Stranded turtles rescued By Fiona Croft
THE Nanum Wungthim Rangers from Napranum have saved 40 turtles from a slow death. The Rangers rescued the sea turtles trapped in ghost nets during two patrols which were taken to Pennefather Beach last week, between Pennefather River to the North and Pine River to the south. The sea turtles of the world are facing a challenge to survive. Endangered and vulnerable, the Olive Ridley, Hawks Bill, Green and Flat back turtles where found in ghost nets from foreign fishing trawlers and washed in with the above-three metre tides. Nanum Wungthim Ranger Coordinator and Environmental Scientist, Matt Gillis said the seas were aggravated from a storm surge as a result of Cyclone Dylan and the big tides increased the chances of turtles washing up on the beach. Otherwise the turtles would be still floating around trapped in nets with the currents. “It is estimated that the turtles could have been floating around caught up in the ghost nets for any period from days, weeks or months,” Mr Gillis said.

“The majority of the turtles had fresh and old injuries resulting from the nets cutting into the turtles’ flippers. Some turtles had lost limbs due to the prolonged time they were caught in the net. One Oliver Ridley turtle has been flown to Cairns Turtle Hospital, thanks to Qantas to recover from a severe cut,” Mr Gillis said. Two more are being flown out this week. The turtle population is facing hard times within the Gulf of Carpentaria. Ghost nets, marine debris pollution, over-fishing and harvesting, predation of nest from feral animals, humans and rising sea levels from climate change that results in the loss of nesting beaches are all contributing to declining turtle numbers. “At this time of the year, from January to April, there are numerous ghost nets floating around in currents entering the Gulf waters and catching turtles as they continue to feed on fish,” he said. Olive Ridely turtles, were the majority of turtles found by the Rangers. The Olive Ridley are known to follow sea currents feeding on crabs, snails, clams and barnacles that encrust on floating objects of which some are nets and the turtle ends up caught in them.

Throughout the dry season from July to November the turtles come ashore to nest on the same beach that other turtles have been washed up in ghost nets. Mr Gillis said that this is sometimes a fruitless task as feral pigs are predating on the 110 eggs that the Olive Ridley lays on three occasions during the season. The Nanum Wungthim Rangers are trying to lessen predation by reducing and eliminating the pig populations through aerial and ground culling. Rangers will be patrolling
the beach throughout the wet season saving turtles from certain death from the ghost nets. Turtles found that are unable to return to the water are brought back to Napranum to recover in the Nanum Wungthim Triage centre. If a turtle has substantial wounds and needs veterinary care they will be flown to Cairns to recover in the Cairns Turtle Hospital on Fitzroy Island. Man-made obstacles and impacts are causing a lot of the problems the turtle faces in the Gulf of Carpenteria, and Indigenous Ranger Groups including the Nanum Wungthim Rangers
are trying to combat these injuries and deaths by educating people about what is going on with this iconic species. Vital research statistics are collected by Rangers using tags attached to their flipper that assist monitoring turtle populations and habitat.
If people find sick or injured turtles on beaches, or in the water, they can take them to Napranum to rest and recover at the Triage Centre. Alternatively phone Matt (0447 621 326).
Western Cape students to benefit from skills training A NEW Trades Skills Centre in Weipa will help young trainees forge closer links with industry as the Federal Government strengthens its focus on vocational education and training in schools. Leichhardt MP Warren Entsch has confirmed that the Government will honour its commitment of up to $1.5 million in funding to establish a Trades Skills Centre at the Western Cape College. The commitment is part of the Government’s decision to honour a $209 million offer for Round Five (Phase One) of the Trade Training Centres programme initially promised by Labor but never delivered.

