Abstract The asymmetries in the level of territorial development between the northcentral and southern regions of the Province of Santa Fe generated the need to create an institutional initiative by the Universidad Nacional del Litoral. In this context, and as part of the call of the Secretariat for University Policies, the Project to Strengthen the Technological Linkage System of the UNL with the Local Governments of the Central-North Region of Santa Fe (2017) emerged. This project is characterized by the execution of agreements with eleven municipalities in the north-central region of the Province of Santa Fe: Avellaneda, Esperanza, Gálvez, Reconquista, San Carlos Centro, San Justo, Santa Fe, Sunchales, Tostado, Vera and Villa Ocampo. Based on these agreements, Territorial Units of Innovation and Development UTID were established in each of these municipalities with the objective of establishing institutional links between the development in technological and investigative matters of the UNL with the mentioned regions. In this context, the UNL pursues the general objective of the project to stimulate the development of the Central-North Region of Santa Fe to mitigate socio-territorial asymmetries from the strengthening of innovation, linkage, cooperation and / or technology transfer processes, between the various actors of the Regional Innovation System, the UNL and the Local Governments (GL) of the territorial area of reference. While the specific objectives of the project include the creation of operational conditions, the facilitation of multidimensional development processes in the territorial areas involved, the promotion and strengthening of the processes of social appropriation of knowledge. This presentation is an exposition of the institutional experience around the aforementioned project. In addition, it is important to note that it is current and fully operational.
