Bossier first responders to be honored Oct. 22 at CBB event

Constitutional amendments explained WILL PHILLIPS Minden Press-Herald This November, on top of voting for the United States president, citizens of Louisiana will be asked to vote on a handful of amendments on a variety of different topics. Below the amendments, along with what a yes or no vote means, are explained. CA NO. 1 (ACT 447, 2019 – HB 425) – Relating to Declaring There Is No Right to and No Funding of Abortion This Amendment is being voted on in order to add new language to the Louisiana Declaration of Rights regarding the state and abortion. It would specifically add the phrase as Section 20.1 to Article I, “To protect human life, nothing in this constitution shall be construed to secure or protect a right to abortion or require the funding of abortion.” This essentially declares that the Louisiana Constitution cannot be interpreted as securing or protecting a right to abortion or requiring the funding of abortion. A YES vote for this amendment would be in support of adding this phrase to the Louisiana Constitution, and a NO vote would be in opposition. CA NO. 2 (ACT 368 – HB 360) – Amends Determination of Fair Market Value of Oil or Gas Well This measure would amend section 4(B) of Article VII of the Louisiana Constitution. This amendment would allow for the presence or production of oil and gas to be taken into account when assessing the fair market value of an oil or gas well for ad valorem property tax purposes. Bossier City Court is the first court experience most of our citizens ever experience. This is mainly because it handles traffic matters, evictions, and small claims that are inside city limits. Because of this, my main priority is being fair and professional to everyone. I also want to run an efficient court so that we do not have a backlog of cases and shorter dockets so that individuals do not have to remain in court for many hours on PARKS traffic days if that can be helped. My

All Bossier Parish/City first responders – law enforcement officers, firefighters, and emergency medical personnel – are invited to the inaugural “First Responders Appreciation Day” at Cypress Black Bayou on Oct. 22 from 10:30 a.m. to 2 p.m. The event will be held at the marina, located at 135 Cypress Park Drive, and will feature a full complimentary lunch and lots of door prizes. Robert Berry is the executive director of BERRY Cypress Black Bayou, and he says this firsttime event is a way to show support for first responders. “From everything that’s gone on this past year, it’s very important that we step up and back our first responders,” said Berry. “It’s about them.” Berry is joined by Vicky Whitman, Silver Star Smokehouse, Tubbs Hardware, Coburn’s Supply, and Zaxby’s to sponsor the event. Lunch will include a fish fry, BBQ, fries, coleslaw and hush puppies. Berry also said that when COVID-19 restrictions affected the park, it was the law enforcement officers working security at the park who had to turn people away because of the number of people they could let in. Because of that, the deputies posed an important question to Berry, he noted. “They asked me, ‘why do we have to restrict the number of people who

other priority is to help strengthen our programs to assist at-risk youth and their parents. As a prosecutor for Bossier Parish for the last 10 years, I have seen first hand the problems with not having the right type of early intervention. The youth program is called “A Step in the Right Direction” and the adult program is called “Raising a Winner.” Both programs focus on identifying problems such as substance abuse and mental health. With outside help, I think we can reduce the number of criminal defendants in our area. 2. Why are you running for City Judge City Court, City of Bossier City? They have a servant’s heart.” Berry is hopeful the appreciation day at the park will spark other cities and parishes to step up and show support for those who keep us safe. “Here in Bossier Parish, we are behind them all the way, and hopefully, other communities will recognize what we are doing here and get behind their first responders and start doing the same thing,” Berry said.

port the fair market value (for property tax purposes) of oil and gas wells taking into account the presence or production of oil. A NO vote would be in opposition, essentially saying one does not agree that the presence of oil and gas should not be taken into account. CA NO. 3 (Act 367 – HB 267) – Amends Use of Budget Stabilization Fund Amendment 3 would allow the Louisiana State Legislature, through a two-thirds vote in each chamber, to use up to one-third of the revenue in the Budget Stabilization Fund (a.k.a. Rainy Day Fund) to cover the state’s costs associated with a federally-declared disaster. The fund, created in Oct. of 1990, receives revenue from the state’s general and dedicated funds if it exceeds the expenditure limit. Access to using these funds is currently tied to budget forecasts and deficits. Specifically, “When the official forecast of recurring funds for the next fiscal year is less than the official forecast of recurring funds for the current fiscal year.” Those that are in support of the amendment argue that the current circumstances for being able to use the Budget Stabilization Fund are too stringent, and aim to make the Rainy Day Fund” more accessible during the time of emergency. Louisianan State Representative Gary Carter Jr., sponsor of the measure stated, “We can’t access our ‘rainy day’ fund when we have a true rainy day.” Those in opposition of the amendment argue that the circumstances during which to use

the Budget Stabilization Funds are adequate as they are, and prevent the state from tapping into the fund too frequently. The Public Affairs Research Council of Louisiana, when summarizing the potential opposition to this amendment, stated, “This new method of tapping the fund would be used way too frequently and undermine the original purpose and function of the Rainy Day Fund, which is to temper the state budget in times of revenue surges and boost the budget when revenue unexpectedly falls or economic cycles turn downward. The fund is already designed to handle state financial problems appropriately even in the case of disasters.” A YES vote for this amendment would be in support of making the Rainy Day Fund more accessible to use during federally declared emergencies. A NO vote would be in opposition of this and in favor keeping the rules for using the Rainy Day Fund as they are presently. CA NO. 4 (ACT 366 – HB 464) – Limits Expenditure Limit for State General Fund Amendment 4 would change the formula that Louisiana uses to determine how much they’re able to spend in a fiscal year. Currently Louisiana’s Constitution limits spending growth by “not exceed(ing) the expenditure limit for the current fiscal year plus an amount equal to that limit times a positive growth factor as provided for by law. The growth factor is the average annual percentage rate of change of personal income for Louisiana … for the three calendar years prior to the

