All Active Rotarians Contributors The Golden Key was adapted in honor of St. Peter, the patron saint of San Pedro, who is believed to be holding the key to heaven. It is also in recognition at the club’s pioneering effort as the first club in San Pedro, to open the portals of Rotary International to female members. RCSPS was the “key” for the active partnership of both genders in working for the achievement of all the Rotary Objectives. The Golden Key accepts comments, suggestion and contributions from all active Rotarians.

RI President - RON D. BURTON

August 2013 Dear fellow Rotarians, Our goal in 2013-14 is to Engage Rotary, Change Lives . All of us know that Rotary has incredible potential to do good work. It's time to recognize how much more we could be doing and start working on new ways to turn that potential into reality. We're going to do this by engaging Rotarians – by getting them involved, by getting them inspired, and by making sure that all Rotarians know just what a gift they have in Rotary. We're going to make sure that the work we do in Rotary is solid, effective, and sustainable. And we're going to make sure that Rotary itself will last – by committing to our goal of 1.3 million Rotarians in our clubs by the year 2015. That goal is a little different from membership goals we've had in the past. The goal isn't just bringing in new members. The goal is growing Rotary. The goal is making Rotary bigger, not just with more members, but with more involved, engaged, motivated members who will be the ones to lead us into our future. Each of us has our own reason for joining Rotary – but I believe we all want to make a difference. We all want to be doing something meaningful. That is absolutely essential for us to remember when we talk about membership. We're not asking just anyone to join Rotary. We're looking to attract busy, successful, motivated people who care. We're asking them to take their valuable time and give it to Rotary. So if they say yes, and they come and join our club, then we'd better be showing them that their time in Rotary is well spent. We have to make sure that every Rotarian, in every club, has a meaningful job – one that makes a real difference to the club and the community. Because when you're doing something meaningful in Rotary, Rotary is meaningful to you. In Rotary, we all have something to give. At every stage of our lives and our careers, Rotary has something for all of us – a way to let us do more, be more, and give more. Rotary gives our lives more meaning, more purpose, and greater satisfaction. And the more we give through Rotary, the more Rotary gives back to us in return.

Ron D. Burton President, Rotary International

We have a very productive month of July with recorded finished district kick -off projects done by our club and lastly, the scheduled "Kasambahay Law Forum" on July 27. I would like to impart to you the following matters that we have to do and participate on what we have been agreed upon to get the best end results that will benefits our chosen benifeciary. On our July 26 meeting, PP Danny Berciles brought about the background of our MOA with the Villarosa Daycare Center, which was initiated during the term of PP Norvic Solidum on 2008. PP Danny Berciles submitted a letter, coming from Barangay Social Welfare and Developement Officer, Ms. Serenidad S. Joven, RSW, thru Hon. Allan Mark V. Villena, Punong Barangay, Barangay San Vicente, requesting One Thousand Five Hundred Pesos (P1,500.00) per month for 1 year, as a rental fee to a house owned by Imelda Arana. The house is being used by Villa Rosa Daycare Center. It has thirty five (35) registered pre schoolers ages 3 and 4 under teacher Jewel. Since Villa Rosa Daycare Center was adopted by our club, PP Danny suggested that we should shoulder the monthly rental and enter into a new MOA. Club members that were present during the meeting agreed that each member should contribute P65 per month for 1 year, to cover the monthly rental of P1500.00 for 1 year only. PN Lita Grey suggested that the picture of the house should be taken and to know the contact number of the house owner in order to directly negotiate for a lower rental rate, if ever the club could pay the rental in advance. The scheduled date of our " Governor's Visit" is on August 31, 2013. the venue is at Max Restaurant, Pacita Complex 1, San Pedro, Laguna. Governor's Visit is a core responsibility of our District Governor to visit all clubs in the district. This visit is mainly to provide support and update of district goals, thrusts and activities. Rotary clubs are required to receive these visits. This Governor's visit is an opportunity for clubs to communicate goals, achievements and concerns. The breakdown of Governor's Visit cost per member is as follows: Governor's district fee District officer operation Calamity fund District building Meals and miscellaneous

