The incoming General Data Protection Regulation (GDPR) dominated the discussion in our first look at recruitment software in 2018, as developers worked hard to provide recruiters and employers with tools that would help them comply with the landmark legislation. While new policies and procedures relating to GDPR are still bedding in, technology rapidly moves on, with the recruitment tech sector showing every sign of moving into a more explosive phase in the latter half of this year and early next. Artificial intelligence (AI) and machine learning continue to exert their influence, and dedicated recruitment applications featuring ground-breaking developments such as

programmatic technology and the online distributed ledger system – blockchain – are being built from the ground up. And when some of these systems are combined, they could bring about some truly game-changing products. CHAIN REACTION Indeed, Isaac Marks, founder of recruitment blockchain-based solution BHIRED, is reminded of a line from Heath Ledger’s Joker to Batman in the film The Dark Knight:

“This is what happens when an unstoppable force meets an immovable object. Bang!” He adds: “There are great AI and blockchain apps, which will hit the mainstream in the next three to seven years and, as with many industries, it will have its booms and busts and consolidations. Blockchain is here to stay, as long as the ‘use cases’ are truly gamechanging and improve our lives.” BHIRED is trying to address the problems of lack of trust in the sector and wants to use blockchain to ‘disintermediate’ existing business models, believing that usergenerated data should be the property of the users who generate it. “There are basic problems to solve: recruiters spamming candidates, and job boards monetising candidate data,” says Marks, adding that the technology can shorten the hiring cycle by “immutably” storing many of the records – educational, employment and more –on the blockchain, “putting trust, transparency and accountability in the system”. Earlier this year, software developer Recruitd integrated blockchain technology with its peer review and rating recruitment platform of the same name. CEO and founder Antonio Giugno shares Marks’ views about transparency. He says the jobs market is flooded with “embellished CVs, fake references and dirty data”. “Eighty-six per cent of employers have uncovered lies or misrepresentations on a resumé, and the other 14% presumably don’t look hard enough,” he says. “Candidate verification is expensive and slow for the recruiter, and off-putting for the candidate. In

terms of solving these problems, the impact of blockchain will be huge, because it opens the door to a careers ecosystem that is based on objective facts.” Giugno doesn’t necessarily see blockchain putting agencies out of business, though, because even the smart contracts that blockchain helps to create won’t solve the other aspect of the candidate experience – “making the candidate feel wanted”. Indeed, the agencies and direct employers that achieve most success with these platforms, as with technology in general, will be the ones that use them to automate and streamline routine work and the transactional part of the job, so they can add value elsewhere in the process.

ADVANCING AUTOMATION With this in mind, we are seeing only the tip of the iceberg in terms of what AI and automation can do for recruiters. Toby Culshaw, head of talent

think this is a fascinating development area for our industry.”

intelligence at Philips International, says more advanced machine learning is increasingly being used in CRM systems and systems are being “pushed” to better forecast the recruiting demand in organisations. “Robotic process automation [RPA] is allowing more of our process management elements to be automated,” he says, adding: “And platforms are coming through that are challenging us to act in a much more targeted and scientific manner when it comes to talent pipeline marketing and communications.” Culshaw observes that aggregation platforms for largescale data analysis are becoming more prevalent and these are offering “the most interesting take” at the moment. As well as driving up the return on their investments, he says aggregated data is providing recruiters with new insights into macro talent trends, and allowing them to engage with organisations in a much more strategic and commercial capacity. “There is still a long way to go, with lots of areas still struggling with data quality, how data is aggregated and compared, how different data sets are brought together within platforms, and how all this data is then used in talent acquisition teams and in the broader organisation,” he says. “But I

SOCIAL ADVERTISING Indeed, it isn’t just making sense of the data that exists in an agency or employer’s own recruitment systems that is a challenge but the data that can be found on the growing number of social channels. Information on behaviour, interests, preferences and dislikes can help to assess a candidate’s fit for a role, but harvesting and making good use of it is difficult. One of the other tech trends can help to maximise its value though: the rise of programmatic advertising technology, which can serve up targeted ads to a particular candidate at the point they might be searching for a job or showing an interest in a company. Significantly, software developers are now tailoring products featuring this technology for recruiters, including US-based Perengo and UK-based ClickIQ. Perengo founder and CEO Mike Kofi Okyere reckons that if recruitment marketing follows other marketing verticals such as e-commerce or travel, we can assume the impact of this technology will be big. “Programmatic technology is just a tool to solve a core challenge faced by recruiters: ‘where do I get the right amount of applicants, at the right quality, for the right price?’” he says. “From a recruiter’s perspective, programmatic platforms can shoulder the majority of the work and provide more time for higher-value tasks, such as applicant onboarding or refinement of the recruitment funnel.”

