Welcome to the Membership Review 2022. It’s always a real pleasure taking time to reflect on not only our achievements as a professional body serving the diverse needs of our members, but those of the sector too.

The review provides our membership community with an overview of the key SET activities that have taken place in the last 12 months, and also gives us the opportunity to highlight what’s coming in 2023 – a sneak preview!

In March 2022 we held our first ever ATS (Advanced Teacher Status) reaccreditation event; it was a resounding success. You can read about it on page 8 of this supplement, as well as the SET22 Conference held in January.

In May the revised Professional Standards for teachers and trainers were launched following consultation with members. These have been very well received and we are delighted that members and their organisations are using

the standards to support professional development. You can find out more about the Professional Standards on pages 6-7 of this supplement. A timeline of the year can be found over the page.

Our efforts to grow membership continued throughout 2022 and we reported the highest ever number of members – 22,737 – when we closed the 2021/22 membership year on 31 March 2022.

So on behalf of all of us here at the Society for Education and Training, we would like to thank you for your continued membership and your commitment to driving up standards and professionalising the sector. Raising the BAR

In 2022, the ETF unveiled the new Professional Standards for Leaders and updated Professional Standards for Teachers and Trainers, with the aim of increasing professionalism across the further education and training sector

Professional Standards for Teachers and Trainers

The Professional Standards for Teachers and Trainers were developed to support and inspire your professional learning and career development. They were introduced in 2014 and updated in 2022. They consist of 20 standards organised into three domains of practice:

Professional values and attributes

Seven standards that help you judge what works and does not work in your teaching and training:

Critically reflect on and evaluate your practices, values and beliefs to improve learner outcomes

Promote and embed education for sustainable development (ESD)

Inspire, motivate and raise aspirations of learners by communicating high expectations and a passion for learning

Support and develop learners’ confidence, autonomy and thinking skills, taking account of their needs and starting points

Value and champion diversity, equality of opportunity, inclusion and social equity

Develop collaborative and respectful relationships with learners, colleagues and external stakeholders

Promote a culture of continuous learning and quality improvement.

Professional knowledge and understanding

Five standards that highlight the importance of your professional responsibilities:

Develop and update knowledge of your subject specialism

Critically review your knowledge to develop evidence-informed practice

Share and update knowledge of effective practice with colleagues and networks

Develop and apply your knowledge of special educational needs and disabilities to create inclusive learning experiences

Understand your role and responsibilities and how these are influenced by legal, regulatory, institutional and ethical contexts.

Eight standards support you to master planning, motivation, coaching and assessment strategies to enable your learners to make excellent progress: Promote and support positive learner behaviour, attitudes and wellbeing

Apply motivational, coaching and skill development strategies to help learners progress and achieve

Plan and deliver learning programmes that are safe, inclusive, stretching and relevant to learners’ needs

Select and use digital technologies safely and effectively to promote learning

Develop learners’ mathematics, English, digital and wider employability skills

Provide access to up-to-date information, advice and guidance so that learners can take ownership of their learning

Apply appropriate and fair methods of assessment and provide constructive and timely feedback to support learning and achievement

Develop enrichment and progression opportunities for learners through collaboration with employers, higher education and/or community groups.

STANDARDS HAVE BEEN DESIGNED TO SUPPORT AND INSPIRE YOUR LEARNING AND CAREER DEVELOPMENT

Professional Standards for Leaders

The Professional Standards for Leaders in the further education (FE) and training sector were developed in 2021 using feedback from the sector and informed by research. They are designed to provide guidance for you and your organisation about professional expectations of leadership roles, as well as to help identify where relevant high-quality training is needed to support future and existing leaders.

There are four sets of standards that recognise different expectations for different levels of leadership:

1 Aspiring leaders: The Professional Standards for Aspiring Leaders set out overarching expectations of what could be expected of you during the planning stage of progressing into middle leadership. The standards are designed to help bridge the gap between professional/teacher/trainer to middle leader and give you an insight into aspects of the role to help inform your decision-making.

2Middle leaders: The development of Professional Standards for Middle Leaders is designed to move away from generic management standards and towards a contextualised approach to management expectations for the FE and training sector, drawing on Corbett’s (2020) research on FE middle leadership. The standards provide FE and training organisations with a structure that can be used to inform recruitment of new middle leaders and the development of existing middle leaders.