fiscal year for which the limit is calculated.” This amendment would change that formula to one that does not allow for more than 5 percent growth per year. Those in support of this amendment argue that the old formula didn’t truly limit Louisiana from increasing it’s spending because of the compounding effect that was built into it, and that this new formula will better keep Louisiana from spending outside it’s means. Those in opposition to this amendment argue that this new formula would dampen Louisiana’s ability to increase spending if needed, and that it only addresses the symptom of government overspending and not the core issue. The Public Affairs Research Council of Louisiana stated, “ this new system will make the Legislature’s options less flexible. This amendment seeks to treat the symptoms of budget growth without curing the root problems. State government is ultimately constrained by the amount of revenue it receives. If citizens want to shrink government, the proper remedy is to elect people who will do so.” A YES vote would be in favor of changing the expenditure limit formula to no more than 5% growth per year. A NO vote would continue to use the existing formula. CA NO. 5 (ACT 370 – SB 272) – Authorizes Cooperative Endeavor Tax Exemptions This amendment would authorize new manufacturing establishments or additions to existing manufacturing establishments to enter into a cooperative endeavor agreement with a

taxing authority to make payments to the taxing authority instead of paying property taxes. The in support of this amendment argue that, “It gives local governments an additional, optional tool for incentivizing business investment and empowers local governments to negotiate a more “front-loaded” funding schedule for local needs,” according to the Public Affairs Research Council of Louisiana. Those in opposition argue that this is another way for manufacturers to circumvent paying their fair share of taxes, as the amount paid will be based on negotiation, rather than traditional property taxes. A YES vote for this amendment supports amending the state constitution to authorize local governments to enter into cooperative endeavor agreements with new or expanding manufacturing establishments and allows those establishments to make payments to the taxing authority as opposed to paying property taxes. A NO vote would be in opposition of this. CA NO. 6 (ACT 369 – HB 525) – Increases Income Limit for Homestead Exemption Special Assessment Level This amendment would increase the income threshold that seniors, military, and disabled persons need to earn below in order to qualify for the Homestead exemption special assessment level for residential property. Currently the threshold sits at $77,030.36, and this amendment would raise it to $100,000, thereby allowing more people to be considered for this spe-

cial assessment. A YES vote agrees that the threshold for seniors, military, and disabled persons applying Homestead Exemption Special Assessment Level to be increased to $100,000. A NO vote would keep the current threshold at $77,030.36. CA NO. 7 (ACT 38, 1st ES – SB 12) – Creates Louisiana Unclaimed Property Permanent Trust Fund The amendment would create the Unclaimed Property (UCP) Permanent Trust Fund, with its purpose being to be a trust holding the payment claims made by owners of abandoned property. It will also require that all funds above administrative costs received due to the Uniform Unclaimed Property Act of 1997 (or its successor) will be allocated to the UCP Permanent Trust Fund until the amount is equal to the state’s estimated unclaimed property potential liability. It would also allocate any additional unclaimed property receipts and any investment revenue from the fund to the state’s general fund as well as authorizing the treasurer to invest up to 50% of the UCP Permanent Trust Fund in equities. Those in favor of this amendment argue that putting Unclaimed property into a trust fund ensures that the property is protected for the citizen should they choose to reclaim it. The money allocated into the fund would also generate interest earnings which have the potential to generate money for the state budget. They also argue that “This new fund is needed because the recent increase in returns to

claimants has created a cash flow issue in the Treasurer’s office. Twice the escrow fund has temporarily run dry resulting in a slowdown of payments,” the Public Affairs Research Council of Louisiana states. This amendment is a way for them to alleviate the cash flow issues within the Treasurer’s office that have arisen from improvements in their ability to find the owners of unclaimed property. Those opposed to this amendment argue that there are other ways to alleviate the Treasurer’s office cash flow issues through state law, and that the return seen from the investment made with the funds could take years before they come to fruition. Public Affairs Research Council stated that in 2019 there was “excess of about $12 million after dedications,” under the current system. A YES vote supports that the UCP Trust Fund should be created and the treasurer should be allowed to invest up to 50% of the Fund in equities. A NO vote means one does not think this Fund should be created. PW Sports Wagering – Authorize Sports Wagering Activities – Act 215, 2020 This measure asks each person to vote for whether or not they want to allow sports betting in their parish. If a majority support sports betting, it will be allowed after state laws are passed that provide regulations of the activity. A YES vote supports allowing sports betting to take place in their respective parish. A NO vote opposes allowing sports betting to take place in their respective parish.

Election coverage policy revisited With the election just a couple of weeks away, now is a good time to take a step back and discuss the policy of our newspaper when it comes to coverage. It has been the policy of the Bossier Press-Tribune, with very few exceptions, to not endorse candidates for office, cover endorsements from other sources, or provide coverage for political parties. Each voter in Bossier Parish needs to choose their leaders and representatives based upon multiple factors. Not everyone has the same set of priorities, therefore not everyone will agree on a single candidate. This is why our multiple party system in the United States of America works so well. Despite our differences, we are still able to transfer power peacefully when one group of individuals is elected into power over another. We believe that it is not our role to tell anyone who lines up with their values and priorities. When it comes to political candidates, we believe that it is important to remain impartial as to preserve fairness and balance. We do, however, offer opinion and endorsements over single issues that may appear on a ballot. Single issues can be broken down, researched, and a conclusion drawn. Election of a person to an office isn’t so easy. That’s not to diminish the passion of a candidate’s supporters or their importance. We believe that presenting the information about a candidate and the office they are running for is crucial, and the best way to do that is with a balanced approach. Over the next two weeks, you will see this newspaper profiling candidates in many of the contested political races in Bossier Parish. We will be asking each candidate the same questions and running their responses in a “question and answer” format for clarity. In order to preserve fairness, we will hold each candidate to a hard deadline so their responses can be included together in one story, and if a particular candidate does not respond by deadline, we will run with what we have by press time. This is opposed to one candidate getting his or her “own” story. We also welcome letters to the editor from a candidate’s supporters letting the public know why they are supporting said candidate, so long as our editorial guidelines are followed. We realize that many in our industry do not hold this opinion/policy regarding endorsements and political coverage. They often endorse candidates, and they have every right to do so. One thing we all agree on, however, is that everyone who is eligible to vote should cast a ballot. If nothing else, we hope voters will exercise their ability to have a say in our future. LETTER