“I’m 100 per cent behind any young person who wants to learn a trade in our regional areas but there were a number of problems with Labor’s program,” Mr Entsch said. “Our young people in regional areas need appropriate training pathways and that’s why we’ve made some changes to deliver better vocational education results. “The project funding agreements have been amended to make sure there is more industry engagement and collaboration, and to strengthen student support arrangements. These new projects will be called Trades Skills Centres. “I’m confident that with these changes,

there will be far better outcomes for local trainees.” The new Trades Skills Centre at Weipa includes construction of new engineering and construction workshops and also the provision of equipment. The centre will deliver qualifications in construction and engineering to address skills shortages in the trades of Fitter and Turner and Plumber (General). “Vocational education and training in schools will provide students at Weipa’s Trades Skills Centre with the opportunity to strengthen business and industry training relationships and promote future employment opportunities,” Mr Entsch said.

Record rainfall causes havoc TORRENTIAL monsoon rain fell over most of Cape York last week isolating communities as rivers swelled and communications were interrupted. Kowanyama received 1.2 metres of rain in seven days, the highest monthly total since 1918, cutting off roads to the community from both the north and south as rivers rose. The Pormpuraaw airport was also inundated with flood water as the community recorded falls of almost one metre in the first week of February. Roads in Coen and Laura were also closed as rivers burst their banks and access to the Cape via the Peninsula Development Road became impossible. Perhaps the biggest interruption occurred when all lines of communication (including land lines and mobile and internet services) failed at 4.30am on Friday, February 7 – effectively isolating Cape York from Lakeland to the Torres Strait. Weipa SES were put on stand-by following the failure and were tasked to monitor UHF channel 9 for
emergency calls when it was announced the Weipa Telstra network had failed and could be out for some time. Many residents were “caught short” with limited cash on-hand, however local businesses did their best to ensure restricted services were available to all. Communications were restored to the Weipa township at 5pm on Friday however the Telstra network failed again on Saturday evening, leaving a large area of Cape York without any form of communication until late Sunday evening. Telstra Regional Manager Paul Meares was in Weipa on a routine visit when the failure occurred on Friday, February 7 and informed the Local Disaster Management Group there was a fault with the fibre optic cable south of Moorehead, and a fault with the Bamboo RTS which were the cause of the interruptions. These faults were rectified however, at time of press, more interruptions were expected as further maintenance needed to be carried out.

Acting Sergeant Peter Simpson of Kowanyama Police Station his partner found this Kite Hawk in Chapman Road on the way into work on Sunday night. The bird was soaked through, exhausted, weak and unable to fly. The pair turned wildlife carer and rescued the downed bird from local dogs about to make a meal of it. The Kite is expected to make a speedy recovery.

news Calls for extension of Cape York Regional Plan consultation WILDERNESS Society Cape York campaigner, Kerry Trapnell, has called for a three-month extension of t h e c o n t ro v e r s i a l C a p e York Regional Plan to give landowners a say on future development of the region. The Queensland LNP Government has set a March 25 deadline for public comment on controversial changes to land use in Cape York, creating the impossible task of properly consulting with remote communities over the wet season. Mr Trapnell said more time was needed to avoid uncertainty, division and bad land use decisions. Cape York has widely recognised very high environmental values, including World Heritage values. “This Cape York land use plan ignores the wishes of landowners, creating uncertainty and with it division and bad land use decisions,” Mr Trapnell said. “As many people with an interest in Cape York need the opportunity to be consulted and
have their say, if this plan hopes to properly reflect the interests of the region.” Mr Trapnell said the draft plan failed to set aside areas wholly for environmental protection, as promised by Deputy Premier Jeff Seeney at the start of the Cape York Regional Planning process in 2012. He said there was widespread agreement at a recent regional land use forum to slow down the process so that the plan was truly inclusive of Cape York residents and landholders. “The promise of this Draft Plan to give a voice to the people of the region will not be realised given the timing of the limited consultation to coincide with the wet season,” Mr Trapnell said. “The people of Cape York are being let down by a government process that promised much but is failing to deliver. “There was widespread agreement from all sectors and representatives at a recent Cape York Forum in Cairns that the current consultation process was likely to leave residents

Mr Trapnell said experienced ecologists and ecotourism experts had been approached to overview Cape York’s world class environmental values and ecotourism potential, in order to provide some sensible balance to future discussions.