3Senior leaders: The range of competences required of senior leaders in the FE and training sector has expanded and is diverse, with new demands such as increasing

digitisation and environmental priorities. Whatever your starting point, you will have a developmental journey to undertake that requires you to demonstrate competence across a range of areas. The creation of a clear set of standards clarifies what may be expected of you and where there may be scope for personal development.

4CEOs/principals: The range of competences required of those who sit at the top of FE and training organisations has also expanded. Whether you have moved into a CEO or principal role from teaching, from a discipline such as finance or HR, or from leadership in another sector, the creation of a clear set of Professional Standards sets out what could be expected of you and where there could be areas for personal development.

The Professional Standards for Leaders use a similar structure to the Professional Standards for Teachers and Trainers in order to highlight the synergies and distinctions between the roles. Each set of Professional Standards is built around three core principles:

Professional values and attributes

Each leadership role has a set of standards designed for the leader to reflect on the professional values and attributes that inform their core leadership values and the important role they play in guiding how they make decisions and what actions they take on a daily basis.

Professional knowledge and understanding

Each leadership role has a set of standards designed for the leader to develop deep and critically informed knowledge and understanding in theory and practice to inform their leadership.

Professional skills

Each leadership role has a set of standards designed for the leader to develop their expertise and skills to ensure the best outcomes for learners.

SET Conference

The SET Conference took place in January 2023 after train strikes forced its postponement back in November. The event was SET’s most highly attended live conference ever, with 400 teachers, trainers, exhibitors, speakers and staff joining for a day packed full of networking and professional development opportunities.

The day kicked off with a welcome from teacher, writer and broadcaster Sarah Simons, who brought her trademark humour to the stage.

An inspirational keynote speech followed, delivered by mountaineer and author Bonita Norris, who, aged 22, became the youngest woman to climb Mount Everest. Bonita’s speech focused on resilience and determination, and drew comparisons with the everyday challenges of the teachers and trainers in the audience.

More than 30 other speakers came along to deliver interactive and practical breakout sessions around key topics such as sustainability, leadership, maths, offender learning and governance. Wellknown teacher and author Geoff Petty returned to share his thoughts on teaching values in a highly popular breakout session.

Amarjit Basi from the Black Leadership Group shared a framework for best anti-racist education, and lecturer Dr Joyce I-Hui Chen presented ideas for joint practice development. Sixteen breakout sessions offered practical, take-home advice in every area.

Readying delegates for the afternoon, students from Orpheus Centre, a specialist college for disabled learners in Surrey, gave a memorable lunchtime music and dance medley.

Closing the conference, environmentalist Judy Ling Wong CBE shared her vision for maximising student participation in sustainable practice. After two years of online conferences, and much uncertainty around the return of the live event, we were delighted that SET22 (and a bit!) went off without a hitch!

ATS reaccreditation

Chartered College of Teaching graduation event

Thirty holders of Advanced Teacher Status (ATS) graduated as chartered teachers in a ceremony at the prestigious Guildhall in London in July. The event celebrated the achievements of both further education and school teachers/trainers.

In March, the inaugural ATS reaccreditation event was held at the National Audit Office in London, attended by 31 ATS holders. Delegates heard from ETF national heads about strategies to support learners, colleagues and the wider organisation, before engaging in roundtable discussions about issues in the sector.

PROFESSIONAL STANDARDS SELF-ASSESSMENT

The Professional Standards online self-assessment tool saw huge uptake over the last year, with more than 3,500 self-assessments completed between May and December. Members’ feedback has been very positive, and we look forward to supporting even more members this year.

SET Corporate Partners that enabled staff to complete a self-assessment en masse have benefited from an organisation summary report to help inform professional development plans.

After two years of largely virtual events, 2022 saw the return of in-person activities, including the annual SET Conference

SET structure

The Society for Education and Training operates as part of the ETF, is overseen by a management board and supported by two advisory boards

The Society for Education and Training (SET) is part of the Education and Training Foundation (ETF), a registered charity in England and Wales. The ETF’s charitable purpose is to improve education and training for learners aged 14 and over. As the only professional body for teachers and trainers across the breadth of the complex and diverse further education (FE) sector, SET’s mission is to “build and promote the professional status of our members, helping them progress in their careers through wider recognition of their expertise”.