In response to Specht’s ‘apologize’ column Dear Editor: I would like to comment on the article that was written on October 7, 2020 by David Specht, the editor of Bossier Press-Tribune. The title was “Sometimes you have to apologize.” I lived this several years ago with who I thought was a friend of mine. As time went on, this person called me and asked me if I would come and talk to him. I did, and he stated to me that the information that he had received years ago was wrong, and he wanted to make a wrong right. The irony of this story is, “Don’t hold a grudge against anyone because it is not healthy, it is not right and the only one you are hurting is yourself.” Mark Crouch Benton

Rozeman: Separation of powers is crucial

I had great teachers in high school and college in Civics, Government, and American History. They spent much time helping us understand the importance of the Constitution and Declaration of Independence – documents described by Martin Luther King as “a promissory note to which every American was to fall heir”. We learned about the principles of separation of powers and checks and balances that have served for over 200 years to prevent the concentration of power in one individual or political party. These principles in the first three articles of the Constitution serve to prevent the tyranny of the majority. The separation of powers and checks and balances support the rule of law – a concept based on the importance of individual freedom and equality and the connection between law and morality. During this election season, several leaders of the Democratic Party have advocated for change to longstanding precedence related to these principles. Both the Democratic candidate for President and Vice Presi-

dent remain silent about the question of whether they intend to impact the separation of powers by packing the Supreme Court and/or doing away with the legislative filibuster. There is little to no precedence for this issue. The nine person Supreme Court and the legislative filibuster have been present for over 150 years. A serious effort to pack the court has only been considered one time during PHILLIP ROZEMAN Franklin Roosevelt’s Presidency during The Great Depression and that effort failed. America’s place as the leader of the free world is threatened when we have a system where laws and ideas are declared just or unjust arbitrarily in reaction to the ideology of the loudest and most powerful voice in the conversation. There is a need in democracy for expression of different perspectives. Throughout history, people have not been served well by a totalitarian

government. There is a truth in politics that “power tends to corrupt, and absolute power corrupts absolutely”. James Madison, the father of the Constitution, noted “ambition must be made to counteract ambition”. There is a need for each branch to limit the power of the other. The intent of separation of powers is to prevent the concentration of power in a few and provide for checks and balances. Our founders created a system designed to prevent unchecked power because they had experienced this with the English monarchy. Unchecked power was a major reason the American Revolution was fought. Preserving a republic based on democracy for over 250 years is an amazing accomplishment. The principle of separation of powers is a major contributor to the preservation of our republic. It is part of the foundation of governance of a country that is a unique force of good in the world. It is why people from across the world make great sacrifices to immigrate to this country. The fundamental question related to packing the

Supreme Court by adding to the number of justices should be answered before choices in this election are made. Reducing the authority of the Supreme Court by packing the court would likely change it from a moderating influence to a destabilizing influence. Long held constitutional principles are too important to the long-term future of America to let them be sacrificed in a quest for power by any political party. The question of whether packing the Supreme Court and abolition of the legislative filibuster is on the ballot remains unanswered at the time this is written. For the sake of my Civics, Government, and American History teachers and this country I love, I hope this issue of a need for transparency in this important issue will be resolved before election day. Alexander: Judge Barrett faces anti-Christian bigotry With the pending confirmation hearing of nominee Judge Amy Coney Barrett to the Supreme Court, it is appropriate to review what our Constitution says about religion. The first two religious safeguards are contained in the First Amendment: “Congress (i.e. government) shall make no law respecting an establishment of religion … or prohibiting the free exercise thereof.” American history makes clear that what the Framers of our Constitution meant by prohibiting an “establishment of religion” was only that there was to be no formal state religion to which all citizens were forced to conform and adhere. That’s it. However, what we see in our country today is a brazen and reflexive hostility to any notion of religion, particularly Christianity. This is a perverse distortion of the Framers’ intent. The second safeguard prohibits government from limiting or inhibiting our “free exercise” of religion, as well as the freedom not to worship. The third religious safeguard is less well known but specifically relevant to the confirmation hearing of Judge Barrett. It is contained in Article VI. “No religious

test shall ever be required as a qualification to any office or public trust under the United States.” This also means no religious test may be used as a disqualification of an individual, either! National media and the cultural elite often mock and ridicule Americans who worship and strive to live out their faith. They view faith, religion, and the worship of God in much the ROYAL same way ALEXANDER the atheist, communist Karl Marx did, as “the opiate of the masses.” The New York Times has admitted, in a rare and striking moment of candor, “we don’t get religion.” But what about Judge Barrett’s right to free exercise of religion? What about her right not to have shoved in her face a secular, humanistic, and valueless cultural “establishment” that predominates among our national elite? What about her right not to be disqualified from a position on the Supreme Court as the Left applies a religious litmus test to oppose her simply because she is a devout