AUSSIES love a punt and new research shows we wager more, and lose more, than any other country in the world. A report, published in The Economist, puts Australian gambling losses at about $1144 per resident. But we’re only the world’s biggest punters because we have the most opportunity to fritter cash away, anti-gambling campaigners say. “Gambling is just like eucalyptus oil – it’s natural,” Australian Churches Gambling Taskforce chairman Tim Costello told AAP. “But in Australia we’ve allowed gambling to proliferate more than anyone else in the world.” Monash University gambling researcher Dr Charles Livingstone says Australia has the highest concentration of poker machines in the world. The biggest clusters are in disadvantaged areas along the east coast, fuelling domestic violence, crime and mental illness, he said. The average Aussie lost about $520 on non-casino poker machines last year, the report by British consultancy firm H2 Gambling Capital said. Independent MP Nick Xenophon says the figures are an “urgent wake-up call” for politicians.
“Let’s not forget that, with pokies, 40 per cent of losses come from problem gamblers, with five to 10 people affected by each problem gambler,” he said. Senator Xenophon is renewing his push for maximum $1 bets on poker machines with hourly losses capped at $120, in line with recommendations of the 2010 Parliamentary Joint Select Committee on Gambling Reform. There should also be more funding to rehabilitate problem gamblers and a clamp-down on online and sports betting, he said. But Public Health Association of Australia Chief Executive Officer Michael Moore says there are significant political, economical and cultural obstacles to promoting responsible gambling. “State and territory governments in Australia derive an average 10 per cent or more of their taxation revenue from legalised gambling,” he said. Although Australia had the biggest gambling losses per resident, America had the biggest loss of any nation at $136 billion. Australians lost a total $21.5 billion, the report said.

I have in my capacity as Interim Chair been sourcing external funds to open up the Bertiehaugh Road via Stones Crossing to Bramwell Junction. This will open up the tourism trade, and also make for easier access for locals going north and allow station people easier access to Weipa, which will help secure the economic viability and future of the town.

I have also petitioned the Queensland Minister of Transport Scott Emerson about discounting boat trailer registration. If they can discount vehicle rego they can discount boat trailer rego. The Weipa Town Authority
and I are working at present on improving the playgrounds of Weipa for the whole family to enjoy. Andoom Oval works will commence in the near future, including sub-surface works and the installation of a temporary clubhouse/storage that will become storage for all the sporting clubs that utilise the facility once the final clubhouse is built. We are also working on creating employment and industry in areas other than mining. I will ensure that the Weipa Town Authority will work closely with Rio Tinto Alcan Weipa to achieve common goals, including self governance. As an elected member and Deputy Chair from the April 28, 2012 election and Interim Chair of the Weipa Town Authority leading up to the 2014 by-election, I urge everyone to make sure they get down to the polling booth on February 22 to have a say in who makes the decisions in your town. If you vote for me as Chair I will guarantee you that I will be there at the end and still working hard for the future of Weipa. Disability Services. This role took me on a different journey. Always looking for a challenge, I’ve spent the last seven years working with people with disabilities from Weipa, Aurukun, Napranum and Old Mapoon. Some of my achievements include assisting with the establishment of the Weipa CapeAbility family support group, a support group for parents and carers with a person with a disability to provide information support and help raise awareness. I also established the Community Advisory Network Group with Cape York Hospital and Health Service. I then applied for and was successful in becoming a Board Member for CYHHS for the past 18 months. I’m also on their Safety and Quality Committee and Finance and Investment Committee. I’ve also been a member of the Western Cape College P&C Committee for several years and a current member of the executive committee for the last couple of years. I’m also a founding member of the Western Cape NAIDOC Planning Committee. I’m nominating to be a member of the WTA as I think I would be a valued member given my experiences. buried in Rio Tinto vaults somewhere. If the town is not recognised then funding and grants for all sorts of things is not available as it is for every other town in Australia. It is a fairly simple choice. Either it is a Rio Tinto town, and therefore funding must be forthcoming in greater amounts than in the past, or they get out of the politics of running the town. I am not attempting to bash Rio here, it is just the reality of the way things are. While in the main Rio Tinto has been a good neighbour quite a number of the towns short comings are a result of the company not putting enough money into the town at the times it was needed. If you are one of those folk who live in a court in Rocky Point you know what I am talking about. It is high time Rio makes a decision as to running and owning a town or not. They cannot have it both ways. I have been reading in different forums of late about all the things the town should have. I would agree with most of the wish list

