GPIS EYE ON D.C. International Diffusion at ISA 2013 by Sagar Rijal This year International Studies Association (ISA) held the largest annual convention in its 54-year history. ISA 2013 attracted more than 6200 participants – scholars, academics and students – who descended on San Francisco in the first week of April. The attendees had the impossible choice of more than 1100 panels and roundtables. Dr. Etel Solingen, the outgoing ISA President, highlighted that this outpouring of academic interest and participation shows not just the worldwide growth of ISA but also the booming interest in this year’s theme: “The Politics of International Diffusion.” International diffusion has a ground reality, suffusing the daily lives of people around the world. Scholars in international studies are in the forefront trying to understand and explain the causes, consequences, limitations and features of diffusion in its various manifestations: technological transfers, political practices, revolutions, normative standards of acceptable behavior on issues such as human rights or gender equality, financial activities and crises, immigration and remittances, etc. Most of these theoretical, normative and practical concerns regarding diffusion were addressed in one or another special “presidential themed roundtables.” Other panels dealt with each and every subfield and research concern in international studies showcasing the cutting edge reach and diversity of a thriving academic discipline. Of couse, a student could read about all these topics on paper. The attraction of attending the ISA in person is to meet the people – big names in the field, scholars from innumerable universities and countries, others who work in one’s research areas, and contacts for probable future collaboration. Big names, there were galore: Steven Krasner and Thomas Risse outlining the findings of a major collaborative project on statehood; Peter Katzenstein waxing elegiac, in his impeccable prose, to memorialize Prof. James Rosenau; Bruce Bueno de Mesquita at a street corner, who when learning that I represented Old Dominion University, graciously sent his regards to his former student, Kurt Gaubatz. Meeting these esteemed scholars, whom I had only read on the printed pages, as flesh and blood people gave me a sense that the world of GPIS is not so far away from the high altar of academe. GPIS EYE ON D.C. International Diffusion at ISA 2013 by Sagar Rijal Befitting the theme of international diffusion, and unsurprisingly for the field of international studies, a great many attendees were from foreign universities or countries. It was a treat to discuss issues with students and scholars from Sweden, Brazil, Turkey, India, among many others, as well as a big contingent from Germany, as evidenced at a reception thrown by Free University of Berlin. The representation from GPIS was strong as well. Drs. David Earnest and Jennifer Fish presented their paper on using visual imagery to teach globalization, which grew out of their courses related to globalization studies here at ODU. Aaron Sander and Tasawar Baig, Ph.D. candidates both, presented a poster of their research paper as past of the ISA’s inaugural Junior Scholar Symposia (JSS). Renata Gianini, Sara Hoff, Ning Lao, Sagar Rijal, Claudia Risner and Alessandro Shimabukuro also presented their research papers. The highlight the conference was a roundtable panel chaired by Dr. David Earnest in honor and memory of James H. Rosenau. Eminent scholars, including his peers and students, reminisced on the extraordinary personality and the pioneering intellectual contributions of Prof. Rosenau. Known as a pioneer in many sub-fields of international studies and foreign policy, Rosenau’s unique vision on the topic of regional and global dimensions of diffusion must be familiar with many GPIS students, especially those who took Dr. Earnest’s course on globalization. Many in the panel and the audience emphasized another essential aspect of Prof. Rosenau’s career, that of a dedicated teacher and a life-long mentor to his students. Thus, including all the panels, presentations, surprise meetings and debates with strangers, the example of Prof. Rosenau’s illustrious life became one of the many instances of how the experience at the ISA instilled among budding scholars in the field of international studies the tradition and habit of inquiry, scholarship and teaching. Sagar Rijal, ABD, is spending the final semester of his graduate assistantship doing research for his dissertation in Washington, D.C. Important Information Alert Corner! Important information for students 1. Ph.D Comprehensive exams will take place on Friday, August 16, 2013 and Monday, August 19, 2013. Students must get certified by Jeff Mistich before the end of the semester (May 10th, 2013). 