the first time as well as Aurukun and NPA,” Maiden said. Maiden said he had tried to speak to officials from all clubs as to their preferences for this year’s competition. “The overwhelming choice was to split the Cape into Northern and Southern zones to minimise travel and expense. “As a result, I propose that we do the following (see below) and I look forward to your feedback to see if you are happy with the format,” he said. Both zones play a round robin format and will generally play two games at each venue. The top two teams in each zone would then play the semi-finals and grand final

on the weekend of September 6 in Coen which is central in distance. “There is an option to bring all teams down for that weekend and have a big gala weekend of footy with the kids playing as well,” he said. Cape Cluster players will have the opportunity for representative football with both Southern and Northern Zone sides to be picked to compete for the Remote Area Rugby League (RARL) challenge in Cairns on June 28 and 29. Other sides will be Bowen, Palm Island and Thursday Island’s Kaiwalagal Rugby League. After that a Northern United representative side will be picked to meet Queensland Outback on TI on July 19.

“The RARL FNQ Challenge is on again this year but it is much later so that teams get an opportunity to gain match fitness before they play to be selected in the Northern United side,” Maiden said. “It is proposed that the first two rounds in the northern zone and the first round in the southern zone be used to pick a representative side from each area to attend the FNQ Challenge in Cairns. “The QRL will pay for all accommodation and meals at the FNQ Challenge but the teams will need to make their own way to Cairns,” he said. The Wet Season is currently in progress featuring Weipa and Napranum teams and the grand final will be held in Weipa on July 12.

CyCLiSTS from the international Network of Churches (iNC) all over Australia will ride 3000km between the Brisbane Valley and the tip of Cape york later this year to raise funds for Global Care’s vital Disaster Relief Fund. The historic “GC 3000” ride will take a total of 22 days from June 15, broken up into three legs: Toogoolawah to Emerald, Emerald to Cairns, and Cairns to Bamaga.

3000km charity bike ride to Cape York

“We are inviting riders to sign up for the ride – it will take great commitment and endurance, but it will also be a time of fantastic fun and fellowship as the riders pedal their way to help Australian communities,” she said. GC 3000 co-ordinator Andy Backhouse said riders in the event could ride the whole 3000km, or do one or more of the three separate legs. “The first two legs will be on road bikes, and the last section to Cape York on mountain bikes. We expect up to 20 participants, who will pay for all their own costs and provide their own equipment and camping gear,” Andy said. “We will have satellite tracking so people can keep abreast of riders’ progress, and also support vehicles before and behind the riders to provide first aid,