Unfinished business As some may already be aware I have nominated to run again as a member of the Weipa Town Authority. My reasons are many but I do have some unfinished business from my previous term. For those new to town, the well overdue water supply upgrade has now begun. This followed an application by Rio Tinto to begin stage two of the Golf Links estate. At the time I rejected the application until the town supply came up to an acceptable standard. Rio signed an agreement that no habitation of the estate is to happen until then. I want to ensure that is the case. The move towards making Weipa a town that is recognised by the government was instigated during my term but has since fallen off the radar and seems
Disappointed with WTA fluoridation decision WeIpA residents deserve a lifetime of healthy teeth. I was disappointed to read your article (Western Cape Bulletin, January 22, 2014 edition) regarding the recent decision by the Weipa Town Authority (WTA) to say no to introducing water fluoridation via the installation and commissioning of a fluoride plant at the Rocky Point Water Treatment Plant. Every respected Australian and international health organisation agrees: ideal fluoride levels in water are very safe, low cost and highly effective. Fluoride reduces tooth decay – young or old, rich or poor, by contact and also by swallowing, regardless of diet. The World
Health Organisation has said that access to fluoride for dental health is a part of the basic human right to life. Most experts agree that fluoridation will result in a 20–40 per cent reduction in decay experience and this reduction is above and beyond the reduction achieved by using fluoride toothpaste alone. I believe there was a media release from the WTA on the December 9, 2013 seeking feedback from the community as to whether it should fluoridate the town water supply. Feedback and views were to be expressed via Facebook or by contacting the WTA. Unfortunately, I, like other members of the community, was away from Weipa throughout December, and not being an active Facebook user, was not aware of this consultation process and missed the opportunity to participate. but this does highlight the writers misunderstanding of the finances of the town. The rate base is the only source of income. They add up to around 4 million dollars per year. If you consider just one new suburban road will run between seven hundred and fifty thousand to one million dollars, it does not leave much to run a town on. Of course, this is topped up by Rio from time to time with capital expenditure money for some of the big jobs. Alas, as has happened in the past, there are times when the money just does not turn up, depending on how they are all feeling at head office in Canada. residing in Weipa, I would like to encourage the WTA to review their recent decision, revisit their community consultation processes and offer another opportunity for community feedback. I would also encourage the WTA to invite a representative from Queensland Health to provide information specific to the benefits of water fluoridation to the Authority members, enabling a more comprehensive informed decision to be made. Fluoridating water simply tops-up the levels of naturally occurring fluoride in the water to strengthen teeth against tooth decay. Water fluoridation has been practised around the world for more than 60 years and has been endorsed by the Australian Medical Association, World Health Organisation and American Academy of Paediatrics, and poses no known health risks to babies and young children.

Weipa is a great town. I have lived and worked all over the world but have called Weipa home for the past 20 years. I have invested a million or two since living here in different ventures and wish to continue to support the town and put my money where my mouth is. Recently I have been in pursuit of some compensation for Weipa for the no notice departure of Immigration from the town. I said in a recent interview with the ABC that according to Immigration they will save some 100 million by closing four of the centres. I suggested a figure of one million should come back to Weipa as a gesture of goodwill. It is something I am keen to pursue further. I am not here for a couple of years to get a start in life, or to serve out my transfer here. I am here by choice. IT has been a great start to the wet season for all of Cape York with very welcomed rain. Hopefully this continues for the sake of the water tables and the pastoralists. It is good to note that of all the drainage work done by the WTA prior to the wet season beginning resulted in very few problems around the town. The Police also advised me that there have been no reported car accidents over the wet thus far. Congratulations to everyone for driving to the conditions. This is very important in Far North Queensland as we do have very different road conditions compared to the rest of Australia. As you all are aware that the communications link with the outside world went down early Friday morning and were reinstated that afternoon before going down again late Saturday evening and back on Sunday evening. These outages were principally caused by lightning strikes on towers throughout the Cape. The Local Disaster Management Group activated