Christian Catholic? Judge Barrett is now accused of being an “extremist” because she has been a part of People of Praise, a closely-knit religious group that encourages its members to strive together for a greater holiness in their lives. Media has falsely stated that People of Praise was the basis of Margaret Atwood’s “The Handmaid’s Tale.” It’s not but we will never see a retraction of this smear. She’s also begun to be attacked for a comment she made in a speech she gave years ago that “a legal career is but a means to an end… and that end is building the Kingdom of God.” This is a typical, ordinary expression of a sincerely held religious belief that any believer— Jewish, Catholic, Protestant, or Muslim—would identify with as the purpose of their faith. In short, the Left will try anything to make her appear “kooky” or “weird” in an attempt to justify opposition to her nomination, ignoring the fact she is a highly-qualified jurist and possesses a once-in-a-generation legal mind. In her previous confirmation hearing to the appeals court Judge Barrett was grilled by one senator

who stated about her deep faith “the dogma lives loudly within you”; another senator asked whether she was an “orthodox” Catholic, which means he actually wanted to know “how Catholic are you”; (Imagine the outrage if a senator asked a nominee of Jewish faith “how Jewish are you”? Or someone of Muslim faith “how Muslim are you”? However, it’s still perfectly acceptable to smear and scapegoat Christians). For context, Sen. Kamala Harris also previously attacked a different nominee for being an “extremist” because he was a member of the Catholic religious group, Knights of Columbus, which closely follows Church teaching—meaning it opposes abortion and gay marriage. The Airline Lady Vikings went 3-0, including five-set victories over Byrd and West Monroe, in volleyball action last week. After winning the first set against Byrd 25-19, Airline dropped the next two 25-20 and 25-18. The Lady Vikings evened the match with a 25-20 victory in the fourth and won it with a 15-9 win in the fifth. Airline dropped the first set against West Monroe 25-15 then rallied to win the next two 25-20 and 259. West Monroe took the fourth 25-18.

The Lady Vikings won the fifth 15-12. With the set tied at 7, Airline reeled off seven straight points for a 14-7 lead. The Lady Rebels answered with a 50 run before the Lady Vikings closed out the match. Airline avenged a fourset loss to West Monroe in the designated District 1-I match Sept. 15. Airline sandwiched a three-set district victory over Pineville in between the five-setters. The Byrd victory was also a designated district match. Haughton-Airline matchup highlights Week 4 Bossier expected to return to field Friday for homecoming

After having to cancel their last two games because a player tested positive for COVID-19, the Bossier Bearkats are expected return to the field Friday night for their District 1-3A opener against North Webster at Memorial Stadium. Appropriately, it’s Bossier’s homecoming game. The Bearkats opened the season on Oct. 2 with a 40-20 loss at Logansport. A day before the Sports Editor Bearkats were scheduled to play North Caddo, the positive test was reported. That game and last Russell Friday’s Hedges against Montgomery were cancelled. The Montgomery game was supposed to be Bossier’s homecoming game. North Webster has also dealt with COVID-related issues and had to cancel last week’s game against North DeSoto. The Knights (0-2) last played on Oct. 9, a 35-6 loss to Sterlington. As of deadline Sunday, the Bossier-North Webster game was on for Friday, according to the Bossier Bearkat Athletics Facebook page. In Thursday’s action, Parkway (0-3, 0-2) faces Byrd (3-0, 2-0) at Lee Hedges Stadium in District 1-5A and Plain Deal-

In Friday’s District 15A games, Airline (2-1, 20) visits Haughton (2-0, 1-1) and Benton (1-2, 1-1) hosts Captain Shreve (2-1, 2-0). Last week, Haughton edged Benton 7-0 in a defensive struggle at Benton, Airline routed Southwood 37-0 at Airline, Parkway fell to Captain Shreve 4120 at home and Plain Dealing lost to Arcadia 54-30 at Plain Dealing. The Airline-Haughton game is the marquee matchup. Last year, the Vikings won 22-19. Most of the offensive stars from that game are gone, while several top defensive standouts return. Airline played well in all phases last week

against a winless Southwood team. Alex Garcia tossed three touchdown passes and the Vikings defense allowed one first down in the first half. Defense dominated the Haughton-Benton game, but the Bucs were able to get their running game going after struggling against Byrd the week before. An 89-yard TD pass from Colin Rains to Gage East in the fourth quarter proved to be the difference. Friday’s game could be another defensive battle with field position and turnovers telling the story. Benton’s defense will be tested against Captain Shreve’s offense, which is one of the district’s best. The Gators have one of the state’s best players in sophomore Kendrick Law, who scored two touchdowns against Parkway.

The Tigers will obviously need to get their offense going to have a chance. If they do, this game could be just as tight as Benton’s first three games, all of which have been decided by seven points or less. Shreve won 58-14 last season on its way to the district co-championship. After facing Shreve’s multiple offense last week, Parkway will be trying to slow down Byrd’s veer running attack Thursday. The Yellow Jackets struggled in a scoreless first half last week against Natchitoches Central but came alive in the second in a 20-0 victory. Parkway stayed within striking distance against Shreve for most of the game but could never get even after falling behind 14-0 in the first quarter. See, HEDGES, Page 6

Benton finished runnerup in the boys division of Benton Invitational cross country meet Saturday at Oakland Plantation in Plain Dealing. The Tigers scored 66 points. Class 5A power Ruston won with 29. West Monroe was third with 77 and Byrd fourth with 106. Benton senior Jacob Marcinkus continued his outstanding season with a runner-up finish. He covered the 3-mile course in 15 minutes, 22.19 seconds. Ruston’s Dyllon Nimmers won in 15:13.00. Ruston’s Caleb Babineaux was third in 15:35.05 followed by

Byrd’s Trent Wells in 16:07.28 and Benton’s Hagos Easter in 16:10.34. Other Benton runners in the scoring were Mason Haley (17th), Austin Parker (24th) and Anthony Ardoin (29th). Airline’s Ethan Barrier and Jaylin Wilbert finished 20th and 21st, respectively. The boys race featured 105 competitors. Ruston also won the girls division with 22 points. Cedar Creek was second with 65 and Byrd third with 69. Ruston’s Lily Garrett and Marina Givens finished 1-2 in 18:43.39 and 18:59.57, respectively. Airline Kaylen Harris was 13th in 21:23.60 in the field of 73.