- 250.00 - 60.00 - 90.00 - 100.00 - 300.00 ----------800.00

Please note that the amount of 300.00 covers also not only the member's meal but also the meals of our guests and other related expenses. The preparation for documents to be submitted during the visit and the things needed for Governor's Visit, which was published in our July 5 issue of The Golden Key, no. 1 page 9, is on going. Any suggestions and contributions are most welcome to make this visit a success, as we Engage Rotary , Change Lives. " You can't save time, but you can invest on it."

Editor and TRF Chair’s corner Once again, the Rotary Club of San Pedro South (RCSPS), led by 1 st Class Pres. Fe Aqinde, joined hands with Punong Barangay Allan Mark V. Villena and the Barangay Council of San Vicente, San Pedro, Laguna in serving the constituents of the Barangay. Last July 27, 2013, a very timely forum on the rather controversial “Kasambahay Law” was held at Pacita Convention Center, Satellite Office Compound, Pacita Complex 1, San Pedro, Laguna. It is the first time a ‘Kasambahay Law’ forum was held in San Pedro and RCSPS initiated this project. The “Kasambahay Law” being a Department of Labor and Employment (DOLE) initiative, DOLE was represented by Public Employment Service Office Manager Emelita Abrazaldo and her staff, Ms. Cristy Caravana and Ms. Irene Suzara. Responsible for the law’s implementation is the Social Security System (SSS) and Binan SSS office sent two of their personnel, Gel Tiquia and Belen Angcao. These two SSS personnel gave a thorough presentation first on SSS, how to be a member, who can be a member, types of members, responsibilities of a member and benefits of being a member among others. Then, it was followed by the much awaited presentation on the “Kasambahay Law”, who are covered by the law, effectivity of the law, what salary ranges are covered, what are the provisions of the law for the employer and his/her “kasambahay”. The two speakers were ably assisted by RCSPS’s President Nominee Lita Grey who is from Makati SSS. Highlight of the forum is the question and answer portion where the participants threw all problems and complications in the implementation of the law. What if the “kasambahay” himself/ herself does not want to be covered by SSS and prefers to receive the SSS contribution instead of remitting it to SSS? Will the employer shoulder tuition of the “kasambahay” who enrolls in a TESDA course? What are the penalties for non-compliance? What to do if the “kasambahay” leaves her/ his employer, etc. It was such a lively, enlightening open forum that lasted until it was already lunch time. About fifty participants registered for the event. Aside from the lectures, SSS application forms were distributed and filled up forms received and acted upon on the spot. Hand-outs/brochures/forms were also given including “SSS Para sa Kasambahay”, SSS Self-employed Data Record, Summary of SSS Benefits, Implementing Rules and Regulations of Republic Act 10361, the “Kasambahay Law”, SSS Employer Registration, SSS Employment Report and SSS E-1 form [personal record to secure SSS number]. +++++++++++++++++++++++++++++++++++++++++++++++++++++++ Rotary Trivia: What is the difference between Rotary Club Induction of Officers and Rotary Club Installation of Officers? Answer per RI Parramatta:”In reality there is little difference between the two terms, as they both refer to the time when the new officers for the club officially start their role. From an RI perspective, this is always on 1 July. However we understand that it is impossible to hold all club and district changeovers on the same date, so officers can be inducted or installed sometime around this date. Or even at other times of the year when there is a reason for a change of officers.”

TRF UPDATE From last week’s total of $1,900, one more member, Protocol Officer Johnny Sabaldan, contributed $100 (P4,200) for his Rotary Foundation Sustaining membership. Percent Target Completion is now 2,000/2,900 =69%.