A special thanks to the SES who monitored UHF channel 9 throughout the night in case of emergency. A reminder that the Weipa Town Authority By-election is on Saturday, February 22 and voting can be done at the Western Cape College Library from 8am – 6pm. ple, and had two kids, a girl and boy, one on his left and one on his right, release two white doves during his peace speech as a sign of peace for the world? Immediately a white bird, a seagull, and a black bird, a crow, savagely attacked them one on one and chased them! FisHErs are reminded to keep a look out for illegal fishing activities and report them immediately to authorities. Queensland Boating and Fisheries Patrol district officer Peter Dixon said officers had received a number of reports recently for suspected illegal fishing activities, but were limited in their ability to investigate as the activity had occurred many months prior. “Public information on suspected illegal fishing is essential for us to ensure compliance with fishing rules and, in turn, maintain the sustainability of our fisheries,” Mr Dixon said. “We need detailed and timely information to track illegal fishing activities. “If sufficient detail is provided, an investigation may be undertaken. Less detailed information is retained for intelligence purposes. “People who suspect illegal fishing activities shouldn’t engage with the illegal fisher as this could compromise an investigation and their personal safety. They should simply: • record the date, time and area of where the activity is occurring • record any vehicle registration numbers and their descriptions • record any boat registration numbers and their descriptions • give the details of the person or people involved if they are known • give an accurate description of the activity involved • ring their local QBFP office or the Fishwatch hotline to pass

THE monsoonal weather has really set in and there has been a distinct lack of fishermen game enough to brave the conditions, so the report this week is very thin. The only person that I know of who braved the conditions was Dan the baker, who fished the Mission River bridge at night and knocked over some very good Barra on lures. I called around to Evans Landing Wharf and there were a few anglers there getting the odd Grunter but Catfish proved to be a problem. As the weather settles there should be some good

fish on the beaches with Barra, Threadfin Salmon and Queenfish. Up Duyfken way we got some very good Fingermark on the reefs with Tuskies in closer. That’s about all to report this week and it will be my last report as I am leaving Weipa to work in Darwin. I would have loved to stayed in Weipa but I couldn’t find any work here. I will miss the friends I have made in the last 21 months and I will be back in the future. For the final time – here’s hoping for smooth seas, calm breezes and tight lines. – Cheers, China

RUGBY League Cape York Vice President Patrick Wasiu attended a QRL Northern Division conference in Townsville on February 1 and said he learnt a lot from it which could benefit the code in the region. Northern Division manager Scott Nosworthy was delighted that officials from remote regions of Cape York and the Torres Strait had attended. “The conference was a major success with 80 plus attendees from all over North Queensland and it was good that amongst them was Cape York Rugby League’s Patrick Wasiu,” Mr Nosworthy said. Speaking to the Bully from Napranum where he works on February 10, Weipa-based Patrick said it was great to attend. “It was good to meet with officials from other league’s around the State and I got the heads-up on funding applications that can benefit Rugby League Cape York. Also, the different courses and training for referees, coaches and first aid,” Patrick said. The conference was originally set down for two days but was reduced to one because of fears that Tropical Cyclone Dylan would strike the region. Cairns-based Regional Coordinator David Maiden was also at the meeting which he

ing, maintaining and sustaining rugby league within the Torres Strait for the juniors, seniors and women grades. “The various funding opportunities and training and development support available through the QRL and NRL is great and I’m positive now that the KRL seniors, juniors and women competitions up here in the Torres Strait will flourish more” Eddie Sailor said. Tali Frank represented the Kaiwalagal Rugby League and is the current President.