The Lady Tigers won a marathon first set 31-29 and went up two sets to none with a 25-20 victory in the second. But the Lady Cavs rallied to win the next two 25-18 and 25-20 to even the match. RUSTON – Brenden Knox rushed for 125 yards and scored two touchdowns to lead Marshall to a 35-17 win over Louisiana Tech before 7,140 fans at Joe Aillet Stadium last Saturday night. The difference in the game was on third down as Marshall converted 13 of 16 while controlling the clock for over 35 minutes while the Bulldogs managed to convert just 1 of 10. “They have a really good football team,” said Tech coach Skip Holtz. “I was proud of the way the defense competed, but we’ve got to clean up the mistakes. But, if you look at this game, our woes are on offense.” Tech rushed 24 times in the game for a total of seven yards and allowed six quarterback sacks. “We can’t run the ball, and we can’t protect our quarterback,” said Holtz. “Tonight and last week are two poor performances, and we’re not a very good offensive football team right now. That starts with me. I have to do a better job.” The Bulldogs defense played well enough to give itself a chance, but the inability to get stops on third down proved costly. Knox was a workhorse for the Thundering Herd, totaling the 125 yards on the ground on 32 rush attempts.

highlights of the 2019 season. The Jackets have already got revenge for losses to Calvary Baptist and Haughton last season. Plain Dealing simply couldn’t stop Arcadia last week. The Hornets didn’t punt once. That was somewhat of a surprise considering Arcadia scored only 14 points combined in their first two games, albeit against two very good teams. The Lions fared better on offense but four

turnovers were costly. Plain Dealing has another good chance to pick up a win against Lincoln Prep, which has scored only one touchdown in three games of a tough schedule. The Lions cruised to a 42-13 victory last season and have won two straight in the series.

We gave up the last touchdown in three deep. We’re trying to make it as simple as we can. Before you can start to go after quarterbacks, you’ve got to be confident that you can cover.”

we have in-person programs Blind Man and virtual programming Hunts Again

It’s official: we have in-person programs again in addition to virtual programming! Some of you may have even attended the Shreveport Symphony performances that have already taken place at our Benton, Aulds, and Tooke Branches; depending on when you read this column you can still catch the symphony at Tall Timbers Park where our East 80 Branch has decided to host their symphony visit on October 20 at 4:00pm. If you don’t see this column in time, then you can join our Haughton Branch in welcoming the Shreveport Symphony for a special holiday concert on December 10 at 11:00am (but I’ll remind you all when the date gets closer on that one.) In addition to the symphony visits, our library staffers have been hard at work planning other programs. At our Tooke Branch, they are looking forward to the Drive-Thru Trick-or-Treat they’ve organized. This will include handing out candy in buckets and a costume contest, so come dressed to impress on October 22 between 3:00pm and 5:00pm. They will also be hosting Bingo for the over