ClickIQ combines AI and programmatic technology to allow its clients to automate, manage and optimise their recruitment advertising in real time across a range of online media. It is using AI to develop predictive analytics on response rates and spend, and also launched a new automated service earlier this year to help businesses target passive jobseekers on Facebook. Co-founder Richard Collins believes UK recruitment will follow the US in moving towards pay-per-click (PPC) programmatic technology. “PPC advertising is already the most popular and commonly used method in the US, and the benefits to businesses there are immediately obvious,” he says. “Recruiters can advertise across all of the job boards without having to spend a penny until there are results – candidates clicking on your job advert. You can therefore achieve a huge amount of reach and only pay when you see results. For hardto-fill vacancies, programmatic will be a particularly useful tool.” Chris Wray, group head of recruitment strategy at Sainsbury’s, is implementing ClickIQ, and also used it in his previous company. “It’s one of the most interesting products around. I used it in my last role and saved 75% on my ad budget per month,” he says. “It learns and helps you to make extremely wise decisions.” ClickIQ is also using chatbots to engage with passive candidates found through the programmatic approach. The nature of passive candidates means that they are not ready to apply and do not have their CVs to hand. “This is where chatbots come in,” says

Collins, adding that given many people look for a job outside of business hours, “they can also be a valuable addition to any corporate careers site to answer any questions a candidate might have.” The latter half of 2018 won’t just be about the big technologies of the moment, though. Robert Grimsey, a director with global recruitment firm Harvey Nash believes that while technologies such as AI, blockchain and big data hint at “seismic changes” for the recruitment sector in the future, the technologies that are having the most impact right now are much more “prosaic”. “The two that are particularly showing promise are videointerviewing and using automation to communicate with candidates. Neither of these may sound new or exciting, but in the past five years technology has advanced to such a degree that they have become highly viable. Certainly for us, they have moved from ‘experiment’ to ‘operations’,” he says. Grimsey brings us back to Marks’ comments earlier, though, when he suggests that it won’t necessarily be a single technology that brings the most radical change to the recruitment industry but how they are used together. “The interesting, and possibly gamechanging, development will be when these and other relatively low-level automations become linked up into one automated supply chain. That’s what Uber did, linking already existing technology together such as payment systems and online logistics and mapping. And we can see what happened there.” Never, perhaps, was the phrase ‘watch this space’ more aptly used than in recruitment technology in 2018.

Where are the disruptors to rebalance the temp sector, which is currently far too disparate to the frustration of both hirers and contractors? They’ve just arrived, says TempRocket’s Andrew Johnston If you need temporary staff, your requirement is usually pretty urgent. Likewise, contractors and freelancers can’t afford to be out of work for long. However, temporary recruitment is inefficient and expensive, making it difficult for hirers and contractors to connect directly. Currently, the best solution for both parties is a temp agency, but there are lots in the marketplace, so which do you choose? Often both hirers and contractors take time and effort registering with several, then try to keep tabs on them all. Beyond the time this takes, hirers are also charged a significant amount for the service. Under these circumstances, agencies hold all the cards – and quite rightly. But they too would gain from a broader view of the whole UK – or even global – market in one place, from hirers to candidates. This would potentially enable them to reduce their overheads, while also allowing them to promote their services to a bigger audience. And it goes without saying that contractors would also benefit. They’d be able to find and book work across a wide range of sectors within seconds. Hirers need more choice both in terms of direct access to temporary candidates and also

agencies. What’s more, this needs to be delivered quickly, with the right details at their fingertips to ensure they can make the best possible appointment. This is obviously longer term but having seen first-hand the effects that AI can have on Google AdWords and Google Shopping, applying the same principles to recruitment is a no brainer. The first software company to do so will revolutionise the industry and the first agency to implement it will totally dominate. There’s an obvious cost saving but imagine almost being able to guarantee the client that you have the right candidate. It’s all about the data. You’d need to do some psychological profiling of the successful employees within the client and the same with every candidate. Then compare the profiles of the existing employees to come out with an average ‘suitable’ match, apply the candidate’s profile to that and voilà! Over time you’d build up a picture of every industry, ‘suitable’ candidate matches within different

industries, deep knowledge of the client but just as importantly candidate length of service will dramatically increase. Following on you could feasibly scale your charge rates. For example, “well, I can put a 60% match in front of you for £x or a 92% match for £x++”! It would reach the point where you could approach a client who’s not even got a role available if the perfect candidate came along. This is actually a really good idea. Forget you’ve read this, nothing to see here… move along, move along. On a totally unrelated note, can someone lend me £3m please?!