JOB FAIR AND KASAMBAHAY LAW The Job Fair last July 27, attracted more than a hundred applicants from predominantly jobless residents of San Pedro and nearby towns of Binan, GMA Cavite and Muntinlupa. These were mostly new graduates from 4year degree and TESDA vocational courses. Scores of companies participated with the invitation of Barangay San Vicente headed by Chairman Allan Villena and Rotary Club of San Pedro South where RCSPS has a joint project. Our Club focuses only on Kasambahay Law education and its application where we invite speakers from SSS, DOLE and other government agencies concerned. Our PN Lita Grey was the Chairwoman of that project. The seminar started at 10 A.M., Pres. Fe moderated the Program with yours truly recited the prayers, Rtn. Gigi lead the national anthem and IPP Rey welcomed the speakers and participants. Employers and employees (kasambahay) attended the seminar and some other stakeholders who wanted to avail of the SSS Self employed benefits. So many clarificatory questions were asked specially on the SSS contributions of the employer. It’s a pleasurable feeling to see that almost all members in attendance, specially Past Presidents, Norvic, Danny, Cely, Resty, Yolly, IPP Rey and Pres. Fe, PN Lita charter member Ading, Treasurer Bessie, Rtns. Shirly, Zeny, Rosa, Prudence and even limping Gigi tried to attend the project. Judging on the supports of all the members to our club, these make us strong and stable. Over-all assessment of the project, it was a success one. May we could continue these healthy activities with prayers. Thanks to everyone. +++++++++++++++++++++++++++++++++++++++++++++++++++ Our club's supported the 1st district kick-off project of Rotaract Club of San Pedro South entitled "Aral at Saya, Balik Eskwela" at Barangay Estrella School, to be held on July 27, 2013 at 8:00 AM, by giving 50 pcs transparent envelope , grade 1 books , pencils, eraser, pad paper and sharpener . It was acknowledged by RAC's Pres. Jill and Community chair Grace.

RI NEWS New York Times Highlights Pakistan’s War on Polio Today’s New York Times article by Donald McNeil titled “Pakistan Battles Polio, and Its People’s Mistrust” is a powerful story that highlights some of the incredible people and organizations responsible for getting us closer than ever to ending polio in my home country of Pakistan, and eradicating the disease worldwide. I have been involved in the polio effort for 14 years and have seen the program through ups and downs in all the three remaining endemic countries with polio in the world. There are very real challenges, but there is a hopeful and inspiring side of the story. This is the story that I have dedicated my life and career to fulfilling. This is the story that, despite all of the challenges, makes me more confident than ever that we can eradicate this disease by 2018. Let me explain. Progress to date – Since 1988, the world has seen the number of polio cases drop from 350,000 a year to less than 250 in 2012. The biggest advance in a decade happened in the past two years when India became polio-free, leaving only three countries – Pakistan, Nigeria and Afghanistan – where polio eradication has never been stopped. Today, in Pakistan, there are the fewest number of polio cases than ever. Where there’s a will there’s a way – Millions of people around the world have played a part in wiping out this debilitating but preventable disease. I can proudly say that I’m one of them and I’ve seen first-hand the sheer determination and will it takes to save a child from a lifetime of suffering from polio. Commitment of government leaders — The governments of Pakistan, Afghanistan and Nigeria have all committed to ending polio in the next couple of years. Most recently, the new Pakistan Prime Minister reinforced his personal and the government’s commitment to finish the job. They are raising vaccinators’ pay, increasing security for vaccinators and improving crisis response. All political parties in Pakistan are united in their fight against polio. All parties signed a unanimous decision condemning killing of the polio workers and expressing their support for Polio Eradication in December 2012. In Afghanistan President Karzai remains highly committed to Polio Eradication and the Taliban have also shown their support for polio eradication on humanitarian grounds. Just this past April, donor governments and philanthropists pledged $4 billion toward implementation of a six-year plan to achieve a polio-free world by 2018. Eradicating a disease has only been done once before for a reason. It is really difficult. It is difficult due to scientific, political, and geographic challenges. Yet ending polio is worth fighting for because these difficulties are nothing compared to the benefits that we, as a global community, will bestow on generations to come.