18 crowd on October 27 at 10:30am, and a Dungeons and Dragons campaign can be attended in person on their patio, or virtually if that’s your preference; the adventure begins on October 27 at 4:00pm so don’t forget to register! Our Haughton Branch will also be hosting some Halloween fun, which they’ve planned for October 30th and 31st. Stop in to see staff dressed in their villainous best, plus enjoy candy and take-home crafts for the ANNIE GILMER kids. Costumes are always encouraged! They’ve also got their imaginations at the ready with Creative Minds starting back up in November, registration is required for this event so don’t forget to sign up ahead of time. Preschool storytime can be attended in person or virtually on Wednesdays at 10:00am; and there are two Book Clubs to chose from, one on the 3rd Thursday of the month and the other on the 3rd Saturday of the month, except this month when it takes place on the 4th Saturday (Oct. 24). Call for information on what book has been selected for each club. Finally, our Benton Branch is helping spread our joy over getting to host in-person programming by jumping on this Halloween fun train with Haughton and Tooke. Throughout the day on October 31 candy and grab-andgo crafts will be handed out, and as always: costumes! Teens have the opportunity to mingle at the Graphic Novel Book Club Benton staff have planned on October 27 and November 17 at 4:00pm. And virtual programs, such as storytime, Spanish with Senora Montgomery, Benton Trivia, and New & Notable will continue as they have been. Walter Hill was a Benton resident and avid outdoor sportsman who probably planned to spend his retirement hunting and fishing at the Sailes Hunting Club in Bienville Parish. On May 13, 1975, a valve on a storage tank filled with anhydrous ammonia malfunctioned while working, causing severe damage requiring 27 surgeries and AMY ROBERTSON four transplants. In the end, the Doctors were unable to restore Hill’s sight. Now, legally blind, he was forced into early retirement and feared that his disability would prevent the retirement he always imagined. Hill learned that there’s not much one can’t do, where there is passion, will, and good friends. It was not long, maybe about a year or so after the accident, he began fishing again with the help of a friend, parttime fishing guide, Vardaman “Junior” Williams of Williams and Son Plant Farm in Keithville. Ten years later, he learned that his neighbor, Margaret Stewart, loved to hunt and fish, so he made her a deal, “if you get me there, I will pay all of the expenses.” From that point forward, Hill and Stewart began “hunting” and fishing together. Though he could not hunt, he enjoyed being in the woods and sitting in the deer stand. Over the years, Hill lost his wife, Dorothy, and eventually, he and Margaret married on Valentine’s Day 2006. As a mother of a legally blind son and an avid hunter herself, she started making phone calls when she heard of a blind person in Texas hunting using a laser sight and partner. Margaret called the Louisiana Wildlife and Fisheries to learn that, in Louisiana, this would be illegal. Next, she called Louisiana State Representative Henry Burns, a long-time friend, and resident of Haughton. Burns went on to sponsor a bill (HB 39) through the Louisiana legislature, which was signed into law by Governor Bobby Jindal, just in time for hunting season. “The new law authorizes the use of laser scopes by visually impaired hunters while hunting with a sighted individual.” Louisiana is the 17th state to pass such a bill allowing the blind to hunt with the assistance of technology and a sighted partner. The last time Hill shot a gun for hunting purposes was on New Year’s Day in 1975, just five and a half months before losing his sight. Finally, with the new law in place and family and friends’ help, Hill could do more than sit in the tree stand. It was the winter of 2010 when, once again, Hill experienced the thrill of hunting when he shot his first deer since becoming blind 35- years earlier. The most important message that Hill would want readers to take from this is “not to be afraid of doing things with people who are handicapped.” He did not take lightly the challenge and effort it took for his friends and family to help him fish and hunt. Hill stated, “You don’t realize how much it meant. When I caught that first bass, I almost cried. OBITUARIES Eleonore Papenfuss Harrison A Mem o r i a l service for Eleonore Papenfuss Harrison will be held at Hillcrest Memorial Chapel on October 22, 2020. Family will receive friends and guests 10:00-11:00 with services to follow. Officiating the service will be Reverend Monroe Mercer. Due to the COVID-19 restrictions, the family asks that masks be worn at all times and social distancing be practiced. Eleonore Papenfuss Harrison (Ellen) was born in Munchowshof, Germany on November 25, 1940 to Otto and Martha Pick Papenfuss. She passed away on April 8, 2020 in her sleep in the Garden Court Nursing and Rehabilitation Facility in Bossier City, LA., following an extended illness. Due to COVID-19 restrictions, she was interred in Hillcrest Memorial Park immediately with services to follow. Ellen met an Air Force Sergeant Milton C. Harrison in Fairborn, OH in 1973 and they were married a few months later with that union lasting 47 years with her death. Ellen was most proud of her Naturalization Certificate that she received in a ceremony in Dayton, OH in 1975, when she became an American Citizen. Ellen volunteered and served The American Legion Auxiliary, Unit 388 in Haughton, LA and Cabane 137, La Societe de femme in Shreveport, LA since 1984. She was preceded in death by her parents, Otto Papenfuss and Martha Pick Papenfuss; Sister Margot P. Thoni, brother-in-law Kurt Thoni, brother Norbert Henke, daughter Sharron S. Parnell and step-son Brian A. Harrison. She is survived by husband Milton C. Harrison; sisters Helga P. Aytes and husband Larry W. Aytes, Roswitha H. Geshwill; brother Manfred Henke and wife Roswitha, son Steve A. Scully, step-son William R. Harrison and wife Cris,

step-daughters Susan H. Frost and Julie A. Harrison. She leaves eight grandchildren and ten great-grandchildren and numerous nieces and nephews. The family would like to thank Dr. Scott Harrington and his complete staff at WK Haughton Medical Group for their tender and loving care over the years. Additionally, a Special Thanks to Louisiana Home Healthcare and Heart of Hospice staffs who cared for her near the end. We really appreciate the loving care and spiritual guidance that you provided her. Doris Shaw Thorpe Doris was born on August 17, 1922 in Leton, Louisiana and passed away at 98 years old on October 8, 2020 in Brandon, Florida. She had been a resident of Florida since 1983. She was preceded in death by her husband of 52 years, Henry L. Thorpe, Sr., parents John F. Shaw, Sr. and Nannie Lee Shaw, brother John F. Shaw, Jr., and nephew John F. Shaw, III. She is survived by her devoted son Henry L. Thorpe, Jr. and his wife and loving daughter-in law, Kathleen, grandchildren Toni Palermo and husband Darren of Clinton, Louisiana, Randy McMichael and wife Sara of Minden, Louisiana, great grandchildren Katelin Palermo of Orlando, Florida, Allison Junkersfeld and husband Christopher of Clinton, Louisiana, Jason Palermo of Salem, Oregon, great-great grandchild Piper Junkersfeld of Clinton, Louisiana, other relatives, and her loving and devoted friends. Doris was a gracious, soft spoken and polite Southern lady with an independent disposition and spirit who loved her biscuits with sausage and loved her chocolate. She was a devoted and loving mother and a steadfast kind-hearted friend with a quiet sense of humor.