The SET Management Board (SMB) has strategic oversight of SET’s work, reporting to the ETF board of trustees, who are ultimately responsible for ensuring that SET is well run. The SET team is also supported by two advisory boards: the Practitioner Advisory Group (PAG), which consists of up to 40 practitioners from across the sector, and the Trainee Teacher Advisory Group (TTAG), which represents our student community.

Both the SMB and PAG meet three times a year and have discussed and agreed a number of key items to support the development of SET and the membership offer such as the revisions to the Professional Standards, the changes proposed to the terms and conditions of membership (see page 15), the review of our CPD guidance and policy (also page 15) and agreeing the annual membership fees.

All groups are made up of SET members. In addition, the SMB has representation from the ETF board of trustees, senior members of ETF staff and a lay member.

In September we welcomed two new SMB members. Dr Sam Parrett CBE joined as one of two ETF board trustee positions, the other being held by Lynette Leith, vice-principal of Hull College.

Sam is an experienced CEO and principal, whose drive and determination to improve education across London and the south-east has resulted in the expansion of high-quality pathways and outcomes for learners.

In 2016, she led the country’s first three-way college merger, bringing together Bromley College, Bexley College and Greenwich Community College to form London Southeast Colleges. Sam also established a successful multi-academy trust in 2013 – London Southeast Academies Trust. She was named TES FE Leader of the Year in 2020 and in 2022 received her CBE for services to education, building on the OBE she was presented with in 2016.

Dr Vikki Smith, the ETF’s director of education, filled the ETF staff vacancy on the SMB. Vikki’s remit includes CPD standard-setting, leading a team of subject matter experts in areas such as initial teacher education, technical education, maths and English.

Having completed a PhD on how adults learn, Vikki was a lecturer in vocation education and training. She went on to become director of pedagogy and assessment at City & Guilds of London Institute, where she was responsible for assessment research and strategy, quality, policy and regulation, and research and development.

SET Rewards

This is our very own affinity scheme for members, offering you savings and discounts on a range of products and services. Some services within the scheme are totally free for SET members, such as: The free telephone legal helpline run by Lyons Davidson Solicitors. Whether you’re purchasing a property, have been involved in an accident or need guidance on a work-related issue, a free discussion with a legal advisor is just a free phone call away for SET members

The industry-leading My Healthy Advantage app contains a library of wellbeing resources, including videos, guides and webinars on a range of topics to support your mental health and your physical and financial wellbeing. SET Rewards also includes a free confidential 24-hour wellbeing

SET Reading Room members already have access to our online eBook library with over 10,000 titles covering a wide range of publications, which members can search by category. Whether you’re looking for fiction, a biography or a professional title, browse the platform to see what’s available. During 2023, we will be launching the SET Reading Room, which will include the eBook library plus the digital version of inTuition and other relevant publications and resources, all in one handy place.

SET Mentor Me

We will also be introducing a mentoring/ buddy scheme for members. We are currently ironing out the details so more information will follow in due course, but this will be a great opportunity to get involved.

SET Communities

We now have 14 areas of special interests, ranging from general topics such as ‘improving your practice’ and ‘learner motivations’ to curriculum-related areas such as maths and English. Over 75 per cent of members are now signed up to one or more areas of specialist interest, and so we want to do more to make these groupings work for you. We are therefore committing to undertake a full review of our approach to ensure this benefit of membership truly adds value.

Effective communication

SET is considering how it communicates with its members and would love to improve this area of our activity to further support you and drive up engagement. To kick things off, our newsletters for members and our student community will be undergoing a refresh, and we are also seeking to find ways to only share information that is relevant to you.

To support this, we are asking members to log into their My SET dashboard and under My Interests select one of four published statements that closely matches your perception of SET and how you hope to benefit as a member. From this we can start to segment our communications and the membership offer to you.

A reminder that, as previously notified, the terms and conditions of membership have been updated and for existing members will come into effect on 1 April 2023 (the start of the new membership year). The Actions Against Members policy has also been updated and is now known as the Investigations and Disciplinary Policy and Procedures. Both can be found on the SET website.

During 2022 we also reviewed our guidance on CPD. The new policy wording, along with the recently introduced concessionary rate policy offering members who are not working a reduced membership fee (eligibility criteria applies), is up online.