2. Old Dominion University has a policy of training all graduate students in the fundamentals of Responsible Conduct of Research (RCR). This policy was adopted with the understanding that the knowledge and philosophy presented in the RCR training can enhance the professional development of all students, regardless of discipline. All graduate students must complete the Collaborative Institutional Training Initiative (CITI) seven core RCR training modules. These modules address the following: Misconduct (falsification, fabrication and plagiarism); Data acquisition, management, sharing and ownership; mentor/trainee relationship; Publication practices and responsible authorship; Peer review; Conflicts of interest; and, Collaborative research. Completion of the RCR modules will be tracked through the CITI website and must be completed within twelve months after first enrolling. Several GPIS students have not completed this training. As discussed during orientation, it is important for you to start thinking about how you plan on fulfilling the foreign language requirement of GPIS. The plan should clearly state how s/he would work to achieve the required language proficiency level. Upcoming Events Old Dominion University College of Arts and Letters The Graduate Program in International Studies Doctoral Dissertation Defense Akin Guneri The Transformation of the PKK (Kurdistan Workers’ Party): Exploring Domestic, Regional, and Global Dynamics The main purpose of this study is to explore the underlying factors behind the political and ideological transformation of the Kurdistan Workers’ Party (PKK) since its foundation. Through the detailed analysis of the role of Turkey’s internal versus external factors on the evolution of the PKK over time, this work finds that changing political developments in the Middle East were more influential than Turkey’s shifting domestic political environment. Hypothesis testing revealed that the 1991 Gulf War, 2003 Iraq War, changing political dynamics of the Middle East following Syria’s Arab Spring, and policy changes worldwide implemented after the 9/11 terrorist attacks played determining role in the PKK’s shifting profile over time. Turkey’s political sphere regarding the Kurdish issue, however, fell short in providing overarching explanation over the terrorist organization’s changing ultimate goal. Findings showed that the terrorist organization’s ultimate goal and its concomitant strategies led the Turkish government to adjust its counterterrorism policies rather than vice versa, which indicates the importance of the external factors and the PKK’s capability to keep up with the changing regional and international realities. Data were collected through the study of Ocalan’s prison writings, his defense texts, organization’s official documents, reports and final declaration of PKK congresses and conferences, statements of PKK cadres, and the pro-PKK media outlets. The findings indicate that the interwined projects of democratic republic, democratic confederalism, and democratic autonomy in the last decade as well as the goal of a separate Kurdish state before 1999 resulted from the detailed analysis of changing regional and international conjuncture by the leadership of terrorist organization, especially jailed Ocalan. Dr. Joseph S. Nye, Jr. Joseph S. Nye, Jr., is University Distinguished Service Professor and former Dean of the Kennedy School of Government at Harvard University. He received his bachelor’s degree summa cum laude from Princeton University in 1958, did postgraduate work at Oxford University on a Rhodes Scholarship, and earned a Ph.D. in political science from Harvard where he joined the faculty in 1964. In 2008, a poll of 2700 international relations scholars listed him as the most influential scholar on American foreign policy, and a 2011 poll rated him the fourth most influential scholar in international relations over the past 20 years. Foreign Policy rated him among the top 100 Global Thinkers From 1977-79, Nye was a deputy Undersecretary of State and chaired the National Security Council Group on Nonproliferation of Nuclear Weapons. In 1993-94 he chaired the National Intelligence Council which prepares intelligence estimates for the president, and in 1994-95 served as Assistant Secretary of Defense for International Security Affairs. He won Distinguished Service medals from all three agencies. Nye has published thirteen academic books, a novel, and more than 200 articles in professional and policy journals. His most recent books include Soft Power, The Powers to Lead, and The Future of Power which The Economist called “rigorous and convincing.” His next book, Presidential Leadership and the Creation of the American Era will be published in May, 2013. He is a fellow of the American Academy of Arts and Sciences, the British Academy, the American Academy of Diplomacy, and an honorary fellow of Exeter College, Oxford. He is the recipient of Princeton University’s Woodrow Wilson Award, the Charles Merriam Award from the American Political Science Association, France’s Palmes Academiques, and various honorary degrees.