She was caring, serene, patient, and kind. Those who had the privilege of knowing her are truly blessed. Doris attended Louisiana Tech University where she was a member of the Sigma Kappa Sorority and Lifetime Member of Sigma Kappa. At Tech, she was a member of the Blue Jackets, Tech Playhouse, the Y.W.C.A., and a member of the yearbook staff. When the United States entered World War II, she left Tech and attended business school so she could learn skills to aid the war effort. She later received her BA degree in accounting from the Baptist Christian College. Her work history included Executive Secretary for the Project Manager of the Silas Mason Company during the construction of the Louisiana Army Ammunition Plant; the USA WW2 Rationing Board in Alexandria, Louisiana; Executive Secretary for the Chief Engineer of the Silas Mason Company Iowa Ordnance Plant in Burlington, Iowa; Executive Secretary for the Speaker of the Louisiana House of Representatives for two sessions; and, an accountant for the Northwest Louisiana Vocational Technical School in Minden, Louisiana. She also owned several businesses in Minden, Louisiana from 1954 until 1973, including a construction company. She was a past matron of Eastern Star, Chapter No. 53 in Minden, Louisiana and a member of Eastern Star for 75 years. Doris was a member of the First Baptist Church of Brandon, Florida where she was a member of the Lila Bible Study Class. During her lifetime, she introduced family and friends to our Lord Jesus Christ. known as “PK”, passed away at the age of 80; after bravely and spiritedly navigating a life challenged by severe, early onset dementia for a little over 5 years. His four children, Angela, Robert, Elena, and Becky were nearby as he passed from this world to the next. Bob, as many others knew him, was born in Pontiac, MI on November 10, 1939. He was raised in Pontiac and graduated high school there, where he played football. He joined the United States Air Force shortly after graduating high school and was trained as a jet mechanic. After completing the required amount of college credit (at the time) he qualified for Officer Candidacy and trained as a Navigator and went on to complete his 20 years as an officer, serving during the Cuban Missle Crises and Viet Nam War and the beginning of the Cold War. Maj. Paul Robert Kempf, Ret., was the proud recipient of many medals and awards for his service. He met and married Tina M. LaRosa while he was in training at Biloxi AFB, MS and they moved to a few different places during his military career; finally assigned to Barksdale AFB, Bossier City, LA. They lived in nearby Haughton where they finished raising their four children. After retirement from the military he was a business owner and, in fact, started doing carpentry and building projects even before retiring from the USAF. After several years he moved to Hot Springs, AR, where his parents had retired, and lived and worked there until he developed debilitating dementia. “PK” loved golfing, bowling, playing cards, throwing darts, designing and building, working crossword puzzles in ink, including the daunting Sunday puzzles. He was highly intelligent, very funny, spirited, and loved doing all these things and more with family and friends. He will be greatly missed. He was preceded in death by his father and mother, Robert T Kempf and Helen G. Emerson Kempf; sister, Bette Kempf; and brother, Michael Kempf. Dr Greg Davis will officiate. Fred Edward Goza, Jr was born on December 7, 1946, in Shreveport, LA and died on September 23, 2020. He attended C. E. Byrd High School and Louisiana Tech University where he obtained a Bachelor of Fine Arts in Interior Design and Marketing. Mr. Goza was the President of Hoover Watercolor Society, decorator of the Ruston Peach Festival and the Epicurean Dinner; hospitality chair for the Shreveport Little Theater; a member of the Ambassadors Club, and a member of the Broadmoor United Methodist Church. Mr. Goza also taught commercial art and photography at Captain Shreve High School and Caddo Career Center. He was a designer at Interiors Incorporated, and Friend, Piper, and Mulkey, and Drummonds before opening his own design studio, Goza’s Gallery, Inc. Mr. Goza was preceded in death by his parents, Fred Edward Goza, Sr and Evelyn Quarles Goza and his in-laws, Finley and Louise Sneed. Registered as a non-profit 501(c)(3) since 2009, Veterans for Veterans, Inc.’s event has been officially recognized 2009-2019 by the Dept. of Veterans Affairs as an official Veterans Day event. The organization mission is to operate exclusively for the charitable purpose of making a better life for local American Veterans. All proceeds raised from the event are used to help veterans through the Overton-Brooks VA Medical Center, the NW LA War Veterans Home, and the NW LA Veterans Cemetery. The organization also supports efforts of the Disabled American Veterans (DAV) to include assistance with housing, transportation, and personal needs. The Housing Authority of the City of Bossier City (HABC) is extending an opportunity for Media and Website Development Services. The contractor qualification should indicate the ability to perform the work required in a timely and sufficient manner. This entire procurement procedure and contract award is subject to the U.S. Department of Housing and Urban Development (HUD) any and all applicable Federal/State law and/or regulations.

It shall be the Bidder’s responsibility to make inquiry as to any Addenda issued.

All Bidders will be required to submit the Attestation Form (Section 00420) and the NonCollusive and Non-Solicitation Affidavit (Section 00480) before the bid opening or within ten days after the bid opening. These documents can be mailed, faxed, or e-mailed but must not be submitted in same envelope with the bid.

Each proposal must be accompanied by a bid security, which may be a certified check, cashier’s check, or bid bond, for an amount not less than 5% of the amount of the bid, made payable to the City of Bossier City, Louisiana. An acceptable performance/payment bond equal to 100% of the contract price will be required of the successful bidder.

The successful bidder will agree to commence the work under this contract on or before a date to be specified in the Notice to Proceed and fully complete the project within One Hundred Eighty (180) calendar days. Bidders will pay liquidated damages, the sum of $1500 for each consecutive calendar day thereafter. On any bids submitted in the amount of $50,000 or more, the Contractor shall be licensed under Louisiana Revised Statutes 37:2150-2163 and show his license number on the bid and on the envelope in which it is submitted. Any Subcontractors being Electrical, Mechanical, or Plumbing (plumbers bidding Mechanical work) shall be licensed under Louisiana Revised Statutes 37:2156 for bids submitted in the amount of $10,000 or more. The TOWN OF PLAIN DEALING WATER SYSTEM is currently in violation of the treatment technique requirements for minimum residual disinfectant level as set forth by the State (Part XII of the Louisiana State Sanitary Code). Although this incident is not an emergency, as our customers, you have a right to know what happened and what we are doing to correct this situation.