Registration closes April 20, 2013 INTENT •Engage graduate students in a role-playing simulation that will enhance their decision making skills. •Enable graduate students to gain a deeper appreciation of the complex environment of international relations. •Develop a deeper understanding of the nature, structure, roles, missions and functions of the United States military and the unified command structure. A strategic decision making game will be conducted at Old Dominion University. Graduate students will serve as members of the United States unified command structure and foreign governments. Number of positions gamed will correlate to the number of players. The SDM game will require the students to receive, process, and respond, in a time compressed environment, to situations posed by the game’s moderators. The current scenario involves a conflict between two of America’s close allies and a third competitor nation over a of number resource rich islands of varying size. Players will be expected to exercise their information processing capabilities as well as their information prioritization and delegation skills in order to succeed. While there are no right answers, there are certainly less than optimal outcomes that can result from the game participants’ decisions. Learning Outcomes • Team work and leadership skill development – Resumé building •Gain an understanding of the Military’s planning processes •Practice rapid decision making and information processing •Develop an understanding of how Diplomacy and Force are applied to international issues

Summer Programs Fellowship for Study Trip to Turkey for MidAtlantic Area PhD Students Rumi Forum is inviting PhD students in social sciences for a study trip to Turkey with mission of exploring social, economic, cultural, security and political issues in Turkey and the wider region during the following dates: May 10-18, 2013. During this study trip, fellows will have an opportunity to meet with government ministers, parliamentarians and government officials, civil society organizations, journalists, academics and scholars, amongst others, and gain an insight into topics including: Constitution reform process/Democratization and Judicial reform/Minority issues/Role of Religion in society/Press Freedom/Role of civil society in Turkey’s development/Women’s issues/ Education Fellowship eligibility and conditions: Currently enrolled in a PhD program in social sciences in one of universities in these states: Washington DC, Virginia, Maryland, Delaware, North Carolina, West Virginia and Kentucky. Fellows will need to submit a post-trip review article of 4000-5000 words by November 1, 2013. Junior Scholars’ Training Seminars organized by East European Studies at the Wilson Center

The annual August event has brought over 400 young scholars, 15-20 at a time, together to discuss their work with senior panelists. Title VIII Funding for continuing the JSTS is no longer available from the State Department; this year will mark the last year of the Junior Scholars’ Training Seminar. PhD students at any stage of their dissertations may apply for this year’s meeting, August 16-19 in Maryland at Aspen Wye River Conference Center. Summer Programs ICPSR Summer Program in Quantitative Methods of Social Research Welcome to the ICPSR Summer Program in Quantitative Methods of Social Research! Founded in 1963, the ICPSR Summer Program is recognized throughout the world as the preeminent forum for basic and advanced training in the methodologies and technologies of social science research. We serve a diverse multidisciplinary and international constituency. Our general instructional philosophy emphasizes the integration of methodological strategies with the theoretical and practical concerns that arise in research on substantive social issues. The ICPSR Summer Program also creates a unique and supportive social environment that facilitates professional networking and encourages the exchange of ideas about the theory and practice of social science research. Thank you for your interest in the ICPSR Summer Program. 2013 marks our Fiftieth Anniversary, so this would be a great year to join us and participate in the Program. Since its inception, the Consortium has offered the ICPSR Summer Program in Quantitative Methods of Social Research as a complement to its data services. The Summer Program provides a comprehensive, integrated program of studies in research design, statistics, data analysis, and social science methodology. Its instructional environment stresses integration of methods of quantitative analysis within a broader context of substantive social research. Instruction is grounded in interactive, participatory data-analysis utilizing high-end, networked microcomputers. Because of the range of methodological instruction, the opportunity for intensive study, and the quality of instruction and supporting facilities, the Summer Program has become internationally recognized as a preeminent forum for basic and advanced training in the methodologies and technologies of social science research and instruction. The Summer Training Program schedule is partitioned into two four-week sessions, with instruction organized in lecture, seminar, and workshop formats. In addition, the curriculum includes special workshops that provide participants with opportunities to examine the impact of various methodologies on specific substantive issues. Research scholars who have made important contributions to the development of social methodology present informal lectures focusing on their most recent research interests. Finally, workshops that address the practical objectives of providing technical support for computing specialists and data librarians are also offered. Participants in each year’s Summer Program generally represent about 25 different departments and disciplines from over 200 colleges, universities, and organizations around the world. TRANS-PACIFIC STUDENT CONTEST Carnegie Council for Ethics in International Affairs announces its first Trans-Pacific Student Contest, a unique experiment in U.S.-Asia collaboration. The contest is part of Ethics for a Connected World, a three-year global education project to mark the Council’s 2014 Centennial. Winners will receive a trip to New York City. The contest will be conducted via Carnegie Council’s online Global Ethics Network, a social media platform for people across the world who are committed to exploring the role of ethics in international affairs. CONTEST REQUIREMENTS: Each entry must be a collaboration between a student who is a citizen of the United States and a student who is a citizen of one of the following: Brunei, Cambodia, China, Indonesia, Japan, Laos, Malaysia, Mongolia, Myanmar, North Korea, Philippines, South Korea, Singapore, Taiwan, Thailand, or Vietnam. Reflecting Professor Montgomery’s outstanding contributions, the successful applicant will demonstrate distinction in research, teaching, and policy, as well as dedication towards an improved understanding of the Pacific Basin. The successful applicant will receive a stipend of $45,000. The Fellow will be expected to teach one course in each of the fall and spring semesters (a 1-1 load), including one upper-level seminar on a topic related to Asia in Latin America and a lower-division course, an Introduction to the Pacific Basin. The successful candidate is expected to contribute to the PBRC by organizing talks, connecting to students, and conducting independent research.