The Louisiana Department of Health (LDH) has determined that the presence of microbiological contaminants is a health concern at certain levels of exposure and requires the disinfection of drinking water to kill disease-causing organisms. Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as nausea, cramps, diarrhea and associated headaches. These symptoms, however, are not just associated with disease-causing organisms in drinking water, but also may be caused by a number of factors other than your drinking water. LDH has set enforceable requirements for treating drinking water to reduce the risk of these adverse health effects. Treatment such as filtering and disinfecting the water removes and destroys microbiological contaminants. Drinking water which is treated to meet LDH requirements is associated with little to none of this risk and should be considered safe,

We are required to monitor your water for the residual disinfectant level. This tells us whether we are effectively treating the water supply. During the compliance monitoring periods of (08/01/2020) through (08/31/2020), and (09/01/2020) through (09/30/2020), the TOWN OF PLAIN DEALING WATER SYSTEM failed to provide the minimum residual disinfectant level in the treated water supplied to customers. The violation occurred because the treated water chlorine residual was less than 0.5 milligrams per liter in over five percent of the samples collected in the water system in two consecutive months.

You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

The Town of Plain Dealing has been aggressively working on correcting and improving disinfection residuals throughout the water system. Investigative samples are taken daily to monitor residuals and enhanced operational procedures have been implemented to make improvements. These measures include more frequent monitoring of water quality in the distribution system as well as flushing water mains to draw fresh water into lower water use areas. The Town has also deployed automatic flushing devices systematically to perform daily flushing where needed. The results of these efforts are positive and will remain in place to ensure consistent compliance with all regulations. As of September 30th, Plain Dealing has maintained compliance.

In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, NOVEMBER 10, 2020, upon the application of BPX (WSF OPERATING) INC. At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville Zone, Reservoir A, in the Elm Grove Field, Bossier Parish, Louisiana. 1. To permit the applicant to drill, designate and utilize three cross unit horizontal wells as alternate unit wells for HA RA SU65 and HA RA SU139 (said cross unit wells being located in lieu of any undrilled horizontal alternate unit wells previously approved for HA RA SU139 in Office of Conservation Order No. 361-L-147, effective February 24, 2015), at the locations and in the general manner shown on the plat submitted with the application, in exception to the spacing provisions of the 361-L Series of Orders, and to provide that no portion of the perforated length of lateral in the cross unit wells should be located closer than 330’ to any unit boundary except for the common unit boundaries between said units. 2. To permit the applicant to drill, designate and utilize one horizontal well as an alternate unit well for HA RA SU65, at the location shown on the plat submitted with the application, in accordance with the spacing provisions of the 361-L Series of Orders. This well was inadvertently identified as a cross unit horizontal well instead of a horizontal well for HA RA SU65 in our pre-application notice dated September 15, 2020, however it was correctly reflected on the plat submitted with the application. 3. To permit the operator to produce the unit allowable for each unit from the unit well and/or the alternate unit wells, in any combination, at its discretion. 4. To find that the proposed alternate unit wells are necessary to efficiently and economically drain a portion of the reservoir covered by each unit which cannot be so drained by any existing well within such units. 5. To find that unit production from the cross unit horizontal alternate unit wells shall be allocated to each unit in the same proportion as the perforated length of the lateral in each unit bears to the total length of the perforated lateral as determined by an “as drilled” survey performed after the cross unit horizontal well is drilled and completed; provide that unit production shall continue to be shared on a surface acre basis. 6. To provide that production from each cross unit horizontal well shall be separated and metered individually and this information shall be reported in the manner prescribed by the Office of Conservation. 7. To find that, with respect to each cross unit horizontal well, where the horizontal portion of the well is cased and cemented back above the top of the Haynesville Zone, Reservoir A, the distance to any unit boundary and offset well(s) should be calculated based on the distance to the nearest perforation in the well, and not based on the penetration point or terminus. 8. Except insofar as set forth above, to confirm and continue in effect the provisions of the 361-L Series of Orders, the units created thereby, and applicable Statewide Orders. 9. BE IT RESOLVED the Town of Benton accepts as a preliminary plat for the purposes of beginning the development process, the Lost River Estates North Unit 4 plat approved as a final plat under the MPC’s regulations and procedures by the BentonParish Metropolitan Planning Commission (the “MPC”) at its regular meeting of August 3, 2020 by a vote of 3-1, subject to the following conditions included in the motion made by MPC Member Steve Vercher: 1. Developer will construct the secondary entrance before homes in North Unit 4 are permitted.

2. Lot 4000 will be deleted.

3. Lots 80 and 81 will be revised to be approximately 20’ shorter to match the 100’ lot depth of the existing western property lines of lots continuous with them; and

4. The developer will construct a drainage pipe from the detention pond to lot 5000 (owned by others with the developer to obtain necessary approval) as part of the development of North Unit 4.

NOTICE OF SPECIAL ELECTION Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Bossier, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Bossier, State of Louisiana (the "Parish"), on August 5, 2020, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, DECEMBER 5, 2020, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit: PROPOSITION (MILLAGE CONTINUATION) Shall the Parish of Bossier, State of Louisiana (the "Parish"), continue to levy and collect a three and two hundredths (3.02) mills tax on all property subject to taxation in the Parish for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031 (an estimated $3,100,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of maintaining and operating the correctional facilities in the Parish including the furnishing of transportation and medical care for prisoners, said millage to represent an increase (due to reappraisal) of two hundredths of a mill (.02) over the 3 mills tax authorized to be levied through the year 2021 pursuant to an election held on April 2, 2011? The said special election shall be held at each and every polling place in the Parish, which polls will open at seven o'clock (7:00) a.m. and close at eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541. The polling places for the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law. The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $33,200. Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law. The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Bossier Parish Courthouse, Police Jury Meeting Room, 204 Burt Blvd., Benton, Louisiana, on WEDNESDAY, JANUARY 20, 2021, at TWO O'CLOCK (2:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the Parish are entitled to vote at said special election and voting machines will be used.
